From our Mayors Welcome to Circle Pines! We're thrilled to have you here We are a community with deep roots: some of our residents have lived here their whole lives. Many grew up here, headed out into the world and then decided to come back to reunite with friends and family. The sense of belonging and small-town feel are what keep people around for a long time. Some of these folks are likely your neighbors — it won't take you long to find them.
Matt Percy Mayor of Circle Pines
Our city is small, but the opportunities to explore and play are huge. In the middle of town along Lake Drive you will find our public campus, which includes City Hall, the Post Office and the Anoka County library. If you like baseball we have excellent fields at Carl Eck, Inner and Baldwin parks. Or maybe you have a green thumb, then try one of our two community gardens and grow your own food. Ready to hit the water? Visit Golden Lake Park and try out the public beach, fishing pier and many other amenities. My favorite hidden gem is Circle Pines' exten-
sive trail system running throughout the city. It connects our neighborhoods with wide-open natural spaces, many of which you will find on the southern and eastern sides. There you will find woods, grasslands and water in abundance. Rice Creek runs through this area and is a wellused waterway for local paddlers. Go to the end of Golden Lake Lane and use the floating pier to launch your favorite canoe or kayak. The Rice Creek Regional Trail runs through two ends of the city and connects bicyclists to many miles of trail in other communities. Want to know more? Stop by City Hall: We love meeting new neighbors and helping you discover your favorite spots! We have excellent staff here who will go the extra mile to make sure you have exactly what you need to settle in. You are going to love it in Circle Pines. Now get out there and explore!
Hugo: A city of strong neighborhoods and a small town feel Whether you’ve lived in Hugo for many years or are new to our community, welcome. Hugo is a city that takes great pride in its strong neighborhoods, natural beauty and smalltown feel, all while embracing thoughtful growth and opportunity. Hugo has 20 city parks that provide over 500 acres of trails and open spaces which provide countless ways to enjoy the outdoors yearround, while community events like Good Neighbor Days each June hosted in Lions Volunteer Park, help bring neighbors together and make Hugo a place people are proud to call home. From family activities to local gatherings, there’s always something happening that reflects the welcoming

spirit of our city. The city council and staff are committed to providing quality services, responsible planning, and a safe, vibrant community for residents and businesses alike. We value community input and encourage you to stay engaged—whether by attending council meetings, participating in our community events or volunteering. Thank you for making Hugo your home. Together, we continue to build a community where people can connect, grow and thrive.

Centerville’s Fete des Lacs — French for Festival of the Lakes — takes place every summer. The week-long festival has been going on for 35 years. Organized by the Centerville Lions Club, in collaboration with the city, the festival honors the town’s lakes, parks and tight knit community. The event was originally created to celebrate the city’s French-Canadian heritage. Popular event staples include Public Safety Night, the Main Street Market, Bald Eagle Waterski show, fireworks, a carnival, parade and more. Each year, a few new things are added to the
activities list. As part of Fete des Lacs, an annual logo contest is held. Students from Centennial Middle School and Centerville Elementary School submit their designs for a chance to have their artwork featured on Fete des Lacs flyers and 5K/8K race t-shirts. The contest committee choses a first and second-place winner from each school as well as honorable mentions. Centerville’s Mayor then presents the winning students with a letter of congratulations, an award certificate and a check. For the latest updates, visit the Centerville Lions Facebook page.

Main Street Market offers ‘perfect’ night out New and familiar faces are expected at this year’s Centerville Main Street Market and for the sixth consecutive year, the market is opening its doors with live music, food, theme nights and unique local vendors. The free-admission weekly market will host four different theme nights packed with theme-specific events and vendors. The 2026 market runs 5:30 to 7:20 p.m. Thursdays July 16 -Aug. 20 at 1721 Westview Street in Centerville, right next to Centerville Elementary. Theme nights include Fete des Lacs, Community Night, Kids’ Night and Pet Night. Vendor slots are filled
with local small businesses. Each participating business produces their own original goods, which is part of what makes the Centerville Main Street Market special according to Volunteer Coordinator Angela Conley. Market-goers can shop among artisans, pick up homemade gifts and listen
to live music. At 7 p.m. each night, guests are encouraged to enjoy the Bald Eagle Water Ski Show within walking distance from the market on Centerville Lake. Thursday nights are sure to be an evening perfect for family fun, date night or friends’ night out.

My family moved to Circle Pines in 2003 and we have loved it ever since. For many years I was a leader with Circle Pines Scouts BSA Pack and Troop 65. Before being elected mayor, I served on both the Planning Commission and Centennial Fire District Steering Committee and logged nearly a decade and half on the City Council. For the past six years I have worked for RBC Wealth Management as an IT specialist. In the fall I’m often hunting up north and year-round you can find me exploring the remote corners of Circle Pines with our new bird dog.
My name is Meagan Bachmayer, and I’ve served on the Circle Pines City Council since July 2024. I’m also part of the Centennial Fire District Steering Committee, the North Metro Telecommunications Commission and the Environmental Stewardship Advisory Committee. My career has included work at the Minnesota Legislature, in book publishing, and, most recently, co-founding the performing arts nonprofit Minnesota Winds, which is inspired by the importance of music education. I also lead a nature club for early elementary students, where we encourage curiosity about our world and spend time playing in the woods. I’m the mom of a kindergartener at Golden Lake Elementary, and our family is grateful for our wonderful parks, trails and neighborhood friends.
On April 23, my wife Kari and celebrated our 21st wedding anniversary. We have three kids - Eloise 14, Charlie 12 and Lyla 9. We have been Circle Pines residents since 2008. I am a manufacturing manager for Andersen Windows. I’ve been a City Council member since 2020 and I’ve serve on the Centennial Fire Steering Committee since 2024 and the Anoka/Blaine Airport Advisory Commission since 2022. Prior to the council, I served on the Planning Commission for ten years and as an election judge for 12 years. I’ve also coached baseball and softball for Centennial Little League since 2020.
I have called Circle Pines home for more than 20 years, and I love the smalltown feel. With a background in special education, I bring a thoughtful, people-centered approach to leadership, grounded in listening, collaboration, and long-term planning. I recently joined the City Council, having previously served on the Park Board. I look forward to supporting the community by promoting responsible growth, strong public services, and opportunities for residents of all ages to thrive.

I’m a proud 45-year resident of this community, where I live with my wife and two children; our oldest daughter, son-in-law, and new baby granddaughter live 10 minutes away in Circle Pines. I’m a Centennial High School Graduate (1990), and I furthered my education at Anoka-Ramsey Community College and the University of Minnesota. I have worked at Miner/Star Equipment in Lino Lakes since 2003. I serve as a youth baseball coach for kids with special needs and serve as the Vice President of the Hamm’s Beer Collector’s Club. If I’m not engaged in a family activity, I enjoy metal detecting, working on my family genealogy and reading about Minnesota history in my spare time. My family cherishes this community – its parks, trails, lakes and natural areas. This is my first year on the City Council. I also serve as the vice president of the EDA as well as a representative on the Twin Cities Gateway and an alternate representative on the Anoka County/ Blaine Airport Advisory Council.
Our family has had the incredible gift of living in the city of Lino Lakes for 32 years! I say it often that life is not about you, it’s all about “Thinking of others.” My campaign sign says it all… “Always Choose Kindness.” For everyone you meet is dealing with life’s struggles. Professionally with a master’s degree, I’ve had the honor of teaching 35 years serving the Autism spectrum, and EBD (Emotionally Behavioral Disturb) Students. I’ve also had the joy of coaching numerous seasons of youth sports, High School, and Division III athletes. As a City Councilman, I don’t believe in entitlement. I believe in a life of service at the feet of “We The People.” I have served three years on the Planning Zoning Board. Twelve years on the City Charter. Ten years on our City Council. All this experience hopefully makes me one thing...a good listener! Kindness grounded in character. Healthy life can’t be all work! My passion and balance is in restoring classic cars, trucks and Chris Craft Boats. Any interested neighbors are welcome to get their hands dirty!
I am so fortunate to have been elected as a Lino Lakes City Council Member and I was sworn in on January 5 of this year. I also serve on the North Metro Telecommunications Board. I am blessed with three adult children, two dogs and a cat. We have called Lino Lakes home for over 25 years, and we enjoy a wonderful community filled with close friends and neighbors. The abundant green space is what drew us to Lino Lakes in the first place and I like to jog, walk and bike. It is extremely important that we preserve our mature trees and open spaces even as we continue to develop. I know that access to nature is highly valued by all Lino residents, and I will continue to make that a priority.

Council member
I have served as mayor since 2013. Prior to my time as mayor, I served a term as a council member, and as a parks and planning commissioner. As mayor, I also sit on the Hugo City Council, working with council members and city staff to set priorities, make decisions and plan for the city’s future. I am a strong believer in keeping residents engaged and I encourage people to attend meetings, volunteer and get involved with city commissions whenever possible. During my time as mayor, Hugo has seen steady growth, along with continued investment in parks, public spaces, and community partnerships. Outside of City Hall, I bring a business background in management. I have lived in Hugo since 1999. I have been married to my wife Kim for 33 years and we have two daughters. I take pride in helping the city remain a welcoming, connected and forwardthinking community.
Mike Miron has been a lifelong resident of Hugo. He has served as a council member since 2015. He is a teacher in the Forest Lake School District. He is married to his wife Severine and their two daughters Margot, 6, and Ellie, 3. In addition to his service on the council, he serves as the president of the Washington-Ramsey County Farm Bureau and is a past parish council member for the Church of St. Genevieve.
I have been a resident of Hugo since 1987. I got involved with the city when they started master planning their parks. I served on the Parks, Rec & Open Spaces Commission, including serving as chairperson. I have been representing Hugo’s 3rd ward since 2020. I’m also representing the city as a member of the Metro Area Water Supply Advisory Committee and also on the White Bear Lake Comprehensive Plan Work Group. I’m now retired after a career in software design and quality management. When not in meetings, you can find me water skiing in the summer and alpine skiing in the winter.
My wife Cynthia, my two boys and I have enjoyed living in Hugo since 2014. I currently work in operations support at Monticello Nuclear Plant after holding roles in engineering and operations since starting at the plant in 1998. Since being elected to the council in 2024, I been appointed to the Economic Development Authority and Veterans Memorial Committee. My goals for my time on the council include promoting public engagement, business growth and public safety. My board appointments support these goals. I enjoy engaging with community members and meeting people.
