White Bear Township is slated to host Hockey Day Minnesota in 2022 or 2023 following an initiative taken by a local group headed by Corey Roberts.

It will be a prestigious achievement to join the list of hockey-prominent communities that have hosted the event since 2007.

“They don’t just hand this out,” Roberts said. “There has to be a lot of interest from the community, and there has to be lots of hockey history and tradition there.”

Hockey Day Minnesota is a joint effort of Fox Sports North and the Minnesota Wild on one end, and the local community and a group representing it on the other end.

If one had to guess, HDM may be in Mankato in 2021, with White Bear Township on tap for 2022. If the event is not held next season due to the pandemic, everything will be pushed back a year. The official announcements will come in a few months, Roberts said.

Laborer's Training Center expansion moves forward The Lino Lakes City Council approved a conditional use permit and site improvement performance agreement for Laborer's Training Center (LTC), located at 2350 Main St. at its July 13 meeting. LTC is proposing to construct a 37,284-square-foot training facility to the east of its existing facility, on Hugo’s western border.

A second stand-alone training facility is proposed with related driveways, parking lots and stormwater management ponds to create a campus to serve all trainees and union members. The building is proposed to be constructed in two phases.

The council also held the first reading of an ordinance vacating an easement along the former alignment of Elmcrest Avenue. LTC has requested that a portion of the existing Elmcrest Avenue street easement on the east side of the property be vacated to accommodate improvements to the site entrance proposed on the LTC lot.

SCHOOL BOARD NOTES The White Bear Lake Area Schools board took the following action at its July 13 meeting: • Ratified the sale of refinanced 2013 and 2014 leases for gym additions at Lakeaires, Matoska and Willow Lane Elementary schools. The change will save about $890,000 over the life of the repayment schedule. The true interest cost is 0.969%. “To see bids under 1% and savings of almost $900,000 is really a great result,” said Greg Crowe, one of the representatives with the district’s municipal advisers, Ehlers Inc. The district received more bids than normal. “To see seven bids speaks to where the market is right now, the benefit of a shorter bond, and also to the credit quality of the school district,” Crowe said.

• Approved a 10-year long-term facility maintenance plan. The next bond sale of $25.5 million is scheduled for February. The plan includes levy revenue of $4.4 million for fiscal year 2022, $3 million for 2023 and 2024 and $3.5 million for 2025 to 2030.

• Approved District 916’s long-term facility maintenance plan. The budget is $173,600 for 2021 and 2022. White Bear’s portion for the intermediate district will be about $14,000.

• Approved two grants totaling about $10,000 for nutrition services. They will be used for equipment.

• Approved 2020-2021 membership in the Minnesota State High School League.

• Approved a joint powers agreement

with the North Suburban Summer Academy for 2020-2022. The program for diverse gifted and talented students is a collaboration between 12 districts.

• Approved a purchase agreement for a property in White Bear Lake.

• Held a second reading of the following school board policies: Policy 201, dealing with the legal status of the school board; Policy 202, concerning school board officers; Policy 203, addressing governing rules policy related to operation of the school board; Policy 203.2, pertaining to order of the regular school board meetings; Policy 203.5, on the topic of school board meeting agendas; Policy 203.6, on consent agendas; Policy 204, addressing school board minutes; Policy 205, concerning open meetings and closed meetings; Policy 206, dealing with public participation in school board meetings, complaints about persons at such meetings, and data privacy; Policy 207, on the topic of public hearings; Policy 208, addressing development, adoption and implementation of policies; Policy 209, regarding the code of ethics; Policy 211, dealing with criminal or civil action against the school district, board members, or an employee or student; Policy 212, on school board member development; Policy 214, concerning out-of-state travel by board members; and Policy 215, addressing board member code of conduct.

Executive Director of Business Services Patrick Chaffey said that because the Centennial Area Learning Center (CALC) lease levy will drop off in 2021, a tax increase to pay for the project would not be necessary. In fact, he said a $225,000 home would see a reduction of $3.20 annually.

The district will start design meetings in August and September. The project has been approved by the Minnesota Department of Education (MDE), but will once again need approval from MDE before the project moves on to the design phase and the bond sale.

The Centennial School Board approved the Centerville Elementary Addition project scope and funding plan at its July 13 meeting. Centerville Elementary has 26 classrooms, including one preschool classroom. A total of 530 students are split into 20 sections across grades K-5, with an average class size of 26.5. The proposed 21,820-square-foot addition would add 12 more classrooms (four for preschool) and two flex spaces. The addition would allow the district to serve up to 795 students spread across 30 sections with the same average class size.

Washington County Engineer Wayne Sandberg was one of more than 200 officials from around the country who joined President Donald J. Trump Thursday, July 16, on the White House South Lawn as he reviewed the administration’s ongoing efforts to reduce burdensome federal regulations.

The president highlighted the regulatory actions taken to expedite infrastructure projects at an event titled Rollback of Regulations Helping All Americans. Sandberg was invited as part of a delegation with eight other local transportation officials from the National Association of County Engineers (NACE).

Minnesota County Engineers Association members are county engineers from each of Minnesota’s 87 counties who work to promote their profession and uphold the engineering code of ethics. NACE is a nonprofit, nonpartisan professional association in its 64th year, representing more 3,000 county road officials and related professionals in the United States and Canada. In the U.S., local roads account for about 75% of highways and roads, or 2.93 million miles.

Counties manage 1.74 million miles of those roads.

or the last 10 years I have had the distinct honor and privilege of serving as the Centennial Lakes Police Chief. Throughout my tenure as chief, I have served with many exceptional men and women who daily demonstrate their courage, compassion, dedication and commitment to the citizens of the cities of Centerville, Pines and Movers & Circle Lexington.

I hope that our Shakers citizens will never lose sight of the James Coan critical role that our police officers play in guaranteeing the safety, stability, economic vitality, quality of life and reputation of our

three cities. These are wonderful communities and the reasons why my wife and I intend to stay here in retirement.

As I reflect upon my law enforcement career, I realize that I have had the greatest honor of being part of such a noble and courageous profession. I will forever be humbled, blessed and grateful for my career and for those who I have served with over a very long tenure in police work.

I have also been very fortunate to work with some outstanding appointed and elected officials who understand and appreciate the importance of professional policing and public safety and the value of the remarkable men and women who commit themselves to being guardians of our three Cities.

I wish to also acknowledge our surrounding law enforcement and safety service agencies, to include

the Centennial Fire District and the Lexington Fire Department.

We enjoy a great relationship and mutual-aid system. It has been very gratifying that we have been there for each other in times of need. The citizens of our three cities can be confident of a high level of professional police, fi re and emergency medical response.

It is with immense pride and sense of achievement that I retire from police work. I believe that the future is very bright for the Centennial Lakes Police Department and for our three cities. The right things are happening here because we have the right personnel, the right policies and procedures, the right training, the right equipment and the right department and city/ community leadership.

Council needs to reassess water feature

Report fish die-offs to DNR

As a Hugo citizen for the past 12 years, I was surprised to read comments from the Hugo City Council during their June 29 workshop with the Parks Commission per The Citizen article, “Lions Park plans move ahead without water feature,” published on July 16.

The City Council has not taken the time to listen to its citizens regarding the inclusion of a splash pad in the Lions Park rebuild. Parks Commissioners that provided comments during the June 29 meeting were 100% in favor of pursuing a splash pad for the community.

The opportunities a splash pad provides to the Hugo community are exciting and outweigh the City Council’s under-researched and misguided opinion. Right now, the Lions Park rebuild is priced at $7.2 million, and the City Council prefers to spend the money to build a $2.2 to $3.5 million pavilion and include more fire pits. Council Member Phil Klein and Mayor Tom Weidt said they preferred to put in more fire pits instead of a splash pad, as they worried about conserving water.

While there have been water issues historically between Hugo and other neighboring cities, I would like to see our city leadership use their creative skills to figure out how to compromise and reconsider a splash pad for the community. It’s sometimes hard to put yourself in others’ shoes. Still, the Hugo community is growing very quickly, with many new families moving in the area.

I want to propose to the City Council, Parks and Planning Commissions to interview Hugo and neighboring communities’ citizens to understand what they want and if they would find a splash pad or water feature of interest. I am confident the answer will be yes. After collecting this information from residents, I’d suggest the city reassess the future of Lions Park.

PAID LETTER Thank you, Ami Wazlawik I am writing to thank District 38B state Representative Ami Wazlawik for the energy and enthusiasm with which she has completed her first term. Ami’s efforts in assistance for small businesses, support for children and families, criminal justice reform and the bonding bill process for the County Road J/I 35E project, to name a few of her involvements, have had a positive effect for the Hugo community and the rest of the district and state. She is a model of an effective legislator.

Anyone who finds several or more dead fish in a lake or stream can help by reporting these fish die-offs to the Minnesota Department of Natural Resources (DNR). Groupings of dead fish can be spotted throughout the summer and usually result from natural causes, often a common bacterial infection known as columnaris. Human causes of fish kills can include water discharged at high temperatures, toxic chemicals discharged or spilled, pesticides and fertilizers, manure runoff and low oxygen levels in a lake resulting from stormwater that runs off urban or rural landscapes. People should call the state duty officer at (651) 649-5451 or (800) 422-0798 to report fish die-offs. An early report also allows timely water samples to be taken or other response actions to take place if needed. If there is an immediate threat to life or property, call 911 first. For general information requests, people can also contact area DNR fisheries offices, but this is not the best way to report fish kills.

Deer feeding ban changes in effect Anyone who feeds deer or other animals needs to know there are restrictions in place in certain areas of the state that require food to be kept out of reach of deer. Restrictions started July 1 in Dakota, Hennepin, Ramsey, Rice, Scott and Washington counties. These counties were added to deer feeding and attractant bans that were already in effect in other counties affected by chronic wasting disease. Keeping food that attracts deer out of reach can help prevent close contact between deer that can transmit chronic wasting disease.

Deer feeding includes placement or distribution of grains, fruits, vegetables, nuts, hay and other food that is capable of attracting or enticing deer.

Nominations sought for new ‘Best of’ contest Readers of The Citizen are being asked to help recognize the best of everything, from food to shopping to best local sports team.

An online contest, the Best of The Citizen begins its nomination phase. A ballot with more than 90 categories went live at presspubs.com/ citizen/bestof on Friday, July 24.

Readers are asked to nominate their favorites in seven groups: eating and drinking; arts and entertainment; health and fitness; local; services; shopping and sports; and recreation.

Readers may nominate in as many or as few categories as they like from July 24 to Aug. 3.

If readers nominate at least two candidates in a category, the category will appear on the voting ballot. If only one nomination is received, the category won’t be on the ballot.

After the ballot is finalized, readers will be able to vote for their favorites once a day between Aug. 14 and Sept. 10. The ballot will be in the same spot, presspubs.com/bestof The contest will be conducted exclusively online, with no paper ballots.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A suspicious male was reported at 5:20 p.m. June 26 for sitting on the porch of a resident in the 6000 block of 138th Street N. The male deputies found a person who matched the reported description, but who denied sitting on the porch. Deputies advised the male to stay off the porch anyway.

• Deputies were informed that a bike was reported stolen by three males walking by at 8:56 p.m. June 26 in the 14000 block of Forest Blvd. N. When deputies spoke to the mother of one of the suspects, he was quickly made to return the bike.

One of three occupants of a vehicle that ran out of gas in the 8000 block of 122nd Street N. was arrested at 3:03 a.m. June 27 on a felony warrant after deputies asked all parties to identify themselves.

• A Minnesota motorist was cited at 12:03 p.m. June 27 on westbound 170th Street N. and Jeffrey Avenue N. for speeding 70 mph in a 55 mph zone by eastbound deputies, who clocked him on radar.

A resident in the 14000 block of Geneva Avenue N. at 1:15 p.m. June 27 reported her ex-boyfriend for transferring a motor vehicle title without her knowledge.

Now the complainant can’t get a new title, so deputies gave her some suggestions on how to remedy the situation.

Suspicious juveniles were reported at 9:34 p.m. June 27 in the 5000 block of 141st Street N. for giving money to people.

• A male motorist was arrested at 11:01 p.m. June 28 on Forest Blvd. N. and 170th Street N. for DWI after deputies responded to a complaint of a vehicle crossing into oncoming traffic. The subject admitted to consuming alcohol at the golf course prior to his drive home.

• A resident in the 5000 block of Evergreen Drive N. at 11:17 a.m. June 29 reported her neighbor, clad only in jean shorts, for coming to her home to pound on her door and ask for money. The complainant said she doesn’t know the neighbor well and thinks he is high on drugs when he shows up to ask for money. When the complainant said she didn’t want the neighbor around her anymore, deputies advised her on ways to take out a harassment restraining order (HRO) and to call 911 if she felt threatened in any way.

• A dog-on-dog biting incident was reported at 12:32 p.m.

June 29 in the 13000 block of Europa Trail Way N. • A resident in the 4000 block of Rosemary Way N. at 3:41 p.m. June 29 reported being bilked out of $2,700 by fraudsters after she tried to get her car wrapped for marketing purposes.

PUBLIC SAFETY BRIEF Centerville man pleads guilty to animal cruelty Larry Allen Hanson, 61, of Centerville pleaded guilty July 23 to one count of cruelty to animals, a felony charge.

According to the criminal complaint, a Centennial Lakes Police Department (CLPD) officer was dispatched to an animal cruelty report just after 12:30 p.m. Dec. 4, 2019 at a residence on Clear Ridge in Centerville. Buddy, a 3 1/2-yearold dachshund, had severe injuries; Otter Lake Animal Hospital confi rmed that Buddy's injuries were not caused by another animal, but rather from a pellet gun. A pellet gun projectile was lodged in Buddy's brain and he died from his injuries.

The plea agreement includes that Hanson will receive a stay of execution, have a jail cap of 30 days, make restitution in the amount of $1,251, and have up to two years of probation and a mental health evaluation. Hanson's sentencing hearing is scheduled for 1:30 p.m.

Street N. reported two fine but deep scratches on the hood and front passenger side door of his vehicle while it was parked at work in Wisconsin, or at home by a roommate. Follow-up will continue.

• Two males familiar to deputies from earlier incidents were observed by them at 2:46 a.m. June 30 walking along the 15000 block of Falcon Circle N. The males said they were returning home from the Kwik Trip, and were allowed to leave as nothing suspicious was seen.

However, deputies made particular note of the incident in case thefts in the area were reported later.

• A resident in the 5000 block of 127th Street N. at 2:31 p.m. June 30 reported the front passenger side window of his vehicle broken while it was parked at his place of employment.

• A family of trespassers in the area of 125th Street N. and 122nd Street N. at 8:13 p.m. June 30 were reported for launching their small pleasure craft on private property where they weren’t authorized to do so. Extra patrol was requested.

• Deputies reported two males for walking in the 4000 block of Fable Hill Parkway N. at 1:58 a.m. July 1 and taking off running into the woods the moment they saw deputies.

• A resident in the 14000 block of Evergreen Avenue N. reported his license plates stolen at 7:19 p.m. July 1, after noticing two different license plate numbers on his vehicle, neither of which belonged to him. Both plates had already been reported as stolen and were removed and placed into evidence. The complainant was issued a 45-day temporary set of plates.

A resident in the 14000 block of Finale Avenue N. at 1:47 a.m. July 2 reported dingdong ditch activity. Deputies were unable to locate the door-to-door pranksters.

• An unidentified man was arrested at 5:57 p.m. July 2 in the 5000 block of 159th Street N. for violating a domestic abuse no-contact order (DANCO), after deputies were dispatched to the address on a suicidal threats report and found an unstable male who had been texting his ex-girlfriend in violation of the order.

• Residents in the 4000 block of Emmit Drive N. at 1:02 a.m. July 3 reported a bike found on their property.

Deputies picked up the bike and dropped it off at the Public Works Department.

• A wallet containing identification and a pair of sunglasses reported found at 8:14 a.m. July 3 on the Hardwood Creek Trail in the area of 140th Street N. and Forest Blvd. N. were returned to their owner. He said he’d lost his items while riding his bike home the previous night.

A motorist reported a male for pointing a gun at her while they were driving along 140th Street N. at Forest Blvd. N. at 8:29 a.m. July 3.

• Residents in the 5000 block of 129th Street N. at 4:21 p.m. July 3 reported buying a product online and later noticing two more charges from the same company in the United Kingdom they’d bought the items from. The complainant’s bank canceled the card and is working to retrieve the money. So far, no monetary loss was suffered.

• A resident in the 12000 block of Fiona Road N. at 4:56 p.m. July 3 reported finding a BMW key fob. As it was not accompanied by identification, Washington County Sheriff’s Office deputies entered it evidence for safekeeping.

• A resident in the 13000 block of Europa Court N. at 7:59 p.m. July 3 reported his neighbor for using a drone.

• A purse was reported found at 3:00 p.m. July 4 in the 15000 block of Ingersoll Avenue N. and returned to its owner, who turned out to be a neighbor.

• A noisy disturbance reported at 1:14 a.m. July 5 in the 5000 block of 146th Street N. turned out only to be several calm adults behind their house, not being overly noisy at all. When deputies were dispatched out to the same area on a second complaint at 1:59 a.m., they could hear several adults yelling and a possible fight underway. Following contact with the homeowner it was determined that a neighbor who had come over was described as “needing to leave.”

Deputies assisted in making sure the male left in civil fashion, negating the need for a third visit by law enforcement.

• A resident in the 6000 block of 170th Street N. at 11:58 a.m. July 6 reported receiving a scam phone call to which he did not comply or lose any money. However, a resident in the 14000 block of Glenbrook at 12:36 p.m. reported losing $5,000 to fraud.

• The driver of a dark-colored sedan traveling eastbound on 130th Street N. at Forest Blvd. N. at 4:06 p.m. July 6 was cited for failure to display current registration after deputies pulled him over for no front license plate. The rear license plate sported tardy tabs from February. He was verbally warned for no front license plate.

• A suspicious juvenile reported at 9:34 p.m. July 6 parked in the elementary school lot in the 4000 block of Heritage Parkway N. after hours turned out to be a male meeting another party who was on his way. The male was polite and left without incident.

• A resident in the 13000 block of Fiona Avenue N. at 10:37 p.m. July 6 reported the person her dog had jumped on earlier while he was walking in the area for coming to her house and ringing her doorbell for 10 minutes.

• A juvenile male was cited at 12:42 a.m. July 7 in the 15000 block of Forest Blvd. N. for underage drinking and driving after being pulled over for expired tabs and failure to maintain his lane. The driver was tested and found to be under the legal limit. His female passenger was found to have a misdemeanor warrant but was not brought in because she had to be transported to the University of Minnesota Riverside Hospital for a medical condition.

4 charged in connection to Speedway burglary HUGO — Four men have now been charged in connection to the burglary that happened earlier this month at the Speedway station, located at 148th Street and Highway 61.

The men are identified as William Donald Brennan-Darwitz, 28, of Saint Paul; Aaron Scott King Jr., 21, of Saint Paul; Emondre James Morrison, 23, of Saint Paul; and Tyler Nicolaus Paananen-Berneche, 26, of Newport.

According to the criminal complaint, a deputy with the Washington County Sheriff's Office was on routine patrol on Highway 61 near 147th Street North in Hugo when he observed a white Cadillac make a right turn without using its turn signal. The deputy subsequent conducted a traffic stop and made contact with the driver, identified as Brennan-Darwitz. The deputy noticed he appeared to be very nervous, was wearing a hooded

sweatshirt and his hand was covered in blood.

The deputy noticed Morrison was wearing a long-sleeved black jacket and later located a green ski mask that had the eyes and mouth cut out in Morrison's jacket pocket. King admitted he took items from the store. Paananen-Berneche told the deputy “I was just riding with,” and admitted to taking cigarettes.

Upon searching the vehicle, the deputy located a large black cash register drawer and a large black plastic bag that contained multiple packs of cigarettes and cigars. A sledgehammer, bolt cutters and multiple pairs of gloves were also located in the car.

According to the complaint, another deputy responded to the Speedway, found one of the glass doors had been smashed and noticed the cash drawer was missing. The manager of the store subsequently provided photographs taken from

within the store that shows a person using a sledgehammer to break the front door and another individual holding a pair of bolt cutters.

Another person can be seen grabbing the cash register and running out of the store.

All four men have been charged with two felonies, second-degree burglary and possession of burglary/ theft tools. The fi rst charge carries a maximum sentence of 10 years and up to a $20,000 fi ne, and the second charge carries a maximum sentence of three years and up to a $5,000 fi ne.

King's next court appearance is scheduled for Oct.7 (initial appearance was July 14). BrennanDarwitz's initial court appearance was scheduled for July 28 (after press deadline). Morrison's initial court appearance was scheduled for July 27 (after press deadline). PaananenBerneche's next court appearance is scheduled for Aug.13 (initial appearance was July 22).

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer spoke to a complainant by phone July 7 regarding suspicious activity at a group home in the 7800 block of Century Trail.

• Loose cattle were reported in a neighborhood in the area of Tart Court and Tart Lake Road July 7. The owners were notified and told to go round them up.

• An officer responded to a reported bike theft from a residence in the 6700 block of West Shadow Lake Drive July 8.

There is no suspect information at this time.

• An officer responded to a suspicious person in a ditch in the 8400 block of Lake Drive July 8. The officer made contact with the male and found nothing illegal.

• Officers responded to the 800 block of Main Street July 8 on a noise complaint.

Multiple juveniles were found at a party and charged with curfew violations.

• Officers responded to a residence in the 1500 block of Sherman Lake Court July 9 on report of harassment.

Officers investigated the call and found juveniles, who are subsequently being charged with various violations.

• An officer was out on patrol on Palomino Lane July 9 when they noticed a house had been covered with toilet paper. The officer left their contact information for the homeowner.

Unknown suspects.

• Officers responded to an accident in the 7700 block of Nottingham Lane July 9. Officers found a garbage truck had rolled over and assisted with traffic control while the vehicle was turned upright.

• Officers responded to the 200 block of Cherry Lane July 9 and found a property manager making accusations that a resident was stealing neighbors’ garbage cans and mail. The officer investigated and determined no crime

• An officer took a criminal sexual conduct report by phone July 9. The investigation is ongoing.

• An officer stopped a vehicle for a moving violation in the 6700 block of Hodgson Road July 9. The officer detected the odor of a controlled substance and subsequently searched the vehicle. The driver was cited for multiple violations.

• Officers responded to a three-car property damage accident in the 7700 block of Lake Drive July 10. All involved parties were given a case number and able to drive away from the scene.

• While on patrol, an officer stopped a vehicle for multiple violations in the 7600 block of Lake Drive July 11. The driver showed signs of impairment and was subsequently arrested for seconddegree DWI. • An officer stopped a vehicle for speeding in the 7700 block of Lake Drive July 11. An adult male driver was cited for speeding, possession of drug paraphernalia and underage possession of alcohol.

• Officers responded to a call of a suicidal male on the Main Street overpass over I-35E July 11. The male was subsequently transported to an area hospital.

• An officer responded to a fireworks complaint in the area of Main Street and 57th Place NE July 11. The officer located the person responsible and talked through the fireworks laws with those involved.

• While on patrol, an officer checked the welfare of a male sleeping in a vehicle at a gas station in the 7500 block of Lake Drive July 13. The driver showed signs of impairment and was subsequently arrested for operating a motor vehicle while under the influence of a controlled substance.

• A registered predatory offender reported a change to his registration information to the 600 block of Town Center Parkway.

complaint in the 20 block of Hillcrest Lane in Circle Pines July 11. A dog was reported to be at large. Officers were able to capture the dog and found the owner of the dog had an outstanding warrant. The male was arrested and transported to jail.

• An officer was dispatched to North Road in Circle Pines on report of a dog bite July 12.

Information was collected.

• Police responded to the 8700 block of Syndicate Avenue in Lexington July 12 for a burglary report.

• A police officer witnessed a hit-and-run property damage accident in the area of Lexington Avenue and Lovell Road in Lexington July 12. The driver was subsequently arrested for DUI and brought to jail.

• Officers responded to the area of Lake Drive and Lexington Avenue in Circle Pines July 12 for a hit-and-run property damage accident. The suspect vehicle was later located and towed. The case is pending.

worked in beverage sales. This will be the fi rst time they have owned a business. Patrick said, “We own it, but this is her child.”

For the past year, the Knippings really started to explore the idea of opening their own business. They spent a lot of time researching what that would look like by talking to all of the business owners they could find. Once they found the space in Hugo, they knew it was too great of an opportunity to pass up.

“We decided it was now or never.

This is the best place we will ever fi nd to do it,” Celeste said. “I love to see the creativity and see what people can do.”

For now, the store will feature 25 vendors, but that list will continue to rotate and expand. Some vendors the locals may recognize include: Just for Littles, Pottery by Peg, With Great Love, Menomin Resawn Timbers, and Littles Smile Patch.

“We want to help other businesses grow too, because not everybody can have a storefront,” Celeste explained.

“If they can grow with us, that’s great. We are trying to utilize as many local people as we can.”

Customers will fi nd clothing, candles, jewelry, home décor, art, books, puzzles, greeting cards, pottery, bags, dog items, skin care products, spices, wood products (coasters, bottle openers, journals), glassware, masks and more.

The lives of honeybees are miniscule and complex, but under Steve Woolstencroft’s magnifying lens, it’s easy to appreciate the elegant design of their mysterious lives.

“Everything’s in focus, no matter what you look at,” Woolstencroft said. “You can see parasites on the bees if they have them, the eggs in there, the stages of the larva and how they’re growing up to the stage just before they cap the cells off. It’s all crystal clear.”

The lens is a product of Woolstencroft’s own design. It’s made of ABS plastic, the same material as LEGO building blocks, and was printed at home on Woolstencroft’s 3D printer. This lens (humorously titled ICBz) is just one of a range of products Woolstencroft has invented and created in his Hugo home workshop as part of his beekeeping business, Miss Bee Haven.

After his retirement from 38 years in manufacturing, Woolstencroft took up beekeeping as a hobby. After taking introductory classes through the University of Minnesota, Woolstencroft had a few ideas for improvements.

“When I started beekeeping, I didn’t like the equipment they had,” he said. “It was too cumbersome; you had to have several different products to do the same thing.”

So he took it upon himself to design something better. Applying the skills learned from his background in tooling design at Harvey Vogel Manufacturing in Woodbury, Woolstencroft devised a new approach.

He saw a way to make a frame spacer that can also serve as a mouse guard during the winter. This custom tool can be placed in the hive to create more space between honeycomb frames, on which the bees construct their combs and nests. The reduced number of frames creates more room for the bees to work, and lightens the weight of the box, which makes it easier for beekeepers to handle.

“This box will weigh over 100 pounds; you think ‘it’s only 100 pounds’ until you go to pick it up,” Woolstencroft said. “It will give the bees a little bit more room.

Some people like to run them tight, but it’s so hard to get these out of here without killing bees.”

Wherever Woolstencroft sees a snag in the process, he begins working on a creative solution.

“In the wintertime I get bored and start making things,” he said.

Using home tools such as a 3D printer and recycled cardboard, Woolstencroft produces his own line of beekeeping implements that simplify the work. An adapted pizza cutter even serves as a perforation tool for making his own shipping boxes, and the paint he uses for his hives comes from the recycling center.

The designs he can’t make at home, such as the metal frame spacers and mouse guards, are produced by his former employer, Harvey Vogel Manufacturing. As a result, his designs are some of the only locally produced beekeeping tools available in the region.

Woolstencroft grew up in Birchwood, where he remembers running past a neighbor’s house in fear of the beehives in the yard. These days the thought of getting stung doesn’t bother him so much—in fact, he once got stung on purpose, which he says relieved the pain in his wrist from hours of clicking the mouse on his design computer.

Environmental factors can make beekeeping a costly challenge— something not everyone is prepared to deal with, Woolstencroft said. Bees gather pollen and nectar from flowers from miles around their countryside, which means they take in pesticides and chemicals that can be harmful to the colony. Minnesota winters can also be very hard on hives, not to mention small predators, including mice, that are attracted to the heat and sweet-smelling honey inside a hibernating bee box.

Products such as Healthy Bees, a seaweed-based pollen substitute, have helped his hives stay healthier when the environment outside is most hostile.

In addition to the honey he sells, Woolstencroft also produces beeswax candles with the aid of a solarpowered melter. During the summer, Woolstencroft keeps some hives at Aamodt’s Apple Orchard in Stillwater, where they pollinate the apple trees.

Miss Bee Haven is also a member of the Minnesota Grown coalition of local farmers. Woolstencroft does most his business online, but a few of his products can be found in local stores, or by coming straight to his door.

Beekeeping is a constant learning experience, Woolstencroft said. Part of his mission at Miss Bee Haven is to offer support and tools for beekeepers who are still learning. He wishes that beekeeping classes were more extensive and thorough, and he watches beekeeping videos on YouTube every day to keep learning. Helping other hobbyists is one of the most rewarding parts of the business.

“I try to help people out and come out with these products to make people’s lives easier,” he said.

CENTERVILLE TIDBITS The Centerville City Council at its July 22 meeting took the following action: • Held the annual Stormwater Pollution Prevention Plan (SWPPP) public hearing. As part of receiving the Municipal Separate Storm Sewer Systems (MS4) permit from the Minnesota Pollution Control Agency (MPCA), each municipality must hold a public input meeting annually to update the public on how it complies with practices to prevent stormwater pollution. Stormwater pollution can be in the form of organic waste, chemical applications, construction runoff and illicit discharges. The MS4 permit allows the city to discharge stormwater, which contains pollutants, into the waters of the state.

• After a review, unanimously (4-0; Council Member Matt Montain was absent) approved plans and authorized advertisement for bids for the City Hall renovation project.

The city's architects and engineers have completed the project plans and specifications.

• Approved the successful performance review with the fi rst-year step increase for receptionist Katie Schlundt, effective on her hire anniversary date of July 8.

• Approved change order No. 1 in the amount of $80,735.68 for the Downtown Street and Utility Improvements project. The project will be funded with $58,480 from the street fund/stormwater fund and $22,255 from CARES Act funding. At the July 8 meeting, council directed city staff to upsize the storm sewer to accommodate future downtown redevelopment needs. The change order also includes costs related to project suspension during the COVID-19 outbreak. The street fund and stormwater fund balances will take a hit, City Administrator/Engineer Mark Statz said. He noted that they will rebound before too long, because this is the last major project the city plans for some time. In the long run, it will be worthwhile to hit the street and stormwater funds hard and pay cash for projects rather than to bond. The two funds will grow back in the near future, he said. “I'm not worried,” Mayor D. Love said.

• Heard a report from Statz that the city will receive approximately $304,000 from the CARES Act to cover expenses related to the COVID pandemic and to offer fi nancial support to area businesses impacted by the shutdowns.

• After a discussion, approved a public

hearing to start the process to pass another interim ordinance pertaining to group living facilities. After a memory care facility was proposed for Centerville, an interim ordinance with a three-month moratorium was passed to study the impact of group living facilities on emergency services, because the city has never had such a facility in town before. In the meantime, the COVID-19 pandemic quarantine shuttered the city, putting a hold on normal activities.

The three-month moratorium for the interim ordinance expired, and now the city would like to start the process all over again with a new interim ordinance. The fi rst step of the do-over will be to hold another public hearing. The city can then study the question and initiate a new interim ordinance for up to three months, City Attorney Kurt Glaser said. The study will determine whether a facility such as a memory care facility will be a good fit for the city.

• Heard a presentation from Anoka County Commissioner Jeff Reinert, who was sworn into office on Feb. 25. Of 21 cities in the county, Reinert represents seven. He said he has tried to help each of those seven cities during his four months as commissioner. Love offered up roadway issues at the intersection of 20th Avenue and Main Street as an opportunity for the commissioner to assist. The city would like to develop that area, and access is important, he said. Council Member Michelle Lakso noted that Centerville has “always had a desert of human service efforts, such as a library or emergency food access, over on our side of the county.” Statz also pointed out that money left over from the CARES Act could be put to good use as part of a small business relief package and that some of the cities' money could be sent to local school districts.

“About 10% of the $42 million the county expects to receive will go to businesses and what the county needs. We're here to fi ll the holes,” Reinert said.

• Adjourned to closed session, according to Minnesota Statute 13D.05, subd. 3(b) to discuss and examine legal options and strategy regarding noise compliance by Alex’s Lawn & Turf LLC. The council next meets at 6:30 p.m.

• Received a presentation of the 2019 audit from Jason Miller of Smith Schafer & Associates. Some of the highlights include: • The city received a clean, or “unmodified,” opinion on its basic financial statements.

• Noted one finding based on uncashed checks held for more than three years. Miller explained that the city had two small checks that amounted to less than $70 that were issued but never cashed.

He reported that Finance Director Ron Otkin reached out to the check recipients and they do not have a plan to cash them anytime soon. Otkin will need to report those to the state.

• General government expenditures totaled $1,292,195 in 2019, an increase of $249,177 (24%) from 2018. The increase is due primarily to a change in the timing of payments for assessment services, as well as equipment upgrades.

• Public safety represented about 36% of expenditures in 2019. Public safety costs totaled $1,946,090 in 2019, an increase of $114,776 (6%) from 2018. The increase is due to an increase in police contracted services.

• Highway and street expenditures totaled $1,413,813 in 2019 and $1,232,265 (15%) in 2018. The increase is a result of increased expenditures for road materials and supplies.

• Park maintenance and programming expenditures totaled $453,119 in 2019, an increase of $43,620 (11%) from 2018. The increase is primarily owed to additional seasonal labor hours and higher equipment repair costs.

• Discussed what the council would like to do with the $1,148,713 the city received from the CARES Act for COVID-related expenses.

City Administrator Bryan Bear explained that city staff will present a budget at the Aug. 3 meeting detailing how the city plans to use those funds. Some of the funds will be used for supplies, safety equipment, PPE, plexiglass shields, election expenses, technology upgrades and the installation of ionization fi lters to purify the air at City Hall. Council Member Chuck Haas said he would like to see the city make funding for local businesses a priority. “Many of our business are having difficult times. Waiting several weeks or several months could be critical in helping some of our businesses survive. I'd rather not see that pushed to the back burner: I'd like to see it on the front burner.” The council also decided it will continue to hold remote meetings for now and possibly do a blended approach in the future.

• Approved change order No. 2 from CB &I for the Water Tower No. 4 improvement project. The order includes credits totaling $5,500. The council also approved pay voucher No. 11 for $49,780.

• Approved pay voucher No. 3 from Peterson Companies Inc. for $196,332 for the Water's Edge stormwater reuse project.

• Approved a reduction in letter of credit to the Excelsior Group for Adelaide Landing 4th Addition. The letter of credit will be reduced to $2,192,740.

• Terminated TIF District No. 1-2. The city’s downtown tax increment district was certified by the county in 2010. Through 2019 this district has not generated any tax increment and there is no outstanding debt or contractual obligations. Minnesota statutes require that this district be decertified.

• Adopted the feasibility study for Lions Park improvements.

• Approved a preliminary plat and planned unit development (PUD) amendment for Hugo Garden Apartments. The amendment changes the originally proposed 165 units in three buildings (2014) to 84 units in seven buildings.

Improvements to Finale Avenue, which include increasing the road width to 32 feet and construction of an 8-foot trail on the east side of the road, will be the responsibility of the developer. Council Member Becky Petryk said, “This does look like a project that is needed in Hugo as we try to meet our affordable housing standards. It is an excellent location adjacent to Lions Park where people will have outstanding amenities.” Council Member Mike Miron added, “Knowing how these are uniquely structured (not a traditional apartment building), I think that is going to make that an attractive product for people.

It is unique, it is something that we don't currently have. It is going to add that additional element of independence that some folks are going to be looking for.”

• Authorized the preparation of a feasibility study for the 2021 road project. City Engineer Mark Erichson explained that the approval for the study comes a bit earlier than in prior years because the project will also coordinate with the improvements to Lions Park, the Hugo Garden Apartments project and the County Road 8 water reuse project. Next year’s improvement project will include the extension of 147th Street from Finale Avenue to Oneka Lake Boulevard; reconstruction of 147th Street from just west of Highway 61 to Finale Avenue; Flay Avenue north of 147th Street; Upper 146th Street, 146th Street, Finley Avenue and Fitzgerald Avenue.

There always seemed to be be a rain event during the week that provided the needed moisture for our lawns and gardens. This past weekend provided another 1-inch plus rain event with some very good downpours. When I drove drive through country earlier this month, corn looked a little behind but another drive this past weekend, corn was standing tall. Cobs looked plentiful on stalks and the tops were well into their tassel stage.

Garden Note: I had a mysterious plant growing in my garden this year. I thought it was zucchini; turns out to be butternut squash. I enjoyed my first eggplant parmesan, eggplant via farmers market.

Forest Lake schools, YMCA Washington County board reviews host community-wide spending of coronavirus aid conversations on race

Forest Lake Area Schools and the YMCA have teamed up to ensure that the communities they serve are inclusive for everyone who calls them home.

The Everyone Belongs Inclusion Project was launched last year as a part of the school district's ongoing efforts to address issues of racial justice and equity. Community-wide learning sessions were held in the fall and were attended by over 100 community members. During the COVID-19 pandemic, such sessions have continued—they have just gone digital.

Throughout June and July, Forest Lake Area Schools and the YMCA Equity Innovation Center hosted a series of Zoom meetings centered on racial justice. Participants discussed current events and their impact locally through “Community Conversations,” and learned about personal biases and their effect on communities through implicit bias training sessions.

UyenThi Tran Myhre, director of equity and leadership at the YMCA Equity Innovation Center, led the implicit bias training sessions. She said that recognizing one's personal biases is important and necessary but that such self-awareness is only a part of racial justice work.

“Tackling (implicit bias) is a big piece of the puzzle, but we also want to acknowledge the systemic bias and injustice that is also at play when we are looking at how we are fighting the pandemic that is COVID-19 but also the pandemic that is the ongoing fight for racial justice,” Tran Myhre said.

“I think if we're on this session today, we really do believe that another world is possible, and we have to put in that work to address our individual implicit biases and find that energy and learning and space to address systemic bias and oppression as well.”

Tran Myhre said that everyone holds

biases, some conscious and others unconscious.

“Implicit bias specficially describes when we have attitudes or thoughts or feelings towards people or associate stereotypes with them without or conscious knowledge,” she explained.

“These biases might be based on characteristics like race or ethnicity, class, disability, gender, even geographic location and so many more factors as well.”

These associations are deeply rooted because they begin developing in early childhood. “Then over our lifetimes, associations continue to develop and continue to refine themselves through direct and indirect messages,” Tran Myhre said. “Messages from the media … really contribute to the formation and the renewal of the biases that we all hold.”

Individual implicit biases, Tran Myhre said, are worth examining and addressing because they have broad societal implications.

“Whether that's racial discrimination in hiring, in how we do performance evaluations, housing discrimination and even perceptions of neighborhood crime, all that results in where people choose to take their business, where they choose to put down roots and settle in with a family,” she said. “Implicit bias is at play in all of that.”

Becoming aware of individual implicit biases can be difficult and uncomfortable, but it is a crucial fi rst step in achieving racial equity, Tran Myhre said.

“Not a single one of any of us is going to be the person that can fi x all of this overnight. We didn't get into this overnight. But as you think about this issue of implicit bias and you think about structural bias, also think about where your spheres of influence are and what influence you do have to make change.”

The Washington County Board of Commissioners began work July 14 allocating the $31.7 million that the county received to assist residents in recovering from the financial fallout of the COVID-19 pandemic, and cover county response costs.

The money is part of the more than $1.8 billion that the state received from the federal government through the federal Coronavirus Aid, Relief, and Economic Security (CARES) Act, which is overseen by U.S. Treasury guidance. Of that amount, the state has provided $841 million to its counties, cities and townships to cover the local costs of responding to the pandemic.

The county’s plan calls for a major portion of the funding to provide direct assistance to individuals and business; $5.25 million will be used for financial assistance to county residents, and $10 million will be used for economic and small business assistance. Of the $5.25 million directed to assist residents, $4 million be allocated to rental assistance and provide short-term mortgage assistance to avoid eviction or mortgage foreclosure.

The additional $1.25 million will pay for basic needs for residents in need of safe housing during the pandemic, provide emergency food support, transportation, hygiene and cleaning supplies and child care assistance to families impacted by the pandemic.

The county’s Community Development Agency (CDA) will administer the county’s small business assistance through the Open for Business program, which currently works with the CDA. Assistance will be in the form of grants of up to $15,000 to small businesses to reimburse the costs of business interruption caused by required closures or costs incurred to respond to the pandemic, including costs for changes that are necessary to operate safely under the public health guidelines. Most

small business with fewer than 50 employees and less than $3.5 million in annual revenue will be eligible to apply.

The county will use a portion of the funding to reimburse itself for expenditures made to manage the pandemic, and modifications made to county facilities to allow county business to continue safely.

Reimbursement of costs will take place for county staff who were pulled away from their regular duties to respond to the pandemic.

The CARES Act requires that the payments only be used to cover expenses that are necessary expenditures incurred due to the COVID-19 public health emergency.

The money must be spent by the end of the year.

The county will also use funds for the acquisition and distribution of medical and protective supplies, including sanitizing products and personal protective equipment. It may also use the money to pay the expenses for public safety, public health, health care, human services and similar employees whose work was to mitigate or respond to the COVID-19 public health emergency.

The spending plan calls for $1.5 million for public health work, including money to assist with contact tracing of COVID-19 cases in the county, and the cost for a program to test residents in longterm care facilities in the county during the remainder of 2020.

The federal funding will also cover nearly $1.5 million that has already or will be spent for equipment and facility modifications to maintain safety in county facilities. Other money will be used to pay the added expense of administering the primary and general elections, as well as costs incurred to support county teleworking. In addition to the money that the county received, cities and townships in the county received a total of $19 million in aid to be used for similar expenses at the city and township level.

that White Bear Township adopted a resolution to host the event in 2022 or 2023, and a local group is mobilizing to ensure it happens,” Roberts said.

The site chosen for the games, he said, are two soccer fields in Polar Lakes Park in White Bear Township.

Roberts owns The Minnesotan, an apparel store downtown White Bear Lake. He played hockey for Forest Lake, and his father, Mick, was a center in White Bear Lake’s region runner-up team in 1958.

He wanted to fi nd a way to “get involved in the community,” and with his hockey background, he decided to throw the town’s hat in the ring for Hockey Day Minnesota. Site exploration started in 2017.

The puck is now in White Bear Lake’s zone, so to speak, after getting the nod.

“Once FSN and the Wild grant a host city, then everything relies on the local community, and the biggest piece to handle is the fi nancial piece,” Roberts said. “They will offer some guidelines, but the community has to raise the money.”

In addition to constructing an outdoor rink with plenty of seating, the hosts must provide elements of the Minnesota Hockey Day experience such food trucks, beer garden, a bonfi re pit and merchant booths.

Roberts said his group proposed a significant change in the format: four-team boys’ and girls’ tournaments with a trophy, rather than single games for each team, which has been the custom.

Fox and the Wild were “intrigued,” he said.

The event also includes Wild and Gopher games and two more college games, all at other locations, and several preliminary events at the host site.

Roberts said they plan to have the facility operating for 14 days, with all the youth association teams getting a chance to play there.

So far, Roberts has been assisted by Jon Anderson and Nick Guzzo. Plans are to assemble a committee of six to eight people, Roberts said, adding that they will plan as though they will host in 2022.

Historic bridge lifts spirits with reopening After a three-year renovation, the Stillwater Lift Bridge is once again open and operating. It reopened with little fanfare, as celebrations were canceled due to the ongoing COVID-19 pandemic, but community leaders hope its completed construction will have a positive impact on the St. Croix Valley and surrounding area for years to come.

The bridge underwent a complete renovation to bring it back to its original look while converting it into a pedestrian/bike trail but can still be used for emergency vehicles as necessary. This trail adds to the series of bike trails in and around the Stillwater area.

“It was a long time coming. They had been working on it for several years,” said Robin Anthony, the executive director of the Greater Stillwater Chamber of Commerce.

The bridge was originally built in 1931.

It replaced a series of wooden bridges and ferries that people had used to get across the river at the time and addressed a great need to connect Wisconsin to Minnesota at the time.

“It was always made out of wood, and it is my understanding that they would often catch on fire,” said Ted Kozlowski, the mayor of Stillwater.

The steel bridge was a major innovation for its time—it was essentially a permanent solution to burnt out or broken bridges and navigating ferries.

The bridge was added to the National Registry of Historic Places in 1989. Its age may have been a contributing factor in the long-awaited reopening.

“It’s a historic bridge, and they actually had to manufacture a (replacement) part because they don’t make those parts anymore,” Anthony said.

Some floods in the area also contributed to the wait for the reopening. But the wait is now over.

“They essentially restored the entire thing. It’s a 1931 bridge, and they went through and repaired and replaced every nut and bolt on that bridge,” Kozlowski said.

“They’ve renovated it back to its original color, too, which is green,” said Christie Rosckes, marketing director of Discover Stillwater. “Especially in the winter, I think the green really pops in the snowy background.”

The bridge’s reopening was initially going to be accompanied by a large celebration but because of the pandemic was postponed until the bridge’s first anniversary of reopening. Despite the celebration’s cancellation, the bridge reopening has still drawn many to the downtown area to walk across the scenic bridge for the first time.

“There are a lot of locals coming down to walk the loop, and we’ve also had just hundreds of people down here on the weekends walking and riding on the lift bridge,” Anthony said.

“Everybody in town, of course, knew about it. There were a lot of people wanting to be the first people across when it opened. It’s definitely been the talk of the town,” Kozlowski said.

The reopening has also been good for business thus far, drawing in not only locals, but also people from out of town and leading them to rent bikes, go on Segway tours and visit ice cream shops,

boutiques and restaurants during their visit. Visitors, who are drawn to the path for walking, biking and simply taking in the view, often stay for the local entertainment.

“I think people have just flooded to it, and they love it. We’ve heard nothing but positive things,” Rosckes said.

With proper social distancing, visiting the reopened bridge is a COVID-friendly activity for those bored at home.

“It’s outdoors. It’s something people can do even when we’re in a complete lockdown,” Rosckes said.

“It’s a huge attraction. We’ve been

waiting for this for a long time. We have this almost perfect 5-mile loop that’s absolutely perfect for people to bike on and walk on,” Kozlowski said.

The bridge is now back to its original form, right down to the color, but is completely new and ready for walkers, bikers and visitors.

“If you haven’t done it, I strongly encourage folks to get out and do it. It takes about an hour and a half,” Anthony said.

The Stillwater Lift Bridge is owned by the Minnesota Department of Transportation.

hen timely rains have produced continued growth throughout the garden, remember to consistently water the garden. Keeping a uniform supply of water is beneficial to all plants, especially tomatoes, peppers, and squash. These vegetables are susceptible to blossom end rot, a disease that leads to the deterioration of the fruit end. When soil moisture levels vary greatly (too wet, too dry), the plants have problems absorbing enough calcium to prevent the disease. Consider mulching to help prevent moisture loss. If nature is not providing enough rain, you will need to supply the water. The University of Minnesota talks about what plants need to be side-dressed in your garden mid season. Side dressing is adding additional nitrogen along the sides of the plants for growth and production. Fertilizing your peppers, tomatoes, squash, cucumbers, broccoli, cauliflower and sweetcorn.
