Expanded Centennial Library could open in 2019

CIRCLE PINES — Following site plan approval from both the Planning Commission and the City Council, the Anoka County Library Centennial Branch expansion is moving right along and could be completed by this time next year.

The current building opened its doors in 1985. For over 10 years, numerous discussions have taken place regarding the library’s expansion either in its current location near City Hall, or at the property purchased near I-35W and the Civic Complex in Lino Lakes near

After the Anoka County Library Board of Trustees approved an expansion that will increase the library’s footprint at its current

location from 6,300 square feet to 13,500 square feet, plans have continued to be developed and refined.

LINO LAKES — A Lino Lakes resident will join 1,500 other participants in the 2018 Muscular Dystrophy Association (MDA) Muscle Walk of Twin Cities May 5.

Jon Bruns, 49, is living with a neuromuscular disease called Beckers muscular dystrophy (BMD). He is participating in the walk for the second year. The annual walk is a meaningful way for families, friends, neighbors and local businesses to raise funds for and critical awareness of muscle-debilitating diseases that severely weaken muscle strength and mobility.

“There are kids and adults in our community living with muscular dystrophy and related diseases that take away everyday abilities like walking, hugging and even breathing,” said MDA Fundraising Coordinator Cassandra Rix. “When you support the MDA Muscle Walk of Twin Cities, you can help change that by helping us fund urgently needed research, treatments and support that will help these individuals live longer and grow stronger.”

Centennial hosts fi rst-ever Service Day

Whether it was playing pickleball with senior citizens, cleaning up a city park, making dog toys or reading stories to elementary school students, 350 Centennial High School seniors explored the value of giving back to their own communities—and that it can be fun, too.

In addition to seniors, around 20 students involved in student government also participated in Centennial's fi rst Senior Service Day on Thursday, April 26.

“It is almost that Rotary motto, ‘service above self.’ We wanted to make sure that we have an opportunity to make an imprint on the community.

It’s a great opportunity for seniors to get involved and be engaged,” Brian Dietz Superintendent of Centennial Schools

Senior Service Day came out of the brainstorming that took place during the district's strategic planning process. More than 50 community members worked together to come up with eight goals they wanted to see the district achieve.

The idea of a service day came up under goal No. 7, business and service partnership, which was to examine current service opportunities and business partnerships that exist across the district.

“We talked about the importance of giving back to our community and how we can put that imprint out there that we are here, we want to be involved and we want to give back,” said Superintendent Brian Dietz.

The Senior Service Day provides Centennial High School seniors the opportunity to gain experience in public service, problem-solving, and making connections with the community. “It is almost that Rotary motto, 'service above self.'

We wanted to make sure that we have an opportunity to make an

imprint on the community. It's a great opportunity for seniors to get involved and be engaged,” Dietz said.

High School Principal Tom Breuning added, “For us it was really about getting kids out and giving back to the community. It gives kids the message of the importance of giving back. Some of these kids will stay here after they graduate and some will go on to other communities, but it is truly about giving back and making the community you live in a better place.”

Seniors visited around 20 sites, some of which included elementary schools, city parks and neighborhoods, senior living facilities, the library, YMCA, police department, food shelf and churches.

Senior Kaiya Carlson was one of the main organizers of the event as she got the National Honor Society, student council and sites on board to participate.

“I wanted to help out with this because I thought it was a good idea for seniors to get out in the

community one last time before we all kind of go our separate ways,” she said. “I think this is important, because this is the community we grew up in. They supported us, helped us through our education and our lives. It's a way for us to give back to them.”

Breuning gave a special shoutout to service day supporters as — thanks to donations and grants — no school dollars had to be used for the project. In addition to a $2,000 grant from the Centennial Youth Hockey Association, other donations/grants were received from the Centennial Area Education Foundation, Rotary, Wells Fargo, Thrivent Financial, Lino Lakes Dairy Queen and Texas Roadhouse.

Chain of Lakes Rotary Club recognized at district event

Rotarians from District 5960 met at the Mystic Lake Center for the annual District Conference of Clubs celebration on April 20.

This year, the district introduced an awards program that recognizes clubs for their efforts in various categories. The Chain of Lakes Rotary Club received five awards.

Kevin Fitzpatrick, Chain of Lakes club president, said, "Not only are we the newest Rotary Club in Minnesota, but we are now one of the most awarded.”

The Chain of Lakes Rotary Club submitted examples of their members’ efforts against a checklist of up to six categories, including: club service, community service, international service, public image, vocational service and youth service.

The submissions were then judged by Rotarians

from various clubs.

The Chain of Lakes Rotary Club won in the following categories: youth service and public image, and received runner-up in the vocational service, community service and club service categories.

e are entering the season of community festivals, and this past weekend was packed full of exciting events and activities. Hugo’s Kids and Biz event last Saturday connected local businesses with kids and the community through games, activities, entertainment, and prizes. Many years ago The Citizen newspaper partnered with the city to create this event. Today the annual event is legendary and could not be done without the city, schools and the Hugo Area Business Association.

The Northeast Metro Expo put on by Press Publications and the Vadnais Heights Economic Development Corporation is in its third year.

With performances by 4th Street Dance Center, Raptor Center, Lee’s Champion Taekwondo, ‘Elvis’, Magic Norm, the mascot dance-off, kids’ activities, a reptile display, and a visit by the Brandt sisters of Olympic hockey fame, it is a truly unique, local, free event.

The Stillwater Chamber of Commerce held their Community Showcase a couple of weeks ago. These events are a great way to connect with your community and find out about local businesses and services throughout the northeast metro area.

Coming out of hibernation After the recent record setting 23-inch snowfall, who isn’t ready for the smell of sunscreen and grass clippings? I loved putting my hands to work in the yard the last few days, cleaning up some missed leaves, trimming back plants and dreaming about a few possible additions to the yard. I am hopeful that ice out is in time for the fishing opener. Once again we may not have much of a spring season, so let summer hit us hard.

Eyes up Biking and walking trails are a well-used asset in communities, and it’s exciting to see the energy for a safe bike and walking trail with the Lake Links group. A reminder to walkers, bikers and drivers to be eyes up at all times, stay off cell phones and keep speed down. Let’s make our summer super safe with zero auto bike or pedestrian accidents.

Spring cleaning In his last column, Gene Johnson shared the challenges of moving after being in his home of 50 years, and the task of figuring out what to do with all the “stuff.” Accumulation of stuff isn’t just a problem of seniors who are downsizing. Most of us can look around our homes and see opportunities to clear out.

I’m learning that it is easier to go through and get rid of unwanted or unused items along the way rather than being forced to when it’s time for a move. I encourage anyone, of any age, to regularly sort through closets, kitchen cabinets, garages and basement storage areas and toss, recycle, donate or sell items that are no longer being used. While it can be very daunting and difficult to part with possessions that were once important to you, excess stuff clutters your home and your life. Downsizing can be an emotional challenge, but it can also be a huge relief. Many local school districts through community education offer workshops on how to get organized and de-clutter.

Whether you are preparing for a move or not, consider clearing out.

The wake-up call

D

id you know that we’ve lost 50 percent of our songbirds in the last 40 years? And monarch populations have declined by 90 percent in the last two decades? And these are just showy species that people pay attention to.

What about all of the unsung heroes out there like native “solitary� bees that account for 90 percent of the bees worldwide and do the majority of the pollination? Their populations are declining too, but they are harder to track because of their illusive nature.

How did we get here? It’s simple.

According to renown professor of wildlife and entomology, Doug Tallamy, we’ve taken away 95 percent of our country’s native plants, or the plants that are indigenous to a region.

It seems that in adding urban spaces, agriculture, ornamental plants and lawn, we’ve forgotten our basic biology and done away with the primary producers — aka the food chain base.

In fact, 15,364 scientists from 184

countries signed “A Second Notice,� which is an open letter to humanity pleading for humans to cut greenhouse gases and reverse the trend of collapsing biodiversity. They are seeking to raise awareness that a mass species extinction is currently happening.

We are amidst the sixth mass extinction in the Lawnchair last 540 million years.

Even though this is Gardener certainly jaw-dropping, depressing news, there Dawn Pape is good news. This enormous problem has a solution: bring l ti b i back the native plants into our landscapes wherever possible.

Since most of the land in our country is privately owned, individuals’ collective efforts can turn the situation around.

If you are wondering why the insects, birds and other wildlife can’t just use the greenery that abounds in our

landscape, here is the short answer: the critters either don’t know how to use the plant, or the plant doesn’t provide adequate nutrition.

Ornamental plants are generally either non-native or cultivated for showy traits. Since the last ice age 10,000 over years ago, plants and wildlife have evolved together and have formed intricate relationships that we are only just beginning to understand.

According to Tallamy, a native plant supports 29 times more species than a non-native plant. Cultivated varieties of plants are engineered for speciďŹ c showy traits which typically compromises the nectar and pollen in the blooms. Native wildowers provide higher-quality nectar and pollen to insects than cultivated varieties (“cultivarsâ€?) that are most popular at nurseries.

A logical starting point for restoring biodiversity would be to start with lawns. According to NASA satellite imagery, we currently have three times more area taken up by lawns than corn

The play is a send-up of small-town morals and mores, and follows the lives of 20 of the oddball and “interesting� citizens of the small town of Tuna, Texas. There will be a free senior citizens preview at 7 p.m. Wednesday, May 2. All the other performances begin at 7:30 p.m. Tickets, which can be purchased at the door, are $4/students

A question people could ponder is, “If the only time I go out on this lawn is to mow it, do I really need this space as grass?â€? Perhaps it could be planted with native owers, bushes and trees to serve a higher purpose of supporting our pollinators, that, in turn, sustain us. If you don’t want to learn how to garden with native plants, consider hiring someone do it for you.

Rice Creek Covenant Church in Lino Lakes will serve as a local site for the Global 6K for Water on Sunday, May 19. Six kilometers, or 3.73 miles, represents the average distance that people in the developing world walk for water—water that is often contaminated with life-threatening diseases.

Just as we finished, another neighbor got stuck and I joined the same crew help him out. Some were our immediate neighbors, who we knew pretty well (and we’re not surprised to see spring into action) but others included our neighbor and his amazing daughter we only see when we say “hi� on the trail.

Although we were all

frozen and soaking wet, it reminded me of how fortunate we are to live in a big suburb that feels like a small town, where people look out for and take care of each other.

With all the negativity we hear daily, it’s reassuring to know there are angels among us ‌ many on the street where we live.

The Planning Commission fi rst discussed the project at its March 19 meeting.

At the time, the commission requested changes to the facade of the building to give it more of a campus feel that complements City Hall and the post office.

After the requested changes were made, the commission chose to recommend approval of the site plan to the City Council, where it was approved on April

Snow added, “We are putting much more emphasis on the people and how they use the space, more so than the collection.”

Patrons will notice a lot of natural light pouring in from the many large, simple windows in the newly renovated space. In addition, there will be an abundance of comfortable seating areas to create a sense of community.

One feature Snow is particularly excited about is the a large maker space, also known as the “IQ Kitchen,” which may feature a demonstration kitchen as well as other tinkering spaces. There will also be a large meeting room available for use after library hours.

The children’s area will not only increase in size, but will also make it more accessible: children will be able to browse the collection in book bins. There will also be seating for both young ones and their parents/caregivers to encourage reading aloud.

Another highlight will

be the outdoor learning space. Patrons will be invited by stepping stones to walk on the lawn and enjoy reading a book while enjoying with nature.

“When we hit that fi rst 70-degree day in the spring and everybody wants to be outside, there will be places to sit, learn and read together,” Snow said.

As an added bonus, Anoka County has agreed to install a new 8-foot asphalt trail from Lexington Avenue to Village Parkway. City Administrator Patrick Antonen said the hope is to fi nish that trail from Village Parkway all the way to City Hall within the next couple of years.

Timeline for construction is still being fi ne-tuned, but the plan is for the library to close down this fall and reopen by the time school lets out in spring 2019, just in time for the busy summer season.

While the branch is closed, Snow said the library will still maintain a presence in the community. As more plans come to fruition, residents will be notified.

Cougar baseball splits four games over fi ve days to open season The Centennial baseball team won two of four games over a five-day stretch to open the season, fi nally getting the season started following several postponements due to snow.

The Cougars scored four runs in the fi rst and defeated Spring Lake Park 6-1 on Monday. Alex Phillips, Casey Trapp, Zach Streit and Owen Campbell combined for a two-hitter

with 12 strikeouts. The Cougars had just three hits. Phillips was 1-for-3 with two RBIs. Dalton McNamara had a single and three walks in four trips, with one RBI. Trei Driskell was 1-for-3 with an RBI. The Cougars lost to Maple Grove 8-5 on Wednesday. Phillips, fi rst of three pitchers, took the loss, giving up six runs in five innings. McNamara was

Community bands together to find missing dogs

It is every dog owner's worst nightmare—discovering their family member is missing and not knowing if their pet will return home safe.

Residents in the Quad area have most likely seen missing dog posters around town for a 3-year-old French bulldog named FraNkinBeans and Lucy, a 5-year-old pit bull mix.

Brian and Donnell Hansen, owners of Rice Creek Animal Hospital and Bean's Place Pet Lodge in Lino Lakes, are heartbroken after FraNk went missing on Sunday, April 22.

“I was brushing my hair in the bathroom and having a nice chit-chat with FraNkinBeans and asked him what he was going to do with his day. I left to go to brunch with a friend, and my husband texted me to say he was missing,” Donnell recalled.

The Hansens have no idea what happened to FraNk. There is a possibility a door was cracked open and they fear the worst, that he might have been taken, as French bulldogs are known to be expensive. “He is not a bolter, so we never worry about the

door. He never leaves Brian's side. He is Brian's little shadow,” she said. “You can't help but worry that he is missing or being kept, but the beautiful news is that the Lino community and the petloving community is fierce. I kind of feel like we have released the Kraken.”

Despite the anguish and heartbreak, the Hansens can't believe the outpouring of support they have received from the community.

Besides the thousands of shares of FraNk's disappearance on social media, Donnell said their staff at the clinic have looked for him and put his picture on their cars; community members have made posters, and sports teams and complete strangers have also spent time looking for him.

Brian and Donnell Hansen, owners of Rice Creek Animal Hospital in Lino Lakes, are heartbroken after their French bulldog FraNkinBeans went missing April 22.

Friends have even tried to to locate him using a drone.

“I feel so poorly, dragging the whole community into this drama. I am not one to accept help and to reach out.

The silver lining is I can't believe how much help and support we have been getting. If anybody is going to find their dog, it is going to be us,” Donnell said. “This dog is a little local celebrity. People that we don't know, our clients, customers, friends, sports teams, neighbors, have all been amazing, thoughtful and wonderful.”

Donnell has some advice for dog owners. “We are two veterinarians and our dog is missing, and we know what you are supposed to do to prevent this from happening. If it can happen to us, it can happen to anybody,” she said.

She explained FraNk was really annoyed with his collar, so they were experimenting with different ones to

see which one he could tolerate. At the time he went missing, he was not wearing one.

Donnell encourages dog owners to not only keep their dog's collars with tags on them at all times, but to also get them microchipped and look into GPS systems that are available to help find dogs.

Lucy is also missing. Although she has been spotted a few times in the area, she has not been reunited with her family members, who recently moved from Blaine to Bloomington.

Lucy disappeared on Easter. Circle Pines resident Jenni Wunderlich and her family were watching Lucy for a friend , Amnda McKee, who was on vacation.

“Our 3-year-old son was diagnosed with leukemia and hospitalized the day before her owners came home. We had family let our three dogs and Lucy out since we were stuck at the hospital.

Hours after we got the diagnosis, my in-laws called to tell us Lucy had jumped the fence. My husband left the hospital and drove around for hours looking for her,” she recalled.

Lucy does not have a microchip, but she is wearing a purple collar.

Wunderlich said the community has also been very supportive and helpful in trying to locate Lucy.

“We have had family and friends out looking a lot and people have reported sightings and are watching for her,” she said.

JOHN BRUNS: Area man shares story of debilitating muscle disease “Sometimes I am not as comfortable in social gatherings where you have to stand a lot because I can get fatigued pretty easily and get really stiff. I have a lot of pain in my joints, especially my knees.”

Despite his disease, he is still able to work as a fi nance manager at Medtronic in Mounds View, where he just completed his 25th year. One thing the disease has taught him is to learn to adapt.

His previous home was a split entry, so when he and his wife of 15 years moved to Lino Lakes, they purchased a rambler-style home and installed a wheelchair ramp in the garage.

Around four years ago, Bruns started to become more involved with MDA. He started out attending seminars, fundraising and reading research reports. Since then, his participation has increased: he has participated in a few research studies, given talks on behalf of MDA and joined the Muscle Walk. Last year he raised $1,000; this year, he is up to $3,500.

“As I have gotten to meet some of the people through MDA, I feel like it's my obligation to try to do what I can to help,” Bruns said.

BMD is one of nine types of muscular dystrophy, a group of genetic, degenerative diseases primarily affecting voluntary muscles. BMD is a variant of Duchenne muscular dystrophy (DMD) and affects the muscles of the hips, pelvic area, thighs and shoulders, as well as the heart. BMD is similar to DMD but allows the voluntary muscles to function better than they do in DMD. According to the MDA, until the 1980s little was known about the cause of muscular dystrophy. In 1986, MDA-supported researchers identified the gene that, when flawed — a problem known as a mutation — causes DMD and BMD. In 1987, the protein associated with this gene was identified and named dystrophin.

BMD primarily affects boys and men who inherit the disease through their mothers. Bruns is not sure where he inherited BMD, as there is no family history of the disease. In fact, his mother took a DNA test and did not show up as a carrier.

BMD progresses differently in everyone. “I have met some young kids through MDA who have what I have, and they are already riding in wheelchairs or scooters,” he said. “I see a lot of young kids who may not live past their 20s, so I look at that and it puts it into perspective. I feel like I am pretty lucky in a way.”

Up until five years ago, Bruns got around just fine without a cane or wheelchair. He now has to use a cane and will use a scooter if he is going to be walking/standing for an extended

LINO LAKES CITY COUNCIL NOTES The Lino Lakes City Council took the following action at its April 23 meeting: • Held a special presentation in honor of Military Child Month. Mayor Jeff Reinert read a proclamation to a local military family, Jesse McElmury and her daughter Reese.

• Approved a resolution calling for a public hearing on Tuesday, May 29, for the purpose of providing host approval for the issuance of a revenue note by the city of Columbia Heights. Love To Grow On, which operates early childhood education centers in Lexington and Circle Pines, has proposed to consolidate both centers into a new facility in Lino Lakes.

Love To Grown On would like to fi nance the new facility with taxexempt conduit bonds. Finance Director Sarah Cotton explained if the city were to agree to issue conduit bonds for the business, the city would not be able to issue its own bonds.

State statute authorizes a municipality to issue obligation bonds to fi nance the acquisition or improvement of property located outside of its boundaries if the governing body (of the city in which the property is located) consents by resolution to the issuance of such obligations.

Love to Grow On has requested that the city of Columbia Heights issue a revenue note. In order for Columbia Heights to issue the note, Lino Lakes must grant “host approval” to the issuance of the note following a public hearing.

Camp Invention, a nationally recognized, nonprofit summer enrichment camp program, is coming to Centerville Elementary School the week of July 23 - July 27.

• Approved a resolution accepting bids, awarding a construction contract and approving a construction services contract with WSB & Associates for the 2018 mill

and overlay project. The 2018 project includes Ware Road (Ash Street to approximately 700 feet north of Arrowhead Drive) and Brandywood Estates (White Oak Road, Whitetail Trail, Chokecherry Road, Velvetleaf Lane and Buckthorn Lane.)

A total of nine bids were received for the project, and TA Schifsky & Sons Inc. submitted the low bid in the amount of $412,951. WSB & Associates submitted a proposal to complete the construction services for $31,343.

The budget for the project is $715,000. City staff recommended the council keep the extra funds in the pavement management fund to be used for the 2019 project.

Councilman Dale Stoesz wanted to see those funds utilized this year.

• Approved a joint powers agreement (JPA) with the city of Shoreview for sanitary sewer and watermain service to 465 Ash Street. The property is connecting to the city of Shoreview’s municipal utilities.

The JPA has been reviewed and approved by Shoreview staff and will now be presented to that city’s council. The Comprehensive Plan amendment to change 465 Ash Street from utility Stage 2 to utility Stage 1 will be considered by the Planning and Zoning Board on May 9.

The next City Council work session will be at 6 p.m. Monday, May 7 in the Community Room. The next regular meeting will be at 6:30 p.m. Monday, May 14, at City Hall.

7.2 2019 Transportation Contract and Rates - 7.2. 2018-19 Transportation Contract and Rates The current contract with Rehbein Transit (an affiliate of Minnesota Coaches) runs through July 31, 2018 with the option to renew the contract for future years. The recommendation is to enter into a new contract for two years through the 2019-2020 school year and include the language that would allow the District to extend the agreement at the discretion of the School Board. There were no major changes in language or contract terms and conditions. The proposed rates included are a 2.75% increase for the 2018-2019 school year and 2.75% for the 2019-2020 school year. Based on review, the proposed increase is reasonable, consistent, and competitive with what other metro school districts are experiencing. The Superintendent of Schools recommended approval of the Pupil Transportation Services Agreement with Rehbein Transit Co., Inc. PUBLIC SAFETY BRIEF Pedestrian killed in Blaine intersection

Emergency personnel were dispatched to the intersection of University Avenue and 85th Avenue NE in Blaine at 8:42 p.m. April 24 on a report of a car versus pedestrian personal injury accident.

Upon arrival, police located a male in the southbound lane of University Avenue with severe injuries. Lifesaving efforts were unsuccessful. The male was identified as a 51-year-old from Minneapolis.

A 73-year-old male from Coon Rapids was driving a 1998 Ford Taurus southbound on University and struck the pedestrian. The accident was witnessed by an on-duty police officer. According to the initial investigation, the pedestrian appeared to have failed to yield the right-of-way to the vehicle.

The accident is being investigated by the Minnesota State Patrol, Blaine Police Department, Anoka County Sheriff’s Office and the Midwest Medical Examiner’s Office.

Alexandra House receives Neighborhood Health Connection grant Seventy-one community nonprofits and local government organizations, including Alexandra House, are the newest recipients of Neighborhood Health Connection grants from Allina Health.

The grants support

ongoing activities that promote social connections through healthy eating and physical activity among adults in local communities.

The selected programs were chosen through a competitive application process that was open to community nonprofits and local government organizations that want

to start or strengthen a program.

The grants, ranging from $500 to $10,000, are part of Neighborhood Health Connection, a community program developed by Allina Health to improve the health of communities through social connections, healthy eating and physical activity.

POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer responded to a possible theft from motor vehicle in the 100 block of Gladstone Drive April 17. The victim observed a male in his vehicle.

When confronted, the male fled on foot. Nothing appeared stolen or damaged and the suspect was not located.

• Officers stopped a vehicle for passing on the shoulder in the area of Ash Street and Scenic Place on April 18.

The driver was cited for passing on the shoulder, driving on a revoked license and possession of marijuana in a motor vehicle.

• An officer observed a traffic violation

in the 6300 block of Centerville Road April 18. A female driver was subsequently arrested for DWI. She was issued a citation and booked into jail.

• Officers responded to a report of possible found narcotics in the 700 block of Town Center Parkway April 19.

Officers took the substance and it was destroyed.

• Officers responded to a fight call at a local business in the 7500 block of Lake Drive April 19. One person was arrested for assault.

• An officer responded to the report of a property damage accident in the area of Birch Street and Timberwolf Trail April 21. The officer arrived and found

Improvements coming to Centerville Road

WHITE BEAR TOWNSHIP — The city of White Bear Lake and White Bear Township will work together on Centerville Road

improvements.

The White Bear Town Board approved a cooperative agreement with the city during a regular meeting on April 16.

Ramsey County is requiring that

improvements be done to the road, such as extending a median and adding a traffic signal but will not be able to manage the project. The city agreed to assume that management role. The

county will also fund part of the median, but not the traffic signal.

The cost of a northbound lane, also approved by the county, would be fi nanced by the developer. Should the town decide to

contribute financially, one of the methods would be to assess business and property owners affected by the improvements. The city will conduct an appraisal for affected properties.

The city will hold a public hearing for the project on April 24 and the town will hold a public hearing on May 7.

approved a major subdivision during its April 2 regular meeting.

North Oaks Company, which owns 28 acres between Peterson Road and Centerville Road, plans to develop nearly 11 acres into a neighborhood called Cambridge Downs with 28 single-family, mostly single-story homes. The lot is currently vacant, and its zoning allows up to 32 homes.

Residents who showed up at the meeting expressed concerns with the development, which they said would change the character of the quiet neighborhood.

“I’m rather shocked by the density of the development,” said resident Leif Eischen.

“It seems to me it does not fit in with

the character of the township. I’m going to have three backyards on the side of my property.

That seems like a lot.

I’m also very concerned about the traffic.”

The development would also allow for the construction of a 32-foot road. In a letter to the Planning Commission last January, North Oaks Company President Mark Houge said the development would have a homeowner’s association “to both enforce high-quality design standards and maintain exterior site improvements.”

The infrastructure will be oversized to accommodate future connections to sanitary sewer and water, if desired, at adjacent

property owners' expense. “We are also open to collaborating with the neighbors to develop adjoining parcels in the future as a subsequent phase of the project,” he wrote.

The development is zoned low-density residential, which resident Jason Walton said didn’t seem like the appropriate designation.

“This does not appear to be low density to me,” Walton said. “I’ll have three neighbors immediately next to me.

I never saw that coming. … It’s really changing the neighborhood. It’s going to have a big impact.”

With more than 98 percent of the town developed, the Metropolitan Council will start requiring re-

developers to build at a minimum of five homes per acre, Town Planner Tom Riedesel said.

“They feel when properties re-develop, they should be developing at higher than three units an acre,” he noted.

Board member Ed Prudhon, who lives on Peterson Road and will be affected by the development, abstained from the vote. Prudhon said he always expected the area to be developed.

“As a resident of Peterson Road, I’m affected probably the most by the homes,” Prudhon said. “I’ll give (the developers) credit, (they) did an excellent job with the landscaping plan. Right now, I’ve got a row of trees and shrubs and that’s all

going to go away when you develop. We knew it was coming, but it was a culture shock for all of us.”

The homes will be marketed to people 55 years or older, with a price point around $400K plus. Proposed lots are 70 feet wide and average 13,000 square feet. Homes will have three bedrooms, with 1,600 feet on the main floor. Half will have basements.

The board approved a preliminary plat and a planned unit development. The Planning Commission approved the same on March 22. The board also authorized town staff to prepare a report on street and utility improvements for the development.
