High school students partake in National School Walkout

Approximately 100 students at Centennial High School (CHS) took 17 minutes out of their day to stand up to gun violence in schools and honor their peers who have lost their lives far too soon.

Wednesday, March 14, marked the one-month anniversary of the tragedy at Marjory Stoneman

Douglas High School in Parkland, Florida, where 17 students and staff members lost their lives from a school shooting.

Women’s March Youth EMPOWER called for students, teachers, administrators, parents and other allies to take part in a National School Walkout at 10 a.m. for 17 minutes, one minute to honor each victim in the Parkland tragedy.

According to Women’s March website, the walkout was “to protest Congress’ inaction to do more than Tweet thoughts and prayers in response to the gun violence plaguing our schools and neighborhoods ... and to demand Congress pass legislation to keep us safe from gun violence at our schools, on our streets and in our SEE WALKOUT, PAGE 23

LINO LAKES — Residents packed the Lino Lakes council chambers March 14 to share their thoughts at the Planning and Zoning Board’s discussion of a proposed “gateway” to the city on its southern border.

The board discussed the revised planned unit development (PUD) concept plan for Eastern Heights, a proposed residential community located west of County Road 49/Hodgson Road and north of County Road 32/Ash Street (County Road J) on a 17.33-acre parcel. Previously, city staff and board members have referred to the site as the “gateway” to Lino Lakes.

The site lies within the mixed use land use district originally established by the City Council as part of the city’s 2020 Comprehensive Plan, which was adopted in 2001. A master plan for the area was approved in 2007.

City staff met with the property owner and the developer, Hampton Properties of Vadnais Heights, several times last year. Previous versions of the concept plan have been discussed at the Nov. 6, 2017, council work session, Nov. 8 Planning and Zoning Board meeting and the Dec. 4 council work session.

“This is not a public hearing, but rather a chance for the board to provide feedback to Hampton Properties,” said Kendra Lindahl, principal of Landform. Joel Larson, president of Hampton Properties, said, “We are getting to the point where we would either like to move forward or go away, so I’d like some guidance and direction.”

Longtime Scout receives Medal of Merit

CIRCLE PINES — A longtime member of the Boy Scouts was recently honored for his heroic actions at the scene of a bad bicycle accident.

Charles Bonnell, a resident of Circle Pines, was presented with a Medal of Merit/Meritorious Action Award at a National Court of Honor on Feb. 20 at St. Joseph of the Lakes in Lino Lakes. The award, which can be given to a youth member or adult leader of the Boy Scouts, recognizes individuals who have “performed acts of service of a rare or exceptional character that reflect an uncommon degree of concern for the well-being of others.”

As of January 2015, 6,478 of these medals have been given out since 1945. In 2013, 249 medals were given out nationally.

“It really paid (off) to know fi rst aid. A lot of credit goes directly to the Boy Scouts because that is where I learned my fi rst aid,” he said. “Personally, I would recommend (that) everybody, even if you aren’t in the Boy Scouts, learn fi rst aid. You have to be ready for anything.”

Bonnell received the Medal of Merit for his assistance at the scene of a bad bicycle accident last September. He was the fi rst to arrive on scene, where he found a boy unconscious after flipping over the handlebars.

“Being the fi rst one on the scene, I jumped into action.

I ran to the scene and took control,” he recalled. “I asked a neighbor to call 911 when I went over to assist with the situation.”

While he was assessing the boy’s injuries, the boy woke up and bolted from the scene.

“I ran with him and tried to keep him from running back into the road or, worse, running out onto Lake Drive and being hit. When he did stop (running), I asked him if he knew his name and he had no memory of his name, didn’t know the date, where he was and he was showing signs of a concussion.”

After Bonnell reminded a witness to call 911, the boy once again ran and ended up running through a home (that wasn’t his). Bonnell recalled two drivers who failed to stop to assist him at the scene. After the police arrived, Bonnell remained on the scene until the boy was loaded into the ambulance. He later found out the boy had to be held overnight and had a mild concussion.

“My actions were due to my Scouting background. You have to stay calm and you can’t be thinking ‘what if,’” he said. “You have to be there right in the moment and react instantly to the things that are thrown at you.”

Bonnell started out as a Cub Scout in 1976, became a Boy Scout in 1978 and eventually

obtained the rank of an Eagle Scout. In 1985, Bonnell became an assistant Scoutmaster of Troop 236. He moved away for a while and when he returned, he once again signed up to be an assistant Scoutmaster of the same troop.

Troop 236 has 25 boys who meet at St. Joseph of the Lakes in Lino Lakes. Throughout all his years of Scouting experience, Bonnell has enjoyed meeting new people, maintaining friendships and exploring the outdoors.

“I have had many adventures revolving around animals and the wild that are just corny.

They are things that you don’t normally hear about when you are watching a nature program on TV,” he said. “I’ve had a bird swoop down on me when we were having a campfi re, a bear run next to me and a coyote that decided to push up against my tent.”

Being in the Scouts has made Bonnell much more extroverted. “If you would’ve asked me at 11 how Scouts had affected me, I would have been really quiet. I was so cautious about interacting with people,” he recalled. “It has forced me to speak in front of people, be comfortable talking on the phone and answering questions. It’s a huge part of why I am able to be a people person.”

Centerville's to-do list for 2018

CENTERVILLE — Renovating City Hall, fi nding professionals to fi ll city staff positions, attracting more volunteers within the community and changing the city's logo are just a few of the Centerville City Council's focus goals.

The council met Feb. 28 in a joint work session with the Planning and Zoning Commission and Parks and Recreation Committee to discuss mutual goals for the community.

City Administrator/Engineer Mark Statz facilitated the workshop and called the 2018 goals drafted by city staff more of a three-year or fiveyear plan.

The 2018 plan, the working title of which is “Centerville Forward,” consisted of three categories: economic development, succession planning and community building.

The city has had no trouble attracting people to reside in Centerville, Statz said, before introducing the economic development portion of the plan. “The problem has been getting retail and commercial enterprises into town,” he said.

To that end, Statz proposed modernization in the form of City Hall upgrades that include improved HVAC, new carpet, remodeling of council chambers, updated audio/visual equipment and display cases, to name a few.

Modernization would also include public works equipment upgrades, including a return to a truck replacement strategy.

streetscaping and replacing signs.

As Centerville rebrands itself, its citizens could see a new city logo and tagline. That's the logo that shows “Centerville” in script, superimposed over a map of the city and the tagline that reads, “Established 1857.”

“It's my opinion that the logo could use updating to a newer, simpler style that is more easily reproduced,” Statz said. “Less is more — even though that might mean the city would have to repaint the water tower.” However, in looking at the bigger picture, citizens may ask themselves if they wanted to live in a town that has some vitality to it, Statz said.

More rebranding would include increasing the city's social media presence and constructing city entrance signs.

Another category, succession planning, would evaluate strategies to retain employees, set training expectations, diversify staff in terms of age and experience, cross-train employees, update personnel policies, examine staffi ng levels and develop individual succession plans.

The city has a veteran staff, Statz said. “I'm the youngest person on staff at 42,” he said. Statz emphasized the need to pass knowledge of veteran staffers along. “For example, (Public Works Director) Paul Palzer knows where every curb stop

Statz also pointed out that the city is “down a full-time fi nance director and a full-time city administrator.” Statz himself wears two hats to make sure the city has an engineer and a city administrator, and Ellen Paulseth has come out of semi-retirement to handle the city's financial duties for the past couple of years.

Meanwhile, the Parks and Recreation Committee is still in need of one more person, and the Planning and Zoning Commission is down two people.

“And we need to recruit fi refighters,” Statz said.

School shootings GUNS DON’T KILL people. People kill people.�

You have heard that over and over.

Then another school shooting in Parkland, Florida, on Valentine’s Day took 17 lives. Tragic! And unnecessary and perhaps controllable. The killer made his plans public. Our law enforcement was not plugged in with adequate communication or judgement.

Security people at Parkland, Florida, remained outside the school building when the shooting took place.

Frightened or inadequately prepared or oblivious to the situation.

I grew up with guns for hunting.

Our children did, too. They also took gun safety lessons. We treat guns with respect and proper handling. I also had rie and machine gun training in the National Guard.

Guns are used in war time for killing. AK-47s or AR-15s semi-automatics can deliver heavy ďŹ re power.

I don’t see them used for hunting or in the hands of people who lack responsibility and where behavior problems are on record. The bump stock for rapid ďŹ re is totally unnecessary and should be banned.

Thorough background checks will help, but not totally eliminate the problem. Moving the age for purchasing AK-47s or AR-15s is unnecessary. It only discriminates by age and violates the constitution.

Mental illness has played a big part in the behavior of school shooters. The “Safe School Initiative� report in 2016 by the CDC (Center for Disease Control) focused on behaviors of school shooters leading up to the attack. They include: 98 percent of the attackers experienced or perceived a major loss prior to the attack; 78 percent of attackers had a history of suicide attempts or suicidal thoughts prior to their attack; 71 percent of attackers felt persecuted, bullied, threatened, attacked, or injured by others prior to the incidents (in several cases that harassment was described as “long-standing and severe�).

Many schools have improved safety and emergency lockdown procedures. Some gun-free schools are stafďŹ ng armed security people. Metal detectors are also being used to eliminate weapons from entering buildings.

Homes and parents are for teaching responsibility and moral behavior. Don’t just blame the schools and society for the problem. The number of homes where parents lack discipline and youth with greater emotional distress are on the rise.

Hollywood knows that violence sells. So do the digital game makers. If you feed the mind with violence, it becomes a norm in life.

Congress will debate the gun laws again. The National Rie Association will make their case.

Our founding fathers were very concerned for our freedoms, thus the Second Amendment which reads: “A well-regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed.�

Let’s look at the root causes of these senseless shootings and begin the necessary correction. Remember, laws are for law abiding people.

I hope we don’t have to arm and train teachers with weapons.

Our public schools need protection for the major role they play in society. Curriculums need updates on behavior and conict resolution. Troubled students need immediate help from professional counselors. Families need to get back to the basics of the Scriptures, listen to their children, be proactive for their children and work together with schools and law enforcement to help solve the problems the children face.

Teaching the Golden Rule of “Do unto others as you would have them do unto you� can go a long way in helping solve some of these problems.

ince the beginning of the year, I have had the honor of representing Minnesota in the U.S. Senate.

While I may be new to the Senate, I’m not new to Minnesota. My husband Archie and I raised a family here. I worked for General Mills, started my own business and worked in the nonproďŹ t world.

They work at world-renowned health care facilities, teach at top-notch schools that prepare our workforce to be the best in the country, run family farms and agribusinesses, start innovative businesses and live in diverse communities that come together to solve problems and support their neighbors. They’re the reason for Minnesota’s high quality of life.

But even though Minnesota’s economy is doing well, tens of thousands of families still struggle to pay healthcare costs, afford college, or prepare for a secure retirement. And many Minnesotans worry that their concerns are simply being ignored.

My job is to give a voice to and be a ďŹ erce advocate for all Minnesotans. I’ll look for common

ground and bipartisan compromise on important issues everywhere I can, but I won’t be afraid to ďŹ ght back when Minnesota’s interests are threatened.

Meeting Minnesotans in communities across the state Since Jan. 3, I’ve visited every corner of the state and met with hundreds of local ofďŹ cials and community leaders. I’ve visited farms, businesses and schools, and met with families who are concerned about the cost of medical care and prescription drugs.

These meetings will always guide me as I make decisions on behalf of Minnesota.

Because the nation’s skills gap is a real problem for many employers, I held my very ďŹ rst meeting at Wyoming Machine, a successful sheet metal manufacturer in Stacy. There, I heard how difďŹ cult it is for Minnesota businesses to ďŹ nd trained workers to ďŹ ll the thousands of good-paying, highskilled job openings in our state.

As a member of the Senate Education Committee, I’m encouraging local schools and businesses to work together to prepare students for the high-skilled jobs in our 21st century economy.

Minnesota’s opioid crisis has already devastated thousands of families and brought untold heartbreak to almost everyone it’s touched. In St. Paul, one mother told me about her son, who became addicted to opioid painkillers prescribed to him after a surgery. That addiction led him to heroin, and led his family on a wrenching and expensive recov-

ery journey that has included ďŹ ve relapses. That’s why I was pleased the recently-passed bipartisan budget included $6 billion to ďŹ ght opioids and to provide treatment for those who need it. And it’s why I back legislation to require big pharmaceutical companies to fund solutions to the epidemic they helped create.

With mining being so important to the economic well-being of Minnesota’s Iron Range communities, I met with steelworkers in Virginia and promised to ďŹ ght to end the unfair foreign steel imports that have stolen too many jobs and sapped economic vitality from the region. I’ve pushed the Trump administration to act quickly to get this job done, and we’re making progress.

As a member of the Senate Health Committee, I’ll always remember the desperate single mother I met in Rochester because she didn’t know where else to turn to get help paying for the expensive care she needs to treat a debilitating brain disease. She works as a health researcher and lives with her 9-year-old daughter just a few minutes from the Mayo Clinic, which provides the best healthcare in the world.

After each trip home to Minnesota, I realize how much work still remains to be done on behalf of our state. As long as I’m Senator, I’ll keep listening to Minnesotans, and I’ll continue to be a ďŹ erce advocate for their priorities.

Watch out for cellphone porting scam

D

id you know that someone could steal your cellphone number and “port� that over to another carrier without your knowledge?

This is a newer scam and it’s been happening around the country, including the Twin Cities. It’s also a new means through which scammers can steal your identity and withdraw funds from your bank accounts. The scariest part is that this type of scam, called cellphone porting or port-out scam, uses your safety protocols to gain access to your ďŹ nancial and personal accounts and logins. Better Business Bureau of Minnesota and North Dakota (BBB) offer insight into this new scheme and tips to help people protect themselves. “We’ve seen this scheme locally and reports of it are popping up nationally,â€? said Susan Adams Loyd, president and CEO of BBB of Minnesota and North Dakota. “It’s deďŹ nitely something new, and we want people to both be aware of it and to take steps to avoid this scam.â€?

Think of how many times you’ve set up an email address, social media account, or logged onto your bank account online or had to change your password. How many times did you have to verify your identity by being sent a one-time code via text message?

Now what if you weren’t the only one who was reading that message? This new type of scam could potentially bypass that layer of security and might open the door to your identity being Movers and stolen without your knowledge.

PII includes your name, address, Social Security number (Social Insurance number in Canada), date of birth and other information that can be used for identity theft, including where you bank. They then contact your mobile provider, pretending to be you, and inform them that your phone was stolen. They request that the number be ported over to another provider and device. In some cases, if they were bold enough and in a retail location and/or online — they might even try to buy a brand-new phone that could give a sales representative enough

assurance to quickly fulďŹ ll the request and forgo some formal veriďŹ cation procedures.

The scariest part? Once they have your number ported to a new device, they can then start accessing and gaining entry to accounts that require additional authorization in terms of a code texted directly to your phone for security veriďŹ cation. Those added security measures are usually in place on accounts provided by email providers, social networks, tax preparation software and even ďŹ nancial institutions. Victims of port-out scams may not know this has happened until they notice their mobile device has lost service, or when they receive unexpected text messages containing account authentication/access codes. “Our understanding is that scammers might have a lot of sensitive information – including where people bank and so forth – from information gathered through online phishing schemes or previous hacks and data breaches,â€? added Adams Loyd.

I-35 road project will affect businesses

Beginning this spring, road work on I-35 will affect the communities of Forest Lake, Columbus, Lino Lakes and surrounding areas.

Representatives from the Minnesota Department of Transportation (MnDOT) held an open house at the Forest Lake Senior Center March 6 to present the stages of the project to the public and answer questions.

Project Manager Ryan Coddington said that the two-year project, which will replace bridges and resurface the roadway, is mainly for preservation.

“The three bridges needed work and so those were identifi ed, and then the pavement was also really rough out there, with a lot of potholes,” he said. “So we’re going to take the bituminous off and put down a long-term pavement so it will be smoother, better.”

In addition to road resurfacing, the project includes three bridge replacements at Highway 97, Highway 8 and the northbound I-35E bridge over I-35W. “One of the things we took into account was minimizing traffic impacts,” Coddington said. “So a lot of the bridges are on new alignment where we can maintain the existing alignment before we move it over. 97 was part of a long-term process, so our plan was just to replace the bridge as it is.

Anoka County had a plan to do something more, so they came to the table and we partnered with them and they brought some additional money so we could put in the diverging diamond interchange.”

The Highway 8 bridge will also look a bit different, replacing the current fl yover bridge with a loop ramp. Coddington said the reason for this is

because it will allow the current bridge to remain in use during the construction process.

One question that came up during the open house was why there is no northbound ramp on the planned bridge replacement on Highway 8.

“We don’t see a lot of demand for that ramp at this time,” Coddington said. “Right now a lot of folks, as they’re coming on 8, will take 61, and there’s also a county road which connects right to northbound through Wyoming. As the area of northern Forest Lake grows that demand will increase, and the design of the interchange doesn’t preclude that from happening in the future, so it can easily be added when the need is there.”

Coddington said that Columbus and Forest Lake will be especially affected by the project, with lesser impacts in the Lino Lakes area. Delays may be especially notable in Columbus, which relies on the Highway 97 bridge for access to its main industrial area. He also expects that businesses on Broadway Avenue will experience freeway delays.

In the meantime, Coddington emphasized that patience and planning your route ahead of time is the best way to manage the challenges during the project’s completion.

During spring and summer 2018, drivers can expect long-term lane closures in the stretch between Highway 97 and Highway 8. The ramps at Highway 97, Broadway Avenue and Highway 8 will

remain open during this period.

Although lane closures will happen throughout the process, MnDOT representative Denise Workcuff said that at most the road will only be closed for a day or two at a time during the bridge replacements in the later stages of the project.

“We’ve got 14 boxers registered right now,” said Lusby, who did a little boxing as a teenager and has stayed connected because he loves boxing and wants to help people get the opportunity. His wife Tammy assists his efforts.

El-Bashir, Lucas’ sparring partner, has fought four times, and Miranda twice, without a win. “They were improved (at Proctor) but they went against better boxers, too,” Lusby said.

Boxers who can’t afford fees at other clubs often join White Bear Lake, including a 35-year-old woman Lusby knows only as Amanda. “She had one fight before, and she lost,” said Lusby.

“She’s working out but not ready yet.”

Amanda spars with Lusby’s daughter Gabby, who is happy to help out with all the footwork and airjabbing but won’t box herself. “Gabby doesn’t like to hit. Or get hit,” Lusby laughs. It’s not for everyone.

When we last visited the decadesold White Bear Lake Boxing Club about 18 months ago, new volunteer head coach Dave Lusby was getting things re-organized with a handful of aspiring boxers working out, but nobody competing.

The club is starting to land some blows again.

Lusby judged local resident Steve Lucas ready for action and took him to the Upper Midwest Golden Gloves event at Medina Ballroom on Jan. 27.

On March 3, Lusby took a trio of boxers to a card in Proctor. Lucas won again, while Mohammad El-Bashir of St. Paul and nine-year-old Solesia

“It was a war. Both of them landed a lot of punches,” Lusby said.

A lanky six-footer with lots of tattoos, Lucas worked out with the club for a couple years about a decade ago, without actually competing. A tool and die worker, he returned to the club last fall he said, “just to stay out of trouble.” His high-school sport was hockey for South St. Paul.

3-D printers build body parts at Century

Students at Century College will soon be 3-D printing with body cells.

The college has plans to launch a certificate program in biomanufacturing fall or spring semester 2019, said Randy Jasken, additive and digital manufacturing faculty member. The program will be in partnership with the biology department.

The University of Minnesota 3-D Bioprinting Center is partnering with the college to assist the launch, said its director, Dr. Angela Panoskaltsis-Mortari, at a medical 3-D printing presentation hosted by the Vadnais Heights Economic Development Corporation (VHEDC) in Shoreview March 6.

Century College students recently toured the bioprinting center, Jasken said. He also brought several students to hear Panoskaltsis-Mortari speak at the VHEDC event about advances in bioprinting and what its future role could be in general medical practice.

Last fall, Panoskaltsis-Mortari launched the first 3-D bioprinting course in the country at the University of Minnesota. Students 3-D print cells to make tissues and organs.

This is how it works: Adult skin cells are reprogrammed to be like embryonic stem cells, which in turn are made into the desired type of body cell to be used in 3-D printing.

“The idea here is you would be making an organ using a patient's own stem cells,” Panoskaltsis-Mortari said. These

tailor-made organs may be less prone to rejection than transplants from other people.

Bioprinting should really be considered 4-D (four-dimensional), she added, since the organic material needs to mature inside or outside a body.

3-D bioprinted body parts that have seen the most success so far in the medical world include bones, skin and nerves.

In a collaborative study between the U of M and other universities, an implanted nerve piece in a rat helped regrow a nerve connection and enable the rat to walk normally again, Panoskaltsis-Mortari said.

skin grafting for burns by a machine that would “print directly on the affected area of skin cells derived from the patient's own skin cells,” he noted.

The Hennepin County Medical Center has begun to use 3-D printed bone replacements. The first use of 3-D printing in a medical setting was a jawbone made for a woman in England in 2012. The fi rst bioprinted cells were made at Clemson University in 2004.

Other uses of 3-D bioprinting in the medical field include printing pills that could hold multiple drugs in one pill and biodegradable scaffolds to guide tissue growth, Panoskaltsis-Mortari said.

At the event, representatives from Abbott, Boston Scientific and Magic Arms also described the use of 3-D printing for medical devices, simulators and educational models.

“The applications of 3-D printing are only limited by your imagination,” said Eric Jenson, founder of Magic Arms, a nonprofit dedicated to the distribution of a medical device that assists those with neuromuscular conditions.

Century College students who attended the event said they were encouraged to see how 3-D printing is used in the medical field. The students are part of the additive and digital manufacturing program; their main classroom is the college's Fab Lab. “It's cool to see the real-world applications in person,” said student Eric Johnson. Students in the associate of science degree program study 3-D printing, prototyping, manufacturing, digital fabrication and robotics, among

other topics.

“It's nice to see students have a future in it,” said student Charles Georgi.

Also in the future: 3-D printing orthotics and prosthetics at Century

Century College students are also exploring the future of 3-D printing in orthotics and prosthetics.

Although 3-D printing is not yet an official part of the Orthotic and Prosthetic Practitioner Program curriculum, students have begun to use it for extra-curricular research projects, said Chad Smith, orthotic technology faculty.

“It's the future of our field,” Smith said.

“Instead of teaching to the past, we want to teach to the future.” Students were visiting the Fab Lab to get an overview of the basics of 3-D printing in order to be prepared for the near future. Although many 3-D printed items are not yet strong enough for patient use, with the rate of technology growth that could all change by next year, Smith noted.

The Fab Lab recently ordered a 3-D powder printer that could potentially print high-quality orthotics and prosthetics with a material similar to sheetrock, Jasken said.

Century College has the only post-secondary orthotic and prosthetic program in the state with options ranging from a diploma to a master's degree.

The Fab Lab, which is open to all students, has received about $2 million in donations the last two years to increase its 3-D printing technologies.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its March 15 meeting: • Approved the consent agenda, which included several claims and bills, as well as fi nancial reports of cash balances.

• Fielded a presentation from the Lino Lakes YMCA. Originally planned for a February meeting, the presentation discussed the merits of the YMCA program and sought further participation from the City Council in its activities.

Executive Director Andrew Hoffman focused on the good the YMCA’s summer programs provide (in partnership with the Centennial School District) and what it has offered Lexington. “You have a lot of kids out there that don’t have access to [classes] and other things to do in the summertime… A lot of people hear about the achievement gap, but beyond achievement, I would say that there is an opportunity gap for a lot of these kids.”

Hoffman said although the YMCA is doing well, it seeks to build a stronger base in the Lexington area.

To that end, Mayor Mark Kurth offered to help Hoffman spread news of the summer programs. Kurth also invited the Lino Lakes YMCA to participate in the Lexington Fall Festival, though nothing was arranged at that time.

• Approved a resolution adopting the planned community development plan for the Lovell building site.

The City Council noted

that, though it was not included in any plans, they would also like the developer Dominium Acquisition to provide for the construction of a sidewalk across its property. Kurth said that was one of the council’s major concerns in considering the development early on and they still had some misgivings about this issue. The two Dominium representatives present agreed that a sidewalk would be a good idea.

• Approved a revised development agreement with 89 Lexington Lakes, LLC in regards to the Ephesians Apartment Complex. The agreement, which is nearly identical to the previously approved version in December, details the costs of improvements that will be kept in escrow with the city and allows the developer to continue construction.

In the meantime, special permission was granted by the City Council to allow the city administrator and the primary building official to draft a development agreement before official acceptance of plans. Though the council retains its authority in authorizing any agreement, this allows the developers to coordinate more easily.

City Administrator Bill Petracek said that there would be more news on the development at the next meeting.

It was announced as well that the Lexington Fire Department would be part of a controlled burn to take place early next month. An older building at the corner of Lovell Road and Syndicate Avenue will be burned both as part of a training exercise and in accordance with the lot’s current owners.

Regular safety procedures will be followed and no nearby buildings are said to be in danger. Citizens of Lexington are invited to watch.

DeVries requested that the City Council replace the POW flag at Memorial Park, which he noted was becoming torn-up. The council agreed to purchase a new one.

• Kurth discussed the issue of the threat made to Centennial High School (CHS) Tuesday, March 13.

Around 100 students at CHS held a walkout on National School Walkout Day in honor of the students and staff who lost thier lives at Marjory Stoneman Douglas High School in Parkland, Florida.

There was some fear for student/staff safety, but the walkout commenced as planned. There was an

increased police presence and no attack was carried out. Kurth said that the situation was “handled well” and he commended both the police and the Centennial School District.

• Petracek announced that the bin for the collection of used clothing behind City Hall donated over 9,000 pounds of clothing and shoes in 2017.

He noted that City Hall staff called the collection group “at least once per month” to empty the bin.

The next City Council meeting will be held at 7 p.m. on Thursday, April 1 at City Hall.

• Approved a temporary increase of hours for the public services office specialist from 24 hours per week to full time while a vacancy remains after Administrative Assistant Heather Robinson resigned on Feb. 20. The Public Services department is preparing for its busy season and staff is having a difficult time absorbing the workload of a full-time support staff member.

Increasing the office specialist’s hours will help alleviate some of the workload and will have no impact on the budget, as the city is not currently paying wages for the administrative assistant position.

• Approved the hiring of Police Officer Austin Riehm effective April 2. Since a resignation in November 2017 and another in March, the police division has been staffed at 25. The approved 2017 budget is for 27 positions; with the hire of Reihm, the department now has 26 sworn staff.

Councilman Rob Rafferty said, “Is it fair to inquire with all of this revolving door what might be causing it? Are there greener pastures? Is there any indication as far as positives or negatives out there?”

Director of Public Safety John Swenson explained one resignation was because an employee did not meet standards during the probationary period. The other employee, he said, left to take a position with the Roseville Police Department due to location, wages and the ability to have a more diverse experience.

Mayor Jeff Reinert said, “That will happen sometimes. Lino Lakes is low crime, and there are some officers that want to work in a force that has action. A lot of them will want to go to Minneapolis.”

• Approved a resolution ordering the project, approving the plans and specifications and authorizing an advertisement for bid for the 2018 mill and overlay project. The proposed project includes Ware Road (from Ash Street to Arrowhead Drive) and Brandywood

Construction is expected to begin in May with final completion in late August or early September. The budget for the project is $715,000, which includes construction, engineering and administrative costs. City Engineer Diane Hankee explained if the city receives favorable bids, the city might be able to add another segment of road to the project.

Councilman Dale Stoesz asked if the city would ever consider adding a project like this to another one in Anoka County to receive favorable bids. Hankee said although the city has done so in the past, it likely wouldn’t save the city any money and would likely add administrative costs. In addition, Hankee said the project was big enough to stand on its own and receive favorable bids.

• Approved a resolution objecting to amendments to the city’s water appropriations permit 1985-6168. The Ramsey County District Court entered a judgment on Aug. 30, 2017 regarding the groundwater management of White Bear Lake and the Prairie du Chien-Jordan aquifer.

The council authorized city staff to submit an appeal regarding permit items 1-3 (plan to convert to surface water, residential irrigation ban and per capita water use plan) to the Minnesota Department of Natural Resources by the March 31 deadline.

“I am going ahead with this because the initial information that we were given from the lawsuit was so general and vague it really didn’t bring anybody to the table to discuss how this should be done,” Councilman Michael Manthey said. “I think limitations were just put in place on communities without anybody’s input. I think if something this large is going to be put in place, everybody should have a place. That is why I am voting on this, so we do have a say.”

The next City Council meeting will be at 6:30 p.m. Monday, March 26, at City Hall.

There will also be a work session at 6 p.m. in the Community Room.

Wednesday, March 21, at City Hall. The filter will improve the water quality in Golden Lake in addition to the entire Chain of Lakes. Residents are invited to learn more about the project and bring up their questions and/ or concerns.

• Approved the plans and specifications and ordered the

advertisement for d i f bids bid for f the h 2018 partial i lreconstruction i street project. The proposed project includes: Little John Drive, Flowerfi eld Road, Forest Drive, Sherwood Court, Arthur Court and Nottingham Drive.

The project is estimated to cost around $677,000 and construction will start in June with completion in September.

Centennial grad’s passion for fashion comes to life on runway

LINO LAKES — Six hundred red ribbons and 2,000 safety pins caught the attention of “Project Runway” judges at the Boston Scientific Hearts for Fashion Show in February at the Mall of America.

The creation was a dress designed and made by Centennial 2014 grad Carly Troudt, now a grad and senior at the University of Wisconsin-Stout where she is studying apparel design and development.

“I wanted to do something totally different from what everyone else was doing. I started to explore a bunch of creative embellishments online and I came across something with a bunch of rivets and I got inspired to do something with safety pins,” she said. “The second I thought of safety pins, it all came together.”

Troudt, a resident of Lino Lakes, has known she wanted to go into apparel design since she was in third grade. Her mother, Peggy Troudt, was also an apparel SUBMITTED design major and is the director of product Ferrol Rome, a 2015 Centennial grad from design and development at Target.

Resident Jim Rabuse said his main concern is having a quality buffer. “That is the beauty of the neighborhood. I moved in 20 years ago and that was the lure to Lino Lakes, (as I was) coming from St. Paul,” he said.

He also shared his concern with the apartment building. “I don’t see that as a good location or blending into the community there whatsoever. I am okay with the cottage-style home or the low-key assisted living situation, but the apartments leave a lot to be determined in my mind as far as being the gateway to Lino Lakes,” he said. “I think it can be utilized better than apartments. We all know that apartments can be a little bit more noisy, more unsettled, and that is what kind of worries me.”

Residents Judy Eagan and Dan Kvinge also didn’t think the apartment was appropriate for the location. “I think the traffi c density already is just crazy. Trying to get onto Hodgson from our little development is already a major issue,” Eagan said. She also wanted to know how the traffic study results would be communicated with the residents.

Tralle thanked the residents for sharing their comments and noted that anytime there is a proposal for a new development, the No. 1 issue appears to be density.

“It is the biggest headache we have, but we are not going to run under the assumption that ‘I got mine, now we don’t want anybody else to move to Lino.’ We will be massaging everything; the traffic study, we will all work together and the neighborhood is a part of that,” he said.

“My preference would be to see more commercial along Hodgson. If we give on that, I think you better come to us with something that is architecturally dynamite, not what I am seeing here tonight,” he said. “What I see here tonight with the townhomes, they look like every other townhome in the city. This project was supposed to be a gateway to Lino Lakes, something that really stands out and is vibrant.”

Board Chair Paul Tralle said the entire project “needs beautification.”

Board Member Jeremy Stimpson echoed Laden’s comment on the need for commercial on the corner. “That is one of the busiest intersections we have, and it is underutilized right now,” he said.

Stimpson didn’t have an issue with the number of units in the apartment building; however, he didn’t like its location. “I don’t like is how it is orientated on the property.

It creates almost a barrier between that and the commercial area. To me, it is going to feel like a big wall if it is not approached carefully,” he explained.

All the board members agreed that pushing the apartment building and senior living facility slightly to the east would be a good idea to create more of a buffer between the residential and to “create an urban form.”

Tralle then opened up the fl oor for residents to speak. “This is not a public hearing,” he said, “but I am going to open up the floor for 10 minutes for the board and developer to hear comments.” He encouraged residents to meet up, share their concerns with one another and have one representative share those at a future meeting, noting the process had worked well when done that way in the past.

Resident Mike Witham said one of his concerns for any project that has ever been proposed for the area is density. “This is

The concept plan, which is only for the northwest corner of the mixed use zoning area, calls for 50 townhomes, 80 apartments and 32 senior care units for an average of 10 units per acre. Although commercial development is proposed for other areas of the property, it is not included in this concept plan.

Lindahl explained some of the key issues city staff wanted to discuss further, including trail connections, tree preservation/ buffers, stormwater ponds, moving buildings to the east of the property and a future transportation study.

In addition, she noted, a major concern is architecture. “We really want the buildings to have some higher quality design, meaning all four sides of the building have the same quality of not only materials, but

Board Vice Chair Michael Root expressed his concern with increased traffic at an already busy intersection. He said he would prefer to see a more “cottage-style” home (similar to the Century Farms development) rather than the proposed townhomes along the perimeter of the project with the other townhomes in the middle of the property.

He also expressed his concern with the apartment building. “That is one heck of a building, and it seems to me it is a bit out of character. It’s a very large building. Would it make sense to make it two stories or break it up into two buildings instead of one large block? This is an entrance point to the city

St. Patrick’s Catholic Church pictured here is the original building, built in 1862, which served its congregation for 114 years. A new building was completed in 1976. The church still exists today.

Extra patrol was requested. â&#x20AC;˘ OfďŹ cers responded to the 3800 block of Patriot Lane in Lexington March 10 regarding a person with a warrant. Superintendent Brian Dietz said the school district didn’t promote the event and left the decision to participate up to each student.

“Giving them the opportunity to have a voice is important. It also speaks to the caliber of students we have as well; they have a global understanding of the world and what is going on and wanted to take a moment out of their day to memorialize something that is extremely important,” Dietz said. “I appreciate the kids we have and how they wanted to recognize and support those students.”

The cause meant a lot to sophomore Natalie Hagstrom, who stepped up to organize the 17-minute walkout and read the names of each of the 17 victims and what they are remembered for. Alyssa Alhadeff, age 14, was a soccer player; Scott Beigel, age 35, a geography teacher; Cara Laighran, age 14 a dancer ...

“We wanted to give a voice to the people would can’t because it could have been any of us. It is not fair that people our age didn’t get the change to live out their lives the way that they planned,” Hagstrom said. “There is so much potential in everybody, and the fact that they will never get to live that out is so weird.”

Sophomore Nicolette Nawrocki explained that a group of students approached Principal Tom Breuning about the walkout. “It meant a lot to us. We went to the principal and pretty much demanded that we do this because it was important. The fact that people our age our dying is really sad,” she said.

Many students chose to participate, some chose not to and others didn’t attend school because they didn’t feel safe. “There (were) a lot of people who really struggled with this,” Nawrocki said.

The students kept politics out of the 17-minute event. “We used our voice in the most mature and apolitical way that we could. It’s not a Democratic or Republican issue, it’s not a political issue, it’s a human issue,” Hagstrom explained. “This was for our school, to be able to talk to everyone, get on the same page and get to know the victims who passed away,” Hagstrom explained.

Hagstrom and Nawrocki said they hope take their voices a bit further by gathering a group of students to travel to the Capitol in April to demand legislative changes.

On March 12, Centennial High School (CHS) and the Blaine Police Department (BPD) were made aware of a threat that had been made from one student to another over the weekend.

The next day the BPD wrote in a Facebook post the threat was investigated by a school offi cer and district staff and it was determined there was no danger to the school.

Later that day, police wrote a longer post after the department received many more inquiries.

“The initial threat has been investigated and deemed not credible,” it read. “We have had multiple new social media posts from the public that branched off the original post. We have spent considerable resources looking into the related potential threats that have come up. In addition, these are not believed to be credible. We take our children’s safety and these threats very seriously nonetheless.”

On March 12, the BPD shared its last update on the incident. The 477-word post explained the initial interaction was between two students on social media. The interaction implied violence “but was not direct in nature.” The post said numerous other posts had surfaced on social media centering around rumors and interpretations of the original post.

In conjunction with the district, BPD interviewed more than 40 students in addition to conducting home visits, welfare checks and meetings with students and parents.

The post wrapped up with, “There have been extensive copycat activities since the recent Florida tragedy. This has included bogus threats, recycling posts and people who believe it is funny to say things and later indicate they were kidding ... We take every potential threat seriously and follow up on them accordingly. We make arrests where the situation is warranted, and we have legal justification to do so.”

Families with students at the middle school and high school received an email on the matter from District Superintendent Brian Dietz, CHS Principal Tom Breuning and Centennial Middle School Principal Bob Stevens on Tuesday, March 13.

The email explained there was no credible threat and that there would be an increased police presence the next day due to the National School Walkout.

In part, the email read, “I want to reiterate there are no credible threats to the high school. We partner with law enforcement and follow up on any and all possible risks. If a credible threat occurs, we would follow our emergency procedures and all communication protocols. All Centennial students deserve a safe, respectful and supportive learning environment. If you or your student hear of or see any threat on social media, please report it to your student’s school principal immediately. We want to know that every safety precaution is being taken for our students.”

Any disciplinary action taken by the school district is not legally public information.
