Financial donations aren’t keeping up with demand, which creates a challenge as they strive to meet the needs of those in the community who are experiencing food insecurity. Now, they are looking to their communities to help turn things around. After months of waiting, a judge has weighed in on the appeals made by several cities in the north metro regarding the White Bear Lake level lawsuit. Administrative Law Judge Eric Lipman issued his Findings of Fact, Conclusions of Law and Order regarding the amendments made several years ago by the Minnesota Department of Natural Resources to some area water appropriation permits. Seventeen permit holders — including 10 municipalities, three country clubs, several businesses and St. Paul Regional Water Services — formally contested changes to their permits. In 2018, the DNR amended the cities’ water appropriation permits to require those cities to: 1. Plan on converting water supplies from groundwater to surface water sources 2. Prohibit lawn irrigation on residential properties whenever the elevation of White Bear Lake falls below 923.5 feet 3. Plan to phase down the average amount of water used in the community 4. Report on efforts to collaborate with neighboring communities on reducing water usage. Each city challenged the lawfulness of one or more of the amended conditions, which resulted

Goodview Estates project sees new developer, name change unanimously approved the development agreements and final plats for the 1st and 2nd Additions at its last meeting. Park users of the Rice Creek Chain of Lakes will see some disruptions this spring, but if everything goes as planned, improvements should be complete just in time for the busy season — Memorial Day. Anoka County Parks Director Jeff Perry said the project has been on the county’s radar for the last five years. The last time the area saw improvements was in 1999. “This is the largest park reserve in the metropolitan area. It is very heavily used,” Perry said. “We are poised and ready to go to make these upgrades for public use.” The main entrance road from Main Street to the Centerville boat launch will be reconstructed, as will the parking lots by the beach area and boat launch. The trail that leads from the swimming beach to the boat launch will also be reclaimed/ repaved. Depending on how bids come in, Perry said the county may also be able to improve the trail that runs from Main Street to the swimming beach. He added they also hope to pave the parking area next to the county’s maintenance support area across from the beach.

HUGO — The residential development formerly known as Goodview Estates has a new developer, and will now be known as Watercrest of Hugo. Artemis Development Company LLC requested the approval of two final plats and development agreements for property located west of Goodview Avenue and south of Egg Lake Road (CSAH 8). The first phase will plat 30 singlefamily lots and the second phase will include 29 singlefamily lots. The City Council

Students showcase talent and tenacity

On Election Day, there can be as many as 30,000 election judges temporarily employed at polling places across Minnesota. Finding qualified applicants has become a bit of a challenge for many counties and cities. Election judges are temporary, paid employees of local election officials trained to handle all aspects of voting at the polling place. The opportunity allows judges to learn about elections while serving their communities. In Lino Lakes, the number of election judges seems to be down from past major election years, but there isn’t a huge cause for concern just yet. City Clerk Jolleen Chaika says that so far, the city has received around 61 applications. She said she has the number of judges she needs to staff the polling locations in the city for the presidential nominating primary on March 5 and the state primary on Aug. 13, due to historically lower voter turnout than on election day in November. “I would like to see additional election judges for the primaries; life happens, and sometimes folks need to step down at the last minute,” she explained. “I will certainly need many more for the November election. I would like to see at least double what I have now for Nov. 5.”

It helps to provide year-round training, assistance and equipment to intellectually disabled athletes across the state. As such, Fiedler’s aim to see the Plunge stay as a favored event for Minnesotans comes not only from its fundraising but also from witnessing a community of both new and seasoned plungers grow. “We love to see teams that start small grow year after year,” she says. “Many start at one or two people in the first year and steadily grow into almost 14 (plunges) because they just love participating!”

HUGO — Members of the Planning Commission and City Council agree that they don’t want to enact a citywide ban on solar farms just yet, but want to go back to the drawing board to consider revisions to the ordinance. After listening to input from residents, the Planning Commission recommends the City Council deny an amendment to its ordinance prohibiting solar farms. There are two types of solar according to Associate Planner Max Gort. “Accessory solar” means solar panels that are mounted on a roof, or a smaller system mounted on the ground. “They are not the primary land use on site. They only generate power to provide energy for things on site,” Gort said. But a solar farm is considered the primary land use and tends to be much larger. “They generate power to be distributed offsite to customers,” he said. The proposed ban would

only apply to solar farms, not accessory solar. “The community is still having a lot of the same negative reactions to solar farms even after some significant revisions were made,” Gort said. “Where do we want the ordinance to go from here?” Resident John Udstuen, who lives close to the denied solar farm application off Everton Avenue, said he was not opposed to personal solar farms, but he did have an issue with large businesses coming in and operating solar farms, which he described as a “factory.” “I agree with people having a right to do what they want with their land. I’m going to have a solar panel … so I can produce income for me to live, that makes sense to me,” he said. “We have got to look into the future with these solar farms. They are a business. You are producing for hundreds of people. We can’t destroy the integrity and the future of the city.” Resident Arnie Triemert

In 2025, the North Environmental Center in Forest Lake is expected to serve more than 40,000 customers with an anticipated collection of 600,000 pounds of electronics and 750,000 pounds of hazardous waste. Construction of the $18.3 million facility began in September 2023. The center

is now open to residents of Washington, Anoka, Carver, Chisago, Dakota, Hennepin, Ramsey and Scott counties. “There are some folks on this side of the county that could have to drive 45 to 50 minutes, and we knew that that was a barrier,” explained David Brummel, director of Washington County Public Health & Environment. “Our goal was to have equity across

the county in the availability of these environmental programs. Certainly, this puts everyone in the county within 25 minutes of an environmental center … It’s about making that environmentally responsible choice the easy choice. So, we want to make this easy and convenient.” Washington County
