LINO LAKES — Despite the snowstorm on Monday, Jan. 22, many residents trudged or drove through the drifts to share their opinions with the City Council about the proposed West Shadow Lake and LaMotte neighborhood municipal utility extension projects.

The council accepted the amended feasibility report (which included the scope of proposed improvements, an unit price cost estimate, a preliminary assessment roll and assessment analysis) at the Dec. 11 meeting, and scheduled the public hearing for both projects.

City Engineer Diane Hankee, of WSB & Associates, presented the West Shadow project to the audience and council fi rst. The proposed improvements include extending an 8-inch diameter water main along West Shadow Lake Drive from Birch Street north to Sandpiper Drive and along Shadow Court, and a sanitary sewer extension including a low-pressure forcemain system and a gravity sewer collection system.

The sanitary sewer improvements are estimated to cost $463,558 ($126,456 from the city trunk fund and $337,102 from assessments). The water main improvements SEE WEST SHADOW, PAGE 11

Centennial grad snags once-in-a-lifetime opportunity with the Post

CENTERVILLE — Sami West just returned home from a oncein-a-lifetime opportunity that every journalist dreams about.

West graduated from Centennial High School (CHS) in 2014 and is the daughter of Greg and Jodi West of Centerville. Now in her senior year of college at the University of Wisconsin-Eau

Claire (UWEC), West will soon graduate as a double major in journalism and English.

For three weeks in January, West interned at The Washington Post. It is all a part of the Ann Devroy Memorial Forum, a scholarship dedicated to Ann Devroy, who was a respected alumna of UWEC. Each year one journalism student is selected for a threeweek stint at the Post as well as a paid summer internship at a

Wisconsin daily newspaper.

“I am honored to be associated with her (Devroy) name at all.

I remember hearing about this my first year at Eau Claire. Her story really struck me,” West said. “I always thought about her. Whenever I was doing a story I was nervous about, I would think that Ann would do this and not even think twice about it; she would just pursue SEE THE POST, PAGE 9

District to offer residents a taste of community ed

Ever wanted to try out yoga, water aerobics, line dancing, ice fishing, or archery, but don't want to commit to a three-month course? Centennial Community Education (CCE) has come up with a solution.

For the first time, CCE will offer an event called, “Taste of Community Education,” on Saturday, Feb. 10.

“The idea is for folks to get a smaller glimpse, or taste, of what we would normally run in a longer series of classes or in a longer duration of time,”

explained Sharon Sculley, program coordinator. “We thought it would be fun to have a lot going on in one day, so people could use it as a way to get together with friends and family.”

Typically, community education programs will offer an open house event, but this will go a step beyond that by allowing participants to see what a fulllength class would actually entail.

At the event, which will run from 8:30 a.m. until 3:15 p.m., families can sign up for as many or few classes they wish to explore. Some of the classes offered will include: yoga, archery basics, water aerobics, beginning line dance,

metro ice fishing secrets, beginning cake decorating, wood lathe turning and pickleball.

“It is a way to offer people a glimpse of something or exposure to something they may not have tried before, that really gets at our purpose of community ed,” Sculley said.

Some deals will be available for people who sign up for multiple classes, and a $9 lunch option will be available from Nelson Cheese & Deli. During lunch, participants can enjoy a performance by district musicians.

Those who wish to try out some of CCE's offerings are urged to register for

the event as soon as possible. Sculley said one of the classes has already filled up, so they are trying to add another section.

What to expect with the Super Bowl With the Super Bowl happening this weekend, here are some things people should be mindful of: • More flight activity at the Minneapolis St. Paul Airport (MSP) is expected between Saturday, Jan. 27 and Tuesday, Feb. 6.

• During the eight days leading up to the game and two days after, more than 550 fights are expected to operate in and out of MSP. • The mix of airplanes will also be different than an average day; a larger number of corporate jets are expected.

• Charter flights will be popular and bring in an additional 30-40 flights during the 11-day period.

• Commercial airlines regularly serving MSP are expected to fly larger planes in order to move more people.

• Between 65,000 and 70,000 people are expected to fly out of MSP the Monday after the

game; that is roughly 20,000 more people than have flown out of MSP on a single day.

• Due to federal law, airplanes are able to land and takeoff from MSP (and other airports) any time of day or night.

An increase in departing flights, both after the game commences on Sunday night and early Monday morning, is expected.

• As usual, flights will use the runways that are best aligned into the wind for safety reasons and will utilize the same flight paths. The voluntary noise abatement procedures at MSP will be used to the greatest extent practical.

• The airport is expected to close one runway, the crosswind runway (officially named Runway 4-22) to have extra space for parking airplanes. This runway is rarely used. The other three runways will remain open

and operate as usual.

• Planes flying overhead and moving on the ground may be heard in surrounding neighborhoods.

• During the game, flights will be restricted (for security purposes) from operating in the area of U.S. Bank Stadium.

• The network of smaller airports around MSP will also see a lot of activity and this could also contribute to flight patterns that are not normally seen – even in the area of MSP. Visit macnoise.com for interactive flight tracking, filing a noise complaint or contacting airport representatives.

Super Memories

I

t is pretty cool that the Super Bowl is here in the Twin Cities. As a community, we can experience the sights and sounds of an event that will be televised worldwide. With over a million people expected to visit the Twin Cities for the game, we need to give every visitor that “Minnesota nice” welcome that we are known for — on the roads, at the mall, at restaurants. Remember to be accommodating as you merge on the highways or help those in need of directions even if they are wearing an Eagles jersey.

Fun events going on include activities at Nicollet Mall, a zipline across the Mississippi, snowmobile stunts, sleigh rides, Winter Carnival Ice Castle, Publisher’s the ice shanties, ice fishing, and live music events. The Twin Cities has View countless things to offer; from Carter Johnson the Mall of America, numerous micro breweries, theaters, music clubs and museums. A few big name concerts include Imagine Dragons and Dave Matthews Band.

A fi rst-ever event at Bethel University is the “Super Bowl Gospel Celebration” concert on Feb. 1, featuring artists like Snoop Dogg, Sheila E. and Sound of Blackness, along with NFL players. The White Bear Lake drumline will perform twice leading up to the big event.

This is a once — or maybe twice — in a lifetime event for many of us. A limited number of cities ever get to experience this kind of event. The world will see coverage of events from our area, so let’s hope they capture the essence that attracts people here. Let’s make sure Minnesota stays on the map as a great place to live, work and raise a family. Absorb as much as you can these next few days. Take your family into Minneapolis to see the massive effort, or go to an NFL-sponsored event. And don’t forget to get celebratory at the local events that are happening this weekend. The Bear’ly Open golf on ice event to raise money for the food shelf is Saturday, and the Lions Club and VFW are hosting the “Holes for Heroes” ice fishing event that includes ice fishing, an opportunity to kick a ball through a goalpost, and a fish fry at the White Bear Lake VFW. Watch the game at a local establishment.

Build a few memories around this huge undertaking. This is an investment in the Twin Cities and our great state and we should all share something about our heritage and the great culture here so that others will also want to invest. Get out, help out and be friendly to the Eagles fans you encounter.

Snowshoeing at night Last Friday night my wife was invited for a snowshoe trek on the lake with three friends. The hike sounded fun, especially with the destination being a local watering hole. I was a little fearful knowing they would be walking in the dark on an active lake and warned her about cars, trucks, ATVs and snowmobiles. She felt I was being overly cautious.

Our son loaned her two sets of head lamps, and off they went, successfully hiking the two miles in just under an hour. She said the snowshoes were a must with the snow depth and ski poles were helpful for balance. As you set out hiking in our parks, trails or on the lake, be sure to wear bright colors, use lights for safety, and always let a friend or family member know where you are going. In every situation, be aware of your surroundings.

The following day we heard about the tragic accident on Chisago Lake where a snowmobiler ran into a father and son setting up an ice fishing house. It’s a good reminder that snowmobilers should take safety refresher courses and understand that the rules that apply to them. We have a lot of rules but little incentive to continue to get training about them. Your life can change forever with a bad decision or dumb mistake. Be aware, stay informed and get out and enjoy this great state we call home.

Saving taxpayers money a priority in 2018

W

ith less than a month from the start of the 2018 legislative session, my husband and I are currently driving down Arizona State Highway 79 under a blazing Arizona sun. Getting out of the snow and cold, even for a few days, is the plan, and little did we know that the rest of the nation (except for Arizona) would be an icebox.

Legislator Starting a new year is invigoratLingo ing – new diets, Linda Runbeck new goals and new plans. Now, new legislative challenges loom as legislators consider the historic federal Tax Cuts and Jobs Act and its impact on Minnesota taxpayers and tax collections.

This is what we know—passage of the federal tax reform bill in December means Minnesota tax fi lers will keep more of their hard-earned money.

The fly in the ointment is that Governor Dayton and other legislators could push to enact tax changes that negate the benefits for some fi lers or improve the benefits for other fi lers. How can this be, you say?

As one of a handful of high-tax states, Minnesota’s taxpayers along with those from New York,

Connecticut and others received a benefit under the old tax code that reduced our high state taxes through a federal deduction.

In other words, many Minnesotans got a tax benefit subsidized by taxpayers across the country.

“No fair” said the President and the U.S. Congress, and they repealed that special deduction.

This sets us up for another high-stakes legislative session with all eyes on the 2018 Tax Bill. Some legislators may seek to create more “equity” and redistribution in the tax code as we’ve seen in recent years. Others, myself included, will seek to conform to the federal changes and propose reductions in state spending.

It’s clear that the federal tax reformers want to see high tax states reduce their spending as the practical way to reduce state taxes. Lower spending or higher taxes? Stay tuned.

Other issues I’m planning to work on this year include improved safety on Minnesota roads. As chair of the Transportation Policy Committee, I have worked over the past year to champion policies that would help reduce traffic-related fatalities. Our efforts are proving to be successful.

A recently released report from MnDOT revealed that Minnesota, in 2017, had the fewest traffic deaths since 1943.

reflects that Minnesotans are learning safe driving techniques. This report may impact how or if new restrictions on hand-held devices are implemented.

I am also looking forward to working on additional reforms to the Metropolitan Council to save taxpayer money and to improve transparency. It’s time for the governor-appointed unelected bureaucrats at the Met Council to be transparent and honest with the people of Minnesota. The organization is long overdue for serious reforms in the way they do business, and I am excited about the possibility of leading this charge.

In addition to this, I am looking forward to building on our successes from last session by continuing to lower costs and increase choice in health insurance options, prioritize middle class tax relief, fi x our road, bridge and water infrastructure, improve our schools, and make Minnesota a more business-friendly state.

Top Scams of 2017

B

ased on information compiled from Minnesota and North Dakota consumers and business owners, Better Business BureauÂŽ of Minnesota and North Dakota (BBB) is releasing its list of Top Ten scams of 2017. The list is based on local reports to BBB Scam Tracker during the calendar year. Locally, BBB received nearly 1,200 reports through Scam Tracker last year.

The top-reported scam of the year was the “Can You Hear Me� calls which made the rounds in early 2017. Though the end goal of this shady phone call was never entirely clear, the process went like this: people would receive phone calls and an automated voice would say, “Can you hear me?� It is believed the goal was to get people to say yes, possibly to serve as ‘proof’ they had authorized a charge

or agreed to some kind of offer. These calls ďŹ ltered out as the year progressed, but should they are up again – as scams so often do – BBB advises people to simply hang up the phone.

Online purchases Movers and were the second mostreported scam of the Shakers year, with many of these Better Business reports having to do with purchases made on lessBureau than- reputable websites or products received being different from what was advertised.

Such reports also encompass situations where people signed up for trial offers and were then charged on an ongoing basis, despite attempts to cancel or not

authorizing these charges.

Based on local reports to BBB Scam Tracker, the Top Ten Scams of 2017 in our area were: 1. Phishing (Can you hear me?)

2. Online Purchases 3. Travel/Vacation offers 4. Tech support scams 5. Sweepstakes/Lottery/Prize offers 6. Employment schemes 7. Suspect debt collection calls 8. Unwanted credit card offers 9. Tax/IRS collection schemes 10. Counterfeit Products BBB Scam Tracker was launched in North America in 2015. Since that time, it has received more than 93,000 reports of suspect offers, fraud or attempted fraud.

Better Business Bureau staffers review all submissions to the site in order to watch for patterns of a problem and ensure the submissions are authentic. Reports

that involve legitimate businesses are converted to complaints. Scam Tracker also gives people the ability to see where scams are occurring locally and nationally, and allows them to search for fraudulent activity by keyword or within geographic regions.

Even if consumers or business owners don’t fall victim to schemes they’re confronted with, they’re encouraged to ďŹ le a report through BBB Scam Tracker. Data collected through these reports is compiled and shared with law enforcement who, with enough information, may be able to take steps to shut down fraudulent websites and illicit operations.

LETTERS TO EDITOR Setting the record straight A few weeks ago, the Lino Lakes City Council approved city staff’s recommendation to eliminate a recreation supervisor position and several recreation programs. Questions have been raised as to why the city took this drastic action.

This was not a matter of elected officials not being able to get along. As Mayor Jeff Reinert pointed out in the Jan. 9 Quad Community Press article, “It’s an unfortunate situation that has been playing out for a number of years.�

Lino Lakes’ recreation department is dependent on using Centennial School District (CSD) facilities for many of its programs. Beginning with the 2016-17 school year, CSD began charging facility rental fees

of replicating the city’s recreation programs, but this time it prompted city staff to re-evaluate all of the city’s program offerings, since it was unreasonable for the city of Lino Lakes, with its limited facilities, to continue offering the same programs as CSD. Mayor Reinert and city staff met several times with Centennial school officials in hopes of reaching a solution that worked for both sides. However, it became clear the city would have to absorb significant costs if it were to continue offering the same number of recreation programs. After weighing all the options, it was city staff who recommended the reduction of one recreation supervisor.

for all of the city’s indoor and outdoor programs. In many cases, the rental charges were substantial and could no longer be sustained.

The school district has expanded its program offerings in recent years and could not guarantee the city use of its facilities. CSD also has duplicated many of the same programs that Lino Lakes originally provided.

One recent example is the fall soccer program, which Lino Lakes had offered for 25 years.

This past summer, CSD revoked the city’s use of the soccer fields at Rice Lake Elementary (RLE) and offered the exact soccer program with the same dates and fees at RLE. To understand the effect of this, Lino Lakes had 325 participants in its 2016 soccer program.

Community children are ‘our’ children In reply to the letter to the editor, “Council looking out for taxpayers� (Jan. 16), I’d like to say that my “Grow up� letter was not related to a search for activities for my own children.

My children are grown up, so I am not looking for activities for them.

The point of my article was to say that the mayor and City Council were eliminating educational/recreational programs for our children in the community — not because they weren’t well attended, but because the mayor and council couldn’t come to an agreement with the Centennial School District.

It is a fact that the mayor and a City Council member had a public falling out, with each accusing the other of some nasty things. It is a fact that Lino Lakes left the Centennial Fire Department because the mayor and City Council refused to negotiate or back down on their demands; the mayor and council were not looking out for taxpayers when they built a showplace of a fire station worth over $1 million, either.

The mayor and City Council bypassed the city charter and passed their own version of a road maintenance plan because they couldn’t work with the Charter Commission. The mayor spent city money publishing his own opinion and agenda in the city newsletter — again, not looking out for taxpayers and public opinion, but pushing his own opinion on us.

I’d also like to mention that being resourceful in this new time we are living in is not like it was in the old days. Kids can’t just take off on their own and be gone all day because there are too many wackos in the world who would harm our children.

Children need organized events and things to keep them busy.

I believe the children in the community are “our children� and “our responsibility� to keep safe and healthy in any way that we can possibly help. I was not thinking of the dollar or two I would save by eliminating a job ... one that might very well have been needed.

Youngest in Cougar wrestling family savors 100th victory

John Noll grew up in a family of wrestlers.

Three older brothers preceded him in the Centennial lineup. Five uncles were wrestlers in North Dakota.

So it was an especially big deal when John, the youngest, became the first Noll brother to notch his 100th high school win recently. Two of his brothers came close.

“John was excited to get his 100th win,” said his mom, Valerie.

“And as there is always a slight competitive spirit between brothers — surpassing their records were also memorable moments.”

Noll, still just a junior and already a three-time state qualifier, got his 100th while capturing the 170-pound title at an Eastview tournament on Jan. 20. He notched three pins there, including one against Sauk Rapids-Rice High School’s Marcus

Santillana at 1:40 in the semifinals for the milestone.

“I got him with a Saturday Night Ride,” Noll said, meaning a hold using both legs to clasp the opponent.

Will Noll had 97 wins for Centennial and qualified for state three times. Jake Noll had 92 wins. Pete Noll had 65. So that’s 365 Cougar wins and counting from the Noll clan. Another brother, Joe, didn’t wrestle; he was more into “hunting and working on cars,” John said.

Their dad, Eugene, was not a wrestler, but Valerie has five brothers who wrestled, including Chuck Friederichs, a two-time North Dakota state champion at Fargo Stanley.

The Noll family also has three girls who have all served as wrestling team managers, Esther and Cecilia previously, and currently Piper.

Noll, currently ranked No. 7 at 182 pounds in

Class 3A, has a 102-42 career record.

“John is very good on top. He is always looking to score when he is riding,” assessed Tim Matheson, Centennial coach and former state champion for the Cougars. “He stays in good position on his feet so he is hard to take down.”

Noll was a .500 wrestler as an eighth grade varsity rookie. “But I peaked at the right time,” he said about slipping into state as a section runner-up at 160 pounds.

He’s won most of the time since then, returning to state as a section runnerup at 160 as a sophomore, then making his third state trip last season, capturing his first Section 4AAA title at 170 pounds. He also picked up his first state wins last year, winning two of four bouts.

Noll’s takedown skills are evident in football also. As defensive tackle, he made 47 tackles,

including eight for losses, on the Cougars 8-2 team last fall.

Noll has a 26-4 record this season including tournament titles at Eastview and KenyonWanamingo. Even more impressive was a thirdplace finish at the annual Rumble on the Red in Fargo, an extravaganza of 85 schools from multiple states.

At Fargo, he enjoyed having his nephew, Breckenridge junior Mathew Noll, wrestle in the same tournament.

“As you can tell, this is a family thing,” Valerie said.

One hundred wins is a lofty win total for a big guy, especially in Class 3A, and especially getting there as a junior.

Many wrestlers with triple-digit totals get to compete against kids close to their own age when they break into the lineup in junior high and can start racking up 20- to 25-win seasons right away. Noll was

The five seniors honored were Josh Head, Jake Head, Eric Hotakainen, Cody Peterson, and Dave Dolney. Before the varsity meet started, the Cougars also recognized attending alumni and youth wrestlers.

The Champlin Park team presented a plaque to the Centennial team in memory of Steve Peterson, known as “Coach Petey,” who died Nov. 10, 2017, a few weeks before the wrestling season started. He had been a Centennial wrestling coach since 2006 and had served as head coach the last two seasons.

the truth and harass people until she got what she needed.”

When West first entered college, she was pursuing a different path. She was a double major in elementary and special education. “I had always loved kids and wanted to be a teacher,” she said. “I love writing, journalism, newspapers, magazines, I am a huge reader ... but for some reason I always thought I wasn't good enough to be a professional writer.”

During the second semester of her freshman year, she started writing for UWEC's newspaper, The Spectator, and became a section editor. That summer she worked at a day care center and couldn't stop thinking about how she loved the newspaper so much more than what she was doing.

“I took the leap eventually. To some degree, journalism is teaching the public about what they need to know.

I don't feel like I abandoned what I wanted to do; I think I am just doing it in a different way,” she explained.

West has since been the editor-inchief of The Spectator and has written for the Leader Telegram, a paper in Eau Claire, since her sophomore year.

During her three-week internship with the Post, West worked at the style desk as a member of the pop culture team, a dream of hers, as she has always been interested in arts and entertainment. Some may recall West played “Annie” in the CHS production of the musical.

“I left theater behind after I graduated, but I love writing about it because I am still passionate about it,” she said. “I'd always wondered if I could do it on a national level and I figured I wouldn't get that opportunity elsewhere, so I decided to go with it and I pitched the idea.”

She spent her first day of the internship immersing herself in the life of Mary J. Blige. One of her favorite stories she wrote while on the job was about the resurgence of vinyl records, for which she interviewed various Washington, D.C., record store owners and researched top album data.

During the internship she also attended a press briefing at the White House and was at the nation's Capitol a few days before the government shutdown.

“It was such a learning experience living away for Midwest for three weeks … Everyone is nice and the

journalists were all doing their thing.

It was just like any other newsroom I had been in; we were all trying to make our deadlines, drinking a lot of coffee, typing away … ” West said.

“It was an incredible experience. I learned so much about journalism, myself and what I want in the future.

Nothing could've prepared me more to graduate.”

The experience still feels like a fairy tale to West. She had heard about the Post for many years, and even enjoyed reading it, but never thought she would have the opportunity to see her byline in it. “I am so lucky. It didn't feel real at all, it still doesn't feel real,” she said.

After graduating, West will intern at a paper in Wisconsin this summer.

Her hope is to eventually land a job at a newspaper somewhere in the Midwest.

“I think at some point every journalist pictures themselves at The Washington Post or The New York Times, but I've realized it's not about that ... as long as I get to do good work and tell cool stories, that's all that matters to me,” she said.

WEST SHADOW: Neither snow nor gloom of night kept residents away from utility project hearing FROM PAGE 1

are estimated to cost $1,113,710 ($406,418 from the city's trunk fund and $706,292 from assessments.)

Seventy-three units each would be assessed $4,618 for sanitary sewer and $9,675 for water main. There are also connection fees for both sanitary sewer and water.

Resident Greg Olson explained that he and his wife have lived on West Shadow Lake drive for 36 years, where they have owned two homes.

He spoke in support of both the road and the utility projects.

“The road is a disaster. It has been a disaster since we moved there. It needs to be fi xed, it needs to be taken care of,” he said. “I understand why you don't want to do the road without doing sewer and water. You might as well do everything at once. I don't like the numbers either, the numbers are scary. It's a lot of money, but it's something that is necessary.”

Olson added, “It is something we really have to have on that road because we are just waiting for a disaster. I think the fi rst six years we lived there, there were four floods.

One year they had a school bus that hauled us back and forth over the channel … The road needs to be raised, it needs to be taken care of.

I want to thank all of you guys (City Council) for bringing this up again, and I hope it passes.”

Resident Lynn Francis asked about the additional cost to bring the services to the home. Hankee said there will be different costs based on the situation, but said the cost would probably range between $5,000 and $10,000.

“These numbers do get large, but I have been watching this for 36 years. One thing I do see is every single time this is discussed there is a sticker shock, but then six to eight

years later, people look back at those numbers and commonly say, 'I wish we would've done it then,' because it continually gets more and more expensive,” Mayor Jeff Reinert said.

Councilman Rob Rafferty asked if the projects were done, if the homes' market values would increase.

Reinert, Hankee and Councilman Michael Manthey all said yes.

Reinert said, “A lot of people over the years who have been trying to sell their home have told me they can't sell it because of it not being hooked up to sewer and water.”

Manthey noted, “For anyone coming in that doesn't have experience with wells or septic, that's a big turn-off, so it certainly adds value to your home.”

Resident Mike Trehus asked the council to use its best judgment on ordering the sewer project, but asked, “Please don't order water for the neighborhood.” He also shared some of his research on sewer and water upgrade costs, which he said would be even more expensive than the figures the city was estimating.

Resident John Bergeson, former Lino Lakes mayor, spoke in support of extending both sewer and water.

“I want to speak in support of extending sewer and water. You've already fi gured out a way to fi x the road, which is excellent. It makes no sense to put the road in without the sewer and water,” he said.

“I think one point that is kind of missed here is that if you have a functioning well and septic tank, you don't have to do anything ...

If they aren't functioning, you should've fi xed them by now. I think it's probably against the law to not have those working correctly. It is a maintenance issue for a homeowner.”

Bergeson thanked the council and city staff for all of their work on the projects and said some of the

residents on West Shadow Lake Drive have been waiting for more than 30 years for the improvements.

Charles Puskas said, “I am very much in support of the direction it is going. This is going to be a process where we just need to be patient and understanding. I really urge the City Council to move forward with this. It has been 36 long years … It's great to see that our voice will be heard.”

Resident Donnell Hansen said her septic system is fairly new. She asked council whether she would be able to make a future repair to the system if needed, or whether the city would require them to hook up to their system. Hankee explained as long as the system remains compliant, the city wouldn't require them to hook up.

Resident Pete Anderson moved to the West Shadow neighborhood in May and said he wouldn't necessarily be in favor of both projects, but understood why others on the street were. He urged the City Council to consider how their decision will impact families.

“For me, cost is a significant issue.

As a young family with a lot of kids, there are a lot of extra costs, so to pay for something that isn't necessary is somewhat of a concern for me and my family,” he said. “I hope that you all thoroughly consider the effect something like this might have on a family like mine when you make this decision.” Anderson also wanted to know how the project would affect his property taxes.

Hankee then shared the background on the LaMotte project, which would include extending an 8-inch water main along LaMotte Drive and LaMotte Circle and a water main loop at the north end of LaMotte Drive to an existing water main in Centerville. The (water main) project is estimated to cost

$486,691 ($358,816 in assessments and $127,875 in city trunk funds).

For the project there are 38 assessable units at $9,443 per unit.

There will also be additional trunk utility connection fees.

Resident Joe Cameron said he and the other residents in the area really didn't want to hook up to city water, as they already had great water for free.

Resident Bernard Ward also spoke against the water extension. “I am vehemently opposed to the water line extension. I understand that you think it is a good time (to do this), but we have other issues there that are going to be addressed (with this project), which is good. I do have to say (that) to put water down where people don't want it, and I know the majority don't want it, is foolish.”

He added, “I understand you are a council, you have your priorities, your requirements ... but I drove from Elko New Market in 12.5 inches of snow for three hours to tell you I don't want it.”

Other than holding the public hearing for the projects, no action was taken. The projects will now enter a 60-day petition period, where the council cannot take any action on the projects. If a petition is not received, an assessment hearing is scheduled for May (LaMotte project) and June (West Shadow project).

West Shadow project construction is scheduled to begin in fall 2018 and be completed in fall of 2019; the LaMotte project would begin in summer 2018 with substantial completion in fall 2018.

Conutry’s Veterans Preservation Project gets general’s attention instructing students in welding and machining.

Now he spends his days volunteering in the same department of the St. Francis High School, where his son teaches. In the summers, he drives a dump truck for A+ Outdoor Services.

The Anoka County Historical Society maintains a dedicated space in the exhibit hall to share the stories and experiences of resident veterans. Since its inception, ACHS has worked to interpret Anoka County's involvement in major conflicts, conducting oral histories and collecting photographs and memorabilia to enhance the spoken word.

The brunch event took place, at the Federal Cartridge Clubhouse in Anoka. It kicked off a three-year project to preserve the legacy of the country's most recent veterans, those who have served over the last 30 years through the first Gulf War and Desert Storm, Desert Shield and Bosnia, as well as Kosovo, Iraq and Afghanistan. These men and women, who live and work in Anoka County with their families, are often unidentified and unnoticed once they return from a deployment. It's time to ask what happened overseas and to their families at home, and give them space in ACHS' military gallery.

Major General Jon Trost (Ret.) spoke at a brunch Jan. 27 in Anoka organized by the Anoka County Historical Society (ACHS) to raise funds and awareness of the latest preservation initiative focusing on the country's most recent veterans.

Trost shared details of his 41-year career with the Army National Guard as well as the importance of recognizing the stories of those who have served in our most recent conflicts.

"I came back from a basketball game during the lottery for the draft [in 1970] about a quarter of six and saw my name on the fridge," said Trost. "I was number 21.

I got a beverage out of the fridge and called my dad. He said to go to the National Guard Armory in the morning and get on the waiting list. From there, whichever door opened was where I was going."

Gen. Trost received a promotion to captain within 10 years and became commander of the 1st Battalion, 151st Field Artillery unit in Duluth in September 1990. After two years, he moved to command the 1st Battalion, 125th Field Artillery unit in New Ulm, followed by an appointment as G-3 of the 34th Infantry Division in St. Paul.

He continued to move through leadership positions, earning a long list of medals along the way.

"The Army is about soldiers and family," said Trost. "When you boil it down, that's what's really important."

Quarterly public safety update: Part II (less serious) offenses up Lino Lakes Public Safety Director John Swenson shared the following highlights from the fourth quarter (from Oct. 1 to Dec. 17, 2017) with the City Council at its Jan. 22 work session: • There were a total of 4,444 case numbers generated for a total of 18,199 in 2017, compared to 16,321 in 2016. Swenson clarified the number of case numbers generated includes anything at the misdemeanor level and above, or service calls.

• There were 205 medical calls for service for a total of 803 for 2017 compared to 620 in 2016. One of the main reasons for the increase, Swenson noted, is an abundance of calls from the two local assisted living facilities in town.

• The average emergency response time for medical calls was 4:27; the average non-emergency response time was 6:09.

• The Lino Lakes Public Safety Department provided mutual aid twice in the fourth quarter; in all, the city provided 17 mutual aid responses in 2017. Lino Lakes received mutual aid from other communities four times in the fourth quarter,

and 15 times in all of 2017.

• There were 50 Part I offenses (regarded as the most serious such as murder, rape, robbery, burglary and theft, per the Federal Bureau of Investigation's uniform crime reports classifications) for a total of 176 in 2017, down from 224 in 2016.

Swenson reminded the council these numbers can change after investigations are completed.

• There were six burglaries, one aggravated assault, 40 larcenies and three auto thefts.

• Swenson pointed out that in the fourth quarter alone, there were three incidents of a suspected opioid overdose in which three individuals passed away.

He said the department is waiting for the toxicology reports, but if the department's suspicion is true, three separate homicide investigations will be launched by the department in coordination with the Anoka County Sheriff's Office.

• There were 187 Part II offenses (less serious crimes such as forgery, fraud,

vandalism and DUI) for a total of 808 in 2017, which is up from 583 in 2016. Swenson said the main increase was from an increase in misdemeanor assaults (mainly domestic) and narcotics incidents.

• There were 16 “other” assaults, seven forgery/counterfeiting, 19 frauds, one stolen property, 12 vandalism, one weapons violation, 44 narcotic drug laws, one family/children, 44 DWI, five liquor laws, 15 disorderly conduct and 22 “other.”

• Swenson said the department is currently looking into ways to partner with other organizations to bring down both the number of domestic assaults and DWIS. • There were 21 total Part I arrests for a total of 97 in 2017; there were 161 Part II arrests for a total of 709 arrests in 2017.

• There were 20 felony case file submissions to the Anoka County Attorney's Office for a total of 99 in 2017, compared to 78 in 2016.

• In 2018, Swenson said the department plans to focus on: continuing to offer fire

prevention programs, implementing body-worn cameras, continuing to train all police staff on crisis intervention/ de-escalation techniques, researching medical calls for service response and developing assault strategies to reduce community impacts.

• Swenson noted the department is holding preliminary discussions with assisted living facilities within the city because they are major generators of medical calls. “We are in the process of seeing if there are some things we can meet with them about, to strategize and see if we can curb some of the call load while not impairing the level or effectiveness of the service we are providing,” he said.

• The department also is having conversations with Alexandra House to develop domestic assault strategies to reduce community impacts.

POLICE REPORTS The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to a property damage crash in the area of North Road and Park Drive East in Circle Pines Jan. 18. There were no injuries, no citations were issued and the cars sustained minor damage.

• Officers stopped a vehicle for

a moving violation in the area of Restwood Road and South Service Drive in Lexington Jan. 19. The officers found the driver to be under the influence of alcohol. The driver was arrested and transported to jail.

• A resident on Edge Drive in Circle Pines reported a bank of mailboxes destroyed by a vehicle Jan. 19. The suspect

Assistant County Surveyor Responsible for technical work involving the supervision of field survey and drafting personnel. Assists the county surveyor in the planning, coordination and administration of land survey projects. Plans and assigns the work of drafting and field survey staff and reviews their work for accuracy and compliance. Interprets legal descriptions, surveys, and boundary disputes.
