STILLWATER — The Washington County Historic Courthouse on Pine Street celebrated 150 years with a community event that included historical re-enactors, performers, guest speakers and more June 3.

The event was also in celebration of the 100th anniversary of the Soldiers and Sailors Civil War Monument located on the courthouse grounds. The courthouse’s history is closely intertwined with that of the Civil War. Historian Ken Martens spoke during the celebration to tell the story of Sam Bloomer, one of the most influential Stillwater veterans of the Civil War. Bloomer was famous for his heroics as a flag bearer in the First Minnesota Regiment of Infantry.

“In one incident in 1862, Sam Bloomer was promoted to serve in the color guard of the First Minnesota Regiment of Infantry,” Martens said. “After a few battles, his color sergeant carrying the flag entered the battle and was immediately shot and fell dead from a standing position. Family finally finds the Golden Spike

HUGO — After years of searching for the Golden Spike, a Hugo family of four was thrilled to be the ones to actually find it during Good Neighbor Days this year.

Sean Noren and his wife, Kerry, along with their children Mason, 10, Ava, 7, and Noah, 5, were all together when they found the Golden Spike around 5:45 p.m. Saturday, June 10 in Lions Park along the third base fenceline of the east ballfield.

The Noren family has lived in Hugo

since 2004 and has searched for the Spike every year since 2009. “The first year I looked for it, it ended up being almost in our backyard and that’s what got me going,” Sean explained (it was hidden in Diamond Point Park that year). “I have pretty much gotten close every single year. There have been times where I’ve walked right on it and almost touched it and didn’t get it at least two or three times. I’ve been in the mix when it was found a couple times.”

In the beginning Noren searched for the Spike by himself, but as Mason has gotten older, he has enjoyed

teaming up with his dad to be his search partner.

The Noren family didn’t have time to start searching for Spike this year until Saturday. Sean and Mason went out earlier in the day to scout out the parks and even went to Lions Park around 2 p.m., but did not go far enough into the park to spot the misspelled vehicle sign referenced in the bonus clue which, Sean said, would have tipped them off to fi nding Spike.

lished and the Noren family knew Spike was in Lions Park.

“We skipped church so we could fi nd the Spike. We did go Sunday morning and redeemed ourselves,” Kerry said, laughing.

The family headed over to Lions Park. After 10-20 minutes of searching, family members stumbled across the plastic tent peg, otherwise known as Spike, fi rst created as a treasure hunt in 2006 — Hugo’s Centennial year — to commemorate the city’s railroad history.

“We were the only ones around it at the time. Everyone else was scattered in the lawn and by the road. There was maybe 20-30 people around,” Sean recalled. “It was exciting. I’ve been looking for this thing for years. It was almost too easy in a sense, because we didn’t have to work too hard this time.” Kerry added there have been times in past years where Sean has spent hours at a time searching for Spike.

Sean said he enjoys the search.

“I like to try to solve puzzles and problems. It’s also fun to explore the areas of Hugo that we wouldn’t normally go see.” Mason added, “I like using my knowledge and seeing the history around Hugo.”

In addition, the search is more fun with family. The money is a perk, too.

The Norens received $600 in cash, $125 in gift cards to local businesses and a pair of Ordway tickets. Sean said the family has not decided how they are going to use the money just yet, but might use some of it for a 10day trip to the North Shore in August.

Mason hopes to use some of the prize money to purchase a Nintendo Switch, which he has saved up for.

He currently has $175 saved and estimates he needs around $300 total for the purchase.

One could say, the search for the Golden Spike has become a yearly family tradition.

He is lost who hesitates, So go and circumnavigate!

Clue 5 hints at a park that is surrounded on all sides by adjacent streets. Lions Park, like several other parks, can be circled by cars and bicycles (and rollerbladers and strollers …)

CLUE 6 Rumor has it Spike is keen On the wearin’ o’ the green, So set aside your presupposin’.

Where he hides we’re not disclosin’.

Clue 6 intimates that Spike just might not look gold where he is hidden. And that was true: the top of the peg protruding from the ground was actually wrapped in green florist tape. The clue also hints at a large expanse of grass in the park.

CLUE 7 Heritage builds community; Of its parts, it is the sum — ‘Cause 10’s the same as 2 plus 8.

(Now THAT you should appreciate.)

Clue 7 is the first direct hint that Spike was hidden in Lions Park. Lions Park has been around for a very long time, and has been the “center” of the Village of Hugo even before the village merged with Oneka Township in 1972. Moreover, up until recently Lions Park was 8 acres in size. With the addition of 2 acres following the development of Keystone Place at LaValle Fields, the park is now 10 acres (which attentive readers of The Citizen would know). The Hugo Parks Department also recently updated its website to show that the park is now 10 acres in size.

CLUE 8 History has left its little traces Throughout this park. In its green spaces The pride of our community welled And a four-legged ghost makes its memory felt.

“The pride of our community welled” in Clue 8 is a play on words blending the importance of Lions Park to the city’s history and also the presence of the fi rst city well (and the municipal wellhouse visible from the park). The “four-legged ghost” is a reference to the city’s fi rst water tower, which was dismantled more than 10 years ago in Lions Park.

One citizen group lobbied to keep it as a historical landmark but eventually it was removed for purposes of public safety.

BONUS CLUE Don’t go searching willy nilly —On side roads signed to ban “vechiles.”

But you are near the right “pélouse”: It’s a race to find the golden goose.

Just eyeball the hypotenuse.

For those who took the time to pick up the bonus clue at Key Automotive, it held some good information. Adjacent to Lions Park is the side road leading to the city’s wellhouse behind the St. John’s Cemetery. There is a sign posted at the entrance to that driveway prohibiting all but official “vechiles.”

Not everyone would notice the misspelling of “vehicles” at fi rst glance, but it made a great clue.

“Pelouse” is a French word referring to “lawn,” and “race” refers to the Color Run held that morning

by Oneka Elementary School students, a race that terminated in the park. “Hypotenuse” refers to a line drawn from the sign at the northwest corner of the park to the park’s southeast corner. Spike lay not far off of that line.

CLUE 9 And so we come to the grand finale Of this year’s hunt for the gold, by golly!

We won’t say where he’s concealed, But little Spike’s not far afield.

Take some time to play and hover (But you don’t have to pay the cover).

“Finale” refers to the road along the west side of Lions Park; Spike lying “not far afield” refers to the softball field where he was hidden. The reference to “play” refers to the carnival and Midway for Good Neighbor Days, and “paying the cover” was an attempt to indicate that Spike was not hidden in the beer garden or music venue, where searchers might be asked to pay a cover charge (we play fair).

CLUE 10 Spike loves people, as you know, So to Lions Park you must needs go.

Get the lead out

I

F YOU ARE living in an older home that likely has lead pipes, for your health and safety it might be a good idea to run the water for 30 seconds to two minutes before using it for drinking or cooking.

This information comes from the Portland, Oregon Water Bureau. They suggest using cold water for cooking and baby formula. Avoid the hot water tap for cooking and drinking.

They also suggest cleaning the faucet aerator periodically and having your children tested for lead. When replacing plumbing, be sure to buy those without lead or a low lead content in the About the fixtures.

It’s hard to manage natural resources when there are so many layers of government that are involved. It is still a beautiful sheet of water, as Mark Twain once said.

AT THIS MOMENT the Dow is over 20,000. If there is a 100 point drop, it would only be a half a percent drop. Back in the seventies when the Dow was 861, a 100 point drop equaled an 11.6 percent drop. I don’t know if that makes you feel better or not. One has to take the total in perspective for a percentage factor.

ON SATURDAY, MAY 20, area residents turned out in huge numbers to support Paul Auger and his family while he is recovering from Guillain-Barre disease.

The lower level of the Village Sports Bar fi lled with supporters bringing greetings, bidding in the silent auction, celebrating with the Winter Carnival entourage, and enjoying tacos and beverages.

A good number of fundraisers take place all over to assist people who have suffered a loss or tragedy. It’s a great way to help, not only financially but to give them encouragement and hope.

WITH THE TREND toward online buying from the big competitors like Walmart, Target and others, we see retailers making adjustments with online shipping, store pickup and free returns.

The future of malls could end up being office buildings.

If you want to keep a community and its business district alive, shop at home as much as you can. Price, convenience and fast delivery have attracted a lot of retail dollars to the giant known as Amazon, now with a Twin Cities distribution center. Our local business owners traditionally do their best to accommodate your needs and provide good service.

WHITE BEAR HIGH School’s soft-spoken superintendent Michael Lovett is stepping aside after nine years of providing good leadership to the district. He provided a strong emphasis on writing, communication and moving the bar up throughout the district. He leaves the district several notches up from his tenure.

s parents make plans for the summer I want to encourage you to set up a schedule for your elementary students to read and do math. By keeping students actively engaged it truly can give them a “leg up” in the fall and in their academic career.

In addition to reading and interacting with younger children, especially kindergarten, a great computer resource I recommend is www. starfall.com/.

For math, there are lots of apps out there for math facts or you can use old fashioned flash cards. As a family, we

made games out of things like guessing the total amount at the checkout when we went grocery shopping to give our children practice with math.

I know children need to take time to just play in the summer, but in this competitive academic world, I believe we need to continue to invest the time now to give our children an advantage in the future.

Bridging the gap between school lunch and SNAP

I wouldn’t be able to eat and would probably get sick if I didn’t have SNAP” I heard one senior neighbor say last week.

With the president’s recent budget proposal to cut funding for the Supplemental Nutrition Assistance Program (SNAP), formally known as food stamps, our neighbors at the White Bear Area Emergency Food Shelf (WBAEFS) are expressing their concern.

In the U.S, 45 million people, just 14 percent of the population, are enrolled in SNAP, with an average benefit amount of only $1.40 per person per meal. To be eligible for SNAP, a household of four cannot earn more than $40,100 annually…before taxes.

With Trump’s budget proposal, $191 billion would be slashed from the SNAP program over the next decade, with the aim to get people working.

However, SNAP already requires

adults without children to work at least 20 hours a week to be eligible. Most of the families with children already work, but the earnings are just not enough, reflecting the issue of low wage jobs.

In addition to our Market Shopping and weekly Bonus Friday, we partner with the White Bear School District to offer a KID Pack Program — a free, supplemental weekend food program for students.

Summer is a difficult time for many families. Only about 15 percent of kids who rely on free and reduced-priced lunches during the school year continue to access summer meal programs. We are pleased to continue our KID Pack Program

for students enrolled this summer at Birch Lake, Vadnais Heights and Lincoln Elementary Schools, and Central Middle School.

Everyone deserves easy access to healthy food options. SNAP, the school meal program, and our work at the food shelf together all help ensure our neighbors are healthy and food secure.

LETTER TO THE EDITOR Music in the Park article There is a negative and unintended implication in the otherwise excellent article, “Centerville offers residents a musical summer,” published May 25.

“The idea (Music in the Parks) came about after a pool of money was sitting around from runners’ entry fees from the Centerville 8K Run.” That remark could not be farther from the truth. It implies the lack of a preconceived purpose or intended benefit to be derived from the Centerville 8K Run. It belittles the long hours and hard work of everyone who volunteers to make the 8K run a success. It implies to the Centerville businesses that their sponsorship is not really needed, and it implies to the runners that the city is unnecessarily collecting user fees.

In 2008 Centerville was faced with deep budget reductions. The Parks Committee took its share of that reduction. As a new member of the committee, I proposed adding the 8K Run to the city’s annual Fête des Lacs celebration to offset the budget reduction and continue improving city parks and trails.

Live music in the parks was originally proposed by the LaValle family,

local musicians and longtime residents of Centerville. Tom Lee, the thenCity Council member overseeing the Parks Committee, recommended a professional quality sound system. From a long list of needed park improvements, the Parks Committee selected music in the parks as its top priority.

July 23 will mark the ninth year for the Fête des Lacs 5K and 8K runs. Over the years, the proceeds — supplemented by donations from the Centerville Lions and Dead Broke Saddle Club — have paid for a sand volleyball court, basketball court, sliding hill, electrical upgrades in LaMotte park, and five park benches in addition to the sound equipment. This Fête des Lacs event has saved Centerville residents thousands in tax dollars.

None of this would be possible without the support of the City Council, volunteers, local business sponsors and, of course, the runners.

Public invited to participate in More Than Pink 5K The public is invited to join in on the More Than Pink 5K from 6-8 p.m. Wednesday, Aug. 9. More Than Pink is a program to inspire fi fth- and sixthgrade girls to stay true to themselves and live free from societal stereotypes while training for a 5K. The seven-week program will culminate with the 5K. Register by July 15 to receive a T-shirt, however same-day registration is also an option. Cost is $20/with T-shirt or $5 for the run only. HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A Hugo man, 32, was cited at 10:32 a.m. May 29 on westbound Frenchman Road and Victor Hugo Blvd. for semaphore violation, after Washington County Sheriff’s deputies on stationary patrol at the red turn arrow observed the motorist’s BMW continue through the light without slowing. The driver told deputies that he didn’t see the yellow light until it was too late and didn’t want to slam on his brakes.

• A Hugo woman, 57, was issued a verbal warning at 10:59 a.m. May 29 on 140th Street N. and Flay Avenue N. for speeding.

• A Hugo man, 30, was cited at 7:01 a.m. May 31 on 140th Street N. and Flay Avenue N. for failure to display current registration, after deputies behind the motorist noticed tabs that expired in April 2016. The subject told deputies that his “wife usually takes the old tabs off, and anyway, we didn’t get anything in the mail.”

• A Columbia Heights man, 30, will be cited if he doesn’t complete an insurance request form in a timely manner after he was pulled over at 9:29 a.m. May 31 on Forest Blvd. N. and Frenchman Road for an expired driver’s license when deputies conducted a random computer check. Although the motorist was able to provide deputies with a receipt for a new driver’s license application, he was unable to show current proof of insurance.

• A Coon Rapids man, 31, was cited at 4:50 p.m.

May 31 on westbound Frenchman Road N. for not wearing a seat belt, and issued a verbal warning for failure to provide proof of insurance after eastbound deputies on seat belt patrol in the center median observed the motorist not wearing one.

When deputies approached the subject’s window, however, the seat belt somehow was on the driver.

Five other motorists were cited that same evening during the seat belt sting. An additional motorist on Egg Lake Road N. and Foxhill Avenue N. was cited on June 2.

• A Hugo man, 34, was cited at 5:01 p.m. May 31 at Papa Murphy’s on Victor Hugo Blvd. N. for tabs that expired in December after deputies spotted him and his expired tabs leaving the Kwik Trip moments earlier. The motorist also had expired proof of insurance and had been cited previously for expired tabs. The subject told deputies he hadn’t time to get new tabs since his last traffic stop.

• A Hugo man, 21, was arrested at 5:16 p.m. May 31 in the 5000 block of Evergreen Drive N. for misdemeanor domestic assault against a woman in his household and detained at the jail.

• Deputies received a report of a stranded turtle at 6:52 p.m. May 31 on 159th Street N. and Fairoaks Avenue N. Officers removed the turtle from the middle of the road and placed the uninjured reptile at the side of the road.

• A resident in the 4000 block of Victor Path reported a $500 silver mountain bike with 21 gears stolen overnight May 31-June 1 from the back of a locked car.

• A resident in the 5000 block of 157th Street N. at 10:56 a.m. June 1 reported that he never received a package containing grill parts that was reported to have been delivered at 10 a.m. May 26. The complainant is out $9 plus shipping and handling.

• A resident in the 5000 block of 147th Street N. at 11:56 a.m. June 1 reported receiving a letter from a credit card company saying her application for a credit card she already owned was denied. The complainant found one fraudulent charge on the card.

• A Monticello man, 38, was cited at 2:14 p.m. June 1 on Victor Hugo Blvd. N. and Frenchman Road N. for unsafe lane change after deputies observed him turn left from the center lane of three clearly marked lanes. The driver told deputies that he thought he could turn from any lane. He was also verbally warned to change the address on his driver’s license.

• A resident in the 8000 block of 132nd Street N. reported a $25 mailbox damaged overnight June 1-2.

At around 2:00 a.m., the complainant heard a large pickup truck outside, which he thinks struck the mailbox. In the morning the complainant found pickup truck tire tracks in the ditch and muddy truck prints in the street by the damaged mailbox.

• A Hugo man, 21, was cited at 8:01 a.m. June 2 on Frenchman Road N. and Forest Blvd. N. for speeding 57 mph in a 35 mph zone and failure to provide proof of insurance after he passed deputies on stationary patrol in the center median at a high rate of speed and accelerated to pass all the other vehicles.

• A White Bear Lake woman, 28, was cited at 8:57 a.m. June 2 on northbound Forest Blvd. N. at 165th Street N. for driving after suspension and speeding 67 mph in a 55 mph zone after she was clocked on radar, and a random computer check showed revoked status.

• A Hugo man, 22, was arrested at 11:08 p.m. June 2 in the 13000 block of Flay Avenue N. on an outstanding warrant. The subject was aware of his status, cooperative and transported to jail without incident.

• A Hugo man, 20, was cited at 2:07 a.m. June 4 on southbound Forest Blvd. N. and 165th Street N. for open container after being pulled over for a missing front license plate and leaving an open container of alcohol within easy reach and within deputies’ view in the back seat. The subject, who said it was his friend’s vehicle and his friend’s alcohol, was also issued a verbal warning for the missing front plate, no proof of insurance and failure to transfer title.

• Washington County Sheriff’s deputies at 5:35 a.m.

June 4 in the 6000 block of 137th Street N. reported damage to their own squad car after they ran it through the car wash and noticed damage to the front left of the vehicle near the headlight. Deputies said they didn’t recall hitting anything.

• A garage of a multiple-unit dwelling in the 14000 block of Forest Blvd. N. was reported damaged at 9:18 a.m. June 4. Unknown persons were suspected of backing into the garage and causing significant damage to the support post and crushing the gutter. The driver of a U-Haul is suspected, after witnesses saw the vehicle in the area at 2:30 a.m.

• A Hugo man, 38, was cited at 6:57 p.m. June 4 in the 9600 block of westbound 170th Street N. for speeding 69 mph in a 55 mph zone.

• A West St. Paul woman, 31, was cited at 9:50 p.m.

June 4 on 170th Street N. and Ingersoll Avenue N. for speeding 66 mph in a 55 mph zone, after deputies clocked her on radar at 73 mph.

• A resident in the 15000 block of Forest Blvd. N. at 12:39 a.m. June 5 reported that a male who he had met through Facebook borrowed his 1996 GMC Yukon two days earlier and never returned it. The complainant had no title for the vehicle to claim ownership or facilitate fi ling charges, nor did the complainant have any keys to the vehicle: the only set was with the male who borrowed it.

• A Hugo man, 37, was issued a written warning at 10:10 a.m. June 6 in the 15000 block of Forest Blvd.

The subject said she thought her identification was still valid because she was still paying the reinstatement fee. She also asked for, and was given, a courtesy ride to her place of employment in White Bear Lake.

• A loose brown horse with no reins or saddle was reported at 5:20 a.m. June 8 on Highway 61 and 170th Street N. • A resident in the 4000 block of 121st Street N. at 3:05 p.m. June 8 reported receiving a suspicious phone call claiming to be from Comcast, asking, “Do you have the ability to control your accounts?” The complainant quickly called her bank; no money was lost.

• A resident in the 4000 block of Evergreen Drive at 4:40 p.m. June 8 reported his ex-girlfriend for harassing him to move out and threatening to change the locks and cancel his insurance. The ex-girlfriend told deputies her ex-boyfriend had been living in her garage for three years and that she wants him out. Deputies advised the ex-girlfriend of proper eviction procedures.

• A Hugo man, 43, was arrested at 9:28 p.m. June 8 in the 13000 block of Europa Court for domestic assault, after a woman and child showed up at the complainant’s residence and pounded on her door and rang the doorbell. The victim told deputies that the subject had tried to choke her to obtain keys to an SUV. The woman, who was holding a child, showed deputies the marks on her neck. As the woman and child walked with deputies toward their home, the male turned up and was taken into custody.

• A Willernie man, 27, was cited at 7:51 a.m. June 9 on 122nd Street N. and Keller Avenue N. for driving after suspension after deputies pulled him over for a loud muffler and conducted a random computer check.

• A Hugo woman, 28, was cited at 9:07 a.m. June 9 on 122nd Street N. and Keller Avenue N. for driving after revocation after deputies pulled her over for a cracked windshield and conducted a random computer check.

• A resident in the 6000 block of 150th Street N. at 1:39 p.m. June 9 reported receiving a IRS scam phone call. No money was lost; the complainant just wanted the incident documented.

• An employee of Industrial Painting in the 5000 block of 152nd Street N. at 2:03 p.m. June 9 reported recovering one of six dumpsters that had been stolen from his business. Follow-up will continue.

• A Hugo woman, 28, was cited at 4:29 p.m. June 9 on 122nd Street N. and Keller Avenue for driving after revocation, failure to yield and failure to maintain her lane, after deputies observed her cross over the fog line. Deputies had difficulty pulling the subject over and finally had to resort to turning on the siren to get her to pull over by the time she’d reached her own residence. The subject yelled profanities at deputies, who advised her to have a nice day.

• A Hugo woman, 32, was cited at 6:36 p.m. June 9 in the parking lot of Victor Gardens North Village retail center on Victor Hugo Blvd. N. for driving after suspension and tabs that expired in May, after deputies on routine patrol conducted a random computer check.

• A mountain bike was reported stolen at 10:14 p.m.

June 9 from Lions Park on Upper 146th Street N. during Good Neighbor Days. The owner’s mom told deputies her juvenile son had left his bike unsecured in a pile with friends’ bikes. When he returned, the bike was gone. The mom told deputies she wondered whether the bike wasn’t really stolen, because her son had a bike lock. She thought that perhaps one of her son’s friends took it as a joke.

• Two fights stemming from activities at the Blue Heron Grill were reported at 1:47 a.m. and 2:11 a.m. June 10. Both fights involved unidentified juveniles punching the complainant, jumping on people and pushing a woman down, following a skirmish in the bathroom. The complainants, who gave a scant description of the attackers, were intoxicated, bloody-nosed and uncooperative.

tradesman, where he sold the lumber used in the courthouse’s construction.

Bloomer was extremely well respected by citizens of the city.

“Sam Bloomer was the kind of hero that you could trust with $50,” Martens said. When Bloomer came back from the Civil War, he found a wallet laying on the ground in downtown Stillwater and it had $50 in it. He put an ad in the paper, saying that anyone who could identify the wallet could have it.

“It’s that kind of integrity and character that Sam Bloomer had, to the point where he was elected St. Croix County treasurer in 1888 and served for three terms,” Martens said. “That’s the kind of character and integrity that the city of Stillwater is built on. You can trust Sam Bloomer with $50, you can trust Sam Bloomer with the county treasury and you can trust Sam Bloomer with your life if you’re in a fight.”

Bloomer was also instrumental in establishing the Civil War monument at the courthouse.

Wagners offers summer garden trends and tips

Hoping to spruce up the lawn and garden this summer? Steve McCoy, manager of Wagners Garden Center located on Everton Avenue just off Frenchman Road in Hugo, offers green thumbs a variety of tips for adding color, vegetables or just a fresh look to local flower beds.

Flowering trends Geraniums are a longtime favorite for Wagners customers — the red variety remains the most popular.

McCoy noted, “We're known for our geraniums and poinsettias.” But those aren't the only annuals they sell. A large quantity of flowers is currently available, and they are all grown on the Wagners property.

One spectacular new bloom available at Wagners this year is the purple and white Night Sky Petunia, aptly named due to the white, starlike specks dotting the dark purple blossom. McCoy said, “They change periodically through the season … it's gorgeous.”

This year, Wagners also sells impatiens called SunPatiens that can take more sun than conventional varieties of impatiens. This hardy, thick-petaled style with thicker stems is fitting for areas of the yard that receive hot afternoon sun.

Fruits and veggies “Growing your own fruits and vegetables is becoming more popular,” McCoy said. “People are wanting to get more organic.” One strategy to grow vegetables at home is to use

straw bales. McCoy said, “We're doing more straw bale gardening, where you buy a bale of straw, and you condition the bale and you actually plant the vegetables in the bale so there's no soil involved. At the end of the year, you can use the leftover straw as mulch or you could compost. There's no waste.”

McCoy added that because a large

percentage of the Hugo population lives in condominiums and townhouses, growing vegetables in pots on a balcony or deck is also popular. As far as growing tips, McCoy said, “I usually tell people not to water from the top; water from the soil, and always mulch the top because it helps prevent diseases. I use paper from my shredder as mulch.”

For the novice attempting homegrown vegetables, McCoy advised growers to “stay away from the heirloom tomatoes … they are very touchy. Stay with the hybrids. Hybrids are heartier and more diseaseresistant.”

Attracting hummingbirds

Cultivating a fairy garden indoors or out is a popular hobby. Wagner’s sells miniature houses, figurines and accessories for fairy garden enthusiasts.

The hummingbird season is short in Minnesota. McCoy said to attract those minuscule, elusive avians, get out the feeders now and “make sure that the flowers you plant are throated, or trumpet.” He said the little birds love honeysuckle, the trumpet vine, snapdragons and salvias.

For store-bought hummingbird feeders, McCoy advises people to make their own nectar. He warned that a

study out now suggests not to put the red food coloring in the hummingbird food because it can cause kidney problems. “The recipe I use is four parts water to one part sugar.” No coloring is needed.

Planting the seed Parents and grandparents frequent Wagners Garden Center with their children and grandchildren to purchase trendy pint-sized gardening supplies such as small trowels, gardening gloves and rakes.

Wagners also sells fairy garden supplies, another popular hobby among the young and young at heart. This year, the retail store is selling diminutive houses shaped like pinecones and strawberries, as well as small walkways, benches and birdhouses, all scaled to fairy size. Fairy gardens can be cultivated outdoors as well as indoors with house plants.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its June 14 meeting: • After a discussion, tabled action on a proposals from Lynn & Associates for organization review services and HueLife for employee engagement/ organization review services. Council members said they would like to look at offerings from other organizations before making a decision.

• Granted a demolition extension until July 17 to Waterworks owner Richard Defoe, who had requested a 30-day extension to demolish the site at 7281 Main St. because he has a contractor interested in salvaging the interior woodwork.

DeFoe had agreed to complete the demolition by Aug. 1, but council will direct DeFoe to complete the demolition before the start of Fête des Lacs on July 18.

• By a vote of 3-2 (Paar and Council Member D. Love opposed) approved the Planning and Zoning Commission’s recommendation of WSB & Associates to provide professional consulting services in the amount of $33,000 to update the 2040 Comprehensive Plan according to Metropolitan Council requirements.

• The proposal was $10,000 less than the proposal from the city’s regular engineering fi rm, Stantec, who proposed an amount from $43,983 to $48,834. WSB is working with many of the cities in the area, Ericson said. The Comprehensive Plan is a very open-ended project, City Engineer Mark Statz of Stantec said. “Money talks,” Councilman Steve King said.

• Directed city staff to begin the process of preparing and publishing a notice of public hearing regarding the modification of the city’s Economic Development Authority (EDA). As part of the 2017 City Council focus goals, the city will reorganize the current city EDA— currently made up of five members of council— to a fivemember board made up of two sitting council members and three Centerville residents.

• According to Minnesota state statutes, the fi rst step in forming an EDA is to have a public hearing. The general public must be notified of a public hearing not more than 30 days in advance and published in the local newspaper for two consecutive weeks.

• Approved the Parks and Recreation recommendation to appoint Heidi Grahek as a committee member. Council members commended and thanked Grahek for all her work in the community. “She attended one meeting already and was a warm addition to the committee,” Ericson said.

• Approved the Parks and Recreation Committee’s recommendation to grant a special event permit for the Fête des Lacs 5K/8K Walk/ Run & Kids 1/2 Mile to be held at Hidden Spring Park on LaMotte Drive, on Centerville Road and on park trails around Centerville Lake. The event is scheduled for 7-10 a.m. July 22.

HUGO BITS & PIECES The Hugo City Council conducted the following business at its June 5 meeting: • Approved Rachel Leitz’s withdrawal of her letter of resignation.

Leitz decided not to take a job offer in Iowa and wishes to remain employed as community development assistant with the city of Hugo.

• Approved a site plan for seven mini-storage buildings totaling 21,700 square feet for a facility to be known as Gopher State Ministorage.

The 3.27-acre lot is located north of 152nd Street and east of Forest Boulevard in the Peloquin Industrial Park.

• Officially met Deputy Greg Reiter. He replaces Deputy Joe Zerwas, who is the new Hugo investigator.

Sgt. Joe Stoehr introduced Reiter, noting he started 20 years ago with the department. Reiter received Deputy of the Year in 2008 involving a shooting case in Lake Elmo and most recently worked in the courts system.

He is also a Hugo resident and “loves” the city. “There’s a great variety of everything here,” Reiter said, adding he looks forward to protecting the residents of Hugo. He is working the day shift.

• Recognized Byron Anderson of Hugo for the Lifetime Achievement Award he received from the

Washington County Board of Commissioners.

Anderson has been a leader of the Town of May 4-H Club for 45 years. Council presented him with a certificate of appreciation. Anderson fi gures he’s mentored at least 1,000 youth in 4-H projects that range from livestock and robotics to photography.

Mayor Tom Weidt congratulated Anderson on his volunteerism in the community.

• Approved a special use permit for a Tough Mudder event at Wild Wings Game Farm July 14-16. One resident spoke up about the “horrendous” traffic the event generates on Egg Lake Road. The mayor said this is the fi rst complaint the city has received.

Residents in the area have or will be notified by the city of the anticipated traffic.

• Awarded the contract for Waters Edge Water Reuse project to Peterson Companies for $348,000, one of two bids received. The engineer’s estimate was $403,000. The total project will cost $471,600 including contingency and indirect costs. The city is responsible for $241,600 after a $230,000 grant is received. Money will come from the stormwater fund.

• Concurred with the Parks Commission’s recommendation to keep the Goodview Avenue property a

city-owned park available for public use.

Staff was directed to remove brush and make other improvements to improve visibility. A picnic table will possibly be added as the property could be used as a trailhead or rest stop when a trail planned on the west side of Goodview is constructed.

The park closes at dusk.

• Approved revision of parking ordinances.

In review of the code, staff has found existing parking requirements to be excessive.

Some of the revisions under a revised code include one parking space per three seats for restaurants and churches.

Retail space will be required to have one space per 250 square feet of gross floor area. Also, no person shall park any vehicle or trailer on any street for an excess of 72 hours.

• Approved an ordinance regulating swimming pools.

• Approved the appointment of fi refi ghter Greg Millard as chief engineer on the Hugo Fire Department. He replaces Roland Guareschi, who resigned to take an engineer position.

Centerville passes new ordinance Personnel board will oversee city employee issues

The city of Centerville has just approved a new ordinance that has more to do with its employees than its citizens.

After a lengthy discussion at its June 14 meeting, the Centerville City Council voted 4-1 (Councilman Matthew Montain opposed) to add a new section (31.03), Establishment of Personnel Board to Chapter 31 of the city code.

By a vote of 4-0 (Montain abstaining), council also appointed Montain and Mayor Jeff Paar to sit on the board, along with City Attorney Kurt Glaser.

The Personnel Board, which will consist of two council members and the city attorney, will evaluate the work performance of the city administrator, examine employmentrelated activities and policy questions, assist with union contract negotiations and make recommendations of all activities to council.

According to the ordinance, the board will also “recommend hiring, termination or suspension of any department head or administrator for violating the law as it relates to employment and criminal behavior, dereliction of duty or other employment infractions, effective until the next council meeting when they may affi rm, modify or rescind the suspension.”

Council members were reluctant to spend more money in legal fees to form a personnel board.

Montain, who opposed passing the ordinance, said he needed more information before he would be ready to approve the new ordinance.

City Administrator Mike Ericson wondered

whether there was an issue necessitating a personnel committee and whether there was a sense of urgency. “This is an ordinance — a big deal,” he said.

Paar noted that if a staff member had a complaint about another staff member, they would go to the city administrator, but if they were to have a complaint about the city administrator, who would they go to?

“I believe the city needs a personnel board, and it ties in with organizational review as well,” Paar said. “The board can be a tool to promote harmony at City Hall, as well as address any concerns that may come up.”

Montain cautioned council. “No one is spending as much money on attorney fees as we are.” The city would have to pay its city attorney to sit on the board.

“This proposal should be kicked around and talked about a little,” Councilman Russ Koski said.

Paar then spoke reluctantly, but with a sense of urgency, about friction at City Hall, saying he had received complaints from both staff and city administrator alike through emails and phone calls. “I believe we need this to get issues worked out. We need to start somewhere,” he said. “We need to have this board so that we can work on making things better. We need to pass it tonight and get working on it.”

Council quickly got to work to pass the ordinance, and as soon as it passed, Paar thanked the council for “drilling down and moving the ordinance forward.”

Dead Broke Saddle Club hosts High School Rodeo Finals

Every year, the best high school rodeo competitors in Minnesota compete at the Minnesota High School Rodeo State Finals hosted by the Dead Broke Saddle Club in Hugo. Skilled riders participate in many fast-paced events throughout the weekend schedule, including team roping, steer wrestling, barrel racing and bareback riding and other events. There is also an awards ceremony and a royalty coronation for the annually crowned “Queen of the Rodeo.”

This year, in its 19th season, from June 8-11, the event went on as scheduled despite record heat on Saturday and a hailstorm on Sunday morning. The Dead Broke Saddle Club, Forest Lake Chrysler Jeep and Dodge Ram, Forest Lake Sanitation and MidWest One Bank in Forest Lake all sponsored the event, and event champions received custom saddles by RS Saddlery & Gist Buckles.

The MHSRA The Minnesota High School Rodeo Association (MHSRA) is a self-supporting, nonprofit organization supporting statewide involvement of students in grades 6-12 with a mission to “promote the positive image of the rodeo, preserve the Western Heritage and maintain the highest regard for the livestock.” The organization stresses the importance of education among its members and offers a scholarship program to help further member education.

The Dead Broke Saddle Club is a nonprofit organization that promotes and sponsors equestrian activities for youth. The Dead Broke Saddle Club has hosted the High School Rodeo State Finals since 1998. Saddle Club President Tom Schaffhausen said, “This is a culmination of 13 regions around the state of Minnesota of their rodeos. This is the grand finale.

The length of time depends on the services you purchase – 60 days for voice telephone service, 12 months for qualifying broadband service. Certain exceptions to the transfer restrictions may apply. A household is defined for the purposes of the Lifeline program as any individual or group of individuals who live together at the same address and share income and expenses. Lifeline service is not transferable, and only eligible consumers may enroll in the program.

Queen for a year The queen contest is a competition for the girls of each state in the National High School Rodeo Association (NHSRA). The queen is selected based on her judged performance in eight categories, including a personal interview, written test and horsemanship.

This year’s honor was given to Cheyenne Owens, a junior in high school in Truman, Minnesota. Owens said she was honored to be this year’s queen. She said, “My dad first put us on a horse when we were 1 … I’m really honored. To be able to get the word of rodeo out to everyone is really nice. When I have kids, I want them to be in rodeo too.” As queen, Owens will attend rodeo events throughout the year to help spread the word about the association.

Young riders, big dreams Tate Promersberger and his sister Alexis, from Littlefork, Minnesota, both competed in this year’s state finals. Tate competed in the team roping, calf roping and bull riding sections; Alexis participated in the barrel racing, pole bending, team roping and breakaway events. They were both thrilled to be in the finals; they have ridden, as Tate said, “as long as I can remember.”

Victoria Skiba from Cambridge took third place in the final goat-tying event, which she described as “basically running down, jumping off your horse and tying a goat.” Skiba has been goat tying in rodeo events for six years with her horse, Baby. “It’s very exciting, because

it means I’m in the top 10 and I have a chance to go to nationals,” she said on the final day of the competition.

Jaida Hagen, 15, of Elk River, was in the barrels and poles events with her horse, Juniper’s Leo. Hagen has ridden since she was just 6 years old. She said, “It means a lot to take part in this. A lot of dedication, blood, sweat and tears.”

After a three-week dry spell, shower activity picked up a bit, with 1.08 inches falling between June 11-18. LANDSCAPE FOREMAN

POSITION OVERVIEW: Duties for the Landscape Foreman position include staging materials, planning, flowers, mulch, rock, sod, seed, overseeing 1-2 crew members, etc.

The Foreman position is responsible for the overall direction of project/site, working with and reporting to the Field Manager. The Landscape Foreman is a key component in our ability to sell & install additional landscaping within our portfolio of work.

Position must be able to demonstrate the ability to get results through others in a positive work environment.

Attention to detail, strong Planning/Organizing skillset, strong communication skillset and multitasking are all qualities that are needed for this position. • Skid-Steer experience • Positive attitude, hardworking and organized individual to work in a team environment • Ability to lead a crew of two to five people • Ability to work with all levels of employees • Snow removal experience (Plow truck/Skid Steer)

Requirements • Must have a CDL A license prefer one year of experience. Will consider military driving experience and new CDL drivers!

Fun at Hugo Good Neighbor Days Above: Hugo Lion Grant Shafer announced the winners of $1,000 college scholarships during the Hugo Good Neighbor Days awards ceremony June 11. Recipients include (from left): Tess Wilder, a White Bear Lake grad who plans to attend the University of Wisconsin-Milwaukee; Ashley Dalbec, a White Bear Lake grad who will attend the College of St. Benedict; Abbie Payne, a Forest Lake grad who will go to St. Catherine’s University this fall; and Rachel Redepenning, a Forest Lake grad who plans to attend the University of Wisconsin-Eau Claire. Not pictured is Carolyn Lutz, a Forest Lake grad who plans to attend Century College. The Lions have awarded $5,000 to $6,000 in scholarships every year for about 20 years using funds raised from its annual Good Neighbor Days fundraising event.
