Watershed district gathers feedback on Peltier Lake temporary drawdown BY SHANNON GRANHOLM STAFF WRITER
Landowners on Peltier Lake filled Wargo Nature Center in Lino Lakes July 7 to share their concerns, give feedback and ask questions about a proposed temporary drawdown project. Rice Creek Watershed District (RCWD) lake and stream specialist Matt Kocian and engineer Jeremiah Jazdzewski of Houston Engineering led the public meeting to inform landowners of the proposed project and solicit feedback.
“We want the backing of the lakeshore owners and we need it to get a permit from the DNR,” Kocian explained. In order to get the proper permit from the DNR, there has to be approval by 75 percent of the riparian landowners, or those who own property situated on the lake edge. Kocian estimated that so far he had received approval (signatures) from around 20 landowners and needed a total of around 35. The RCWD is proposing to temporarily draw down water levels in Peltier Lake by approximately 3 feet.
The goal of the project is to manage invasive plants, particularly curlyleaf pondweed, and improve water clarity. Kocian explained that algae blooms are driven by excess phosphorus. The lake’s phosphorus levels have steadily remained above state standards since the late ’80s. The phosphorus level has dropped over the last few years, although it still remains above state standards. The state standard for phosphorus is around 50 grams per 1,000 liters. In 2015, it was measured at a little over 100 grams per 1,000 liters. In 2002 Peltier Lake was listed as
impaired by the Minnesota Pollution Control Agency (MPCA) and placed on the 303(d) list due to excess phosphorus. In 2013, a total maximum daily load (TMDL), or pollution budget, was approved by the Minnesota Pollution Control Agency and the U.S. Environmental Protection Agency for the lake. The study found that 62 percent of the phosphorus is coming from internal loading (recycled inside the lake year after year) and 38 percent is from external sources (stormwater SEE PELTIER LAKE, PAGE 11

LINO LAKES — What keeps the volunteers at the Parrot Adoption Education Program (PAEP) going is making that perfect match between a bird and his family. The nonprofit organization is located at 7317 Lake Drive next to Don's Circle Service. Its purpose is “to help parrots and their people, either by taking them in or finding them new homes,” said volunteer Renee Quimby. The organization is completely volunteer-based and its mission is “to protect and provide for the welfare of companion parrots through education and consultation of current parrot owners, and the careful placement of displaced birds in well-prepared homes.” On average, PAEP has around 15 volunteers and 20 birds at a time. Currently, it has around 25 birds. The organization has
