Man sentenced for sexual assault at Don Julio restaurant

LINO LAKES — A Lino Lakes man has been sentenced to prison after being convicted of criminal sexual conduct stemming from an incident that occurred in February at the Don Julio Authentic Mexican Restaurant located at 701 Apollo Drive.

According to the criminal complaint,

was scared and repeatedly told him no.

Vicente was arrested Feb. 20 and admitted to drinking alcohol with the female and kissing her, but denied any sexual contact. That same day, he later admitted to touching the victim, but not in a sexual way. While in the Anoka County Jail, records indicate Vicente reported he was HIV positive and had

underneath him.

According to the female, she had gone to the restaurant earlier that evening with a friend, who left around 9 or 9:30 p.m. According to police records, the female remained at the bar and continued to be served alcohol by Vicente, the manager, after which he forced her into a booth and raped her.

Police reports stated the victim said she

at approximately 11:51 p.m. Feb. 18, the Lino Lakes Police Department was dispatched to respond to a criminal sexual conduct report at Don Julio.

Dispatchers could hear a female caller crying and repeatedly saying “no.”

Veteran finds purpose through junk removal

One person’s junk can often times be another person’s treasure. Managing his own junk removal business, an area veteran has found a new way to give back to his community while helping veterans with the transition back to civilian life.

Vadnais Heights resident Josh Helm, a 2004 White Bear Lake High School grad, serves as the White Bear Lake territory partner for JDog Junk Removal & Hauling.

“I get to help people and truly make an impact on veterans. I can help them if they are struggling with the transition from military culture to the civilian world,” Helm said.

“And I get to give back to the community that I am from.”

JDog was started in 2011 by Gerald “Jerry” Flanagan, who is an honorably discharged Army veteran who obtained the nickname “JDog” while in the military. JDog franchises are located all over the U.S, but the White Bear Lake location is the only franchise in Minnesota. JDog offers a variety of services including residential and commercial junk removal, estate/foreclosure clean outs, labor services, cardboard/paper/metal recycling and industrial clean outs.

Helm opened up the business in April, which serves the entire metro area. For many months now Helm has tried to find a warehouse space for the business, but has been unable to locate one.

“The purpose of JDog is to empower veterans through employment and entrepreneurship,” Helm explained. “We try to hire as many veterans and veterans’ family members as possible but we also have civilians too.”

Lino Lakes considers community solar garden

LINO LAKES — The City Council is considering allowing solar gardens in the city’s future, but in order for them to be permitted, some changes to city code are necessary.

The topic was discussed at the council’s June 4 work session. Lino Lakes Solar LLC (ReneSola Power) has submitted a text amendment application to allow community solar gardens in the city. Currently, individual property owners are allowed to install solar panels on their houses or buildings by applying for a building permit. However, under city code a community solar garden is not permitted.

Kendra Lindahl, of Landform Professional Services, explained the city has received a number of requests from property owners to install one or two ground-mounted solar panels.

The Planning and Zoning Board reviewed the request at its May 9 meeting.

Generally, board members were supportive of exploring the concept, but raised a number of concerns including panels being located outside of urban reserve areas, taking up developable land, and panels generating glare. A public hearing was held and there was no public comment.

Community solar gardens are centrally-located solar photovoltaic (PV) systems that provide electricity to participating subscribers. Community solar gardens are for people that want to go solar but are unable to do so on their own.

The board ultimately decided to seek council input on whether city staff should draft an ordinance allowing community solar gardens.

In 2007, Minnesota adopted legislation that created a renewable portfolio standard (RPS) for investor-owned utilities and public/cooperative utilities.

The legislation mandates that a certain percentage

of each utility’s generation portfolio be derived from renewable sources by a certain year. For example, Xcel Energy is required to obtain 31.5 percent of its generation from renewable sources by 2020. Moreover, Minnesota’s 2013 legislation requires that an additional 1.5 percent of the utility’s retail electricity sales be derived from solar power by the year 2020.

The state Legislature established the Community Solar Garden program to facilitate the production of solar energy in the state. The community solar garden model allows individuals, businesses, schools and civic entities — known as subscribers — that have limited options to install their own on-site solar panels to purchase or subscribe to a portion or a share of the output from a given solar garden.

utility bill, without making costly upfront investments in a solar system.

“The reason the Legislature approved this program is to provide people who want solar energy as an alternative energy source for their homes or businesses, who don’t have the capital to invest or don’t have a house with a roof that faces south ...,” said Harold Galvin, representative of ReneSola Power.

“The purpose of this program is to provide one large central facility that is funded by a third-party investor; in this case, since I am the developer, it’s my company, and eventually the ownership for this will go to the people that provide the means or the capital.”

Lindahl explained the agreement with Lino Lakes Solar LLC would be a 25year contract. Galvin said the garden would require about 8 acres of land and would be a 1-megawatt facility, generating about a million kilowatt hours per year.

“We would try to find subscribers that would buy a large percentage of the garden. For the amount of energy they subscribe to, they might save a penny per kilowatt and in some cases over 25 years that adds up to literally millions of dollars,” Galvin said.

Mayor Jeff Reinert said a friend of his who owns a commercial building, utilized funds from a government program to place solar panels on his building. He said the gov-

ernment paid for around 90 percent of the project, and his friend estimated in 10-14 years he would earn the money back that he put in initially.

Councilman Dale Stoesz inquired about glare.

Lindahl explained a glare study would be required for a solar garden. There is a coating that is put on panels to reduce eye-damaging glare and glare that can be dangerous to airplanes and automobiles, but it would not eliminate glare completely.

Reinert said, “I’d like to see the numbers; some statistics about community solar gardens in Minnesota, the output that they have as far as energy annually/ monthly, the average cost.

This is something that not a lot of people know about, and it’s interesting.”

The mayor noted that if the council desired, the topic could be placed on a future meeting agenda for more discussion after the council receives the requested additional information.

Although the conversation is not about location at this point, Galvin said the company was looking into an 18-acre parcel in the southeast quadrant of the city west of Centerville Road. If the council agrees to an ordinance change to allow solar gardens, a parcel specific application would be required.

Centennial Middle School donates over $5K to H20 For Life Centennial Middle School (CMS) students donated pennies, nickels, dimes, quarters and bills worth $5,222 to help H20 For Life fund wells and latrines in South Sudan.

Millions of women and children in South Sudan trek up to eight hours a day to collect water from marshes, ditches or hand-dug wells. These unsanitary sources of water are often contaminated with parasites and bacteria. The consequences are sickness or even death.

That is not acceptable to the students of CMS. Sixth-grade Odyssey students created PowerPoint presentations about the local and global water crisis and then shared their presentations with social studies classrooms around the school to promote T-shirt sales.

Students read the best-selling book based on a true story, “A Long Walk to Water,” by Linda Sue Park in language arts. Two students, Emily Oppenheim and Ruth Gale, won the H20 For Life poster contest, which earned them both some summer spending money.

Seventh-grade students participated in the Beyond our Borders unit in both language arts and social studies. Students researched one of the 50 poorest countries in the world and gained a better understanding of the causes of poverty. Students then wrote an essay and created a map based on their chosen country. This new knowledge spurred a call to action, and students responded by donating coins and bills to outdo other classes.

Since 2007, CMS has contributed $55,000 to provide fresh water, sanitation and hygiene education for partner schools in the developing world. The results in those areas? An increase in school attendance, a lower dropout rate and more markets and clinics in areas where there is a clean water source.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council discussed the following at its June 4 work session: • Community Development Director Michael Grochala shared a 2040 Comprehensive Plan update with the council.

Grochala added city staff received one formal request from a family to change the proposed utility staging area of their four parcels totaling approximately 110 acres along County Road J (Ash Street).

Staff also received a request from a family that owns three parcels totaling approximately 80 acres along Holly Drive and Ash Street.

• Andy Hering of Redpath and Company provided an overview of the city’s 2017 annual audit. The auditors concluded that the city’s

financial statements for 2017 were presented fairly as of Dec. 31, 2017, and issued an unmodified, or clean, opinion.

The city received a Certificate of Achievement for Excellence in Financial Reporting from the Government Finance Officers Association of the U.S. and Canada for its 2016 Comprehensive Annual Financial Report. The city has received this certificate every year since 1995.

• Grochala updated the council on the Watermark development. In June 2016, the council approved the planned unit development (PUD) stage plan/ preliminary plat, and in December 2017 the council amended the Watermark PUD development stage plan.

City staff has been working with the developer (Lennar) to revise the preliminary development plans based on the conditions of approval.

Grochala said he expects the Planning and Zoning Board will review the fi nal stage plan/final plat in July and council action is expected in August.

• City Administrator Jeff Karlson wanted to know the council’s desire on redesigning the city’s website. At the May 7 work session, the council requested additional information about the responsive website design upgrade proposed by GovOffice. Councilwoman Melissa Maher voiced her opposition and said, “Revamping the website is not something that is crucial

Displaying the flag

There is no penalty for placing the flag that go against the guidelines, but to display the flag the way it is intended, the American Legion has some suggestions.

Some of the suggestions include not allowing the flag to touch the ground, not flying the flag at night unless it is properly lit, folding the flag in the shape of a triangle and displaying the flag vertically when it is not on a staff.

It is tradition to fly the American flag at half-staff during times of national mourning and signifies a monumental loss that has occurred in our country.

Before finding its position at half-staff, a flag must be briefly held at its peak for an instant and then lowered to its half-staffed position. This process is repeated then when the flag is taken down for the day.

The anthem, flag and American sports have a long and meaningful relationship. It was Sept. 5, 1918, during the fi rst game of the World Series between the Boston Red Sox and Chicago Cubs when the tradition of playing the song during sporting events began. The country was in the midst of World War I and Chicago suffered a bombing only a day earlier. The mood was somber.

During the seventh-inning stretch, the United States Navy band played “The Star-Spangled Banner” everyone sang along. The sense of much-needed unity was so powerful that baseball stadiums began incorporating the anthem as a part of the game.

Apps you should know about

T

he Sarasota County Sheriffs office issued a warning about smart phone “apps that parents should know about.”

It’s not that children shouldn’t have apps, rather parents should know what the app is normally used for. It’s a good awareness campaign and you might fi nd these apps alarming.

The nine apps include Bumble, described to be like the dating app Tinder except it requires the woman to make the fi rst contact.

Liveme is a live streaming video site that uses geo locations and allows users to earn coins as a way to pay minors for photos. ask.fm has a history with cyber Publisher’s bullying through anonymous question seeking.

View Snapchat is said to be the most popular app, where users can Carter Johnson post photos and videos that will disappear, and it also has a geo location allowing people to see the user’s location.

HOLLA is a video chat app connecting people around the world, and reviews mention explicit content and racial slurs.

Calculator% is a common secret app that helps people hide photos and video files and internet search history.

Kik allows direct contact to kids and children by bypassing normal messaging features.

Whisper is a network that promotes anonymous social groups to share secrets with strangers and also has a geo location function.

Hot or Not is a hook-up with strangers site.

Although only nine apps were reviewed, there are an estimated 3.8 million apps for Android users and more than 2 million in the Apples app store. As a family, we have allowed our children access to smart phones and iPads but we are struggling to know what apps to allow. We visit with other parents and decided to allow Snapchat. It tends to be the most universal app for connecting with friends and the content being communicated has seemed fairly innocent.

We do spot check their text messages and the apps they are using. I love the new apps that allow parents to shut down a child’s phone based on time or at a push of a button. It still allows phone access.

As a family, set a plan for screen time and electronic devices and stick with it. Technology will only become more prevalent and can have great benefits, but we need to help our kids navigate it appropriately while helping them develop good habits in areas like a healthy diet, exercise and studying.

Coffee shop etiquette Local coffee shops continue to be the new remote office, hang out and a place to grab free wifi. Providing an inviting, comfortable spot for groups to gather to discuss the issues of the day or a table for a traveling business person to plug in a laptop has probably done much to keep the coffee shop business alive.

However, the main thing keeping it alive is when the people who hang out for a couple of hours actually buy something, like coffee. I’ve spoken with many coffee shop operators who comment that their biggest challenge is selling goods to customers who sit and chat for hours or use their place as an office.

Some “customers” don’t even order a single cup of coffee or beverage. I heard about a customer who brought in a muffi n from a neighboring establishment or their own tea bag and asked the server for a free cup of hot water.

The next time you meet up with a group of friends at your favorite neighborhood coffee shop, order a breakfast sandwich with your latte and leave tip.

Vining vegetable crops

f your vegetable garden was a party, the vining crops would defi nitely be the extroverts in the crowd. They are vigorous and energetic. Some of the more popular vining crops are peas, pole beans, tomatoes, cucumbers, squash, pumpkins and melons. Terry J. Spike, age 47, of Isanti, died June 7, 2018 after a 1 ½ year battle with prostate cancer.

Terry Jerome Spike was born April 3, 1971 at St. Mary’s Hospital in Minneapolis, Minnesota to Myron and Clarice (Grafft) Spike. He was raised in Circle Pines and graduated from Centennial High School in 1989. Terry served his country in the U.S. Marine Corps from 1990 – 1994, and served in the Gulf War. Terry has made his home in Isanti for the last 20 years. He enjoyed fishing, traveling, camping, listening to music, doing puzzles and especially being with his friends and family around bonfires.

Terry will be dearly and forever missed by his companion, Aimee Stanford; parents, Myron and Clarice Spike; sister, April Jensen; brothers, Myron Lee (LeAnn) Spike, Tony Spike, Scott Spike, and Todd (Holly) Spike; and by many other relatives and friends. He was preceded in death by one sister, Vicki Spike.

Cougars nab 3rd place at state softball with last big swings of season

Early in this memorable Centennial softball season, Hailey Thom, a hard-hitting senior outfielder, played her way out of the starting lineup.

“She’s a good player, and very strong, but when she struggles, it’s from lack of confidence. She wasn’t hitting well, and was making errors in the field,” coach Amanda Daeger said.

A few games later, though, Thom told the coaches she was feeling more positive and asked for another chance. Daeger complied. “And I’m sure glad I did,” she said.

Thom pounded the ball through the playoffs and capped the season at the state tournament by delivering backto-back doubles in the ninth and 10th innings of the third-place game, leading to three runs in a.

6-3 victory over Buffalo.

“When she got that double, I was crying, seriously crying,” Daeger said, referring to a twoRBI hit that broke a 3-3 tie. “I was so proud of her.”

It was that kind of season for Cougars, with different players up and down the lineup coming through time after time to give them a 22-5 record, including

2-1 at the program’s first state tournament to earn the thirdplace trophy, after snagging the Northwest Suburban and Section 5AAAA crowns.

Their most consistent weapons were new-found power — 28 homers in 27 games — along with reliable glovework around the diamond and the pitching of twin aces Grace Gilmore and Alyssa Montero.

Centennial opened with a 4-2 win over Stillwater at state, then got humbled by top-seeded Park 10-0, but bounced back to end on

a high note. All the action took place at Caswell Park in North Mankato.

Thom, who was 3-for-4, doubled in the top of the ninth and scored on a ground out. Buffalo’s Sarah Hudson led off their half with a home run, but in the 10th, with runners at second and third and two outs, Thom struck again.

“I’m a senior and I wanted to be remembered for doing something,” said the elated Thom. “Softball is always a mental battle.”

A year ago, with mostly the

same roster, Centennial was a .500 team. One change this year was Daeger becoming head coach.

“Last year, we had talent but didn’t come together as a team, and this year we really reversed that,” Thom said.

Centennial was seeded fifth of eight teams, behind four more well-established programs.

“The girls were thrilled to be at state, but we talked about how it wasn’t enough just to get there, after the coaches seeded us in our first time at state,” Daeger said.

“So we wanted to represent our team and our school as well as we could. And we did.”

The Cougars rode Gilmore’s pitching — a five-hitter with eight strikeouts — to opening the victory over Shakopee (179). The Cougars managed six singles and two doubles against three Shakopee pitchers, and were helped by five Sabre errors.

Hannah Hudson had two hits.

Julia Azure and Olivia Beaulieu had RBI hits.

It was a much different story against Park, the top seed with a 24-1 record, coming off a 9-0 demolition of Lakeville North.

Cougar lineup that entered state averaging eight runs per game.

At the plate, they pounded 12 hits against Gilmore (two innings, two runs) and Montero (3 1/3 innings, eight runs).

(Park then fell in the finals to Stillwater, one of the most surprising state champions ever.

Stillwater, 7-13 before catching fire, tumbled the Wolfpack 5-1, finishing 16-13).

The Cougars regrouped nicely against Buffalo, helped by their first two homers of the state tourney — solo shots by Madi Newman, for the first run of the game, and Montero to knot the score 2-2 in the sixth. Montero led with nine homers and Newman was next with six.

Montero had a huge game, hurling the last five innings, allowing one run, striking out five, while rapping a single, double and homer before she was intentionally walked twice. She got the win in relief over Morgan DeMarais, who pitched all 10 innings for Buffalo.

Gilmore, the lone Cougar named to the all-tournament team, pitched five innings, allowing two runs and striking out seven. In the tournament, Gilmore threw 14 innings, allowing six runs (three earned) and striking out 15.

As usual, though, the Cougars won by limiting the other team’s offensive output. In the six-game win streak, they’ve allowed just 5.8 goals per game.

“I give our offense a lot of credit,” said goalie and co-captain Matt Sanchez.

“They have been able to possess ball a lot better than we used to.”

Beach said his goalie “has been huge for us the last couple games,” while in front of him are the

swift defensive corps of sophomores Hunter Berger and Nate Erichsrud and juniors Devon Pulido and Tyler Hatch.

“On defense, we have some young guys who can run,” Beach said. Sanchez added, “They’ve been great. I wouldn’t want anyone else,.”

Also boosting the team’s ball control is the improving face-off skills of Rodriguez, a junior midfielder.

“He’s at about 65 percent (success) and has been

picking that up toward the end of the season, which gives us more of an edge,” Beach said.

The Huskies, seeded No. 4, pummeled No. 1 Andover 14-6 in the semifinals, setting up their duel with No. 2 Duluth, which had the section’s best record, finishing 14-2.

The Wolfpack, down 6-3 after three periods, got the first two goals of the fourth period, with Jayden Erie delivering his third goal of the game to make it 6-5

with seven minutes left.

The Cougars responded though, with goals by Hoch and Renneke, both on slingshots from right out front.

“They were hard to put away,” Renneke said about Duluth. “We had to shut down their fast guys and put the ball in the net. It was intense. We did it, though.”

In the semifinals, the No. 4 seeded Cougars upset top-seeded Andover 14-6 on June 4.

The old schoolyard game of keep-away was embraced by the Centennial lacrosse team, with good results.

The Cougars, who had a 3-5 record at one point, then reeled off six straight wins and landed in the state tournament, largely by zealously controlling the ball.

“We are always building for the playoffs, that’s been our mantra,” coach Jon Beach said after the Cougars fended off Duluth 8-6

in the Section 7 finals on Wednesday afternoon.

Centennial took a 9-5 record into the program’s second state tournament (the other was in 2009).

The Cougars faced topranked Benilde-St. Margaret’s in the first round on Tuesday. If they pulled off an upset, they would face Mahtomedi or Eagan in the semifinals Thursday at Minnetonka, 5 p.m.

JDOG: Junk removal business helps veterans feel sense of camaraderie FROM PAGE 1

After Helm graduated from high school, he enlisted in the U.S Army and volunteered to go to Iraq in 2006 for a year. He went back for a second tour to Iraq in 2008-09.

“I got back from my first tour and PTSD wasn’t really a thing yet. I was going through a lot of issues finding myself. I couldn’t really relate to many people. I kind of ran back to Iraq, to where I felt safe,” he said. “When I was in Iraq on my second tour I realized I had some experience being a leader and could help some of the younger guys.”

After getting out of the military in 2012, he tried to become a chef and worked at various local venues. “I wanted to be the next big thing but I wasn’t very good,” he said.

One of Helm’s friends, who he met on his first tour in Iraq, is in charge of a JDog franchise in Milwaukee, Wisconsin, and invited him to come check out the business and what it entails. After training under him for six months, Helm started his Minnesota business.

Karyn Essen, a Hugo resident, serves as the operations manager. She met Helm when he was the chef at a restaurant she managed. “We have always worked together so it just seemed right for us to do this together,” she said.

In addition, the venture makes Essen

feel she is giving back to her country in a way she was never able to. Her dad, uncle, grandpa and great uncle all served in the military and she was planning to join the Air Force, but her plans changed after she had her son.

“I am proud to be a part of something bigger than myself and have found a way to say thank you to those who gave so much,” she said. “What makes me admire Josh is that when he was serving his sacrificial eight years, I created a family, I had three kids, a home, a job, I went out to dinner, I had picnics with my kids, not knowing what Josh was going through for us, for my family, so that we could get ice cream and sit on the front step, so that I could read books to my kids before they went to bed.... while he slept in holes, travelled into deadly territories not knowing if he’d come home.”

Helm said JDog really helps veterans to feel the same camaraderie they were a part of while in the service.

“It really gives us the culture back.

We speak the same language and can relate to the same issues,” he said. “We have guys who were in the Vietnam War, Cold War, Iraq War; even though there is a huge age difference we can all instantly relate to each other because of that feeling of family and brotherhood.

We get the camaraderie back that we miss being a part of.”

Last week in one night around a dozen vehicles were unlawfully entered in the city of Centerville.

The Centennial Lakes Police Department (CLPD) reported all of the vehicles were unlocked with only minor items taken.

“Unfortunately, it seems as though we experience this problem every summer and especially after school lets out,” said CLPD Chief James Coan. “Nevertheless, it is a concern for us and for our community...Citizens should be sure to take in valuables at night and to lock their vehicles. These are ‘crimes of opportunity’ and we want to limit the opportunity.”

Cameron Thomas Crowley, 19, of Lino Lakes, was charged with three counts of intentional access to a protected computer, one count of intentional damage to a protected computer and one count of aggravated identity theft.

Crowley, who tweeted as “Vigilance” after the June 2017 breaches, said the databases were targeted in retaliation for the acquittal of former St. Anthony police officer Jeronimo Yanez. Yanez shot and killed Philando Castile, a black motorist, in 2016.

Crowley posted information such as addresses, phone numbers, email addresses and passwords online.

An arraignment was scheduled for Friday, June 9.

Despite the rain, 20-30 families gathered at Rice Lake Elementary School in Lino Lakes to participate in Kite Day, which was sponsored by the Lino Lakes Parks and Recreation Department.

For the first 30 minutes of the day the rain held off and the wind was great for flying kites. Then it started to drizzle, but many people stayed out and were still having fun. Close to the end of the event the rain poured down and thunder and lightning started, so families just came to choose a kite to take home. The department gave away a total of 74 kites.

Tips for decreasing tick exposure It’s summer and that means ticks are active and the risk of tick bites resulting in Lyme disease or other tick-borne illnesses is present. Here are some helpful tips to help you plan for a safe and tick-free summer.

Blacklegged (deer) ticks that transfer Lyme disease and other illnesses live in tall grasses and wooded, brushy areas that provide food and cover for white-footed mice, deer and other mammals. This habitat provides the humidity ticks need to survive.

Exposure to ticks is greatest in the woods and along fringe areas (border between grass and the woods). Ticks typically attach to people/animals near ground level from the tips of low-lying vegetation and shrubs. They do not drop from tree branches. There are several measures you can take to protect yourself, your family and your pets to reduce your risk of tick exposure.

Habitat modification

• Keep grass mowed short, brush and weeds trimmed and leaf litter away from your home.

• Maintain a natural barrier between grass/play areas and woodlands with wood chips or other paths cleared of vegetation.

• Remove dead wood, brush piles and invasive species (buckthorn, garlic mustard, leafy spurge and common tansy) from your yard. Dead wood, brush piles and invasive species create breeding grounds for white-footed mice.

They provide cover from natural predators such as owls and other birds of prey. Decreasing habitats for mice is a vital component of any tick management program. Mice are a key vector in the life cycle of tick borne illnesses.

For humans

• DEET is one of the most effective agents to repel ticks and decrease the chances of a tick bite, but depending upon the concentration, it may not provide total protection against the blacklegged tick. There are a variety of formulations designed to meet the needs of all family members, including children. Follow the labeled directions for best results. Apply DEET sparingly to all exposed skin, and spray on clothing when possible. Do not use DEET under clothing or over cuts, wounds or irritated skin. Do not apply to pets—DEET is not indicated for pet use.

Other pet-specific products are the best option for effective control (see below).

• Permethrin-based repellents kill and/or repel ticks when in contact with material where it has been applied. This agent has been used for decades to treat lice on the scalp of children and has a wide margin of safety for humans. Apply to CLOTHING ONLY. Apply to shoes and pants where ticks are most likely to be in contact with humans.

Most products remain effective through several laundry cycles. Simply wash with soap and water if you get it on the skin.

DO NOT apply on clothing while it is worn. Sawyer Permethrin spray can be purchased from Amazon. com, Target or REI for around $15 for a 24-oz bottle. Insectshield.com and REI sell permethrin embedded clothing that has been proven to repel mosquitoes, ticks, ants, flies, chiggers and midges.

It is effective through 70 launderings.

For pets

Pets are an important vector for ticks to travel into homes and come in contact with family members. There are several highly effective products that both repel and kill ticks on pets. Be especially careful to use dog products on dogs and cat products on cats as they are often times not interchangeable and can be highly toxic when used on the wrong species!

Although some products with different mechanisms of action can be combined to provide a synergistic effect, do not use multiple products on your pet unless specifically recom-

mended by your veterinarian. Look for products specifically labeled to kill/repel ticks as some products may be limited to treating/repelling fleas, mosquitoes or other flying insects.

For yard

• Acaricides may be applied to yards by a professional or a homeowner to foliage and brush where ticks are active. There are many commercially available products that are EPA registered and designed for this application.

Products intended for this application will be specifically labeled as being effective for tick control

and also indicate how often to repeat the application. Most products are applied every other week, some monthly, starting in May through July. It is recommended to spray in the evening when winds are low to avoid interactions with bees and other native pollinators.

• Deer repellents—such as Liquid Fence—are useful for keeping deer out of yard. By spraying it biweekly on plants that deer are known to eat, you will encourage them to look elsewhere for food.

• Tick tubes (small cardboard tubes stuffed with insecticide treated cotton) have been used with

varying levels of success.

They are designed to provide nesting material for white-footed mice. When mice are in the nest, attached ticks are killed without the mice being affected. There are several commercially available versions (e.g., Damminix tick tubes) that are EPA approved. They are typically available from online vendors such as Amazon.com, as well as some home improvement and gardening centers.

These are most effective when used from May through July.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its June 7 meeting: • Held a citizens forum where resident Joel Ackerman and his wife asked for something to be done about speeding on Lovell Road. With another baby on the way, the couple has been increasingly worried about the excessive speeding of drivers on the road outside of their home.

Joel said because there is a change in the speed limit, drivers may be mistakenly assuming the increase occurs earlier than it does. They explained that, although there have been cops and meters over there in the past, the situation has been persistent.

“It hasn’t gotten worse, but it hasn’t gotten better either,” Joel said. “ It’s just steady speeding—a lot.”

Mayor Mark Kurth promised to “touch base” with the police chief on the situation and to look into what could be done. Kurth urged Joel to speak with the police department if it ever became an issue again— even if the issue seemed small. “That’s what they’re for,” said Kurth, adding that a speed limit monitoring meter would be returning to Lovell Road, near the Hamline Avenue intersection.

The consultants, however, noted that Lexington was doing well, and only the recent, unforeseen water tower upgrades had put them slightly below the national average in financial growth rates.

• City Administrator Bill Petracek announced that the city council was in the process of tentatively approving the city’s budget for 2019. Petracek also announced that the cable commission may soon install a service (and accompanying MetroTV app) that would allow for livestreaming of the Lexington City Council meetings.

• Kurth relayed that Lexington was recognized by Anoka County for its recycling efforts within the past year. As stated by Kurth, the county recognized the city “for its commitment

to recycling over 235,000 tons of material in 2017.”

• Approved several business license renewals.

The renewal process is likely to occur over the next two to three months.

• Discussed a subscription contract with US Solar Energy. The preliminary contract is an agreement between the city and US Solar Energy for the providing of energy services.

Originally, the proposal was to be a single solar panel field, but the city council, had some misgivings when the contract was then split into six contracts, divided across six different fields and providers. At this time, no decision has been made on the contract.

• Approved a resolution affirming the city’s assessment of $21,000 in damages against 3872 Oak Lane. The damages to the city occurred when the residence ruptured a sewer line some private contractor work. The resolution ends years of legal proceedings between the involved parties.

• Approved an entertainment license application and road closure for Cowboy's Saloon. The two apply to an event occurring Saturday, June 16: the 1st Annual Motorcycle Round-up and Pig Roast. The round-up is

a charity event and all proceeds will be given to Centennial Boosters, which grants scholarships to Centennial High School students.

• Held a closed executive session where the city council discussed the AFSMCE Union Contract negotiations.

• Upon the reconvening of the regular meeting, the city council approved a collective bargaining agreement lasting for the next three years (until

May 31, 2021).

A memorandum of understanding was simultaneously approved between the city of Lexington and AFSME to amend the 2015-2018 collective bargaining agreement.

The next city council meeting will be held at 7 p.m. on Thursday, June 21 at City Hall.

The Lino Lakes Police Department reported the following incidents: • Officers received a report of a male laying on the ground and not moving in the 700 block of Apollo Drive May 29.

Upon checking him, officers found the male was fine and had been taking a nap.

• Officers responded to a report of a physical domestic in progress in the 700 block of Apollo Drive May 29. An adult male was subsequently arrested and booked into jail for domestic assault.

• Officers received a stop arm violation report in the 6200 block of Otter Lake Road May 30. Officers checked the area and extra patrol was requested.

• An officer responded to a delayed motor vehicle theft report in the 6000 block of Hodgson Road May 30. The vehicle was entered as stolen and there are no suspects at this time. The investigation is ongoing.

• Officers were dispatched to a call of smoke in a home in the 6300 block of Hodgson Road May 30. An overloaded power strip had caused a small fire

that was put out by fire staff.

• A 33-year-old male was stopped for speeding and a lane violation in the 1300 block of I-35W June 2.

The male was arrested for second-degree DWI, .08 or more and speeding. The male was booked into the Anoka County Jail and the vehicle was forfeited.

• An officer responded on a report of kids throwing rocks at cars in the 700 block of Town Center Parkway June 3. The officer made contact with the kids and forwarded the case to the Forest Lake Youth Service Bureau for resolution.

• Officers responded to a request from the homeowner to check his residence as there may be people staying there that shouldn’t be. The residence was clear but the officers learned there had been younger males there over the weekend. The Centennial Community Band performed at Music in the Park Thursday, June 7, at Golden Lake Park in Circle Pines. The performance has become a tradition for the band. The Centennial Community Band recently held a spring concert at the Centennial High School Performing Arts Center and has another performance at at 7 p.m. Tuesday, June 12, at the Como Park Pavilion.
