LEXINGTON — Annie Roman opened a new art space for painting parties in January. Roman, along with her assistant “Pierre,” Scott Larson, have been doing painting parties together for years, but decided it was finally time to get a place dedicated to their events — Classes @ 300 — Arts and Carafes Painting Parties. The two, both from Lino Lakes, specialize in entertaining as well as art instruction.

“We are partners in our creative vision,” said Roman. “Now we have this spot to do it.” Scott plays the role of a comic French artist throughout the event and gets participants to relax by his nonsensical antics. He also teaches the blooming artists French and insists they use French terms for colors when they ask for more paint. “I am the buffoon and the grunt,” said Larson, who calls himself “the sometimes helpful assistant.”

art of decorating Easter eggs, known as pysanky, by her dear friends Tamara and Alex Zaluckyj, both born in the Ukraine. Johnson met the couple when their daughters became friends at Little Lambs preschool in Hugo some 30 years ago.

LINO LAKES — North Metro TV recently asked its seven member cities to join it on its $2.5 million venture to upgrade to highdefinition (HD) equipment. While all cities – Blaine, Centerville, Circle Pines, Ham Lake, Lexington, Lino Lakes and Spring Lake Park – did agree to share debt responsibility via bonds sold by Circle Pines, Lino Lakes delayed its approval of the related amended joint powers agreement (JPA). The agreement had previously made reference to debt responsibility for up to $2.5 million for its building, North Metro TV Executive Director Heidi Arnson told the Lino Lakes City Council at its Feb. 22 meeting. The building is now paid for. The amendment to the agreement stated the commission could issue bonds for up to $2.5 million “for any purpose.” Arnson said the reason for the change and addition of general language was so that the agreement would not need to be amended again for future requests. She said any request for bonds needs to go through every member city's council, anyway. “Any time we would bond for a project, we would be required to come before each city council and get permission from the city council,” said Arnson. But Mayor Jeff Reinert said he thought that going through the entire process of amending the agreement each time a new project comes up would probably be called for. “I kind of like it when it is difficult for entities to spend money,” he said. The Lino Lakes City Council then postponed voting on approval of the agreement amendment until its March 14 meeting and discussed the matter at a workshop meeting March 7. “After discussion it was evident that the council was not comfortable with that language,” said City Administrator Jeff Karlson. “I went back to the operations committee and brought the council's concerns about that and said that it really should be specific about what the project is at this point, which is of course upgrading the HD equipment. “They felt that the language was okay, but after some arm-twisting the other city administrators and city managers said,
