Vietnam War veteran remembered for heroism

For 50 years, Ronald Radermacher did not say a word about the Vietnam War. It wasn't until his wife Dorothy decided to look through an old black suitcase that had been lying in their basement for years that she discovered many of the secrets and baggage he had been keeping about his time in the military.

The suitcase was full of paperwork and other memorabilia.

“I opened it up and started reading some of the stuff and realized what was in there,” Dorothy said. She later decided to turn it into a scrapbook.

Ron, 71, died peacefully in his home in Lino Lakes surrounded by his family on May 14. He had been in hospice care after complications from gallbladder surgery.

Although born in Melrose, Minnesota, Ron grew up in Sauk Centre, and graduated from Tracy High School in June 1964. At the age of 18, he was drafted into the Army and served his country as a gunner in a helicopter. He was part of the 173rd Assault Helicopter Company known as the “Robin Hoods.”

“They were the tough guys, they did the cleanup. If there was anybody that was injured, they were the ones going in to clear the way for the medics,” Dorothy explained. “He explained it as 'they had to shoot everything they saw move.'”

The military kept trying to give Ron promotions, but he always turned them down because he wanted to get out of the Army as soon as he could.

wanted life to go back to the way it was before the draft.

Ron received an honorable discharge in 1967. His transition back into everyday life was not much of one because he was immediately thrown back into the family business

working as a meat cutter. He was expected to go on like nothing had ever happened.

“His family told me when he came back he was not the same person.”

Ron married Dorothy in July 1971; this year the couple would have celebrated their 47th wedding anniversary.

As Ron's spouse, Dorothy saw firsthand how the war impacted him. In addition to frequent flashbacks from untreated PTSD, he also suffered from anxiety and severe alcoholism.

For years, Dorothy never got him to open up to her until he had to go through the process

of applying for veterans benefits in 2014.

He then began to share things with her and write things down in a journal. Despite the negatives, she said his time in the military gave him a greater appreciation for freedom. He was able to remain a very compassionate and caring person despite his traumatic experiences.

Ron will be remembered as a proud father and grandfather, an accomplished bowler, and an avid golfer, fisherman and cribbage player. Ron was a member of Lino Lakes American Legion and lifetime

member of Veterans of Foreign Wars, Knights of Columbus and the Lake City Sportsman's Club.

“He found passions and hobbies to take his mind off of everything,” Dorothy said. “No matter what it was, or what he attempted, he gave it his all and came out a hero.”

Lino Lakes American Legion Post 566 will host a Memorial Day ceremony at 5:30 p.m. Wednesday, May 30. This year's special guest speaker will be LTC Sean Gustafson (retired), and military honors will be presented to veterans

Teacher of the Year in 25th year with Centennial

On Friday, May 18, one teacher at Centennial Elementary received a big surprise during her prep hour. After numerous years of being nominated for the honor, she was selected as this year’s Teacher of the Year.

Third-grade Teacher Megan Fritz has taught at Centennial Elementary for 25 years.

“I was not expecting it. It is an honor to represent my colleagues, I wouldn’t be here without them. We work as a team and they inspire, push and challenge me.

I feel like this is just as much for them as it is for me,” she said.

Fritz is originally from St. James, Minnesota and now resides in Lino Lakes.

Although she has always enjoyed working with kids, she didn’t immediately find her career path.

“I started out as a law enforcement major and after the first semester I realized I was completely in the wrong field,” Fritz said. “I had always loved and worked with kids so I changed my major quickly.”

After graduating from Mankato State University, Fritz was hired on as a special education teacher at Centennial Elementary. After four years, she transitioned to a first grade teacher for many years, then first grade and is now back to third grade.

“I just love the kids. They come in with energy, excitement and curiosity. They energize me, fuel me.

They push me as much as I push them,” she said. “I enjoy hearing stories of their families and living their lives with them day-to-day. We spend more time with them in a lot of ways than the families do.

We become a close-knit family.”

The Centennial Education Association (CEA) presents the Teacher of the Year award, which is also supported by the Centennial Area Education Association (CAEF). The district’s first award was given out in 1966.

CEA President Bruce Woznak said they received nominations from 11 of the 12 Centennial buildings this year. Woznak said some of the things that made Fritz stand out from the other candidates were her involvement in the school, her vast knowledgeable on the issues that are facing education today and her ability to reflect on her teaching, always looking for ways to improve student learning.

Superintendent Brian Dietz added that Fritz is “very deserving” of the award.

has served on too-many-to count committees and is also on the Leadership Team, mentors new teachers and frequently has student teachers in her room. She has also been very involved with supporting levies and helps out with school events.

“We have a wonderful community and a wonderful district. I think sometimes to the public, schools are seen as mismanaging funds, but we really are well managed and people really are getting the biggest bang for their buck that we have,” Fritz said. “I am proud to be a part of everything that Centennial is.”

As Teacher of the Year, Fritz will receive $100 from CEA to help her prepare materials for consideration as Minnesota Teacher of the Year, which will be selected next May. The Minnesota Teacher of the Year will go on to compete at the national level.

horeview has taken the lead in creating barriers for young adults to access cigarettes and tobacco related devices by changing the legal age to buy them to 21. Cities often lead states with their local laws. This seems to be another good move for our communities. It makes me wonder if there is something more we should be doing about vaping. Vaping is essentially the hot new version of cigarette smoking. It’s like an electronic cigarette that vaporizes liquid which is inhaled. There hasn’t been a lot of research on long term health consequences. The new local laws to restrict smoking are a step in the right direction. Some local Publisher’s businesses may need your help to offset the decrease in their revenue View stream from cigarette sales. I challenge everyone who feels this is a Carter Johnson good law to go out and shop at the local gas stations and other stores who h typically t i ll sell cigarettes as a way to show your support for the law. Congratulations to the city of Shoreview and the future of our great state.

Fortnite game Our average reader may remember building a fort outside or around the house and playing in it for hours. These days kids aren’t playing in forts, but playing Fortnite – a video game that is sweeping the country, if not the world. I imagine nearly every parent with a kid in the age range of 8-18 knows what I’m talking about. The game created in 2016 is a relatively non-violent, last man standing concept.

Roughly 70-100 players enter a game by connecting over the internet and with the use of headsets as their digital cartoon-like character battles it out for the last team standing. Games take anywhere from 5 to 20 minutes. There is shooting, but no blood or gore. Kids can spend money to buy ‘skins’ to make their character look better or a battle pass to unlock different challenges. It has amazing graphics and is easy for gamers to learn how to play, yet it has some depth.

Our 11-year-old son rushes home from school or after school sports and can’t wait to play. He logs in with friends from school and laughs as they talk and strategize how to win the game. Listening in from another room, you would think he has a group of guys over. Even my eighth grade daughter has gotten into it.

If I was to make a recommendation to the designers of the game, it would be to make a version where you don’t kill anyone but rather use paintball bullets. Growing up I was never allowed to point a toy gun at another person, let alone play a game where winning was based on shooting others. There are far more violent video games than Fortnite out there, and as parents we need to know what games our kids are into. Interact and engage with them by getting online and playing the games yourself. Know the kids they are playing with and hold them accountable. As always make sure their interactions are respectful.

Help your garden become a natural oases

here’s no such thing as a free lunch but, if you know where to look, you might get free (or discounted) plants for a garden instead.

The east metro area is home to more than 200 lakes, dozens of streams, countless wetlands and the Mississippi and St. Croix Rivers. Watershed Districts and soil and water conservation districts work hard to protect these many from Movers and waterways runoff pollution, erosion and other Shakers sources of contamination. However, Angie Hong because 80 percent of the land in Minnesota is privately owned, private landowners are a critical part of the clean-water equation as well.

That’s why local partners provide a variety of incentive and assistance programs to help residents and property owners improve habitat and protect water resources with raingardens, stream and lake buffers, prairies, woodland plantings, pollinator gardens and other clean-water projects.

By planting trees, shrubs and deep-rooted native plants, homeowners help rain to soak into the ground so that it recharges groundwater aquifers instead of running off into storm sewers or waterways. The deep roots of these plants also act as natural erosion control, which is especially helpful

on hillsides and shorelines.

Raingardens can feature a variety of native or perennial flowers and grasses and are designed to catch runoff from rooftops, driveways and roads so that the water has time to soak into the ground or evaporate instead of running off. In addition to helping water, these natural landscaping projects provide habitat for birds and pollinators and beautify yards large and small.

Here is a breakdown of programs and upcoming events to help you get started on a clean-water garden of your own: • Free site visits: The Washington Conservation District (WCD) offers free site visits to anyone in Washington County, including homeowners, large property owners, agricultural producers and businesses. During the visit, staff can identify best locations for planting projects and provide information about available grants. The WCD also provides designs and technical assistance for planting projects. • Stewardship grants: Local watershed management organizations offer grants to support clean-water planting projects. Credit report security freezes and fraud alerts: what’s the difference?

W

ith major data breaches becoming too common, people often wonder how to stop criminals from stealing their identity, and rightly so. Identity thieves drain bank accounts, run up charges on lines of credit, and steal tax refunds.

It can take months to detect the damage and years to clean it up.

Placing a “fraud alert� or “credit freeze� on a credit report are two steps to protect against identity theft. But there are differences between fraud alerts and credit freezes.

Fraud alert A “fraud alert� requires creditors to verify a person’s identity before extending credit or opening a new account. For example, a lender may call a borrower before making a car loan. A fraud alert is an extra layer of authentication, not a prohibition on the opening of new accounts.

There are two main types of fraud alerts.

An “initialâ€? fraud alert lasts for 90 days, but can be renewed. An “extendedâ€? fraud alert lasts for seven years, but can be removed sooner. Both alerts are free and temporary.

Once a request is made for a fraud alert with one credit bureau—Experian, TransUnion, or Equifax—the alert will be placed on credit reports with all three credit bureaus.

Credit freeze A “credit freeze� prevents new creditors from accessing a person’s credit report. Without seeing a person’s credit history, most creditors will not open new accounts or extend credit.

A credit freeze provides more protection than a fraud alert against fraudulent accounts being opened. Because credit freezes also block legitimate inquires, they require more planning than fraud alerts.

With a credit freeze in place, a person must use a PIN and contact the credit bureaus to lift or “thaw� the freeze before being approved for new credit. This process can take up to three business days. In a pinch, this could prevent a person from quickly getting credit.

Beginning in 2013 and operating under the Centennial Community Food Shelf, the Powerpack Program began distributing weekend food packs to eligible students in two Centennial schools.

Since that time, it has expanded to serving all nine schools in the district with an average of 266 packs going home each Friday with students in need.

During the 2017-18 school year over 10,100 packs were distributed at a value of $25,250.

The Powerpack program is lead solely by volunteers and relies on monetary and food donations. Many items are purchased at a steep discount through the Second Harvest food bank, meaning donation dollars are maximized.

With this cost savings and gifts from community partners, the price per pack has been kept to around $2.50/student.

This program could not continue without the support of local businesses, private donations, community food drives and fundraising and the cooperation of Centennial Schools and our local food shelf. The Powerpack Team thanks the many partners who have supported the program this year.

Asphalt plant approaches pivotal juncture

The fight to prevent an asphalt plant in our communities is not over. Several residents, representing all of our interests, commenced a lawsuit against Bituminous Roadways and the City of Columbus.

The Columbus City Council is on the brink of issuing fi nal approval to Bituminous Roadways to locate its asphalt plant in our area in violation of the wishes of most of its voting citizens and numerous objections by the surrounding communities.

Homes, picnics, bike rides and backyard BBQs will be assaulted by the smells, sounds, particulates and traffic arising from an enterprise the city of Roseville refused to allow. If the plant were to be constructed, with its four-story piles of raw materials and seven-story silos abutting the Rice Creek Watershed, our community will be irreparably harmed.

CENTENNIAL SCHOOL BOARD NOTES The Centennial School Board took the following action at its May 14 meeting: • Approved the consent agenda, which included April 23 meeting minutes, monthly disbursements, personnel items, gifts to the district and field trips.

• Received the annual report presentation from the American Indian Education Parent Committee.

A parent who has two children in the program presented the following statistics about this year’s program: ° 42 percent of elementary school students received attendance awards. ° 81 percent of middle school students were on the A or B honor roll. ° 81 percent of middle school students received a 2.0 GPA or above.

13 ° percent of high school students received attendance awards. ° 56 percent of high school students were on the A or B honor roll. ° 65 percent of high school students received a 2.0 GPA or above. ° 95 percent of parents and students graduate.

• Heard from Executive Director of Teaching and Learning Scott Johnson regarding the 2018-19 handbooks.

Each spring student handbooks are developed to help the district provide important information to students and parent/guardians.

All student handbooks (elementary,

middle school, high school and Centennial Area Learning Center) will reflect the model handbook developed by the Minnesota School Boards Association (MSBA).

To date, the 2018-19 model handbook has not been released. When that occurs, any important changes will be incorporated into Centennial’s handbooks. Once finalized, student handbooks will be posted online and a limited number of printed copies will be made available upon request.

• Approved a resolution that places three teachers on unrequested leave of absence (ULA). The school board adopted a resolution proposing placement of Megan Rognrud, Kelly Marciano and Jacquelyn Luhmann on ULA at its April 23 meeting on the grounds of discontinuance of positions, lack of pupils and financial limitations.

Human Resources Director Dan Melde explained the teachers had a month to request a hearing and the district didn’t receive any requests.

The next School Board meeting will be at 6:30 p.m. Monday, June 11, in the district office. There will be a work study session at 5:30 p.m. Monday, June 4.

It’s crunch time for a Centennial softball team that’s been crunching the ball all season.

The Cougars won their final two conference games to finish with the best record in the Northwest Suburban, conference (NWSC) then got the No. 1 seed for the Section 5AAAA tournament that’s under way this week.

With two pitchers throwing mostly strikes, the fi elders committing few errors and the hitters socking 20 home runs, Centennial fi nished the regular season 14-3, including 12-2 in the NWSC. Centennial girls lacrosse has been winning big most of the season, but the Cougars had to battle Armstrong to the fi nal seconds for a 13-12 decision Thursday, and that was fine with their coach.

“It’s good to have a game like that,” coach Gary Nelson said about the close game. “Pulling one out like that.”

The Cougars have won seven straight, and the previous six were by an average margin of eight goals.

Hailee Berg delivered four goals against the Falcons. Marissa Waldoch and Emma Olson notched two goals each.

Hannah Backman, Elizabeth Jensen, Anneke Linser, Emily Nadeau and Jillian Neudahl had one each. Goalie Justine Case faced 22 shots and stopped 10.

The Cougars beat Elk River 13-7 on Monday with Berg pumping in six goals and Waldoch two, then pummeled a strong Osseo-Park Center squad 16-4 on Wednesday, led by Berg with five goals and Audrey DuFresne with three.

Centennial has lost only to Blaine, 14-9. Blaine is 10-0, Centennial 9-1, Maple Grove 9-1 and Osseo-Park Center 8-2 for the top four records among 12 teams in the NWSC. The Cougars are closing the regular season this week facing Maple Grove on Monday, Spring Lake Park on Tuesday and Mounds View on Thursday, all at home.

Lino Lakes City Council approves attorney switch

LINO LAKES — The Lino Lakes City Council has decided it is time for the city to switch providers for legal services.

On a 3-2 vote, the council authorized the execution of an engagement letter with Rupp, Anderson, Squires & Waldspurger, P.A. for legal services at its May 14 meeting.

The City Council received proposals from various law firms to provide civil legal services for the city in January.

Following the review of proposals and interviews with four law firms (Campbell Knutson; Kennedy & Graven; Ratwik, Roszak & Maloney; and Rupp, Anderson, Squires & Waldspurger) in April, the council directed staff to pursue the services of the selected legal firm.

Ratwik, Roszak & Maloney has served Lino Lakes since 2010.

At the May 7 work session, Councilwoman Melissa Maher and Councilman Michael Manthey said they were not in support of switching attorneys. However, Mayor Jeff Reinert and councilmen Dale Stoesz and Rob Rafferty supported the switch.

“I will be voting no on this. The dollar amounts for the current attorney services that are listed for us to approve tonight are higher than our current ones that we receive ... I have yet to hear anything that would persuade me that we would need to spend more money for services that I have clearly heard have done a great job for the community,” Manthey said.

Reinert said, “Sometimes you get what you pay for. I have personal experience sitting in this chair, and those chairs, with both firms. It’s my experience that this firm that we are going to be hiring is much better than the one that we have got.”

Maher said, “We have a law firm

that has served us faithfully and well.

Maybe they are not the flashiest of law firms in town, but they have served us well. For me, the bottom line is taxpayer dollars. I just can’t get behind the idea that we need to go out with the old and in with the new for whatever reason. I don’t agree with changing our firm, but I especially don’t agree with the choice of firm.”

Manthey added, “Going this route is just not right in my book. Having city services means representing the city and not representing us individuals that make up this council. I don’t think it is right that we start looking at what or who is going to help me, and not the city.”

Rafferty said Squires made a lasting impression on him years ago when he was new to the council. He explained Squires was filling in for the city’s former attorney and went out of his way to introduce himself to Rafferty, which the other attorney had never done.

“I think the present attorney has done a good job for us, but I think that Mr. Squires crossed the T’s and dotted the I’s. He did an excellent job filling in for this attorney when they were gone.

I don’t think change is a bad thing; I think change can be good sometimes,” Rafferty said.

Stoesz said he was impressed by Squires’ skill set, particularly his approach to using innovation to reduce the city’s legal costs, including using technology like Skype.

Ultimately, the switch was approved with Reinert, Stoesz and Rafferty voting in support of the change. Rupp, Anderson, Squires & Waldspurger P.A. will begin providing legal services to the city 60 days after a written notice of termination is given to Ratwik, Roszak & Maloney.

Playground contribution approved despite info request

LINO LAKES — The Lino Lakes City Council approved a resolution supporting financial contributions to school districts for playground structures in a 3-1-1 vote at its May 14 meeting.

Mayor Jeff Reinert and councilmen Dale Stoesz and Rob Rafferty voted in favor of the resolution; Councilman Michael Manthey voted no, while Councilwoman Melissa Maher abstained.

The council originally discussed the resolution at its May 7 work session. Reinert proposed the idea after having conversations with Centennial Schools Superintendent Brian Dietz, Rice Lake Elementary School Principal Bryan Carlson and a PTO member about contributing to school district funding for play structures Recently, the council has heard from both Rice Lake Elementary and Lino Lakes Elementary concerning play structure needs.

“I tried to come up with some kind of solution,” Reinert said.

“The play structure (at Rice Lake Elementary) is 25 years old. It might take the PTO another 10 to 15 years to raise enough funds and by then, you are looking at a play structure that is 35 to 40 years old and it might become dangerous.”

Reinert’s proposal calls for a financial match of 50 percent of funds spent on playground structures by a school district, not to exceed $20,000 per year. The resolution specifically states the money would be available to any school district for schools

located in Lino Lakes.

In the case of Rice Lake Elementary, for example, Reinert said the city has agreed to pay $20,000 if the district pitches in $40,000.

Manthey did not want to vote in favor of the resolution, as he said he wanted more time to gather information and discuss the topic further.

“I feel like this is kind of rushed and in my mind, I would like to put this off for a little bit more discussion,” he said. “You (Reinert) went off and had a discussion with the superintendent and we had zero involvement.

Then you came back to tell us about it at a work session that forced us to go until midnight; it didn’t allow us to have a good, open, detailed conversation about this

... I would like to see this added to a work session dedicated to this if we want to go forward with it.”

Reinert responded, “You are right. That meeting did go until midnight, so we had plenty of time to talk about it.”

Rafferty said he thought the council did have a good discussion on the topic, but if Manthey wanted to have further conversations he was supportive of that.

“If you are willing to try to stop this and try to slow it down so the funding doesn’t happen, then you can make a motion. I will vote against it,” Reinert said. Manthey responded, “I just don’t feel comfortable voting yes or no at this time without more information. I don’t

want it to seem like I am delaying it, but … this is moving quicker than anything we have done.”

Maher said she supported Manthey’s request. “I completely understand that you want to have some additional conversation on this. I would never say that that’s an unreasonable request for any council member, so I will be voting in favor of this (motion to table the resolution), not because I want to delay this, but because I want you to be comfortable with the decision you make for yourself,” she said. She noted that just because she supported Manthey’s request for more time did not mean that she wasn’t in favor of the financial contribution.

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its May 14 meeting: • Heard a special report from Forest Lake Superintendent Steve Massey regarding ongoing construction at Lino Lakes Elementary School. The project is scheduled to be completed by Aug. 14 and the school plans to hold a districtwide open house in September so community members can come and see the new spaces.

• Approved the appointment of Curt Boehme to the vacant police sergeant position effective May 15. Police Sgt. William Ownes was promoted to the public safety captain position in April, leaving the position vacant. Boehme has been with the department for over 12 years.

• Considered the first reading of an ordinance amending chapter 201 of the City Code relating to public parks and grounds. The council recently heard from The Tavern on Main, which is interested in establishing a food and craft beer stand at Blue Heron Days this year in Lino Park. For the council to be able to consider an application for a food and craft beer stand, a change to the city’s regulations is necessary. The new ordinance adds language to allow intoxicating beverages at a city park but only during the community festival and only when the council approves the specific event by resolution.

• Approved the final plat, development agreement and public improvement surety agreement for NorthPointe 7th Addition. NorthPointe is a residential subdivision located northeast of the intersection of Birch Street and 20th Avenue South. The development consists of 216 single-family units, 11 future single-family units, and 88 unit senior multifamily residences for a total of 315 units.

The applicant, Tony Emmerich Construction, has submitted a land use

application for the final plat of NorthPointe 7th Addition for 28 single-family lots.

• Held a public hearing and considered the first reading of an ordinance calling for the vacation of a drainage and utility easement for Outlot B, NorthPointe 5th Addition. The applicant is requesting the drainage and utility easement be vacated to remove underlying easements concurrent to the NorthPointe 7th Addition final plat.

Revised easements will be rededicated on the final plat of Northpointe 7th Addition. The council has approved similar vacations with previous final plats in the development.

• Approved a conditional use permit, two variances and a parking deferment agreement for Love to Grow On’s new facility. Love to Grow On is proposing to construct a 14,405-square-foot child care center at the southeast corner of Birch Street and Hodgson Road.

One variance reduces the required arterial road setback from 40 feet to about 34 feet. The other variance reduces the required parking lot setback from 10 feet to 5 feet.

• Approved multiple items for Century Farm North, including the fourth amendment to the planned unit development (PUD) stage plan/preliminary plat, PUD final plan/final plat for Century Farm 7th Addition and the development agreement.

Century Farm North is a residential PUD in northwest Lino Lakes, approved in 2003. It includes a mix of housing styles including typical single-family lots, single-family airpark lots with hangars, single-family detached townhomes and attached townhomes. There have been six final plats and three PUD amendments to date.

Uhde, is requesting a fourth amendment for Outlot C, Century Farm North 6th Addition. The outlot was approved for 12 townhomes in 2003. Because of a weakened townhome market, Uhde proposes to replat the outlot from 12 townhome units to four single-family lots.

• Rejected the bids for the 2018 LaMotte area street and utility project. Bids were received for the project on April 25 and came in higher than the estimated project construction cost, estimated at $966,000. The low bid received was $1,236,600, 28 percent higher.

City Engineer Diane Hankee explained it was for multiple reasons, including high groundwater and poor soil conditions, site conditions, additional time needed with utility installations, access for residents requiring considerable time and materials and the fact the utility contract trade is experiencing a workforce shortage.

City staff will rebid the project after addressing some of the reasons for the increased costs. The rebid will delay the project some.

• Accepted 2018 Anoka County recycling grants in the amount of $91,053. Lino Lakes receives Select Committee for Recycling and the Environment (SCORE) funds each year from Anoka County.

The SCORE funds are used to fund solid waste recycling programs.

Cities using SCORE funds allocated from Anoka County are required to enter into a cooperative agreement with the county.

• Approved a request for a time extension to complete the 2040 Comprehensive Plan update. Under state statute, cities are required to update their Comprehensive Plans every 10 years.

Minnesota Statutes section 473.864, subdivision 2, authorizes the Metropolitan Council to grant extensions to local

governments that require additional time to complete their review obligations and make necessary amendments to their comprehensive plans. Local units of government must request an extension by May 31.

Community Development Director Michael Grochala explained the council wanted to review the “mixed use” designation prior to moving forward with the required Comprehensive Plan public hearing. To allow time for review and discussion, city staff would like to push back the public hearing to October 2018.

Grochala said staff hopes this would allow time to confirm sanitary sewer capacity availability (Sewer District 4) with White Bear Township and address water supply plan requirements related to the White Bear Lake court order.

• Approved change order no. 1 in the amount of $101,851 for the 2018 mill and overlay project. On April 23, the council awarded the bid for the project in the amount of $412,951, which came in under the project cost estimate.

Due to the favorable bids, city staff recommends advancing a portion of the 2019 project for construction this year, including: Timberwolf Trail (from Birch Street north 1,400 feet); Sherman Lake Road (from Timberwolf Trail east 650 feet); Pondview Circle and Timberwolf Circle. The estimated project cost is $617,600 and the available funding for the project is $686,700.

• Accepted the 2018 Environmental Board goals.

The next City Council meeting will be at 6:30 p.m. Tuesday, May 29, at City Hall.

There will be a work session at 6 p.m. in the Community Room.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer responded to a theft report at a residence in the 6800 block of Black Duck Circle May 8. A trolling motor and other fishing-related items were stolen from a boat.

• Officers responded to a burglary report at a residence in the 7700 block of 24th Avenue May 9. There are no current suspects and the investigation is ongoing.

• An officer responded to a harassment report in the 7500 block of Fourth Avenue May 9. A juvenile was

• Officers responded to a disorderly conduct incident at Centennial Middle School May 9. The investigation is pending.

• An officer received a call of a personal injury accident in the area of Main Street and Lake Drive May 10. The driver refused to be checked out by the paramedics, and both parties involved were given a case number for insurance purposes.

• An officer received a call from a business in the 7600 block of Lake Drive May 10 for a gas drive-off.

The officer made contact with the owner of the vehicle, who returned to pay for the gas.

• An officer received a call to check the welfare of a female in the 7500 block of Patti Drive May 10.

Officers determined the female was fine and a male was cited for possession of drug paraphernalia and arrested on a warrant.

• Officers stopped a vehicle for speeding in the 1300 block of I-35W May 12. After further investigation, both occupants were cited for possession marijuana in a motor vehicle.

• Officers responded to a civil dispute in the parking lot in the 700 block of Town Center Parkway May 12. All parties were advised that it was a civil issue and advised to move their vehicles.

Officers spoke to the complainant and the owner of the aggressive dog.

• Officers responded to a possible road rage situation in the 600 block of Apollo Drive May 13. After further investigation, one adult female was arrested on a felony warrant and for possession of drug paraphernalia and hypoder-

The total estimated loss is $12,000. The investigation is ongoing.

• Officers were dispatched to the 9200 block of Lake Drive in Lexington May 11 on report of a vehicle driving erratically and hitting curbs.

Officers located the vehicle and the driver was arrested for second-degree DWI. • Officers responded to a

phone call report of a theft from motor vehicle in the 10 block of East Golden Lake Road in Circle Pines May 12. The caller said a suspect entered the unlocked vehicle and removed items. The estimated loss is $20.

• Officers took a report of motor vehicle tampering in the 100 block of East Golden Lake Road in Circle Pines May 12. The caller advised the vehicle had been gone through overnight and some cash was missing. There are no suspects.

• Officers were dispatched to a theft report called in from the 40 block of Circle Drive

Last week temperatures really sizzled with three straight days in the eighties, May 16-18, our first three-day stretch of eighties since the third week of September. This past Saturday the daytime high only reached 60º but it felt kind of nice if you had to get out and do yard work, and many of you used the opportunity to plant gardens. Despite the lack of rain, yards look pretty good and are green. I’ve only totaled 0.72” of rain this month, a good 2” drier than normal. Our portion of the state seems to be leading the way in lack of rain. Lucky us? A bit early to panic about drought fears. We’ll see how the next few weeks pan out.

Park play engages youth to prevent ‘summer slide’

CIRCLE PINES — As the school year winds down, one fear is likely on parents’ minds: the “summer slide” phenomenon.

For the past three years, the Lino Lakes YMCA has offered a program called Park Play Days, not only to combat summer slide but to get youth off of their screens and out into nature.

“We come to them, so it gives them an opportunity to come and learn outside with a variety of activities.

There are games, crafts and group activities as well,” said Family Engagement Director Tori Randall.

Executive Director Andrew Hoffman added, “It is really bringing the Y to them and to

the community. Right now, so often we have so many kids who sit inside, and while they can be connected through things like social media, that interconnectedness with people is missing.

Being outside in nature is a great way for them to make those connections in a different setting.”

The fi rst Park Play Days location to be incorporated into the program was Golden Lake Park in Circle Pines. Since its inception, other locations have been added, including Beltz Park in Forest Lake and Hanifl Fields Athletic Park in Hugo. The first session will run from June 11 to July 12; the second, from July 16 to Aug. 16.

At Golden Lake Park, the program runs from 1-4 p.m. Monday through Thursday and is for ages

“Our overall cause at the YMCA is to strengthen our community. We want to make sure that we are out there in the community and that we continue to be a great community partner and provide youth development opportunities for all,” Hoffman explained.

Randall added the program also benefi ts the older age group. “(This program) is important because not everybody can get to the Y. For those older kids, it is something for them to do that keeps them out of trouble that is close to home. They have that opportunity to be outside, make new friends, be active and learn new things.”

Cost is $80 per session.
