LINO LAKES — A proposed 452-unit development for an area adjacent to Amelia Lake may or may not happen now, after the developer decided to withdraw the land use application. The proposed development is a residential community located along County Road 54/20th Avenue just east of Amelia Lake. The site contains two parcels totaling approximately 40 acres and was to consist of 192 market-rate apartments, 20 twin homes and 240 senior assisted-living facilities for a total of 452 units. “We have worked on this four, five or six years .... then we were told that area of land is not (available for development) until the 2030 Comp Plan,” said developer Tom Budzynski, of TJB Homes, Inc. in Blaine. He noted that former Mayor John Bergeson (2000-2009) and council were “all for it.” John and Patricia Commers, owners of the land, visited the council at a November 2015 work session to discuss the possibility of developing their property. The work session minutes state the Commers had previously held discussions with the city about developing the land multiple times over the previous two years. Most recently, the topic was discussed at the Planning and Zoning Board's May 10 meeting. No action was taken and city staff recommended the development be denied because it does not meet the goals of the land use plan, sanitary and water plan or the Comprehensive Plan. City Planner Katie Larsen explained city staff's main concern was the development's lack of compli-

Mint Salon & Spa expands to offer customers more green services BY SHANNON GRANHOLM EDITOR

CIRCLE PINES — For around a year, now, a treasure for locals has been hidden, tucked away behind McDonalds on the corner of Lake Drive and Lexington Avenue. Mint Salon & Spa, located at 43 Central St in Circle Pines, opened its doors for customers last July and many residents are still unaware it is there. Kris Diemer, who has lived in Circle Pines since 1979, discovered

the business around five weeks ago after reading about the salon and spa online. “I was looking for a reputable, good stylist locally. I looked on the Internet and discovered Mint, but I couldn't place it. I've lived here all these years and didn't even know it was there,” she said. “They are really hidden back there, and you just don't see them.” Mint owners Crystal Sticha, of Sauk Rapids, and Amber Muellner, of Lexington, both worked at Ficocello's in Blaine before deciding

to start their own adventure; Sticha was there for 12 years and Muellner for eight. The two bought the business, which at the time was Preeya Salon, and changed the name, expanded the business and changed the décor. “There are no full-service salons in the area and we thought there was a need for that. We liked Circle Pines; we didn't want to be in Blaine. We wanted to stay small and tied into the community,” SEE THAT’S MINT, PAGE 10
