Ten women and counting are hoping they can support one another while taking care of other women in the community in unexpected ways.

Circle Pines resident Samantha Byrd came up with the idea. “In working with the Byrd Family Foundation, I wanted to branch out a little bit,” she explained. “I thought specifically about women, coming from all walks of life, whether they are sisters, daughters, mothers with small children or empty nesters, no matter what we could all use some support.”

Byrd established HUGS, which stands for Help, Uplift, Give, Sisterhood in May. The group held its first meeting Thursday, June 6, and plans to meet again Aug. 8. She wanted to make sure HUGS was open to women of all ages, phases of life and religious affiliations, as many of the existing groups are specific to a religious affiliation or age.

Star Wars party celebrates end to chemo treatments

A young boy’s 12th birthday party served the dual purpose of celebrating the end of chemotherapy treatments and bringing a community of Star Wars loving fans together.

Alexander Knutson, of Lino Lakes, was diagnosed with acute lymphoblastic leukemia (ALL) when he was in the third grade. ALL is the most common form of childhood leukemia and is a cancer of the blood that affects the body’s white blood cells.

Alexander also deals with symptoms of neuropathy (nerve damage) in his feet and legs.

Since Alexander is a fan of Star Wars, his parents, Lorne and Marianne, helped him understand his cancer and the treatments by explaining them in terms of the Galactic Empire. They

told him that the rebel blood cells in his body meant him harm and the rebellion had to be put down. The loyal cells needed weapons (chemo) and a case (surgically implanted port) to win the Battle of the Blood Cells.

June 6, Alexander’s 12th birthday, was fast approaching. At the same time, Alexander was also finishing up his last chemotherapy treatments, which meant an extra special party was in order. The theme was none other than Star Wars, and Alexander’s job was to train the Imperial Stormtroopers as Admiral Lex Zander (his preferred Star Wars name).

Out-of-control truck and trailer lands Minnesota driver with OWI 5 APRIL ZIEMER AMERY FREE PRESS

Flying mud from a truck with a flatbed trailer attempting to leave the ditch caught the eye of a Polk County Deputy, and landed a Minnesota man with his fifth Operating While Intoxicated (OWI) charge.

38-year-old Ryan Rosenberger of Circle Pines, Minnesota, was charged with his most recent OWI charge in connection with a May 23 incident in Osceola.

According to the criminal complaint, a deputy observed a truck with trailer driving south out of a ditch back onto Highway 35. The trailer had had a jeep strapped down on top of it and the trailer was wildly whipping side to side coming out of the ditch.

Rosenberger The deputy immediately slammed on his brakes to avoid colliding with the truck and activated all emergency lights to signal the vehicle to stop.

The complaint states as the deputy neared the driver side of the truck, the driver’s window was open and he could smell the odor of a intoxicating

beverage. The driver’s speech was slurred and when asked if he had been drinking, he said he had not.

His driver’s license identified him as Rosenberger.

Rosenberger said he thought he was on “97� and stated he was on his way to Trollhaugen, coming from Lino Lakes.

The deputy performed standardized field sobriety testing with Rosenberger and a preliminary breath test (PBT) produced a result of 0.23. He was transported to St. Croix Regional Medical Center for a blood draw and then brought to the Polk County Jail. If convicted, Rosenberger faces 10 years imprisonment and $25,000 in fines.

POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • Officers received a report of ducklings stuck in a storm sewer in the 7100 block of Whippoorwill Lane June 4. Twelve ducklings were safely recovered and returned to their mother. • Officers responded to a neighbor dispute in the 7700 block of Lake Drive June 4. The situation was mediated and parties were advised to call the police should they have further problems. • Officers responded to a domestic escort within the city June 5.

After talking with the two parties involved, it was determined an assault occurred June 4. An adult male suspect was arrested for second-degree assault, threats of violence and domestic assault. The suspect was booked into the Anoka County Jail. • Officers responded to a traffic complaint involving mini-bikes in the 6700 block of Timberwolf Trail June 5. Officers made contact with the drivers of the mini-bikes and advised them of the laws pertaining to off-road vehicles. • An officer received a delayed report about a person soliciting money from customers at a business in the 6500 block of Ware Road June 5. The caller was advised of options if the problem continued. • An officer responded to a report of juveniles jumping off a bridge into water in the 700 block of Aqua Lane June 5. The officer investigated but did not locate any problems. • An officer located a stolen vehicle in the 7500 block of Main Street

June 6. A traffic stop was conducted and the vehicle is being held for investigation purposes. • Officers assisted the State Patrol with a personal injury accident involving a motorcycle in the 1400 block of I-35W June 6. The victim was ultimately air lifted to a local hospital. • Officers received a phone call report of a black bear near a residential neighborhood in the 2300 block of Cedar Street June 6.

The complainant was advised to stay away from the bear and officers contacted the DNR. • Officers responded to a personal injury accident involving three vehicles in the 0 block of Ash Street June 6. A passenger from one vehicle was transported to the hospital, and one driver was cited for failure to drive with due care – speed greater than reasonable. Two vehicles had to be towed from the scene. • An officer observed several juveniles out past curfew in the 6400 block of West Shadow Lake Drive June 7.

Three of the juveniles were charged for underage consumption. • An officer responded to an animal call in the area of Lake Drive and I-35W June 7. The officer arrived and learned a fawn was separated from its mother who was on the freeway.

The officer was able to catch and reunite the fawn with its mother. • Officers responded to a report of a theft that occurred at a business in the 700 block of Apollo Drive June 7. Officers issued an adult female a citation for theft. • Officers responded to a two vehicle personal injury crash in the 7800 block of Lake Drive June 7. Both

drivers declined transportation by ambulance to a hospital, and one driver was cited for failure to drive with due care – speed greater than reasonable. Both vehicles were towed from the scene. • An officer stopped a vehicle for speeding in the 2000 block of Main Street in Centerville June 8. The driver was cited for speeding and underage drinking and driving.

Three passengers were also cited for underage consumption. • A motorist reported a female panhandling and obstructing traffic in the area of Main Street and Otter Lake Road June 8. Officers made contact with the adult female who was advised of local ordinances and asked to stay out of traffic. • An officer responded to vandalism to a vehicle report in the 700 block of Aqua Lane June 10. The vehicle’s passenger side window was smashed.

The investigation is ongoing.

The Centennial Lakes Police Department reported the following incidents: • Officers conducted a traffic stop in the area of Main Street and Centerville Road in Centerville June 5. A driver was subsequently cited for failing to yiled to pedestrians. • Officers responded to a domestic situation in Circle Pines June 7. One party voluntarily was sent to detox. • Police stopped a vehicle in the area of Lexington Avenue and North Road in Circle Pines June 7 for not having headlights on (when required) and expired registration. An adult female was subsequently arrested and transported to jail for no insurance. • A dog owner in the 8700 block of Hamline Avenue in Lexington was cited for a dog at large June 7. The owner had previously been warned for the offense. • A juvenile in Lexington was charged for stealing cash from her parents and being in possession of a vape device June 7.

• Police responded to the 900 block of Village Parkway in Circle Pines June 7 for suspicious activity. Police made contact with the group, and an adult male was issued a citation and a juvenile was transported home. • A vehicle was stopped for lane usage in the 1800 block of Main Street in Centerville June 8. The driver was subsequently arrested for fourthdegree DWI. • Police responded to an instance of underage drinking and driving in the 2000 block of Main Street in Centerville June 8. • Police conducted a traffic stop in the area of Lake Drive and Pine Drive in Circle Pines June 9. The driver was subsequently arrested for fourthdegree DWI. • Officers were dispatched to the 0 block of Pleasant View Lane in Circle Pines June 9 for a male with a warrant. The male fled on foot prior to police arrival but was taken into custody a short time later. • Police were dispatched to the 3900 block of Restwood Road in Lexington June 9 on report of a noise complaint. Police learned a group of six individuals were involved in a verbal argument, which escalated into pushing and shoving. The altercation was mutual and it was determined that no charged would be pursued. • Officers were dispatched to the city of Lexington June 9 on report of a male who had made suicidal comments. Police located the male who stated he was not suicidal. However, he was highly uncooperative and was ultimately arrested for obstruction. • Officers were dispatched to the 200 block of Aurora Lane in Circle Pines June 11 on a theft report.

Officers took information regarding a fraudulent withdrawal from the complainant’s bank account and information was forwarded on to investigations.

City of Blaine announces city manager finalists

BLAINE — The City of Blaine has narrowed the search for the next city manager to five candidates following the upcoming retirement of current City Manager Clark Arneson later this summer.

The city selected Strategic Government Resources (SGR) to assist in conducting the extensive search. SGR is an executive recruitment fi rm based in Keller, Texas, specializing in recruiting, assessing and developing innovative, collaborative and authentic leaders for local governments. SGR’s recruitment and vetting process produced a field of candidates comprised of 38 applications from candidates in 12 states and two countries. The five fi nalists have been invited to participate in the on-site interview process scheduled for June 24 and 25. The two-day interview process will involve community tours, candidate sessions with senior staff, a community panel and a public meet and greet on the fi rst day. On day two, candidates will interview with Mayor Tom Ryan and City Council. The fi nalists will also undergo additional vetting including a media search and a rigorous background investigation.

Ryan stated, “I am extremely pleased with how the search is progressing and with the quality of the candidates that have applied for the Blaine City Manager position. The recruitment has generated an exceptional number of quality candidates, and the City Council looks forward to learning more about our five fi nalists during the on-site interview process.”

There will be a meet and greet reception from 5:30–7:30 p.m. Monday, June 24, at Blaine City Hall in the atrium as part of the selection process to provide community members the opportunity to meet and interact with the fi nalists.

Barbara (Barb) Sporlein has more than 20 years of experience in state and local government and most recently served as deputy commissioner for the Minnesota Housing Finance Agency with the State of Minnesota. She previously served as director of planning with the city of Minneapolis, from 2004 to 2011. Prior to joining the city of Minneapolis, she served as deputy executive director for the Saint Paul Public Housing Agency, from 1998 to 2004. Barb holds a master’s degree in planning from the University of Minnesota-Twin Cities Humphrey School of Public Affairs and a bachelor’s degree in geography from the University of WisconsinMadison.

He previously served as county administrator for Aitkin County, from 2014 to 2016. VER TIME SIGNIFICANT names in retailing have become history. Growing up in White Bear Lake, we often made trips to Montgomery Wards in the Midway, which was also known as a very strong catalog store, as was Sears in Minneapolis.

Ben Franklin stores were popular and we had one in downtown White Bear Lake owned by the Brass family. Schuneman’s in St. Paul was pressured out of business by the expanding Dayton Hudson people. St. Paul also had the Emporium, Golden Rule, Grants and Kresge’s. They are history. Dayton’s is gone and so are Rothschild’s, Donaldson’s and FieldSchlick.

Shopko is one of the latest to announce its closings. A former manager of Shopko, Wis. based, suggested that if they had eliminated some of the western stores that were not performing, they would be alive and well today.

Markets have changed and so has About the retailing with a return to mail order or shopping on line. What goes around Town comes around.

The grocery business is another Gene Johnson challenging area. It will just take time to see how this all sorts out in our market with new stores making their introductions, like Lunds & Byerlys and now with Hy-Vee ready to break ground in what is known as Hoffman Corners at County Road E and Highway 61.

Large drug stores have taken their toll on the independently owned drug stores in the area. They have also found ways to affect drug pricing, which makes this market extremely competitive.

The impact on the malls is evident with the empty spaces showing up in places like Maplewood Mall.

The challenge is for small business to find a unique niche, provide exemplary service and have a good marketing plan that communicates clearly what they offer and why they deserve your business.

In the meantime, we will see growth in fast food, grocery and restaurant food delivery services and other kinds of services that will keep electronic gadgets functioning in your home.

Gasoline fueling stations continue to grow and today those stations are like general stores of the past.

Some of the large box stores are also trying out smaller neighborhood stores for convenience.

In the meantime, we can continue to talk to lamps and tell them we want our lights on or off and to let us know if we have left the garage door open. If you don’t have various colored lights in your pantry with a glass door, you need an upgrade.

WITH SUMMER JUST around the corner and the love of water in Minnesota, it’s a good time to review safety practices with family and friends.

Life jackets are important for children, as well as adults and animals. Even conservation officers have been recently reminded.

Some people effectively use checklists when they are heading out for fishing or vacationing. Whether it’s locally or a distance away, lists can be helpful. Rules and regulations on the water are important to review as well.

From the St. Croix River boating experiences as well as lakes and salt water boating, we have seen so many boaters who do not respect or follow the rules of the water.

“Respect” is a key word. On the water or the road, be respectful of others, as well as what’s private. Consider carefully where you anchor and the noise level that is projected from your watercraft. Water sports are great and enjoyable, but respect fishermen, beaches and know where there are sandbars and other points of danger.

With all this in mind, enjoy Minnesota’s summer on the water.

Eternally grateful to Anoka County citizens

n June 11, I submitted my resignation from the Anoka County Board of Commissioners as I assumed a new role with the county as county administrator on June 12.

It was a bittersweet moment.

As I typed up the memo to my fellow board members, I found myself becoming a little emotional as tears welled up in my eyes as I paused before hitting send button Movers & the on my email.

Serving on Shakers the county Rhonda board has been an incredible Sivarajah journey and an honor of a lifetime. My mind quickly flashed back to my decision to first run for the county board back in 2002. I had no idea how to run a campaign and honestly was probably a little naive. Getting the courage to knock on the doors of complete strangers took time, as I was shy and downright scared.

But I found you, the residents were friendly and engaged in conversation. I spent all day,

every day, (except Sunday) knocking on doors and looked forward to getting out and meeting the many residents of the district. Truly by the Grace of God, I won that first election through incredible support of the residents throughout the various communities and because of the unwavering support of my family and friends.

Those early years were a little rough serving on the board, as controversial issues that would impact our local communities emerged and I often felt alone as I took on some of those battles. What kept me going was the support and encouragement of you, my constituents, and my incredibly supportive family.

Throughout the years, many of you who were once strangers, have become my friends. I have laughed with you, celebrated with you, shed tears with you and mourned losses of friends and neighbors.

My children, who were in elementary school when I began as county commissioner, are now grown and have graduated from college. Our son is working, and our daughter is in her master’s program and is now married.

When I began, my husband

was working two jobs, has since retired and is now back working part-time in retirement. When one serves in elected office, the family serves as well. I want to thank my family for their patience, love, support, encouragement and prayers throughout these many years.

Finally, I want to thank you, the citizens of Anoka County Commissioner District 6 (Centerville, Circle Pines, Columbus, Lexington, Lino Lakes, Linwood Township, and parts of Blaine), for giving me the privilege and honor of representing you for the past 16 ½ years. Each day I was humbled knowing that you entrusted me with your precious vote – putting your faith and trust in me to make the best decisions possible on your behalf. To you, I am eternally grateful.

Although I will no longer be your county commissioner, I look forward to continuing to serve in my new role as county administrator carrying out our mission of serving citizens in a respectful, innovative and fiscally responsible manner.

STUDENT NEWS

Two Centennial schools recognized for PBIS The Minnesota Department of Education (MDE) recognized 71 schools and six school districts for their successful work using Positive Behavioral Intervention and Supports (PBIS), a data-driven program that provides schools and districts with training and support to promote positive student behavior, especially for students facing challenges inside and outside of the classroom.

Both Rice Lake Elementary and Centerville Elementary received recognition for being leaders in supporting positive behavior, improving school climate and increasing student achievement.

Since its launch in 2005, PBIS has spread across the state and is currently being implemented by 690 Minnesota schools, about a third of the state’s nearly 2,000 schools. To be identified as a Sustaining Exemplar School, staff needed to submit an application that documented their work with PBIS, including professional outcomes, a plan for sustaining the program and how they are giving back and sharing their practices with other schools throughout Minnesota. Schools must also have been implementing PBIS for at least three years.

Interview with author of ‘The Shack’

4-H Botany Squad Day Camp

The author of the best-selling book, “The Shack” will weigh in on whether God loves imperfect people at 10:30 a.m. Thursday, June 20, at Lifetree Café. The program titled, “Can God Love a Mess Like Me?” features a filmed interview with author William Paul Young. “The Shack” has sold over 20 million copies, though Young never intended to publish it. The Shack became a major motion picture released in March 2017 and went on to win the Gospel Music Association Dove Award for Inspirational Film of the Year.

Admission to the 60-minute event is free and snacks and beverages are provided. Lifetree Café is located at 1 Shepherd Court, Circle Pines.

‘A Walk in the Garden’ gardening classes The University of Minnesota Extension - Anoka County Master Gardener Volunteer Program is offering a series of gardening classes titled, “A Walk in the Garden” at the Bunker Hills Activities Center, 550 Bunker Lake Blvd NW, Andover.

Classes are scheduled throughout the summer on select Wednesday evenings and are held outdoors in the Veteran’s Memorial and Master Gardener Demonstration Garden south of the Activities Center from 7-8 p.m. Classes will run rain or shine with optional indoor space if needed.

Cougars battle at state LAX in losses to BSM, Mahtomedi

Centennial lacrosse took a 15-game winning streak into the state tournament, but absorbed two hardfought losses there, ending a stellar season with a 15-3 record.

The Cougars lost to the state’s last unbeaten team, Benilde-St. Margaret’s, 8-4, in the opener in Chanhassen on Tuesday, both squads displaying stout defense and goaltending.

In the consolation bracket, they lost to Mahtomedi 1510 on Thursday in Minnetonka.

Centennial was averaging 14 goals per game, while BSM was yielding a paltry 3.7 per game, and in this case strong defense trumped strong offense. The Red Knights permitted just 10 shots, with only four – by Jordan Rodriguez (two), Xan Brouillet and Garret Hoch — getting past goalie Jack Keller.

The Cougars led 2-0 early in the second period before the Red Knights drilled three goals in three minutes.

“Our defense and goalie played

phenomenal,” Cougar coach Jonathan Beach said. “To hold those guys to eight goals, with two coming from

man-up, was stellar.”

Beach noted that Nate Erichsrud shut down All American attackman, Bramscher

was “locked in at the start,” and Rodriguez and Brouillet were their motor on offense.

Matt Dowden tallied

four goals and Jack VanOverbeke two for BSM, which had the ball lost of the time, due to their face-off ace, Jack Budniewski, who won 12 of 14.

“They won every face-off, as expected with an All American,” Beach said. “We took our chances when we had the ball. I think that if we were able to go 30% on the face-off, it would have been a closer outcome.”

Against Mahtomedi, Hoch tallied the last four goals of a prolific career, with over 130 goals. Rawley Scherman notched two goals and three assists, Brouillet two goals and one assist, and Rodriguez and Reese Peck Cowles had a goal each.

The Cougars were again stymied by a face-off standout, Colin Hagstrom, who won 21 of 23. Bramscher faced a torrent of 32 shots, stopping 17.

Centennial, making its second straight trip to state and third overall. They shared the conference title and won Section 4.

Prior Lake repeated as state champion, edging Benilde-St. Margaret’s 5-3 in the fi nals.

Cougar softball has five all-conference picks All-conference picks are seniors Azure, Alyssa Montero, Madi Newman, CJ Jacobson and junior Olivia Trettel.

Newman and Montero slugged five home runs each, and both had 15 in their careers. Newman hit .375 with six doubles, 22 RBIs and 19 runs, and led with a .667 slugging average.

Madi Newman, Centennial senior shortstop, batted .375 with power — five home runs and six doubles — this season, and was named all-conference for the third time.

Newman notched 22 RBI’s (second on the team) and 19 runs (tied for first). She slugged 15 career homers. She will resume her softball career at Minnesota StateMankato.

Montero pitched 106 innings, posting a 12-5 record, 1.19 ERA and 138 strikeouts. Perkins had a 3-1 record in 26 2/3 innings with a 1.84 ERA and 24 strikeouts.

The visiting cosplayers helped out throughout the day by giving speeches as their characters, which included Lord Vader complete with a deep voice and heavy breathing.

Alexander’s friends also joined in on the fun with helmets and toys blasters to then be trained in the Empire’s tactics against the rebels as stormtroopers.

While they were training, a message interrupted them that said there were Death Star Plans to retrieve and Yoda and R2D2 to arrest.

The troops fought off the rebels and retrieved the items that included Lord Vader’s favorite party music mix tape and a stolen 5% off coupon to the Darth Mall.

The day went on with the kid stormtroopers fighting off a smuggler, passing a final inspection by the Emperor and eating a Star Destroyer cake made by Marianne.

Alexander called it the “best day ever” and looks forward to live life chemo free. Now all his parents have to worry about is topping this party for his next birthday.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its June 10 meeting: • Approved the consent agenda, which included tobacco license renewals; liquor, wine and beer license renewals; and a temporary on-sale liquor license, cabaret license and exemption for gambling and parade run permit for the annual St. Joseph of the Lakes Catholic Church’s August Festival.

• Accepted the 2018 audit report.

Andy Hering, of Redpath and Company, explained the city once again received an unmodified, or “clean opinion,” on its financial statements. There were also no findings on internal controls or legal compliance.

• Heard from Mayor Jeff Reinert, who shared a letter he recently received thanking the public safety department for responding to an alarm at a business, which turned out to be a false alarm. The letter read in part, “I was grateful they (two officers) were willing to risk their own safety to protect mine.”

• Approved a planned unit development final plan/final plat and a development agreement with DuPont Holdings, LLC for Saddle Club 4th (final) Addition.

The proposed residential development is an eight-lot, single family conservation subdivision located north of the Foxborough development and west of Saddle Club.

• Ordered the project, approved plans and specifications and authorized the advertisement for bids for the East Cedar Street and 24th Avenue/ Elmcrest Avenue improvement project. The project includes paving Elmcrest Avenue from Tart Lake Road to the south a distance of 2,300 feet, and East Cedar Street from Otter Lake Road to the east a distance of 2,600 feet. The East Cedar Street project includes the reclamation of the existing paved section from Otter Lake Road east approximately 1,340 feet and paving the gravel section of Cedar from approximately 1,340 feet east to the city of Hugo border.

“These are a couple of streets that really needed to have some work done, especially Elmcrest,” Reinert said. “If anyone has ever driven on that road, it is a wash board. You are going to get your car shooken up or dirty.”

Brian Bourassa, of WSB, explained Lino Lakes will pay for the East Cedar Street project, which is estimated to cost $490,000, and the city of Hugo will pay for the Elmcrest Avenue project. He added construction is scheduled to begin Aug. 1, with substantial completion in November and final completion next summer.

• Accepted quotes and awarded a construction contract to Traut Companies for $74,360 for Well No. 7 screen test well. Community Development Director Michael Grochala explained the City Council authorized the Well No. 7 Feasibility Study on Dec. 10, 2018, which included construction of a test well to determine if the proposed site would produce a cost-effective

pumping volume and water quality.

After determining that a bed rock test well was not feasible for the site, a request for quotes was sent out to three companies to construct a screened test well. Due to the complicated nature of the work and equipment necessary to for the job, only one quote was received.

Councilman Michael Manthey asked whether city staff were concerned they only received one bid for the project and Grochala said after consulting with WSB, they are confident that Traut Companies is the company who is the most familiar with this type of project.

The next Lino Lakes City Council meeting will be at 6:30 p.m. Monday, June 24, in Council Chambers.

There will also be a work session immediately beforehand at 6 p.m. in the Community Room.

CIRCLE PINES CITY COUNCIL NOTES The Circle Pines City Council took the following action at its June 11 meeting: • Heard from Councilman Dean Goldberg, who said he attended the Minnesota Census Mobilization Partnership quarterly meeting June 7. It was there that he learned the State Demographer received $1.6 million from the Legislature for the census and there may be a way for cities and counties to access some of those funds.

Goldberg also mentioned he and his wife adopted four storm drains through the Adopt a Storm Drain program.

“We took a total of approximately 46 pounds of junk out

of the four sewers we cleaned. There were a lot of leaves, branches and a ton of sediment,” he said.

• Relayed Music in the Park kicked off June 6 at Golden Lake Park. Mayor Dave Bartholomay said the fi rst concert, put on by the Centennial Community Band, had around 100 people in attendance. Goldberg added Census Man would likely be making an appearance at future events.

• Heard from City Administrator Patrick Antonen, who said construction for the Centennial Library expansion is winding down. “They are pretty close to having it all ready to go and are wrapping

up the last minute things,” he said.

Antonen added new lights, and additional light fi xtures, were being added to the city campus and the parking lot would be redone later this summer.

• Approved the consent agenda, which included May 28 meeting minutes, licenses and general fund, police and fi re disbursements.

• Held the fi rst reading of Ordinance 157, Small Cell Wireless Facilities. “Small cell wireless facilities are coming. They will be heading our way sooner rather than later,” Antonen said. The council

previously adopted aesthetic standards for the facilities back in April, but decided it wanted to use a model ordinance developed

by North Metro TV’s Attorney Mike Bradley.

The purpose of the ordinance is to establish a process that will allow wireless providers to rapidly deploy small cell wireless facilities while maintaining reasonable standards for the public right-ofway within the city.

• Authorized the city’s participation in State Performance Measures and continuation of the 10 City Performance

Measures of the Local Results and Innovation Council.

Antonen explained the city would get $800 for continuing to offer its yearly survey to residents.

• Adjourned to a work session to discuss the Crossway Drive traffic

study. The item will be discussed at a future regular meeting.

The next Circle Pines City Council meeting will be at 7 p.m.

Tuesday, June 25, at City Hall.

Veterans learn to retake the reins through equine-assisted therapy

A group of veterans is experiencing the healing power of therapy, thanks to a caring team comprised of both two- and fourlegged therapists.

Acres for Life Therapy and Wellness Center, which specializes in equine-assisted therapy, has launched a program specifically for veterans.

The transition from combat to civilian life is often a difficult one, and the trauma that many military members experience can make the return home all the more isolating.

“For many (veterans), there are no words for what they have seen, done and experienced,” said Sally Jane Mixon, Chief Development Officer and Equine Trainer.

That’s where the horses come in. Though humans have long found healing through communion with nature and connection with animals, there’s much to suggest that horses make for something special. Mixon said that horses’ ability to regulate trauma provides a helpful model for people with PTSD, which many veterans have been diagnosed with. “(Horses) are prey animals, so they’re constantly on high alert. But they have this ability to flick it off like a switch. So, they hear something, they lift their head up, they see if it’s danger. If it’s not, they go back to grazing,” Mixon explained. “With people and past trauma, even though the cause of that trauma isn’t right in front of us, it’s still there. It triggers us, and we go into this spiral because of our adapted brain. We’re smarter, we’re wiser, we have the upper hand, but that’s what keeps us stuck.”

In 2016, Acres for Life, which was founded by

Lynn Moore in 2001, merged with Abijah’s Hope, a nonprofit Mixon started to rescue and rehabilitate horses in need. The fact that both Acres for Life clients and the horses with which they work have experienced trauma of some sort helps deepen their connections and, in turn, facilitate healing.

“Most of our herd has trauma—whether trauma of neglect, abuse (or) injuries—so they have a lot in common with many of our clients,” Mixon said.

“A lot of them were saved from slaughter or rejected and not able to be ridden, so their sense of value is lost. How many people can say that they feel the same?”

Acres for Life follows the Equine-Assisted Growth and Learn Association (EAGALA) model of equine-assisted therapy, which is widely considered the gold standard for equineassisted psychotherapy across the world.

“Compared to traditional talk therapy—which is wonderful; we love talk therapy—this is a little different,” Mixon said. “Rather than getting in your head and talking about things, you’re focused on the body. Your senses are stimulated; you’re moving; you’re touching things. Your whole body is involved in this holistic experience.”

Likewise, an EAGALA-based session takes place not inside with the client lying on a couch, but outdoors interacting with a horse.

“Out in the pasture, the whole space becomes a big metaphor for the client’s life. Horses, physical elements (and) nature become characters in the story.

for,” Mixon said.

Though clients come to Acres for Life for myriad reasons, anxiety, depression, addiction and PTSD are common afflictions.

During the initial sessions, therapists prompt clients to see the horse as a physical manifestation of their struggles.

“We ask who or what this large thing that’s coming towards you and is all over you is. One guy said, ‘It’s my addiction. It’s big, and I can’t move or control it,’” Mixon said.

“Another time, a vet put his forehead on the horse, started crying.

He looked at me and asked ‘What’s wrong with me? I’m crying, and I don’t know why.’

But nothing was wrong with him …. His body was having a powerful experience. We have him soak that in, kind of allow that time for the brain to catch up with the body.”

By the end of 2019, Acres for Life is on track to hold approximately 3,000 sessions that will somewhere between 100 and 200 veterans. Both individual and group sessions are offered; an eight-week women’s group started in May, and others will follow after.

Mixon, who grew up with horses—“They were kind of my therapist, so to speak,” she said—loves that her work at Acres for Life gives her the opportunity to witness others experience that same healing power.

“It’s transforming; it’s truly a healing process that takes place internally. I’ve seen clients from little kiddos to older veterans (who) do a180,” she said. “When you’re out in that space, you’re forced to become present, because there’s a 1,200-pound animal breathing on your face.

Council completes paperwork on eve of closing

CENTERVILLE — With the purchase agreement with Midwest Best Water (MBW) signed in March and the closing date one day away, the Centerville City Council formally approved several documents at its June 12 meeting before the big day.

MBW has agreed to purchase a 2.3-acre city-owned parcel at 2061 Commerce Drive, described as Lot 3, Block 1, Clearwater Business Park.

The company has installed water machines in 2,200 super markets in 14 states from which consumers can fill their own containers.

The business, which ran out of space in its former Lino Lakes

headquarters, sought to own its own facility for assembly and interior storage of its products for wholesale distribution.

Before City Administrator Mark Statz and City Attorney Kurt Glaser could be appointed to attend the closing on the city's behalf, and before Mayor Jeff Paar could sign any administrative documents necessary for closing, the council as a unit needed to sign Resolution 19-016 authorizing conveyance of property. “This resolution authorizes all the other resolutions and is required by state law,” Glaser explained.

That resolution approved several actions pertaining to the sale of city-owned property on Commerce Drive at the same time. It gives final authorization to sell the

property, authorizes the mayor to sign administrative documents necessary for closing and appoints the city administrator and attorney to attend the closing and execute any final documents that could be needed between the June 12 meeting and June 13 closing.

To itemize, the resolution authorizes the following: the conveyance of real property; the Bring Down Certificate that says any promises the city made on insurance when it signed the purchase agreement are the same as on day of closing; the Certificate of Non-Foreign Status saying that if the city of Centerville is not a U.S. citizen it has to say so; the warranty deed that gives ownership and the sellers affidavit that says the city has the power to

make the transaction.

As a document that needed its own motion and vote, the council also approved the easement revision in advance of the sale closing with MBW. The easement revision was needed because the proposed MBW parking lot encroaches on a Rice Creek Watershed District (RCWD) easement. After a discussion among the city, the RCWD and MBW, all parties agreed the encroachment would be acceptable, and an amended easement agreement was produced and approved.

Midwest Best Water has scheduled a ground breaking ceremony for 6 p.m. Wednesday, June 19, at its new site.
