Unsolicited knocks on doors increase BY SHANNON GRANHOLM EDITOR
Following damaging storms the June 11 and 14 and most recently July 12 residents of the Quad communities have most likely noticed the abundance of contractor signs in ditches and front yards along with an increase in the number of unexpected knocks on their doors. Both city staff and local police departments are experiencing an increased number of complaints and inquiries regarding who is or is not allowed to solicit business from door to door; the increase has prompted some of the cities to discuss the topic further.

City Clerk Julie Bartell explained the peddler/ solicitor licensing process to the council at its July 5 work session. “City staff is receiving inquiries from property owners, contractors and elected officials in regard to how the city licenses and enforces regulations on this type of activity,” she explained. Lino Lakes requires a peddler/solicitor/transient merchant license, which requires a background check for individuals and business
for $250. The license must be approved by the City Council and is valid for up to six months. Contractors can also fill out a form to let the city they will be distributing flyers in the city. This is not considered a license and does not allow individuals to knock on doors. No council approval is required, but it allows the city to know who is working in the city. Public Safety Director John Swenson explained the department has experienced an increase in the volume of phone call complaints regarding people going door to door without a license. “We identify who the person is, inform them of the ordinance and, if appropriate, we warn them. Depending on other circumstances, like the person's likelihood to respond to a citation, they can be arrested and taken to jail,” he explained of the process. An example of when someone could potentially be arrested is a person who doesn't have stateissued identification and the department can't verify who the person is. Another example is if the solicitor has previously been warned of the ordinance violation and continues to do so anyway. “They (residents) can ask to

LINO LAKES — A Lino Lakes resident is the only one in the longstanding history of the St. Paul Winter Carnival and Minneapolis Aquatennial to serve multiple roles on back-to-back years. Dan Stoltz, who has lived in Lino Lakes for 16 years, was King Boreas
79th (head of the Royal Family) of the Winter Carnival last year and will fulfill his role as the Aquatennial Commodore later this month. “I am on both sides of the river. What's funny is there are people who are so loyal on both sides, that some of them have called me a traitor,” he said. Stoltz has been with SPIRE Credit Union for 18 years and was promoted to CEO/president in 2010. He served
on the Lino Lakes City Council for six years and also served on the Circle Pines City Council for six years, where he was a resident for 14 years. Stoltz, who grew up on the east side of St. Paul, said the Winter Carnival has always been near and dear to his heart.
