Circle Pines takes action to remedy Down Under

CICLE PINES — The Down Under was supposed to be demolished by the end of December. Now, a month later, it is still standing.

The City Council adopted a resolution at its Jan. 22 meeting ordering the repair, removal or razing of the structure, deemed “hazardous property,” located at

10100 Lake Drive. The resolution states, “The city of Circle Pines has the authority under Minnesota Statute 463.17 to order the owner of any hazardous building or property within the city to correct or remove the hazardous condition of the building or property or to raze or remove the building.”

“We have been after this for a while; the first inspection was on June 25 and now we are close to Jan. 25. It takes a long

time. We have given them every opportunity to correct the problem and they have failed at doing that.

Now it is upon the city to take some corrective action, and this is the first step,” City Administrator Patrick Antonen explained.

The property, which has sat vacant for around eight years, is owned by brothers Timothy Pawlik and Thomas Pawlik. The SEE DOWN UNDER, PAGE 9

Commissioner proposes 3-year plan for golf course

LINO LAKES — There may be some hope for golfers who love Chomonix Golf Course.

At the Anoka County Board meeting Jan. 22, Commissioner Rhonda Sivarajah said she was going to make a proposal for the fate of the golf course at the next Anoka County Parks Committee meeting Feb. 5.

At the Jan. 15 Anoka County Parks Committee meeting, a recommendation was discussed to turn Chomonix Golf Course into a multiuse outdoor recreation area within the Rice Creek Chain of Lakes Park Reserve. Lino Lakes Mayor Jeff Reinert, City Administrator Jeff Karson and Councilman Rob Rafferty attended the meeting to see if there was anything the city could do to try to save the course. The city was given the deadline of Feb. 1 to come back to the county with proposed ideas.

The topic has recently gained a lot of attention, especially online and on social media. In addition to the creation of a Facebook page titled, "Stop Chomonix Golf Course Closing” run by Ron Sauvageau, TwinCitiesGolf.com also started a petition to save the course.

Job well done means wet face or wagging tail

CIRCLE PINES — Deb Molin, owner of Personal Touch Pet Grooming, believes every dog should be given the attention and time it deserves.

“Sometimes my reward for a job well done is a wet face or wagging tail,” she said. “Sometimes it is the happy look on the owner's face when they see what a pretty dog they have.”

This February will mark Molin's 30-year anniversary of opening the business in her Circle Pines home.

“I had always wanted to work with animals in some way,” Molin explained. While she was working at St. Paul Companies Inc. in the personal lines division, Twin Cities School of Pet Grooming opened up in Blaine. That's when she had what she calls her “aha moment.” Although the job paid well and had good benefits, she did not like sitting at her desk all day doing the same thing.

She graduated from grooming school in 1987, founded her business in 1989 and became a certified master groomer in 1991. She knew she wanted to start her own business and somewhere at work she came across the line, “We have the personal touch.”

“I liked that,” she explained, “since I planned to conduct my business with a personal, one-on-one with the dogs and owners.”

Molin generally only grooms dogs, as she doesn't have a separate space.

She said that cats often require two people. She enjoys the variety the job brings.

“Every day is different. I love the variety of dogs and people,” she said.

the world ... My job is to make sure that when that dog walks out my door, he or she is, indeed, the most beautiful dog.”

After 30 years in the business, Molin said she has seen vast improvements in the tools, equipment and products that make groomers' work safer and more efficient. One example is the use of topical flea treatments, which have cut down the need for flea bathing.

“Owners in general are more aware of what their dogs require in the way of grooming and how that contributes

to the dog's health and general wellbeing,” Molin said.

Molin prides herself on keeping that small-business feel.

“I am a very small, one-groomer shop and I do it all myself,” she said.

“The shop is quieter and calmer, and there is no quota I have to meet or time limit per dog.”

Puppies, senior dogs and dogs with disabilities: Molin enjoys working with them all. She also welcomes working with dogs' veterinarians to help keep them as happy and healthy as possible.

One thing people should know about Molin is she is deaf. Molin has a condition that, over time, destroyed the nerves in her ears.

She is exceptionally good at reading lips, but if customers call her on the phone to set up an appointment, they need to call her TTY number. TTY stands for Text Telephone (sometimes called a TDD, or Telecommunication Device for the Deaf.) Here is how it works: callers must dial 711 for Relay Assistance, which will bring you to an operator that is connected to both the TDD and voice phone. You will speak to the operator, which will then type what you say to the other party.

That party will then type a message back, which will be turned into a voice message. Customers can also leave a message using Relay Assistance on the TDD answering machine.

Centennial junior fundraising for Student of the Year

Since Samantha Kraby was 3 years old, she has always been up for a challenge, especially when that challenge benefits others.

Kraby, a junior at Centennial High School, organized a team called “Me and My Gang” to help raise money for the Leukemia & Lymphoma Society (LLS) as part of the Students of the Year program. Her team of seven includes her eighth-grade sister Emily Kraby and juniors Tatiana Avila, Erin Hawley, Kathleen Deloye, Olivia Blossom and Alieana Lee. Since Kraby was 3, she has participated in the Susan G. Komen Twin Cities Race for the Cure.

It was through her involvement with Relay for Life where she learned about the opportunity to raise money for LLS while competing to be “Student of the Year.”

“I love helping people.

It is a passion of mine.

This is my way of making a difference,” she said.

The Student of the Year program, which runs for seven weeks (Jan. 7 – Feb. 26), is an initiative in which select high school students from around the country participate in a fundraising competition to benefit LLS’ mission to cure blood cancers. This year 14 teams are participating.

Tina Kraby, Samantha's mother, said, “For Relay for Life events, we had eight or 10 teams, and at the height of our heyday we were doing $140,000 over the course of a year.

She is doing a year's worth of fundraising by 10 teams by herself.”

She added, “We are so proud of Samantha for participating in this campaign. We have known since she was very young that she has a huge heart and has a gift for helping people. She dedicates herself completely to anything she does, and this wonderful cause is no exception. She is our hero.”

Ole Kraby, Samantha's father, added, “Watching not only our group of kids, but all of the students involved in this program, is amazing.

The passion each of them has for this cause is incredible, and it gives us great hope for the next generation.”

The big fi nale fundraiser will be A Concert for a Cause at 6 p.m. Saturday, Feb. 23, at Hanifl Performing Arts Center, located at 4941 Long Avenue, White Bear Lake. The concert will feature four artists including Java Soul, JTD Acoustics, Upper Mississippi Rock Formation and Syrenaeum. Various vendors and guest speakers will be in attendance, and a silent auction is planned. Concert tickets cost $15, or $19 for VIP seats. Tickets can be purchased at the door or online at lakeshoreplayers.org.

Kraby explained her team is still searching for vendors, silent auction items and program ads for the concert. Her team could also use silent auction donations for the Final Gala Feb. 26 at the Minneapolis Event Center.

A new year

ANUARY 2019 IS almost over and the federal government politicians are still acting childish.

They have lost their way in negotiations and have forgotten about the citizens they represent.

The president has shut down portions of the government and workers’ paychecks are delayed. This is tough going as few people have financial reserves.

Maybe there is a lesson to consider here.

Volunteers are helping with food for various government workers such as TSA and the U.S. Coast Guard.

Immigration and the process need attention. Stop the delays and partisan politics and do your job.

Town Government in the U.S. has spent Gene Johnson billions on highway sound walls (barriers) to protect homes from highway sound. Why can’t we build border walls to protect our citizens?

I’M DELIGHTED WITH all the women elected to Congress. Maybe they will stand up to the “good old boys” and bring meaningful results to much of the gridlock.

MINNESOTA HAS A new governor who should help fill the void of leadership in our state. Confusing tax reporting forms and delays in getting vehicle licensing are totally unnecessary. Even salary limits for government heads were violated.

Our new governor, Tim Walz, and a split legislature need to give caution on raising the Minnesota gasoline tax 25 cents per gallon.

Both rural and urban gasoline powered automobile owners would be unfairly taxed. Many rural workers commute 100 to 150 miles a day for their jobs in the metro area.

At the same time, Minnesota is behind on its highway and bridge maintenance. Why not use some of the state’s budget surplus for this maintenance that has been lost to the much needed light rail planning.

Also, electric autos may need to be taxed annually for the roads and highways they enjoy.

ON AVERAGE, AMERICANS live in 11 different homes over their lifetime. I have lived in eight different homes. I am back in my hometown by choice.

One of my mentors told me from experience that if I wanted financial freedom I should avoid divorce, avoid changing jobs, avoid changing homes and spend less than I earned. Let me share a couple additional lessons in life. Saving on a regular basis, being charitable, avoiding addictions and being thankful are all things I have found matter a lot.

THINK ABOUT THE fact that potatoes get soft in boiling water but eggs get hard. It all depends on what you are made of.

Teaching pastor Jason Strand referenced the top three concerns people have as health, safety and finances.

A Harvard study indicated the U.S. is the most anxious nation in the world’s history.

Bottom line from Strand is, “to choose faith over fear, prayer over worry and surrender over control.”

Matthew 6:25-27 tells us, “Therefore I tell you, do not worry about your life, what you will eat or drink; or about your body, what you will wear. Is not life more than food, and the body more than clothes? Look at the birds of the air; they do not sow or reap or store away in barns, and yet your heavenly Father feeds them. Are you not much more valuable than they? Can any one of you by worrying add a single hour to your life?”

Contributions to society: What will our legacy be?

A

s our nation remembered the profound contributions Dr. Martin Luther King Jr. made to our society, I reflected on what I can do to make this world a better place. Two things struck me as I enjoyed the holiday with my children. First, there was a palatable feeling of good will as we visited several different places of business. I noticed smiles, conversations, respect and kindness between Lawnchair people of from diverse backgrounds.

Gardener There are still many barriers to overcome Dawn Pape in achieving equality and that we need to continue speaking up for things that matter. But as I think back to my youth, I see that we have made progress and I find it encouraging.

The other thing that struck me isn’t positive and may seem unrelated at first mention. In front of each place of business we visited — a theater, restaurant and a trampoline park—there were piles of salt on the sidewalks even though the pavement was dry and there wasn’t a need for any salt. As snow and ice melt off hard surfaces, it runs into storm drains that flow into lakes, streams and wetlands – taking the salt with it. Once the salt is dissolved in water, there is no practical way to get the salt out of the water.

Dr. King famously said, “Our lives begin to end the day we become silent about things that matter.” Wa-

ter is something that matters. When faced with piles of salt everywhere I go, I cannot help but wonder how polluting groundwater, lakes, and rivers with excessive salt is fair—especially to the next generation. I believe, we can do better as a society.

I assume that people do not know the harm that they are inflicting on our waters. I believe most people are well intentioned. I believe that the restaurant manager who applies excessive salt to the sidewalk is not aware that chloride concentrations are above the water quality standards in 30 percent of the drinking water wells in the Twin Cities.

I believe she was thinking, ‘I’m going to keep our customers safe and show them that I really care by using extra salt.’ I also believe the faith-based institution maintenance worker wasn’t maniacally plotting to pollute the nearby wetland and to kill the amphibians and fish. But rather, this diligent worker didn’t want any broken hips on his watch.

Here are some ideas on where we can start doing better: • Plow, shovel, scrape, sweep early and often.

• Use the right product for the right pavement temperature (not air) and be sure granules are three inches apart.

• Sweep up (and reuse) excess salt once the pavement is clear of snow and ice.

Let’s face it, we live in a litigious society. Everyone is afraid of getting sued so they spread copious amounts of salt to keep the pavement free of ice. But there is a way out of this fear. Minnesota

could follow in the footsteps of New Hampshire and Illinois by passing legislation that limits liability. The proposed “Voluntary Salt Applicator Certification Program” legislation, that failed last session, calls for having the Minnesota Pollution Control Agency (MPCA) create a program to certify commercial salt applicators in water-friendly methods. This training program would promote best management practices that use the least amount of salt while ensuring safe conditions on streets and sidewalks.

Under this law, a certified commercial applicator as well as the owner, occupant or lessee who hired that applicator is not liable for damages or injuries arising from icy or snowy hazards on their premises as long as the snow and ice removal best management practices are followed. Records detailing the type, rate of application of de-icing materials used, dates, and weather conditions will need to be kept to show that the proper procedures are being taken to ensure safety.

What will our legacy be? Dr. King said, “There comes a time when silence is betrayal.” Will you tell your legislator to support the “Voluntary Salt Applicator Certification Program” legislation and talk to the managers at the places you frequent about their salt practices? Centennial teacher in running for Teacher of the Year

Anoka County creates tool for domestic violence victims Anoka County has created and launched a new tool for victims. Domestic Abuse Connect, which went public last week, is an online resource providing stepby-step details on bringing a domestic violence case to court. Site visitors can also access resources and service providers.

The digital resource center, which includes videos and written materials, is the collaborative effort of Anoka County criminal justice and advocacy agencies that have been working together since 2010 on the Lethality Assessment Program (LAP). The program was created to address domestic violence homicides in response to an increase of deadly assaults in Anoka County. The Anoka County Attorney’s Office obtained a federal grant to fund the effort, which resulted in the

A total of 168 candidates from around the state have been nominated for the 2019 Minnesota Teacher of the Year award. According to a press release from Education Minnesota, a panel of 25 community leaders will name a group of semifinalists and finalists over the coming weeks.

Megan Fritz, a third-grade teacher at Centennial Elementary, is one of the 168 candidates. This year's winner will be announced on May 5 at the RiverCentre in St. Paul.

The lethality program is designed to identify cases where there is a high risk for lethality and to immediately connect a victim with supportive services. The abuser is placed under pretrial supervision when appropriate and the case is fasttracked through the courts.

The Domestic Abuse Connect website is aimed at further closing the gap of information and services for victims, offering one more place to turn for help.

Video vignettes feature all the agencies involved in a domestic abuse case, starting with the 911 call to the judge and disposition. The newly launched website can be viewed at anokadomesticabuseconnect.com.

COMMUNITY BRIEF Fairview offers 27 local health care scholarships The Fairview Lakes Medical Center Volunteer Organization is offering $1,000 scholarships to 27 students who are pursuing a career in the health care field.

Students graduating from local high schools, as well

as adults pursuing nursing and advanced medical degrees, are encouraged to apply for these scholarships.

The Fairview Lakes Medical Center Volunteer Organization manages the scholarship program and raises funds throughout the year to support the scholarships.

All applicants must currently attend or plan to attend an accredited, postsecondary school during the 2019-2020 school year.

Failure to show up On Saturday, Jan. 19, I attended a forum hosted by the White Bear Lake League of Women Voters at the White Bear Lake Library. On the agenda was redistricting,

census funding, voter registration and other issues. The upcoming legislative session was discussed by the panel and members of the audience along with other pertinent, nonthreatening and respectful questions.

However, only one-third of the panelists invited showed up. Why Chamberlain and Runbeck couldn’t make time in their schedules to interact with their constituents is a puzzle to

me. (Note: Runbeck sent regrets to the forum; Chamberlain just didn’t show up.)

Alpine Skiing is a popular sport at Centennial High School, with 36 boys and 29 girls on the roster, hurtling down steep hills, under the coaching of Cole Belting. It’s one of the largest alpine rosters in the state.

Jon Namyst, whose son Adam is a senior on the team, took some action photos Jan. 19 when the Cougars participated in the MLK Holiday High School Slalom at Giants Ridge in Biwabik.

The Cougar boys placed seventh of 11 teams there, and the girls placed seventh among 12 teams, with many of the state’s top teams on hand. Stillwater placed fi rst in each case.

Centennial’s top finishers among 168 entrants (boys and girls) were sophomore Ashton Slotsve in 28th place, senior Jack Harris 30th, senior Michael Munson 58th, freshman Tatum Trettel 59th, senior Jacob Brewer 60th, senior Adam Namyst 65th, senior Laura Trettel 67th, senior Anna Lundeen 71st and sophomore Brooke Robinson 74th.

Cougar girls top Irondale, Champlin; streak at six Centennial has a six-game girls basketball win streak after tripping Irondale 69-30 and Champlin Park 58-34 last week. Taylor McAulay sank 12 points, Jodi Anderson 11 and Sarah Lavell 10 for the Cougars (14-4) against Irondale (4-14). High scorers against Champlin Park (8-8) with 13 points a piece were McAulay, Anderson and Cate Flynn.

Centennial hockey Gabbie Hughes, Minnesota-Duluth freshman hockey player from Centennial, was named WCHA Forward of the Week twice in January, most recently for logging a goal and assist in each game as the Bulldogs swept Ohio State 5-2 and 6-3 at home Jan. 18. Hughes, who also got WCHA Freshman of the Week, leads the Bulldogs (11-112) in scoring with 13 goals and 12 assists for 25 points, and ranks fourth nationally among freshmen.

DOWN UNDER: Declared nuisance and hazardous property FROM PAGE 1

men’s parents, Joe and Jan Pawlik, acquired the property from the city back in 1975.

The city's building inspector, Jeremiah Anderson, conducted exterior site inspections at the property in 2018 on June 25, July 2 and July 9. On July 31, City Attorney Shelley Ryan served the Pawliks with a notice of violation of the city code for maintaining a nuisance on the property.

In September 2018, the city and Pawliks entered into an agreement to abate the nuisance and bring the property into compliance with city code by taking all necessary steps, including demolishing the building, removing debris and returning the land to level grade by the end of the year.

In October, Tim and Tom shared their redevelopment plans for the site with the Quad Community Press. After the 1,600-square-foot building comes down, they said, they intend to build a new “highend sports bar” of close to 4,000 square feet. At that time, Tim said the goal was to have the establishment open for business by summer 2019, maybe sooner.

On Jan. 3, city staff met with Tim to discuss the process of pulling a demolition permit and what steps he would have to go through to redevelop the property.

Anderson then inspected the interior of the property and found the building to be a “public nuisance” and “hazardous” within the definition of city code and Minnesota Statute 463.15.

Under Minnesota Statute 463.15, Subdivision 3, a hazardous building or property means “any building or property, which because of inadequate maintenance, dilapidation, physical damage, unsanitary condition, or abandonment, constitutes a fire hazard or a hazard to public safety or health.”

“If you look at the findings, you can't argue with those,” Antonen said. “The building is open to vandals, it's not secure from the elements, it is a nuisance to children, it is very dangerous, it is not adequately maintained, there is a hole in the roof, the ceiling is falling in. The pictures speak for themselves.”

He added, “If I had a nickel for every complaint I have gotten about that property in the two years I have been here, I could retire.”

“It has sat for way too long and it has gotten to the point where it is hazardous. Six, seven, or eight years ago we probably couldn't argue that it was hazardous; but now, based on the latest inspection, it definitely meets all the criteria of 463,” Antonen said.

The resolution states all corrections and repairs must be made within 30 days after the order is served to the property owners. “If they don't get this done, we will be seeing them in court,” Antonen said. If the city needs to take matters into its own hands, it will seek legal authority to remedy the situation by demolishing the building. If a court grants the city’s request, the costs of fixing the problem would be placed on the owners’ property taxes through a special assessment.

In a phone interview Jan. 23, Tim said, “We are totally committed to getting it done and moving it forward, making it right and making it a nice project,” adding the building should be demolished within the next couple of weeks.

Tim said the brothers hired Techtron Engineering to do asbestos testing on the property this past fall to find out if abatement would need to be done before demolition. “Then there was an issue with the guy who did it; he left the company and there was some question as to whether the results were accurate. We had to have them come back and they did that work the first week of January.

The report was done a week after, which was when I was out of town,” Tim explained. “I know I told Patrick (Antonen) I would send him that report. I haven't set that to him yet, but I will.”

Tim added they have hired Nitti (Rolloff & Demolition Services Inc.) to perform the demolition. He said he planned to meet with both contractors on the project on site last week to come up with a game plan of what needs to be abated before demolition.

March. He noted that there are still some “open-ended issues” that have to be worked out with the city. One of those, Tim said, is the property lines need to be precisely located.

“The property lines to the property are all over the place, and that has to get resolved.

An example is at one point, our property line was in the middle of Golden Pond Road.

Our property goes halfway into the street, so half of the street is ours,” Tim explained. “Another issue is the water tower. One of the legs of the water tower sits on our property, so the rear boundary has to be redefined.

We need to know the exact square footage of our land before we can make decisions.”

As of the Quad’s Press deadline last week, Antonen said a demolition permit had not yet been obtained from the city. He also noted that the Minnesota Pollution Control Agency had not yet been given the required 10-day notice of demolition.

LEXINGTON CITY COUNCIL NOTES The Lexington City Council took the following action at its Jan. 17 meeting: • Approved the consent agenda, which included Jan. 2 council meeting minutes and claims and bills dealing with payroll, general fund and liquor licenses, credit card payments and Centennial Lakes Police Department payment.

• Approved a memorandum of understanding (MOU) granting the Centennial Lakes Little League use of Memorial Park for 2019. The MOU assigns the responsibility of water and sewer, electricity, garbage, Aglime (agricultural limestone) and lawn fertilizer charges to the Little League during the months of its intended use of the park.

• Approved the 2019 contract for animal control services with the Otter Lake Animal Care Center.

Otter Lake agreed to provide shelter for animals on a 24-hour basis, animal examinations and veterinary

care whenever staff is available, boarding for up to seven days, euthanasia and disposal of animals if required, assistance in handling abused and neglected animal cases in cooperation with municipal officials and Bordatella vaccination of all boarded dogs.

• Approved a new logo design for the city. The council also approved logo 1(C) to be used for opacity on the city of Lexington’s letterhead.

• Approved Bistro La Roux’s application for the single-use Sunday liquor license for beer and wine for Feb. 3 for Super Bowl Sunday.

However, Bistro La Roux specified that it only wanted the license if the Saints played in the game, and that is not the case.

The next City Council meeting will be held at 7 p.m. Feb. 7 at City Hall.

CIRCLE PINES CITY COUNCIL NOTES

McDonald’s was recognized for 35 years of business in Circle Pines at the Jan. 22 City Council meeting.

The Circle Pines City Council took the following action at its Jan. 22 meeting: • Heard from resident Mark Sandmann, who said he read the City Council notes in the Quad Community Press and noticed a resident felt a westbound stop sign on Crossway Drive was unnecessary.

“I have to say I have no problem with that stop sign at all. It has always been a fairly dangerous intersection,” Sandmann said. “I will admit it took me by surprise the first time ... people go really fast down that road and if we can interrupt their iner-

tia a little bit, they will be driving at a much safer speed through there.”

City Administrator Patrick Antonen explained the city's engineer is in the process of conducting a traffic study on the intersection. “It will take a while to get the complete traffic study report back, but it is in the works,” he said.

Councilwoman Jennifer Rauner said that if police have time, they should keep an eye out for people not stopping.

Bartholomay explained, “When people would come to make their case, they would come to City Council.

We often knew the people on one side or the other, and that made it extremely difficult. It is a professional judgment, and we don't want to have that swayed at all.”

county Commissioner Mike Gamache. “There have been some budgetary issues ...We don't want to be running a golf course that we are losing money on. We are going to have to take a close look at this, look at the revenues coming in, the expenses going out, so we can actually do right by the taxpayers. We have begun the process. We came up with some ideas as to what we could do with the property if we were to move down that path, but we are not at that point right now.”

Gamache added, “It is a beautiful golf course, there is no doubt about it, but it has been on the negative side, right on the red, for a number of years now, so there is something that we do need to look at and we do need to make sure we are crossing all the t’s, dotting all the i’s...”

The county board, Gamache explained, is open to all thoughts and ideas people may have on Chomonix's future.

“We have some people here today that probably have some good ideas, so we will talk, and we will listen. There are always new things we can learn,” he said.

Sivarajah then explained her proposal she plans to bring up at the Feb. 5 meeting.

“Given some additional information that I have been able to gather, as well as talking to Jeff (Perry, Anoka County parks director), I think what I would like to look at for proposing is bringing somebody in to do a thorough evaluation as to what might be the best way to really turn it around,” she said. “Obviously we need to be making sure that it truly is operating like a business and that means also making sure that some of those things are in place to ensure that that happens, because

the golf industry may operate very differently than other businesses.”

Sivarajah added, “My proposal will be to look at really giving it a good shot and really give it our all for the next three years. If we are able to turn it around, then I think that is the most positive thing possible. If we are not, then it gives us an opportunity to continue to have discussions beyond that.”

Despite Gamache's suggestion, the 50 visitors present in the board room were not given the opportunity to voice their opinions on the matter during the meeting.

One community member, who wished to remain anonymous, said although they were not able to speak during the meeting, Sivarajah took a few questions before the meeting and after the meeting Perry stuck around to answer questions and hear comments from those who attended.

The Parks Committee meeting will be at 9 a.m. Feb. 5 at the Bunker Hills Activities Center, located at 550 Bunker Lake Boulevard NW, Andover.

Developer intrigued by Centerville’s downtown

CENTERVILLE — A developer that is known for its hotels is interested in downtown Centerville—not for a hotel, but an apartment complex.

Representatives of Truline Construction, of Monticello, visited the joint Planning and Zoning Commission and Economic Development Authority (EDA) meeting Jan. 16 to have an informal discussion regarding their vision for the city-owned property located on Centerville Road near Sorel Street in Centerville.

“Over the course of the past several months, the city and its Realtor have entertained several groups interested in redevelopment of the city-owned, vacant portion of Block 7, in our downtown,” City Administrator/Engineer Mark Statz explained. “The property is zoned M-1/M-2 (mixed use) and has an asking price of $350,000.”

Truline Construction's recent projects in Minnesota include GrandStay Hotel (Running Aces Casino & Racetrack) in Columbus, a five-story, 116-unit complex; Little Crow Resort in Spicer, which includes a 51 room GrandStay Hotel, golf course pro shop, restaurant/bar and an event center; and a 47-room AmericInn Hotel in Windom.

Chris Harchanko, a Realtor with Apollo Properties and a project estimator/manager for Truline Construction, explained the vision is for a three-story apartment complex with 63 units and approximately 1,600 square feet of retail space. The apartment is proposed to include “mid-scale to upper mid-scale” one- and twobedroom units with “above-average amenities.” The proposed retail could be anything from a coffee shop to a gym.

“I noticed a demand for residential, started looking around a bit and noticed there were virtually no apartment buildings in the area.

This site looks like a really good opportunity. It is close to the lake and has a nice downtown feel,” Chris Harchanko said. “We develop and build hotels and think this is something we could handle.”

(Chris' father) David Harchanko, founder of Truline Construction and a licensed architect, added, “People are happy with not a lot of space if they have nice quarters and amenities. We are here tonight because we like this opportunity and are looking for feedback. We want to incorporate your feedback.”

Statz said a lot of the details have yet to be worked out. For example,

the current proposal shows the building located directly over the existing regional trail. Even though sewer, water and stormwater utilities are all in place, things may need to be reworked depending on the site layout. In addition, street improvements would be needed on Sorel Street and streetscaping would be required on Centerville Road.

Parking is also up in the air.

The current proposal calls for a combination of below-ground and above-ground spaces; however, that could change depending on the condition of the soils on the site.

Planning and Zoning Board Member Ben Fehrenbacher wanted to know what the target demographic for the complex would be. The Realtor explained that it would likely be a combination of young and old, and rent would probably be around $1,300 for a onebedroom apartment and $1,800 for a two-bedroom apartment.

The city's Realtor, Mike Brass, said he felt the project would be a big plus for downtown. “I think this will be a great kickoff for downtown,” he said.

“Once apartments started being built in downtown White Bear Lake, the restaurants came.”

Councilman Russ Koski said, “One of the comments we get all the time is we like the small-town feel. If we start putting up three- to four-story buildings, you start to lose that small-town feel.”

An area resident who lives in one of the homes directly behind the proposed site for 17 years attended the meeting and said she wasn't thrilled about the idea of the apartment building going in right next door and losing a lot of her current privacy, but she was happy to hear the developer wanted to keep the regional trail connection.

“There’s nothing formal about this proposal at this time,” Statz said. “Nonetheless, we are excited about the possibility of beginning a renewed investment in our downtown and hope something can be worked out with this developer.”

Chris Harchanko said that ideally, construction would begin before next winter. Statz said the next steps for the proposed development will be largely dictated by the developer.

“They may choose to come in with another concept plan or they may wish to move directly to applying for a planned unit development, which is required under the zoning code for anything in the downtown area,” he said.

With the discussion that have happened so far on the project, Statz said it seems to fit within the parameters of the Downtown Master Plan and Development Guidelines,

which were adopted in 2006. “The Downtown Master Plan and the city’s Comprehensive Plan each call for mixed use development in the downtown. This means opportunities for both retail and residential development, in a variety of forms.The current proposal shows both of these uses in the building,” he explained. “Additionally, the Master Plan calls for densities in the area to be between 20 and 45 units per acre. This proposal has a

density of 39 units per acre, so it is well within that range.”

Statz noted the proposal will likely be discussed frequently at both the Planning and Zoning Commission and EDA meetings from here on out unless the developer decides not to pursue the project.

Chamberlain and Runbeck co-host listening sessions Sen. Roger Chamberlain (R-Lino Lakes) and State Rep.Linda Runbeck (R-Circle Pines) will co-host two listening sessions in February for residents of House District 38A, which includes Blaine, Centerville, Circle Pines, Hugo, Lexington and Lino Lakes. POLICE REPORTS The Lino Lakes Public Safety Department reported the following incidents: • An officer stopped a vehicle for a traffic violation in the 6000 block of Centerville Road Jan 15. The adult male driver was later issued a citation for driving after revocation, no insurance, expired registration and wrong tabs on a motor vehicle.

• Officers responded to a residence in the 7600 block of Peltier Lake Drive regarding a suspicious person seen in the area Jan. 15. Officers located the male as he exited a house and took him into custody for burglary.

The male was transported to jail, where he was held on pending burglary charges.

• Officers responded to a harassment report involving a juvenile male

who received a threatening message via social media Jan. 16. The investigation is ongoing.

• An officer responded to assist the Minnesota State Patrol with a canine sniff of a vehicle for narcotics in the area of Lexington Avenue NE and 131st Avenue NE in Blaine Jan. 16. There were multiple narcotics located inside the vehicle belonging to an adult male.

• An officer took a report of a gas drive-off from the 7000 block of 21st Avenue Jan. 18. The business was advised on how to proceed.

• An officer responded to a neighborhood dispute in the 400 block of Aqua Circle Jan. 18. The officer provided possible solutions to the problem.

• Officers responded to a report of a

suspicious person who was knocking on doors of multiple residences in the 7200 block of Savanna Court Jan. 18. The male was located and transported to an area hospital.

• An officer was dispatched a call from a male in the 1100 block of Main Street who had questions regarding an item on Craigslist Jan. 21. The officer investigated but did not identify any criminal activity. The officer referred the caller to another police agency.

The Centennial Lakes Police Department reported the following incidents: • Officers were dispatched to the fi rst block of Central Street in Circle Pines regarding a disorderly customer Jan. 17.

• Officers took a forgery report at the police station Jan. 17. The forgery occurred in the 1900 block of 73rd Street in Centerville. Police took information about a forged signature on a check and have forwarded the case on to the investigations division for follow-up.

• Officers were dispatched to the 3800 block of Patriot Lane in Lexington Jan. 18 regarding a threat made toward a third party. The victim of the threat was advised of the situation.

• Police were dispatched to a suspicious trailer in the 4000 block of Concord Road in Lexington Jan. 20. The trailer was returned to its owner.

New plan offers framework for prevention of sex trafficking among victims of all ages In response to a 2017 Minnesota legislature initiative, the Minnesota Department of Health (MDH) has released a new strategic plan for broadening the state’s successful “Safe Harbor” response to sex trafficking. The plan seeks to offer lawmakers a framework for how to improve Minnesota’s laws related to adults who are victims of sex trafficking.

The current Minnesota Safe Harbor Law was originally passed in 2011.

It provides the foundation for Minnesota’s response to exploitation and commercial sex trafficking of youth. The Safe Harbor Program raises awareness, understanding and identification of the commercial sexual exploitation of youth. The law removed prostitution charges for youth under 18 and created a statewide

system for helping sexually exploited youth by providing housing and services through age 24. This change reflected the reality that sex trafficked youth are victims.

“Minnesota has been a national leader in addressing human trafficking through its Safe Harbor program,” said Minnesota Commissioner of Health Jan Malcolm. “This plan creates a framework for us to continue the conversation about how we can better protect the safety, health and dignity of victims and survivors regardless of their age.”

MDH created the plan in consultation with the Minnesota Departments of Human Services and Public Safety. The strategic plan also draws upon findings and recommendations from a community engagement and research process led by the Robert J. Jones Urban

Research and OutreachEngagement Center (UROC) at the University of Minnesota, the Advocates for Human Rights and Rainbow Research. These partners were selected as part of a Legislatively-directed, competitive process.

Called for by the legislature, the new strategic plan outlines a development and implementation process for the legislature to broaden Minnesota’s Safe Harbor response to sex trafficking.

Whereas the current approach focuses on youth, a new proposal could include victims of all ages. The plan highlights potential next steps such as legal remedies, increased training and accountability, culturally responsive practices and planning efforts. The plan also considers the societal and institutional conditions that can lead to sex

trafficking and exploitation.

The community report, titled “Safe Harbor for All: Results from a Statewide Strategic Planning Process in Minnesota,” was developed with input from nearly 300 stakeholders statewide representing a wide range of personal, cultural and professional experiences.

“This project engaged a wide range of knowledgeable experts from across Minnesota. We listened to those most affected by sex trafficking, exploitation, and commercial sex, including communities of color, indigenous people, immigrants, and those in the LGBTQ community,” said Lauren Martin, director of research at UROC and the report's lead researcher. “As a result, our report gets to the complexities, harms and root causes of sex trafficking and exploitation in commercial

sex, as well as opportunities for consensus and areas of agreement for next steps."

The MDH “Safe Harbor for All: Statewide Sex Trafficking Victim/Survivors Strategic Plan” is available at Safe Harbor for All. The partner research report is available at “Safe Harbor for All: Results from a Statewide Strategic Planning Process in Minnesota.”

“Human trafficking is a widespread and serious human rights abuse,” said Robin Phillips, executive director of The Advocates for Human Rights. “Our findings indicate that, while there is no simple solution or quick fi x, a human rights approach allows us to focus on creating systems that allow people to live with safety, health, dignity, and justice.”
