Sponsored by the North Oaks Social Club, the North Oaks Halloween Party has become an annual tradition for many families in our community.

When it comes to caring about wild things and wild places, Chris Mann is a natural.

As a young girl growing up in California, Mann sparked her interest in the natural world by reading a variety of books about “kids and their adventures in the woods and water.”

At her family cabin in the San Bernardino Mountains, Mann spent a great deal of time hiking, exploring, and furthering her knowledge about nature.

At the ripe age of 24, Mann and her husband moved to Minnesota. She couldn’t believe how lush and green it was here. Mann found the wildlife to be more varied and interesting as well. Their first house in Minnesota was adjacent to a wetland teeming with raucous yellow-headed blackbirds.

Mann’s love of nature led her to serve on the North Oaks Natural Resources Commission, where she has been a

West Recreation Building dedicated Sept. 9

By Bill McNee NOHOA Director NOHOA has just completed its largest capital project ever. Three West Rec committees worked diligently over several years to realize the dream of a new recreation building. We were able to finance the new building through reserve funding because previous NOHOA boards had the foresight to place remaining funds at year-end into a reserve fund. This allowed the board to build our beautiful new recreation building, complete with bathrooms and new rink lights.

Layna Peltier, chair of the final committee, spent countless hours working with the various contractors and soliciting donations for the project, as well. Many members gave money to fund the extras.

Thanks to everyone for all your support — the West Rec project was a true community effort.

The new West Rec Building is one of many investments we have made to capital improvement projects over the years – investments that brought new recreational and social opportunities to North Oaks residents and their families.

For the first 60 years, NOHOA has had roads and recreation areas donated by the North Oaks Company and other developers. We are at the point now where little land re-

Mounds View Schools Open Outdoor Classroom The Mounds View Public Schools recently celebrated the grand opening of the Rice Creek Commons Outdoor Classroom located at the new Rice Creek Commons development site (formerly the TCAAP site).

NOHOA NEWS AND NOTES

By Kimberly Murray NOHOA Executive Director I encourage you to read the excellent articles by several NOHOA Directors in this issue of the North Oaks News These individuals voluntarily devote a great deal of their time and talents to the leadership of the association and have excellent messages to share.

Included in those messages are numerous important statements. At this time, I would like to point out one key word in those statements, and that is the word privacy. For many residents of North Oaks, privacy was a significant factor in their choice to live here.

To take that concept one step further, for residents of North Oaks the word “privacy” is synonymous with choice. With privacy, members have a choice as to who comes into the community. Members can choose how much activity (or peace and quiet) they have in their lives. NOHOA members are able to create a ha-

ven for their families in North Oaks away from the hustle bustle of city life, the noise and the lights; a haven which meets their own definition of privacy.

On a related note, the issue of home rentals in North Oaks recently came before the NOHOA Board of Directors. With advice from NOHOA’s attorneys, the board recognized that the restrictive covenants in the Deeds and Declarations do not allow Members to rent their homes. Non-homeowners are visitors and will be treated as such, with restricted and limited access to our community resources and recreation facilities.

In other news, NOHOA is trying to increase our visibility and communications. Part of this endeavor is the addition of a North Oaks Homeowners’ Association Facebook Page. This page will be private and will not be searchable in Facebook. Likewise, the posts will not be visible to anyone unless they are also a

member of the page. You will need to be invited to participate and the NOHOA office will monitor the page and membership to ensure appropriate content and membership. Invitations will be sent out to members via email through Facebook’s interface. If you receive an invitation, it is legitimate. If you do not receive an invitation in the next month, please contact the office to make sure we have your correct email address.

Finally, in October, I invite you to visit the area on the north end of Pleasant Lake where the water flows into the Deep Lake channel. This area is currently being restored as a project of the Vadnais Lake Area Water Management Organization (VLAWMO). Along with privacy, preserving the natural environment of North Oaks is a guiding principle of NOHOA and we thank VLAWMO for its efforts to support and supplement NOHOA’s ongoing efforts to achieve this goal.

How did recycling start in North Oaks?

By Joan Brainard Today, North Oaks has one of the most successful recycling programs in the state of Minnesota.

Approximately 85 percent of North Oaks families recycle, which is 20 percent more than in any other city in Ramsey County. That success, however, did not come overnight.

Recycling in North Oaks has a long history.

Twelve women who belonged to the League of Women Voters started the recycling program in North Oaks in 1974. They arranged for a semitrailer from the Waldorf Paper Company, who owned the paper plant in the Midway district of St. Paul, to collect newspapers on a Saturday three times a year at the East Recreation building.

North Oaks residents brought their newspapers packed in supermarket bags and the League women stacked them in the trailer. Waldorf paid for the newspapers and a bank account was established. Almost from the outset, the semitrailer was completely filled each time Waldorf picked up newspapers. So, very soon, two additional drop-off dates were added.

The women soon decided to add glass and aluminum cans to the pickups. As a result, they arranged for barrels for the glass and aluminum cans to be added at the dropoff. Cans were sold to a recycling

facility just off Hwy 694 and Rice Street, and the glass was marketed south of St. Paul. The glass had to be separated: white, brown and green.

In 1975, 30 tons were being recycled annually in North Oaks. By 1981, that number had reached 130 tons. In 1986, the volume of the recyclables was far more than the League women could handle. A survey was sent to all North Oaks residents to solicit their thoughts on recycling. The responses indicated that a majority of the residents would recycle if garage pickup were available. Based on the responses, the city got involved and contracted with Peterson, the primary trash hauler in North Oaks, to do monthly pickup. Arrangements were made with a manufacturer of stackable recycling bins to obtain a rock-bottom price for the bins when bought in a large quantity. Orders were taken and the bins were delivered to the West Recreation building for local residents to pick up.

A new era in North Oaks recycling had begun. Now North Oaks residents had an easy, efficient way to save recyclables. However, the League women were not done.

inch signs with the recycling logo in color. The sign could be put on the mailbox post indicating there were recyclables at the garage. The group also started a publicity campaign to further promote recycling.

Empty supermarket bags with recycling information were passed from one resident to another like a chain letter – residents added their name to the list and passed it on. To urge people to buy products with less packaging, the League women checked the price of the same quantity of raisins, orange juice, chicken noodle soup and KoolAid packaged in boxes and cans versus the same products with less packaging. The four products in boxes and cans cost $15.20, but only $4.97 using less packaging! And of course, there were bulletin board signs announcing the recycling, which at that time was only once a month. As recycling increased, pickups were increased to once every two weeks. By this time, 85 percent of the North Oaks community participated in recycling, and had $10,000 in the bank, which was given to NOHOA to pay for a bike/ walk path on the north side of East Oaks Road.

As noted above, today 85 percent of North Oaks’ nearly 1,700 households continue to recycle. The city earns revenues from selling the paper that is recycled. Now, the recycling program has been so well received by residents that the community is moving to weekly recycling beginning the week of Oct 5.

North Oaks Network to host Q&A with Dr. Brian Rank The next North Oaks Network meeting is scheduled for Monday, Oct. 12 from 6:30 to 8 p.m. at the Community Room at 100 Village Center Drive.

The topic will be “Health Care and You: answers to questions you have wanted to ask a professional,” with a short introduction and plenty of time allotted to questions and answers.

Our guest and expert on the topic will be Dr. Brian H. Rank, executive medical director for HealthPartners Park Nicollet Group. He is also a member of the Hematology/Oncology Section and maintains an active hematology/oncology practice.

Rank is board-certified in internal medicine, hematology

and medical oncology. He currently serves as a member of the HealthPartners Board of Directors, the Regions Hospital Board of Directors and the HealthPartners Institute of Medical Education Board of Directors. He is chair of the Board of Directors of the Institute for Clinical Systems Improvement, president of the HealthPartners Research Foundation, and serves on the Minnesota Cancer Alliance Steering Committee.

This meeting will provide an opportunity to ask questions as well as to get answers and information on the status of health care. We look forward to a great meeting on Oct. 12.

Introducing the North Oaks “Fleur de Leaf”

By Katherine Emmons Director, NOHOA Over the past three months, North Oaks Homeowners Association (NOHOA) has been leading an effort to develop a relevant, consistent, unified visual brand identity system that reflects the mission, vision and values of the North Oaks community. The “Fleur de Leaf ” symbol, shown above, is the result of this broad-based and far-reaching work.

The brand development effort reflects the perspectives of a Brand Advisory Panel made up of 18 North Oaks residents. These individuals represent a variety of age groups, interest areas, expertise and neighborhoods, including: members of the North Oaks Historical Society, Mounds View School Board, North Oaks Garden Club, North Oaks Preschool, North Oaks Social Club, North Oaks Golf Club; North Oaks real estate specialists; professionals in the field of brand/identity/ marketing; and residents from the “old” North Oaks, “Prairie” area, Charley Lake, Rapp Farm and Deer Hills neighborhoods. Members of the North Oaks City Council were invited to join the process; however, they declined citing differing interests.

Panel members worked with professional branding firm 45 Degrees Minneapolis to develop the North Oaks symbol and system. They responded to an online survey, participated in round-table discussions, and reviewed various concepts and design solutions over the three-month period. Early in the process, for example, panel members provided their perspectives on things like the mission of NOHOA, positive attributes of North Oaks and a North Oaks “brand,” their vision of a successful North Oaks brand, and the feelings that a successful community brand identity would create.

The group was exposed to several brand concepts before zeroing in on the Fleur de Leaf. 45 Degrees explored various sizes, orientations and colors, and incorporated many community-relevant elements into the design. Along with the acorn and oak leaf, (favorites among Advisory Panel members) the date 1883 was added to reference the earliest residential community established by James J. Hill on our current community site; the compass arrow and center circle north “N” were added to call out our city name as well as our geographic location in relationship to the greater Twin Cities suburbs.

Interestingly, the compass/directional element also aligns

with the growing regional trend to brand Minnesota as “The North.”

“As a design motif, the traditional fleur-de-lis has stood the test of time and is still recognized as a decorative icon with rich historical roots,” notes resident and ASC Committee member Jim Nancekivell, “The playful use of the oak leaf, acorn, compass arrow and the natural, jewel-tone color palette creates both a classic and whimsical brand mark that is fresh, unique and approachable. It projects a sense of nature and history without being stuffy.”

Defying gravity

Editor As I am preparing to run the Twin Cities Marathon in early October, my long runs have been growing steadily longer. This Saturday morning I arose at 5:30 a.m. to get ready for the Capitol Run, an organized 20-mile training run that uses the last 10 miles of the marathon course as an out-and-back route, mostly along Summit Avenue and the Mississippi River.

It was a perfect day and I was looking forward to cooler temperatures and running with other people, since I most often complete my training runs alone. Everything went well until I caught my toe on an uneven patch of sidewalk at about mile 2.5 and went down hard on my knee and left hand.

Luckily, I came away with only scratches on the hand and a brush burn on my knee.

I was able to continue, but not until after I waited for the support van to arrive with a bandage to clean up my bleeding knee. So, despite my best intentions, I ended up running the majority of the day’s miles by myself.

Even though the larger group had to leave me behind, I was never truly alone. The pacer for the 10-mile group offered to wait with me until I was patched up and then ran with me until the 5-mile marker. The woman riding her bike up and down the course kept shouting encouragement each time she passed me. She also helped direct me back to the original starting area at the end of the run.

The support volunteers stayed at the water stop positions until I passed each one, then packed them up for the day. All of them (probably about eight) cheered as I completed the run. Their extra

KRISTINE PARKER time and unwillingness to leave me behind was invaluable to my confidence in my ability to complete the run. I cannot thank them enough for their encouragement.

Speaking of thankfulness, I am very thankful that my fall did not cause a serious injury and that I was still able to complete my training run. I am also thankful that my training plan allowed me to be capable of some good splits at the beginning of the run. We won’t talk about the ones at the end. I’m just glad they are done, and this is the longest training run until the main event.

I admit that I struggled to find an appropriate song title to fit this month’s column.

Finally, I settled on “Defying Gravity,” a song from the musical “Wicked.”

“I think I’ll try defying gravity, and you can’t pull me down.”

Gravity tried to pull me down, but it only succeeded for a few short minutes. I got up and accomplished my goal anyway.

“I’m through accepting limits ‘cause someone says they’re so. Some things I cannot change, but till I try, I’ll never know.”

I’m so glad I made the decision to keep going—I feel stronger now than I would have had I not had the challenge of a fall.

Wright named to UMD women’s soccer team Carlye Wright, daughter of Steve and Penny Wright of North Oaks, was recently named to the University of Minnesota-Duluth’s women’s soccer team. The team is in NCAA Division II. “Carlye is the type of player, student and resident that we are so proud to have in the club.

She excelled for us on the field and will continue her successes in all of her endeavors during college and beyond,” said Scott Larson, president of the North Oaks Soccer Club.

Carlye served as goalkeeper for the North Oaks Soccer Club’s Blast Under 18 girls’ team and was a standout on the Mounds View High School soccer and basketball teams.

Carlye balanced a varsity basketball talent against her high-level soccer desire, traveling across the country for a few

seasons to play in elite soccer events with her team.

Carlye, along with her Blast teammates, have been one of Minnesota’s most successful youth female teams, eventually winning several elite-level tournaments in Nevada, Arizona, Kansas and other states over the years. Carlye was part of a Blast soccer team that twice represented Minnesota as the USYSA Region II Champions in the past two years.

Carlye’s commitment to the UMD Bulldog soccer program will make her one of 15 other Blast soccer players to go on and play collegiate soccer.

Her dad, Steve, can be credited with getting Carlye started on her soccer path. Steve was her youth coach for several years before she joined the Blast program.

Boat removal at Pleasant Lake The North Oaks Home Owners’ Association requires that all sailboats on Pleasant Lake must be out of the water by Sept. 30. Any boats stored on the beach must be removed by Oct. 31. This does not include canoes and kayaks stored on the racks. Watercraft that is not removed by the deadline will be removed by NOHOA. In order to retrieve their watercraft, owners must pay a $75 removal and storage fee.

COMMUNITY ANNOUNCEMENTS Give the gift of blood The Lake Johanna Fire Department is hosting a blood drive on Wednesday, Oct. 14 from 2 p.m.-7 p.m. in the training room at Fire Station 3, 5545 Lexington Ave. N., at the corner of Lexington and County Road I in Shoreview. The department hopes to get more people in the community involved in giving blood, and has set a goal to sign up 40 blood donors. Gardeners wanted The Ramsey County Master Gardener Program is accepting applications from residents interested in becoming a Master Gardener. There is ongoing training and volunteer requirements to maintain Master Gardener certification.

CITY NOTES The North Oaks City Council met Sept. 10 in the Community Meeting Room at 100 Village Center Drive, Suite 150. Highlights follow:

Hearing held on Shoreview conduit bonds After the public hearing was held for providing conduit bonds for the Shoreview Senior Residence Project, the council unanimously approved the measure.

Preliminary assessment hearing held City Administrator Mike Robertson stated that with a number of violations made by homeowners against city ordi-

nances, the homeowners were not available to attend this meeting and possibly the next. He recommended, and the council approved, extending the public hearing until the Oct. 8 meeting to allow homeowners to address their violations.

Preliminary 2016 tax levy approved Robertson said that state law requires the city to provide a preliminary tax levy to the county for notification purposes. The city can reduce this figure before the final levy is adopted in December, but cannot increase it. The finance committee felt that a 4 percent increase in the levy was sufficient for this purpose. The measure was approved.

2016 tax hearing set This hearing is to provide an opportunity for taxpayers to make comments about the proposed 2016 tax levy. The hearing was set for Dec. 2 at 7 p.m. at the beginning of the regular council meeting.

Revised floor area ratio ordinance approved Planning Commission unanimously voted for the changes in the zoning ordinance. The changes clarified and condensed the original ordinance, reducing it from three pages to two-thirds of a page. The commission recommended the council approve the recommended changes. Acting Mayor Gregg Nelson felt the revisions to the ordinance help

eliminate loopholes. Councilwoman Katy Ross believes it is more “cut-and-dried.”

Revised off-street parking ordinance approved The revision clarifies the limit of how long recreational vehicles can be displayed in the driveways of homes in North Oaks as well as what vehicles are included in the ordinance.

With the revision, once a homeowner receives a letter about a vehicle on their property, the homeowner has 30 days in which to move the vehicle.

Former ambulance appears at gate house The council is investigating the situation of the retired am-

bulance, which has been parked at the gate house for some time.

Mike Robertson has notified the owners of the gate house that the vehicle is a violation of the off-street parking ordinance and must be removed. If it continues to be in violation, the owner will be ticketed.

Tick-borne Illness Task Force has a chair Dr. Brooke Moore has agreed to chair the Tick-borne Illness Task Force. Invitations to join the inaugural meeting were sent to all attendees of the public hearing regarding Lyme disease, and all other concerned parties were encouraged to attend. The meeting was held Sept. 14.

champion of water, woodlands and wildlife for many years. No longer a North Oaks resident (she and her husband recently moved to their Forest Lake dwelling), Mann had to vacate her place on the commission, leaving a void that will be hard to replace.

During her tenure on the Commission, Mann served an important role as a member of the Vadnais Lakes Area Watershed Management Organization (VLAWMO) technical commission. She gained a deep understanding of the water resources in our community.

“It’s really easy to blame our water quality problems on the water pumped in from the Mississippi River. In reality, there are lots of things that individual homeowners can do to help our water resources. Be mindful about the products you use on your property, because some of them eventually end up in the lakes, wetlands and groundwater,” said Mann.

Chris Mann served very ably on the NOHOA board for 3 years. During her tenure as head of Land and Water for NOHOA, she worked to develop NOHOA’s 10-year plan to restore the shoreline along the Pleasant Lake Trail bringing in Joe Walton and Refugia to do the work, along with NOHOA member volunteers.

She led the NOHOA effort to hire Joe Walton and Refugia to repair the channel between Charlie Lake and Pleasant Lake in 2010. She also laid the groundwork for the current work being done on the Deep Lake channel, which connects Pleasant Lake to Deep Lake, by networking with John Blackstone and Dave Schuler of St Paul Water and with all

the members of the VLAWMO Technical Board, including Stephanie McNamara and Kristine Jenson.

“I learned a lot during my time as a NOHOA board member, particularly about native plants and animals, protecting the shoreline, and creating wildlife habitat,” she said.

Mann will certainly miss her North Oaks home and the surrounding natural resources but, fortunately, she has an outlet for her interest all things natural. She has already started a lakeshore restoration project on her new property, spending a considerable amount of time this summer shopping for the right plants and plugging them into the soil.

She has some advice for North Oaks residents. “We all know that North Oaks is a special and incredible place to live. However, its natural resources are struggling with invasive species and other problems, and need help. If everyone restored their own piece of North Oaks, not only will their enjoyment of their property increase, I suspect so would the property value. It’s a win-win situation.”

Mann noted that land restoration takes time and persistence. Luckily, there are many resources available: VLAWMO for information, workshops and a landowner cost-share program; the Natural Resources Commission; the City Forester; companies that do restoration work; and the Internet.

“Take care of and love your land. By doing so, you and everyone else in North Oaks will be rewarded,” Mann advised.

NOHOA board aligns directors’ terms closer with financial year As current and former NOHOA directors are aware, an elected director’s term begins and an outgoing director’s term ends immediately following the announcement of election results at the Annual Members Meeting, held the first Thursday in December.

The NOHOA Board of Directors voted unanimously at its Sept. 3 regular meeting to amend NOHOA’s bylaws. Going forward, newly elected directors will begin and outgoing directors will end their terms at the directors’ annual meeting, held the first Thursday in Janu-

ary. Making this shift from December to January will allow directors’ terms to align closer with NOHOA’s fiscal, or financial, year which follows the calendar year. It also allows time during December for outgoing directors to complete projects they have committed to for the year, provides continuity in board leadership and support for the staff during December, and allows time for orienting newly elected directors before their first meeting in January.

bylaws amendment, which will go into effect 30 days from the date of its publication.)

On a related matter, if you’ve been a member of NOHOA for at least two years and would like to get more involved, please consider running for a director position, especially now that you know there’s more time allowed for orienting new directors. NOHOA Treasurer’s Report Submitted by Myra Coleman As 2015 winds down, the NOHOA board’s attention is shifting to financial planning for 2016 and beyond. We are fortunate this year to have the additional benefit of professional strategic planning resources to guide and augment our internal expertise. A special thank you to Director Katherine Emmons and Director Amy Blahosky for generously sharing their time and talents by leading our Strategic Planning initiative. A sound, well-informed Strategic Plan will help us clearly and collectively articulate the kind of community we aspire to be.

It will serve as a guideline both for decision-making and for defining and communicating a positive image of our unique community. North Oaks is quite possibly the best-kept secret in the Twin Cities. Our key themes of natural resources, historical legacy, privacy, a world class school system and robust recreational opportunities make me very proud to be a resident of North Oaks.

In order to be responsible stewards of our community assets, spending in 2016 must align with our core values and responsibilities. We must provide a reasonable financial road map for preserving and protecting the unique quality of life that we share in North Oaks. The 2016 budget will strive to reflect and align with the service and mission-driven priorities that have been outlined in our Strategic Plan. An increasing demand for the unique lifestyle that North Oaks offers has resulted in our unprecedented growth and expansion. New neighborhoods mean more roads, entrances, playgrounds, parks, trails—as

well as the corresponding maintenance requirements. Our new West Rec Center is a tremendous community asset that must be maintained into the future. The destructive potential of the emerald ash borer creates an unexpected challenge to preserve and protect our wooded areas. In addition, a naturally aging infrastructure means that we must put away adequate funds to both repair and eventually replace our roads, some of which are over 60 years old. All of these factors taken together challenge us to prepare our budget thoughtfully, appropriately and proactively.

As you may know, due to the unique, private nature of North Oaks, we, as homeowners, collectively own the roads in front of our property. Unlike other municipal communities, our tax dollars do not fund road maintenance and repair. We, as homeowners, share the privilege and responsibility to vote each year on the amount to “tax” ourselves in order to pay for the amenities and services that are needed. This November, you will be asked to vote to approve a budget proposed by NOHOA. Over the past several years, in response to pressure to keep homeowner’s dues to a minimum, we have been “taxing ourselves” at a much lower rate than is prudent to support the resources under our care. In particular, we have grown accustomed to underfunding the budget for our roads. The implications of continuing to underfund our community amenities are significant. Shortchanging our future to avoid paying an additional $20, $40 or $60 per year in annual dues is not a wise trade-off.

We, as a community, need to step up and be responsible stewards of our resources. For our democratic voting system to function effectively, it requires an involved and informed citizenry (that means you and me).

You will receive additional details on the 2016 budget as they become available following NOHOA’s mid-October planning session. Q. Is there any way I can recycle my old carpet and padding? What about a mattress?

A. Yes! Drop off your carpet and padding to be recycled at Bro-Tex, located at 840 Hampden Avenue in St. Paul. A small fee is charged. Please visit brotex.com for instructions.

Several mattress stores will take your old mattress when they deliver your new one. If not, bring it to Second Chance Recycling at 1179 15th Avenue SE in Minneapolis. Visit SecondChanceRecyclingmn.com for more information.

Q. Now that our city will be switching to weekly recycling pickup on Oct. 5, can you remind me what kinds of plastic can be recycled?

A. Sure! Recycle any plastic container marked with a 1, 2, 4, 5, or 7. Did you know that your plastic water bottle can be made into tennis balls, carpet or clothing? And that shampoo bottle transforms into fencing, drainage pipe, traffic cones or automobile floor mats. Plastics imprinted with numbers 3 or 6 should NOT be placed in your recycling bin because these plastics cannot be reused.

For plastics, please remember: • Black plastic frozen food trays, styrofoam and plastic bags are not accepted; no plastics marked with a 3 or 6 • Give containers a quick rinse • Caps and labels can be left on • Do not place recyclables in plastic bags • NO containers that held chemical products like automotive fluids, paint or household cleaners
