North Oaks Guild 1 continues its longstanding tradition of hosting this annual event the weekend before Thanksgiving

on Friday, Nov. 18 and Saturday, Nov. 19.

Guests are transported to the homes by bus from the North Oaks Golf Club, 54 East Oaks Road, North Oaks, MN. Buses depart throughout the day. This year’s event, entitled "Home for the Holidays," features tours of three beautiful North Oaks homes, each

Bows and Boughs brings holiday cheer to North Oaks The North Oaks Garden Club is preparing for the arrival of the greens for the annual Bows and Boughs event and tradition. With the help of the community, the North Oaks Garden Club makes and hangs boughs on each and every residential street sign within North Oaks in time for the holiday season.

At SPA, Anil Menon ’95 learned the scientific and inventive thinking that launched a career addressing the challenges of extreme environments. After graduating from Harvard he earned a Masters in Mechanical Engineering and an M.D. at Stanford. He then designed and led medical facilities at Mt. Everest Base Camp and in earthquakeshaken Haiti. He even served in Afghanistan as a flight surgeon. Now he’s working with NASA to create better medical practices for the extremes of space flight. Anil Menon is one more example of the way that SPA shapes the minds and the hearts of the people who will change the world (and beyond).

Contributing Writer Another interesting month as we enter autumn of the year with presidential and legislative elections, NOHOA elections in December and many meetings and then get ready for the holidays. How soon all of these things come, some seem to stay too long; others go oh-so-quickly. The NOHOA candidates are DICK LEONARD listed below and we have given our readers the candidates’ application for election forms. No editing has been done and no preference presented in this column. That is your decision.

However, in the December edition there will be some comments about a possible dues increase and the membership voting on improvements for the maintenance center.

We had some mechanical problems last month for which we are sorry. Two NOHOA articles were inadvertently left out of the publication. A correction notes of attribution of another article. We are sorry and know that you deserve better editing.

I have written two small articles: one about the upcoming elections to help make it simple and the other about the Wilkinson Villa petition to stop developing a 5-acre parcel adjacent to their homes. These are self-explanatory. The NOHOA newcomers meeting did not have a very good attendance this year for unknown reasons. The Vikings had won their game and there were many volunteers willing to share their time to inform new residents. I did however take a few pictures of those new residents and volunteers.

I wonder if the city or NOHOA will agree on which entity will pay to stripe the roads next spring? Seems to be some disagreement or is the $17,000 in both budgets?

You will notice our own Ramsey County Deputy Sheriff Mike Burrell has written his first column. We look forward to learning about him and what he does to protect us and our property. Thanks, Mike. As we gain one guest columnist, we lose Chris Bailey’s insightful articles about golf and how it should be played. However, golf in Minnesota is seasonal, but if you want golf lessons in the winter in a warm dome call Chris to arrange as it can only help your game for next year. Thanks, Chris.

Awesome!

Contributing Writer On a beautiful autumn day, I was awed by the beauty in my own backyard. Then I read the uplifting story about the power of awe to make people healthier and happier (Parade magazine insert to the Star Tribune, Oct. 9, 2016). Evidently that feeling of awe may also make us more collaborative, more attentive, more receptive and just nicer. Wow! According to the article, 75 pecent of awe is inspired by the natural world. As residents of North Oaks, we have so many chances to experience awe. For me, this includes taking in the fall colors and changing scenery, relishing the last evidence of summer gardens and walking around Pleasant Lake to revel in the wildlife. In the last few days, sights have included eagles, turkeys, coots, loons, swans and even white pelicans!

From the comfort of home, almost everyone can see, hear, touch and smell the awesome surroundings of

During that time, I have integrated my career experience as a Six Sigma statistical analyst into the financial aspects of my job with NOHOA. By utilizing graphical displays of our spending patterns, I strive to help us more easily understand how to be effective stewards of our monetary resources. My goal is to continue making the budget understandable and accessible to all our members. That way, we can collectively make informed decisions about where to allocate funds to bring the greatest amount of benefit to our community.

Statement of interest and issues: As a I0-year resident of the city, I have an appreciation for the vision upon which North Oaks was originally developed, and insight as to challenges the city faces as it further develops and ages. Key issues NOHOA will grapple with include (i) the balance between infrastructure maintenance and capital improvements, (ii) demographic changes resulting in part from newer developments attractive to families with younger children, and (iii) NOHOA remaining fiscally conservative and responsible while addressing competing interests for funds. My interest in continuing to serve on the NOHOA board is to contribute my time and talents for the benefit of my neighbors and the entire North Oaks community.

Who are you voting for on Nov. 8?

By Dick Leonard Editor Let’s make it easy. On Nov. 8 you will be voting for president and vice president, Congress, House and Senate, state offices for the Minnesota Legislature, house and senate, state supreme court and local county judges in Ramsey County. Our county commissioner has no opponent.

There are city offices up for election: mayor and council, but they are all unopposed. There is also a Minnesota constitutional amendment on the ballot this fall.

The NOHOA election is later and ballots will be mailed to you with the budget and perhaps other issues.

No need to comment on the federal presidential election. For Congress you know the candidates. For the state legislature, North Oaks is divided into two legislative districts. In District 38A the incumbent is Linda Runbeck; her opponent is Kevin Fogarty; in District 38B Matt Dean is the incumbent; he is opposed by Ami Wazlawik. On the senate side, our state senator is Roger Chamberlain. He is

opposed by Pat Davern.

None of the county judges have opposition. However, the newest appointed member of The Minnesota Supreme Court, Natalie E. Hudson, is being opposed by Michelle L. MacDonald.

As for the Minnesota constitution, there is an amendment proposed. The ballot has the amendment written out. Basically it says that if you vote NO or don’t vote which is a NO vote, the legislators will no longer vote to determine their salary. Instead an independent board will

be selected to make that determination.

People have asked why we vote for so many judges when they are unopposed.

The answer is that they are constitutional offices that have set terms and are filled when there is a vacancy by the governor or by election. Lawyers usually don’t file against sitting judges because it probably is not politically correct unless that judge has “screwed up,” or nobody wants the job. Don’t forget to vote, because if our right to vote is ever taken away it will be too late!

Recycling cart grant approved

A Winning Combination!

By Katy Ross Ramsey County has approved the grant request for recycling carts for North Oaks residents.. Single sort recycling will begin on Jan. 3. On Nov. 16 at 7 p.m., a representative from Eureka Recycling will be in the Community Meeting Room at 100 Village Center Drive to talk about Eureka’s recycling process He will also answer any questions that residents have about what can and cannot be recycled. A sample cart will be available at the meeting.

Carts will be delivered to residents in January, with a delivery date to be determined. Residents who do not want or need a cart from the city should contact the city at 651792-7750. For questions please send an email to Katy Ross at kross@cityofnorthoaks.com.

Preschool News The preschoolers at North Oaks Preschool have been busy the last month. On Sept. 29 and 30, the preschoolers had the opportunity to invite a "special person" to spend the morning at the school. The students loved having the chance to show off their classroom and all they have learned so far this year.

Both the Bumblebee and the Treefrog class took advantage of the beautiful autumn weather with two visits from Naturalist Laurie.They have enjoyed spending time outdoors exploring nature in different ways. They have used nature eyes and rainbow necklaces to discover all of the colors and animals that exist outside their classroom door.

The students of North Oaks Preschool, along with local Boy Scouts, will be hosting a food drive starting Nov. 19.

Please feel free to donate any non-perishable food item. Donations may be given to any member of the preschool.

Dellwood Country Club Accepting New Members Cynthia Sowden Contributing Writer Memberships are available at Dellwood Country Club, and you don’t even have to be athletic to join. Dennis Countryman, general manager, says there’s much more to Dellwood than golf.

Following its $11 million renovation, the country club now offers dining and athletic memberships, too.

The dining membership includes quiet gourmet meals as well as social events including wine dinners, barbecues, and holiday banquets. The country club boasts five different dining venues.

The athletic membership provides access to

New nature kiosks make for more interactive learning experience

By Shannon Granholm Quad Press Editor LINO LAKES — A partnership between Anoka County Parks and the University of Minnesota School of Architecture has created a more interactive learning experience for youth who visit the Heritage Lab and Wargo Nature Center in the Rice Creek Chain of Lakes Park Reserve.

The partnership was to develop, design and build teaching stations/ learning kiosks to be placed at various stations at the Heritage Lab. The Heritage Lab, which is located across Main Street from the Wargo Nature Center, is a outdoor historical program that is held each fall.

Students in grades one through six rotate through 10 different stations and participate in hands-on activities related to a historical theme. This year’s theme is “Milling, Mining and Lumbering.” The site is also used for YMCA Camp Heritage in the summer.

“We were looking for something that would be cool and innovative to incorporate for the kids’ education programs. We thought that with this partnership, we would have fresh young minds from the college to provide us with cutting-edge techniques and design (elements) that maybe we wouldn’t necessarily think of through the traditional planning methods the county typically uses,” said Anoka County Visitor Services Manager Andy Soltvedt.

The idea to partner came about in spring 2014 after Anoka County Community Services Division Manager John VonDelinde attended a University of Minnesota function.

He got to chatting with Architecture Associate Professor John Commazi, who told him of some design-andbuild projects he was involved in

when he was at the University of Michigan.

“Architecture students rarely get the experience to build and implement what they design. It is becoming more and more prevalent in schools of architecture, but it is rare,” Comazzi said.

Starting in January, 19 graduate students spent their spring semester generating design ideas for the kiosks. “We progressively worked through the semester. It started out open-ended design and we tried to get as many quick ideas as we could come up with,” Comazzi said. Students initially generated 300 ideas. That number was quickly narrowed down to seven and the students presented them to representatives from the county, Wargo Nature Center and Lino Lakes. It was then narrowed down to three.

Over the summer, six full-time students and three part-time students worked to fabricate, build and design the concepts. The Heritage Lab now has a teaching station at three of the 10 stations as well as a structure at its archery range.

“The learning kiosks are an educational background and a main hub at each of the locations,” Soltvedt said. “Previously at the site we had very few gathering spaces for sessions. These kiosks give the general backdrop for either the kids to stage off of or the instructors to stage off of. They can really display and interact on the kids on a better basis.”

The structures are massive. One is around 30 feet long; at its tallest point, it is 12 feet tall.

Not only has this collaboration benefited the county’s parks, but it has also given the students real-life experience in their field.

Other lessons such as communication skills, presentation skills, being able to estimate budgets, schedules, work flows.”

Other partners in the project included the YMCA of the Greater Twin Cities and Connexus Energy, which both donated $20,000 toward the $100,000 project. The project was made possible through a Regional Park Legacy Grant from the state and the

Metropolitan Council. Materials and technical assistance were provided

by Radius Track Corporation, MG McGrath Inc., Mattson Macdonald Young Inc., Twin City MetalFab Inc. and Weekes Forest Products Inc. The hope is to have two more teaching stations installed at two more of the Heritage Lab stations in 2017 with the long-term goal being to have a structure installed at all 10 stations. Soltvedt said he is hopeful that this is just the beginning of the partnership with the School of Architecture. The county has also collaborated in the past with the U of M’s School of Natural Resources and Environment.

Michael Sharpe of the North Suburban Soccer Association made a presentation on the topic of the scheduling of soccer fields.

It was announced that seven members had applied as candidates for seats on the board to be voted on in November.

Treasurer Myra Coleman presented drafts of the 2017 budgets as preview for a more in-depth discussion during the Planning Workshop scheduled for Oct. 11.

A shoreland policy, acknowledging NOHOA’s ownership and authority, was reviewed. Once the policy is approved, it will be submitted to North Oaks News for publication and mailed out to those members who live on North Oaks lakes.

A motion that was made to spend available reserve funds to replace the existing basketball court at the Deer Hills park with a new youth-size court was approved.

A communications policy was introduced for future consideration.

The procedure for making changes to the NOHOA bylaws was discussed.

As the weather turns colder, these following factors will influence the availability of NOHOA winter recreational amenities: Ice rinks require two full weeks of consistently below zero temperatures in order for the ice to freeze. Mel’s Services will begin the flooding process just as soon as the weather stays cold enough for their efforts to be effective.

Ski trail grooming cannot begin until the ground is frozen to a depth of four to five inches and there is a snow depth of at least six inches. Once these conditions are achieved, the grooming process will begin. Trail users are reminded to share the trail and walkers and bikers are kindly asked to stay out of the grooves put in place for the skiers.

NOHOA realizes that with the arrival of a few cold days and an early snowfall, members are eager to begin enjoying these amenities. NOHOA pleads for your patience as we await those conditions which allow for preparing these amenities for use.

Annual Membership Meeting The annual meeting of the Membership of the Association is scheduled for Thursday, Dec. 1 at 8 p.m. This meeting is called in accordance with the Bylaws of the Association and is the time when the ballot results are announced.

Rink Monitors Needed NOHOA is now accepting applications for rink monitors for the 2016-2017 skating season. Potential monitors must be at least 16 years of age and available to work 6-10 hours per week, evenings and weekends.

2017 Annual Report and Budget On Nov. 3, the Board of Directors will give their final approval to the 2017 Operating Budget that Members will approve. This budget will then be included as part of the Annual Report mailed out to the members in mid-November. The Annual Report features highlights from 2016, the vision for 2017 and many thanks to NOHOA volunteers. A ballot accompanies the Annual Report. On the ballot for 2017 will be the names of candidates for open seats on the board, proposals for capital improvement projects and a chance to vote for or against the operating budget. An insert to the Annual Report will carry descriptions of all the ballot issues not explained within the Annual Report.

If you are reading this notice before Nov. 3, please note that as a member, you are welcome to attend any and all meeting of the board. The Nov. 3 meeting begins at 7 p.m. and is held in the Community Room at 100 Village Center Drive as well as the meeting being broadcast on Comcast Channel 16.

In December, there are two meetings. The Board of Directors will meet from 6-7:45 p.m. for their regular business meeting. Maintenance Center Capital Project

Background During the January 7, 2016 Board Meeting, a Maintenance Center Committee, representing both NOHOA and the City, was established to develop a plan to upgrade the current facility to serve the expanding needs of the community. The existing center was built in 1989 and has not been upgraded since. A community meeting was held on April 27 in response to concerns of nearby residents, and after much consideration, the City determined the best course of action was to move their recycling function out of the Maintenance Center. Consequently, the City members resigned from the operative committee and the remaining committee members including Tara Larson, Mike Graf, Kimberly Murray, Steve Elfstrom and Bill McNee, continued to evaluate the best way to address upgrades to the Maintenance Center.

The main concerns expressed by neighbors and other residents were: safety, security, noise and environmental issues. One member, who resides on Peterson Place, indicated that there was very heavy traffic (bikers, walkers, runners, etc.) coming in and going out of the north entrance through the maintenance area, and requested the opening in the fence next to

the gate be closed permanently. The committee looked at several options to address these and other concerns including the feasibility of moving the Maintenance Center. There are several significant obstacles to taking this path: identifying a suitable alternate site, the high cost and the lack of reduced traffic generated by snowplows and trucks. It doesn't appear that a suitable site is available in close proximity to North Oaks. When asked about the possibility of using land along Centerville Road, Tom Dougherty, President of The North Oaks Company, indicated that White Bear Township wanted a manufacturing plant on that land to generate jobs and increase property taxes. In terms of cost, construction of a new Maintenance Center would cost the NOHOA membership $4 to $5 million dollars – a significant amount of money which seems unwarranted. Finally any change we would make would not decrease the snowplow and truck traffic; we would simply be moving it to another area of North Oaks. We also inquired into the possibility of purchasing salt from a neighboring community; however none of the cities were interested in serving as suppliers for our salt needs.

The Plan The Maintenance Center committee has developed a plan which addresses each of the

assemble approximately 250 evergreen boughs.

In keeping with tradition, we will bring to the festivities delicious treats, cocoa and apple cider. We ask you to bring a pair of gloves and wire cutters if you have them.

Dress warmly as we are on the fringe of cool weather.

Help is also needed to hang the completed boughs on street signs. Please call Jeanne Gaughan at 651-484-6269 to reserve a route or you may come to the Blacksmith’s shop at the time of the bough assembly to pick up a route map and completed boughs. From past experience, a small ladder is a great aid for this task as some of the signs are difficult to reach.

A 24-year-old from North Logan, Utah and a 22-year-old out of Stafford, Virginia were booked into the Ramsey County Jail for “yelling and uncooperative behavior.”

• More irony occurred the evening of Sept 19 when a tagless adult black Lab and a yellow Lab puppy were found in a yard in the first block of Dogwood Lane.

The resident reported the squatters and an animal control officer brought the pair to Hillcrest Animal Hospital for a meal and a warm place to sleep. Before

they were transported, in a fine how-do-you-do, the puppy bit the female resident.

• A black dog named Blue, at least accurately identified as living on Dogwood Lane via a microchip, was corralled after running at large Sept. 19 on the grounds of Chippewa Middle School. It was at least Blue’s fourth offense and his 53-year-old owner was told how to obtain a license for the fleet-footed lab.

Although, the noise issue will be improved once the recycling is removed, the solid gates will also help reduce the noise.

The NOHOA Board has voted to place this Capital Project on the November ballot for your approval. We are requesting your approval to spend up to $180,000 on the Maintenance Center upgrades outlined above. The approved action will result in no dues increase or special assessment. expressed concerns: safety, security, noise and protecting the environment. The project has three features: 1) a salt shed which will hold between 250 and 325 tons of salt, 2) a fence around the entire Maintenance Center, and 3) attractive electric gates at both north and south entrances.

Our history of salt storage is not very pretty.

Originally, we just covered salt with a tarp. Because the tarp tended to blow off and uncover the salt, 3 or 4 years ago Mel’s built our current structure as a short-term fix. As it stands, we can store less than a full truckload of salt and what we do store gets wet from both rain and snow. It isn’t very environmentally friendly.

The salt shed will not only allow us to store a greater volume of salt in an environmentally friendly manner, but it will save us money over time by reducing waste and having more efficient ordering patterns. Currently, we can store less than 25 tons of salt. Because salt is delivered in truckloads of 25 tons, we are forced to wait until we are almost out of salt to reorder it. Additionally, our current method of storage doesn’t completely protect the salt from moisture. This causes the salt to lose some of its effectiveness and provides an op-

Villas of Wilkinson Lake City Hall received a petition from the residents of Wilkinson Lake requesting that the five acres of green space in that area be kept to its current designation and remains a local park with no soccer fields. The five acre piece of land is currently owned by the North Oaks Company, but it is to be turned over to the North Oaks Home Owners’ Association after a number of lots have been sold. Members of NOHOA want to turn the green space into soccer fields. The residents are against having the space turned into soccer fields. They want it to remain a park with no organized sports.They believe the existing fields throughout the community should be improved instead. Wilkinson Lake residents are concerned with traffic and safety should soccer fields be added in that part of town. The comprehensive plan in place when the Wilkinson homes were being built states that the five acres would be kept as a park; the residents want to see that honored in the years to come.

Deputy Mike Burrell’s Report September was a busy month. The Parade of Homes took place and it included several homes in the Rapp Farm area. With the additional traffic extra Ramsey County sheriff ’s deputies patrolled that area of North Oaks. Residents had a chance to speak with Deputy Burrell and were happy with the conclusion of the Parade of Homes.

During this time three young girls were approached by a male who was not a resident of North Oaks. He told them to get into his car; they didn’t.

The police were called and there is an ongoing investigation into the girl’s claims. The Sheriff ’s Department doesn’t have much to go on with regard to a description of the male or the vehicle he was driving. No other

incidents have occurred. Deputy Burrell and the city are planning on having him talk to residents and especially the children about stranger danger sometime in November.

A few minor incidents have been reported. Two solicitors were going door to door in Charley Lake Preserve; a couple of residents were scammed by the solicitors. Deputy Burrell arrested the two and they haven’t been back. A note to homeowners: There is no soliciting in North Oaks. When solicitors come door to door don’t buy what they are selling. They are trespassing and you should call the police. Unless the person going door to door is a resident of North Oaks and they are selling Girl Scout Cookies, high school football cards and etc.

Complaints have been made regarding bicyclists that are not North Oaks residents. Deputy Burrell has stopped a number of cyclists and one was ticked for trespassing.

Speeding in North Oaks seems to be down. The speed limit is 30mph throughout all of North Oaks. Please watch your speed.

Recycling Contract Ramsey County approved the City of North Oaks recycling cart grant.

Homeowners will receive a 64 gallon recycling cart sometime the middle of January 2017 unless they request not to receive one. Residents are asked to use the recycling bins they are currently using until the new one is delivered. Single sort recycling begins Jan. 3, 2017.

Eureka Recycling will be in the Community Meeting Room on Nov. 16, to answer any recycling questions residents may have all are welcome to attend.

More information on recycling will be forthcoming in the next couple of months.

Pastor and wife reveal ‘Life with the Luthers’

By Sara Marie Moore Vadnais Heights Editor WHITE BEAR LAKE — Johan and Sonja Hinderlie — acting as Martin and Katie Luther — presented lesser-known details of the lives of Protestant reformer Martin Luther and his wife Katie at First Lutheran Church Oct. 13.

Reformation is celebrated by Lutherans and other Protestants on Oct. 31 or the Sunday closest to it.

2017 will mark the 500-year anniversary of the religious, political and nationalistic reformation begun in 1517 when Martin Luther, a Catholic priest, posted his 95 Theses questioning the validity of the practice of indulgences in the Roman Catholic Church.

In 1520, a nun named Katharina von Bora received Martin Luther's teachings at the Nimbschen convent in Germany. She and eight other nuns became convinced of Luther's teachings on salvation by grace alone through faith alone — indulgences involved paying money to the Pope in order to free relatives from purgatory.

“It promoted a whole new way of thinking,” said Sonja, acting as Katie. She and the other interested nuns were quiet about their fascination with Luther's writings — they knew the Pope had declared him a heretic. They read them secretly.

When they read that Luther believed there would be no “extra credit for being unmarried,” the nine nuns decided they wanted to get married and have children.

“We began to be very restless,” she said. They wrote to their families saying they no longer felt called to the convent life.

Their families responded that no one would want to marry “renegade nuns.” They contacted Luther.

“He got word to us he would help us escape,” Katie said. One night in 1523, she and the eight other nuns left the convent

down a rope in Katie's window. A wagon came for them. They hid in empty smoked herring barrels as they were transported from the area of Germany more opposed to the Reformation to the area where it was becoming accepted.

They arrived Easter Sunday morning. Luther was tasked with finding husbands for the former nuns. Katie was the last one left without a husband. When she mentioned she would like to marry someone like Luther, he began secretly planning their wedding.

“He concealed it so well, I didn't even know,” Katie said. “We had a one- to two-hour engagement.”

They had six children.

Luther went on to translate the Bible into German. Reading the Bible for himself is what had caused him to develop his theology.

“I wanted the Bible to speak to Germans,” Luther said. As it stood, spiritual matters were controlled by the few who could read Latin. The Reformation, led by Luther, also influenced the western concept of the separation of church and state and nationalism.

“The Germans were not free,” Luther said. They were essentially governed by Rome, he said, because the government and the church worked so closely together. Because Luther would not recant his writings on theology, he was excommunicated by the Pope and condemned as an outlaw by the emperor in 1521.

Katie became in expert in herbal medicine, nursing Luther's multiple ailments. Her skills became critical when the Black Plague struck Wittenberg, Germany. She depended on her faith through the deaths of two of her children and Luther's death.

Four years after Luther's death, Katie's last words were: “I will stick to Christ as a burr sticks to a topcoat.”

the Luthers” presentation since 1979. Johan is a part-time pastor at Shepherd of the Valley Church in Afton. Previously, the Hinderlies were the directors of Mount Carmel Ministries camp in Alexandria for 30 years.

The NOHOA Strategic Plan-Part 5

by Kimberly Murray Over the course of the past few months, the word ‘transparency’ has been frequently used by NOHOA Members and Directors. Transparency is an important practice for any organization, and NOHOA is no exception. I am surprised when Member comments and concerns point to a lack of transparency on the part of NOHOA/the Board of Directors — when in fact, through the use of multiple methods of communication, NOHOA is often more transparent than required by its own Bylaws or Best Practice recommendations.

Articles on topics identified as timely or of interest to NOHOA Membership are submitted to the North Oaks News each month; Board meeting minutes and financial reports are routinely posted on the NOHOA website; a weekly email blast is sent out detailing upcom-

ing activities and news; a newsletter is sent to Members three times per year; important notices and Member comments are shared on the private group Facebook page; packets of information are sent out to new Members; and meeting notices are posted on the main bulletin board. Additionally, all Board meetings and planning workshops are open to Members, and regular Board meetings are broadcast live, recorded, and available on DVD for viewing. An annual report summarizing events and activities from the year and detailing the next year’s proposed budget is sent out in November along with the ballots for the election.

The only time information is not readily available is when it is still in draft form. The sharing of draft documents can lead to problems and thus the Board waits until the final version can be presented.

Each of these measures have been put in place to col-

lectively capture the attention of every Member through one mode or another. It is up to individual Members to stay informed using whichever of the communication methods is most accessible and convenient for them. It’s often not a lack of transparency when a Member feels “out of the loop”, but more often that the Member had different

expectations as to how or when the information would be delivered.

So, I ask you, the Membership – how can NOHOA best communicate information about the community with you and your family? A more user-friendly website is in the works, which we hope will facilitate better communications loop. Would you

be willing to respond to a monthly pop survey? Do you participate in the variety of conversations that take place on the Facebook page? We’d also like to increase Member participation in the annual NOHOA election; how would you like to be engaged in that process?

State birder to photograph over 100 birds in endangered and threatened climates

Monica Bryand has set out on a mission to photograph 166 birds in various locations throughout Minnesota that are climate-threatened or climate-endangered. Since last April, she has photographed more than 120 of them.

It is predicted that 314 North American bird species will be seriously threatened by the end of this century, according to the National Audubon Society; a climate-threatened bird may lose over 50 percent of its current range by 2080 and a climate-endangered bird may lose over 50 percent of its current range by 2050.

Bryand, who lives in West St. Paul, was asked to undertake the project for Audubon Minnesota. The project includes not only taking photographs of the birds, but also making presentations. Bryand has already completed 12-15 presentations in front of about 500 people. One of those presentations was hosted Sept. 28 by the Lino Lakes Environmental Board at City Hall.

During the presentation, Bryand shared stories of her travels, photos of birds she has captured and gave some tips for how to protect birds.

“I think this project is really interesting and fun, and I love talking about birds,” she said. “What was different about my project is that I am not a professional photographer, professional birder or expert on climate change.

Audubon wanted me to tap into being an urban birder, connecting with the community and telling the story in a

different way.”

Bryand started birding 12 years ago, after she tagged along with some friends who were birders. “When they pointed out the different birds, this whole world sort of opened up,” she said. She started birding in Lino Lakes and the Rice Creek Chain of Lakes, so Lino Lakes will always hold a special place in her heart. She also really enjoys kayaking, which has allowed her unique access to photograph birds.

Throughout the project, Bryand has enjoyed adding new “life birds” to the list, meaning a bird she has seen for the first time. One of the life birds she added to her list, which she saw in Lino Lakes, was the marsh wren.

Bryand has traveled all over the state for the project, and said she especially enjoyed her time in Grand Marais where she got to visit the area’s state parks.

Even though Bryand has taken thousands of photos of birds, it was not easy.

She estimates she takes between 30,00040,000 photos a year, 300-400 photos in a day, and after carefully sorting through a day’s worth of the photos keeps around 30 to 40 of them.

“My personal goal is to try to get all 166 birds. I am still working on it. It is going to be years, because some of these birds are so difficult to get,” she said.

The Audubon requested she photograph between 50-75 birds.

A scarlet tanager, a medium-sized American songbird, can be found in Lino Lakes and surrounding areas. The birds breed in deciduous and mixed deciduous-evergreen forests in eastern North America. During migration, they move through a broader variety of forest and shrubby habitats as well as backyards.

Although Bryand has not been bird ing in Lino Lakes for some time, she says some species that can be seen in the area include black-crowned night heron, pelicans, marsh wrens and warblers.

Some ways that people can help the bird population include: creating a bird-friendly yard, getting involved with local important bird areas and protecting the places birds rely on, meeting with local decision-makers, supporting policies that lower emissions and signing up with the National Audubon Society to learn more about what can be

done year-round.

Bryand also suggested being mindful of the trees you are planting. “You can’t just plant a tree. It has to be a tree that is actually something that can be used by the birds for both food and other things.

Not every tree is equal,” she said.

There are also numerous opportunities to help bird populations by volunteering with Audubon Minnesota to do bird counts or to clean up buckthorn or other invasive species.

By Mike Burrell My name is Mike Burrell. I was hired as the North Oaks Deputy in June of 2016. I was raised in St. Paul, and graduated from Harding High School on the east side of St. Paul. After high school, I attended the University of Minnesota, where I graduated with a Bachelor of Arts in sociology of law, crime and deviance. After graduating from the U of M, I joined the Army, where I served a tour in both Iraq and Afghanistan. During college I knew I wanted to go into a career of law enforcement. University and Alexandria Technical College. I was hired by the North St. Paul Police Department in 2008. I worked for the North St Paul Police Department until 2014, when I was hired by the Ramsey County Sheriff Department. Currently, I am completing a law degree at Mitchell Hamline School of Law. This month is the five month mark that I have been working for the City of North Oaks. Since my start in June, I have met dozens of residents, and couldn't be happier working here. The residents have been more than welcoming, and this truly feels like a dream job.

When I first heard that North Oaks was looking for a deputy to be solely responsible for the City of North Oaks, I felt it was the perfect position for me. The city was looking for a replacement for its Community Service Officer (CSO)

who had recently retired. The city felt that replacing the CSO with a deputy had several advantages. For not much more cost to the city, I am able to respond to calls for service, take reports, perform traffic stops, write tickets and make arrests. Obviously, North Oaks has one of the lowest crime rates in the metro, but like any city there still are incidents that have required a police response. With my position, I have been able to focus on issues specifically that have affected the residents here.

Road Works

By Bill McNee NOHOA Board of Directors Fall is here and winter is just around the corner. As I write this article, it is still early October. The high today will be 48F. When you read this, it will be early November and who knows what the weather will be. I do know NOHOA is ready for winter. Mel’s has sand, salt and de-icing products for the coming winter and their snowplows are ready.

What can you do to help us with the roads?

Please keep everything at least five feet back from the road. Mailboxes can create a problem for snowplowing. The plow drivers do their best to not damage mailboxes. You are responsible for removing the snow around your mailbox.

Don’t move your driveway snow across the street or leave it at the end of your driveway. It is against state law to deposit snow next to a street or road. It could lead to a snow ridge on the road. This can be a contributing factor to vehicle ac-

cidents or breakage of snow removal equipment. Reducing the amount of snow at the end of your drive will reduce the amount of snow the plow deposits in your driveway after the next storm. It’s also against the law to move your snow onto another person’s property without their consent. If you contract for snow removal make sure your vendor removes the snow correctly. You are responsible for their actions.

Please don’t park any vehicles on the street until after your road has been plowed full width. This includes the vendors who plow your driveway. The snowplows have to get around these vehicles. This leaves areas of snow in the road.

There were times last year when entire roads weren’t plowed because of vehicles parked on the road. Narrow roads don’t allow the plow to pass safely by parked vehicles. Help us keep the roads clear of snow.

Treasurer’s report

By Myra Coleman NOHOA Treasurer On Oct. 11, the NOHOA Board of Directors held the second of two annual Planning Sessions in which we reviewed the preliminary 2017 budget on a line-by-line basis. This meeting was open to the public and several members of the community took advantage of the opportunity to ask questions and provide their individual perspectives.

The board is charged with the complex task of considering all the disparate viewpoints that exist within our community and making decisions that benefit North Oaks as a whole.

We dedicate many hours to weighing the relative merits of each budget expenditure. We prioritize the “must have” expenses that allow us to properly maintain our existing assets and core infrastructure together with the “nice to have” expenditures that are intended to make the community a better place to live.

Our projections for future revenue and

expenses call for a two percent increase in annual dues, or $960 per year in 2017. We will continue to collaborate on a final budget during our Nov. 3 board meeting. This will give us another opportunity to share our 2017 projections publicly before the Annual Report & Ballots are mailed to each household in midNovember.

You will have until Nov. 30 at 5 p.m. to review the documents and cast your ballot regarding the budget. The outcome will be announced during the Dec. 1 Annual Meeting of the Membership. Keep in mind that there are also four seats on the board that are open for re-election in 2017 – with a pool of seven candidates hoping to fill those four positions.

Please take the time to make an informed decision regarding the 2017 budget and also to select the elected representatives you believe will do the best job in 2017 and beyond.

Lakeshore Players thanks community for successful grassroots celebration

By Rob Thomas Lakeshore Players Development Director Lakeshore Players Theatre, located in downtown White Bear Lake, extends a sincere thank-you to everyone who attended their “Grassroots Celebration” on Sept. 17. We were thrilled to host a large public event to officially introduce the community to the future home of the new Lakeshore Players’ performing arts center.

The event was a great success; we estimate nearly 500 people came for a fun afternoon of kids’ theater games, treats, live bluegrass music, face-painting at the White Bear Center for the Arts’ booth and tours of the new building footprint. In addition, 50 commemorate seat plaques were sold, raising nearly $40,000 in one day.

November Weed of the Month: Oriental Bittersweet Reprinted with permission from the Minnesota Department of Agriculture November’s Weed of the Month, Oriental bittersweet (Celastrus orbiculatus), is a woody vine with colorful red fruit. It was brought to North America from Asia and used as an ornamental plant. The attractive vines have been used for wreath decorations and in floral decorations; unfortunately, the plant has escaped cultivation and has become invasive in residential and natural areas in Minnesota.

Oriental bittersweet spreads by several means. The persistent red fruit is consumed by birds, which spread the seed to uninfested areas. People trained to look for Oriental bittersweet may look for places where birds perch. The areas beneath the perches may have Oriental bittersweet seedlings, juvenile vines or mature woody vines and would be a place to target control efforts. Humans also spread Oriental bittersweet infestations by physically moving the plants. Oriental bittersweet was commonly propagated and sold in Minnesota through nurseries and retail garden centers before 2010. Its use in floral arrangements and wreaths also increased its spread.

Despite its ornamental characteristics, Oriental bittersweet is an ecological threat to forests, grasslands and parks in Minnesota. The vines twine around trees, girdling them in a snake-like fashion. Though it prefers forest edges and sunlight, Oriental bittersweet can grow in forest understories, eventually reaching forest canopies, shading the trees and understory and preventing native plant species from flourishing. Infestations can become so thick that wildlife, such as deer, can have difficulty navigating through wooded areas filled with Oriental bittersweet.

Oriental bittersweet has identification characteristics to help distinguish it from other woody vines. The mature

This should not be confused by American bittersweet which has red berries with orange capsules. Additionally, dense infestations of Oriental bittersweet will give a wooded area a messy, chaotic look.

Recommended management practices for Oriental bittersweet include the following: • Do not collect and use the fruiting stems for ornamental purposes. Do not plant Oriental bittersweet or propagate any of its plant parts.

• Foliar or cut stump herbicide applications can be effective. For specific herbicide recommendations, contact your University of Minnesota Regional Extension Educator.

• All management practices for Oriental bittersweet should include monitoring and treating repeatedly until the seedbank is depleted.
