LINO LAKES — Residents who live along Arlo Lane visited the City Council to share their input on how to mitigate perceived speeding problems at the June 5 work session. City Engineer Diane Hankee first informed the council at its May 1 work session of a stop sign request along Arlo Lane at the intersections of Joseph Court and Highland Drive. Lino Lakes has a traffic safety committee comprised of engineering, community development, public service and police department personnel who evaluate safety requests such as the installation of stop signs. The committee collected data including average daily traffic volume, traffic speed by approach, vehicle classification, pedestrian volumes, crashes and intersection operations during peak hours. “The traffic evaluation data was collected onsite by video and traffic counters. The result of the data collection indicated that the vehicle and pedestrian traffic volumes were well under the threshold for meeting all-way stop warrants. These volumes were typical for residential streets,” Hankee explained. The speed limit on Arlo Lane is 30 mph. Speed data was collected to identify the 85th percentile speed, or the speed at which 85 percent of drivers travel at or below. The data showed the 85th percentile speed at 25 mph, and there were only two occurrences of

Longtime health and physical education teacher retires after 40 years BY SHANNON GRANHOLM EDITOR
After 40 years of devoting her time and resources to ensuring students are living healthy lifestyles, Centennial health and physical education teacher Phyllis Hitchcock has retired. “Phyllis has been a building-wide leader for many years, and her leadership will be greatly missed,” said Centennial High School Principal Tom Breuning. “She always put students first and has built many positive relationships with students throughout the years.” Hitchcock officially retired June 8. She has been with the
district since right after she graduated from Southwest Minnesota State University in Marshall. She immediately started applying to various jobs and crossed her fingers, as health and physical education teaching jobs were difficult to come by at that time. She thinks her water safety instruction certification is the item that set her apart from other applicants and secured her a job with the district. She started out teaching physical education at the junior high and in 1982 she moved over to the high school to teach both physical education and health courses. Five years ago she created a hybrid health course for students in
