An injured swan now has a chance to make a full recovery after Circle Pines neighbors, a retired DNR conservation officer, and the Wildlife Rehabilitation Center (WRC) took swift action in the middle of a snowstorm. “My neighbors and myself are all huge nature lovers,” Janelle Peterson explained. Peterson received a text from her neighbor Nancy Jannik the morning of Jan. 14. Jannik wanted to know what was out on Golden Lake. “She knew that I would probably be able to identify it because I am kind of a bird nerd,” Peterson explained. Peterson grabbed her binoculars and quickly spotted a whole family of swans, two adults and five juveniles. She grabbed her camera and headed out her door to take some photos of the birds. While she was sitting on the shore taking photos, she realized something was wrong. “I started studying them and trying to figure out what the deal was … I could tell that something was wrong with one of the juveniles’ leg or foot.” Peterson called the WRC in Roseville, and a volunteer told her she would try to find someone to help catch the swan, but she wasn’t sure how quickly they would be able to get there due to poor road conditions. Peterson called neighbor Della Stevens to see if she could help, and they both kept an eye on the swans in the meantime. Peterson’s 16-year-old daughter Anna helped keep a lookout too. Peterson said she got even more worried for the swan when she noticed a fox running around on the SEE SAVE SWAN, PAGE 6

A 51-year-old man from Shoreview has been charged with five counts (four felonies and one gross misdemeanor) after he allegedly shot out the window of a squad vehicle parked at a police station. The Anoka County Attorney's Office has charged Donald Raymond Guse with five counts, which include: driveby shooting, reckless discharge of a firearm within a municipality, fleeing police in a motor vehicle, second-degree driving while impaired and first-degree criminal damage to property. According to the criminal complaint, at 7:09 p.m. Jan. 10, officers from the Centennial Lakes Police Department (CLPD) were inside the station in Circle Pines when they heard what was thought to be a gunshot outside. Officers went outside to check the area and observed that a bullet had been fired into the driver's side window of one of the squad cars parked next to the building. The projectile that hit the window ricocheted from the squad car to the glass door of the building, causing it to shatter. The criminal complaint states that officers went back inside to review surveillance video from the exterior of the building, which showed a white

Ephesians 2nd phase introduced LEXINGTON — The City Council will consider a preliminary plat, planned unit development (PUD) and the vacation of DuWayne Avenue for the second phase of Ephesians at Lexington at its Feb. 4 meeting. Circle Pines residents Tim and Karen Harmsen, owners of Dinkytown Rentals LLC, propose to build a 39-unit market rate apartment complex to redevelop the parcels located at 8951, 8953

and 8955 DuWayne Avenue. The three parcels are currently occupied by three apartment buildings totaling 16 units, known as Lexington Lakes Apartments. The first phase of the development, located at 8927 Syndicate Ave., has 89 units. The Planning Commission heard a presentation from Glen Rank, real estate manager at Dinkytown Rentals, and held a public hearing Jan. 12. There was no public comment. “We brought beauty to an

area that was considered blighted by many (with phase one),” Rank explained. “The existing buildings had been unmaintained before we took over and has been problematic to neighbors and authorities.” Rank added that the new building is designed to “fit effortlessly” into the existing campus. “It will be the same modern, upscale living,” he said. Rank noted that the current proposal has been downsized to SEE EPHESIANS AT LEXINGTON, PAGE 7
