Local veteran reflects on World War II

Even though all of Lester Seaberg's fellow soldiers are no longer around, he still has many memories of his time before, during and after World War II.

Seaberg, who his buddies referred to as “Seabag,” is originally from northern Minnesota, but lived in Circle Pines for around 20 years.

On March 1, volunteers from The Beyond the Yellow Ribbon Network of Lino Lakes helped him move to Blaine. He became a member of the

Lino Lakes VFW in 1961 and a life member in 1973.

Seaberg, 91, was drafted at age 18 into the U.S. Marines first division.

Two of his brothers served in the Navy and another brother served in the Army. After attending boot camp in San Diego he went to a

Motorcycle business rumbles into town

CENTERVILLE — Whether it's a need for a pre-owned motorcycle, winter cycle storage, a complete rebuild or a tire or battery change, residents now have a place to turn.

Rumble Motor Sports, located at 2030 Main St. in Centerville, opened its doors April 1 after moving from Spring Lake Park, where it has been located since its founding in 2012.

“That location was getting way too small to do what we wanted to do. We didn't have a big parking lot, we didn't have room to expand, we weren't off of a major road,” co-owner Gary Spanier explained. “A lot of our customer base is from this area … Centerville, Hugo, Circle Pines, Lino Lakes, Blaine — and this is a great location with Main Street.”

Gary co-owns the business with his brother Kurt; his son Matt is a mechanic/technician. Jason Clampit of Kokesh Motorcycles is also a mechanic/technician, after Rumble Motor Sports purchased Clampit’s business four years ago.

“Matt was really the catalyst, because he was going to Bemidji State University and decided he wasn't going to be the business guy. He always liked working with his hands,” Gary said. “We decided collectively we should get into the automotive industry.”

What began as a “small repair shop” has turned into a full-service shop.

They can do oil changes, transmission, brakes, electrical, accessories installation, exhaust, batteries, handlebar installations and more. The business has many pre-owned motorcycles of all brand names on display available for purchase and offers a full line of leather and accessories. The business is also a Dunlop Pro dealer, meaning customers get bigger discounts on tires.

greatest diagnostic equipment. Everything you can think of to have done, we can certainly have it done,” Gary said.

“People go to these factory stores and they are overpaying and without their motorcycles for so long. That is one of the main reasons why we opened this business.”

They pride themselves in getting the motorcycles in and out in a timely fashion. “There is no traditional two-week wait for your motorcycle. We don't want to keep them here, we want you to have them,” Gary said.

Honesty is important. “We don't want to tell people things that aren't true, so we never want to over promise and under deliver,” Kurt said.

The business also offers winter storage from Oct.1-April 15. Rumble Motor Sports will store motorcycles at its Spring Lake Park location in a climate-controlled building. While the bikes are in storage, customers receive a 10 percent discount on any service.

While getting the building ready to open, Gary and Kurt have kept everything local, including paving, electrical and the garage doors. “That has been the goal all along. How can we support the community and in turn build long-lasting relationships?” Kurt said.

Program fosters relationships between youth and police

LINO LAKES — Sixteen Centennial Middle School students now have a better understanding of what being a police officer entails after participating in the Junior Citizens Academy offered through the Lino Lakes Public Safety Department.

The academy began the fi rst week in April and will finish May 25.

“We are big on community-oriented policing, and this is a great way to reach out to the youth,” said School Resource Officer (SRO) Tou Vang, who has been the SRO at Centennial Middle School for two years and with the department for seven years. “The main purpose is to allow an opportunity for the youth to be exposed to what it's like to be a police officer, what it takes to be a police officer and what police culture is like overall.”

Vang explained because he grew up in Saint Paul, his view of law enforcement was very different from the view of law enforcement in smaller communities.

“I want to be able to close that gap and help build that bridge between the two different cultures,” he said. “I want to leave a good first impression on the kids.”

The academy covered topics including fi re prevention and safety, K-9 demonstrations, use of force, crime scene investigation, Tasers, fi rst aid and CPR. “A lot of the kids here struggle with school, and I can relate to that because I struggled in school,” Vang said.

“This will hopefully help them to build a better relationship with law enforcement going into high school.”

Seventh-grader Tanner Cape, who is a Quad Community Press newspaper carrier, wanted to participate in the academy because he thought it would be a great experience. “Most kids say they want to be a police officer when they are little because of all of the TV shows they come out with. I wanted to know what is true and what's not true,” he said.

“I've always wanted to be a police officer since I was little, so I get to learn about a lot of stuff and decide if I actually want to do it or not.”

Now that the academy is nearly complete, Cape said he “most likely” will still become one. His favorite topic was the crime scene investigation unit where the students got a taste of what private investigators do.

Seventh-grader Dylan Ploen, also a Press carrier, wanted to participate in the academy after his mother told him about it. “I thought it sounded fun, and I would be able to learn more about what our SRO does,” he said. “I really enjoyed learning a lot of new things, things we didn't know prior to this.”

His favorite topic was either Tasers or the use of force. “It was fun to learn about what they did to deal with different situations,” he said.

“We learned about what they do, where you can find them and what they use.”

This is Vang's last year as an SRO. He is currently working with a new SRO to bring the Junior Citizens Academy back again next year. The hope is to get the program going on an annual basis. The last time the academy was offered was in 2012.

Home improvement boom Have you noticed more contractor activity in your neighborhood, such as home remodelers, sheetrockers, painters, plumbers and landscapers coming through? Local residents are sprucing up their homes and yards again. Homes that are for sale are seeing multiple offers and in many cases being bid up over asking price. Here at the Press, advertisers in our long running “Call a Specialist” section have shared with me that this is turning out to be one of the busiest years since 2008. One contractor I spoke with mentioned he has learned over 30 years in business that when times are this good, there’s probably a correction coming. He said he wouldn’t be surprised if the economy takes a little dip, but overall the economic climate seems strong for contractors and builders. Another long-term flooring contractor said he was having to turn down jobs because of the demand. He was seeing both the commercial and residential work crazy busy. It’s fun to hear the small contractors are off to a good start in 2017.

National day of remembrance

emorial Day is more than just a day off work, summer’s kickoff, an excuse for a sale. It’s our national day of remembrance.

My brother, David Kink, was a helicopter pilot with the First Cavalry Division.

His name is on Panel 20 West of the Vietnam Veterans Memorial in Washington, D.C. David lost his life after one month in Vietnam, when his heMovers and licopter crashed due to a ground Shakers explosion.

He was 19 years Julie Kink old. And I was seven. I barely knew him. The lanky, gentle big brother that I said goodbye to at a Madison, Wisconsin, airport in 1969, would be 67 years old today!

I’ve seen 17,000 more sunsets than he had a chance to see.

For me and my fellow Gold Star Families, every day is Memorial Day. We hope that America will never, ever forget.

Unfortunately, there was a time when the Vietnam War was the last thing we as a nation wanted to remember.

Our televisions brought the battles and the bombing into our living rooms. But for those of us who had lost someone over there — just like many of the veterans who returned — there was an

unwritten rule: you cannot talk about the war. Not here. Not now.

I want to tell you today that it’s OK to talk about Vietnam.

It took me 25 years to feel comfortable enough to look for veterans who had served with my brother. I was afraid to stir up painful memories, afraid my questions would be unwelcome.

Eventually I found men who trained and flew with David, who helped me learn not only how he died . . . but more importantly, how he lived.

I don’t use the word “closure” because for me, the subject was closed for 26 years. I prefer the word “closer.” Finding his friends has brought me “closer” to my brother.

To my beloved Vietnam brothers: I know that you carry the memory of your buddies in your heart, every day of your lives.

THANK YOU for showing us Gold Star Families who our loved ones may have become - if they’d had a chance to grow up and grow old, as we have all done now in their absence.

To the courageous Vietnam women who served: YOU ARE MY HEROES. More than 265,000 of you served our country during the Vietnam War; 11,000 of you went to Vietnam. In the fog of war and death, you became a sister, a friend, a mother. How do you look into the eyes of a dying soldier and make the pain of the war disappear for a while? You did it somehow. Removal or recusal of a judge from a case

E

very judge has their own unique background and history, including strengths and weaknesses.

Can anything be done if someone feels that the assigned judge may not be the best one to hear their case?

There are a number of options.

First, each party has a right to fi le one Notice to Remove in each case.

The notice need not list any reason for the removal. Because of this it is difficult to speculate as to why a judge is removed. The bottom line is that the party (or their attorney) simply feels that another judge would be a better fit for the case.

Possible reasons are numerous.

Many years ago, some DWI defense lawyers removed a judge because that judge had a close family member die in a drunk driving crash. I recall another judge being removed in a complex civil case because attorneys were concerned that the judge was new and did not have much experience

There are limitations to the rule, which are designed to maintain the efficient administration of justice.

Second, a judge can’t be removed after the judge has already appeared on a case. Some cases are scheduled before the time deadline expires. In that case, the removal notice needs to be fi led before the hearing takes place.

These rules are also designed to improve the efficiency of how cases progress. Without the rules, a judge might hear a case for several weeks or months and then be removed. This would require the case to start all over again with a different judge. That would greatly add to the time and cost of the case for everyone involved.

Judges also sometimes remove themselves from cases. This is called a “recusal.� Judges review assigned cases to make sure they have no conflicts. A judge might be assigned a case where a fi rst cousin is one of the parties, or perhaps it involves a close friend, or neighbor. Judges don’t want to hear

Cougar baseball has ‘embarrassing’ loss but finishes 9-4 in conference

Sometimes a good team can just blow a ballgame. No excuses. That was the case as Centennial fell to White Bear Lake 5-4 on Friday, May 19 in a non-conference duel.

“It was embarrassing how we lost that game,” acknowledged coach Rollie Goertzen. “They had two hits the whole game (and) scored four runs on us the last

two innings without a hit. Between walks, hit batsmen, errors, passed balls and wild pitches, we found a way to give that game away.”

Casey Lieser cruised into the sixth with a 3-1 lead but hit two batters and both scored on a two-out botched grounder. More miscues followed in the seventh and two more runs scored again two relievers.

The Cougars (10-9) looked

sharper two days earlier with a 12-1 conquest of Spring Lake Park, led by Drew Metz (3-for-3 with a walk), Trei Driskill (3-for-4 and a hit-by-pitch) and the pitching of Alex Phillips.

Centennial finished 9-4 in Northwest Suburban Conference play for fourth place among 14 teams. They hosted Wayzata on Tuesday, May 23 to close the regular season and will open sectionals Friday, May 26 in Coon Rapids.

Cougar tennis finishes duals 14-5, has five all-conference

Centennial tennis placed third in the Northwest Suburban Conference with a 9-1 record and had five all-conference picks.

The Cougars finished 14-5 overall, beating North St. Paul 7-0 in Section 4AA before losing to White Bear Lake 4-3.

Their lone conference loss came against Elk River 4-3 as they placed second in their division. They defeated Armstrong, the other division’s runner-up, 4-3 in the third-

place match. The Elks beat Maple Grove for the overall title.

Making all-conference were seniors Nate Johnson, John Dosch and Noah Green, and juniors Tristan Johnson and Travis Allen.

The Cougars still have the section singles and doubles competition Thursday, May 25 at Baseline at the University of Minnesota.

Hannah Backman, Centennial lacrosse junior forward, has notched 16 goals along with seven assists, helping the Cougars post a 6-3 record so far.

Band of Cougar boys has enjoyed a great run

You might as well call them the Cougar Runners Club.

These dozen seniors have logged thousands of miles and multiple laurels together at Centennial High. For most of them, running, 400 to 5,000 meters, is their only thing (athletically), and for all of them, it’s their main thing.

“My distance team is quite strong and deep,” acknowledged Colleen Cardinal, head coach of boys and girls track. “The senior boys believe anything is possible and are all willing to do the work necessary to make it a reality.”

Reed Kurak is the club’s most accomplished club member, having made all-state twice in cross country with 15th and 16th place finishes, and again while anchoring the fifth-place 4x800 relay last year in track. Jacob Namyst is their most versatile, a distance man also strong in the 400 while racking up points in highand triple-jump in his career.

The senior group includes Namyst, Kurak, Jonathan Sweeney, Jeremy Rehbein, Dylan Johnson, Brad Gallagher, Riley Trettel, Dillon Adams, Jake Johnson, Matt Weige, Nick Foreman and Zach Eicher. They are backed by a junior group of Andrew Nordquist, Reece Gulbrandson, Jesse Bentrup, Charlie Sylvester and Noah Zurn.

“At first we just happened to be a bunch of guys who liked to run,” said Kurak, “but after seven and a half seasons all together we naturally grew into a group of really close friends.”

Namyst recalls that he and Sweeney started running together in seventh grade and the rest of the seniors came on board by ninth grade. Nordquist, best of the junior group, was track-only until this year when “the seniors recruited him for cross country.”

They are coached by Neil Kruse in cross country, and by distance coaches Chuck Beile and John Kretschmer in track.

This group earned a seventh-place state finish in cross country meet in 2015 with all juniors in the five counting scores (Kurak, Namyst, Ben Benson, Dylan Johnson, Foreman) and another (Sweeney) in the sixth slot. The 4x800 team that medaled at state track in 2016 had Jake Johnson, Dylan Johnson and Nordquist along with Kurak, who placed 12th in the 3200.

With everyone back except Benson (who didn’t run this year) for cross country last fall, the Cougars had another excellent season with several invitational wins, although with no team titles, taking second in conference behind No. 3 ranked Maple Grove, and third in the section behind the Crimson and No. 6 Mounds View. Top two

advance to state team.

Early this track season, the Runners Club made a splash at the Hamline Elite Meet on April 28 with third-place finishes against top-notch competition by Namyst, Kurak, Nordquist and Gallagher in the 4x400 with 3:24.84 and by Kurak, Nordquist, Namyst and Dylan Johnson in the 4x800 with 7:56.00. Both were school record times.

In the true-team sectional May 10, the Cougars placed fourth of nine as a team, lacking the overall depth of the top three teams, but won more events than anyone, six, including three relays, which should bode well for their attempts to qualify for state individually.

“With both relays placing third at the Hamline Elite meet, our goal is to qualify for state in both relays,” Namyst said, adding that top-three in the 4x800 and top-eight for the 4x400 seem realistic goals. Namyst was true-team section champ in the 400, in which he hopes to medal at state.

Kurak has the school 3200 record of 9:20 and is close in the 800. His other personal records are 51.3 in the 400 and 1:56.1 in the 800 (both relay splits), 4:24 in the 1600 and 15:39 in the cross country 5,000. He plans on running the 4x400 and 4x800 relays at sectionals while mulling whether the open 800 or 3200 will be his best shot in a solo race. He’ll decide “after I try the 800 at conference.”

The relay teams are coveted slots for the Cougars.

“There is always competition to get on the relays,” Namyst said. “If things are close, we have had run-offs to determine who gets to be on the relays. Last year it was for the 4x800, and this year we just had it for the 4x400 to determine who is running at conference. It was really close, so it could change again before sections.”

At many schools, distance runners gravitate to Nordic Ski as a winter sport.

Centennial doesn’t have Nordic. Instead, the winter pastime for many in the group is intramural basketball. Namyst said he, Kurak and Sweeney have played together for four years and took second this year in the league. Meanwhile, Wiege, Sylvester and Gulbrandson join the varsity swim team. As for off-season running, Kurak said they get together for summer runs but not in winter.

Among the seniors, Kurak has signed with Augustana, while Namyst will run at Michigan Tech, and Sweeney and Eicher will run at Bethel.

The Northwest Suburban Conference track meet started Tuesday, May 23 and will conclude Thursday, May 25 at Irondale. The Section 5AA meet will be held May 31 and June 2 at Hamline. It’s crunch time for the Runners Club.

Multitalented teacher debuts variety of classes at Centennial Community Education

CIRCLE PINES — Meet Jennifer Elsenpeter. She’s a tiny little thing who knows her way around a farm tractor and a compound fraction.

She stamps leather, makes paper and churns ice cream. She teaches children and adults. She’s available.

Elsenpeter, of Rush City, is a licensed teacher with a degree in agricultural education. She is offering new summer classes —

from making leather jewelry and ice cream to one-on-one tutoring in math and reading — through Centennial Community Education (CCE). Her fiance’s mother is Sharon Sculley, a CCE coordinator for adult and youth enrichment classes.

“I came up with some ideas.

(Sculley) knows the community, so she has an idea of what’s going to (be a) hit,” Elsenpeter said.

Additional classes offered in July include learning about terrariums.

“I am so proud of the talent of the students of Minnesota’s 6th District, and I look forward to seeing that talent displayed in the United States Capitol this year.”

The Congressional Art Competition is an annual competition for high school students across the U.S. The winner from each district wins the chance to travel to Washington, D.C. to visit with their representative and see their artwork displayed in person.

Her attraction to working with leather came from her dad. “That was his thing. I picked up on it, and I do a lot of craftsy-artsy things,” she noted.

Elsenpeter is looking forward to working with young people this summer. “I really enjoy teaching people new skills and watching people use those skills and seeing the progress,” she said. “Especially with kids, I love seeing the ‘aha’ moment.”

Occupied by Leonard and Mary Weber and their son Donald at the time this picture was taken, it had previously housed two other generations of the Weber family after they came to the U.S. from Austria-Hungary in the late 1860s. While on the island, Seaberg was in charge of cleaning W eaning all of the dust off of the tanks and inspecting them. He e recalled when wh a bomb went off really close to him. He flew w through the th air and was badly burnt and scarred and put on a hospital ship, or a reinvented cruise ship. “We had p d to bury many men at sea,” he said. Seaberg was later awarded m warded a Purple Heart.

P “I can prove God answers prayers,” he said. He recalled a time when he and a fellow soldier he cleaned leaned tanks with were split up and put on different ships.

The other soldier was crushed by a large barrel el that came loose.

After the Japanese surrendered, Seaberg went SUBMITTED to Okinawa, an island of Japan. While he was Lester Seaberg as a young soldier, shortly after he was draftthere, two bombs were dropped. From there e he ed at age 18. He served in the U.S Marines. went to China for six months. After his service vice time was up, he found out that his father had passed away while he was away; the Marines nes never neve told him.

Seaberg was given $34.90 to get home after Se er leaving the service. His first job out of the leav he service serv was working at Chanel, a company y that tha made rugs, for $1.90 per hour. Then n he hitched a ride to Montana, where hiss grandparents lived, and worked on a gr wheat farm. After a few years he rew turned to Minnesota to work in contu struction, when he met his wife Elsa, s whom he married in 1954. They were w married 38 years before she passed away in his arms from asthma in January 1992.

Origin of Memorial Day Originally called Decoration Day, Memorial Day was first observed May 30, 1868 to commemorate the fallen soldiers in the Civil War. Historians believe this day was chosen because it did not share an anniversary with any Civil War battles. Others say it was chosen because flowers would be in bloom across the country. The head of an organization of Union veterans, Maj. Gen. John A. Logan, the commander in chief of the Grand Army of the Republic, is credited with ordering the annual decoration of war graves with flowers to honor the dead. Declared a federal holiday in 1971, the last Monday of May recognizes our military for the sacrifices they have made to support our freedom. It’s a day to give thanks, to pay tribute and to remember those who gave their lives to protect our country.

The new plans for the former Twin Cities Army Ammunition Plant (TCAAP) includes a development, Rice Creek Commons, with homes, green space and a town center.

The Flag Code, which explains the traditional ways in which respect is given to the flag, contains specific instructions on how the flag is not to be used.

They include: • The flag should never be dipped to any person or thing. It is flown upside down only as a distress signal.

• The flag should not be used as a drapery or for any decoration. Bunting of blue, white and red stripes is available for these purposes.

The blue stripe of the bunting should be on top.

• The flag should never be used for any advertising purpose.

It should not be embroidered, printed or impressed on articles intended to be discarded after temporary use.

• A flag should not be used as part of a costume or athletic uniform. A flag patch may be used on the uniform of military personnel, firefighter, police officer and members of patriotic groups.

• When the flag is lowered, no part should touch the ground or any other object; it should be received by waiting hands and arms.

• The flag should never be used as a receptacle for receiving, holding, carrying or delivering anything.

• When a flag is so worn it is no longer fit to serve as a symbol of the United States, it should be destroyed by burning in a dignified manner. Most Legion and VFW Posts regularly conduct a flag burning ceremony on Flag Day, June 14. Scout troops also retire flags.

Other notes of etiquette: • A flag should be illuminated if displayed at night.

• When on display, the flag is always positioned to its own right. It is placed to the right of the speaker, staging area or sanctuary. Other flags should be to the left.

• When used to cover a casket, the flag should be placed with the union (stars) at the head and over the left shoulder. It should not be lowered into the grave.

Awaiting marriage in an ammunition plant

Young ladies working at the Twin Cities Army Ammunition Plant (TCAAP) in Arden Hills during World War II only had two ways out of working in the war effort — marriage or the end of the war.

Serving the country at arms plants was a serious commitment, much like the young men made to the military, said Jane Moore, 93, of Maplewood. She took the job because it paid more than working at Marshall Fields or another store.

Jane left TCAAP earlier than some of the other women because she married a Marine in 1945 as the war was ending.

“I worked up until the time I got a telegram from him in San Diego saying he was back in the States,” she remembered.

“And that day I went and told my boss I was through — because I was getting married.”

Jane began to write to Bill Moore while she was still working at an arms plant in St. Paul inspecting gun sights. One day in the church bulletin she saw a request for people to write to servicemen overseas.

“They wanted people to write to the servicemen, so my girlfriend and I both wrote to Bill and I ended up getting him,” Jane said. She had one date with him when he was home and then she got an engagement ring in the mail.

“I said 'I'll wait for you,' and I didn't realize it would be three years,” she remembered. Throughout his service, Bill was stationed in various hot spots in the war.

“He was in the thick of it,” Jane said.

About a year or so before Bill returned, Jane landed a job as a supervisor at TCAAP in the department manufacturing shells for submarines. She was a time checker and would monitor when machines were down. Most of the workers were women, she said, and they all wore blue overalls.

“We were all in the same boat,” Jane noted. “It seemed like family almost, because of the fact that most of them either had their husbands or a loved one that was in the service. That's what

you talked about.”

The ladies also took time for fun — some wrote messages or made silly faces on the shells, Jane remembered. Once she and a friend tried to play hooky but couldn't find a way out of the large compound.

“We didn't realize everything was fenced in and we couldn't get out,” Jane remembered. Workers were bused from St. Paul to TCAAP. “You had to make your own fun at that time because it was kind of dreary otherwise,” she noted. When the men came home “there was joy mixed with sadness” because “some didn't come home,” she added.

Bill had not been discharged yet when they married. The couple spent the first few months of their married life stationed at Treasure Island in San Francisco. Bill was married in his Marines uniform and was buried in it about 55 years later.

Decades of history remembered, future homes coming After many WWII workers moved on from TCAAP, the site was used on and off for war efforts for about 60 more years until all production ceased in 2004, said Heather Worthington, deputy county manager for Ramsey County.

It was used during the Korean War, Vietnam War, First Gulf War and Second Gulf War, Worthington said. The largest number of workers employed on the site was during WWII — 26,000 workers and three shifts per day, Worthington said.

About half were women.

“It was an enormous operation,” Worthington noted.

When Ramsey County cleaned up the site to prepare it for development, it saved some of the historical artifacts on site. Worthington hopes someday those items can be displayed to the public. One remaining building on the site at County Road I and Fairview Avenue may be remodeled into an interpretive center within the Rice Creek Commons development.

ety of housing options, outdoor spaces and a commercial town center. Seventy-four acres are dedicated to green space. There will be about 1,500 residential units.

A portion of the site was actually platted in the 1930s for a future housing subdivision, Worthington said. It was farmland up until Aug. 1941 when the U.S. Department of Defense bought it for a new ammunition plant, which took about a year to construct.

It took longer than that to clean it up.

The site was declared a Superfund site in the '80s, Worthington said. A solvent used in making bullets was sometimes dumped on the ground before people realized the environmental issues it caused. The site was cleaned up in the '90s but not necessarily to Minnesota Pollution Control Agency (MPCA) residential standards.

It was the largest contaminated site in Minnesota.

The site went through MPCA's Brownfield Program. Every square foot was tested, Worthington said. It was certified by the MPCA in 2016.

“So it is clean like your backyard now,” Worthington noted. The Environmental Protection Agency (EPA) is expected to officially delist soil at the site from its Superfund list in 2017.

Construction of infrastructure begins this year and construction of the development by Alatus LLC is anticipated to begin in 2018.

The site will become a new type of economic engine — no bullets involved.

The site is expected to create 4,000 to 6,000 jobs, said Ramsey County Commissioner Blake Huffman. Between $10 million and $15 million in property taxes will be generated, he added.

“It was a really important part of the local economy for many years,” Worthington said.

Ramsey County purchased the site in 2013 with a vision to get the vacant land back into the area's economy.

Centerville offers residents a musical summer

CENTERVILLE — Residents are in for a musical summer. Not only is Music in the Park back by demand, but local businesses are also teaming up with the city to offer additional performances.

The first performance will be June 6 and there will be weekly shows through July 22 on various Tuesdays and Saturdays.

The bands are from a variety of genres, including New Orleans-style brass, acoustic contemporary rock/pop, classic and contemporary country, swing/

jazz, acoustic folk/rock/blues and Latin.

Tom Lee, a former city councilman and Park and Recreation Committee member, is one of the original founders of Music in the Park and never imagined that it would be in its ninth year.

“I hoped it would do well. Centerville has a lot of local musicians; just a couple of blocks from my house there are four or five bands or band members,” he said.

“Centerville has a lot of musical depth.”

The idea came about after a pool of money was sitting around generated through runners'

entry fees for the annual Centerville 8K Run. “We decided to invest into a music program.

Other communities were doing something similar but were generally spending tax dollars to do it. We figured we could do it and it wouldn't cost taxpayers anything,” Lee explained.

Then another idea was born –– to expand Music in the Park to Music in the Parking Lot. Michael Giovinazzo of American Family Insurance approached the city with the idea to get the businesses more involved.

For many years Tom Schlavin, of Schlavin Family Chiropractic,

has given away up to 500 pizzas in the parking lot outside of his business after the Fête des Lacs parade.

“We realized some of the businesses were in the parade, but the rest of us businesses were missing the opportunity to acknowledge our customers and give back to the community,” Giovinazzo said. “It became an 'event after the event' to raise awareness of the local businesses right here in town.”

Last year was the city's first year trying out Music in the Parking Lot during Fete des Lacs. This year there will be

three performances: one at Apple Academy, one at Center Mart and one at Michele's Paw Spa. “It is really a way of giving back and introducing the small-business community to the community itself,” Giovinazzo said.

Lee's hope is that more people will continue to attend the performances.

NAME IN THE NEWS Anoka County won the social media engagement portion of the recent Blue Bike Challenge, a stationary bike competition sponsored by Blue Cross and Blue Shield of Minnesota, earning $2,500 for Family Promise in Anoka County. The county’s seven-member team, all county employees, pedaled 469 miles in 5.5 hours, placing third among nine teams. But Anoka County was the runaway winner in the social media engagement competition with 1,038 posts, besting the second-place finisher by 459 posts.

The Blue Cross Blue Shield Blue Bike Challenge is an annual event to promote health and exercise and to raise money for charity. Family Promise in Anoka County provides temporary shelter, hospitality and case management services to families experiencing homelessness.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its May 18 meeting: • Heard from a representative of Minnesota GreenStep Cities, Lexington is part of the GreenStep Cities program, and has implemented two of the five steps focusing on pollution control and energy efficiency. City Administrator Bill Petracek reminded new council members the program is part of Lexington’s strategic plan.

on Flowerfield Road, Restwood Road and Hamline Avenue. MSA Professional Services, Inc., prepared plans and specifications, and filed them with the city clerk.

Notice for bids will be accepted in June and opened on June 27 at City Hall.

• Approved a Joint Powers Agreement between Lexington and Anoka County for assessment of property. The term of the agreement is from Jan. 16, 2018, through assessment services performed in the year 2023, unless earlier terminated as provided therein.

• Approved 2017 management and nonunion salary increases for liquor store staff and city Finance Director Chris Galiov. Petracek recommended a 5 percent increase (from $61,000 to $64,000) for Galiov, stating he has saved the city approximately $11,000 annually in updated payroll and accounting procedures in 2016.

• Petracek is due for annual performance review and possible salary increase as recommended by the council.

• Mayor Mark Kurth announced the Lake Drive Open House public hearing from 5-7 p.m. Tuesday, May 23, at City Hall.

Anoka County is planning to reconstruct the segment of Lake Drive between Pascal Avenue and Village Parkway.

Construction is planned for 2018. The county will present information and receive feedback from the community at the open house. More information may be obtained at www.anokacounty.us/379/ Future-Projects-Studies.

• Council Member Kim DeVries asked City Attorney Kurt Glaser to see if Lexington has a city ordinance regarding the presence of dogs in food service establishments. Service dogs, Can Do Canines, and pets may fall under separate designation as to whether the animals

can be present at eating establishments, including the outdoor patios. Glaser said he would research city, state and health department documentation.

• DeVries informed the council of an incident that happened at Station 57 when someone brought a dog through the bar area to the patio and the cops were called.

• Petracek announced a comprehensive plan survey on the city’s website (https:// www.surveymonkey.com/r/DBB7GZR). Residents of Lexington along with non-residents with a strong knowledge of Lexington are invited to take the survey.

The next regular City Council meeting will be at 7 p.m. Thursday, June 1 at City Hall.

LEXINGTON—The City Council had full chambers May 18 as it held a public hearing on street improvements. Portions of Flowerfield Road, Restwood Road and Hamline Avenue are under consideration for improvements to street surfaces, concrete curb, gutter and adequate storm sewer systems.

Most of these streets do not have an existing curb to direct water away from properties. As a result, rainwater accumulates in residents’ yards and seeps into foundations. The improvement project would add a shallow curb to these streets.

Steven Winter of MSA Professional Services presented details and cost estimates to residents. The city is to pay for all of the Hamline Avenue projected cost of $207,900; Anoka County will pay for approximately half of the other two projects, estimated at $724,950.

Lexington residents Leroy Miller and Cheri Urbanski each spoke up to express their opin-

ions about the water drainage problems. Their concern was the storm sewers needed to be addressed as priority in order for the streets and curbs to be effective.

It was voiced by nearly every resident in the meeting that Lexington has a water drainage problem. It was stated that the neighbors can’t “pump water at each other” trying to drain their yards of standing water. If the storm sewers cannot handle a normal rainfall, residents asked how a 3-inch curb was going to help.

Mayor Mark Kurth acknowledged the problem and agreed with the statements made.

Winter stated “We can’t lower the roads any lower,” in response to questions of storm sewer pipe sizes and curb heights. He responded that adding a small curb will help significantly over the situation of not having any curb, which is what residents have now.

The council approved a resolution ordering the improvement and preparation of plans.

Bids for the projects are to be accepted by the city in June, and opened June 27. Construction would be completed in 2018.

POLICE REPORTS The Centennial Lakes Police Department reported the following incidents: • Officers responded to a property damage accident in the area of Lake Drive and Lexington Avenue in Circle Pines May 12. A male in the area did not realize the cars in front of him had stopped and he crashed into a vehicle. The male was cited in the crash and there were no injuries.

• Officers stopped a motorcycle in the 9500 block of Lexington Avenue in Circle Pines May 11 on a report of multiple traffic violations and reckless driving. The driver was cited for the incident.

• Officers were provided information regarding a suspicious vehicle in the 200 block of Civic Heights Circle in Circle Pines May 11. The vehicle was located and there were no issues.

• Officers were provided information regarding vandalism in the 50 block of West Golden Lake Road in Circle Pines May 11. The vandalism was located and there are no suspects at this time.

• Officers were dispatched to a driving complaint that kids were in a moving vehicle without restraints in the 9100 block of Lake Drive in Lexington May 11. Officers spoke with the suspected offender.

• An officer responded to a home in the 6700 block of East Shadow Lake Dr May 10 for a noise complaint. There were several loud Jet Skis on Reshanau Lake disturbing the neighborhood.

• Officers stopped a vehicle in the 7500 block of Lake Drive May 10 for failing to use headlights while driving between sunset and sunrise. An adult male was subsequently arrest-

ed for driving while impaired.

• An officer observed a traffic violation of a vehicle in the 7500 block of Lake Dr May 10.

A traffic stop was conducted and the 37-year-old male driver was arrested for DWI. • A 16-year-old male reported his bicycle was clipped by a passing vehicle in the 6700 block of 20th Avenue causing him to fall May 11. The male was later transported by ambulance to an area hospital to be evaluated. There is a vehicle description but not a known suspect at this time.

• The police were dispatched to a business in the 700 block of Apollo Dr for a theft report May 11. The investigation is on-going.

• An officer responded to an accident in the 6900 block of Lakeview Dr May 11. There were no injuries and the damage was over $1,000. A state accident report was completed.

• An officer responded to a gas leak at a home in the 6400 block of Pheasant Run May 11.

Lino Lakes Fire Department responded and handled the incident.

• Officers responded to a motor vehicle accident in the 500 block of Birch St May 11. The vehicles were cleared from the scene and the drivers were provided information for a state accident report.

• Officers responded to a property damage accident in the 200 block of Baldwin Cir. May 11. A resident struck a parked car while parallel parking.

A resolution for damages was reached by the involved parties.

• Officers stopped a vehicle for a speeding violation that occurred in the 8000 block of I- 35E May 12. An adult male was arrested for driving while impaired and violation of an alcohol restriction.

• Officers were dispatched to property damage accident that occurred in the 2300 block of Tart Lake Rd May 12.

Officers learned two vehicles were involved. The accident appeared to have stemmed from a road rage incident and there were no reported injuries. One vehicle had minor damage. All parties were released from the scene with warnings for driving conduct.

• Officers responded to a call of people loitering in a park in the 600 block of Lois Lane after hours May 13. Officers made contact with multiple people who were asked to leave the area.

• Officers responded the 8000 block of Lake Dr on a report of a shoplifting that just occurred May 13. Officers were able to locate the suspect and she was cited for theft.

PUBLIC SAFETY BRIEFS More than 1,000 texting citations issued statewide Law enforcement across the state cited over 1,000 distracted drivers during a two-week campaign last month. Drivers were found shopping for cars online, making an NBA fantasy draft list on a phone, Snapchatting and reading text messages from parents, the Minnesota Department of Public Safety reported. A driver who failed to stop for a pedestrian also admitted being distracted by a chicken in his lap.

More than 300 agencies took part in the extra enforcement wave, which lasted 14 days. There were 1,017 (72.6 per day) citations during the twoweek campaign compared with 972 tickets written last year during the seven-day extra enforcement period. The Anoka County Sheriff's Office issued 12 distracted driving citations, Lino Lakes Public Safety Department three, Centennial Lakes Police Department one and the Washington County

Sheriff's Office three.

Overall in 2016, law enforcement cited nearly 6,000 drivers for texting while driving, a 251 percent increase in five years (since 2012). In Minnesota, it is illegal for drivers to read, compose or send texts and emails and go online while the vehicle is in motion or a part of traffic. This includes sitting at a stoplight or stop sign or stopped in traffic. It also is illegal for drivers with a permit or provisional driver’s license to use a cell phone while driving, except for emergencies to call 911. Minnesota law states drivers face a $50 fine plus court fees for a fi rst offense. They’ll pay an additional $225 fine (for a total of $275) plus court fees for second and subsequent violations of the texting-while-driving law.

“CHUCK” (R) [LANGUAGE THROUGHOUT, DRUG USE, SEXUALITY/NUDITY AND SOME BLOODY IMAGES.] — An engaging, well-acted, down-toearth, factually inspired, star-studded (Naomi Watts, Ron Perlman, Jim Gaffigan and Michael Rappaport), 101-minute biographical film that chronicles the tumultuous life and career of womanizing, egotistical, poem-writing, New Jersey heavyweight boxer Charles “Chuck” Wepner (Liev Schreiber) whose claim to fame was sparring for 15 rounds in 1975 with Mohammed Ali, inspiring the movie “Rocky,” but then his life takes a nosedive when his fed-up wife (Elizabeth Moss) files for divorce, he becomes estranged from his daughter (Sadie Sink), and eventually spends 26 months in prison when he is busted for cocaine possession.

You knew it had to come to an end. Our run of great weekend weather came to an abrupt halt this past weekend. Saturday was a total washout with a steady rain much of the day, totalling 1.31”. Sunday wasn’t as bad, but an off and on mist and a high temperature 20° colder than normal made for a dreary day. The daytime high on Sunday of 53° was 4° warmer than I recorded on Saturday. Over the seven-day period, May 15-21, I totaled 4.74” of rain, bringing my monthly total to 5.77”. We have a pretty good shot of going over 6” and I wouldn’t be surprised if we reach 7” for the month.
