Cities may be asked to implement water use restrictions

If drought conditions continue, cities in the state may be asked by the governor and/or Minnesota Department of Natural Resources (DNR) to implement water conservation measures and water restrictions.

“Drought is a naturally occurring aspect of Minnesota’s climate. In 2021, we have seen abnormally dry conditions to moderate drought conditions since early spring in many parts of the state,” said Randall Doneen, DNR Conservation Assistance and Regulations Section manager.

“If dry conditions continue in specific areas of the state, the DNR might need to ask cities with persistent moderate drought conditions to begin implementing their Local Water Supply Plan water conservation measures and water use restrictions.”

DEPARTMENT OF NATURAL RESOURCES BRIEFS Webinars bi on fishing hi and d hunting h i skills kill continue i Anyone interested in fishing, hunting and care for the outdoors can learn about activities like shore fishing, firearms safety, muskie fishing, archery or how to catch catfish during webinars hosted by the Minnesota Department of Natural Resources (DNR). The DNR started the Minnesota Outdoor Skills and Stewardship Series in March to share how-to knowledge relevant to current Minnesota outdoor seasons and activities. Most of the webinars center on fishing or hunting skills, and some have covered other outdoor activities like kayaking or foraging.

The webinars are at noon on Wednesdays and last less than an hour. Joining the latest webinar lineup are programs on archery, fishing, fish and wildlife biology, and skills taught through the DNR Becoming an Outdoors Woman program.

While DNR will resume more in-person classes over the summer, these webinars are short, require no travel and can reach those with limited free time. Recruiting, retaining and reactivating hunters and anglers is one way the DNR is acting on its strategic plan to connect people to the outdoors. The webinars are a way to broaden access to knowledge and information about outdoor opportunities available in Minnesota that are primarily related to fishing and hunting. That knowledge has tradi-

DNR Enforcement Division welcomes aboard 2 new K-9 teams The DNR Enforcement Division’s K-9 Unit now has six dog/ handler teams spread across the state, following the recent graduation of two teams from a 17-week K-9 school. Lt. Phil Mohs and CO Scott Staples and their dogs Mack and Fennec, respectively, have graduated and begun working in the field.

The multipurpose dogs in the K-9 Unit assist in search-andrescue missions, can sniff out fish and game, and have the ability to locate firearms and spent ammunition. Three of the dogs, including Mack, also are trained to smell zebra mussels.

Both Mohs and Staples have previous experience as K-9 handlers. Mohs, who coordinates the K-9 Unit, is a former dog handler in the Army. Staples and his former K-9 partner, Schody, who retired earlier this year, worked together for 10 years.

tion officers and other partner law enforcement agencies in Minnesota. There is at least one K-9 team in each of the DNR’s four administrative regions. Members of the unit train together on a regular basis, and each officer and their dog are required to train for at least 16 hours each month. In addition, the dogs and their handlers must certify annually in patrol, evidence and detection tests.

COUNTY BRIEFS County gets pandemic grant to aid homeless Washington County has received a $25,832 grant from the Minnesota Department of Human Services.

The money will be used to provide financial support for emergency shelter and outreach to those experiencing homelessness throughout the COVID-19 pandemic.

Hammons named to workforce board County commissioners appointed Bobby Hammons from Schwieters Companies in Hugo to be a business representative on the county’s Workforce Development Board. Hammons will serve in a partial first term that will expire Dec. 31, 2023.

County will receive money to prevent fraud Washington County will receive a $260,000 grant from the Minnesota Department of Human Services for a two-year fraud prevention investigation program. The county’s Community Services Department works with the county Sheriff's Office to operate a fraud prevention investigation program, and the funding will cover costs related to the program.

The grant funds activities to provide support for people with disabilities and housing instability who want to live in the community. Activities paid for include outreach efforts, assistance from a housing resource specialist, and funding to administer and monitor the Housing Support Program.

The county uses this funding for the management of the Housing Support program, emergency shelter planning and outreach services, which are essential to connect those experiencing homelessness to services and housing opportunities in the community.

Library receives $30K from anonymous donor

Board approves update to transportation sales tax The county board recently held a public hearing to consider increasing the transportation sales tax to a rate up to 0.5%, and to review an update to the list of projects eligible to use revenue from the tax. The board approved the increase, which will start Oct. 1.

A state law permits local governments to levy a sales and use tax, generally referred to as the local option sales tax, of up to 0.5% and a vehicle excise tax of up to $20 per vehicle. The county currently has a 0.25% sales and use tax and a $20 vehicle excise tax. Fifty-one other counties in the state have similar taxes.

The revenue raised by the tax may be used for roads or bridges, and for both capital and operating costs of transit projects. The increase is estimated to raise an additional $10 million annually.

Washington County Library has received a $30,000 donation from an anonymous donor. The library has received donations for more than 15 years from this donor, who wishes to remain anonymous. In the past, the library has used the donations to purchase materials, provide staff training and offer additional programs.

The library expects the funds to be used on projects to make Washington County Library more welcoming and inclusive. Projects will include translations into various languages of print and website content, and improved signage and spaces within branches.

County participates in Mapping Prejudice Project Washington County will participate in the Mapping Prejudice Project. The county has been asked by the University of Minnesota Board of Regents to participate in its Mapping Prejudice Project, a research initiative that involves identifying and mapping racial covenants in property deeds. The project will identify and

In 2018, a significant amount of land use authority was assumed by townships, resulting in a reduction in the volume of work for the PAC and BAA, with less frequent meetings. That created practical challenges for the efficient functioning of the committees.

Under the merger, the county will maintain the two boards, with identical membership, with seven members each. Meetings will be conducted on the same date, one after the other.

The transition to the new configuration of the PAC and BAA will occur as individual appointments expire or resignations occur, and no current member will be asked to relinquish an appointment.

Board proclaims July Park and Recreation Month The county board proclaimed July as Park and Recreation Month in Washington County. County parks and trails are used by more than 2 million visitors each year. The board’s resolution notes that parks and recreation are vitally important to establishing and maintaining the quality of life in communities, ensuring the health of all residents, and contributing to the economic and environmental well-being of a community and region.

County adds social workers to respond to calls Commissioners approved the addition of two social workers to assist the Sheriff’s Office when responding to calls that may involve those with a mental illness or chemical health needs. The new employees will work within what is called a co-response model, which typically consists of law enforcement personnel and mental health professionals working together to respond to calls involving mental health or chemical health needs. The positions will cost approximately $100,400 each. One of the positions is fully funded with money from federal and state governments and the Woodbury Police Department, and the other position will be funded by federal and state money and work with the Sheriff's Office.

Let me introduce myself

M

y name is Caden Christiansen and I am a summer intern at Press Publications. I graduated from Henry Sibley High School, now Two Rivers High School, in 2019 and just finished my sophomore year at Bethel University where I am currently majoring in finance with a journalism minor. At Bethel I am a middle infielder on the baseball team and the sports editor for the school newspaper The Clarion.

I was born in White Bear township and my family and I lived there until I was 5 years old before moving to south Maplewood. As a little kid I was frequently standing in line at Cup N’ Cone and loved going to MarketCaden’s fest with my parents. Now as an almost 20 year old, I Corner have since moved away from my parents brand new house Caden built in Newport, Minnesota Christiansen and living with six of my Bethel teammates in Arden Hills. This summer I have spent my time loving my internship at Press Publications, working for an asphalt company in Edina, umping youth baseball games, playing amatuer baseball in the Park National League, and learning to grocery shop for under $100.

My internship at Press Publications is unfortunately only eight weeks long and I am working around 15 hours a week. In the three short weeks I have been here, I can’t express enough how much I enjoy it. I am only in the office Mondays and Tuesdays, and although my other jobs put food on the table and gas in my car, I wish I was able to be in the office reporting and writing all week. Everyone in the office has been extremely welcoming and friendly ever since I have started and I really appreciate being given this opportunity to learn, grow and improve my writing ability. One of the things I love about journalism is getting to learn about new and interesting people and hear their stories and that is something I am really excited to continue doing the rest of the summer.

I have always loved to write and to this day would take writing a 15-page paper over a test any day. But as I enter my junior year of college with no idea what I want my future career path to look like, I am reminded of my Friendly Hills Middle School ‘Book of Me’ assignment. At my high school graduation party in the summer of 2019, my mom showed me a page from the scrapbook I made in my sixth grade English class titled “Who Will I Be?” Sixth grade Caden wrote about playing college baseball and becoming a sports writer for ESPN, traveling the country watching games and reporting on them. Seeing that in writing has helped me remain open minded about the future and stay open to new opportunities. It reminds me to truly take advantage of my internship this summer and is something that will motivate me to dive into any future opportunities that present themselves. As I write for The Clarion and now for the Press Publications, every small business story, author Q&A, or town hall meeting is a way of keeping that sixthgrade dream alive, and I can’t wait to see where it all takes me.

Delivering direct support for Minnesotans in our community

A

s legislators complete our work on the state budget, I want to highlight some items that will have a direct impact on people in our community. I also want to thank community members who had conversations with me and shared their stories, ideas, and feedback.

Your input inspired and guided me throughout the year.

After an incredibly challenging year, Minnesota’s economy is starting to turn the corner. I worked hard to ensure the budget supports Legislator Minnesotans as we recover Lingo from COVID-19.

Ami Wazlawik Legislators came together to pass a series of bipartisan bills to protect the economic security of workers, small businesses and others impacted by the pandemic. This included significant tax cuts and aid for businesses that received Paycheck Protection Program (PPP) loans, workers who received unemployment benefits and small businesses. This assistance will help working families and businesses build back better and thrive once COVID-19 is behind us.

Families in our community and across the state have struggled to find affordable child care, and

Loan Borrower Bill of Rights. It requires student loan servicers to obtain licenses and prohibits things like misrepresentation and deceptive marketing, providing inaccurate information, and misapplying loan payments.

Students deserve to pursue higher education without experiencing predatory lending practices, and this bill will help.

Like many people, I visited parks, trails and recreation areas frequently over the past year. When Senate Republicans threated to shut down state parks and cut important funding for our environment and natural resources, I protected these priorities. I helped find a bipartisan compromise to avoid a shut down and make sure that Minnesota’s water, air, land and wildlife are protected. As a result, Minnesotans will be able to enjoy the outdoors this summer and for many years to come.

as a child care worker myself, I have seen the impact on families firsthand. This year, I fought to expand access to child care in our community and communities across the state.

With my help, legislators made historic investments in child care and secured critical support for providers. These investments will help ensure parents can work, businesses can hire and communities can thrive. Most importantly, they will ensure young Minnesotans get a great start in life, no matter where they live.

Community members have also expressed concerns about catalytic converter theft, which is currently at a record-high. I am happy to report that we took several steps to address this issue. We created new tools for law enforcement, scrap metal dealers and vehicle owners, such as adding identification numbers and unique markers to deter theft. We also established a pilot program to identify the vehicles that are most likely to be targeted. These proactive measures will make it harder to sell stolen parts and help keep Minnesotans’ cars intact.

Student loan debt and the cost of higher education have also come up in conversations with constituents. Unfortunately, Minnesota ranks as one of the 10 worst states for student debt.

LETTERS TO THE EDITOR Volunteerism alive and well in Hugo I recently experienced the honor of being selected as Hugo Good Neighbor of 2021 by the Hugo Lions Club as part of the annual Good Neighbor Days celebration.

I had the opportunity to be with and observe several Lions Club members over a few days. The term “Lions Serve” is so very true. Through the heat of the days and late into the evenings, the Lions members and volunteers organized a parade safely attended by thousands of people and with no incidents.

The dances, rib contest, beer garden, games, etc. staffed by Lions members and volunteers provided entertainment and fun for thousands more people.

Volunteerism is alive and well in Hugo. Business sponsors provide support to help assure a beneficial outcome. It’s a huge effort by a small group that makes the weekend successful. And most importantly, the money made as a result of the hard work goes right back into the community wherever the need arises.

Thank you, Hugo Lions, for a memorable experience and a peek behind the scene.

Concerned about Centra Homes proposal Centerville City Council has a proposal for 27 row houses on Block No. 7 from Centra Homes.

Twenty-seven row houses will be crammed into Block No. 7 with 54 parking spaces. The plan, as proposed now, would cut down all the trees to the west and move the trail to the lot line and adjacent to residents’ backyards. There would be an entrance/exit on both Sorel and Heritage Street.

The city of Centerville is exploring the possibility of increasing the population of Centerville to 5,000 with the hopes of gaining $250,000 in State Aid for Local Transportation funds from the state of Minnesota.

I suggest you call the City Administrator/Engineer for an explanation as to what that is. It is bizarre!

Centerville currently has an approximate population of 4,050. The additional people from the row house population would only increase the population to around 4,104. The city of Centerville has to stuff another 896 people into our city limits.

If the city can do this to Block No. 7, guess what they can do to your neighborhood?

One of the trees to be destroyed is a 160-year-old beautiful slippery elm that has a possible life span of 300 years. Trees equal beauty, shade, comfort, habitat for nature, pleasure, oxygen, etc.

Fifty-four cars equal congestion, dangerous traffic, noise, dirt and poisonous gases released into the air.

Please write and/or attend the city of Centerville council meetings!

reedom is a wonderful gift. We love living in the “land of the free.”

This time of year, we often celebrate our freedom. Perhaps you even have a newfound appreciation for your freedom after all the ups and downs of the last year. We oftentimes think of freedom as the ability to do whatever we want. But is that the best use of our freedom?

What is the most beneficial and constructive way to use and appreciate our freedom? “You, my brothers and sisters, were called to be free. But do not use your freedom to indulge the flesh; rather, serve one another humbly in love.” (Galatians 5:13) The answer is simple: we are free to

serve. We best show our thankfulness for our freedom when we use it to serve our neighbors and put their needs ahead of our own.

This is exactly what God does for us.

Jesus loves us enough to walk in our footsteps, go to the cross for us, rise from the dead for us, forgive us, and give us true freedom in life.

We appreciate the amazing freedom in our lives. We have freedom in Christ, the freedom our forefathers established, the freedom our troops continue to fight for, and so much more. To show our appreciation, we use this freedom to serve!

COMMUNITY BRIEF

This is Max. He’s a little guy, just 9 pounds, but he has a big heart. The 6-yearold Chihuahua mix likes to be held, but is also perfectly content cuddling and sitting in someone’s lap.

Max can get a little nervous, and it takes him a few minutes to warm up to strangers.

Ultimately, though, he loves everyone. Max does well with other dogs and with cats, too. He’s not real keen about walking on a leash, so he’d prefer to have a fenced backyard where he can do his exploring.

Max would do best in a quieter home with people who let him follow them around and be by their side. He does fine with children but gets a little anxious when they run around, so a home with older, respectful children would be best. Max is crate-trained and can sleep in his kennel at night but would much prefer to sleep in bed with his people. HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents:

• Neighbors in the 15000 block of Farnham Avenue N. at 4:22 p.m.

May 23 reported each other for harassment after one of them reported the other for yelling at neighborhood children and videotaping them as they played in common areas of the townhouse complex. Washington County Sheriff’s Office deputies advised all parties to head to the county website and pursue harassment restraining orders (HRO)s against each other.

• Deputies conducted a traffic stop for speeding at 9:58 p.m. May 23 on Goodview Avenue N. and 151st Street N. • An unidentified driver was arrested on multiple warrants at 1:46 p.m. May 24 in the 12000 block of Farnham Avenue N. following a traffic stop for passing several vehicles in a no-passing zone on southbound Highway 61.

During the traffic stop, deputies conducted a mobile data computer (MDC) check and discovered his status, which was also confi rmed through dispatch.

• The driver of a black sedan was cited at 2:59 p.m. May 24 on Fenway Blvd. N. and 130th Street N. for driving after suspension after deputies conducted a random computer check on a vehicle and came up with a hit. He was instructed to allow one of the other occupants of the vehicle with a valid driver’s license to take over.

• An unidentified male was arrested at 3:36 p.m.

May 24 in the 8000 block of 132nd Street N. on several traffic warrants. For good measure, the arrest also covered the suspected illegal drugs found on his person during the routine search.

• A motorist was cited at 4:37 p.m. May 24 on Oneka Parkway N. for seat belt violation.

Another motorist was cited 10 minutes later in the 5000 block of Frenchman Road for the same violation.

A third unbelted motorist was cited 15 minutes after that in the 16000 block of Forest Blvd. N. Deputies had to wait a bit longer for the fourth seat belt violator, issuing the ticket at 5:53 p.m. in the 15000 block of Oneka Parkway N. • An unidentified male was arrested at 4:34 p.m. May 25 on 147th Street N. and Foxhill Avenue on a felony warrant after deputies on patrol observed the male known to often have warrants out against him walking through the intersection. After running his information on the computer, deputies’ hunch was proven to be correct.

• An unidentified motorist was arrested at 5:57 p.m. May 25 in the 17000 block of Forest Road N. for undisclosed reasons, following a traffic stop for an obstructed windshield.

• A resident in the 15000 block of Freedom Drive N. at 7:21 p.m. May 25 reported a window broken, possibly by vandals.

• A resident in the 5000 block of 130th Way N. at 8:29 a.m. May 26 reported losing $300 after she received a request from a person she thought was a relative and sent money via Google Play

to a scammer. The victim later realized the relative was hacked and that she was scammed.

Deputies advised the complainant of ways to avoid scams in the future. Meanwhile, the bank is refunding the money.

• A motorist was verbally warned on Frenchman Road and Elmcrest Avenue N. for an unnamed traffic offense at 11:33 p.m. May 26, following a traffic stop for that offense. During the traffic stop, deputies conducted a computer check showing the driver had not yet been served with an HRO. Deputies quickly performed that service.

• A pot-smoking motorist was cited at 12:49 a.m. May 27 on Forest Blvd.

N. and 125th Street N. for possessing marijuana in a motor vehicle, following a traffic stop for driving conduct. Pot fumes alerted deputies to the drug’s presence.

• Another pot-smoking motorist was cited at 2:58 a.m. May 27 on Frenchman Road and Elmcrest Avenue N. for driving after revocation, after deputies conducted a random National Crime Information Center (NCIC) check and pulled him over. During the traffic stop, deputies noticed paraphernalia in plain view and conducted a search.

• A motorist with no paperwork was arrested at 2:38 a.m. May 28 on Frenchman Road and Oneka Parkway N. for driving after revocation, following a traffic stop for a missing headlight and displayed tabs that expired in July 2020. A computer check revealed the driver’s revoked status, and the driver failed to produce a valid insurance card.

• Two motorists were each stopped and cited along Frenchman Road May 28 for seat belt violation, one at 4:16 p.m. and the other at 4:50 p.m.

• Washington County Sheriff’s Office deputies arrested an unidentified male at 4:31 a.m. May 30 in the 15000 block of Ingersoll Avenue N. for violating an OFP.

• A stolen vehicle reported at 9:01 p.m. May 30 in the 12000 block of Upper Heather Avenue N. turned out to have been taken by the complainant’s daughter, 13, and given to her friend, 16, to go joy riding with.

The registered owner did not want to pursue charges, but a discussion was set up involving all parents and girls about the seriousness of their choices.

• Deputies issued a written warning for speed at 7:18 a.m. May 31 on 170th Street N. and Henna Avenue N. • Theft was reported at 10:28 a.m. May 31 in the 15000 block of Forest Blvd. N. • The registered owner of a vehicle parked in the 15000 block of Empress Avenue N. at 7:57 a.m.

June 1 received a citation under the windshield wiper for displaying tabs that expired in February.

at 2:13 p.m. June 1 for speeding 75 mph in a posted 55 mph zone by eastbound deputies, who clocked him on radar.

• A catalytic converter was reported cut off an SUV parked in a driveway in the 15000 block of Foxhill Avenue N. sometime over the weekend of May 28-June 1.

• A North Carolina motorist was cited at 7:16 p.m. June 1 on Forest Blvd. N. and 140th Street N. for driving after revocation, after deputies conducted a random license plate check on the vehicle. The computer report said that the Department of Motor Vehicles had advised the driver to remove the plates and not drive the vehicle. The driver chose to tow the vehicle back to his Hugo residence.

• A Minnesota motorist was cited at 8:19 a.m.

June 2 on westbound Oneka Lake Blvd. N. and Goodview Avenue N. for speeding 43 mph in a 30 mph zone by eastbound deputies, who clocked him on radar.

• A westbound motorist was cited at 10:04 a.m.

June 2 on 170th Street N. and Jeffrey Avenue N. for speeding 72 mph in a 55 mph zone by east-facing deputies on stationary patrol, who clocked him on radar. The driver admitted to going 68 mph.

• A motorist was cited at 11:02 a.m. June 2 on Frenchman Road and Forest Blvd. N. for displaying tabs that expired in January. The driver told deputies he was unaware the tabs had expired.

• Deputies cited an unidentified motorist for speeding at noon June 2 in the 9000 block of 170th Street N. and another motorist at 12:24 p.m. that day for speeding in the 5000 block of Frenchman Road. A third motorist was cited at 1:38 p.m. that day for failing to stop at a stop sign at the latter location. A fourth motorist was cited at 3:57 p.m. that afternoon at that same location for displaying expired registration.

• The driver of a white Subaru was cited at 6:55 p.m. June 2 on westbound Frenchman Road and southbound Forest Blvd. N. for running a red light, after deputies observed him turn right at that intersection without stopping fi rst. The driver admitted to actively choosing to run the red light, saying, he

“did it safely because no cars were moving through the intersection at that moment” and “it happens all the time.”

• A Minnesota motorist was cited at 11:51 p.m.

June 2 on 157th Street N. and Homestead Avenue N. for driving after suspension, following a traffic stop for no license plate light.

During the stop, deputies conducted a National Crime Information Center (NCIC) check and discovered his suspended status.

• Deputies arrested an unidentified male for possessing narcotics after they observed him walking in the area of a closed business on Forest Blvd. N. and 120th Street N. at 2:39 a.m.

June 3 while clearly under the influence.

• A resident in the 14000 block of Fondant Avenue N. at 2:54 p.m. June 3 reported not responding to an Amazon scam call she received.

• A cell phone was reported stolen at 4:11 p.m.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • An officer took a theft of fuel report in the 7500 block of Lake Drive June 8. An adult male was subsequently charged with theft and for driving after revocation.

• Officers assisted the Anoka County Sheriff’s Office in trying to stop a stolen vehicle on I-35W near Lake Drive June 8 that was involved in an assault.

The vehicle fled from the officers.

• An officer responded to a delayed hitand-run accident at a business in the 700 block of Apollo Drive June 8. The incident is under investigation.

• An officer responded to a call regarding a theft from a business in the 500 block of Lilac Street June 8. The incident is under investigation.

• An officer was dispatched to a minor hit-and-run property damage accident in the 500 block of Apollo Drive June 9.

An investigation is being conducted to identify the driver of the vehicle, who left the scene.

• A community service officer (CSO) took an anonymous complaint of a violation of city animal ordinances in the 7600 block of Palomino Lane June 9. The animal owner was given two weeks to resolve the violation.

• A CSO responded to an animal complaint at a boat launch in the 7400 block of Main Street June 9. The CSO determined that a dog bite had occurred.

Both parties involved were spoken to, and it was determined that the dog was vaccinated and no medical attention was wanted by the victim.

• An officer located a suspicious vehicle in a park in the 7400 block of Main Street June 9. The owner of the vehicle was located and cited for being in the park after hours and for fishing without a license.

• Officers responded to a business in the 700 block of Apollo Drive June 10 on a report of stolen construction equipment. The case is under investigation.

• An officer responded to a business in the 700 block of Apollo Drive for a delayed theft report June 10. The officer documented the incident and is investigating.

• Officers responded to a report of a vehicle fire in the 8100 block of I-35E June 11. Officers located the vehicle and assisted the State Patrol and fire staff with traffic control and the vehicle fire.

• An officer stopped a vehicle for an equipment violation in the 2200 block of Main Street June 11. The officer subsequently located marijuana in the vehicle, and the driver was issued a citation for the offense.

• Officers responded to delayed report of damage to property in the area of Lake Drive and I-35W June 11. The incident was documented and officers attempted to locate the juvenile suspect.

• Officers responded to a residence along with fi re personnel on a report of a barn on fire in the 8100 block of 20th Avenue June 11. Officers found it was actually a machine that caught fi re, and the fi re had spread, but no structures were involved. The fi re division assisted the owner in putting the fire out.

• Officers responded to a residential area near Sherman Lake Road and Osprey Court June 11 on a report of a lot of cars parked in the street and two males urinating. Officers responded to the scene, but did not find anything suspicious.

• Officers responded to a two-vehicle property damage accident in the 1600 block of Ash Street June 12. One driver was cited for multiple offenses.

• Officers responded to a report of a two-vehicle personal injury accident on I-35W near Lake Drive June 13. Upon arrival, only one vehicle was on scene with no occupants. The crash was investigated by the State Patrol.

• Officers and firefighters responded to a grass fire in a ditch in the area of Pine Street NE and Fourth Street June 13.

The fire was extinguished.

• Officers responded to a report of a disorderly male at an assisted living facility in the 700 block of Town Center

CENTENNIAL POLICE REPORTS Parkway June 14. The adult male was arrested and booked into jail for possession of a controlled substance and possession of drug paraphernalia.

• An officer stopped a vehicle in the area of Town Center Parkway and Lake Drive June 14 because the driver didn't have a valid license and had an outstanding warrant. The adult female was arrested and booked into jail for driving after revocation, a child restraint violation and displaying the wrong registration, as well as having an outstanding warrant. The three children in the vehicle were placed in protective care by Anoka County Child Protection officials.

• An officer responded to a two-vehicle property damage accident in the 300 block of Birch Street June 15. The incident was documented, and a state accident report was completed because of the damage amount. A juvenile male was cited for using his cell phone while driving, and one vehicle was towed from the scene.

• An officer responded to a residence in the 6600 block of East Shadow Lake Drive for a neighbor dispute June 15. The officer spoke to both parties involved and advised them of further steps to take to avoid any further conflict.

• A resident in the 200 block of Carl Street was told to put out an illegal burn June 15. The fi re was extinguished.

• An officer stopped a vehicle for not displaying any license plates in the 800 block of Orange Street June 16. The adult male driver was arrested on an outstanding warrant and was also cited for driving after revocation, no proof of insurance and for not displaying license plates.

• Officers responded to a report of a male smashing his car in a parking lot in the 700 block of Apollo Drive June 16. The male was located, and officers learned he was experiencing mechanical problems with his vehicle and was trying to fix it.

• An officer responded to a theft from motor vehicle report in the 800 block of Pine Street June 16. The investigation is ongoing.

• Officers responded to a hit-and-run accident near the intersection of Robinson Drive and Cardinal Way June 17. An adult male was subsequently arrested and booked into jail for second-degree DWI refusal, third-degree DWI and open bottle violation.

• An officer stopped a vehicle for speeding in the 7400 block of I-35E June 18.

The driver was subsequently arrested for violating an order for protection, possession of a controlled substance, possession of drug paraphernalia, driving after revocation and speeding.

• Officers responded to a business in the 2300 block of Main Street June 18 on a report of an unwanted person who was out of control in the lobby. The person was identified and asked not to return to the premises.

• Officers responded to a call of a personal injury accident involving a motorcycle in the 2200 block of Main Street June 18. The motorcyclist was transported to the hospital by ambulance.

• An officer responded to a complaint of vehicles speeding on Lake Drive; extra patrol was requested.

• An officer responded to a suspicious person report near 80th Street and I-35E June 19. The individual was located and arrested on a misdemeanor warrant and other charges.

• An officer responded to a possible vehicle theft in the 700 block of Aqua Lane June 20. The investigation is ongoing.

• An officer observed a traffic violation in the 1400 block of Victor Hugo Boulevard in Hugo June 20. The driver was stopped and cited for using a wireless device while driving.

• An officer took a phone call report regarding an argument between two people over a parking spot at a retail store in the 700 block of Apollo Drive June 21. No crime was committed, and both sides were advised of better ways to resolve issues in the future.

• Officers and fi re personnel responded to the 1900 block of Robin Lane N in Centerville June 9 on report of a fi re. The fi re was successfully put out.

• An officer was dispatched to the 9000 block of Lexington Avenue in Lexington on a report of ducklings in a storm sewer June 16. The public works department responded to the scene and successfully removed the ducklings.

• Police were dispatched to a property damage accident at the intersection of Lexington Avenue and Lovell Road in Lexington June 9.

• An officer conducted a traffic stop near the intersection of Lake Drive and Griggs Avenue in Lexington June 16. A male driver was subsequently arrested for DWI.

• An officer conducted a traffic stop near the intersection of Lake Drive and Albert Avenue in Lexington June 9. The male driver was subsequently arrested for DWI.

• Officers were dispatched to the 9100 block of Hamline Avenue on a report of an assault June 16. A juvenile was subsequently taken into custody.

• Officers were dispatched to the 9500 block of Aspen Avenue in Lexington June 9 on a disorderly conduct report. The investigation is ongoing.

• Police responded to a disorderly conduct report in the 9100 block of South Highway Drive in Lexington June 16. A male was subsequently transported to the hospital.

• A suspicious vehicle was reported in the area of Centerville Road and Main Street in Centerville June 10.

• Police responded to a vandalism report on Edge Drive in Circle Pines June 10.

• Officers responded to a harassment report in the 50 block of West Golden Lake Road in Circle Pines June 10.

• An officer conducted a traffic stop near the intersection of Lake Drive and Restwood Road in Lexington June 11. The driver was subsequently arrested for DWI. • Officers were dispatched to a theft report in the 9100 block of South Highway Drive in Lexington June 12. A female was subsequently trespassed from the location.

• An officer conducted a traffic stop near the intersection of Restwood Road and Lake Drive in Lexington June 12. The driver was subsequently arrested for DWI. • Officers were dispatched to several addresses in Circle Pines June 13 regarding suspicious activity. Two individuals were seen on video entering into vehicles.

• An officer conducted a traffic stop near the intersection of Lake Drive and Albert Avenue in Lexington June 13. The male driver was subsequently arrested for DWI. • An officer responded to the 4100 block of Edgewood Road in Lexington June 14 on a theft report. The caller advised that an unknown suspect removed the catalytic converter from his vehicle over night. The estimated loss is $1,500.

• Officers were dispatched to the 9200 block of North Highway Drive in Lexington June 14 on the report of found drugs. The drugs were successfully located and disposed of.

• Police responded to a gas station in the 0 block of South Pine Drive in Circle Pines June 15 on a trespassing report. Officers arrived on scene and found a disorderly adult male. He was trespassed from the property and subsequently arrested for an outstanding misdemeanor warrant and transported to jail.

• A resident in the 9500 block of Dunlap Avenue in Lexington received a written warning for an illegal burn June 17.

• A theft was reported in the 4100 block of Lovell Road in Lexington June 17.

• Police were dispatched to reported suspicious activity in the 9200 block of Lexington Avenue NE in Circle Pines June 18. Extra patrol was requested.

• Officers responded to a theft from motor vehicle report in the 1500 block of Peltier Lake Drive in Centerville June 19. There are no suspects at this time.

• An officer conducted a traffic stop near the intersection of Lake Drive and Lexington Avenue in Lexington June 19. An adult male was subsequently arrested for DWI. An adult female was also arrested for DWI that same day near the intersection of Lake Drive and Shepherd Court in Circle Pines.

• An officer conducted a traffic stop near the intersection of Lake Drive and Lexington Avenue in Circle Pines June 20. The driver was subsequently arrested for DWI. • An adult male was arrested for possession of a controlled substance near the intersection of Lexington Avenue NE and North Road in Circle Pines June 20.

• An adult male was arrested on an outstanding warrant in the 3900 block of Restwood Road in Lexington June 21. Officers located drugs on the male, which have been sent in for testing. Charges are pending.

• A suspicious vehicle was reported in the 7100 block of Brian Drive in Centerville June 22.

• Police conducted a traffic stop in the 9000 block of Lexington Avenue in Lexington June 22. The driver was arrested for DWI. • Police responded to a report of stalking in the city of Lexington June 22.

PUBLIC SAFETY BRIEF Sheriff ’s Office investigating golf course theft The Washington County Sheriff’s Office (WCSO) was dispatched to Oneka Ridge Golf Course in Hugo June 21. Sgt. Joseph Zerwas said two gas trimmers were stolen from a work truck, and the estimated loss is approximately $600.

According to Neil Arcand, the son of golf course co-owner Reed Arcand, at 11:17 a.m. a red Dodge Charger was spotted entering the parking lot and was seen “scoping” the maintenance area for about 10 minutes. A security camera captured the suspect loading equipment onto his vehicle. The WCSO is investigating the incident.

Community continues to remember fallen classmate

This time of year is supposed to be a happy time for high school seniors and their families. Seniors walk across the stage at graduation to receive their diploma, attend the senior party and graduation parties, and enjoy one last summer before they head off to their next adventure.

An empty seat, a white rose and an unworn cap and gown signified that an important member of Centennial High School’s class of 2021 was missing.

Back in December, senior Lucas Fiskewold took his own life, just five days before his 18th birthday.

Fiskewold is the son of Chad Fiskewold and stepson of Cindy Fiskewold. Chad and Cindy, both Centennial grads, married in August 2019.

“These past couple of weeks have been really difficult … Seeing all of our friends sharing their happy graduates, we have all of these grad parties we have to go to. It is great, I’m happy for everybody, but every time, it just points out what we are missing,” Cindy explained.

Chad said he started to see “inklings” of depression when Lucas was 8 years old. His son went through a series of events that seemed to keep pushing him deeper into depression.

At the age of 5, Lucas’ father and mother (Charmilla Berg) divorced. As a fourth-grader, Lucas lost some classmates in a tragic accident. In November 2018, his mother passed away from cancer.

Over the years, Lucas tried counseling and some different medications to try to manage his depression, but late fall and early winter were always hard for him: his mother’s October birthday was followed by the holidays.

“That time of year was always a struggle. Usually once Christmas was done, he would usually start to get better,” Cindy explained.

Cindy added that the pandemic was also hard on him because Lucas craved social interaction. “He was such a people person,” she said. “He was a social butterfly, so he wasn’t handling (distance learning) very well.”

Chad and Cindy Fiskewold continue to be amazed by the outpouring of support from the community after their son, Lucas Fiskewold, took his own life. A giant sign welcomed them at the senior all night party.

‘A happy person’ Although he struggled with depression, Lucas had a lot of days when he was happy. In fact, that’s how many people remember him.

“He was overall a happy person. He was very smiley, a people pleaser, and was always joking,” Chad recalled. Cindy added, “His smile lit up the room. He was always entertaining people, making a sad person smile, making a bored person laugh.

He just knew what people needed.”

So, it may not be a surprise that Lucas was voted “best smile” in the 2020-21 yearbook.

Cindy recalled a story from Lucas’ sophomore German class. One day, his classmates were being rude to the substitute teacher. “Lucas stood up and told them to knock it off, that the teacher deserved more respect and to be treated better. (He said) ‘We are better than this.’”

After class, Lucas collected money and bought the teacher flowers and chocolates.

Total shock The week that Lucas took his own life, Cindy said he was acting a little bit more withdrawn than usual, but nothing out of the ordinary.

She and her husband were in complete shock and disbelief when they got the phone call informing them that Lucas was gone.

“The next day, a lot of kids came to our house. They started showing up asking if Lucas was okay, because no one could get ahold of him. One by one, we had to explain,” Cindy recalled.

For the past six months, the community has been nothing but supportive of the family, and for that, Cindy and Chad are forever grateful.

“They have been by our side through all of this. That part has been amazing. We have been really blessed in that way,” Cindy said. Chad added, “That’s what helps us get by.”

Not only are Lucas’ classmates and school staff keeping in touch with the family, but tributes keep pouring in for their son. Chad and Cindy were invited to attend graduation. There, they not only received an honorary diploma and white rose for Lucas, but also watched him “walk across the stage” with his best friend Kylie Wallen. As Wallen crossed the stage to pick up her diploma, she took off her cap to show the Fiskewolds.

Her cap said simply, “For Lucas.”

“Just seeing how much love there is for him, I wish so badly that he knew what an impact this would have on the world, because there are so many people who are really struggling with him not being there,” Cindy said.

where they were greeted with a giant sign that read “Remembering Lucas.”

They were given a yearbook and framed photo fi lled with messages from Lucas’ classmates, a gift certificate to a local restaurant and a memorial tree. Cindy’s two daughters were given the prizes Lucas would have received at the drive-thru event.

Advice for parents, students As cliché as it may sound, the Fiskewolds want everyone to know that you are never alone.

“If you are hurting or struggling, reach out to somebody. Someone always cares, even if you think they don’t,” Chad said.

Cindy added, “I want them to know that what they are feeling in that moment isn’t going to last. I honestly think if Lucas would have pushed through those tough couple of days, he would be here still.”

Cindy said it’s important for parents to be there to simply listen, not to fi x things. “Be open. Don’t feel like you need to fi x their situation or their emotions, but just be there to listen and provide understanding. That’s what is so important when people are struggling, feeling like they are understood,” Cindy explained. “Lucas knew he was loved. He knew everyone loved him, he just struggled to feel it sometimes.”

A plaque that reads, “Those we love are never gone, they move within the wind’s own song; unseen perhaps but always near, in our hearts near and dear” now sits next to the memorial tree the Fiskewolds planted in Lucas’ honor.

The fun will happen at St. Genevieve’s Parish Community Center.

A new event this year will be the Ninja Anywhere course from 12-5 p.m. Saturday, July 17, and

from 10:30 a.m. to 3 p.m. Sunday, July 18. With the purchase of an all-day wristband, kids can try exciting challenges including the warped wall, hamster wheel, floating boards, trapeze bars, floating monkey bars, climbing ropes, ninja rings and a rock climbing wall. Some more advanced challenges will also be available, including quad steps, balance beams, rolling pipes,

stepping stones, teeter-totter, springboard, Bosu bouncers and crawl tunnels.

Also new this year will be the Main Street Market from 5-7 p.m.

Thursday, July 15. Food, farm and artisan vendors will have items for sale next to Centerville Elementary. Attendees can also check out the Bald Eagle Water Ski Show on Centerville Lake afterwards at 7 p.m.

This year’s theme is “Honoring Centerville Heroes.” After the past year and a half, festival organizers wanted to give a nod to frontline workers and those who gave so much during a time of need.

Medallion Hunt is back for 2021 The city will offer three clues during the week of the Fete des Lacs Festival.

Here are the rules: • The medallion will be hidden in one of our parks, within city limits.

• The medallion will be hidden “in plain sight”, no need to dig or dis-assemble anything.

• Clues will be read at the conclusions of events on Tuesday, Wednesday and Thursday, respectively, during the festival; then released via the city’s Twitter and Facebook pages at noon the next day (@CentervilleMN).

• Tuesday - Music in the Park • Wednesday – Public Safety Night • Thursday – Bald Eagle Water Ski Show • Once found, take the medallion to City Hall to claim the $500 cash prize as soon as possible. City Hall is open Monday through Friday, 7:30 a.m. to 4:30 p.m.

• City staff, elected officials, festival committee members and their immediate families are not eligible.

With the easing of COVID restrictions, Fete des Lacs will return July 13-18. This year’s theme is “Centerville Heroes.”

The first event of the annual celebration — the logo art design contest at Centerville Elementary School and Centennial Middle School — has already taken place. Nearly 100 students entered the competition.

At Centerville Elementary, the first-place winner was fourth grader Skyanne, and the second-place winner was fourth grader Bentley. Fourth grader Tabitha received honorable mention. At Centennial Middle School, the first-place winner was sixth grader Radha, and the second-place winner was sixth grader Thomas. Sixth grader Denver received honorable mention.

First-place winners will receive $100, second-place winners will receive $50 and honorable mentions $25. In addition, both first-place logos will be featured on event T-shirts and the medallion for the medallion hunt.

Encore Memory Care hosts ribbon-cutting The Quad Area Chamber of Commerce and the Hugo Business Association recently held a ribboncutting to celebrate the completion of Encore Assisted Living & Memory Care’s renovation.

Encore is located at 5607 150th St. N., in Hugo.

The renovation included all new exterior doors, window coverings, wall coverings, artwork, carpet, furniture and flooring. An open-concept area was also added to allow residents to be able to enjoy additional activities throughout the day. In addition, all three of the facility’s three patios were updated with new furniture so residents can continue to enjoy the weather, whether eating a meal outside or participating in an activity outdoors.

Here is an updated rendering of what the 5,500-square-foot pavilion in Lions Park will look like.

• The Tough Mudder will be held July 10-11 at Wild Wings of Oneka. Approximately 7,300 people are expected to attend on Saturday and 1,436 on Sunday.

The Hugo Lions Club will serve beer at the event.

• Denny Trooien, the developer of the proposed Downtown Hugo project, says he needs a bit more time to continue to work on development details. The City Council approved the purchase agreement Dec. 7, 2020, which was fully executed Jan. 20. Trooien’s concept includes restaurants and retail spaces as well as common space and a dock area on Egg Lake.

Trooien has been working on putting together concepts for the property and has met with city staff and other entities such as the Minnesota Department of Natural Resources (DNR) to work out development details. More time is needed to determine if flexibility will be allowed on some of the regulations, such as shoreland setbacks.

The original purchase agreement includes a requirement that Trooien will close on phase one of the property on Nov. 20. He was granted a six-month extension, which will defer the closing to May 20, 2022.

• City staff will apply for $40,000 grant from Washington County Community Development Association (CDA). Each city within the county can apply for $40,000 per year with a 1-1 match.

The match can be local or by a private entity or landowner.

Marvin and Judith LaValle have requested that the city apply for the grant for land use planning for their property south of County Road 8 and west of Highway 61.

The LaValles would like to complete an Alternative Urban Areawide Review (AUAR) to determine the best land uses for the property. The AUAR is a planning tool that communities can use to evaluate different development scenarios and environmental impacts on the property.

• The council has awarded several bids for the downtown improvement project, Lions Park site improvements and the CSAH 8 stormwater reuse project.

• Four bids were received for the downtown improvement project and Lions Park site improvements with the base bid plus four alternates.

The council has awarded the project (including all four alternates) to low bidder Peterson Companies Inc. for $6,229,215. Final completion for both projects is scheduled for November 2021.

• Four vendors submitted proposals for the Lions Park playground (phase one). A stakeholder committee has vetted the proposals and selected Flagship Recreation’s proposal for $499,907, which includes an accessible playground design

with embankment activities, a large climbing tour, zip line and sensory activities. The council has yet to see a design concept and cost estimate for phase two, which could include a challenge course and an accessible swing feature.

• Eleven bids were received for the approximately 5,500-square-foot pavilion in Lions Park. The council has awarded the project to low bidder Schreiber Mullaney Construction Co. Inc. for $3,022,890, which includes alternate No. 2 for 90 ml ethylene propylene diene terpolymer (EPDM), a durable synthetic rubber roofing membrane. Substantial completion is scheduled for April 2022. The outdoor spaces adjacent to the pavilion are scheduled for completion in July 2022.

• Two bids were received for the CSAH 8 stormwater reuse project. The council awarded the project to Peterson Companies Inc. for $514,500.

City Engineer Mark Erichson explained that the city has received $618,000 in grant funding, which will more than pay for the stormwater reuse project and help pay for some of the interconnected street project.

• A groundbreaking ceremony for Lions Park is scheduled for 4 p.m. Tuesday, July 6.

• A tax abatement public hearing is scheduled for July 19. The hearing is for the consideration of the sale of tax abatement bonds to pay for Lions Park improvements.

• A public hearing for the 121st Street improvement project is scheduled for July 19. The council has reviewed a sketch plan for the Acres of Bald Eagle, which consists of nine lots adjacent to 121st Street. The project would include the extension of sanitary sewer and watermain as well as the paving of 121st Street. Most of the project will be paid for by the developer, but 12 single-family residential properties are proposed to be assessed $9,443 per unit.

• The July 5 City Council meeting has been canceled. City Hall will be closed July 5 to observe the Fourth of July holiday.

• National Night Out is scheduled for Aug. 3.

City Council members, the Washington County Sheriff’s Office and the Hugo Fire Department will be making their rounds to neighborhood parties. CENTERVILLE TIDBITS • Citizens driving down Centerville Road could one day see the development of Block 7 into Centra Homes, a 27-unit complex of row houses. The project would fill out the 1.62 acres between Sorel Street and Heritage Street and involve a few tweaks to the original design, following a June 9 neighborhood meeting and the June 26 City Council workshop.

Council gave city staff direction on updated design features for the project, which would include a 48car garage and 10 guest parking spots.

• Centerville citizens can expect their city to be solvent for another year, as the city plans to have the 2022 budget and levy in place according to schedule.

Council's workshop discussion toward adopting a preliminary general fund budget and levy by September continues. Some of the numbers are a bit nebulous right now, but September is still two months away.

The city plans to spend approximately $20,000 more in wage and step increases for city staff, some $10,000 more in fire protection and around $50,000 more in policing, based on a 2.9% increase and formula adjustments. Elections are coming up in 2022 as well, so that adds $26,060 to the tab. Add other cost increases, and the city will see an estimated $73,369 increase in

expenses over revenues, or 2.6%, for 2022.

On the revenue side, the city anticipates receiving an as yet unnamed amount in American Rescue Plan funds. Expect additional number crunching as the finance department proceeds with budget calculations until the city adopts the preliminary 2022 budget in September, Finance Director Bruce DeJong said.

• It's also good to know that Centerville's books are in compliance, following the annual audit of the city's financial statements for the fiscal year ending on Dec. 31, 2020, from the accounting firm of Abdo, Eick & Meyers. Brad Falteysek, CPA for the firm, presented the 2020 annual audit results. The city received an unqualified (clean) opinion on its financial statements for the fiscal year in question. This means that the audit firm believed the city's financial statements to meet generally accepted accounting practices (GAAP).

There were a number of discussion points regarding accounting transactions and financial policies during the audit. The discussions resulted in some adjustments of journal entries, and one change was considered to be material. One invoice from Crawford Metz was posted in February 2021 but should have been adjusted as accounts payable at year's

end. Staff will look more carefully at accounts payable in the future. Now that council approved the annual audit, the financial statements will be published on the city's website at www.centervillemn. com and available for inspection by the public.

• The Centennial Fire District will be even better able to serve the public after council accepted Community Safety Grant monies from CenterPoint Energy and reimbursed the Centennial Fire District $2,200 from that grant.

• Another property owner has received satisfaction from City Hall after council approved an encroachment agreement for a fence at 1823 Prairie Drive.

The landowners sought permission from the city to locate a fence in the side and rear yard, which encroaches on the city's right of way/drainage and utility easements.

• Citizens are invited to an open house at City Hall from 9-11 a.m. Saturday, July 17, prior to the start of the Fete des Lacs parade to admire the newly remodeled City Hall and to check out the history display in council chambers.

WATERING RESTRICTIONS: Hugo council says restrictions need to be updated FROM PAGE 1

At the last City Council meeting, Community Development Assistant Emily Weber explained that, “Additionally, should the governor declare by executive order that there is a critical water deficiency, Hugo must adopt and enforce water conservation restrictions.”

The city of Hugo’s water supply plan details how to allocate water and reduce demand during an emergency. In addition, the plan also outlines the city’s conservation objectives and strategies.

Hugo also has a water conservation ordinance, which allows the council to adopt a resolution that imposes regulations when necessary. Since 2001, the city has had lawn sprinkling restrictions in place. Property addresses that end in an odd number may only water lawns, trees and other vegetation on odd calendar days. Addresses that end in an even number may only water on even calendar days. (There are exceptions for new sod and vegetation.)

Residents face a $25 penalty for the first offence and a $50 penalty for subsequent offences within one year.

Per state statute, if the governor declares a critical water deficiency via executive order, Hugo, along with other cities in the state, would be required to adopt and enforce water conservation restrictions, which could include limiting lawn sprinkling, vehicle washing, golf course/park irrigation and other nonessential water use.

At the June 21 meeting, the council took the opportunity to discuss if the city should update its watering restrictions to include a time of day when water may be used for outdoor watering uses, and if there should be different restrictions for city water, private wells and stormwater reuse ponds.

“Water conservation has been a top priority of the Hugo City Council and is something that they continue to prioritize. Due to the emphasis on using stormwater reuse for irrigation, the city has been able to greatly reduce the demand on the municipal water system,” Weber explained. “While the city

is prepared to handle drought conditions, staff has noticed some concerning behaviors pertaining to water usage.”

Weber said city staff have noticed that many residents irrigate their lawns during the day. In addition, residents are concerned with the low level of stormwater ponds. City Administrator Bryan Bear said some residents who live in developments with stormwater reuse systems have been using city water to irrigate when the pond system isn’t available to them.

“The reason we have these ponds is in an attempt to reduce the amount of water being taken out of our wells and used for irrigation …” Mayor Tom

Weidt said. “I do think we need to put some thought into educating our citizens a little better on the cause and effect of water use and thinking more about what they are going to do in order to get a green lawn for a couple of days and how have longterm effects on city’s access to drinkable water.”

Weidt noted that in the past, the city has had issues with residents trying to fill ponds with city water. He added that the proposed splash pad for Lions Park was removed from the plans for this reason. “It doesn’t make any sense for a city that is not guaranteed access to drinkable water to take some of it (and) splash it around for some kids to play in. That’s not a good use of our water, of our resources.”

Weidt suggested that city staff take another look at the restrictions and consider making changes.

He said the rules should also apply to stormwater reuse ponds. (Currently, the restrictions are only in place for areas served by city water.) Council Member Phil Klein said he agreed that the city should take another look at the rules.

“This is something we need to reevaluate … As a community, we have to pay attention to how we use our water in a sustainable manner,” Klein said.

“It’s important the citizens work together to try to make this happen.”

Council Member Mike Miron suggested the city work with HOAs, owners of the stormwater reuse ponds, to help them implement conservation practices and educate them about why they are so important.

Council Member Becky Petryk suggested city staff review the list of top water users in the city and send them a friendly letter encouraging them to try to use less water.

The council directed city staff to review the watering restrictions and amend the language so they apply to both users of both city water and stormwater ponds.

Building a better community—conversation series asks the hard questions about race

It’s not about tearing down a community for its failures—it’s about building a better one, in the words of one White Bear Lake resident.

More than 50 people sat in a circle in the Armory last week, listening as White Bear Lake residents shared some of their most painful personal brushes with racism in the community. Speakers expressed their frustrations and fears, including being subtly excluded at gatherings, dreading school and fearing for the lives of their children playing in the park.

Listening to and learning from these personal stories was the object of the fi rst in a series of four community conversations on race, hosted by Many Faces in partnership with the Minnesota Humanities Center. Many Faces is a collaboration of White Bear Lake-area organizations that aim to build a welcoming and equitable community for all residents.

The event organizers hope the series will give people an outlet to discuss their experiences and questions about race, and create a more connected and supportive community for people of all skin colors.

The city of White Bear Lake recently launched a Welcoming and Inclusive Community Task Force, whose members will attend the community conversations and who will also listen to feedback about racial equity in small group and one-on-one settings.

Chris Streiff Oji, a member of the task force, was in attendance at the June 24 meeting.

“When we hear the stories, we know that we need change,” she said. “The more people we can bring into this room to hear and listen to these stories, we know they’ll take these stories back into the community and that’s going to create change.”

Those interested in sharing their experiences and feedback with the task force are now able to sign up for small group and one-on-one conversations and fi ll out a community survey at whitebearlake.org under the “Community Engagement” tab.

The next community conversation, titled “Learn & Lead,” is scheduled for July 29 at Vadnais Heights Commons.
