Lino Lakes and school district establish partnership for playgrounds

LINO LAKES — A Centennial School District playground project at Rice Lake Elementary is inspiring interest at Lino Lakes City Hall: the fi nancial kind.

At its May 7 work session, the City Council discussed a resolution supporting fi nancial contributions to the school district for playground structures located at school facilities within Lino Lakes. The item was scheduled to be voted on by council at its May 14 meeting (after press deadline).

Improvements at Rice Lake Elementary (RLE) were fi rst discussed by the council when Principal Bryan Carlson, accompanied by a couple of Parent Teacher Organization (PTO) members, visited the City Council at its Feb. 5 work session to share the school’s plans for the project.

At the time, city staff explained the city had received $87,500 in park dedication fees from St. Clair Estates, a residential subdivision located directly west of RLE, which could be used to help fund the RLE improvements.

The topic was again brought up at the council’s April 2 work session. Some council members preferred to see the money go toward a city park and questioned whether PTO members had done their due diligence to discuss the project with the School Board.

Following April’s work session, Mayor Jeff Reinert told the council he would reach out to Superintendent Brian Dietz to have conversations on the topic. Since then, Reinert, Dietz and Carlson have all met and had multiple conversations on

New CrossFit gym open in Lino Lakes

LINO LAKES — CrossFitters, and those who are eager to try it out, now have another option in the Hugo/Lino Lakes area.

Aerial Athletics, located at 2289 E Cedar St. #108, opened its doors in August. General Manager Chris Raaymakers said, “It’s a community. People come here for CrossFit but they don’t stay because of CrossFit; people stay because of the people who are here.”

Aerial Athletics was started

in 2013 and has two locations, the new one in Lino Lakes just west of the Victor Gardens neighborhood, and one in Duluth.

Raaymakers helped to get the new location up and running. In addition to his position as general manager, he also serves as the head coach. He is originally from Cottage Grove and now lives in Vadnais Heights with his wife Jackie, who grew up in Centerville, and their 9-year-old son Rylan.

His fitness journey began back in 2012 when Raaymakers weighed in at 300 pounds. “I

found out my dad had quadruple bypass heart surgery, so that was a big game-changer for me,” he said. “My goal switched from losing 100 pounds to being in my son’s life for as long as I can.”

He tried out different gyms and fitness programs, but nothing seemed to work. He then researched online for highintensity workouts, stumbled upon CrossFit and decided to try it out. He saw results immediately.

Residential development proposed for County J and Hodgson corner

LINO LAKES — After numerous proposals for development that never came to fruition, another proposal for a residential development on the corner of County Road J and Hodgson Road has been submitted. At its May 7 work session, the City Council discussed an informal concept plan brought forward

by Lyngblomsten, a senior care provider with an existing campus in St. Paul.

Lyngblomsten recently inquired with city staff about creating a new campus in Lino Lakes. Representatives from Lyngblomsten were present at the work session to provide information on the organization and give details about their ideas for the development of the site.

Over the years, city staff has had ongoing conversations with Richard Morris, owner of the 17-acre parcel north of the liquor store and insurance agency. The site has previously been considered for a grocery store and most recently a housing development known as Eastern Heights, a project of Hampton Companies.

50 assisted living apartments, 48 skilled nursing care units and other amenities such as a chapel, café, exercise facility and life enrichment center. The proposal also incorporates a restaurant.

Mayor Jeff Reinert said he thought the commercial aspect of this concept was a lot less intrusive to the neighborhood than projects that have been proposed in the past. “I think you are going to see people happy about what is going to end up there because the impact is low. To me, it looks like we are on our way to a nice development,” he said.

Councilman Dale Stoesz inquired to see if there would be a lot of public safety calls to the establishment. President and CEO Jeff Heinecke explained that Lyngblomsten has nurses’ aides who walk through the buildings regularly.

He said the facility would likely have emergency/call buttons in the townhome units. Seniors can also visit the site’s own care center, he noted.

Councilwoman Melissa Maher said she has a family member who resides at Lyngblomsten’s St. Paul campus, and wanted to know if the organization was planning to have a similar courtyard at the Lino facility. Judd Fenlon, of Grand Real Estate Advisors, said the property has a lot of great green space they would love to utilize.

As a precursor to a formal submittal, Lyngblomsten representatives requested an initial discussion with the City Council to seek input on the proposal.

The next step in the process will be to hold a neighborhood meeting for residents who live near the project to discuss the concept and identify concerns.

If the neighborhood seems receptive to the proposal, the organization will then submit an application for a planned unit development concept review.

Circle Pines receives second highest bond rating

CIRCLE PINES—Circle Pines now ranks in the top 15 percentile of cities, school districts and counties when it comes to its bond rating. As result, the city recently received very favorable bids on a bond sale for its 2018 streets and utility project.

Both of these topics were the main items of discussion at the City Council meeting on Tuesday, May 8. The council approved a resolution calling for the sale of a Series 2018A general obligation bond sale in the amount of $5.9 million.

Senior Municipal Advisor Nick Anhut, of Ehlers Inc., said the city received six bids on the bond sale.

FTN Financial was the low bid with a 2.84 percent interest rate. The bond will be paid over a term of 15 years through a combination of levy property taxes, net utility revenues and special assessments against benefiting property owners.

Before the bids, Ehlers was expecting the annual levy amount to be 168,000. That is now $161,000. The size of the bond was also reduced by $200,000.

“I think the result is very favorable. This city has been very fortunate over the past 10 years that

we have been able to do these projects in a space that has been a low-interest environment for a very long time,” Percy said. “Our timing has been really fortunate, and we have ended up saving a lot of money for our citizens by doing these projects when we did. This is falling into that bucket as well.”

Anhut also shared the news that the city of Circle Pines S&P Global rating went from an “AA” to an “AA+,” which is the second-highest rating a municipality can receive. “That puts you into the roughly top 15 percentile of all cities, school district and counties that they rate,” he said.

The primary reason for the upgrade in rating is due to the city’s high level of reserves, which is over the 75 percent threshold.

“That is fantastic. For a long time, we have been working at sticking money away into our ‘rainy day funds’ and trying to keep our revenue coming in and keep our expenses low,” Percy said. “It is good to see that the markets are rewarding that and recognizing that we have our house in order ... It’s good fiscal management and it’s a great result.”

City Administrator Patrick Antonen added, “We are definitely fiscally responsible here, and they understand that. The rating phone call was very

short; I think it was 15 minutes to a half an hour and in my previous city, we would be on the phone for an hour-plus.”

In other business, the council: • Councilman Matt Percy reported that the Anoka County Fire Protection Council met a couple weeks ago and made a change to the joint powers agreement to allow the open treasurer position to be fi lled by either a fi refighter or a nonfi refighter to help fi ll the position.

• He said the council also authorized the purchase of 800 MHz radios, received a report from the DNR about helicopters fighting grass fi res and approved the 2019 budget with total expenditures of $396,000, up about $7,000 from the 2018 budget.

• Approved the consent agenda, which included April 24 meeting minutes, general fund disbursements, police and fi re disbursements.

The next City Council meeting will be at 7 p.m.

May awareness

W

riting columns is not my thing. That would explain my conspicuous absence on these pages.

Still, every once in awhile I take one for the team and agree to write about something; anything.

While I mulled a topic, I looked at the Know-ItAll Calendar hanging in the newsroom. There it was: May is Melanoma Awareness Month. Voila! A subject near and dear to my heart.

By the way, May is also National Blood Pressure Month; National Chamber Music Month; National Strawberry Month; National Water Safety Month; National Bike Month; National Motorcycle Awareness Month; and National Brain Cancer Feeling Awareness Month. The list goes on.

Inspired It’s also Celiac Disease Awareness Month. There must be a lot of people Debra with this disease based on the gluten-free options at supermarkets and Neutkens restaurants. And National Military Appreciation Month. Again, with a son and son-in-law in active duty, this special recognition is gratifying. It’s also National Stroke Awareness Month and National Mental Health Awareness Month. I just read that teens are being treated for a new mental health issue: social media addiction.

Doesn’t surprise me.

Also among the list for May is National Lyme Disease Awareness Month. Readers may not know there is a support group that meets in White Bear Lake every Tuesday of the month, 6:30 p.m. at the District Center, 4855 Bloom Ave. See mnlyme.org for more information on speakers and events.

But I digress. Back to skin cancer. This worries me.

I am a member of the generation that worked hard to tan. I rubbed baby oil on my skin for Pete’s sake to burn faster. My northern European ancestors blessed me with fair skin, the type that didn’t tan without frying first, but oh did I try. I have the sun- damaged back to prove I could withstand the tropical sun while baking alongside my girlfriends during spring break. A severely blistered back made for a long ride home in a VW bug from Daytona.

Bad burns by age 18 is a precursor to melanoma later. And so I faithfully see my dermatologist once a year. I’m waiting for the day she says, “yup, that mole looks malignant.”

Skin cancer is no joke.

According to the American Cancer Society, skin cancer is the most common type of cancer in the United States, with the rates of melanoma increasing over the past three decades. It is estimated that this year the U.S. will see roughly 91,000 new cases of melanoma, resulting in about 9,000 deaths.

Risk of melanoma increases with age but it is not uncommon in people younger than 30. In fact, it is one of the most common cancers in young adults, particularly women.

And check the soles of your feet. The Know-It-All Calendar cites a dermatologist who states that deadly skin cancer is found to be more advanced when it is developed on the soles of the feet.

Wear a hat. Don’t forget the sunscreen. Leave the baby oil at home.

Lastly, my interest was piqued the other day by a Washington Post piece regarding noise exposure.

Seems it is becoming the “new secondhand smoke.”

In midtown Manhattan, for example, the nonemergency call service gets 50,000 calls a day. The No. 1 complaint? Noise.

According to the article, the Environmental Protection Agency says noise below an average of 70 decibels over 24 hours is safe and won’t cause hearing loss. A jackhammer is 130 decibels of noise; a chain saw, 110; a rock concert standing near the speakers is 120. Getting passed by police with sirens blaring is 120 and a noisy restaurant is 70. We won’t even talk about leaf blowers.

Allergies versus allergic reactions, how to tell the difference

s it pollen, mold … or that peanut you ate?

When it comes to telling the difference between seasonal allergies and more serious allergic reactions, at The Urgency Room (UR) we see cases of both regularly. The main differentiator is the severity of symptoms. Most times allergies cause irritating and uncomfortable symptoms but some types of allergic reactions Movers and can be life threatening. What is an allergy?

An allergy is an overresponse by the body’s immune system to a substance that is not typically harmful. For example, in the spring we see a lot of patients at the UR who have hay fever. Hay fever is an allergy to pollens, blooming trees and grasses. This type of allergy often causes itchy watery eyes, sneezing, congestion or a rash.

Cats and dogs are also common allergens. Sometimes allergies can make underlying medical problems such as asthma worse. I recently saw a patient at the UR with a history of asthma as well as a cat allergy which became an issue when she came home from college and her parents had gotten a cat.

Prior to her visit, the patient was exposed to the cat and her asthma

flared resulting in wheezing and trouble breathing. She needed a trip the UR to treat her symptoms.

What is an allergic reaction?

An allergic reaction is the set of symptoms that result from the immune system’s response to anything you’ve been exposed to.

That means a patient can react to anything on the skin, inhaled or ingested.

Allergic reactions can have many manifestations and can range from minor symptoms such as itching or a rash, to more serious and even life-threatening reactions such as vomiting, diarrhea, low blood pressures (faintness), airway swelling or trouble breathing. A common example is nut allergies which in some cases can cause a very severe reaction even to a small or trace number of nuts.

Milder allergic reaction symptoms include rash, low levels of stomach upset, reflux in babies, eczema or rash.

How do you know an allergic reaction is serious?

The most severe type of allergic reaction is anaphylaxis. This is life threatening and is a combination of symptoms that may include some or all of the following: trouble breathing, mouth or airway swelling, vomiting, abdominal pain or fainting due to low blood pressure.

The signs of anaphylaxis can vary from patient to patient and can develop over hours or within minutes. Generally, the most common signs and symptoms of an allergic reaction include the following: • Cough, difficulty or irregular breathing, wheezing, itchy throat

• Limited to 350 words.

Treatment?

The treatment for the allergic reaction depends on the severity of the reaction. Mild symptoms can be treated with antihistamines such as Benadryl or Zyrtec.

Some people with more serious symptoms need steroid medications such as prednisone. Those with life threatening reactions that involve the airway or circulatory system (low blood pressure or fainting) need epinephrine or an Epi-Pen For seasonal allergies, we recommend one or more medications to control symptoms. Some of the most widely recommended drugs are available without a prescription and others require a prescription.

Top 10 things to do when hiring a contractor

pring was a long time coming, but now that it’s here, people are going to be more anxious than usual to tackle construction projects. Whether it’s a remodel, an addition or a design-build, many consumers will turn to professional contractors to bring these jobs to completion.

Here are 10 things everyone should do before hiring a contractor: 1. Research their track records. Visit bbb.org to obtain free business proďŹ les on companies you are considering hiring. This gives you access to customer complaints and business responses, as well as any customer reviews on ďŹ le. In Minnesota and North Dakota, call at 1-800-646-6222.

Movers and toll-free 2. Solicit multiple estimates.

Shop around and get at least three Shakers estimates in writing.

Better Business 3. Verify licensing and insurBureau ance. Ensure that companies are properly licensed. In Minnesota, contractors should be licensed or registered with the Minnesota Department of Labor and Industry (www.doli.state.mn.us). It’s also important to verify that they are fully insured.

4. Ask for references. Get references from three recent projects and follow up on them before signing a contract.

5. Inquire about a lien waiver. A lien waiver is a statement from the contractor that all suppliers and subcontractors have been paid for their work.

Be sure to ask whether the contractor will provide you with a lien waiver upon completion of the work.

9. Don’t rely on verbal promises. Any promises made orally should be written into the contract, including warranty information.

10. Arrange a payment schedule. Never pay in full in advance of a project. Stagger your payments according to agreed-upon stages of work completion and make a ďŹ nal payment only when work is ďŹ nished.

PUBLIC SAFETY BRIEFS Trucker pleads no contest in crash that killed Lino native

A Florida man has pleaded no contest to three felony counts, three misdemeanor counts of vehicular homicide and one misdemeanor count of reckless driving that resulted from a crash in 2016 in Nebraska that killed six people. The victims included Jamison Pals, who grew up in Lino Lakes,

along with his wife Kathryn and their three young children. According to court records, Tony Weekly Jr., 55, entered the pleas in court on Tuesday, May 8.

On July 31, 2016, Weekly was distracted while driving on Interstate 80 in Nebraska in a construction zone when he failed to stop and smashed into the back of the Pal’s minivan.

Weekly’s sentencing is set for July 20.

Forest Lake Masons to host pancake breakfast

Forest Lake Masonic Lodge 344 is hosting a fundraising benefit and pancake breakfast from 8 a.m. to 12:30 p.m. Sunday, June 3, at the Forest Lake Masonic Lodge, 119 Eighth Ave. SE, Forest Lake.

The Masons will accept donations and apply for matching donations from Masonic charities for all donations made at the Pancake Breakfast for Dragon Divas breast cancer survivors. Dragon Divas is a nonprofit organization that provides a community of wonderful, warm, loving, vibrant survivors to give strength and courage to get back into life.

Tickets for the all-you-can eat pancake-and-sausage breakfast are $8. Takeout is also available.

Lino Lakes participated in the National Drug Take Back Initiative on Saturday, April 29. During the event, community members turned in 55.5 pounds of unused medications, which will be properly disposed of.

Community members may also turn in unused medications in a securely locked box located in the lobby of the Lino Lakes Public Safety Department.

The goal is to reduce the amount of unused prescription medications, which reduces the availability of potential abuse.

Wyoming woman charged in connection to armed robbery

Around 12:11 a.m. on May 4, officers from the Lino Lakes Public Safety Department were dispatched to the Mobil gas station located at 7090 21st Ave. on report of a robbery. Officers arrived to fi nd three juvenile males, and learned two of the males had agreed to purchase marijuana from the other male for $600 an hour earlier at the Peltier Lake boat launch.

The male the two agreed to purchase the marijuana from was driven to the scene by an 18-year-old Wyoming woman later identified as Tanya Ford. After taking $600, one of the juveniles pulled out a gun and told the other juvenile to get out of the car. One of the involved males later called his dad to relay what had happened, who called the police.

According to the criminal complaint, Ford admitted to officers she knew the male was going to get money from the victims and that he possessed and pulled out a handgun. Ford has been charged with one count of fi rst-degree aggravated robbery, two counts of second-degree assault and three counts of second-degree assault.

Cougar boys 5th and girls 7th in section true-team track The Centennial boys track team placed fi fth and the girls placed seventh among nine schools in the Section 5AAA true-team meet on Wednesday at White Bear Lake.

Lauren Cina placed third in 300 hurdles (47.28) and ninth in 100 hurdles (17.26). Mia Troska was fourth in 100 hurdles (16.83). Other top-ten placements were by Madison Dorn, seventh, triple jump (33-4 1/2), and Emily Mulberry, eighth, 400 dash (1:03.39).

Dingers. Taters. Goners. They all mean home run, an occurrance that inspires so many nicknames because going deep is one of the most fun things in all of sports.

The Centennial softball team has generated much of that kind of fun this season in winning 13 of 15 games.

While their pitching and fielding has also sparkled, what really jumps out is their 17 home runs.

“It’s fun to hit homers and it helps us win,” acknowledged Amanda Daeger, their fi rst-year head coach.

“But honestly, it’s the way the girls play together, and always have each other’s back, that’s been most exciting to me.”

Alyssa Montero leads the onslaught with fi ve homers and 20 runs-batted-in while hitting .489. Olivia Beaulieu and Madi Newman have socked four homers each, CJ Jacobson two and Reily Haney and Hannah Hudson one each.

That’s six players who’ve gone deep.

That’s a huge power upsurge from last season when mostly the same lineup was 11-12.

Daeger, who was assistant coach the last two years, credits new JV coach for a different approach by the hitters.

“Rick Thomas has been working with the hitters a lot, about the loft and velocity with their swings, and that seems to have an effect,” she said.

Meanwhile, Montero and Grace Gilmore have been throwing strikes — combining for 128 strikeouts against just 36 walks, in 93 innings — and the defense, anchored by rangy shortstop Newman, is solid, committing just 1.2 errors per game.

Last week, a most memorable one, the Cougars won five conference games in five days, with the schedule so bunched up because of the record snowfall in April.

Gilmore pitched two shutouts, a two-hitter against Park Center 18-0, and a five-inning no-hitter against Andover, 11-0. The Cougars also beat Totino-Grace 8-6 and Anoka 9-4 in nine innings, Gilmore getting both wins in relief of Montero.

Centennial scored fi ve in the ninth to beat Anoka — with Newman knocking in two runs, and Maddie Fidler and Montero one each — in a clash of two of the best Northwest Suburban Conference teams.

In NWSC play, Centennial is 10-2, Anoka 7-2, Elk River 7-2, Coon Rapids 8-3 and Maple Grove 8-3 for the best records among the 14 teams. The Cougars are closing the regular season this week against Stillwater, Champlin Park and Elk River.

Council reinstates Liu Therapeutic Massage’s license

CIRCLE PINES — The Circle Pines City Council has reinstated the license of a local massage business after it had been suspended May 1 for an infraction of city requirements discovered after police were summoned to a civil dispute April 16.

A business license suspension appeal was held in front of the City Council on May 7. City Administrator Patrick Antonen said the business had many character witnesses who spoke highly of Liu Therapeutic Massage at the hearing, some driving from as far away as Bloomington and Elk River to do so.

On April 16, the Centennial Lakes Police Department (CLPD) responded to the business, located at 9201 Lexington Ave., on a report of a civil dispute.

According to a police report, 25-year-old Ion Eremia of Lakewood, Washington, was upset because he paid for eight hours of massage and only received seven.

The trucker, whose rig was being repaired in Brooklyn Park, took an Uber to the business.

Business owner Annabel Liu advised officers that Eremia did pay for eight hours of massage; however, she said, he “wanted more than a massage.” At one point, Eremia ordered pizza and was drinking wine.

The report goes on to state that around the time of the 911 call, the massage therapist was in the room with Eremia when Liu heard the therapist screaming for help and reportedly say, “You can’t do this to me!”

The therapist later told police Eremia tried to pull

her onto him and when she tried to get away he tried to pull down her leggings.

He was ultimately arrested for fifth-degree nonconsensual criminal sexual conduct and has since been formally charged by the Anoka County Attorney’s Office with fifth-degree criminal sexual conduct, which carries a maximum sentence of one year in prison and/or a fine of $900-3,000.

“The situation was alarming, but fortunately this kind of thing is very rare. The vast majority of our clients are just regular folks who are seeking relief from an injury or an illness, or who just need a relaxing refuge from their busy lives,” Liu explained.

“My therapist responded properly to the individual’s inappropriate behavior and once the police arrived, the situation quickly returned to normal.”

She added, “Like most businesses, we take a customer-focused approach whereby we attempt to please the customer so that they will want to return. Looking back at the situation, it is clear that his behavior was not normal. But he was initially such a polite and well-spoken individual that, in the moment, I simply overlooked his odd conduct.”

During the investigation, CLPD discovered the massage therapist involved in the incident was not licensed through the city.

Liu said, “The therapist has completed her education and possesses a license to practice massage in Minnesota, but she had not yet applied for permission to practice in Circle Pines. She had been in for an interview on the very day in question and, wanting to

The City Council chose to fine the business $1,500 for not complying with city code and agreed to reinstate the business’ license with a few stipulations, including that there can be no alcohol on the premises, customers cannot have food during a massage and setting a two-hour maximum for massages.

“We absolutely have corrected this issue and I learned a good lesson. We look forward to providing many years of therapeutic services to the citizens of Circle Pines,” Liu said.

Liu, who is a resident of Circle Pines, has owned Liu Therapeutic Massage for three years.

how the school district and city can partner.

“It was a learning experience for everyone and it took over a month to complete. Now that all the facts have been gathered, we acted accordingly to work with the school district and help resolve the issue or at least help the issue,” Reinert said. “It is not always easy to go through the process rather than to just make quick, kneejerk decisions, but sometimes going through a process ... you really do end up with a better conclusion.”

The proposed resolution calls for a 50 percent match of any funds spent on playground structures by a school district, not to exceed $20,000. The resolution specifies the playground structure must be located within the city limits and be accessible to the public. It also only applies to playground equipment.

For the Rice Lake Elementary project, the school district has agreed to pitch in $40,000 and the city $20,000. “(The city) wants to set up a process to look into this lens now but also future requests as well. If there is an ability to partner with the city, we want to take advantage of that piece,” Dietz said. “We have dedicated some funds that we had already set aside for a different project to put toward this, because we really want to fi nd a way to partner and work together with the city.”

Carlson said this will give RLE a good jump-start on the project, which is estimated to cost $160,000.

“We are extremely excited about the opportunity to work with the district and city. For us, moving forward the PTO is going to continue to work on

fundraising efforts in hopes to start the project, not this summer, but next summer,” he explained.

PTO members held a Fun Run last November, which raised around $5,000 for the project. PTO President Angie Kulenkamp and Parent Liaison Elycia Thompson explained the PTO hasn’t been able to focus all of its efforts on fundraising during the school year, as it is a very active organization that sponsors a lot of monthly activities.

The PTO is hoping more parents will come forward to keep the fundraising efforts moving along in the future. Kuelenkamp and Thompson said they are “grateful for any support they can get, as it is for the kids.”

Dietz and Carlson are excited about the partnership and thankful to the mayor and council.

“I am very appreciative of this opportunity. I appreciate the mayor and the council members for considering this piece and coming together to support our students and our community at large. That site is used a ton, and this is going to be a great gathering place for people to commune and be a part of a bigger picture,” he said.

Dietz continued, “I really am grateful that we have the opportunity to continually come to the table and talk about this piece, and that we landed in a space where we can open the door in the future to do things in this manner ...We can try to find ways that we can support each other in doing work to support our communities.”

Fire district recognizes Officer and Firefighter of the Year

The Centennial Fire District (CFD) recently honored the Officer and Firefighter of the Year at its annual awards ceremony on Saturday, April 28.

Captain (Station 1) Darren Eckart was selected as Officer of the Year and Firefighter/ EMT Bryce Wasiloski was selected as Firefighter of the Year.

Eckart, of Circle Pines, has been with CFD for 14 years and has previously held the positions of lieutenant and firefighter.

Eckart also serves as the Fire Relief Association president.

“Darren is the ideal firefighter with many words to describe why, like “Energizer Bunny,” involved, rock star, motivated, reliable and dependable. If you want something done, ask Darren,” said CFD Chief Harlan Lundstrom.

Like most children, from a very early age Eckart was fascinated by fire engines. One day back in 2003, he saw a “we’re hiring” sign on the fire station and that was it.

“It’s been 14 years and I am still doing it and loving it,” he said.

During his career, Eckart has also received: Firefighter of the Year, Officer of the Year (more than once), Chief’s Award of Excellence, Life Saver Awards and what Eckart calls the “I don’t have a life award” — an award for responding to the most calls.

He has received the recognition for most calls for Station 1 the last three years in a row. This year,

he was also awarded Public Educator of the Year and a Life Saver Award.

His favorite part of the job is the public education component, which allows him to meet people in the community. “You get to meet the people so when you go on a call, they see a friendly face. It’s the worst day of their life if they are calling 911, so seeing a friendly face can help settle them down,” he explained.

Eckart’s full-time job is a warehouse manager for Kathe Wohlfahrt of America in White Bear Lake.

When asked what receiving Officer of the Year means to him, Eckart shook his head and said, “I don’t see myself doing anything differently than anyone else. When the pager goes off, I go. That’s what I signed up to do,” he said.

Wasiloski, of Centerville, started with CFD back in 2013. He is a CPR instructor, vice president of the Fire Relief Association and a member of the CFD Honor Guard.

“Firefighting is something I’ve always

been interested by and wanted to look into,” he said.

Like Eckart, he saw a “we’re hiring” sign hanging on the station and decided to apply. In addition, he was inspired to give back after he saw firsthand the actions of CFD when they responded to an incident where his wife’s father lost his life in an accident in the garage.

“I wanted to be a part of the department and give back to the place that responded to my family when we were in need,” he said.

In his career, Wasiloski has received multiple Life Saver Awards and was recognized for delivering a baby in Lino Lakes a couple of years ago.

His favorite part of his job is “serving the community.” He said the job has made him develop deeper compassion for people. He works full time as a facilities manager.

about yourself through CrossFit,� he said. “I had bad knees, a bad back and ultimately it made things better for me so now I can run around with my son and I can play football with him.�

Lino Lakes resident Todd Schwartz has attended classes at Aerial for a little over a month now. He was previously a member at CrossFit Thousand Lakes in Forest Lake, but he was worried he would not make it to classes on time because of the I-35W construction and decided to look for another option.

He started talking to people in the CrossFit community who recommended Aerial. Schwartz has participated in CrossFit for 1.5 years now. “I have a desk job and was starting to develop back issues from the sedentary work style,� he explained. “My chiropractor is a CrossFitter and she recommended I think about strengthening the muscles up in my back and try CrossFit. So I tried it and today I have no back issues whatsoever.�

CrossFit has also helped him to improve his overall health and eating habits. “I am probably the fittest I have ever been in my life. That has to do with the exercise I do here and completely changing my eating habits,� he said.

Schwartz is also a runner and says CrossFit has helped him in that realm, too. His goal is to complete a 5K in 20 minutes. He also hopes to continue doing trail running and try out CrossFIt competitions. “People think if you do CrossFit you are going to be big, bulky and muscular and that it’s going to totally chew into your running, but that is not the case. You are toning, and you are getting stronger, but you are not getting bulky,� he said.

Forest Lake resident Mara Dehmlow has attended classes at Aerial for a few weeks now. She heard about the gym from her therapist, who also goes to Aerial. “She has been talking up CrossFit forever and said I should try it,� she said.

Dehmlow skates in the Roller Derby and is an official for the Minnesota Roller Girls. After she had to hang up her roller skates due to an injury, she decided to try CrossFit to gain strength and prevent future injuries, with the ultimate goal of getting back on her skates. “I came here and everybody was super encouraging,� she said. “It looks hard, but then they scale it down to whatever your level is.�

Even though she has only been doing CrossFit for a short period of time, she is already seeing benefits. “Part of the reason I stopped skating was I was doing things incorrectly

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its May 3 meeting: • Heard from resident Angela Michalicek, who brought her concerns to the council about Jackson Avenue, the road just outside her home a short distance behind City Hall. Michalicek said that two years ago, she was told by the City Council that the road would be redone.

However, Mayor Mark Kurth and the other council members expressed confusion at this, and City Administrator Bill Petracek said he knew nothing of this deadline. Petracek added the road was scheduled for maintenance but that there were many roads that needed fixing.

“It’s on our radar,” seconded Kurth. “But I don’t want to tell you next year and get your hopes up …

We’re aware of it, and we’re working on it.”

• Discussed Kurth’s proposal to grant Lexington firefighters a fixed, monthly reimbursement toward fitness center fees. The proposal was drafted at the previous meeting and was proposed in lieu of giving the firefighters a fixed gym. Firefighters will be losing their current gym when construction of the Lovell apartment building begins. Kurth’s plan grants the firefighters up to $30 per month reimbursement for fitness center fees, but only if they can prove they have attended a certain number of times that month.

Former Lexington firefighter Chad Payment disliked the idea and said he wished the City Council would find a plan that “would not cost the taxpayers so much money.”

The council listened to his proposal of a compromise; storing the old equipment in the garage behind City Hall or in the Lexington fire station itself; but no middle ground could be found. Kurth and Councilman Mike Murphy both cited the issues of space as a problem for both of these proposals.

The resolution, however, was not adopted, because Councilmen John Hughes and Kim DeVries both abstained due to personal connections to the situation.

• Petracek brought up a presumed drunk driving incident that impacted city facilities on Sunday, April 29 when at 3:30 a.m. a driver struck a lift station servicing Circle Pines and Blaine. The vehicle was abandoned at the scene and the lift station’s control panel was damaged in the accident. The station regulates the flow of sewage in the surrounding area. Due to the damage, nearby homes experienced flooding and pump failures.

A temporary fix was installed quickly; the city of Lexington is still working to find a permanent solution and the police are still searching for the owner

• Petracek announced that eviction notices have been filed for an apartment building near Hamline Avenue and Flowerfield Road. Petracek claimed that the landlord has been ignoring petitions from the city to fix a number of housing violations. Petracek said the notices did not need to be final and that he hoped it would “encourage the landlord to work with the city,” rather than result in an actual eviction of its tenants.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer responded to a property damage crash at the intersection of Ash Street and Centerville Road May 1. There was minor damage to the two vehicles involved.

• Officers responded to a report of theft from motor vehicle in the 60 block of Palomino Lane May 2. Officers gathered information and advised the victim of how to address the problem.

The investigation is ongoing.

• A community service officer responded to a muskrat stuck in a fence in the 600 block of Town Center Parkway May 2. The muskrat was removed from the fence and released.

• A community service officer was advised by a passerby of a person sleeping in a vehicle on private property in the 500 block of Apollo Drive May 2. The person was asked to leave and did so.

• An officer responded to a phone call on May 2 reporting a disruptive mother and daughter who are often at an establishment in the 6800 block of Lake Drive playing bingo. Officers are investigating the incident.

• Officers responded to a one-vehicle rollover with injuries in the area of

I-35E and Main Street May 3. Officers provided medical care and the State Patrol wrote up the crash report.

• An officer stopped a vehicle for speeding in the 1300 block of I-35W May 3. The driver was arrested for fifth-degree possession of a controlled substance, driving after revocation, speeding and possession of drug paraphernalia.

• Officers responded to a robbery in progress with a firearm in the 7400 block of Main Street May 4. A juvenile male and adult female were located and arrested for robbery and second-degree assault.

• An officer responded to a report of a theft from a motor vehicle in the 2300 block of Tart Lake Road May 4. The investigation is ongoing.

20 years ago, tornado tragedy built ‘community spirit’

It’s been two decades since a tornado cut a path of destruction across Shoreview, touching down in Roseville and wreaking havoc north to Lino Lakes on May 15, 1998.

Winds from 70-90 mph caused vast damage across Shoreview, from Lake Owasso to Turtle Lake.

The city declared a state of emergency in the wake of the 12-mile, 1/5-mile swath of damage that was mostly located within Shoreview, according to Shoreview Press archives. Roofs blew off of homes. Streets were impassable due to downed trees. The Flower Mart on Highway 96 was destroyed. Some residents were without power for days.

The tornado hit Friday around suppertime, remembered Mayor Sandy Martin, who had been mayor for only two years at that point. “I just remember the incredible response of all of the emergency responders, the city employees — some of the employees were on their way out of town on fishing trips. They turned around and came back.”

Martin, City Manager Terry Schwerm and Public Works Director Mark Maloney drove around the city that evening after the storm passed to assess the damage.

“The amount of tree damage was extraordinary,” Schwerm remembered.

“It was kind of heartbreaking,” Maloney remembered.

Martin remembers seeing neighbors already outside rallying to help each other.

About 450,000 people lost power at least briefly across the metro, according to Northern States Power Company, now Xcel Energy. It was the largest outage in the metro’s history up to that time.

About 18,500 homes were without power

for four days, mostly in Shoreview and Shorewood, where the storm affected the west metro, reported the Pioneer Press. The Five Star Mobile Park in Vadnais Heights was also without power and an emergency generator was brought in to keep its well running. Line crews worked 16-hour shifts to restore power due to all the downed lines.

The city hired contractors to work long hours to clear roadways that were blocked by fallen trees, Maloney said.

The Ramsey County Sheriff’s Offi ce and Lake Johanna firefighters helped direct traffic, Martin and Maloney said.

The city put dumpsters out in some neighborhoods to collect brush and pieces of houses that had flown off. In other areas, the city picked up debris from the curb for weeks. It was the days before social media, and Schwerm remembers City Council members and firefighters going door-to-door with flyers to notify people of the city’s disaster-response wood-chipping service.

The city chipped wood for six weeks, Martin remembered: “Chipping and chipping and chipping.” Mulch was made available to residents and some of the chipped debris went to a facility to be processed for fuel, Martin and Maloney said.

The city hosted a tree sale that spring considering so many trees had been lost; it continues to this day, Maloney said.

About 200 trees were downed in Snail Lake Regional Park. The park had just been redeveloped by Ramsey County the year before with a parking lot that wound around the park’s 100-year-old oak trees, reported the Pioneer Press.

The county had worked hard to protect oak trees on the site from being uprooted, per public request. The tornado uprooted them instead.

park which they had worked to protect,” remembered City Manager Terry Schwerm. The park’s year-old pavilion was also destroyed.

Shoreview was rebuilding for at least a year. Nineteen homes were destroyed, 130 were severely damaged and about 400 had minor damage, reported the Pioneer Press. Restaurants and the Red Cross provided food for displaced families. A few families accepted Red Cross assistance to stay in a hotel.

Between 5,000 and 7,000 trees were lost.

“For the next couple of years, there were literally thousands of roof replacements all around the city,” Schwerm said.

Homes in North Oaks, Lino Lakes and Circle Pines were also destroyed or damaged, reported the Pioneer Press.

One family in Lino Lakes had just closed on their new home earlier in the day before the tornado hit. The house was destroyed.

Trees were downed across the northeast metro but there were no deaths or injuries.

“We were so lucky we didn’t have any fatalities and no real injuries,” Martin said. “I think we learned trees can

be replanted, but we were fortunate because we didn’t have any fatalities.

Shoreview received state and federal support due to about $500,000 in public damage. The long and narrow city, which runs north and south, had sustained most of the damage from the tornado, Martin said.

“There was straight-line wind damage all around the city,” Schwerm said. “It was declared a disaster area by FEMA (the Federal Emergency Management Agency).”

Neighboring cities came together during the disaster. Vadnais Heights firefighters volunteered to give 150 Lake Johanna firefighters a break in the wake of the tornado, reported the Shoreview Press.

“These kinds of things remind you what community is all about,” Martin said.

“The night of the event and next day a number of other cities offered to help us do work,” Schwerm remembered. “It really shows what a community spirit or regional spirit that our neighboring communities have.”

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council discussed the following items at its May 7 work session: • Heard from Technology Manager Terre Heiser, who gave a presentation on Roseville IT. The company has provided IT services to the city since 2005.

• Environmental Coordinator Marty Asleson presented the revised 2018 Environmental Board goals. The goals were originally presented at the council’s April 2 work session and the council requested they be revised, as they were too broad in scope.

• Heard from Public Safety Director John Swenson, who presented the quarterly update for the first quarter (ended

• Discussed the LaMotte roadway project. Bids were received for the project on April 25 and came in higher than the estimated construction cost for the project of $966,000. The low bid received was $1,236,600, an increase of $270,600.

City Engineer Diane Hankee explained it was for multiple reasons, including high ground water and poor soil conditions, site conditions, additional time needed with utility installations, access for residents requiring considerable time and materials and the fact the utility contract trade is experiencing a workforce shortage.

City staff recommended the city re-bid the project and address some of the issues contractors expressed on the project in hopes of lowering the cost. This will delay the project.

• Heard from Hankee about the city’s municipal state aid street (MSA) fund and the 2018 mill and overlay project. The council approved an advance of MSA funds in the amount of approximately $2 million on April 9.

The majority of the MSA funds the city is advancing are from the

I-35W bridge project.

One use of the fund is to cover the city’s cost share of county and state projects such as the upcoming intersection improvements to Lake Drive and Elm Street, and Centerville and County Road J. About $150,000 of the MSA funds will be used on the 2018 mill and overlay of Ware Road.

• Talked about a lease extension for New Creations Child Care & Learning Center, located at City Hall.

City Administrator Jeff Karlson explained the owners want to make improvements in their leased facility and requested a lease extension. The current lease expires June 2019.

• Discussed technology upgrades, specifi cally a new domain name and website. Councilwoman Melissa Maher said, “Revamping the website is not something that is crucial to the running of our city ... We have a website and people use it.

I find it diffi cult to justify spending money on that kind of thing.”

Reinert said, “I personally think our website is not that user-friendly.”

Maher requested more information regarding statistics from the city’s website and its users.

• Heard about the Park Board’s recommendation

for the 2018 parks and trails capital projects.

As part of the city’s approved 2018 budget, the council designated $500,000 for parks and trails projects and directed city staff to seek input from the Park Board for City Council consideration. The Park Board discussed this topic at its January, February, March and April meetings.

Chair Pat Huelman presented the board’s final recommendations, which include: ° The addition of trail along the east side of Lake Drive between Marshan Lane and Stagecoach Trail ° The addition of a trail along the north side of Apollo Drive from Lake Drive to Lilac Street ° Replacement of Sunrise Park Playground equipment ° Replacement and relocation of Birch Park playground equipment ° The addition of trail along Lilac Street from Apollo Drive to Fourth Avenue ° Arena Acres park development Reinert requested the full parks and trails management plan be completed and reviewed by council before the city spends any money on improvements.

• Heard the addition of a

craft beer stand in Lino Park during Blue Heron Days. The item was originally discussed at the April 2 work session.

Parks and Recreation Supervisor Brian Hronski said, “I know last year a lot of the parents who were in the park thought it would be nice to have a beer or two.”

Councilman Dale Stoesz inquired about how the city could approach vendors who might be interested in participating. Hronski explained he would like to keep it to the existing few vendors, as the event isn’t big enough for it to be profitable for a lot of vendors.

The beer stand will require the council to adopt an ordinance amendment to allow the sale of alcoholic beverages on park property during the festival.

• Analyzed the city’s attorney services. The council interviewed four firms for civil legal services on April 9 and April 16. The firms included Campbell Knutson; Kennedy & Graven; Ratwik, Roszak & Maloney; and Rupp, Anderson, Squires & Waldspurger.

Ratwik, Roszak & Maloney has served as city attorney since 2010.

Maher and Councilman Michael Manthey said

they preferred to keep the current attorney.

Reinert, Stoesz and Rafferty all wanted to see the city switch to Rupp, Anderson, Squires & Waldspurger.

• Discussed council compensation. Karlson said city staff recently received a salary survey comparing salaries of mayors and council members to city council’s salaries with cities of comparable size and Lino Lakes was considerably below average.

The mayor and council members last received a raise in 2008-2010. If an ordinance for a raise is approved, it would not take effect until Jan. 1, 2020.

• Reinert brought up an agreement with the Centennial School District regarding the Rice Lake Elementary School play structure.
