Food truck extravaganza returning this summer NOELLE OLSON STAFF WRITER
The popular Food Truck Extravaganza is coming back this summer after a year off due to the COVID-19 pandemic. “With having to cancel last year’s event, we are excited to bring back this family-fun event as a way to kick start summer,” said Stacie Jensen, Greater Stillwater Chamber of Commerce communications director. The extravaganza, one of the largest food truck events in the Midwest, will be held at the Washington County Fairgrounds in Lake Elmo from 11 a.m. to 8 p.m.
Saturday, June 19. COVID-19 safety guidelines will be followed, Jensen said, noting that there is a lot more space at the fairgrounds and people will be spaced out while standing in line. “We are thinking about having only a certain amount of people every hour to limit the number of people in the area to control crowds. We are hoping by June some of the guidelines will be lifted a little bit, and they are already starting in that direction,” she said. A per-person entry fee (kids under age 3 are free) helps fund a Stillwater Area High School student scholarship.

The Food Truck Extravaganza will include: • 40 food trucks • Kids’ activities • An expanded Marketplace of local products and services • Beer and wine tent featuring local breweries and wineries • Live music and entertainment According to Jensen, the plan for the kids’ area is bean bags, mini golf course,
and other child-appropriate activities. “The kids can play while the parents can sit down, eat and enjoy the live entertainment,” she said. Live music and entertainment typically feature some local talent, and Jensen said there is a variety of music for everyone to enjoy. There will also be more seating around the beer tent.
“It’s an all-day, family fun day where you can make your way around the event, eat some great food from the 40 food trucks, and listen to some great music,” Jensen said. For more information and updates for the Food Truck Extravaganza, go to greaterstillwaterchamber.com/ foodtruckextravaganza.com or to the Greater Stillwater Chamber Facebook page.

Waiting Child Levi,10, is a very smart and active young man who is always in motion and keeps himself busy with his imagination, building things with Legos or creating things out of cardboard, zip ties and PVC pipe. He loves to share things he creates or tell stories about things that he finds interesting. Levi likes machinery that makes loud noises such as dump trucks or garbage trucks. He enjoys the outdoors and doing activities such as biking, riding the peddle go-carts, swimming, going to the park, and skateboarding on his knees. Levi would do best in a structured home that is familiar with using outside services. Only families living in Minnesota are being considered at this time. Dogs and weddings? What could be better f you know me, you know I love dogs. I wear my dog mom hat proudly. I also love weddings. I can easily binge watch shows like “Say Yes to the Dress” and “Four Weddings. With wedding season right around the corner, I’m getting excited for my new part-time “job”. I have been hired by Doggy Social as a pet attendant. Although I was able to include my white German shepherd Frosty in our engagement photos, we were not able to have her attend our big day because Out and we didn’t have anyone to watch her all day. (Our corgi Twinkie About wasn’t born yet.) Shannon That’s where a pet attendant comes in. As a pet attendant, my Granholm number one priority is to keep their fur baby safe, while taking care of their needs. We make sure the dogs have just as much fun as their humans and are incorporated into the day, whether that means making sure the dogs look their best for photos, getting them ready to walk down the aisle or socializing with wedding guests at cocktail hour. I’m excited to love up all these adorable dogs and make them feel extra loved on their humans’ big day. My fi rst wedding was last week —It just so happens that the bride and groom had two corgis!
I
Investing in the youngest Minnesotans benefits us all he earliest months and years of life set the foundation for a child’s future. From birth to age five, children’s brains grow rapidly and they develop critical cognitive, social, and emotional skills. Kids who receive highquality care and educational opportunities during this period are more likely to succeed in school and later in life. Ensuring that child care is available and affordable in every corner of the state would positively impact our youngest Minnesotans and help families, businesses, and communities thrive. Unfortunately, some of our young Minnesotans don’t have access to the early care and learning that they deserve. Our state is experiencing a Legislator significant child care shortage, Lingo and many Ami Wazlawik families can’t find child care. Even if they find a provider, parents often struggle to afford care. In 2019, Minnesota families paid an average of $16,120 for center-based infant care and $8,476 for family child care. Since finding care is particularly difficult for lowincome families, some children may be at a disadvantage before they even set foot in a classroom.
T
This shortcoming reinforces Minnesota’s opportunity gap, which is one of the largest in the nation. The child care system isn’t working well for providers either. Child care providers operate on razor-thin margins due to years of underinvestment. Workers receive low wages as a result. The average wage for child care workers in 2017 was just $12.02 an hour. Many end up leaving the field, which exacerbates Minnesota’s child care shortage. The people who take care of and teach our kids deserve better. As a member of the House Early Childhood Committee and co-chair of the Family Child Care Task Force, I am working hard to ensure all children have access to affordable early care and learning. I worked with other House DFLers to develop a strong Early Childhood budget that expands child care availability, provides care and learning to those who need it most, and supports child care providers and workers who serve the youngest Minnesotans. This legislation and the Workforce and Business Development budget contain $22 million of grants to increase the supply of child care across Minnesota. This would help more families find child care so parents can work, employers can hire, and communities can grow. Our budget raises reimbursement rates for the Child Care Assistance Program
(CCAP), which helps thousands of Minnesotans pay for child care, and delivers monthly payments for providers and essential workers. These funds would help providers stay in business and continue caring for children, including those from low-income families. Low-income families would also benefit from nearly $40 million that we want to invest in early learning scholarships. The Early Childhood budget includes several bills that I introduced. My bills would expand access to child care for children with disabilities, modernize regulations, support child care workers, and more. I am looking forward to supporting these bills and our Early Childhood budget on the House floor. I hope legislators from both sides of the aisle come together to support the Early Childhood budget. Investing in early care and learning is an investment in our future, and the budget would boost our economic recovery and ensure Minnesota remains a great place to live and work for future generations. In the final weeks of the legislative session and beyond, I will keep fighting to make sure that every child has the opportunity to succeed and lead a happy, healthy life. Ami Wazlawik represents District 38B in the Minnesota House of Representatives. She can be reached at 651-296-3018 or rep. ami.wazlawik@house.mn.

Vaccine Even though I have only been eligible to receive the COVID-19 vaccine for two weeks now, I have been anxiously waiting my turn since the pandemic began. As a journalist, I’m so thankful that I’ve been able to work throughout the entire pandemic. We were deemed “essential,” yet we weren’t granted access to the vaccine until virtually everyone else was. Every day early in the morning and late at night, I have surfed various websites for pharmacies, grocery stores and clinics hoping to get lucky enough to fi nd an appointment anywhere from the Twin Cities to Duluth. I even joined a Facebook group where people post tips and places that they have been able to fi nd appointments. Sometimes I have gotten my hopes up when I’m able to select a specific date and time only to fi nd out the “appointment is no longer available.” I’m not even picky about which vaccine I receive. I was fi nally able to fi nd an appointment in Forest Lake a couple of weeks ago. Thankfully, my second vaccine is already scheduled. Shannon Granholm is the Lead Editor at Press Publications.

A: One police officer, driving in an unmarked squad at the time, said he had been actually passed by a motorist who was driving nearly twice the speed limit. He was was told by the heavy footed driver “I was driving that fast because I didn't know you were a cop.” A: One police officer said a very common excuse they get from a lot of drivers (while pleading innocent) a lot, is “I was just following the car in front of me.”
FOREST LAKE POLICE DEPARTMENT A: One police officer said common excuses for speeding over the years are,“I have to poop,” “I have my period,” and “I just pooped myself. A: One police officer said he stopped a lady for speeding 60 mph in a 30 mph zone. She told him, “I just washed my car and was trying to dry it off.” A: One police officer said he has had a few interesting excuses over the years, including “My wife is having a baby,” (which he thankfully did not have to deliver on the side of the road). But one of the best excuses he got was about six years ago while working a Sunday morning shift and stopped a vehicle for speeding. He walked up to the car and spoke with the driver who was one of the local priests and two nuns were with him. The priest told the police officer that he was running late for mass and apologized for his speed. I told him that in lieu of a ticket, his penance would be to pray four Hail Mary's and an Our Father, and he would be absolved of his sin.

‘Super Furs’ exhibit comes to Franconia Franconia Sculpture Park is pleased to present “Super Furs for the Super Futures 77: Beavereavement,” a solo exhibition of the Franconia Visiting Artists Super Futures Haunt Qollective (SFHQ). In the Mardag Gallery at Franconia Commons, the exhibition begins with an historic group of 76 beavers who were relocated by parachute into remote areas by Idaho Fish and Game in 1948. Using the special beaver box attached to the parachute to comment on
the beaver’s entanglement with settler colonialism and manifest destiny — as well as beavers’ contemporary persistence in the imagination as nuisance, eco-savior and unknowable sovereign — “Super Furs for the Super Futures 77: Beavereavement” is the second in a series of works by SFHQ exploring the beaver and themes of love, loss, ancestors, displacement and fantasy. The exhibition opened April 24 and will run until June 30.

Austin Bergum, Forest Lake senior pitcher and first and third baseman, rapped six hits in 11 at-bats (.545 average) in three games to open the season last week, with one double, six runs, and two RBI’s. He pitched five strong innings in a 20-2 win over Irondale, allowing two hits and two unearned, striking out 11 batters. “He was a catalyst all week, hitting near the top of the order,” coach Tal Gravelle said, “and had a strong pitching performance against Irondale.”
Allison Benning, Stillwater senior pitcher, allowed just three runs (one earned) in 14 innings last week. The 6-foot-1 right-hander threw seven no-hit innings against White Bear Lake, giving up two unearned runs, in a game suspended (due to a curfew) in the eighth with the score 2-2. She then beat Irondale 8-1, striking out 14. Benning pitched three state tournament wins as a freshman on a state champ team, and was 12-5 with a 2.14 ERA as a sophomore on a state runner-up team.

Volunteer group finds new homes for refurbished bikes NOELLE OLSON STAFF WRITER
Have an old bike just sitting in your garage collecting dust? Consider donating it to MNRecyclery, a bike repair shop that refurbishes old bikes and donates them to organizations throughout the area. The shop is run by 11 volunteers led by Vadnais Heights resident Lynn Kapaun. Group members share a love of tinkering with bikes and refurbishing them to working condition. MNRecyclery was founded by Jim Muellner of White Bear Lake. “Jim was doing it out of his garage, and he owned the bike shop, Just Two Bikes, in White Bear Lake. He just started dabbling into fi xing bikes up for kids,” Kapaun said. After reading an article in The White Bear Press about the bikes, Kapaun decided to volunteer. Two days

later, Muellner handed him the keys and said, “You’re in charge now.” Volunteers spend five days a week working on the bikes. Kapaun said they sometimes cannibalize some of the old beat-up bikes for parts. Currently, he is having a hard time getting parts for the bikes and is having parts shipped in from all over the country. After 10 years, the operation has grown with volunteers and donations. “Last year we did 696 bikes, which is our biggest year ever,” Kapaun said. “The year before we were at 450 bikes, and we thought that was a big year. It’s really grown this past year.” MNRcyclery donates to White Bear Lake, Mahtomedi and Roseville schools; Solid Ground; and Victims of Torture Center in St. Paul. “To get bikes from us, it has to go through an organization. Sometimes, they come through social workers or they are referred to us through churches. Basically, (recipients) pay nothing and bikes get donated from the White Bear area,” Kapaun said. “The Victims of Torture Center is a place where people who have been tortured by their government come in with basically just the clothes on their back, and it’s a highlight of the places we send bikes to. We’re really proud of that.” The repair shop also sells bikes that are in good shape. Kapaun said the profits generate income to help pay bills. He said he usually puts those bikes on Craigslist. The operation has branched out to rural areas in Minnesota. Last year, the shop sent 25 bikes to a drug rehabilitation center in Cloquet. For approximately seven years, Kapaun brought bikes up to a thrift store in Ashby, Minnesota.

Volunteers Tim Faacks, Lynn Kapaun and Dale Daul in the workshop where they repair hundreds of donated bikes.
Kapaun recalled his most memorable moment during his 10 years at MNRecycler when he delivered bikes to a family of Russian immigrants in White Bear Lake. “None of them spoke English except for the grandma, who could say ‘hello,’ and that was about it. We took four bicycles there for four boys between the ages of 8 to 16 or so. When we pulled up and the boys saw the bikes, the grin on their faces was unbelievable. Now they could ride their bikes and expand their horizons,” Kapaun said. “We still get thank you cards, text messages, letters and photos where the kids have a big grin on their face.” If you have a bike to donate, it can be dropped off at Muellner’s rental property at 2100 Fourth St. in White Bear Lake. Leave the bike on the bike rack behind the house near the garage. Kapaun asks that bikes not be left in the front yard.

WASHINGTON COUNTY BOARD BRIEFS Washington County will receive grant to support recycling Washington County will receive almost $250,000 in a local recycling development grant from the Minnesota Pollution Control Agency to support recycling programs in the county. The funds come from a landfi ll surcharge on metropolitan landfi lls. According to state law, the grants are provided to metropolitan counties for implementing new or enhanced activities in recycling or yard waste composting. The county primarily uses its funds for recycling grants to cities and townships and other assistance. The county uses money from county
environmental charge (CEC) funds for the local grant match.

Minger Construction Companies Inc. will reconstruct the Farney Creek Dam and outlet in Lake Elmo Park Reserve, after county commissioners approved a $279,965 contract with the company April 6. The dam is in the remote western part of the Lake Elmo Park Reserve in the city of Lake Elmo. The dam was constructed in the 1980s to prevent flooding of Farney Creek. Since that time, a larger repair/ maintenance project is needed to restore functionality and replace the failing outlet and piping. The dam was inspected in 2016 and the pipe was in poor condition. Removal was determined not to be an option. A 2019 inspection showed that the pipe was failing, the dam was washing out and significant sediment was accumulating behind the dam. A plan to replace the dam was created, and the Minnesota Department of Natural Resources issued a permit for the plan. The work will be paid for with County Program Aid and is anticipated to be completed before the end of June.

Commissioners accepted donations made to the county during the fi rst quarter of 2021 on April 13. The county’s Library received donations of $1,640.61 during the fi rst quarter. Most donations were in memory of Sandra Heikkila and Bonnie Prokosch; the remainder was from donation boxes at the libraries. Other donations of $104.50 were for the Historic Courthouse and trail enhancements in county parks.
Commissioners received the annual report from Stephen Manweiler, executive director of the Metropolitan Mosquito Control District, on April 13. Mosquitoes are major carriers of diseases that can be fatal to humans. They live in water bodies that may be permanent, caused by cyclical flooding or in human-made containers. The mosquito control district provided a number of services to Washington County in 2020. They included: • 6,420 sites inspected for larval surveillance • 14,588.44 acres treated for larval control • 1,438.16 acres treated for adult mosquito control
• 23,475 catch basins treated for disease prevention • 1,753 tires collected and recycled for disease prevention • 354 customer inquiries responded to for information or service. One of the diseases carried by mosquitoes is West Nile virus; in 2018, there were 63 cases in the state, with two fatalities. In 2019, there were three cases, with no fatalities. No cases were reported in 2020. La Crosse encephalitis is another disease that is carried by mosquitoes, as well as Jamestown Canyon virus, Eastern equine encephalitis and Zika virus. The mosquito control district fi ghts the insect in three ways: killing the larvae, killing the adults and reducing larval habitat. The district also works to control black flies and surveys for ticks that carry Lyme disease. The district uses precautions to assure that good insects, such as bees, are not killed during mosquito control operations.
Board moves to delay some property tax payments until June Commissioners agreed April 13 to provide additional time to pay 2021 fi rst half property taxes without penalty for certain property owners. As set by state law, the due date for the fi rst half of annual property tax payments for most property owners is May 17. Property owners who continue to feel the impacts and effects of the COVID-19 pandemic and have non-escrow properties listed will be allowed to pay current property taxes due by or before June 15, 2021, without the imposition of penalty. This affects: • Commercial/industrial properties with a total 2021 total tax due of $100,000 or less • Residential properties • Agricultural/rural vacant land properties Residential properties include both homesteaded properties and non-homesteaded properties. Property tax payments made by lending companies, banks or mortgage companies of funds collected via escrow payments from property owners are not eligible for this extension and payments are expected to be made on or prior to the May 17 deadline. All property owners who are able to pay their fi rst half property taxes by the due date are encouraged to do so to help support county, school and city operations and response to the COVID-19 pandemic.

Washington County recognizes outstanding volunteers Washington County Commissioners recognized local individuals and businesses with 2021 Community Involvement Awards at their April meeting. Bryan Ring received the Outstanding Volunteer Award. Ring is a husband, father of five, grandfather of eight, and owner of Ring Lawn Care in Stillwater. In June 2020, while on an errand for his business, Ring showed an employee where he grew up in the Powderhorn Park neighborhood in Minneapolis. They observed devastation, hopelessness, and children living in dangerous conditions. Ring found himself easily connecting with these people because of his own life experiences living on the street and struggling with alcohol and drug dependency. Immediately, he was moved to do something to “bring love and dignity to people who deserved it.” Ring returned home, nearly emptied his own closet, and posted messages on Facebook and NextDoor asking for donations. At the suggestion of his wife, Ring started a Facebook fundraiser to help bring in food and supplies. In-
dividuals in the community set up clothing drives, schools collected items, while others arranged discounts on coats. Some people even donated stimulus checks. The garage at Ring’s home overflowed with tents, tarps, water, blankets, pillows, shoes, socks, underwear and other priorities. By mid-July Ring was making 10 to 15 trips a week delivering supplies, most of which came from Stillwater and Washington County donors. Because of Ring's example, the community became aware of ways to volunteer along with the encouragement to get involved. Christina Arndt received the Lifetime Volunteer Award for the many hours each week she spends volunteering with organizations in Washington County. After moving from Sweden to Stillwater, Arndt’s volunteerism began when invited to be on the board of the League of Women Voters. She also joined the board of the American Association of University Women (AAUW) and became active with the Stillwater Mrs. Jaycees. In 1985, Arndt became involved with the Family Violence
Network in Lake Elmo. “Without Christina, we would not have been able to reach the number of victims of violence that we did,” said a spokesperson from the organization. Arndt also spent time as a board member for both the Family Violence Network and Tubman. She also served the Community Health Clinic and the Lakeview Auxiliary. In 1997, she started volunteering at Community Thread driving clients to appointments. She continues to volunteer in support roles and special projects. The Legacy Award was presented to Edward “Eddie” Simonet. To the people who knew him, Simonet was “Mr. Stillwater.” Simonet’s extensive list of community involvement included his longtime commitment to Canvas Health. He volunteered on many board committees and offered legal assistance on issues affecting the agency. Always thinking of the client, Simonet advocated for having counselors present in court, and he helped develop a chemical treatment program for prisoners in the Washington County Jail.
Simonet also worked with the Veteran Law Program. He always believed in treating people with dignity and kindness in his volunteer roles with Restorative Justice, the Stillwater Soccer Club, Sunrise Rotary, the high school program STRIVE, the American Heart Association, and the Lucy Winton Bell Soccer Complex, or giving free legal advice. Simonet's wife Anne said, “Not a day went by when he didn’t do something for someone. Whatever he was asked, he’d find time to do it. He never turned anybody down.” The Hickerson Family from Forest Lake received the Outstanding Group/Family Award. In April 2015, their son Tim died by suicide. Motivated to do something so that others would not have to experience the same excruciating pain and loss, the family put together a team of family and friends and participated for the first time in the annual Stomp Out Suicide (S.O.S.) 5K Run/Walk, which supports Canvas Health’s suicide prevention programs. For the Hickerson family, volunteering has been important for a
long time. Through their efforts, they have brought enthusiasm, purpose, comfort and encouragement to many individuals, organizations, and communities, something that has inspired and energized them as well. The Exemplary Employer Award was given to DiaSorin. The company takes pride in supporting Washington County on a regular basis through volunteerism, a program that has grown significantly over the last four years. DiaSorin supports employee participation in volunteer opportunities, including Community Thread initiatives such as Stuff the Bus when they collect, purchase and organize school supplies that are distributed to students. According to DiaSorin spokesperson Jennifer Theisen, “DiaSorin has been in the community a long time and the leadership wants the community to know we are here as a supporter. The Exemplary Employer Award is an honor, and reminds me of why we get involved.”
