The Centennial Fire District, with the help of Santa, held its annual Santa Parade Monday, Dec. 9 in Centerville.

During the parade, 1,114 pounds of food, $307 in cash, four gift cards and many toys were collected for area food shelves.

Cross-generational connections

W

hile attending a couple of community events last week I was reconnected with some fond, yet distant childhood memories. It’s difficult to resist the spirit of the holiday season when you hear the unmistakable classic song “Linus and Lucy,” which was played live by pianist Steven Holtz during the members show and annual holiday party at the White Bear Center for Arts. The next evening I took some comfort when I spotted one of the student volunteers at the annual PJs with Santa event in Vadnais Heights wearing a shirt Angle of emblazoned with a drawing of Snoopy napping on top of his elaborately View decorated dog house. I was pleased to see that one of the holiday classics I Paul Dols fondly remember from my childhood still has the ability to connect with members of a younger generation.

While in grade school, I avidly followed and immersed myself in the work of Charles Schulz, practicing my drawing skills and saving allowance money to acquire books that contained extensive collections of his comic strips. Growing up, I felt a bond with these characters. Their nuanced personalities and the situations they encountered seemed to be written with an emotional core of humanity and truth even a little kid could recognize.

Observing and responding to my keen interest, my father acquired a print signed by Charles Schulz featuring the core group of characters. Charles Schulz grew up in St. Paul and my dad’s office at the time was just down the street from where Schulz’ father Carl had a barber shop. The fact that this print is now one of my prized possessions is because of a quirk of fate.

When I first got the print I proudly hung it over my bed in a frame. During a bout of what my mother termed “roughhousing” with my brother, a tossed shoe hit the frame and shattered the glass. Following a scolding, my mom cleaned up the broken shards of glass and took down the frame with the print. It was never displayed in my room again and was thought to be lost. It wasn’t until my parents were preparing for a move more than 20 years later that the print reemerged in mint condition inside a nondescript manila envelope with “Charlie Brown” written on the outside. In retrospect I wonder if it was a coincidence that it was misplaced, or if my mom knew the print would more than likely end up in tatters under the care of an eight-year-old boy.

It’s hard to believe now, more than 50 years later, that this iconic holiday special was controversial, but when the Charlie Brown Christmas was first scheduled for broadcast, the network television executives didn’t like it and were worried that it would be a ratings disaster.

With the choices of music, actual children doing the voices, no laugh track and the use of quotations from scripture, the program was unlike any animated special that had been previously produced.

Perhaps as a lesson in perseverance and following one’s convictions, Charles Schulz stood his ground about what were viewed at the time to be unusual creative choices and much to the surprise of the network executives, when the show first aired in 1965 it was a resounding success. It is now considered a holiday classic.

So, if you’re of a certain generation, or just discovering the enduring charm of some of the classic shows that your parents and grandparents enjoyed, you will likely recognize the following excerpt from the scripture delivered by the character Linus Van Pelt at the conclusion of the Charlie Brown Christmas special, “Glory to God in the highest, and on earth peace, good will toward men.” Now, cue up “Linus and Lucy” and go ahead and dance, preferably in an expressive style reminiscent of your favorite cartoon character.

Speak up to prevent further harm

n addition to a lot of extra shopping and cooking, the holidays bring a flurry of social events, work parties and extended visits with family members. While it’s great to connect with old friends and new acquaintances, it’s also guaranteed that not everyone will get along, especially during a season that can bring as much stress as it does joy.

It can be hard to know what to do or say during those difficult moments. Often we choose to let an awkward or unkind comment pass for the sake of group harmony. But when is a hard conversation worth having and when do you simply let a comment pass?

The answer isn’t always clear.

Movers & Arguing politics at the dinner table with your 96-year-old aunt probably Shakers won’t change her mind and could Jerry Hromatka spoil the meal for everyone. But remaining silent when a family member, neighbor or colleague makes an ignorant or hurtful comment aimed at yourself or others isn’t right either. Sometimes we have to speak up to prevent further harm.

Silence can be seen as complicity, says Jill Buckingham, director of Mental Health at Northeast Youth and Family Services. When a person’s comments cross an ethical line for you, there are ways to address the comment without escalating the situation. These techniques are the basis of nonviolent communication.

To effectively discuss a disagreement, Buckingham says that it’s very important to be aware of how you disagree. Meeting disrespect with disrespect makes a tense situation worse and decreases the likelihood that the person will listen to what you have to say.

Instead of getting angry, Buckingham suggests getting curious. Saying something like, “That’s

interesting to me. That’s not how I see it but I’d like to learn more about why you feel that way,” gives the person an opportunity to have a deeper conversation and can lead to a better understanding and deeper empathy between both parties. You may also have preconceived ideas about why they made that hurtful comment. They may have the same preconceptions about your beliefs. You may both be wrong.

Sometimes that deeper, more effective conversation happens right away. But often it doesn’t and you should accept that, too, Buckingham says.

Connection and understanding take time and the person you are talking to might need to think about your words for awhile. Or they might be surprised that you pushed back against what they said or believe, or they may not be willing to have a conversation at all. However, practicing nonviolent communication techniques decreases the chance that they will dismiss your viewpoint and increases the likelihood that they will examine their own.

Regardless of the outcome of your hard conversation, you will know that you were true to yourself and at the same time respectful of the other person. And in this increasingly isolated and divisive age, you might just be setting an example that others can learn from.

I was just thinking about how many people are getting involved in the Hugo Beyond the Yellow Ribbon Network ... volunteers, businesses, donors of late.

There is such a robust outpouring of support from the community. I was searching for an explanation, and one big answer is the support the network receives from you and your reporting in The Citizen. So, thanks so much for making a difference.

First of all, wouldn’t the Cops and Courts page be better titled “Law Enforcement?” It seems that using the word “cops” is just not appropriate today. I think our dedicated officers and deputies deserve better than to be called cops. I do want to mention the great job that Shannon Granholm does in reporting the law enforcement actions taken in the cities of Lino Lakes and Centerville. Shannon reports the facts and nothing but the facts — that is just what I feel we need to hear.

On the other hand, the law enforcement reporting for Hugo is just not up to expectations. The highlighted areas we are getting are surely not needed and only tend to take away from the rest of the information on the page, and in addition, the reports are full of the writer’s thoughts and opinions.

I would like to hear as much as I can regarding the law enforcement actions taken in our city, but what I don’t need is for someone to interject their lay opinion regarding the situation. We need facts, relayed to us in words as close as possible to what the officer or deputy wrote in their report of the incident, just like what we see in the Centerville and Lino Lakes police report sections.

I look forward to your action on this important subject.

The work of His hand Christmas is a wonderful time for many things, including traveling, celebrations, family gatherings and making plans. This also means Christmas can be a lot of work. Sometimes, all the work we must do can be stressful.

In our stress, we make mistakes. We can get frustrated, impatient and Pastor Tim Heinecke lose sight of the “reason for the season.” During all of this, Isaiah records for us some good news.

“Yet, O LORD, you are our Father. We are the clay, you are the potter; we are all the work of your hand.” (Isaiah 64:8) This Christmas season, we are reminded that God has done all the work of saving us. Even though the stress can sometimes make us feel like broken lumps of clay, God loves us enough to become one of us. Jesus entered our stressful and busy world and became human. All so He could grow up, go to the cross, and win forgiveness and love for us. God shapes us, forgives us, and loves us. Merry Christmas!

Died peacefully while surrounded by his family on Friday, December 13, 2019 following a short battle with brain cancer.

Don generously gave of his time and talents in the Hugo community; serving on the Hugo Fire Department for 20 years and as a 50+ year member of American Legion Post 620. In his free time, he enjoyed hunting and fishing. He is preceded in death by his parents, Frederick and Helen “Nellie” (DeCurtin) Parsons; siblings, Bob and Don’s twin brother, Ron; nephew, Danny Parsons. He will be deeply missed by his beloved wife of 53 years, Judy; children, Cheryl (Chuck) Immel, Tony (Holly) Parsons; four grandchildren; two great-grandchildren; brother, Ray (Karen) Parsons; and his loving Marier family; other family and friends.

Born November 26, 1920 to Joseph J and Constance Schuhr LaMotte in St Paul, and passed away December 9, 2019, one day after her and Joe Marier’s 40th wedding anniversary and nearly six months of home hospice care.

Survived by husband (T. J.) Joe Marier of Hugo, MN, who was also preceded in death by fi rst wife, Emma LaCasse Marier. Connie is preceded in death by first husband, George Logajan. Survived by Logajan children: George (Kay), Jean Day, John (Olya), Jim (Jeanne), Gery (Terry), Greg, Janet Shefchik (Mark), and Marier step-children: Leo (Dottie), Vince (Christy), Camille Grant (Ralph), Greg (Cindy), Steve, Fran (Jaci), Jim and a plethora of grandchildren and great-grandchildren. Connie was an incredibly strong woman, raising seven kids ranging from 5 to 17 alone, when widowed at age 45, which launched her from stay-at-home mom to the work world. She met Joe at age 59 and proved that love can happen a second time and last another lifetime’s worth. Her spunk and love will be missed by all. A huge thank you to the caregivers and staff of Living Life Home Care and Health East Hospice for walking us all through this final journey with grace and love.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • An unidentified man was arrested at 6:22 a.m.

Nov. 9 on Forest Blvd. N. at 125th Street N. on an outstanding warrant following a traffic stop performed on the vehicle when Washington County Sheriff’s Office deputies ran a computer check of the license plate. During the inventory search of the vehicle, deputies found an open container of alcohol. An additional citation was given for open bottle violation.

• A resident in the 4000 block of 126th Street N. at 9:19 a.m. Nov. 9 reported being the target of the Xcel Energy scam. Deputies advised the complainant they would conduct extra patrol near her house.

• An unknown motorist was issued a written warning at 11:19 a.m. Nov. 9 in the 8000 block of 170th Street N. for speeding 67 mph in a 55 mph zone.

• A Minnesota motorist was cited at 12:08 p.m. Nov. 9 on westbound Oneka Lake Blvd. N. at Geneva Avenue N. for speeding 35 mph in a 30 mph zone by east-facing deputies on stationary patrol who clocked him at 40 mph. The driver admitted to traveling at more than 35 mph.

• Another driver was cited at 10:22 a.m. Nov. 10 on westbound Oneka Lake Blvd. N. and Freeland Avenue N. for speeding 35 mph in a 30 mph zone by east-facing deputies on stationary patrol who clocked him at 39 mph.

• A resident in the 4000 block of Victor Path at 12:23 p.m. Nov. 10 reported being intimidated into signing what she called a “fake lease.” The complainant and the “landlord” have both been staying at the same residence, and the complainant told deputies she is becoming “fearful.” After the complainant told deputies she planned to be out of the residence by the end of the month, deputies advised her to alert them if any problems arose when the landlord was on the scene.

• A motorist was cited at 4:10 p.m. Nov. 10 in the 8000 block of eastbound 170th Street N. for speeding 70 mph in a 55 mph zone by deputies on patrol who activated their radar when they observed the vehicle traveling at a high rate of speed.

• Deputies were unable to conduct a traffic stop at 12:20 a.m. Nov. 11 on a vehicle going the wrong way through the roundabout at Forest Blvd. N. and 170th Street N. The vehicle fled into western Wisconsin, but the driver was later identified by a female passenger after he’d dropped her off during the pursuit.

The investigation continues.

• An unnamed subject was arrested on a felony warrant at 3:17 a.m. Nov. 11 in the 15000 block of Forest Blvd. N. after deputies arrived at the residence with the warrant.

• A mystery driver was arrested at 9:22 a.m. Nov. 11 on Frenchman Road and Leopold Lane on a gross misdemeanor warrant for failure to provide proof of insurance, tax evasion and driving after revocation.

• A lone motorist was cited at 9:52 a.m. Nov. 11 on eastbound Goodview Avenue N. and Oneka Lake Blvd. N. for speeding 35 mph in a 30 mph zone by east-facing deputies on stationary patrol who clocked him at 39 mph. The driver admitted speeding 40 mph.

• Northbound deputies cited a motorist at 10:30 a.m.

Nov. 11 in the 16000 block of southbound Forest Blvd. N. for speeding 64 mph in a 55 mph zone after they clocked him on radar at 70 mph.

• A Maplewood couple was reported for dumping items in and around a dumpster in the 5000 block of 147th Avenue N. at 12:27 p.m. Nov. 11. A follow-up investigation for theft of services is pending.

• A Minnesota woman was cited at 2:02 p.m. Nov. 11 on eastbound 122nd Street N. and Keystone Avenue N. for speeding 67 mph in a 50 mph zone by westfacing deputies on stationary patrol who clocked her at 70 mph. The driver said she lost track of her speed and believed the speed limit to be 55 mph.

• A mom in the 4000 block of Empress Way N. at 3:44 p.m. Nov. 11 reported her son for giving her problems as part of an ongoing feud over his substance abuse and disrespect. Deputies spoke to the son on scene, and he agreed to leave until the situation had calmed down.

• A male was cited at 10:17 p.m. Nov. 14 in the 5000 block of Frenchman Road for driving on an expired driver’s license after he was pulled over for expired tabs. Deputies verbally warned the driver about the expired tabs and advised him to take care of both violations as soon as possible.

• A resident in the area of 137th Street N. and Homestead Avenue N. reported a mailbox and pine tree damaged overnight Nov. 11-12. The combined loss has been estimated between $600-800.

• A tent was reported at 7:37 a.m. Nov. 15 in a ditch in the 12000 block of Goodview Avenue N. No one was in the tent, and no property was found in it, either.

• A male driver was cited at 12:13 a.m. Nov. 12 in the 13000 block of northbound Forest Blvd. N. for speeding 51 mph in a 35 mph zone by south-facing deputies on radar patrol. The driver admitted to thinking the speed limit was 45 mph.

• A resident in the 15000 block of Glenbrook Avenue N. at 8:48 a.m. Nov. 12 reported selling a vehicle to a Minneapolis man for $1,150. The buyer took possession of the vehicle but has only paid $900 to date. When the complainant tried to contact the buyer for the rest of the money, the subject did not respond to calls or texts. As the complainant still held the title, he became concerned about the ramifications if the vehicle were to be involved in an accident or crime while in his name. Deputies advised the complainant to contact the DMV with his title questions. Meanwhile, deputies said they would try to contact the buyer to move the transaction along.

• A resident in the 15000 block of French Drive N. at 11:07 a.m. Nov. 12 reported receiving a phone call from an unknown police agency advising him that the collector license plate registered to him was found on a vehicle during a traffic stop. The complainant stated that he didn’t even know the plate was missing, and that it may have been stolen from his garage within the preceding few days.

Deputies were unable to find any record of a traffic stop involving that license plate.

• A patron of Domino’s Pizza in the 14000 block of Forest Blvd. N. at 6:12 p.m. Nov. 12 reported losing her wallet at the establishment while paying for pizza earlier in the day. The complainant said Domino’s notified her they had not had any property turned in.

• A UPS package containing a $715 North Face jacket confirmed delivered to the 15000 block of Emerald Drive N. had gone missing as of 9:05 a.m. Nov. 13.

• A male motorist was arrested at 12:03 p.m. Nov. 13 on eastbound Egg Lake Road for failing to stop at a stop sign and for driving after revocation for unpaid fines. Deputies driving behind the vehicle pulled the man over for sliding through the intersection as he attempted to turn south on Goodview Avenue N. A computer check showed the driver’s revoked status and a search at jail revealed an undisclosed substance and drug paraphernalia in his backpack. The driver also lied to deputies about having proof of insurance. Formal charges are pending.

• A resident in the 15000 block of Elmcrest Avenue N. at 12:54 p.m. Nov. 13 reported a suspicious male wearing an Xcel hat for peering into a basement window before leaving in a white sedan.

• A reported explosion of TNT by the complainant’s neighbor at 7:54 a.m. Nov. 14 in the 5000 block of Oneka Lake Blvd. N. turned out to be the neighbor working on his truck, which backfired at about that time. The neighbor denied shooting off a gun or detonating TNT. • A mom in the 15000 block of French Drive N. at 4:02 p.m. Nov. 14 reported that her son had sold a motorcycle to a male in April and that the title had not yet been transferred.

Meanwhile, the new owner of the motorcycle has been accumulating multiple traffic tickets. The mom told Washington County Sheriff’s Office deputies that the buyer had blocked her son from contacting him on Facebook, so she was unable to find the buyer to sort out the title and the tickets.

The mom said she and her son needed the incident documented so that she could proceed with the court process of transferring the title.

• A resident in the 4000 block of 126th Street N. at 3:43 p.m. Nov. 15 reported his mailbox hit by a vehicle. The complainant did not have any suspects in mind, but neighbors witnessed a truck of some kind in the area.

• A Minnesota man was cited at 5:36 p.m. Nov. 15 on eastbound Frenchman Road and Victor Hugo Blvd. N. for semaphore violation after westbound deputies on routine patrol waiting at the red light at that intersection observed him turn right on red without stopping.

The driver said he wasn’t paying attention. Deputies also noticed a corrective lens restriction on the driver’s license, but the driver wasn’t wearing glasses. When the driver said he forgot his glasses at home, he was verbally warned about the driver’s license restriction violation.

• A Minnesota woman was cited at 9:04 p.m. Nov. 15 on westbound Frenchman Road and Everton Avenue N. for failure to provide proof of insurance after southbound deputies engaged in a short pursuit to pull the driver over for insufficient flagging of a ladder hanging out the back of her pickup truck.

Although the driver appeared to try to ditch deputies in the Festival Foods parking lot, deputies turned around in the traffic circle and were waiting for her at the other exit.

On inspecting the ladder, deputies noticed a tiny piece of thread hanging from the ladder and said it was way too insignificant to warn other drivers of the ladder. The driver said her boyfriend was the one who secured the ladder. While the driver was rummaging around her vehicle and calling people to find her proof of insurance, deputies looked her up on their computer and found several insurancerelated violations from the past. She was verbally warned about the lagging flagging of her extended object.

• A resident in the 15000 block of Irish Avenue N. at 1:37 p.m. Nov. 17 reported her mailbox driven through by a northbound vehicle, a conclusion she reached because the pole was leaning northward and the box was 30 feet to the north of the pole.

The value of the mailbox was estimated at $400.

Another resident, in the 6000 block of Oneka Lake Blvd. N., also reported his mailbox knocked over overnight Nov. 16-17. The complainant said he’d heard a vehicle at 3:00 a.m. spinning its tires in front of his house and driving recklessly.

Mahtomedi deputies contacted Hugo deputies to report conducting a traffic stop at 8:28 a.m. Nov. 17 on a possible suspect vehicle with heavy front-end damage. A Lindstrom youth is now being sought on two felony warrants after he fled the vehicle in which he was driving on Hallam Avenue N. and Hickory Street during a traffic stop for failure to signal.

One of the passengers said the subject was driving her vehicle overnight to intentionally run over mailboxes in the Hugo area.

After deputies turned the other two juveniles over to their parents, the mom of the subject-at-large said he hadn’t been home for more than a month.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • A business in the 9100 block of South Highway Drive in Lexington reported an attempted theft Dec.1. • Officers responded to the 7100 block of 21st Avenue in Centerville Dec. 2 on a counterfeit currency report.

Upon arrival, an area bank advised they took in a fake $20 bill from a business in Lino Lakes. • Police received a walk-in report Dec. 2 of a civil dispute that occurred on Shady Way in Circle Pines. The complainant said they had been convinced over numerous months to provide someone with a large amount of money. It was determined that the person (s) who received the money were not accurately representing themselves, but since the victim willingly provided the funds, it was civil in nature. The case was forwarded on to the investigations division for follow up. • Police were dispatched to the 30 block of Village Parkway in Circle

Pines Nov. 27 on a noise complaint of loud music. Police advised a male of the complaint and told him to turn down his music. The subject was highly confrontational but ultimately turned down his music. • Officers responded to the 9000 block of South Highway Drive in Lexington Nov. 28 on a report of disorderly conduct. A male suspect was subsequently sent to the hospital. • An officer noticed a male walking in the area of South Highway Drive and Restwood Road in Lexington Nov. 29. The male was transported to an area transit station, when the officer found needles. The male was arrested for possession of a hypodermic needle and transported to jail. • Police conducted a traffic stop in the area of North Highway Drive and Dunlap Avenue in Lexington Nov. 29. The driver of the vehicle was subsequently arrested for an outstanding warrant and other controlled substance charges.

Predatory offender makes initial court appearance Joseph Allen Nash, 37, of Hugo, made his fi rst appearance in district court Nov. 20. Nash, a predatory offender, was charged for knowingly violating registration requirements/intentionally providing false information.

According to the criminal complaint, Nash was convicted of criminal sexual conduct in the fi rst degree in Ramsey County on May 2, 2014. Nash was sentenced to serve 48 months in prison. When he was released, he was required to register as a predatory offender with the Bureau of Criminal Apprehension (BCA). Included in the registration is the requirement to register a primary address.

Following his release from prison, the defendant registered his primary address as his father’s address in the 14000 block of Forest Boulevard N. The criminal complaint goes on to say that Nash got into an

argument with his father and left the residence on Dec. 21, 2018.

As of Jan. 7, 2019, the defendant had not returned home nor had he updated the BCA with a new primary address. Nash’s employer also confi rmed that he had not been to work since Jan. 3. A Washington County deputy reached out to Nash’s father, who stated that since his son had been released from prison around a year ago, he had only spent one night at his address.

Since last January, Nash had not registered a new primary address and during the entire year his father’s address was listed as his primary address, he had not listed a secondary address or indicated that he was living anywhere other than the registered address.

Nash received an order for conditional release Nov. 20. He has to remain law abiding, make all future court appearances and meet other conditions. Nash’s next appearance in court will be Dec. 20.

LINO LAKES POLICE REPORTS • An officer investigated a traffic complaint in the area of Arrowhead Drive and Totem Trail Nov. 27. A driver was subsequently cited for a stop sign violation. • An officer responded to a report of multiple vehicles in the ditch on I-35W near Lake Drive Nov. 27. The Minnesota State Patrol responded and handled the incident. • Officers responded to a report of a civil dispute in the 6200 block of Ware Road Nov. 27. Officers spoke to the parties involved and gave them options to solve the problem. • A business in the 7500 block of Lake Drive reported several people acting disorderly Nov. 27.

One male was subsequently trespassed from the location. • An officer investigated a suspicious vehicle parked at a park in the 7800 block of Lake Drive.

The officer noticed the odor of marijuana coming from the vehicle and the driver was ultimately arrested for drug possession.

The officer stopped the vehicle and the male driver was arrested for DWI. • While on patrol in the 100 block of Morgan Lane Dec. 5, an officer located a vehicle parked with its dome light on. When the officer attempted to turn the light off so the battery would not die, he observed drug paraphernalia. The paraphernalia was confiscated and the registered owners were advised on where the vehicle was located so they could pick it up.

• Officers responded to a residential burglary in the 8200 block of 20th Avenue Nov. 28. The investigation is ongoing.

• Officers responded to a theft from motor vehicle report at a business in the 500 block of Lilac Street Dec. 5. The suspect broke a window of the vehicle and stole multiple items. The suspect then attempted to use stolen credit cards at neighboring businesses. The investigation is ongoing.

• Officers responded to a single vehicle personal injury accident in the 1900 block of I-35W Nov. 29.

Officers found both occupants were injured. Both occupants had to be extricated from the vehicle and were assessed by the ambulance.

Neighbor charged in connection to dog’s death

Hanson also admitted that he had thrown his pellet gun over a fence into his neighbor’s yard. Hanson said he did not intend to kill Buddy when he shot him, but rather “sting” him.

“Animal cruelty, of any kind, is particularly heinous because of the inability of the victim to speak for itself. In making this a felony level offense, the legislature clearly affi rmed its commitment to protecting animals and prosecuting violators to the full extent of the law,” said CLPD Lt. Russell Blanck.

“While we handle all crimes with diligence, this one particularly hit home for several reasons. A domestic pet is, as was the case here, a treasured family member. Many officers involved in the case are pet owners in general, and dog owners in particular. We appreciate how a pet rounds out the family unit.”

He added, “The area where the crime took place is one of the quietest in the city of Centerville.

The community was rightfully upset by the nature of the crime.

We owed nothing less to the victim, her family and the community to attempt to have this matter charged out at the highest level, and we are gratified the Anoka County Attorney’s Office saw it the same way. We do not believe there is any continuing danger to the community and have taken steps to assure the same.”

To honor Buddy’s memory, Rajewsky has set up a Facebook page called “Justice for Buddy.” There is a GoFundMe campaign set up to help with Buddy’s outstanding medical bills. You can fi nd it by searching “Justice for Buddy and Medical Expenses.”

An X-ray confirmed that there was projectile X ray confirmed in Buddy’s brain.

CENTERVILLE — A neighbor has been charged in connection to an incident that resulted in the death of a 3 1/2-year-old dachshund named Buddy in Centerville.

Larry Allen Hanson, 61, of Centerville, has been charged with one count of cruelty to animals. The felony offense carries a maximum sentence of up to two years in prison and/or a fi ne of $1,000 to $5,000.

“Today (Dec. 11) marks one week since Buddy’s passing,” said Buddy’s owner Danielle Rajewsky. “I am so happy that this is moving forward and that they are charging him.

This is a positive direction in a bad situation. I feel like Buddy didn’t die in vain over some stupid act.”

According to the criminal complaint, a Centennial Lakes Police Department (CLPD) officer was dispatched to an animal cruelty report just after 12:30 p.m. Dec. 4 at a residence on Clear Ridge in Centerville. Rajewsky explained she brought Buddy to the vet after she thought her other dog, North, a 6-month-old a bluenose pitbull, had been too rough with Buddy.

While at Otter Lake Animal Hospital, the veterinarian confi rmed that Buddy’s injuries were not caused by another animal: an X-ray revealed a pellet gun projectile lodged in Buddy’s brain.

Buddy passed away from his injuries 19 hours later.

As soon as Rajewsky found out a human had caused Buddy’s injuries, she said she was convinced it was Hanson. The criminal complaint mentions a former incident where Hanson went after Rajewsky’s dogs with a broomstick. “I instantly knew who it was because of where Buddy was laying in the snow,” she said.

Rajewsky noted that she, as well as a friend who has been staying at her home, have heard the neighbor make threatening remarks such as, “I am going to get you, you little bastard.”

The day of the incident, an officer made contact with Hanson, who said he could not remember if he had been outside that morning.

Hanson was also asked if he shot his neighbor’s dog and owned a pellet gun, both of which he denied. He also stated he did not like dogs.

According to the complaint, officers also spoke to Hanson’s wife, who confi rmed that there was a pellet gun in the house and offered to show them, but the pellet gun could not be located. The wife said her husband does not like the neighbor’s dogs, the complaint noted, and has threatened to shoot them with a pellet gun in the past.

When asked if she thought her husband shot Buddy, she reportedly said “yes.”

“Again the SEC is a strong conference, with several ranked teams in state, and a couple teams that are going to be shooting for a state title,” Salenger said. With the boys placing third in two races and fourth in another, among eight teams, those were “wonderful results” and got them mentioned in the state rankings “as a team on the cusp.”

Nordic Ski is a sport that does not usually start its season on schedule.

Usually skiers must wait for the white stuff to fall before they start competing.

Not this year. Thanks to massive snowfall just after Thanksgiving, White Bear Lake’s fi rst competitions took place last week.

“Unlike the last several years, the SEC (Suburban East Conference) has not cancelled a meet yet due to lack of snow,” reports Seth Salenger, White Bear Lake coach. “We have held two skate races and one classic race.”

Salenger said the results for the Bears have been encouraging in

Locke and rookie Sage Durdle, both counted upon to help get Bears up another level.

Leading a young Bear girls team is junior Lauren Loppnow, looking like a contender for all-conference and possibly a state berth, Salenger reports. Second-year skiers Nicole Murphy, Jordyn Schmittdel, Megan Ryan and Maddie Bystrom are showing nice improvement and rookie Gianna McLeod also looks promising, he said.

The Bears roster is the largest in several years, with many young skiers learning the sport, the coach said, adding, “Snow from early on helps keep kids interested in the sport from the beginning.”

City budget to see 4.3% increase

HUGO — For 2020, Hugo’s tax rate will continue to be considerably lower than the statewide average.

That’s the reason, according to Finance Director Ron Otkin, that Hugo is one of 95 cities in the state that do not receive local government aid (LGA).

The city of Pine Springs, for example, received $1 in LGA. “(For 2019), the statewide average tax rate is 43.83% and Hugo’s urban tax rate is 36.27% (a difference of 17.2%). Hugo is still on the low end of the range even though we don’t receive LGA,” he explained during a presentation to the City Council Dec. 2.

In Washington County, Stillwater, Oak Park Heights and Forest Lake had some of the highest tax rates in 2019 and Woodbury, Scandia and Lake Elmo had some of the lowest.

Hugo saw a residential market value increase of 10.3% over the past year. “We have kept our levy low despite the market value increase,” Otkin said. “We have a flat tax rate policy, which means that city tax collections increase when property values increase and decrease when property values decrease.”

The 2020 general fund budget will be slightly more than $6.43 million, which represents a 4.3% increase over the previous year. A big part of that increase, Otkin said, is due to a 10.5% increase for employee health insurance on the heels of the 21% increase the city experienced last year.

The city’s 2020 tax levy will be slightly less than $7.76 million. Hugo’s urban tax rate will increase from 36.27% to 39.19%. For a median-home worth $281,200, taxes will increase from $905 in 2019 to $1,055 in 2020, a bump of $60.”

Other highlights: the city will • pay off some of its bonds to free up some more money to put into streets; • dedicate $221,000 to the equipment fund to continue to build up the balance for fire department and public works equipment; • increase the stormwater levy from $246,411 (2019) to $278,788; • levy $92,000 for improvements to neighborhood parks; and • begin levying a revenue stream for a possible bond issue for public works facility improvements or expansion. This year, the city will dedicate $274,626 to the fund.

The council held a public hearing and there was no public comment. The 2020 general fund budget and final tax levy payable 2020 were approved.

Residents are reminded to apply for the homestead credit refund if household income for 2019 is less than $113,150. The maximum refund is $2,770. There is also a special tax refund if property value jumped by 12% or more. The increase cannot be due to home improvements. The maximum refund is $1,000.

HUGO BITS & PIECES The Hugo City Council took the following action at its Dec. 2 meeting: • Recognized Jeff Loeks, a 2019 Wilbur Thomas Community Service Award recipient. The award is presented annually to HealthPartners team members who strive to improve their communities through outstanding volunteer service.

As part of the award, Loeks was able to choose a recipient for a $1,000 donation, and he chose the Hugo Beyond the Yellow Ribbon Network.

• Approved a resolution establishing 2019 salary and reimbursement levels. At the mid-year budget workshop, the council indicated its willingness to adjust the city’s salary matrix by 3% and to grant step increases to employees who have not yet reached their pay grade maximums. Ten of the city’s 26 full-time employees will receive step increases. The net aggregate dollar increase equals $90,527 and the overall budget for employee wages will increase by 4.7%.

• Approved extension requests for connection to city sanitary sewer for the 129th Street Improvement Project. The 2007 project on 129th Street, Elmcrest Avenue and Ethan Avenue included installation of municipal sewer and water.

According to city ordinance, property owners have one year to connect to the system or request an extension.

The council approved threeyear extensions in 2007, 2010, 2013 and 2016 on six properties; the 2016 extension will expire at the end of the year. City staff recommended granting a

three-year extension (Dec. 31, 2022) to four properties with the condition they remain in compliance with Washington County’s septic requirements.

• Approved a resolution renewing licenses for 2020 refuse haulers. The city received applications from seven refuse haulers who provide refuse collection and recycling services to Hugo businesses and residents. Licenses will be issued to haulers upon receipt of the $165 annual licensing fee and proof of insurance. Haulers include: Gene’s Disposal SRC Inc., Maroney’s Sanitation, Ace Solid Waste, Walters Recycling, Republic Services and Waste Management.

• Held a public hearing for the city’s 2020 budget and tax levy.

• Approved a job description

and authorized advertisement for an assistant building official.

Building Official Chuck Preisler is retiring November 2020 and would like to train in his replacement. The salary range for the position would be $63,787 to $83,098; the interview process will begin at the end of January.

• Approved a conditional use permit and offered comments on a sketch plan review for White Bear Lake Area Schools’ proposed transportation and maintenance facility located on Fenway Boulevard, north of 130th Street N. Mayor Tom Weidt said he would like to see the district try to eliminate the proposed southern entrance to the property and only utilize the northern entrance. Tim Wald, assistant superintendent for finance and operations, said the district would take a look at that option.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its Dec. 11 meeting: • Passed a resolution prepared by Northland Securities to call the 2015A General Obligation Improvement Refunding Bonds, dated Jan. 15, 2015, on Feb. 1, 2020. This bond issue paid for the construction of Commerce Drive. Now that the lots have been sold, there are sufficient funds on hand to pay off all the bonds and accrued interest, Finance Director Bruce DeJong said. The total amount due on Feb. 1 will be the regularly scheduled bond payment of $120,000 along with the $980,000 of bonds payable from 2021-2025. The city also owes interest of $10,155.

This action conforms with the plan put into place in 2018 when council adjusted the debt service levies to eliminate the spike that would have occurred in 2020 without any adjustments.

Along with property sales, the tax levy will finance this action. “Most of the bonds we took out are for street improvement projects,” DeJong said.

“The contractor needs to be paid right away, but the city doesn’t have the money right away.”

• Approved plans and authorized advertisement for bids for the downtown street and utility improvements. The estimated total project cost is now $2.5 million, an increase from the feasibility report estimate of $2.4 million.

The next step in the process will be to open bids on Jan. 21, and if bids are in line with estimates, an assessment hearing would be scheduled. After taking public input and making final decisions on assessments, council will decide whether to move forward. Construction could begin in the spring, City Engineer/Administrator Mark Statz said.

• Gave approval to city staff to apply for grant money from the Rice Creek Watershed District Storm Water Management Grant Program. The city has already received a $100,000 grant from the Metropolitan Council to expand the irrigation system in LaMotte Park, Statz said. The city will spend an additional $33k.” If we can get help from

the Rice Creek Watershed District (RCWD), I think we can get there,” he said.

• By a vote of 4-1 (Council Member Matt Montain opposed) changed the water base rate for properties within the city. At earlier meetings, staff proposed language to modify the fee schedule to add a fi re hose connection fee and change the water base rate policy to include the multiplication of the base rate by the number of Residential Equivalency Units (REU’s) for commercial and institutional properties.

Of the four options proposed by city staff, council chose option 4, which will use a lower base rate and multiply by REU’s with a cap at five REU’s. The base rate is lowered to yield a zerorevenue gain for the city. The current base rate is $14.85/bi-monthly, and the residential base rate is $14.47/bi-monthly. The proposed commercial and residential base rates under option 4 will be $13.85/bi-monthly with REU’s capped at five.

Option 4 results in no increased revenue for the city and a decrease in the residential base rate of $0.62/bi-monthly or $3.72/year per home.

• Appointed Mayor Jeff Paar and Council Member Russ Koski to attend mediation sessions to be facilitated by Anoka County between Alex’s Lawn and Turf and neighboring residents over noise issues.

• Adopted the 2020 meeting calendar. For now, council will continue to meet on Wednesday evenings at 6:30 p.m., but will meet on Thursday, Nov. 12 to avoid meeting on Veteran’s Day and will eliminate the meeting the day before Thanksgiving.

• Approved a tobacco license renewal for CenterMart (subject to a successful background check).

Some individual properties to see slight increase

CENTERVILLE — Every year at this time, all units of local government must present their budget to the public and allow for public commentary in what is called the Truth in Taxation public hearing.

The Centerville City Council formally adopted the 2020 final general fund budget and tax levy with a .45% increase in the total tax levy at its Dec. 11 meeting. In the resolution, council also included the cancellation of certain debt levies, because the city has sufficient funds available to make future payments.

Before adoption and before opening the public hearing, Finance Director Bruce DeJong presented details of the 2020 budget and tax levy.

Balanced revenue and expenditures will match up for a fund balance of $2,710,633, or an increase of $56,294, or 2.12% for 2020, DeJong said.

The increase in the general fund levy to $2.3 million will be nearly offset by a decrease in debt service levy of nearly $50,000 to $457,263.

Combined, these two levies make up the $2.7 million total levy for 2020.

Major changes to revenues include both increases and decreases, DeJong

said. Increases in revenue include the property tax levy going up $59,343; Local Government Aid going up $6,451 and fi re relief aid payments going up $6,000.

However, fines and police forfeits are projected to go down by $9,000, as will building permit revenues by $10,000.

On the expenditure side, salaries and benefits are increasing by $17,500; election costs by $11,270, due to the 2020 General Election and primaries; fi re protection will increase by $21,063 due to structural changes in the department and community needs and equipment transfer dollars (the amount of money into the capital equipment replacements) will increase by $14,750.

Expenditures that will decrease include the police protection contract by $5,839 (though services will increase); public works professional services by $10,000 and parks engineering fees by $5,000.

Debt service, which is part of the total levy, will see major changes from last year, DeJong said.

The final year of the police station bond issue will be paid off in 2020, with a payment increase of $4,226 for 2020. The 2009A/2016A streets fund payments will increase by $60,901

and the 2013A streets fund will also increase by $146,800.

Other bond issue payments will go down, however. The 2009B/2015A streets fund (Commerce Drive) will be paid off, and in 2020 the city will pay $206,200 less than last year. The 2011A streets fund of $53,000 will also be paid off by 2020.

The net change in the debt service levy for 2020 will be $47,273 less than the 2019 debt service levy.

“Council was prudent in managing the debt levy and in leveraging cash balances to draw the debt down to a manageable amount,” DeJong said. “(This action) continues to show benefits, because the debt is roughly $250,000 lower than it would have been had we not changed parameters and taken advantage of property sales.”

The city expects to be completely debt-free by 2028. DeJong added.

Although the city’s tax levy increased slightly, by .45%, many homes in the city will see little or no increase in their property taxes.

Last spring the assessor’s findings increased the median home value in Centerville from $243,000 in 2018 to $263,000 in 2019.

Because property values have gone up, the amount of net tax capacity

increases, DeJong said. With tax sharing, the city benefits from not having a lot of commercial industrial property, and the tax capacity rate will drop quite a bit, he said.

The property tax increase on a median value home for 2020 will be around $9, which is a very small tax increase, DeJong said. This doesn’t mean that every tax statement in the city will see an exact $9 increase, he noted. One home value may go up faster than others or if another style or location sells better, that home might have a higher increase than average. For example, house values on lakes are different than those of other houses. The opposite is also true.“It’s an average,” DeJong said.

“I was interested in being debt free in a few years,” Council Member D. Love said. “I don’t know who’ll be sitting behind this desk in 2028, but they’ll see the police station paid off by then as well.”

“It’s been a refreshing year for me to remember how to do all this,” said Council Member Michelle Lakso, who returned to council after a hiatus of several years.

“I wanted to keep the budget as low as possible but get stuff done,” Paar said after thanking city staff for their months of hard work.

Homegrown climate solutions for clean energy economy SECOND IN A SERIES

At the recent Climate Reality Project training weekend in Minneapolis, Al Gore declared that the only way to change policies in time to solve the climate crisis is through grassroots pressure and initiatives. He added that “some damage has been made inevitable, but we still have time to avoid the worst.”

Minnesota’s “homegrown” solutions are the choices made by local governments, corporations and communities that have positioned the state in the forefront of cutting emissions to combat climate change. Minnesota has become a leader in wind and solar energy development.

Over two-thirds of the world’s people live in countries where solar and wind are the least-costly sources of electricity. Historically, Minnesota has been reliant on high-emissions coal, but solar and wind-generated power will soon be significantly cheaper than fossil-fuel electricity here as well.

Such localized energy sources are vital, since fully 30% of a utility bill reflects the cost of transmitting energy long distances to end users.

The number of community solar projects, where customers purchase credits from a central solar source, is greater in Minnesota than in

Minnesota has become a leader in wind and solar energy development. any other state. And solar installations have recently exploded—growing 20 times as fast in the past three years as in the past 40. More than 100 community gardens were established in 2018 alone. The price of solar energy in Minnesota has declined by 34% over the last five years.

Most Minnesota solar farms have commercial or industrial customers as well as residential subscribers. Panels now appear on the roofs of retail, manufacturing and public works buildings.

Wind energy echoes the dynamics of solar: burgeoning capacity and shrinking cost.

Minnesota ranks third in the nation in windgenerated electricity, its capacity having creased by 27% over the last six years. Wind is currently the cheapest source of electricity generation in Minnesota. Its cost declined by 16% in 2018 alone.

Renewable fuels now generate 25% of MN’s electricity—an objective achieved seven years earlier than the original target date of 2025. Gov. Tim Walz reiterated the statewide goal of obtaining 100% of its electricity from renewables by 2050, and Mayors Jacob Frey (Minneapolis) and Melvin Carter (St. Paul) reported even more ambitious targets for their city operations.

nations to level off greenhouse gas emissions as soon as possible and to become carbon-neutral no later than the second half of this century. In this agreement, the U.S. (the world’s largest emitter, historically) committed to reducing overall greenhouse gas emissions by 26 to 28 percent below 2005 levels by 2025.

Gore praised its achievements in cutting emissions as another “success story” for Minnesota. The state’s total emissions are now 12% lower than in 2005, and power sector emissions have dropped by 34% since then. Current goals are to reduce overall emissions to 30% below 2005 levels by 2025, and 80% by 2050.

Drake Hamilton (Science Policy Director for MN’s Fresh Energy organization) reported that Xcel Energy is the fi rst company in the nation to commit to zero-carbon energy (use of renewable fuels exclusively by 2050. Xcel buys more wind power than any other utility in the nation and aims to triple its solar capacity by and to reduce emissions 80% by 2030.

Major Minnesota companies such as Target, Ecolab, General Mills and Cargill have begun transitioning to renewable fuels to power their operations. Thomas Friedman, NYT columnist and St. Louis Park native who spoke at the training, praised such corporate and utility decisions. He argued that America would only become weaker by ignoring the climate crisis: “The most powerful economy will be the cleanest, greenest and most healthy.”

Call it providential, but when Paul Carlson started searching the Worldwide Web for a Santa suit seamstress, he found one in his own backyard.

That’s pretty remarkable seeing how there are maybe six full-time professional Santa suit makers in the country. Deborah Mumaugh of White Bear Township is one of them.

Mumaugh happens to be married to a Santa, too, and accompanies her husband Gary as Mrs. Claus during his many stops. When children ask her age, Mrs. Claus doesn’t hesitate: “325,” she replies.

Both Mumaugh and Carlson make it clear not just anyone can don the costume and become the jolly old elf, even if they do have a little round belly that shakes like jelly.

According to Mumaugh, Santa’s large waistline is losing its appeal. “There’s a move afloat for Santa to slim down,” she said. “It’s a health thing.” Carlson finds a big belly too restrictive and refuses to wear padding. If a child notices a lack of stomach, he’s ready with an explanation. He blames it on Mrs. Claus who put him on a diet and demanded he exercise.

“But there’s much more to Santa than looks,” explained Carlson, who is a relative newcomer to the profession. “The mannerisms, the voice. Everyone is on the same backstory. You have to learn how to walk, how to answer questions, how to carry the bag of toys, how to sit a certain way. Kids are bright. They’ll try to trip you up.”

Mumaugh jokes that Santa and the Mrs. have to be pathological liars, in a good way. “Kids ask crazy questions. You have to come up with a story and our stories have to match,” she said. Youngsters will ask about her sparkly skin (she wears special powder), for example. Mumaugh answers that she is part elf.

Being Santa is serious business. There are conventions, like the International Brotherhood of Real Bearded Santas, of which Carlson attends in April. It draws about 4,000 Santas from around the world. There are classes on beard care and reindeer history. Locally there are the North Star Santas, an exclusive group who mentor the wannabees. Members are expected to follow

Her suits range from $1,000 to $2,500, depending on the faux fur and fabric. She calls herself a stylist for Santa and Mrs. Claus. She has never advertised but is on Facebook and at least a half-dozen Santa sites. She also has an Etsy store at BeeWhimsicalDesigns.

Wearing the red suit is an honor for Carlson, who has been a professional Santa for two seasons. He has always loved Christmas and decorates his Bald Eagle Lake home with about 70 Santas. In fact, his suit is modeled after one of his Santa dolls.

“I’m helping make God’s world a better place,” Carlson said. “He (referring to Santa) brings joy to people of all ages. You can touch people’s lives in a way no one else can.”

Both Carlson and Mumaugh have sad stories about children who tell them they lost their mother to cancer, or a child who has a terminal illness and likely won’t see another Christmas. Last week a little girl said she just wants her blind grandpa to see, Mumaugh said.

“Santa told her ‘I’m just a toymaker, but I will pray for your grandpa.’”

There is a piece of spirituality to the job, Mumaugh maintained. People with a strong faith can deal with sad stories a whole lot easier because they believe the Christmas story, she said. And that’s why she embroidered special words inside Carlson’s suit that read: Jesus is the reason for the season.
