Medical alert dog will bring peace of mind to Lino Lakes family

LINO LAKES — Fall can't come soon enough for one Lino Lakes family, who is eagerly waiting to bring home Mac, a one and a half year old Labradoodle currently training to become a medical alert dog for their 4-year-old daughter, Madelyn.

Madelyn is Danielle and Jay Latcham's miracle baby. Before she was born, Danielle had eight miscarriages and had given up all hope that they would ever be able to have a second child. (Their oldest daughter, Makena, is 11.)

“We had kind of given up on the idea that we were ever going to have another child, and three months later I found out I was pregnant,” she said.

Danielle had a normal, healthy pregnancy. A week after her due date, Danielle went in to be induced, but her blood pressure was quickly dropping, Madelyn's heart rate was also dropping and Danielle's placenta abrupted. Danielle had to have an emergency c-section, and Madelyn had to stay in the NICU for a week because her glucose levels were off.

One day after arriving home, a nurse dropped by to check on them. Danielle asked the nurse to check Madelyn's glucose levels, which were extremely low, and Madelyn had to go back to the emergency room.

“If that nurse wouldn't have come over here, Madelyn more than likely would have passed away in her sleep, and they would have chalked it up to SIDS,” Danielle explained.

When the family left the hospital, they were told there was something wrong with Madelyn's spleen and red blood cells, which turned out to be a misdiagnosis. Following

The two enjoy running through the sprinklers together in the summer. the recommendation of a hematologist, Danielle and Jay took Madelyn to the University of Minnesota Masonic Children's Hospital.“It was like watching an episode of 'House' happening right in front of our eyes. We had every specialist known to man,” Danielle recalled.

Madelyn tested positive for Adrenal insufficiency (AI), a disorder that occurs when the adrenal glands don't make enough of certain hormones.

After an MRI, it was discovered that Madelyn had a benign tumor on her hypothalamus.

“She has two normal adrenal glands, but they don't know how to work because her pituitary gland doesn't tell them to,” Danielle explained.

The pituitary gland is often called the master gland because it controls several other hormone glands in your body. The

doctors think the tumor might have blocked the complete formation of her pituitary gland, causing Hypopituitarism.

“If you get sick, break a bone or have a fever, your body naturally produces cortisol, but since hers doesn't, she goes into crisis or crashes,” Danielle said.

During a crash, a person can become unconscious, have seizures and potentially die.

That's where a medical alert dog can help. There are no warning signs for a crash, but medical alert dogs are trained to sense when a crash is about to happen.

“Having (Mac) will bring us peace of mind,” Jay said.

“We will be able to sleep at night,” Danielle added.

Around two years ago Danielle and Jay started looking into the possibility of getting a service dog for Madelyn after they learned

Mac, a one and a half year old Labradoodle, will soon become a big part of the Latcham family. other children with the same condition as Madelyn were utilizing them. They found Beverly Schwartz, a trainer in Texas, who then connected them to a well-known breeder, Amy Novacek (Novacek's Labradoodles). Novacek has AI that was caused by a brain tumor and has two service dogs of her own.

After Mac's training is complete, he will be able to detect when Madelyn's glucose levels are dropping and alert that she is going to go into crisis if she doesn't get medication.

Since Madelyn is so young, and won't understand why the dog is alerting, she will also have a device the dog can nudge that will send a text message to Danielle and Jay, a school nurse or anyone else they think needs to know.

Of course, a dog that is bred specifically for scent training does not come cheap. In addition to the

Mac is currently training with Beverly Schwartz in Texas to become a medical alert dog. $4,000 for the dog, the training costs another $15,000. The family also had to purchase a fence and will incur expenses related to taking a two-week trip to drive out to Texas, meet Mac and bring him home.

In addition to a community garage sale and online donations, the family has also received support from the Lino Lakes American Legion, Lexington Fire Department and the Centerville and Lino Lakes Lions. “We are humbled by the support,” Danielle said.

Madelyn, her parents said, is “super excited” to have Mac by her side.

Although she may think all Mac can do is give kisses and play fetch, she will grow up to realize he is capable of so much more than that.

I’ve also just been introduced to the resident dogs in my foster, and I affectionately rubbed up against them to show them my gratitude. Lino Lakes woman inspired to share her journey with Parkinson’s

LINO LAKES — It took a Lino Lakes resident four hours and 17 minutes to complete this year's Grandma's Marathon in Duluth, a feat she accomplished despite never having run a marathon before and having Parkinson's disease.

“My goal (for doing Grandma's Marathon) was to stay healthy and share my story so others know they can keep moving. It is possible, even if you have these ailments, to keep going,” Erica Podobinski said.

“I want there to be more knowledge of the disease and research done to try to fi nd a cure and better treatments.”

Before meeting her husband, Mark, in 2012, Podobinski said, she was not a runner.

In fact, in college, she tried to do track and field and ended up dropping out. She started to get into the sport that her husband enjoyed, but slowly started experiencing symptoms of Parkinson's that continued to get worse.

“When I fi rst started getting symptoms, I would get a weird sensation in my right calf and foot.

I can't explain it.

It was the oddest sensation I've ever felt,” she said.

“It started to get progressively worse. I would get a mile in and had to stop. It was so frustrating. I thought I was just really out of shape. I couldn't fi gure out what was going on.”

One day while she was out walking, her mother noticed

Duluth Erica said the last mile of the marathon was by far the hardest she has ever had to run and she felt like Mark was pulling her across the finish line.

her right arm wasn't moving. Podobinski thought since she carried around her young daughter, Madelyn, perhaps it was from that. “I sort of blew it off, but my mom kept pressuring me to fi gure out what was wrong,” she said.

Podobinski visited her rheumatologist, as she thought the symptoms she was experiencing might be from the severe Ankylosing Spondylitis (a form of arthritis) she was diagnosed with in her early 30s. She also tried physical therapy and was eventually referred to a neurologist. The fi rst one she saw had no idea what was going on, but knew something was wrong.

After visiting a second neurologist, she was officially diagnosed with Parkinson's Dec. 13, 2017. “I was sort of a

disaster,” Podobinski said. “At fi rst it was so overwhelming. As I slowly got better and built up my strength again I started running again.”

Training for a marathon turned out to be a great distraction.

“It took my mind off of being plagued with Parkinson's and having that distinction behind my name, because when you fi rst get diagnosed you tend to think the worst,” she explained. “Running helped me take my mind off of that and allowed me to focus on something else.

Podobinski enjoyed running the Grandma's Marathon so much that signed up for Twin Cities Marathon that same day. She also qualified to run in the Boston Marathon through

the Adaptive Athletes program.

These days, Podobinski tries to stay as active and healthy as she can, but each day brings it struggles. Every morning when she wakes up, she immediately has to take her medication and deals with muscles in her foot contracting uncontrollably causing her foot to twist, also known as dystonia.

She has to take pills every 3-4 hours.

“I don't really know what my future holds …. My goal is to be as active as I can and try to stay as healthy as I can and just keep going,” she said.

A dog person’s year with a cat

ast month marked a year since I brought home Zadie, my 10-year-old orange tabby cat. Until I adopted her, I had always considered myself to be exclusively a dog person, especially as I grew up with my family’s sweet and rambunctious West Highland Terriers. In the years since leaving home, I have missed the companionship provided by having a pet around, but as my apartment won’t allow dogs, a feline friend was essentially my only option.

I first saw a picture of Zadie, then named Eliza (which I decided was way too close to my name to keep) on Feline Rescue’s website. They described her as a shy but sweet “older Between lady,” who was curious about world and slowly coming out the Lines the of her shell. I was charmed and Elizabeth Callen immediately arranged a visit to her foster home. She hid under a bed from me most of the time, but eventually ventured out to nibble the treats I tossed her way. I don’t know what about that minimal interaction convinced me that this was the cat for me, but I’m glad that is what I decided nevertheless.

My early days with Zadie were exciting for me, but must have been overwhelming for her. I barely saw her for the first few days, as she mostly hid underneath a bookshelf in the room where I kept her food and water. I worried that we were never going to truly bond, but a friend, who is a self-professed cat whisperer, told me to be patient and that she would warm up to me in time. He turned out to be right.

Two days after I brought Zadie home, I returned home after dinner with a friend and decided to check on her before going to bed. I was surprised to see her out from underneath the bookshelf, casually lounging on my desk, intently watching the birds and squirrels out the window. I approached her cautiously, not wanting to scare her back into her hiding spot. She sniffed and licked my hand, and then nuzzled her head against it, essentially forcing me to pet her. I was thrilled—and immediately sent photographic evidence of our bonding to my family and friends.

It is funny to think of Zadie as once being shy around me, because now when I’m home, we are more or less inseparable. She greets me at the door when I return from work each evening, follows me around the house (including the bathroom), sleeps curled up at the foot of my bed each night and, in what is probably simultaneously her most annoying and endearing habit, wakes me up in the morning by headbutting me until I get up and feed her breakfast. She is still cautious around new people, but she warms up to them more quickly now, and on a recent visit to her cat doctor, the veterinarian told me that she seems much happier and healthier than she did on her previous visit. I think I am happier with her, too.

I am grateful for the company and the joy Zadie has brought me over the last year, and I think tough times—the end of a relationship, my grandmother’s death, a very cold and prolonged winter—would have been much harder without her. I still love dogs, but I’ve come around to cats, who are much more fun and affectionate than I ever would have imagined. And, even if I will continue being more enthusiastic about our anniversaries than she will, I am looking forward to many more years with sweet Zadie.

We know more about first amendment — for wrong reasons

Americans know more about their First Amendment freedoms than in many years previously — but if we’re honest about it, it may well be because we’re now worried about keeping them.

The 2019 State of the First Amendment survey, just released by the Freedom Forum Institute, shows the highest awareness of those basic rights than at any time in the 22year history of the national sampling.

Ok — we should Movers & always know a good deal about those Shakers core freedoms of Freedom religion, speech, Forum Institute press, assembly and petition. The First A d td fines those unique Amendment defi qualities of what it means to be an American. But in most years of the survey, we failed miserably on even naming them … often with more than one in three adults unable to even name a single one of those five, 226-year-old freedoms that begin the Bill of Rights.

This year: • 71% named at least one freedom, up from 60% in 2018; • The number of respondents who couldn’t name even one dropped to 21% from 40% last year;

• More of us, across the board, could name specific freedoms than in years past. Comparing 2019 to 2018, speech rose to 64% from 56%; religion rose to 29% from 15% and press rose to 22% from 15%.

Why are those figures up? Calls for more education focused on the First Amendment have been sounded for years. More likely, it’s increasing controversies: Hate speech on the web or at public rallies. Bullying via social media or on the job. Protection for religious preferences that some see as a pretense for permitting bias and prejudice. Attacks on a free press, along with disappearing local news media outlets.

Even familiarity with First Amendment freedoms does not guarantee automatic support: 29% said those freedoms go too far, compared with 23% last year. Still, that’s well below the all-time high of 49% who said we have too much freedom, reported in the 2002 survey — about nine months after the 9/11 terrorist attacks in 2001.

Chief among the factors that seem to be driving that “too far” concern: 77% see misinformation on the web and the spread of “fake news” as serious threats to democracy.

We do seem to be parsing misinformation concerns apart from the institutions that comprise a free press: Despite repetitive, multiyear claims by some politicians — including, most visibly, President Donald Trump — that news operations present “fake news” and are “enemies of the people,” the 2019

survey found about the same level of support for a free press as last year: 72%. The all-time low of 68% came in 2017, perhaps an echo of the previous year’s election rhetoric led by thenpresidential candidate Trump.

Even when it comes to student press — an oft-neglected or excluded part of the free press — and student speech on social media, majorities favored uncensored posts and comments.

Fifty-four percent of adults said student journalists should be free to report on controversial issues without the approval of school authorities; 64% said students should be able to express opinions on social media without being punished later by school officials.

Let’s not get too giddy about the increase in awareness, though it’s nice to see. Majorities do favor a free press and freedom of expression, but there still are sizeable numbers that would curtail or control those freedoms in some fashion.

Nevertheless, we can take comfort in this year’s survey findings that do seem to evidence the resiliency of our core freedoms and our attitudes toward them: When our freedoms are under attack, we — the beneficiaries of those freedoms — pay attention and push back.

Meet the intern

Are we a Christian nation?

his question is bound to pop up this time of year as we celebrate the birth of our nation, reflect upon our history; how we got here, and what we have become with the passing of time. So, are we a Christian nation? If you were to ask anyone on the street you would most likely get answers of “yes” and “no” and “used to be.”

The interface between the church and state has always been a point of contention. Not all of our Founding Fathers were Christians. Yet our nation was founded on principles of the Judeo- Christian tradition. I have always been fascinated with how God’s dominion is described in Isaiah 33:22: For the LORD is our judge; the LORD is our lawgiver; the LORD is our king; he will save us.

This coincides with our three branches of government: judicial, legislative, and executive.

Martin Luther was a church theologian who recognized a difference between the church and state. Using Romans 13—which speaks about the authority that God has given to government—Luther established what he calls the kingdoms of the left and right. The left being government

and the right, the church.

The goal of the left is to maintain order—and they even have the authority to use “the sword” (Rom 13:4) to punish wrongdoing.

The goal of the Pastor church (the righthand kingdom) is to win Ponderings souls for Christ.

Scripture must be Ted Diedrick interpreted in light of these two kingdoms.

When Jesus commands his followers to “turn the other cheek” this pertains to the right-hand kingdom, but not a good idea in the courtrooms of the lefthand kingdom.

Christians live in both kingdoms, and it is within both kingdoms that we have freedom. In the left, freedom won by the blood of those who have fought our battles, and in the right, freedom from the slavery of sin won by the blood of Jesus Christ. This July 4th, we give thanks for both.

COMMUNITY BRIEFS Stepping Stone Emergency Housing receives grant Open Your Heart to the Hungry and Homeless has granted Stepping Stone Emergency Housing with $10,009 to provide a cleaner, safer and healthier environment for individuals experiencing homelessness. Funding will provide Stepping Stone Emergency Housing with updated furniture.

Stepping Stone provides emergency shelter and critical support to individuals 18 and older experiencing homelessness while striving for selfsufficiency. Stepping Stone is the only homeless shelter serving youth and adults in the five-county area of Anoka, Carver, Dakota, Scott and Washington counties.

Open Your Heart looks for gaps in funding of services based on geographic or demographic considerations and reaches out to agencies serving those communities. They support programs in

communities where many traditional funders do not reach – volunteer run domestic violence shelters, homeless programs in sparsely served remote corners of the state, inner city programs dedicated to serving the poorest among us, and hunger programs serving clientele with special needs. Their primary goal is to ensure that front line providers of crisis services have the tools, equipment, and infrastructure necessary to carry out their work.

Monitor stream health in the Rice Creek Watershed District Since 2006, Friends of the Mississippi River has coordinated the Stream Health Evaluation Program (SHEP) in the Rice Creek Watershed District.

SHEP uses trained volunteers to evaluate the biological health of streams by sampling benthic macroinvertebrates, small stream-dwelling bugs.

Each year, the program needs 30 volunteers who work in three teams of 10. Preference is given to Rice Creek Watershed District residents. No experience is necessary, as training will be provided. SHEPers should expect to spend 35 hours between training, stream collections, lab time and the analysis and results celebration.

The first, mandatory training is on Aug. 10. In September and early October, SHEP teams will monitor reaches of local streams and lakes. From late October to November, teams will identify collected macroinvertebrates in the lab, and finally, scientists review the SHEPers work and submit a final report to the Rice Creek Watershed District, Minnesota Pollution Control Agency (MPCA) and others regarding the data and what it indicates for local water quality. Thank you Little League As the 2019 Centennial Lakes Little League season winds down, I would like to compliment the Little League board on another successful season. I would especially like to single out Pat Mahr, the league president and director of operations.

Pat has been involved with the league since at

least 1988 (I volunteered with Pat from 1988 to 2000 on the softball side with my daughters) and he continues to organize and lead the league for the last 30 some years.

Today, my grandsons play in the league and the players are still made to feel that they are the attraction and they are treated as such.

I want to thank the Little League board, coaches, umpires,

Patriotism on display I’d like to give a shout out to our outstanding law enforcement agencies in the area

for their exceptional work keeping the 14th annual Patriot Ride safe for all. Elements of the Blaine, Lino Lakes, Centennial Lakes and Wyoming Police along with the Anoka County Sheriff Department and the Centennial and Lexington Fire Departments made sure all of the intersections were safe for the riders as well as motorists and spectators.

The ride went smoothly without incident. It would not be possible to put on an event like this without these outstanding men and women that continue to serve our communities.

There was also quite a number of residents all along the approximately 70-mile route showing their patriotism and support of our efforts to honor our military and law enforcement

with family members displaying flags, banners and other displays.

I’m so happy to live in an area that supports the people that defend and protect our great nation.

We truly have the best of the best providing us a safe place to call home.

Looking forward to the 15th annual Patriot Ride already.

Centennial Legion opens with 8 straight wins

The Centennial Legion baseball team had not yet tasted defeat three weeks into the season, as of Tuesday.

Representing Post 566, they have an 8-0 record.

“We’ve had good pitching, and we’ve been crushing the ball,” coach Matt Youngquist reports. “We’re averaging eight or nine runs per game. We still need to figure out who’ll be at shortstop and second base.”

Owen Campbell and Casey Coppersmith are both hitting close .600, with on-base-percentages of about .700. Jackson Waldvogel’s onbase-percentage is over .600. Zach Streit is hitting .400 and most of the lineup is over .300, Youngquist said.

The four main pitchers are Streit, Casey Trapp, Andrew Mathies and Waldvogel, with Coppersmith behind the plate. Streit is a 2018 graduate, playing collegiately for St. Mary’s in Winona, who’s still young enough for Legion.

They have five players from the starting lineup of the Cougar high school team: 2019 graduates Trapp, Mathies, Campbell and, from the 2020 class, Coppersmith and Waldvogel.

Seeing action are others from the 2020 class who played JV during the high school season: Davis Janssen, Grant Lawlis, T.J. Harmon, Garrett Stating, Brandon Ruikka, Michael Schneider and Nolan Summerfield.

Three double-rostered players from the 2021 class are backing them up: Caden Klebba and Zander Streit, who play for the VFW, and Jack Schneider, who plays on a U19 team.

Centennial has beaten Fridley, St. Michael-Albertville, Champlin Park, Blaine, Osseo, Forest Lake, Anoka and Park Center. They will play in a Mankato tournament Friday though Sunday.

Five Centennial boys lacrosse players were named all-conference after a 15-3 season that included a 15game win streak, a share of the conference title, the section championship and state tourney appearance where they were 0-2.

All-Northwest Suburban picks were senior mid Xan Brouillet, senior mid Jordan Rodriguez, senior attacker Garett Hoch, junior defender Nate Erichsrud and junior attacker Rawley Scherman.

Getting honorable mention were senior defender Devon Pulido, senior defender Tyler Hatch, junior defender Hunter Berger, junior attacker Cole Jackson and and sophomore goalie Andreas Bramscher.

Hoch led with 46 goals, and made 12 assists. In his career he notched 134 goals.

Cougar baseball honors, leaders listed

Centennial girls LAX awards and leaders announced The Centennial girls lacrosse team had four all-conference picks after a 12-3 season overall and 10-2 in the Northwest Suburban Conference.

Named all-Northwest Suburban were senior midfielder Ellie Jensen, sophomore defender Olivia Wlaschin, 8th-grade attacker Callie Cody and freshman midfielder Neila Haney.

Getting honorable mention were senior defender Ixchel Salter, junior midfielder Jillian Neudahl and 8th-grade forward Ella O’Hearn.

Jensen was named team MVP. Other team awards went to Cody, top offensive player; junior Carly Huntington, top defensive player; freshman mid Sydney Chance –

Farley, most improved; and senior defender Mack Torma, hardest worker.

Cody was the scoring leader with 33 goals and six assists for 39 points, followed

by Haney (23-7-30) and Neudahl (19-5-24).

Junior goalkeeper Justine Case notched a 7.4 goals-against-average and .560 save percentage.

Named next year’s captains were Huntingon, Case and Neudahl.

Awards were announced by coach Gary Nelson. He added that all three squads had a strong season with the JV tean 12-0-1 and the B team 9-0-1.

Campbell was the top hitter with a .415 average, 12 RBI’s, 10 runs and 11 walks. Trapp batted .400 with 11 runs. Ehleringer hit .372 with 10 RBIs and a team-leading 19 runs. McNamara hit .316 with 13 runs.

Nolan Summerfield, in seven games, hit .375.

Purple martins enjoy flashy summer houses

Most young birds grow up in a nest constructed painstakingly by their parents, made of twigs, feathers, hair, spider webs and many other materials. Young purple martins, however, grow up in condos.

Purple martins are large members of the swallow family. If you watch long enough, you may notice that male purple martins glisten an iridescent violet-blue color in the right light.

When not hanging out around their houses, martins are usually seen gliding effortlessly on the wing, gathering all their food and water without ever landing.

The loud, trilling chirps of these birds have accompanied many long and full summer days on the lake.

The palatial structures of the summer homes of purple martins may catch your eye this summer. Martins are colonial nesters, which means they prefer to raise their young in close proximity to each other. Their housing structures usually consist of four to 12 individual nesting spaces. However, these birds seek out cavities to raise their young, and the availability of natural cavity spaces has diminished along with human development. Similar to the placement of houses to provide more nesting spaces for cavity nesters such as bluebirds, humans have provided

Humans have provided shelter for purple martins with artificial nest boxes for centuries; some say the practice extends back to indigenous people placing hollow gourds for birds to nest in.

U.S. nest in manmade boxes like these.

Purple martin houses are conspicuous—each consists of several individual boxes or gourd-shaped structures. Most are freestanding to prevent easy access for predators, and usually painted white. The white color helps to reflect sunlight and keep birds cool inside the nest.

Plus, the martins seem to have several preferences—some researchers have noted

Martins compete heavily with several different species of bird for available nesting space, which makes the placement of martin houses all the more important. When it comes to nesting, some of their biggest enemies are invasive house sparrows and European starlings.

The Lexington City Council took the following action at its June 20 meeting: • Approved the consent agenda, which included June 6 council meeting minutes, claims and bills dealing with payroll, general fund and liquor payment, credit card payments and Centennial Lakes Police Department payment.

• Discussed Jackson Avenue street improvements and tabled the topic for a later date.

• Approved an amendment to change the wording of the Community Development Block Grant and Home Investment Partnership Program Cooperation Agreement that the city signs every year. The partnership between Anoka County and the city of Lexington allows the contribution from the county on essential community development and housing assistance activities.

• Approved a kitchen remodel for the Lexington Fire Station to not exceed $6,700. The remodel includes new cabinets, countertops, sink and plumbing, appliances and electrical exhaust.

• Approved Water Utility Capital Improvement Plan being drafted by MSA consultants, which will provide the estimated capital expenses of the city’s water utility over the next 10-20 years.

• Approved hiring a new administrative assistant/permit

technician at the rate of $17.36 per hour, pending background, preemployment drug test and reference checks.

• Approved city hall security upgrades in the amount of $27,415 to be installed by Broadway Builders including new glass doors, dropdown box counter top, painting the vestibule ceiling and more.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its June 24 meeting: • Approved the consent agenda, which included peddler licenses; massage license renewals; exemption for gambling permit for Chain of Lakes Rotary 9th annual Family Corn Roast July 25; and a special event permit for Hammerheart Brewing on various Fridays, Saturdays and Sundays.

• Approved the fi rst amendment to Community Development Block Grant (CDBG)/ HOME Cooperation Agreement with Anoka County. Community

Development Director Michael Grochala explained the city has participated with Anoka County in this grant since 2001 and recently extended the agreement for another three years.

The fi rst amendment to the agreement includes updates to be consistent with current Housing and Urban Development (HUD) regulations.

• Approved property acquisition from the estate of Margaret Carpenter at 7685 Lake Drive, at the corner of Lake Drive and Marketplace Drive. The purchase was agreed upon for $210,000. Mayor Jeff Reinert added the reason for the

purchase was to develop it for road extension purposes and eventually sell to a buyer for commercial intent.

Funding for the project will be provided by the Economic Development Gund and Municipal Aid Street proceeds.

• Determined to vacate the right-of-way, drainage and utility easement within a 550 foot by 330 foot area in the southwest corner of the Saddle Club 4th Addition, as described

by City Engineer Diane Hankee.

The council held a public hearing and reasonable attempts to notify the affected parties were made.

• Approved a change

order of $149,100 and construction services amounting to $11,064 to replace corroded bolts on water main gate valves in the Sherman Lake neighborhood. The replacement will be funded by the Utility Fund. Since this type of water main break has happened multiple times during the 2019 mill and overlay project, Hankee said deeper exploration and evaluation will begin on the condition of the bolts by July 8. Councilman Dale Stoesz asked for details on a communication plan to residents of the neighborhood who might experience outages in their homes during the

project. Hankee suggested email lists, door flyers and city website updates as key communication tactics. Councilman Michael Manthey and Councilman Rob Rafferty praised the fi ndings of leaks and breaks and the quick communication to the city to take action on the matter.

• Heard from Reinert, who explained that schools do not put playground upgrades in their budgets and parent-teacher organizations (PTO) usually have to take care of it. Play structures can cost upwards of $100,000, according to Reinert.

The city decided to put in place a yearly

project of donating double-matching dollars in assisting PTO groups and school districts with replacing playgrounds.

Reinert said Rice Lake Elementary has been the focus in the second year of the project and he received stacks of thank you letters from students at the school for their aid in helping their playgrounds.

“These are amazing.

The kids took their time on these,” Reinert said.

The next Lino Lakes City Council meeting will be 6:30 p.m.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers received a report of a coyote in a residential area in the 100 block of Ash Street June 18. The officers provided the complainant information about coyotes and instructed them to stay a safe distance away.

• Officers responded to a burglary in the 8100 block of West Rondeau Lake Road June 18. The investigation is ongoing.

• Officers responded to a driving complaint for a possible intoxicated driver in the 600 block of Apollo Drive June 19. Officers arrived on scene and arrested the driver for DWI and transported them to jail to await formal charges.

• Officers responded to a report of a female screaming for help June 19. Officers located the

female and found she was involved in a verbal domestic. Officers mediated the situation, and the parties separated for the night.

• A resident in the 8000 block of 20th Avenue found a suspicious item while excavating in their yard June 20. The item was collected by an officer determined not to be concerning.

• A resident in the 8000 block of Oak Lane contained three baby raccoons after they were almost hit by a vehicle June 22. The resident brought the raccoons to the Wildlife Rehabilitation Center.

• An officer stopped a vehicle for excessive speed and unsafe driving conduct in the 1400 block of I-35W June 21. The adult male driver was cited for driving after revocation and failure to drive with due care.

• Officers responded to a personal injury crash

involving three vehicles in the area of Lake Drive and Hodgson Road June 21. An adult male was transported to the hospital via ambulance, and an adult female was cited with careless driving.

• An officer received a complaint of a family taking turtle eggs from a park in the 500 block of Aqua Lane June 21. The officer transferred the case to the DNR, which is investigating the incident.

• Officers responded to a report of shots heard in the 900 block of Orange Street June 22. Officers checked the area and learned fi reworks had been set off.

• Officers responded to a report of three juveniles that ran from the Anoka County non-secure facility June 23. Officers were unable to locate the juveniles, and they were entered as runaways with dispatch. The juveniles were later located in other cities.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its June 25 meeting: • Heard from Mayor Dave Bartholomay, who announced patching had been done on Pine Drive, which will be a part of next year's street project.

City Administrator Patrick Antonen added the City Hall parking lot would hopefully be redone in August.

• Approved the consent agenda, which included June 11 meeting minutes, general fund, police and fi re disbursements.

• Accepted the 2018 audit. Aaron Nielsen, of Malloy Montague Karnowski, Radosevich (MMKR) Certified Public Accountants, announced the city once again received an unmodified or clean opinion on its financial statements.

The only finding, which the city has had for many years, is limited segregation of duties, which Nielsen

explained is fairly common for small cities.

Bartholomay said, “An unmodified opinion is a good sign that our staff is doing a great job. It is also a tip of the hat to our new finance director.

We are budgeting realistically and tightly, and our city staff does a great job watching our spending.”

Antonen explained the one thing city staff can do in regards to the segregation of duties finding, is continue to offer “robust training” for staff. “I think this was the smoothest audit we have been through since I have been here,” he said.

• Held the second reading of Ordinance No. 157 – Regulations for small cell wireless facilities and ordered a summary publication of the ordinance. The council previously adopted aesthetic standards for the facilities back in

April, but decided it wanted to use a model ordinance developed

by North Metro TV's Attorney Mike Bradley. The purpose of the ordinance is to establish a process that will allow wireless providers to rapidly deploy small cell wireless facilities while maintaining reasonable standards for the public right-ofway within the city.

• Approved Amendment no. 1 to the Community Development Block Grant (CDBG) and HOME Partnerships program Cooperation Agreement. Antonen explained as part of the re-qualification process for the 20202022 grants, the council needs to approve the amendment, which includes two changes.

The fi rst addition states if either party refuses to adopt the change, the automatic renewal process will be void, and the second addition states the city cannot sell,

trade or transfer any funds to another form of government in exchange for other funds, credits or nonfederal considerations.

• Approved Pay Voucher No. 2 for $54,462 to G.F. Jedlicki, Inc. for the iron enhanced sand fi lter project.

Antonen explained final grading, the lift station and removing sediment still needs to be complete. “They have a couple weeks left of work. The project doesn't need to be operational until December,” he said.

“This summer will be a test. We are going to fine tune it, work out all the kinks, shut it down for the year and next year is when we have to start removing phosphorus.”

• Discussed a traffic study for the intersection of Crossway Drive and Park Drive completed by WSB. The intersection was recently reconstructed with the city’s 2018

Street and Utility Improvement Project to address safety and speed concerns. The improvement included modifying the Park Drive approach to intersect Crossway Drive at more of a right angle and tightening up the northeast curb radius. In addition, the traffic control was modified to include eastbound and westbound stop signs on Crossway Drive making the intersection an all-way stop condition.

To evaluate the intersection operation, updated traffic volume counts were conducted at the intersection on April 16-18 using video cameras. The counts were conducted when school was in session to assure a worst-case condition.

The study found a significant number of vehicles are not obeying the stop signs at the intersection. The number of vehicles not stopping ranges

from just over 50% approaching on Park Drive to over 70% on the Crossway Drive approaches.

Councilman Mike Schweigert, who lives nearby, recommended removing the two new stop signs on Crossway Drive and leaving the one on Park Drive.

The council agreed and also wanted to see additional signage alerting drivers of the stop sign ahead and extra enforcement during the school year.

The next Circle Pines City Council meeting will be 7 p.m. Tuesday, July 9, at City Hall.

THE CITY OF CENTERVILLE ANOKA COUNTY, MINNESOTA ORD. #97, SECOND SERIES AN ORDINANCE TO REVISE THE CITY’S ZONING CODE TO CREATE A NEW B-2 MAIN STREET COMMERCIAL DISTRICT AND TO AMEND THE TEXT AND TABLE OF DISTRICT ALLOWED USES FOR THE B-1 AND B-2 DISTRICTS The City Council of the City of Centerville hereby ordains: 1. That Section 156.015(C), Establishment of districts, of the Centerville Zoning Code shall be amended by adding a new item (7) as follows: (7) B-2 Main Street Commercial Subsequent items (7) through (10) under Section 156.015(C) shall be renumbered accordingly as items (8) through (11).

2. That Section 156.030 (B) of the Centerville Zoning Code shall be amended to read as follows: (B) General minimum requirements. The following minimum requirements, as set forth, shall apply to all buildings that may be erected, converted or structurally altered in commercial districts the B-1 District.

3. That Section 156.030 (L) shall be amended to read as follows: (L) Conditional uses.

(1) Automobile and motorized equipment sales and service, excluding salvage operation, provided; • the outside sales lot shall not be larger in square footage than the one and one-half times the square footage of the building devoted to the related business.

(4)(8) Funeral homes and mortuaries (excluding crematoriums); (9) outdoor retail sales and service, excluding adult-oriented businesses; (5)(10) animal clinics veterinary clinic; (11) Machine and repair shops, provided; (a) all storage of materials and equipment shall be completely within an enclosed building.

(12) Mini-storage.

4. That Section 156.030 (N) (1) shall be amended to correct typographical errors to read as follows: (1) Industrial uses that existed on a site in the I-1 Industrial district as a legal, fully conforming uses prior to the site being rezoned from I-1 to B-1, may continue and be expanded on that site as if located in an I-1 District until the use is changed to a use that is permitted in this district, After it is changed to a use permitted in the B-1 district, it may not thereafter be used except as permitted in this district. Where the proposed change from I-1 to B-2 B-1 has been initiated by the City, the Planning and Zoning Commission shall simultaneously with making such zoning change, determine whether such parcel is a fully conforming industrial use qualifying for interim use status. Where positive determination is made, the action shall be filed with the Anoka County Recorder.

5. That a new Section 156.031 shall be added to the Centerville Zoning Code to create a new zoning district, Main Street Commercial (B-2), to read as follows: 156.031 MAIN STREET COMMERCIAL DISTRICT (B-2) (A) Purpose. It is the intended purpose of the B-2 District to provide opportunities for attractive retail and service business uses along Centerville’s Main Street appropriate for a high visibility community commercial corridor.

(B) Minimum development requirements. The minimum requirements set forth for the B-1 District in this Chapter in Section 156.030 (C), (D), (E), (F),

A new column is to be added, labelled “B-2 156.031” to the right of the column labelled “B-1 156.030”. ii. All spaces under the B-2 column shall be left blank, indicating that the use is prohibited, unless specifically noted with a “P” for a Permitted use or a “C” for a Conditional use. iii. Under “Commercial Uses” the use “Building Supply Sale and Storage Yards” is to be amended to read “Building Supply Sales (Within Building Only)”. iv. Under “Commercial Uses” the use “Commercial schools” is to be amended to read “Commercial schools/Cultural Centers”. v. New electric bike rental opens in Stillwater

The bike trail map hanging on the wall in Mike Herman’s store boasts a variety of colors highlighting the scenic routes in and around Stillwater.

Just below the map, a bright orange couch welcomes customers for a breather before or after their electric bike experience.

“Most of the time, you aren’t sweaty or out of breath after a ride,” Herman said. “If you use the accelerator right, the bike does a lot for you.”

Herman and his wife, Faith, fi rst tried out electric bikes on their honeymoon in California years ago. Not only were the bikes easy to control, they required very little effort to go uphill, which was a big part of why Faith enjoyed it. The Hermans moved to Stillwater five years ago and immediately loved the area, but wanted to fi nd a way to use their bikes more efficiently.

“We live up the hill here (in downtown Stillwater), so going down on our normal bikes is fine, but I’d have to walk my bike up the hill to get back,” Faith said.

Mike also runs a construction business and Faith was a hairdresser.

The idea to open a bike rental store was a venture outside anything they had ever done before.

The Hermans held a ceremonial ribbon cutting for Mike’s Electric Bikes on April 30 with community members and the Stillwater Chamber of Commerce in attendance. Located at 224 Chestnut Street just off Hwy. 95, the shop’s fi rst day of business was Saturday, May 4. Most customers

are group outings of four or more people, casual bikers who are looking for an easy way to travel around the historic trails and hills of Stillwater.

“Some of the biking purists aren’t huge fans of electric, you know,” Mike said. “But we’ve gotten good reviews.”

The business Facebook page is the main source of advertising, posting photos of the biking trails and recognizing customers after their electric bike experiences. It also has a website that displays all rental prices, biking rules and available models to try out.

The bikes themselves—which are $45 for a two hour rental with increasing rates for more hours—have seven gears and five power settings to toggle between, depending on the incline of the trail. Herman walks through the features and safety of the bike before each customer begins the ride. He recommends taking the Brown’s Creek State Trail six miles up to Duluth Junction, and then over to the St. Croix crossing bridge and back to the shop. On average, that Mike's Electric Bikes is located on Chestnut Street in downtown Stillwater. ride takes an hour and a half and covers about 25 miles.

By the end of the journey, Herman hopes that his efficient bikes have done their duty of showing off the Stillwater scenery without exhausting the people riding them.

“We’re trying to get the name out there. This is a great area for electric bikes.”
