Curling club returns for 2nd year, seeks to build facility in Stillwater

After a successful inaugural year, the St. Croix Curling Club returns.

Members hope that a state-of-theart curling center in Stillwater, which they recently proposed to the Stillwater City Council, will ensure its longevity.

Founded last year by a group of local curling enthusiasts, the St. Croix Curling Club is the fi rst of its kind in the area. “We’re five longtime curlers, all from the east metro area, and we all curl at the St. Paul Curling Club,” said Stillwater resident Jim Honsvall, club co-founder. “We figure that, together, we have over 200 years of experience curling.”

Their love of the sport led the five friends to launch the St. Croix Curling Club, as there is no other curling facility between St. Paul and Eau Claire, Wisconsin. Games are held weekly at the St. Mary’s Point Ice Arena in Lakeland, which has been outfitted with circles for the curling club’s use.

The club’s fi rst year was a success, according to Honsvall.

“Interest last year far exceeded our expectations. There were around 30 communities represented in our curling group, from Baldwin, Wisconsin, to Roseville … People from 15 to 80 years of age, men and women,” he said. “The vast majority of curlers were beginners, and we believe that most will be returning to play this year, which we are very pleased about.”

The popularity of the St. Croix Curling Club follows a national trend, too. Interest in curling has spiked in recent years, particularly after the U.S. men’s curling team took home the gold medal at the 2018 Winter Olympics.

Given that popularity, and the fact that there are no other local curling facilities, members of the St. Croix Curling Club believe that Stillwater is well-poised to host a premier curling facility and made a formal

presentation to the City Council at a recent meeting.

The facility has been proposed as a partnership with the St. Croix Recreation Center. It would include eight sheets of ice for curling, public meeting rooms and food and beverage service. Honsvall said the facility could draw as much as $1 million in revenue from leagues, tournaments and corporate events. Plans have not yet been formalized, but council members expressed interest in learning more about how publiclyowned curling facilities operate.

For now, the group will continue meeting at the St. Mary’s Point Ice Arena. The fall league starts Nov. 3, and the winter league begins Jan. 12. Both leagues run for nine weeks; games will be held at 2 p.m., 4 p.m. and 6 p.m. Sundays.

Breast cancer can affect both men and women and is one of the most common forms of cancer. Thanks to increased awareness and screenings, many cases of breast cancer are diagnosed early and treated successfully.

BreastCancer.org says that invasive ductal carcinoma, or IDC, is the most common form of breast cancer, accounting for about 80 percent of all breast cancers.

The American Cancer Society says that, although IDC can affect women of any age, it is most common among women age 55 or older.

The good news is that this type of cancer is highly curable, provided it has not spread outside of the ducts to other breast tissue. Survival rates for any breast cancers diagnosed in the early stages are excellent.

I’m not sure who got into the woods sooner, the kid or the dog! The dog didn’t get a good mark, but Brady did as both vanished into the thick green. Brady had the better mark but Teal has the better nose, so even though Brady was spot on, Teal’s nose — now in overdrive — found the downed dove. A second later I heard Brady calling Teal to bring the bird to hand.

In a moment kid, dog and dead bird popped out of the woodlot. Brady didn’t mind a big red scrape he got on his ribs in the woods that might have brought tears under different circumstances. He was as proud of this trophy as his traveling baseball’s team’s State Championship this summer. A quick fi st bump and photos, followed by a pat on Teal’s head, before it was back to business watching the sky, waiting for more birds to come in ...

Tipping points hile our editors here at Press Publications establish guidelines and prepare for the 2019 local election, political analysts, prognosticators and pundits are already looking ahead toward the 2020 election.

A recent article originating on “The Hill” website titled “The 10 counties that will decide the 2020 election” includes a county right here in our coverage area. Washington County is among a group of counties described in the article as critical tipping points across the country that will determine the outcome of the 2020 election. The other counties on the list are scattered from Maine to Arizona and include Erie County, Pennsylvania, Sauk County, Wisconsin, Muskegon County, Michigan, Maricopa CounAngle of ty, Arizona, Tarrant County, Texas, New Hanover County, North CaroliView na, Peach County, Georgia, Hillsborough County, New Hampshire, and Paul Dols Lincoln County, Maine.

I’m personally not comfortable getting my information from a news feed that has been curated by an algorithm, so I attempt to get my news and information from a variety of sources, including “The Hill.” According to Wikipedia, “The Hill” is an American political newspaper and website published in Washington, D.C. since 1994 with a mission of “nonpartisan reporting on the inner workings of Congress and the nexus of politics and business.”

At Allsides.com, a website dedicated to displaying news stories from the Left, Center and Right of the political spectrum, as a way of exposing readers to information and ideas from a variety of sources, “The Hill” was given a “Center” rating on a Media Bias Ratings list comprised of 600 news outlets.

Each news outlet is given a rating along a spectrum ranging from Left, Leaning Left, Center, Leaning Right to Right. This site is a pretty good place to gauge whether or not the sources you’re accessing for news are perpetuating a “fi lter bubble” by just reaffi rming preexisting viewpoints.

Dozens of strategists, political scientists and observers were interviewed for the story, written

by Reid Wilson. Each county is given a brief historical overview along with key reasons it is viewed as a strategic indicator. According to the article, Minnesota is “one of a small number of states that voted for Clinton in 2016 that presents Trump with a chance to expand his map in 2020. If he wants to win here, he must carry Washington County, along the border with Wisconsin.” The county’s historic role as the birthplace of the state of Minnesota is briefly noted, along with its current blend of “rural roots and exurban sprawl.”

Another characteristic that is noted about Washington County is that it is not fi rmly locked into an allegiance with one political party. “Washington County voted twice for George W. Bush, then twice for Obama. Clinton carried Washington County by just 1.8 percentage points, almost exactly the margin by which she carried Minnesota as a whole.”

We don’t often get a viewpoint of a county in our own backyard from a national and politically strategic perspective. I’m speculating, but I believe that the fact voters in Washington County do not consistently vote along a straight party line indicates a high level of engagement and not simply voting based on past allegiances and habits.

These key counties, including Washington here in Minnesota, are described as “diverse as the American electorate” and provide a snapshot of what the country looks like at this key moment in history. I hope, at a fundamental level, that we can reaffi rm that we have much more in common with our neighbors than the exploited and sometimes magnified differences that threaten to divide and pull us apart.

Washington County ‘not immune’ to violent crimes, drugs

HUGO — After hearing an update from the Washington County Attorney and Assistant County Attorney, one thing is clear: violent crimes, drugs and sex trafficking are happening in Washington County, and they remain a top priority for the county attorney’s office.

Washington County Attorney Pete Orput and Assistant County Attorney Imran Ali were keynote speakers at the Hugo Business Association’s breakfast Sept. 10 at the Blue Heron Grill in Hugo.

“Part of my mission, and my office’s mission, is to do crime prevention — keep our seniors from getting ripped off by telemarketers, keep business owners protected when they are trying to run a business, (and preventing) fraud,” Orput said.

“This is a great opportunity to share some highlights with you and what we are working on.”

Things have been going well, Orput said, but there are a few trends his office is currently seeing in the county.

“There is a high degree of violent crime that we haven’t seen before. Currently I have five homicide cases in my office and that is a lot for Washington County,” Orput explained. “I have nine prosecutors handling a caseload of 200 felonies a year. We try around 50 trials a year, which for a county of our size and population, that’s a lot.”

In addition to an increase in violent crimes, the county is experiencing the opioid crisis firsthand.

Orput said he currently has two opioid-related

death cases sitting in his office. The county is trying to take a different approach when it comes to youth and drugs.

“I get 400 young people a year coming in who are charged with felony drugs. I realized several years ago that we can’t jail our way out of this problem,” he said. “We have revamped the way we approach it. I can’t make 400 young people a year felons. Once they get that, there are consequences ... they can’t get jobs. We are offering diversion and treatment to those we see coming in.”

Orput added that, “It has become a real issue. If we can get these people treatment, I have a strong feeling a lot of our property crimes are going to go way down because we are seeing a huge uptick in identity theft, mail theft, fraud. It is done mostly by those people who are trying to feed that monkey on their back.”

The opioid crisis is also causing an uptick in child protection cases. “When people get addicted to drugs, that becomes their number one, and their kids become second,” Orput said.

Ali, who is the director of the East Metro Human Trafficking Task Force, talked about sex trafficking. He said when he first moved to Woodbury, he didn’t think he would see human trafficking. After handling his fi rst case, which involved a threetime convicted sex offender who was pimping out a 16-year-old girl, he knew the problem was here.

“That was shocking,” he said.

A criminal analyst with the attorney’s office investigated a website, which is now shut down, where people could advertise for sex. “People could go on there, contact somebody and you could order

pizza or a human being,” Ali said. The analyst wanted to fi nd out how many ads were being posted to see if human trafficking was a small or big problem in the metro.

In two years, the criminal analyst looked at 196,000 ads in the Twin Cities metro area. “That is a staggering number, and we haven’t looked back since,” Ali said. “Those 196,000 ads were placed there for a reason, and that’s because there are people in our communities that purchase human beings for sex.”

Ali recalled one of the task force’s undercover operations in Redwood Falls, Minnesota. “The day of the operation, I was talking to the prosecutors and police officers and they seemed somber. I asked them about it, and they said, ‘When you post this ad in the Twin Cities, you have thousands of people texting you. Down here, I don’t want it to be my father, my brother, my uncle,’” he said.

During the bust, the town’s police chief was arrested for trying to purchase a 15-year-old girl.

“In the past four years, we have arrested, investigated and convicted 38 pimps in Washington County,” Ali said. “We take down small-scale traffickers trafficking their girlfriend; we have international trafficking cases, domestic trafficking cases, with as little as one victim to as many as 34 victims.”

Orput ended the presentation by inviting members of the public to share their ideas on public safety with his office. “I am all ears,” he said.

Warner Nature Center to close by end of year

MARINE ON ST. CROIX — The Lee & Rose Warner Nature Center will close at the end of this year.

Founded in 1967, the Warner Nature Center is the oldest private nature center in Minnesota and draws thousands of visitors, primarily schoolchildren, to its 900-acre facility in the St. Croix Valley each year. Its closing follows a decision by its chief funding agency, the Manitou Fund, not to renew its longstanding partnership with the Science Museum of Minnesota, which manages the site. The current agreement expires Dec. 31.

The Manitou Fund did not explain its decision and has not yet said what it plans to do with the site.

“Manitou Fund is exploring options for how best to use the land and facilities going forward and for future generations, though no specific plans are in place at this time,” officials said in a statement.

“Any plan will continue Manitou Fund’s 50-plus year tradition of using this cherished space to positively impact the community.”

“Together, we have shared the joy of environmental learning and of positively impacting thousands of children’s lives. This land holds a special place in the hearts of many, including mine.”

Fund officials also expressed gratitude for visitors, volunteers and donors, adding “the fund is also thankful to every person who has ever visited the center — the ultimate demonstration of trust and validation in the center’s programs and mission. A special place was created where meaningful connections with nature have taken place for over five decades.”

The Warner Nature Center’s has an annual operating budget of $900,000, according to the Science Museum.

Stillwater artist featured in national exhibitions Stillwater artist William Ersland is fi nding success on the national stage. Two of his paintings, “Outfoxed!” and “Airborne” will be exhibited in the American Association of Equine Artists (AAEA) Open Juried Exhibition in Middleburg, Virginia. Farmaste: Where farm animals are someone, not something FROM PAGE 1

Jeka, Violet and Ophelia, 2-year-old Yorkshire Cross pigs, have been lucky in life and have only known love and kindness from people. Their mom’s start to life was not as happy. A breeding sow, she was rescued from the largest farm animal cruelty case in the northeastern U.S. With the Westport Massachusetts Police Department, the American Society for Prevention of Cruelty to Animals (ASPCA) assisted with the rescue of over 1,000 farm animals from a 70-acre property. The conditions from which she was rescued were deplorable — many of the animals were showing signs of neglect and had no access to food or water. Deceased animals were mixed in with living animals throughout the property.

These girls’ mother was one of the survivors, and the ASPCA placed her in a foster home where, shortly after her arrival, she gave birth to a litter that included Jeka, Violet and Ophelia.

This is just one of the many stories about the farm animals who have been rescued by and live out their days at Farmaste Animal Sanctuary in Lindstrom. Stillwater resident and founder Kelly Tope founded the nonprofit organization in 2016. Farmaste took in its fi rst animal, a Holstein named Gertie, in July 2017. The 79-acre site was donated by area residents Pete and Laura Hoeffler.

Tope’s full-time job is franchise development for Crisp & Green in Wayzata. After her dog Mowgli became ill and she had to take care of him, she quickly realized something was missing in her life. “I’ve always loved animals, but once I had to take care of him, I knew I wanted to help take care of animals. I wanted to take care of animals that had health problems (or) were in need, or ones that other people might not take in,” she said.

She began researching and knew she didn’t want to go back to school to be a veterinarian.

She stumbled across Farm Sanctuary in New York and took a trip out there to see what farming was all about. She loved it so much that she returned to go through a training program.

“I was able to take my business hat and mold that together with my love of animals. It was a good fit to be able to put those two together. It is certainly a labor of love,” she explained.

Currently 22 animals call Farmaste home, including cows, goats, pigs and sheep. Eventually Tope said they will expand that to chickens. Most of the animals have been rescued from around Minnesota, but some have come from Iowa, Wisconsin and Florida. The organization does not rescue pets but, rather, tries to save the animals that would have gone into the food industry.

“We are very careful about how many animals we rescue because of the fact that they will stay for life, so we need to be able to pay and care for them for life,” Tope explained. “Many people don’t know that cows live to be 20 to 25 years old.”

Tope added that the sanctuary turns down about five to six calls a week.

Farmaste is one of three farm sanctuaries that currently operate in the state — Spring Farm is located in Long Lake and Little Acorn is in Northfield.

A big goal of Farmaste, Tope said, is education.

“We really try to help educate about the animals and what their lives are like outside of sanctuary so people can learn about them and get to know that they have personalities,” she said. “They are funny, they are sweet, they build family groups, they like to play, (and) if one dies they mourn.”

Hugo resident Beth Beaman is one of the around 20 volunteers with Farmaste. As an animal lover, she has volunteered at the area Humane Society for many years but had always wanted to volunteer at a farm sanctuary. She began sponsoring an animal at a sanctuary out in California but was thrilled when she found out about Farmaste.

“Farm animals are a different experience. A lot of times the farm animals don’t get the same exposure that cats and dogs do,” she explained.

“It is really fun to meet all of the animals and realize what personalities they have. We know cats and dogs have personalities, but you really don’t think about farm animals having personalities until you interact with them.”

“It is really rewarding and peaceful,” she said.

“I have a really stressful job, and there is no better way to end an awful week. The animals are always happy to see you. When the animals come in, they are terrified, but it is really rewarding to see them warm up and open up to you, knowing the bad life they had before.”

Members of the public are invited to come and tour Farmaste at 11:30 a.m. or 3 p.m. on Saturdays, May through October. Farmaste also hosts various events such as Girls Night and Couples Night in addition to summer day camps.

Next year, Tope said the organization plans to roll out a teen wellness program for teens who struggle with anxiety and depression.

“It is nice for people struggling with depression and anxiety to come and be with the animals.

These animals come from very broken places, so it is really neat for them to heal, for the kids to heal and really fi nd that bonding experience,” Tope said.

Forest Lake Alpine Ski Team holds annual ski swap Oct. 26 FOREST LAKE — The Forest Lake High School Alpine Ski Team will hold its annual ski/snowboard sale and swap Saturday, Oct. 26, at the Forest Lake High School Field House.

Area skiers will find great deals on new and used snowboards, downhill and cross-country skis, snowshoes, ski boots and ski equipment/clothing at the north metro’s largest swap. Local ski shops will offer new equipment and provide sales/sizing expertise. Area residents sell used equipment at great prices, making the swap a great venue for those with young skiers and those looking to try the sport for the fi rst time. Skiers and parents from the Alpine Ski Team Booster Club will be on hand to help with selection and sizing.

Admission is free. Payment is by check or cash only.

Anyone wishing to sell used equipment may check it in from 5-8 p.m. Friday, Oct. 25, at Forest

Lake High School. Members of the ski team and parents will be available to assist with check-in and to answer questions. The fee to sell equipment is $5 per person due at check-in, plus a 15 percent commission on sold equipment. Unsold items must be picked up between 2 and 4 p.m. Saturday, Oct. 26, or they will be considered donations. Checks for sold equipment will be mailed to sellers.

Proceeds from the event support the Forest Lake High School Boys and Girls Alpine Ski Teams.

Music education grants available for area schools HUDSON, Wis. — The St. Croix Valley Foundation (SCVF) is accepting applications for its Music Education Competitive Grant Program, which supports programs that enhance the quality of K-12 music programs for schools located in the St. Croix Valley.

Public and private schools in Washington

and Chisago counties in Minnesota and Burnett, Pierce, Polk and St. Croix xounties in Wisconsin are eligible to apply. Grants range from $500 to $5,000 and are evaluated on innovation, need, impact, goals and budget.

This year, the SCVF plans to award $34,000 to support music education programs throughout the area.

North Star data in the report show that no new schools are identified for support under the 2019 North Star data beyond schools already receiving support from MDE. “The state of our students is promising, and it’s up to us to meet their promise with our support,” said Education Commissioner Mary Cathryn Ricker. “Too often, we condense our students down to one single data point, which eliminates everything about our students that make them who they are. By looking at a broader collection of data side by side, we can easily see the many things we have to celebrate about our students and the best strategies to support them to reach their full potential. My promise to our students is to continue seeing their strengths, persist alongside them and tackle the barriers that stand in their way.”

The State of Our Students report finds: • The number of American Indian students taking the ACT has more than doubled since 2014.

• ACT participation increased 70% for black students between 2014 and 2018.

• 70% of black high school graduates enrolled in higher education within 16 months of graduation.

• 76.3% of Hispanic students graduated from high school in seven years.

• Minnesota’s English learners speak 226 different languages all together.

• The four-year graduation rate for students concentrating in career and technical education (CTE), students completing 240 CTE course hours within one career field, is 92%.

• 83.2% of all Minnesota students graduated from high school in four years, the highest rate on record.

• 62.8% of students with disabilities were educated in a general education classroom for at least 80 percent of their day.

The report shows that persistent gaps between student groups remain largely the same from 2018 to 2019. For American Indian students, 57.6% consistently attended at least 90% of school days, compared to 78.8% of Hispanic students and 91.3% of Asian students. 2019 math achievement rates dipped slightly for all students in 2019, with rates for each individual student group following suit.

Reading achievement rates held steady from 2018 to 2019, and gaps between student groups remained much the same.

“Gaps needs to be closed,” said Ricker.

“Minnesota students face gaps in learning, housing, household income, health and more.

That’s why I’m committed to fi nding ways to serve the whole child, so all children have the support they need to succeed in the classroom. If we keep doing the same things, we will keep getting the

same results. I am committed to reimagining what education can be in the state of Minnesota.

And that includes resisting the urge to rely on test scores as our sole indicator of progress.”

The State of Our Students report includes an update on Minnesota’s North Star accountability system launched in 2018 to identify schools for support. The North Star accountability system was developed over recent years in partnership with thousands of Minnesotans and dozens of community organizations to satisfy and align requirements of the federal Every Student Succeeds Act (ESSA) and the state’s World’s Best Workforce law (WBWF).

North Star uses data from the five key indicators — achievement and progress on state reading and math tests over time, progress toward English language proficiency, graduation rates and consistent attendance. Under the system, the state is better able to identify schools that consistently perform at high levels across multiple domains and schools that need support in reaching their goals.

The five indicators expand the use of data beyond test scores.

Parents and community members can review a variety of data points, including North Star data for schools and districts, by visiting the Minnesota Report Card. Visitors to the site will find information about schools recognized for excellence or prioritized for support. The report card includes a narrative provided directly from the local school as well as information about all schools and districts, including North Star results, staffing data, preschool participation, rigorous course-taking patterns and more. To comply with federal laws, changes have been made in the Minnesota report card to protect the identity of students. Data reported on less than 10 students in a category will no longer be available in the assessment reports on the Minnesota Report Card.

Back your Buddy: Promotes partnership and handling of firearms

The first annual Back Your Buddy Community Fun Shoot was held at the Forest Lake Sportsmenâ&#x20AC;&#x2122;s Club in September. Students from area high schools were partnered with a first responder or member of the military and then shot at clay targets as a team. The event was hosted by the Forest Lake Clay Target Team.

Forest Lake Area Schools seeks community input via survey Forest Lake Area Schools is in the initial stages of developing an undated strategic plan to guide the districtâ&#x20AC;&#x2122;s priorities and decision making over the next three to five years. The school board is working with the Minnesota School Board Association (MSBA), which will provide guidance and assistance with the planning.

The school board is seeking input from school district residents and staff to help identify strengths and areas for improvement. Residents and staff can provide feedback by completing a survey or attending a community forum. The information gathered will be analyzed by MSBA and used to help

identify school district strategic priorities.

Residents and district staff can access the survey at flaschools.org/survey or pick up a paper copy at the Forest Lake Area Schools District Office, 6100 N. 210th St., as well as at any district school building.

Surveys should be completed and submitted by Oct. 11.

Two community forums are also scheduled to allow residents the opportunity to give feedback in person. The first will be held at 6 p.m. Tuesday, Oct. 1, at the Forest Lake American Legion, and the second will be held at 6 p.m. Wednesday, Oct. 2, at Forest Lake Area High School in the Media Center.

WARNING TO THE COMMUNITY As a nonprofit organization, The Forest Lake AREA Historical Society mission has been to preserve the past, share with the future and connect with our community. In early 2011 a group of citizens were concerned about preserving our local history and wanted to bring awareness to all that was being lost.

From this, a committee was formed and a temporary museum was set up in downtown Forest Lake. The museum was was open for six weeks and over 800 visitors viewed displayed items that were on loan from the public. From this success the Forest Lake AREA Historical Society was officially formed. Since then we have set up 3 more museums and have items on permanent display at Forest Lake city hall. Our collections has grown to well over a thousand individual items that were all donated by the City of Forest lake, public, and surrounding communities. Our continuing mission is to provide access to our collections, records for research, and provide educational opportunities to the public. We work closely with local municipalities, businesses, churches, volunteer groups, and the Forest Lake school district ensuring that the public has a

stake and ownership. We exist for the GOOD AND BENEFIT of our local community. Every person that is involved is a 100% volunteer and no one takes a paycheck. Without these volunteers we would not exists! It is volunteers that help manage our every growing collections, a collection that is housed in conjunction with the City of Forest Lake. Our collection stays in the local community and is not housed in any private residences. With all this, weâ&#x20AC;&#x2122;re sad to see that a few local citizens have decided to set up a separate organization.

If we were to sell off items in our collections for the personal greed of a few who want to display items in their home or other for profit, what kid of society would we be? All of the items in our collections stay here in the Forest Lake area. All monetary donations we receive go DIRECTLY towards preserving artifacts and the newsletter we send out. COUNTY BRIEFS Residents can use Ramsey County facilities for yard waste, organics

Washington County residents will be allowed to use Ramsey County facilities to dispose of yard waste and organics and food waste after the county board approved a reciprocal agreement with its neighboring county Sept. 17.

Washington and Ramsey counties both operate yard waste and organics/food waste collection programs. The agreement will allow residents to use the facilities of either county, which will provide additional convenience and service options.

The agreement includes the Ramsey County sites closest to Washington County: • Arden Hills Site, 3530 Hudson Ave. • Battle Creek Site in St. Paul, 389 South Winthrop St. • Frank and Sims Site in St. Paul, 1150 Sims Ave. • White Bear Township Site, 5900 Sherwood Road.

All sites, including Washington County’s site soon to open in Hugo, accept leaves, grass clippings, trees, branches, and brush, with the exception of the Battle Creek site, which doesn’t accept trees, branches or brush. Once the Washington County site opens on 170th Street, approximately one-half mile west of Highway 61, Ramsey County residents will be able to use it under the agreement.

Gibson will serve as Washington County surveyor The Washington County Board of Commissioners appointed Samuel D. Gibson as the county surveyor Sept. 17. He will serve a four-year term beginning Oct. 1. State law requires the appointment.

Gibson most recently was the chief surveyor/ division manager for the City of St. Paul, and prior to that was a Washington County Public Works employee. Gibson will be the 20th person to hold this position. He succeeds Michael Welling, who retired.

Informational meeting for potential adult foster care providers

An informational meeting on providing adult foster care in Washington County will be held 6 to 8 p.m. Monday, Oct. 7, in the Lower Level Room 13 in the Government Center in Stillwater.

Washington County requires interested people to attend an informational meeting, which will provide an overview of the foster care program.

For those who decide to become licensed to provide foster care for adults, the licensing process begins at no cost to them.

In addition to meeting state licensing requirements, foster families should be able to provide a stable family in a one- or two-parent home, adequate housing and love and support for those in their care.

POLITICAL BRIEFS Senate Republicans unveil insulin affordability bill

Minnesota Senate Republicans announced in September the Minnesota Insulin Assistance Program, a plan to require drug manufacturers to provide insulin to doctors on behalf of patients who cannot otherwise afford the high cost of the life-saving medication. The plan requires patients to work through their doctors to acquire free insulin from manufacturers, which Republican leaders say will foster strong doctor-patient relationships. Diabetic Minnesotans can qualify if they are not already on another state or federal health care program (such as Medicare, Medicaid or MinnesotaCare) and if their family income is less than 400% of the federal poverty line, which is approximately $50,000 for an individual and $100,000 for a family of four.

Early voting begins in Minnesota

Absentee voting began Friday, Sept. 20. For most elections, absentee voting locations must be open during their normal business hours starting 46 days before the election. In addition, locations offering absentee ballots for

federal, state or county elections must be open: • The last Saturday before Election Day (10 a.m. to 3 p.m.)

• The day before Election Day until 5 p.m.

• This does not apply to school districts holding standalone elections.

According to a Minnesota Historic Farms Study available in the cultural resources section on the MDOT website, between 1875 and 1900, farms were becoming more diversified and horses were used for power instead of oxen. Between 1900 and 1920, farms began supplementing horse power with gasoline engines. The image was among a group of photos from the Forest Lake area that were found in North Dakota and donated to the Washington County Historical Society last year. Art Guild Gallery: 20 magical years and counting

The Stillwater Art Guild Gallery will celebrate its 20th year in business this October. The gallery, located at 402 N. Main St. in the historic Isaac Staples Mill building, continues to thrive as one of the state’s longest lasting art cooperatives. The longevity and health of the gallery is attributed to its “co-op,” or “guild” model, where artists pay monthly rent for square footage, rather than a percentage of their sales or commission. Artists are also required to maintain their individual gallery space, work several shifts and help manage the gallery itself. The customers meet artists daily and buy work directly from them.

Artwork is juried into the Art Guild, which allows it to remain a high-quality professional business.

The gallery was founded by Randall Raduenz and local photographer Deb Chial in 1999 and was originally located at 115 Union Alley, where 20 artists exhibited their work. Wally Shoop, a local sculptor, later joined as owner. Since its humble beginnings, the gallery has moved four times within downtown Stillwater, adding additional local artists and owners with each move.

His original idea of promoting local art continues to be successful with the present ownership team, which also includes photographers Curtis Dale and Bob Lyskett, painter Lou Cunico and jewelry artists Jane Dreis and Nancy Wilson-Hagen.

After four moves, 402 N. Main St. has been the Art Guild Gallery’s home for more than 10 years, in which time it has expanded to 65 artists. The River Room, a rental space within the gallery, has been used for monthly exhibitions. With a growing list of talented artists eager to become members, a recent decision was made to

change the River Room into additional exhibit space for 20 artists.

The Art Guild has continually supported the St. Croix Valley community by donating artwork to community events whenever asked and by hosting the school district’s annual DaVinci Fest, providing students with their fi rst art show experience in a gallery.

The gallery, with its six owners and 80-plus artists, will host a reception to celebrate its anniversary. All are invited to join in the festivities. An opening reception with the artists is scheduled for 5-8 p.m. Friday, Oct. 18. More information is available at artguildgallery.com.

New study finds rapid decline among common and threatened birds

It’s tough to make it as a bird in the modern world--even tougher than scientists previously thought.

According to a study released Sept. 19, the bird population of the U.S. and Canada has declined 30 percent since 1970.

The study was published Sept. 19 in the journal Science and was conducted by researchers at 7 different research organizations in the U.S. and Canada.

Although many bird species have known to be particularly vulnerable to the pressures of their environment, this study shows that even common species such as robins, blue jays blackbirds have declined.

Pesticides also likely play a role in the decline. Another recent study showed that the neonicotinoids used in agriculture make it difficult for birds to gain enough bodyweight for migration.

Scientists compared their results to radar records, which show bird populations during migration. The population decline they observed corresponded with radar observations, showing a decline of 14 percent of the bird population since 2007.

The Cornell Lab of Ornithology quoted one of the study’s authors, biostatistician Adam Smith of Environment and Climate Change Canada.

“It’s really a wake-up call for the importance of moving beyond just a single species, endangered species conservation framework,” he said. “We rescued the trumpeter swan and the peregrine falcon, and we should be proud and happy about those successes. But we’re at a stage where, given these extreme declines in so many species, we need to move beyond that framework.”

The decline has happened gradually enough that many people might not have noticed it happening. Even popular feeder birds such as the Baltimore oriole has diminished in population by about 30 percent.

However, despite the worrisome findings of rapid decline, the study also found that some bird species are thriving. Conservation efforts likely paved the way for waterfowl and upland game birds such as wild turkey.

Raptor conservation programs, initiated after the birds were nearly decimated by the pesticide DDT in the 1960s, have helped to increase their populations by 200 percent.

The study was completed with the assistance of thousands of citizen-science observations from amateur birdwatchers, compiled over decades. This data included results from the long record of Christmas Bird Counts, which take place in local communities around Minnesota and all of North America every winter.

Though the numbers for most bird species seem grim, research leader Kenneth Roseburg told the Cornell Lab of Ornithology that there’s still room for hope to recover the declining species, but similar conservation action is needed quickly.

“I don’t think any of these really major declines are hopeless at this point,” he said. “But that may not be true 10 years from now.”
