District brainstorming renovations

White Bear Lake Area Schools is seeking community members to join facilities committees this year to brainstorm how its buildings could be updated in the future.

There is 1.8 million square feet of building space in the district, said Assistant Superintendent of Finance and Operations Tim Wald at a board meeting Sept. 10. “Maintaining that amount of space is a big commitment,” he noted.

The district is considering a facilities referendum to provide needed updates. But fi rst, priorities will need to be identified by community members and staff.

Updates are needed due to increasing numbers of students and other changes, Wald said. The district has added about 600 students in the last six years. “That’s a lot of bodies and staff to make sure we have adequate space for,” Wald said. There have been population changes in the district that have led to growth. Lakeaires Elementary recently experienced 13 percent growth due to housing turnover on the south side of town.

Memory Café launches in Hugo

HUGO — A concept that originated in the Netherlands is slowly seeping into the U.S. and becoming more and more popular in Minnesota.

Every fourth Wednesday of the month, FamilyMeans will host a Walking Memory Café from 1:30-3 p.m. at Rice Lake Centre, 6900 137th St. N., Hugo.

A memory café is a welcoming place for individuals with Alzheimer’s or any type of dementia or other brain

Whereas some cafés focus more on education, others may implement activities. A unique element of Hugo’s café is that participants will get a little bit of exercise.

“The ultimate goal is the social connection to others in your community,” said FamilyMeans Community Educator Jenny West. “We are hoping the later afternoon is a good time because some people might nap during that time, so it will keep them awake, get them outdoors, get them that physical exercise and maybe that will help

FamilyMeans, a nonprofit organization headquartered in Stillwater, offers a variety of services such as fi nancial and bankruptcy services and education; counseling and mental health services; divorce services; caregiver support and youth enrichment programs.

FamilyMeans set a goal to start cafés in Washington County by the end of 2017. In June, the fi rst one was rolled out in Lake Elmo, another in Woodbury in July and one in Cottage Grove in August. Hugo hosted its fi rst earlier this week on Sept. 26.

Business breakfast focuses on growth in Hugo

HUGO—Growth was the main topic of discussion at the Hugo Area Business Association’s Business Networking Breakfast Tuesday, Sept. 11 at Blue Heron Grill.

After conducting a moment of silence in honor of 9/11, Business Advisor Tyler Hilsabeck presented on Washington County’s Open to Business program that started up in July 2017. Hilsabeck explained the free service is for businesses in the county that either need business coaching or financial assistance.

“So far we have hit every corner of the county.

We have worked with approximately 140 entrepreneurs. Around 29 in Stillwater, 25 in Cottage Grove, 15 in Forest Lake, 12 in Hugo and 12 in Woodbury,” he explained. “Around 43 percent of the businesses we work with are in the service industry, 14 percent retail and 10 percent construction/food.”

Hilsabeck added the program has approved seven loans so far, which have gone on to leverage $2.5 million.

Mayor Tom Weidt then introduced city council members in attendance, County Commissioner Fran Miron and encouraged attendees to help lead the discussion on topics they were interested in learning more about.

“We are going to talk about what has been happening in the city over the summer and what

we expect to see going forward. It’s been a very busy summer with lots of construction,” Weidt said. “We are excited about where we think we are going.

City Administrator Bryan Bear then presented on growth. “We cover a lot of ground. We can talk about budget, infrastructure, housing, parks and recreation, new projects going on,” he said.

Population According to the Metropolitan Council, Hugo’s population was 15,158 in April 2017.

“Growth has slowed down in Hugo. Fourteen years ago, the fear was that the city was growing way too fast and spiraling out of control,” Bear said. “Right after the recession hit in 2008 when

growth slowed down, that discussion changed very quickly. We would go to neighborhood meetings and right away people were saying ‘when is something going to start happening?’ There was a fear that the community was stagnating and wasn’t growing as fast as it used to.”

Hugo’s growth rate, Bear said, is one of the best in Washington County. Bear asked the crowd what city they thought had the largest annual growth rate and many people shouted out Woodbury. Bear explained Lake Elmo had the best annual growth rate (from 2010-2017) of 2.4 percent. Hugo is not far behind with around 2 percent.

Market value Another way to measure a city’s growth is by market value.

“The total market value in Hugo for this tax season right now is a little over $1.8 million,” Bear explained. “That sounds like a lot, but remember the Vikings stadium cost $1.8 billion; Amazon is looking to build a new headquarters that is projected to be $5 billion in value.”

Since 2010, market value growth in Hugo has been 4.5 percent annually compared to the county’s average growth rate of 3.3 percent.

One problem Hugo will likely have to deal with in the future, Bear said, is keeping housing affordable. If the market value of homes keeps increasing, as it has been for quite some time, more and more people will be unable to afford to live in Hugo.

Business Over the past few years, Bear said, a common story for businesses in the city has been expansions.

“We are proud of this. The businesses that we have here in Hugo, for the most part, they are doing really well,” he said. “Businesses are staying here and they are expanding. Over and over again they are relocating to new buildings, putting on additions, adding employees.”

Some businesses on that list include Western Spring, TGK Automotive and JL Schwieters.

Bear said the majority of businesses in town that are expanding are service based, medical uses, specialists, professional services and construction services.

Thankfully, Hugo is not dealing with a problem a lot of other communities are seeing.

“The reality is the economy before the recession was very different from the economy after the recession and retail is probably not something that we are going to hang our hat on,” he said. “We are fortunate that we don’t have a lot of retail space, which tends to be vacant in so many other cities. It might end up being a blessing for us.”

One project the city hopes will come to fruition is Cozzie’s Lakeside Grill proposed for the city-owned property on Forest Boulevard/Highway 61, on Egg Lake across from City Hall. Bear explained the city has had discussions with Chris and Jennifer Cosgrove, owners of Cozzie’s Tavern & Grill in Stillwater, to open up another location in Hugo.

Transportation Bear highlighted two projects, I-35E construction in Forest Lake and the rapid transit project proposed for the Rush Line corridor from downtown St. Paul to White Bear Lake.

“Regionally our partners, MnDOT and the Met Council are focused on big projects. The biggest impact projects are where they are going to put their funds,” he explained.

Locally in Hugo, next year’s big project will be upgrades to 130th Street. Bear added the city has also had discussions on the 165th Street corridor.

“We anticipate a lot of growth in this area,” he said.

Recreation Bear mentioned many new neighborhood parks that were constructed, as well as the upgrades to the playground at Lions Park. Another highlight was the repaving of the Hardwood Creek Trail and the possibility of future extensions.

Schools “Schools have been a hot conversation that is at the top of everyone’s mind and I can assure you those conversations are happening very seriously between the city and the school district,” Bear said.

“The schools are at capacity.”

In 2016, the White Bear Lake School District had an enrollment of around 8,300 students. That year, a demographer predicted enrollment would increase to between about 8,700 and 9,000 in five years and between about 8,900 and 9,400 in 10 years.

Puppy miracle

M

y summer was not fun. In addition to being sick for pretty much all of it, my corgi puppy, named Twinkie, had to undergo heart surgery.

It all started back in July when we brought Twinkie to the vet for a little scrape on her foot.

Although we were told the scrape was nothing, we were also told she had a heart murmur (which was news to us).

After getting a second opinion, it was confi rmed.

We made an appointment with a canine cardiologist. She was diagnosed with Patent Ductus Arteriosus (PDA), a congenital heart defect that was causing too much blood to flow into the Out and left side of her heart. We were told she would need to undergo a About surgery to put in a small device to stop the blood from flowing Shannon where it shouldn’t. If she didn’t Granholm do the surgery, she would likely only live another year or two and die di ffrom congestive heart failure.

In addition to already paying well over $600 to see the cardiologist, we were also given estimates for the surgery that ranged from $2,500$4,500. That number was pretty hard to swallow, especially with a journalist’s salary. Since I don’t have children, my dogs are my children. So needless to say, we went forward with the surgery, which happened Aug. 22.

Thankfully, my co-worker Sara Marie Moore and her hedgehog Ginger quickly sprung into action and started a GoFundMe page to help with Twinkie’s medical bills. With the recent news of the couple in Philadelphia who raised $400K for a homeless veteran through GoFundMe and never turned over the money to him, I was extremely nervous that people wouldn’t be comfortable donating.

Despite my fears, immediately donations starting pouring in from co-workers, family members, friends and complete strangers.

We were absolutely blown away by the generosity of not only the people we knew, but all the people we didn’t. In Twinkie’s short little life, she had touched a lot of lives, both in person and online through my own personal pictures on Facebook and her Instagram @frosty_and_baby_ twinkie (yes, my dogs have an Instagram).

Twinkie’s followers, many of whom live in other states and countries, not only donated to her GoFundMe, but also mailed cards, sent her a handmade blanket and new toys. One corgi owner set up a raffle to raise money for the cause.

A 12-year-old girl even went as far as dedicating her birthday to Twinkie. Instead of asking for presents, she asked for donations for Twinkie, whom she had only met once.

Because of Twinkie’s connections, a nonprofit organization called Bandit’s Bandaid got wind of Twinkie’s story and agreed to be with us every step of the way, both financially and for support.

Thanks to all of the support from friends and strangers alike, my husband and I were able to focus on Twinkie and what is most important— getting her back to her normal, spunky self and giving her the long, healthy life she deserves.

Not having to worry about the fi nancial side of things was such a relief during an already stressful time.

From the bottom of my heart, and Twinkie’s fi xed heart, I want to thank every person who sent prayers and felt this was a worthy cause to contribute to.

Twinkie is now free to run laps around the house (what we call the Corgi 500), run up and down the stairs over and over again and play with her sister Frosty and all of her corgi friends.

he school year has begun and summer break is officially over. For many, getting back into a routine and setting goals for the coming months feels like a healthy next step after a restorative summer of sun, fun and vacation.

But if we’re not careful, we can easily go from sunburned to burned-out in a matter of weeks.

We live in a culture that often valbusyness over Movers & ues rest, and excess Shakers over restraint.

How often have we Jerry Hromatka caught ourselves boasting about how productive h d ti we can be on just a few hours of sleep, or sheepishly admitting that we “wasted” a weekend doing absolutely nothing? Research shows that ignoring our need for rest and relaxation not only harms ourselves, but the people around us as well.

Our children not only watch how we deal with stress, they learn from our example. According to the American Psychological Association, teens are becoming as stressed out as the adults in their lives. And during the school year, they sometimes report even higher levels of stress than their parents.

At Northeast Youth & Family Services (NYFS), we see youth coming to us for help dealing with stress at younger and younger

ages. The pressure to do it all: get good grades, take advanced classes, participate in a sport or extra-curricular activity and get a job can overwhelm a youth who is already doing the hard work of navigating adolescence.

NYFS Outpatient Mental Health Director Rachel Cain says that while stress is a natural part of life, it shouldn’t be viewed as an insurmountable problem.

Stress is the net effect of mustering the resources necessary to respond to stressors in our lives.

The skills we learn and fortitude we gain when we respond to stressors is necessary for personal, academic and professional growth. It becomes a problem when we lack the resources to effectively manage stress or when we are under too much stress for too long.

She adds that parents need to regularly check in with themselves, and with their children, to determine what is a manageable level of stress and what is too much. Cain says to be aware that younger children might not have the words to fully express their feelings – but their bodies often tell the tale for them. Kids who are prone to stomach aches before school, lose their appetite frequently or have trouble sleeping may be exhibiting signs of too much stress in their life.

Adults may have similar symptoms and can experience a rapid heartbeat, chest pain, fatigue, headaches or muscle tension in

the upper back, shoulders and neck. They may also fi nd themselves snapping at loved ones over small issues or isolating themselves from friends and family.

Some stress from things like job loss or a long illness, cannot be avoided. But it can be lessened through intentional self-care such as setting a fi rm time each day to stop working, going to bed at a reasonable hour, eating healthy meals and scheduling time for fun with family and friends. Physical exercise, meditation and massage can also help.

Cain adds that we have more control over stressors than we realize. Canceling a volunteer commitment or dropping a class will not cause an organization to fail, or keep a student from succeeding in life. Recognizing and addressing stress is not a failure, but a recognition that our minds and bodies need consistent care if we are to perform at our best.

In the long term, rest and moderation are much more productive than burnout. Life is a marathon, not a sprint; we need to be at our best for the long haul. So now that summer is over and we may not have as many easy opportunities for rest and relaxation, take a few minutes to consider how you can build in some intentional downtime for yourself or loved ones.

LETTERS TO THE EDITOR Questions for LeBlanc In the Aug. 30 edition of The Citizen Mr. Wayne LeBlanc wrote a letter to the editor that still has me and others who read it scratching our heads. As we were discussing the letter’s contents at the Hugo Legion trying to make sense of it, we came up with a few questions for Mr. LeBlanc.

The fi rst is how are “rich draining public resources?” And further questions are who is “giving land to wealthy corporations?” How are “corporations grabbing former government revenue streams?”

As for some of the other rather incoherent rambling in his letter, the Iran nuclear deal was bad, and should have never happened. “Separating thousands of children from their parents” has proven to be false. But they never let facts get in the way of a good story.

Everything Mr. LeBlanc wrote sounds like a DNC talking points bulletin. I think he might be one of those snowflakes who still has not gotten over the election. Waiting for his reply patiently.

I read with interest your story about Kirk Possehl (“Male chest lump nothing to be ‘nonchalant’ about.”) I had my experience with breast cancer about 22 years ago. I actually spotted it myself and took quick action because my mother and two of her sisters had experienced it.

In Anoka County, there are currently two memory cafés, one in Coon Rapids and another in Fridley.

The fi rst half of Hugo’s café session will focus on discussion and education. During the second half, participants can walk around Rice Lake Centre (if they choose) while talking with people who understand what they are going through.

“The biggest part of a memory café is a community setting that can be open to everyone and to connect others,” West explained. “They share something in common and what that commonality is, is a dementia diagnosis. And they share their journey, their wisdom, they share time together, but it is in a relaxed environment.”

Mary Rivard, ForeverWell coordinator at the Forest Lake YMCA, heard about the new memory café and couldn’t be more thrilled for Hugo. Rivard has a very personal experience with memory cafés, as her 91-year-old mother attended one in St. Paul for a year and a half.

“It was really good with my mom’s early-stage dementia. It was good to go to a group that was full of new and different faces, of different ages, husbands, wives, daughters, mothers, friends bringing friends,” she said. “It opened up her world a little bit more and she was able to have more stimulating conversations.”

“It gave her such a comfortable, easy opportunity to connect with other people without feeling judged,” Rivard said, encouraging participants to give the memory cafés more than one try.

Early voting now open Early voting opened Friday, Sept. 21. By law, citizens can vote in person or by mail 46 days before an election.

People can vote early in person during business hours at their county courthouse or government center. Many cities also offer the opportunity to vote early. Lists of early voting locations can be found at mnvotes.org.

Early voting is not only convenient, it is growing in popularity. In Minnesota’s primary election, held just over a month ago on Aug. 14, more than 135,200 voters used this option.

This played a part in pushing the number of people voting in a primary to 902,119, the highest number of primary voters since

1982.

The excitement to vote in the primary is carrying over to the general election. In early September, the number of newly registered voters in Minnesota was double that at the same point in 2014, the last midterm election. Nearly 70 percent of those registering were between the ages of 18 and 30. This is incredibly encouraging, because in the 2014 election, Minnesota dropped from being the top voter turnout state to number six.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A 12-volt marine battery and a Badger InSinkErator garbage disposal were reported stolen overnight Aug. 29-30 from a home under construction in the 14000 block of Oneka Parkway N. An employee with a key to the premises is suspected, as the home was secured at night, and there was no sign of forced entry.

• A Hugo man, 55, was arrested at 12:24 a.m.

Sept. 1 in the 15000 block of Forest Blvd. N. for misdemeanor domestic assault, after Washington County Sheriff’s Office deputies responded to a report of loud music accompanied by a verbal argument. When deputies arrived at the trailer, they could hear two voices inside arguing and saw a man strike a woman in the face numerous times. The victim would not answer the door, so deputies entered through a back door to check on her welfare. She was found hiding in a closet sporting old injuries and fresh injuries to her face, but refused medical assistance and insisted the subject had not been in the trailer all day. Meanwhile, as he was being detained, the subject complained of chest pains and wanted to be transported to the hospital instead of jail.

However, doctors at the hospital cleared the subject, who was immediately transported to jail.

• A Rochester woman, 23, was reported at 12:52 a.m.

Sept. 1 for driving away from the Kwik Trip in the 14000 block of Victor Hugo Blvd. without paying for the $30.44 in gas she had pumped. Her license number was retrieved as were the last four digits of her Kwik Trip rewards card. After several attempts, the Rochester Police Department made contact with the subject, who agreed to pay for the gas.

• A Hugo man, 69, was reported for fourth degree intentional damage to property at 10:24 p.m. Sept.

1 in the 15000 block of Forest Blvd. N., after he took a baseball bat to the windshield of a vehicle because he was mad at another man for beating up a Hugo woman, 54, who lived in the trailer complex earlier that day. The complainants did not know who the vehicle belonged to, and deputies advised them to contact the county if the owner wanted to press charges.

• A Shafer man, 53, was cited at 11:50 p.m. Sept. 1 in the10000 block of eastbound 170th Street N. for speeding 69 mph in a 55 mph zone, after deputies clocked him at 75 mph.

• A port-a-potty was reported tipped over in the park in the 12000 block of Flay Road N. at 8:37 a.m.

Sept. 3. A garbage can was also tipped over, and the playground equipment and several trees were covered in toilet paper. Deputies left a message for the port-a-potty service that one of their toilets was tipped over. The public works director also received a request for clean up.

• A stolen motorcycle was reported dumped in the pine trees in the 6000 block of 148th Street N. at 9:26 a.m. Sept. 3. The license plate number was registered to an owner in a trailer in the adjacent Twin Pines community. When deputies arrived on the property of the registered owner of the stolen bike, they found a blue motorcycle cover lying on the ground. Deputies noted that the motorcycle sustained very little damage. However, the registered owner said the ignition and tail lights were damaged.

• A suspicious male in his late 20’s was reported at 1:54 p.m. Sept. 3 for hanging around inside a vehicle near Arbor Park at the intersection

of Garden Way N. and Jardin Avenue N. The complainant said the male’s presence made everyone in the neighborhood nervous. Deputies offered extra patrol and asked the complainant to call the next time the suspicious male and his vehicle showed up. Another neighbor later reported the same activity.

• A disturbance caused by a loud verbal argument over a tipped over garbage can was reported at 12:47 a.m. Sept. 4 in the parking lot of the Twin Pines trailer community in the 15000 block of Forest Blvd. N. A juvenile had become extremely upset when someone had brought up the subject of his friend’s death earlier in the day and created a disturbance. When deputies arrived on the scene, the youth took off running to his residence while shouting profanities. It was decided the the youth should go inside his residence to cool off.

• A Forest Lake man, 50, was banned from a deer hunting property near the intersection of 180th Street N. and Imperial Avenue N., at 10:22 a.m. Sept. 4, after the property owner found a cushion from his deer stand on the ground.

Although the subject had been given permission to gather wood from the property, he had not been given permission to use the deer stand.

The complainant now wanted to revoke wood gathering permission and have deputies formally “trespass” the subject. Deputies advised the complainant to put up “No Trespassing” signs on his property. When deputies were finally able to contact the subject, he told them he hadn’t been on the land and certainly won’t be going on it.

• A Circle Pines woman, 48, was arrested at 8:41 p.m.

Sept. 5 on Elm Drive N. for domestic abuse no contact violation (DANCO), after she texted a man, 48, more than 100 times, stating that she loved him with all her heart while the DANCO order was in place.

• A resident in the 15000 block of Fenway Circle N., who had recently fi led for divorce, at 6:09 a.m. Sept. 6 reported her estranged husband for insisting on talking about their relationship, becoming upset and not letting her leave their bathroom. When the estranged husband found out the complainant had called the police, he left the scene. Deputies advised the complainant of her options for keeping separate during the proceedings.

• A Hugo man, 46, will be mailed a citation for disorderly conduct after he taunted his neighbor in the 15000 block of Glenbrook Avenue N. at 9:48 a.m. Sept. 6. Less than 15 minutes after deputies told the subject to stop taunting his neighbor, he continued with the insults by coming out of his house, barking like a dog, calling the complainant a “Chihuahua” and laughing. When deputies tried to contact the neighbor at his home, they found the lights on and a dog barking. Yet no one answered the door.

• A resident in the 17000 block of Forest Blvd. N. at 3:47 p.m. Sept. 6 reported his Capitol One Visa card number stolen and three fraudulent purchases made. Deputies advised the complainant to contact his credit card company to fi le a fraud claim and discuss waiving the charges.

• An Elk River man, 22, was arrested at 5:40 p.m. Sept. 6 in the 14000 block of Victor Hugo Blvd. N. for gross misdemeanor driving after cancellation due to unsafe driving, after deputies on southbound Oneka Parkway N. recognized the motorist as having a revoked driver’s license.

However, the license plate number of the vehicle did not appear in the computer fi les. When the subject and his passenger went into Amian Asian restaurant, deputies ran the subject’s name and discovered his license had been canceled.

• A Hugo man, 55, was advised to turn right around and leave his vehicle where it came from at the Twin Pines trailer park in the 15000 block of Forest Bvd. N., after deputies recognized him as having revoked status and observed him pulling away from a trailer unit at 8:06 a.m. Sept. 7.

Deputies also suspected the subject of violating a domestic abuse no contact order (DANCO) as he was coming from the residence of a woman who may have taken out the order. However, no DANCO had been registered, and the subject got a do-over.

• A resident in the 15000 block of Foxhill Avenue N. at 12:11 p.m. Sept. 7 reported himself for backing into a “yield” sign while looking for his dog near the Hardwood Creek Trail. Deputies sent the motorist’s insurance information to the

Washington County Public Works Department to pay for the bent sign.

• A Forest Lake man, 60, was cited at 3:47 p.m.

Sept. 7 in the 14000 block of Forest Blvd. N. for misdemeanor driving after revocation, after deputies in the Super America parking lot observed the subject drive into the handicapped lot and conducted a computer check. The motorist admitted to knowing about his revoked status and recruited another driver to come and pick him and his car up.

• A St. Paul man, 40, was cited at 4:09 p.m. Sept. 7 on southbound Forest Blvd. N. and 120th Street N. for misdemeanor driving after revocation, after being pulled over for speeding 64 mph in a 55 mph zone. A random computer check of the vehicle showed its owner with revoked driving status.

The driver of the vehicle was not the registered owner, however. On the other hand, the driver showed revoked status of his own accord. As the passenger held a valid driver’s license, the seating arrangement in the vehicle was reversed. The revoked driver was also issued a verbal warning for speed.

• A half car was found dumped in the middle of the roadway in the 5000 block of 165th Street N. at 5:38 p.m. Sept. 7, by patrolling deputies, who contacted Dan’s towing to pick up the car pieces out of the roadway. Deputies couldn’t determine whether the dumped half vehicle was purposeful or accidental.

• A Maplewood man, 21, was arrested at 5:57 p.m.

Sept. 7 in the 5500 block of 141st Street N. for possessing marijuana and drug paraphernalia in a motor vehicle and tinted window violation, after being pulled over for the dark windows. The pot and paraphernalia were located after a search.

• A Willernie man, 38, was cited at 2:14 a.m.

Sept. 8 in the 13000 block of Forest Blvd. N. for misdemeanor failure to provide proof of insurance, after he was pulled over for a broken tail light. The motorist was also issued a verbal warning for the tail light.

• A Shoreview man, 55, was cited at 7:23 p.m. Sept. 8 in the 8000 block of westbound 170th Street N. for speeding 64 mph in a 55 mph zone, after eastbound deputies clocked his motorcycle at 72 mph. The biker told deputies he didn’t realize he was going that fast.

• A Hugo youth was issued a verbal warning at 11:05 a.m. Sept. 9 near the intersection of Goodview Avenue N. and 151st Street N. for operating a dirt bike on the city street, after a complaint about the activity was recorded.

• A couple in the 5000 block of 149th Street N. received two visits from deputies throughout Sept. 9, after an argument escalated to domestic assault. A Hugo woman, 51, initially became upset at 9:56 a.m. and disrupted “Dan” from hanging a flat screen television because he had gone to his girlfriend’s house the previous night. When deputies advised them to split up for the day, both refused to go anywhere. But Dan vowed not to speak to the “Dixie” for the rest of the day.

However, that arrangement did not work out, because Dixie at 3:24 p.m. was reported for keying Dan’s truck. Deputies found Dixie to be extremely uncooperative and intoxicated. After deputies were able to convince Dan to leave for the night, he refused to take their advice and park his vehicle out of sight so that it wouldn’t tempt Dixie to cause any more damage. Deputies would not leave the scene until Dan left left the scene.

• A White Bear Lake man, 34, was cited at 1:09 a.m.

Sept. 10 on Frenchman Road and Oneka Parkway N. for tabs that expired in February. The motorist told Washington County Sheriff’s deputies he didn’t realize his tabs had expired.

• A Marine on St. Croix man, 20, was cited at 2:03 a.m. Sept. 10 on Forest Blvd. N. and Frenchman Road for tabs that expired in February by deputies on random patrol.

• A resident in the 16000 block of Everton Avenue N. at 9:42 a.m. Sept. 10 reported that a male from a Washington State area code phoned to tell her that the IRS had a lawsuit against her. The complainant recognized a scam right away.

• A Forest Lake man, 39, was cited at 1:02 p.m. Sept.

10 on 170th Street N. and Ingersoll Avenue N. for speeding 65 mph in a 55 mph zone.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers were dispatched to a delayed theft of mail report from the 700 block of Beaver Trail Sept. 4. The investigation is active.

• An officer received a call of a suspicious person in the 600 block of Apollo Drive Sept. 5. The officer located the party and determined the party was a private investigator.

• Officers received a report of a theft from motor vehicle in the 7600 block of Gordon Avenue Sept. 6. Officers spoke to the victim, who requested extra patrols of the area. The investigation in ongoing.

• Officers responded to a personal injury accident involving a single vehicle in the 0 block of I-35W Sept. 6. An adult female was subsequently transported to the hospital by ambulance.

• Officers arrested an adult male near Main Street and Lake Drive Sept. 6 for driving after cancellation-inimical to public safety and for possession of methamphetamine. The male was booked into the Anoka County Jail.

• Officers received a report of a theft from motor vehicle in the 7100 block of Rice Lake Lane Sept. 6. The investigation in ongoing.

• An officer stopped a vehicle for a stop sign violation near Ash Street and Otter Lake Road Sept.

7. The driver was cited for over 1.4 grams of marijuana in a motor vehicle, driving after revocation, drug paraphernalia and a stop sign violation.

• An officer stopped a vehicle for speeding and a lane violation in the 8000 block of I-35E Sept.

8. The male driver was arrested for third-degree DWI and booked into the Anoka County Jail.

• An officer stopped a vehicle for speeding in the 8100 block of Lake Drive Sept. 9. The female driver was arrested for fourth-degree DWI. • Officers responded to a report of a trailer theft in the 1100 block of South Trappers Crossing Sept. 9.

An officer checked the area and located the trailer in a nearby cul-de-sac. The owner responded and picked his trailer up. The investigation is ongoing.

• An officer stopped a vehicle for a speed violation in the 1300 block of I-35W Sept. 10. The 25-year-old female was subsequently arrested for DWI.

The Centennial Lakes Police reported the following incidents: • Officers received a theft report involving a construction trailer in Carl Eck Park in Circle Pines Sept.

5. The caller reported the lock on the enclosed trailer had been cut off and power equipment was taken. There are no suspects, and the estimated loss is $1,400.

• Officers responded to a phone call report of suspicious activity in the 6800 block of 20th Avenue in Centerville Sept. 5. The caller reported a male had showed up to a local business on multiple occasions and asked strange questions. Extra patrol was requested.

• Officers attempted to stop a vehicle near 20th Avenue and Main Street in Centerville Sept. 5 when the suspect fled in a motor vehicle. The pursuit was terminated, but the suspect is known to police. The case is pending.

• An officer stopped a vehicle for several moving violations near Lake Drive and Point Cross Drive in Circle Pines Sept. 5. The male driver was arrested for DUI as well as drugs.

• An officer responded to Walgreens in the 9200 block of Lake Drive in Lexington Sept. 5 on a delayed forgery report. The caller advised a female suspect offered a forged prescription and was not given the medication before she fled. The investigation is ongoing.

• Officers responded to a report of disorderly conduct in the 8900 block of Duwayne Avenue in Lexington Sept. 6. Officers arrived and found

two adult males preparing to fight.

The situation was mediated and there were no charges.

• Officers were dispatched to the 8300 block of Lexington Avenue in Lexington Sept. 7 on a property damage report. Officers found two vehicles had minor damage after roofi ng materials fell on them. The owners were advised to contact their insurance companies.

• Officers responded to a property damage accident in the 10 block of Hillcrest Lane in Circle Pines Sept.

7. One vehicle left the scene. Officers have contacted the owner of the vehicle but have not yet determined who the driver was. The investigation is ongoing.

• Officers mediated a dispute over cab fare/services in the 7000 block of Centerville Road in Centerville Sept.

9 on a report of people tampering with a motor vehicle. The police identified the people involved and a citation was issued.

• Officers responded to the 30 block of Central Street in Circle Pines Sept. 10 on a vandalism report. An unknown suspect smashed an exterior window of a local business using rocks. The estimated damage is $800.

• Police responded to the 20 block of West Road in Circle Pines Sept. 10 on a theft report. A vehicle was stolen from a driveway overnight by an unknown suspect. The estimated loss is $5,000.

PUBLIC SAFETY BRIEFS Drowning on Lake Peltier Around 6:40 p.m. Saturday, Sept. 22, law enforcement and rescue personnel were called to Peltier Lake in Lino Lakes regarding a boater in distress.

It was reported that the operator and lone occupant of a boat had been observed falling from the boat into the water and did not resurface.

Members of the Minnesota Department of Natural Resources, Lino Lakes Police Department, Centennial Lakes Police Department, Minnesota State Patrol, White Bear Lake Fire Department Dive Team and the Anoka County Sheriff’s Office Marine Unit responded to the scene.

At approximately 11 p.m. the boat operator was located submerged and deceased underwater. The victim is identified as Rodney Pierre Callendar Sr., 64, of St. Paul. Recruiting volunteer reserves

The Washington County Sheriff’s Office is recruiting volunteer reserves to assist with lake and river patrols, natural disaster response, traffic and crowd control, water patrol safety presentations, missing person searches and crime scene security.

The ideal candidates are highly motivated individuals who want to give back by spending meaningful time in an activity dedicated to community welfare and safety. You must be at least 18 years

old, have a high school diploma or equivalent, have a valid driver’s license, reliable transportation and insurance, pass a background investigation and be able to respond to call-outs.

Sheriff’s Office receives grant to combat impaired driving

The Washington County Sheriff’s Office will receive a $111,816 grant from the Minnesota Department of Public Safety to pay for a “DWI Officer,” after the county board accepted the grant Sept. 18.

This is a competitive grant funded by the National Highway Traffic Safety Administration, a one-year grant with the potential of a one-year extension based on the work of the Sheriff’s Office. The grant funds the wages and benefi ts for one (full time) officer for one year with the purpose of identifying and arresting intoxicated drivers.

Centerville receives levy update from Centennial Schools

On Nov. 6 when Centerville residents go to the polls, they will be faced with two questions to answer from their district.

Various district officials attended the Sept. 12 meeting to brief council on the particulars and reasons the district passed a levy referendum solution and put two questions on the Nov. 6 ballot.

Question 1 pertains to operations, and Question 2 pertains to capital improvements.

Question 1 must pass in order for Question 2 to pass.

The fi rst question, pertaining to operations funding, asks for an additional $650 per pupil. On a $225,000 home, the tax to be paid would amount to $28 per month.

Presenters at the podium said the reason the district is looking for operational funding is that since 2003, state funding has not kept up with cost of living increases. Although the district goes out for a levy referendum every few years, it has not successfully passed an operational levy increase since 2005, Superintendent Brian Dietz said.

In addition, the district has cut $9.3 million from the budget over the past five years and $17.2

million over the past nine years. Sixty positions, including 22 teachers and 25 paraprofessionals, have been cut from the budget during the past three years.

The second question, pertaining to capital projects, asks voters’ approval to sell $22,215,000 in bonds. The tax impact on a $225,000 home would amount to $5 per month.

The capital question is a bond question and concerns bricks and mortar.

The leading projects that the district has in mind include an enclosure for the outdoor corridor connecting the east and west buildings at Centennial High School, because district officials think an indoor corridor would be safer for students.

The wish list also includes updating antiquated lighting and sound systems in the fine arts facilities at the high school and middle school and updating the refrigeration and rink at the hockey arena. The district would also like to replace aging technology such as SMARTBoards and LCD projectors that have seen better days and were originally bought with grants that are no longer available.

With the student population holding steady at more than 6,500 pupils, the district has no plans to build any new school buildings, Dietz said.

HUGO BITS AND PIECES

Purchase agreement another step towards Egg Lake restaurant HUGO — A draft purchase agreement was approved Sept. 17 by City Council for downtown property on Egg Lake. The potential new owner, Chris Cosgrove, is proposing a 118-seat restaurant on 4.5 acres of city land.

It would be called Cozzie’s Lakeside Grill.

The restaurant would be the second location for Cosgrove who owns Cozzie’s Tavern & Grill in Stillwater with wife Jennifer. The couple opened that location in January 2016.

The purchase agreement lists a price of $1,319,000 for the property, to be paid at closing. The seller may reduce the purchase price, however, upon approval by City Council of architectural quality, building plans, site plan and proposed use, or may offer tax increment financing to defray development costs.

The property is eligible to be purchased for $1 if the project meets certain criteria, such as a full-service restaurant situated so customers benefit from views over the lake. Secondary retail, service and housing uses may also be considered.

Community Development Director Rachel Juba said Cosgrove’s proposal would meet the criteria but there are contingencies.

In other business, the council approved the following: • The preliminary tax levy for 2019. At its Sept. 6 budget workshop, council agreed that the levy provide for no change in the urban tax rate. said the levy is sufficient to fund operating and capital budgets in 2019.

According to county data, the median taxable value of a homestead property in Hugo is $259,355, an increase of $10,355 from 2018, or 4.2 percent. By keeping urban tax rate flat, the city tax on this home increases by $37.60, Otkin said.

• A special event permit for a Halloween haunted walk at Woodloch Stables. The walk, known as “Hellwoods” will occur on property owned by Woodloch and Fred Macalus. It is geared for 14 years of age and older.

It starts Sept. 28 at 7:30 p.m. and runs through Halloween Oct. 31. Admission is $25 per person.

• A reduction in letter of credit for Adelaide Landing Phase I and II. Significant work has been completed to date on the housing development at Hwy. 61 and 130th Street and the Excelsior Group is requesting an

initial reduction in the letter of credit, to $325,000.

• Appointed a committee to plan for purchase of an aerial truck for the fire department. The committee will include the mayor, public works director, finance coordinator and members of the fire department.

• A continuance of discussion regarding an interim use permit for a solar farm north of 165th Street and west of Henna Avenue N. Council requested staff review the permit language to include points made during the discussion to bring back at a future meeting.

FastSun 4, LLC hopes to build a 1 megawatt solar farm on 5 acres of property owned by Linda Gregoire of Aitkin.

Several neighbors spoke in opposition to the solar farm, saying it was not in character with the neighborhood.

The project does meet zoning criteria, lot size, and performance standards according to a 2016 ordinance regulating solar farms. Staff felt the project is compatible with the present character of the surrounding area and will have low impact on surrounding properties.

Councilman Phil Klein feels the farm is appropriate for the area. “I have to ask myself, if not here, where in the city of Hugo?” he said.

The project is the first application the city has had under its solar farm ordinance.

Mayor Tom Weidt added solar farms are “very quiet neighbors.”

The solar farm would provide power for 165 homes.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its Sept. 12 meeting: • Presented Centennial Schools Superintendent Brian Dietz with a trophy the district won in the Fete des Lacs float contest, the theme of which was “Cougar Pride.”

• Approved a request from the Centerville Lions for a special event permit for the second annual Firehouse Chili Cook-Off to be held Oct. 6 at 7073 Centerville Road.

The organization also requested a temporary liquor license for alcohol sales from 11 a.m. to 3:00 p.m. The Lions requested that all their permit fees be waived.

• Approved an encroachment agreement for a fence at 7040 Brian Court.

• Conducted the fi rst reading and reviewed the water connection

ordinance. The ordinance, drafted a year ago, eliminated the sunset date (an expiration date for when wells must be installed) for connection to city water, and instead required connection that follows several trigger actions. Triggers for hook up include a home sale, major home addition or well failure.

City staff foresees that over time, the trigger actions, combined with voluntary hook-up, would ultimately result in full participation in the city’s water system. At this time, approximately 100 homes have not hooked up to city water.

• Approved a request to release a letter of credit (LOC) for the Clearwater Creek Estates (developers Jeff and Laura Hanzal). An initial LOC was posted in 2007 to cover the costs of infrastructure for

Clearwater Creek Estates and to guarantee assessment payments.

The project was completed, the last lot in the development has been sold, all assessments for newly developed lots have now been paid and the infrastructure has long been installed and approved. Therefore, the current LOC can now be released in full.

• Adopted the fi nal version of the 2018 Local Water Plan (formerly known as the Surface Water Management Plan) for submission to the Rice Creek Watershed District.

The fi nal plan has also been made part of the city’s Comprehensive Plan.

• Approved the Centennial Lakes Police Department 2019 budget.

• Approved the Centennial Fire District 2019 budget.

• Approved the three-year contract with Abdo, Eick and Meyers for audit

services. The new contract continues the trend of an increase of roughly three percent per year. The annual cost for services will be $30,000, plus a three percent increase the following year to be paid from the general fund and enterprise funds.

• By a vote of 4-1 (Council Member Matt Montain opposed) approved the parking lot layout for Acorn Creek Park, contingent on the property being developed. Montain didn’t think there should be a parking lot.

The cost of the parking lot, which will contain 10 conventional spaces and one handicapped space, is expected to be $22,000 and use money from the park dedication fund. If the amount to install the parking lot exceeds $22,000, the issue must come back to council for approval.

Fill the Boot

Car Show is an annual tradition in Withrow

On Saturday, Sept. 8 the Hugo Fire Department participated in the Fill the Boot campaign near the intersection of Victor Hugo Boulevard and Frenchman Road. Firefighters and family members held fire boots and collected donations in the amount of $3,720 for the Muscular Dystrophy Association.

In addition to a variety of cars and tractors on display, the event also included monster truck rides, tractor parade and a raffle drawing. The event has raised around $15,000 (not including this year) for Wishes & More and Minnesota Military Family Foundation.
