Over the last six months, some residents have expressed concern regarding the relationship between the City Council and NOHOA. There have been disagreements between the two entities regarding rental properties, road maintenance, and who should be in control of different expenditures. I am writing this article to encourage residents to get involved in the long-term planning needs of North Oaks and how it delivers services.

My wife, Kathleen, and I built a home in North Oaks in 1993 and shortly thereafter I got involved. First, it was with the Beach Committee, then NOHOA

Slamming doors, falling trousers and flying sardines The idea for the play came when playwright Michael Frayn was standing in the wings watching a performance of a farce he wrote for Lynn Redgrave. Frayn said that the show with Redgrave was “funnier from backstage than in the audience,” and wanted to write a farce that took place behind the scenes.

“Frayn filled ‘Noises Off ’ with sheer pandemonium,” said director Gorden Hedahl.

“There are slamming doors, falling trousers and flying sardines — and that is just Act 1,” added actor George M. Calger.

“With unraveling love triangles, flubbed lines, and missed entrances, these characters have personalities that are almost as big as the set,” actress Lisa Shafer said.

“And this set is huge. I’ve built some big sets in the last couple years, but this could be the biggest one ever at Lakeshore Players,” said Technical Director Beth Miller.

“All of the timing on stage and large technical elements means

this is not an easy show. Luckily, we have an exceptional creative team and phenomenal cast that are making this one of the highlights of our 63rd season,” said Ben Ratkowski, Lakeshore’s artistic director.

“It is also a highlight for us on stage. In all of my years performing, ‘Noises Off ’ is my second Lakeshore Players show and the first time being directed by Gorden [Hedahl],” said actress Tori Ruckle. “It is an absolute blast, and I know audiences will love it too.”

The cast of nine performers include George M. Calger (St. Paul) as Lloyd Dallas, Janice Murphy Roman (Forest Lake) as Dotty Otley, Taylor Evans (Minneapolis) as Garry Lejeune, Lisa Shafer (Eagan) as Brooke Ashton, Bruce Bell-Myers (Stillwater) as Frederick Fellowes, Tori Ruckle (Minneapolis) as Belinda Blair, Rachel Ratkowski (Maplewood) as Poppy Norton-Taylor, Austin Lee (New Hope) as Tim Allgood, and Tom Monn (Woodbury) as Selsdon Mowbray.

Performances are Feb. 25 through March 20 at Lakeshore Players Theatre, 4820 Stewart Avenue in White Bear Lake.

I learned when I got involved in these activities that people don’t always agree on how to move forward with projects. The members of our community have different priorities and ideas for how they want to improve North Oaks. It isn’t always easy to achieve consensus.

Being a psychologist has taught me that I should not take things personally, but rather hear and understand and seek the best solution. On the Planning Commission, I had three principles: 1. Is the situation neighborly? 2. Is it the best solution? and 3. What would it mean 20 years from now? Bill Campbell (Planning Commission chair) always treated me with respect, even though I didn’t promote the letter of the law but wanted the spirit of the law to follow my three principles.

I feel very grateful and fortunate that Kathleen and I got

to raise our three sons in such a wonderful environment. It is a blessing to have T-ball, the beach, the trails, tennis, West Rec, the North Oaks Club and much more. The article by Bob Scholz last month points to Waverly Gardens and how positive it is for all of us. Our city has the potential to not only continue down this positive path but to improve and get better.

Also in the North Oaks News last month was an article on the Maintenance Center Committee written by Bill McNee, NOHOA President. This committee includes NOHOA representation, representatives from the city Of North Oaks, contractors and possible Peterson Place participants. It seems that the members can promote harmony and cooperation in that everyone is represented and they are working together to improve our facilities at Peterson Place.

I would offer this process for meeting together to ensure being neighborly, the best solution, and having the best result in 20 years.

If I’m in a meeting and I start to feel angry, resentful, anxious or judgmental, or I experience other

negative emotions or feelings, it is time to step back, count to 10, take a breath and listen in a different way. What does it take to remember to be positive toward and care for each other while solving a problem or creating something new? What does it take to remember the Golden

Rule, or that we can always look out for each other? I’m not saying that we always will agree, but we can be respectful even if we disagree. The larger culture may be going through a very negative, sound-bite period, but we do not have to in our community.

Hopefully, the residents of North Oaks will support the City Council and NOHOA in planning for the next 50 years.

OPINION This is my third column.

It’s time to look back at my first two columns in the North Oaks News to see if I have done what I said I would do, and also to report to you some responses that I have received.

The Gate House and its future has been the big item so far; many emails have suggested saving the building but doing something with it. You will read two rather typical letters that I have received in the “Letters to the Editor” column. Some have been “not so nice,” but all have been forwarded to the mayor. The more we get, the easier it will make the council’s job.

It’s important to know that the City Council has decided to hire a full-time sheriff for North Oaks.

Negotiations are ongoing as to number of hours, days of the week, and all of those issues to continue to keep us safe. Speaking of safety, a check of the sheriff ’s log for North Oaks shows speeding tickets on Centerville Road, Pleasant Lake Road and multiple calls for support on medical calls, but no burglary or thefts. We are the safest town in the county.

Both of these projects are well overdue and will help in future planning.

Tucked in this edition are the names of college and university students who made the dean’s list. Since I never achieved such a thing, congratulations are indeed in order to both the parents and the students. Somebody had to sit those kids down and train them for their future lives. They are on the right path!

Last, and by no means least, among the wonderful articles and community announcements is a comment by our own resident peripatetic psychologist Dr. Jonathan Hoistad, who suggests to all of us how to live our lives to the fullest with as little conflict as possible.

May I make a motion?

The last time I checked, all automobiles made today (and for many years now) come equipped with a little item called a turn signal indicator.

It’s always seemed pretty simple: a quick motion with your hand or pinkie finger to flick it up if you are planning to make a right turn and down for a left turn. Or maybe it’s not the mechanism that’s so difficult; perhaps it’s the idea of having a plan? OK, way too much sarcasm just to vent a minor pet peeve. It won’t seem so minor, though, when that nonsignaling driver causes an accident or causes an injury.

Why does this bug me so much? Once in awhile we’re all caught unawares and impulsively make a motoring faux pas that could definitely be dangerous; it happens.

But does this lack of a simple motion indicate a pattern of disregarding what can and will make life easier for others?

You know what I mean: taking up two parking spots, littering,

CAROL BEATTY failing to return a grocery cart to the cart corral, blocking walkways or aisles, overlooking the presence of children and pedestrians in the parking lot or on the street corner (especially when it’s cold outside!), speeding up through a light turning red, not allowing those with one or two items to go to the front of the grocery store line, and in general being oblivious to those around us.

Do any of these actions really save time, make us feel better, or offer any other redeeming characteristic?

the subject. Why can’t I just ignore all the churlish behavior around me and concentrate on the good stuff ? Good question!

We all seem to remember that one unpleasant situation in far more detail than all the other good behavior combined; that’s why anyone highlighting fear and difference seems to get more attention. So for today, anyway, I am swearing off the negative reaction. I’m done with noticing the bad drivers and will concentrate only on my own actions. For the next month, I promise to notice at least three positive behaviors for every negative. That should get me through the worst of winter and by then, I’m sure that I won’t care so much.

Just one request. If you are in front of me, please make a motion to indicate your intent, i.e. use that turn signal — maybe even well before the car starts its turn!

The Gate House is a problem for the owner, the North Oaks Company. We are assuming costs which should be borne by them, not the city. They are paying taxes on two pieces of North Oaks property which they want to unload on NOHOA or the City, the gate house and the triangle of land at the Centerville entrance, neither of which are of use to us.

The current gate house has no historical significance. It is nothing like the little shack with the man leaning out the window to pull the rope up to raise the gate. The current building was abandoned because it has issues beyond lack of space for City, NOHOA or Company business.

Do NOT spend our money to purchase and pay taxes, upkeep, and/or tear down expenses which will only benefit the North Oaks Company. The Company should have the building moved to one of their other properties with zoning for a new use. They should be paying for this appraisal and environmental impact statement, not us. Only consider taking over the land after the building is gone.

Ursula Kuhrmeyer Please don’t remove the iconic historic building. It’s a generational reminder of our past, rich in history. It should be remodeled and used as an auxiliary sight with photos and history of James J. Hill’s past and now to the present day. Many North Oaks residence could use a newly remodeled Gate House as meeting space for various gatherings. The Police or security can be stationed there. It’s a great meeting place just needs an interior renovation and landscaping outside. It is beautiful at the holidays and should be there for welcoming residence and guests, it gives a strong sense of welcoming and community.

Everybody has just landscaping at an entrance. We all use the house as reference “the gate house” let’s repurpose it!!!

Controlling deer ticks takes reduction strategy

By Brooke Moore and Rick Kingston There is a misconception that this only means deer management or controlling the deer population. Any successful tick reduction strategy must address all stages of the tick life cycle, not just the adult stage that is carried by deer.

The Tick Task Force is working with the city and with NOHOA on developing strategies to reduce the nymph and larvae populations through the use of acaricides (mouse bait-boxes, tick tubes, and professionally applied treatments to the forest floors), reducing the mouse population with removal of brush and invasive species from NOHOA properties, and — where appropriate — controlled burns. Moreover, we have asked NOHOA to follow best practices to reduce tick exposure in public places by improved maintenance of NOHOA landscapes (creating a barrier between lawn areas and woods with use of wood chips/rock paths, and keeping grass on trails cut back).

As a resident, you play a vital role in helping to reduce tick populations and prevent exposure to your family, not only on your own property but also by preventing your property from becoming a breeding ground for ticks which can then infest adjacent properties. Some tips include: keeping your lawn grass short, removing brush and buckthorn, clearing leaf piles from your

yard, creating a barrier between the edge of your yard and the woods (tick habitat) with wood chips or rock paths, and responsibly using tick tubes or pesticide sprays applied to the lawn and undergrowth during the peak nymph and larvae period (mid-May to mid-July).

When out in your yard or enjoying the beautiful nature North Oaks has to offer, practice personal protective measures:

wear light-colored clothing, tuck pants into socks, use insect repellants, and perform tick checks when returning home.

Additionally, be sure to use tick management products on your pets, as they also serve as vectors for transferring ticks directly into your home, thereby exposing family members — especially children. There are a number of highly effective products for pets that your

veterinarian can recommend.

Adult ticks will start to become active in February and March when the temperature is above 38 degrees. Nymph and larvae, which tend to spread more disease because of their small size, are active from mid-May to mid-July.

The good news is that the prevention strategies being recommended can be highly effective in significantly reducing or eliminating the threat of tick-borne diseases.

The Tick Task Force will continue to monitor all prevention strategies and keep residents up to date with the latest information. We will also be working to identify additional strategies that both the city and NOHOA can undertake in support of individual resident prevention efforts.

CITY NOTES North Oaks City Council Notes The North Oaks City Council took the following action at its meeting of Feb. 11: • Approved a resolution honoring Bob Parrott as the city’s Community Service Officer for the past five years.

• Heard a report from Dr. Brooke Moore about the Tick Task Force. To date, 563 residents have responded to their survey. She also mentioned the multi-tier

approach, which includes deer management.

• Approved four-way stop signs in Rapp Farm Addition at Monarch Way and Crescent Lane.

• Approved hiring a parttime sheriff until the new full-time sheriff is hired in May. Also listened to Deputy Kevin Otto report on the selection process and that there is very little crime in North Oaks.

• Heard a report that CenturyLink will start a marketing campaign for their services in March.

• Set aside the date of June 4, 2016 for the annual Bonfire Dinner Dance.

Social Club Kingpins The North Oaks Social Club held its annual couples bowling night at the Mermaid in Mounds View on Feb. 5.

Husbands and wives were split up and put on different teams. The competitive natures came out and the stakes were high. This event is well attended every year and prizes were awarded for highest bowling score for men and wom-

en. Lowest bowling score was also awarded. To level the playing field, teams had to compete by doing goofy bowling moves such as bowling with fingerless gloves, hopping on one foot, sitting and rolling the ball down the lane and the always tricky moonwalk and bowl. Everyone had a great time!

Leave your leaves out of the wetlands Do you think it's environmentally okay to rake your leaves, or dump your grass clippings, into a wetland or lake to dispose of them?

Well, it's NOT. Please do not dump leaves and grass clippings into wetlands. Your local choir of frogs and toads will especially appreciate it.

Every wetland, large or small, plays an important role in the health of our City's water resources. Wetlands act as biological and mechanical filters which prevent pollutants from entering lakes, rivers, and groundwater. They provide important habitat for birds, animals, and plants. Wetlands are also important in controlling stormwater. Their flexible storage capacity allows flood waters to be released slowly, reducing flood damage.

The Minnesota Department of Natural Resources (DNR) highly discourages individuals from dumping their leaves and grass clippings into any lake, river, or wetland. When leaves and grass clippings are dumped into them, they become clogged and can't filter

properly. Leaves and grass clippings also add nutrients that use up valuable oxygen as they decompose, on which aquatic organisms in the food chain depend.

The DNR encourages good stewardship of our water and land resources. There are alternative stewardship practices for disposing of leaf and grass clippings that are more environmentally friendly. The best way to dispose of this waste is to compost it either on your property or at a designated compost site, such as the one located just north of here at 5900 Sherwood Rd in White Bear Township.

It is especially important that North Oaks residents who have a wetlands on their property understand their value, preserve them, and use good management practices to protect them. Future Funding options for Capital Improvement Proposals

by Myra Coleman Treasurer As a result of our December ballot, the community approved a total 2016 Operating budget of $2,049,954. It is funded primarily by annual dues in the amount of $940 per year and one-time initiation fees for new residents of $1,000.

The pie chart below is a visual representation of how these funds are allocated.

In 2013, we instituted an “Asset Reserve Account” based on recommendations provided by a 3rd party vendor.

It prescribes an amount to be earmarked each year for the repair or replacement of existing assets. These “Asset Reserve” dollars account for 7% of our total budget. This year, we also established an “Operating Reserve” fund that will cushion us from unforeseen variables in annual operating income and/or expenses. This fund equals 2% of total income. No fund has ever existed specifically to allocate money for new capital projects, however.

In the past, several ad hoc projects were funded either by gifts from the North Oaks Company, money in reserves, assistance by the North Oaks Foundation or by private sponsorship. For many reasons, these funding options are not adequate to meet the

anticipated future demand for new capital initiatives.

In an effort to enhance our quality of life, and to keep our home values high, many members have expressed interest in pursuing various projects related to our trails, playgrounds, maintenance center, entrances, gardens, ice rinks, etc. At this juncture, however, there is no existing funding mechanism for such initiatives. After researching the array of possible funding sources, it boils down to the following choices: 1) Implement a new capital projects assessment 2) Increase annual dues 3) Obtain funding from private donors or a bank 4) Some combination of 1-3.

Committees comprised of NOHOA members and other stakeholders have been charged with understanding the scope, requirements and estimated costs of several possible capital projects. It will be their job to help the NOHOA Board inform the community regarding the benefits of such projects. Over the next several weeks and months they will be delivering their proposals so that we can collectively come to a conclusion regarding the relative merits of each initiative. At that juncture, we will need to decide the most appropriate funding option for any selected project. Stay tuned for more information.

PRESCHOOL NEWS North Oaks Preschool registration Registration is now open at North Oaks Preschool for the 2016-2017 school year. We have openings for both the Bumblebee (3-year-old) and Treefrog (4-year-old) classes. Class size maximum is 20 students for each class, with two teachers and usually a parent volunteer in the classroom as well. North Oaks Preschool offers a unique parent cooperative

2016 North Oaks Egg Hunt It is time to have some fun at

Check-in will begin at 10 a.m.; the egg hunt will start promptly at 10:30 a.m. All children ages 8 and under are welcome to join the hunt! Older children are encouraged to join the fun by

A refresh of the City of North Oaks’ website went live on Feb. 10. The website will have a new look and feel, a new, more intuitive navigation, more effective search capabilities, as well as a responsive design that allows for use on any mobile or desktop device.

The old website hadn’t been updated in 13 years and it showed. A call to all residents to send in pictures for the new website was productive. City Hall received some beautiful photographs from all over

the city. The photos can be found on the new website, not only on the home page but as residents click through the site. The city can’t thank those photographers enough for generously sharing their photos with the community.

Any questions, concerns or feedback can be shared or emailed to the city office. Please go to the cityofnorthoaks.com website and click on “email City Hall.” The City of North Oaks Facebook page will be coming soon, too!

County proceeds with interchange design ST. PAUL — Ramsey County and city officials hope investing their own funds to design a new Rice Street and I-694 interchange will improve the odds the state will finally bankroll the construction.

The Ramsey County Board last week hired SEH to ana-

lyze the improvements needed for the corridor, prepare design options and recommend a best design.

SEH engineers are working fast in an effort to get their needs analysis in the hands of lawmakers before they vote on a bonding bill. The Vadnais

Heights engineering firm expects to have that ready by the end of March. Preliminary designs will be completed in the fall.

Ramsey County wants to rebuild the interchange in 2018, according to Beth Engum, the county’s project manager.

That of course is dependent on receipt of state funds to help fund construction. The county has requested a $20.3 million appropriation from the bonding bill. That’s the cost estimate from a previous partial cloverleaf design proposal. SEH will be looking at alternate options that would use less land, according to Engum.

SEH will be paid up to $1.07 million for its work. Ramsey County will pay approximately three-fourths of the bill and the cities of Shoreview, Little Canada and Vadnais Heights will fund the remainder.

The Minnesota Department of Transportation is planning to add additional lanes to I-694 in the region, with construction set to begin this spring.

But the Rice Street bridge and on and off ramps were left out of the project because MnDOT found there was sufficient space for additional lanes under the existing bridge.

SEH will be looking for ways to improve the accesses to and from the freeway, alleviate the bottleneck on Rice Street, accommodate anticipated new developments near the interchange and make the corridor more pedestrian and bicycle friendly. It’s to-be-determined whether expanding the bridge will be necessary, Engum said.

Historical Society puts spotlight on Shoreview

By Matt Vaughn Contributing Writer SHOREVIEW — The Minnesota History Center is taking its current “Suburbia” exhibit on the road, and Shoreview was one of its stops.

On Jan. 30, Holly Wlodarczyk stopped by the Shoreview Li-

brary to talk history of suburbs in America, in Minnesota, and of history regarding Shoreview itself.

Wlodarczyk has a doctorate in cultural studies from the University of Minnesota and serves as the historical consultant for the Suburbia exhibit currently on display at the Minnesota History

Center. She had studied the topic of suburbia for the last 14 years.

She opened the hourlong program with the essential history of America’s suburbia boom in the post-WWII years and the similar boom experienced here in the Twin Cities, illustrated by the popular Parade of Homes tour.

Wlodarczyk spent the final half hour discussing Shoreview’s identity as a suburb.

Her main theme on the topic of Shoreview’s development was the city’s desire to set itself apart from other suburbs of the time. It took a less aggressive route to immediate development, which helped it slowly curate the relaxed and high quality identity it enjoys today.

For example, while Rosedale Mall was constructed to attract regional notoriety in Roseville, Shoreview looked inward to promote its natural amenities.

“Where you have the highways taking you to Rosedale,” Wlodarczyk said, “Shoreview is putting plans in to develop its nature trails and bicycle circulation system.”

Another difference that sets Shoreview apart is its late development.

“Because Shoreview took longer to develop,” Wlodarczk said, “it has a different look and feel compared to the first-

ring suburbs. You have a lot of split-level homes during the ’70s, then when Shoreview has another big growth in the ’80s you see big traditional homes, neo-Tudor homes.”

The program included various Parade of Home tour photos ranging from the 1960s to today, showcasing the different styles Shoreview has taken on since its incorporation.

By 1998, Shoreview had no more single-family homes listed in the Parade of Homes tour, unofficially signifying the end of its identity as a frontier suburb.

While growth remains in the city, Shoreview takes on the work of a mature suburb, different than the tasks shouldered by the Twin Cities’ newly developing suburbs.

The complete Suburbia exhibit, which showcases the growth of the Greater Twin Cities Metro area, will be on display at the Minnesota History Center in St. Paul until March 20.

Waverly Gardens Sawdusters

By Dean Boyum Mews resident at Waverly Gardens There is a wood shop in the garage level of the main building of Presbyterian Homes at Waverly Gardens.

Back in 2010-2011, two or three new residents got together and approached the management and requested a place to house the woodworking equipment that they wanted to donate. A place was made ready and the wood shop was born.

The shop idea blossomed and became an area where some guys would gather and work and “shoot the breeze.”

Then in early 2013, the idea of a men’s singing group was hatched. One day, when about six guys were in the shop kind

of hanging out, the idea hit me.

Each one was doing something different but working together. The talking and visiting was lighthearted and inclusive. I turned to Lee Troske and commented, “Why don’t we put together a men’s

singing group? We could sing at the talent show.” Lee agreed and the group became a reality.

Very few of the guys had ever sung in any kind of group, so it took some talking to convince them. But they agreed and the idea took off.

We made plans to be part

of the Fall Talent Show and began to “practice.” I reworded the “Whiffenpoof Song” and named it the “Waverly Wood Shop Opus.” It became our lead song. Since that time we have been requested to sing at our continental breakfasts, picnics and some fundraising races. Just this past year we had our first “gig” when we traveled to the Arbors, a senior living facility, in White Bear Lake. They have requested that we return this year.

We would be “lost” if we didn’t have Mary Leonard as our pianist. She has been the glue that has kept us together.

Mary, as the only woman in the group, has added to the diversity.

We come from many differ-

ent interests, religious faiths and talents and still get along great. We seem to exhibit the positive approach to aging — “…it’s never too late to try something different.”

We sing “old-time music,” the stuff we all kind of grew up with. In our group we have a “stump fiddle,” washboard, washtub, banjo and piano.

To be a member of the Sawdusters one must be an active worker in the wood shop, taking part in all the projects that we make and cleaning up the shop when needed.

The women of the North Oaks Children’s Hospital Guild 1 are hosting a dinner and style show at the North Oaks Golf Club on Thursday, April 7. The fun begins at 5:30 p.m. with a cash bar, mini-manicures, chair massages, wine auction and shopping.

Frank Murphy is staging the style show and will have a huge of selection of clothing, jewelry and accessories available for purchase. Allure Intimates will be present with its beautiful lingerie and sizing assistance, along with Hummingbird Floral with beautiful spring decor, GLG Jewelers with incredible natural gemstone jewelry and Sweet Chocolat with its delicious

homemade creations. You will also be able to purchase beautiful American Girl doll clothes and exquisite handmade greeting cards.

There will be a sit-down dinner during the style show as well as a presentation by Dr. Shah from Clarus Dermatology on the latest in skin care and medical dermatology.

The NEST Committee: Supports NOHOA’s Strategic Plan

by Diane Gorder NOHOA Director of Land & Water As Members were made aware in NOHOA’s 2015 Annual Report and in recent North Oaks News articles, NOHOA recently established the Natural Environment Stewardship (NEST) Committee. The establishment of NEST grew out of and aligns with NOHOA’s Vision, Mission, and Values as well as its 2016 Strategic Plan.

Plan” and “What does NOHOA do?”) The creation of NEST supports all four strategic areas of the Plan’s focus: Stewardship, Community, Reputation, and Operations.

NEST’s charge is to protect and maintain the natural environment on NOHOA’s properties through sound stewardship. It will utilize its volunteer base of members to spearhead projects dedicated to NOHOA’s natural resources and environment. Besides NOHOA’s

Director of Land & Water and NOHOA’s Director of Trails, the chair of the City’s Natural Resource Commission (NRC) will also be a member, just as NOHOA’s Director of Land & Water serves on the NRC. Six other Members of NOHOA, who have expertise and/or interest in the charge of NEST, have also volunteered and been appointed to the committee.

The committee will have its first meeting on February 25 to begin planning its activities for the

year. Please stay tuned for news on these activities.

With the NEST and the NRC communicating and working together, a synergistic effect can develop in which the sum of the two volunteer groups’ efforts will be greater than what could be achieved separately. North Oaks has a unique structure in which the City owns no property. The NRC serves as an advisory body to the City focusing on best practices and education for the

protection and management of natural resources. The NEST committee, conversely, serves as the hands-on caretakers for the properties the Association owns, maintaining the parks and recreation areas, green spaces, wetlands, and woodlands. It’s exciting to think of the future that NEST and the NRC have as two complementary bodies collaborating and serving the North Oaks community.
