One of the most used O p phrases from him is “what c can I do to help?” He’s quick to help out with whatever you might need— from small engine repair to dropping off groceries because he was at the store and wanted to save me a trip out. He was a t-ball coach when I was younger, a science fair jjudge when school needed h helpers, chaperoned ma many field trips, a Girl Dave Newell, Centerville Scout cookie parent, church photographer, and taught my sister Molly and I the importance of service and helping fellow humans out.

My parents together raised us to place importance in our community well being, to be helpers because we could and not because we wanted the accolades of others. It’s something that he still continues into his retirement and now teaches his granddaughters.

Our dad, Robert Madson has called White Bear Lake home now for over 50 years. Our dad always instills the importance of family.

When a council or board makes appointments or reappointments to boards or committees, it is typically done in a unanimous fashion. Often, the appointment is placed on the consent agenda.

That was not the case with a recent Rice Creek Watershed District board reappointment.

After a lengthy discussion, the Anoka County Board voted 5-2 to reappoint Patricia Preiner to the Rice Creek Watershed District (RCWD) Board of Managers June 9. Commissioner Jeff Reinert (District 6) and Commissioner Matt Look (District 1) voted no.

The Quad Community Press has previously reported in detail numerous complaints that area city administrators have with the district when it comes to the district’s appointment process, oversight, budgets and more.

Reinert said he was confused as to why the item was even on the agenda in the first place.

He explained that when he was elected in February’s special election, he was asked to recommend someone for appointment to the RCWD Board of Managers.

“When starting my process, I ran into a lot of opinions about this candidate, some very good and some very bad. I also found when talking with a lot of the cities, that issues exist with the RCWD and there are processes that are very cumbersome and costly for cities,” he said. “I have talked with literally dozens of people. I have spent countless hours, had various meetings.

We identified through that process issues that existed and solutions.”

Reinert said that the RCWD is currently putting together a document that will memorialize the process and spell out what RCWD is willing to do to try to address some of the issues and concerns that have arisen.

“As soon as this document is finished, if, in fact, Patricia Preiner is my recommendation, at least then she will be taking that seat with accountability,” Reinert said. “I think that voting and putting someone in place prior to the completion of the process that has been going on for two months right now is somewhat disrespectful to the dozens of people and the countless hours that have been spent to get to the point that we are at.”

Reinert requested the item be postponed to the board’s next meeting, when he was hopeful RCWD would have that document completed.

The postponement failed when a required supermajority vote was not reached, and the discussion continued.

Here is a preliminary rendering of what the 21,820-square-foot addition could look like at Centerville Elementary School. The proposal would add 12 new classrooms, four of those for preschool.

School Board Chair Suzy Guthmueller both wonder if the boundaries for Rice Lake Elementary and Centerville Elementary could be revised. Dietz explained that the demand for pre-K at Rice Lake continues to go up, and that the school saw its largest kindergarten class yet this year, at least since 2005.

The school board ultimately authorized the district’s administrative team to move forward with presenting the project to MDE for lease levy approval. The topic will be discussed

closest elementary school, Rice Lake Elementary, is at 83.7% capacity. Dietz said the Rice Lake Elementary percentage is a bit deceiving, as it does not include the rooms used for preschool, early childhood and other programming in the building.

Centerville Elementary has 26 classrooms, including one preschool classroom. A total of 530 students are split into 20 sections across grades K-5, with an average class size of 26.5.

The proposed 21,820-square-foot addition would add 12 more classrooms (four for preschool) and two flex spaces. The addition would allow the district to serve up to 795 students spread across 30 sections with the same average class size.

The project, which is estimated to cost $7.95 million, would be paid for by lease levy funding. Executive Director of Business Services Patrick Chaffey explained that because the Centennial Area Learning Center (CALC) lease levy will drop off in 2021, a tax increase to pay for the project would not be necessary. In fact, he said a $225,000 home would see a reduction of $3 annually.

If given the green light from the school board and MDE, construction would begin in spring of 2021 with occupancy in fall of 2022.

For a while now, the Centennial School District has been projecting an increase in enrollment. To accommodate that growth and future growth, the district continues to delve into whether an addition at Centerville Elementary makes sense.

The Centennial School Board heard a presentation from Dennis Cheesebrow and Sheri Allen from TeamWorks International at its June 8 meeting. In a presentation that would normally take over two hours, Cheesebrow did the best he could to summarize the process the company went through and what they found while authoring a 106-page demographic, housing and enrollment analysis.

That’s in addition to the information the district already received in 2019 from Hazel Reinhardt, who shared her enrollment projections for the district over the next decade.

Reinhardt is a former state demographer who has owned her own consulting business since the 1990s.

“For the last few years, especially in the Centerville and Lino Lakes area, we have sort of seen this coming,” said Superintendent Brian Dietz. “It has been good to go through this process to get better data to make sure what we heard from Hazel, developers and cities is still accurate and how that all plays together.”

Dietz explained that the board was not being asked to make a decision on the school addition at this time, but to authorize the district’s

administrative team to seek approval from the Minnesota Department of Education (MDE).

Approval from MDE would be required since the project would be paid for through lease levy funding.

A key element Cheesebrow mentioned during his presentation is market share, which means out of the total number of school-aged children (according to census data), how many are enrolled in the district. “Market share can double the size of the facility if you are not paying attention,” he said. “You have the highest enrollment we have ever seen. We literally have not seen across grade level market shares of these numbers.

Market shares outside of your district are nearing 70% of students. This is what we would call an attraction district.”

The district is also paying close attention to housing developments.

Watermark, an ongoing residential development in Lino Lakes that spreads across 372 acres and will include approximately 860 homes, is expected to have a significant impact on not only the Centennial School District but also the White Bear Lake and Forest Lake school districts.

According to projections, the Watermark development is expected to have a student population (K-12) of 499. Of this number, 239 would be at the elementary level. A number of other developments are underway, or planned in the near future, that will also impact the district.

Stay vigilant

t is good to see local businesses, including restaurants, opening last week. Many of the small businesses throughout our community were on the verge of dying and needed to open back up.

Most of the local businesses I have visited in the past week are doing their best to follow the guidelines to keep their customers safe. Employees are wearing masks and sometimes gloves, and creative shields like shower curtains, plexiglass stands and old storm windows have been painted or repurposed as barriers.

I have learned many businesses are still struggling as they bring back employees and try to keep up and get back into a groove. Business and retail areas and restaurants seem to be bustling again. It will be a matter of time to see if they can pull through.

However, just because life is starting to feel back to normal, we Publisher’s can’t throw all caution to the wind.

I’m really shocked that people View are no longer social distancing or Carter Johnson wearing masks. The re-opening assumed that we would continue to follow some basic safety measures, and my observation is that many—perhaps most— are not. The quarantine and stay-at-home order were hard on everyone, and we can’t risk throwing all of that away and going back to square one. Aside from the obvious health concerns, I believe our economy will be devastated long-term if we can’t keep this virus at bay.

People who are elderly or have known health issues need to stay especially vigilant. Everyone wants to live normally again, but some people just shouldn’t.

And it’s not fair. Everyone should be able to get out and shop for groceries without feeling they might be putting their life at risk. Everyone needs to get out of the house for the sake of mental health, too.

It’s not fair when there are some basic measures we can all take to protect others. We all need to do our part to get through this pandemic. So, stay vigilant about social distancing, washing hands and wearing masks in public and indoors when possible. Of course, if you have any symptoms at all, stay home. Do the right thing.

Buzzing honey bees I often get questions about our family’s beehives.

Beekeeping and raising chickens are a newer option for residents in many cities and townships with a permit. We started beekeeping a few years ago. We purchased most of our equipment used and have many beekeeping friends to discuss issues with. This season we purchased two nukes, so we will have two colonies of bees in two hives. So far, our bees are off to a good start. The early spring has offered early food.

I first thought of getting bees when a friend who works at the University of Minnesota shared with me about the struggle to stop colony collapse. People ask me why I would want to have bees when they sting (and I’ve learned the hard way that I am allergic). Bees are nature’s pollination tool. Not all honey bees sting and they don’t want to sting you because they die. Bees are hard working. They get ornery and restless if they are stuck in the hive for too many days because of rain or strong winds, as they just want to get out and forage for food. Many people are fearful of honey bees, but they aren’t like the carnivorous yellow jackets that are no one’s friend at a picnic. Honey bees are pretty small and their color is golden brown. Check out your garden’s flowers and see if you have honey bees in your neighborhood. If so, it means someone is beekeeping in your neighborhood, as most bees only travel a few miles. Look at their legs as they are often loaded up with pollen. DreamWorks’ “Bee Movie” is a fun way for kids and even adults to learn more about bees and their contributions. Beekeeping is hard work but can be rewarding.

join our community in grief and outrage over the murder of George Floyd. No family should experience the pain his loved ones are feeling, and no Minnesotan should fear for their safety because of what they look like.

In the past month, hundreds of thousands of people have come together to call for justice for George Floyd and all the people who’ve been killed or harmed by police officers. Many Minnesotans joined peaceful marches, vigils and Legislator demonstrations in their own Lingo communities in the Twin Ami Wazlawik and Cities. Similar events took place across the nation and even in other countries. It was deeply moving to see so many people raising their voices and demanding that we respect Black lives.

Minnesotans also came together to support our Twin Cities neighbors in the days and weeks after George Floyd was killed. People from every corner of the state came to clean up and gathered food, medicine, and supplies for communities in

need. Minnesotans care about each other, and we want to live in a state where everyone can thrive, regardless of race, faith, or place.

In order to build a Minnesota that works for everyone, we need to rethink our approach to public safety and criminal justice. In response to George Floyd’s death, lawmakers in the People of Color and Indigenous (POCI) Caucus unveiled a legislative agenda to help ensure all Minnesotans can be safe in their communities. It includes bills to ensure police officers are held accountable for officer-involved deaths and wrongful actions, repair and build trust between officers and the communities they serve, modify use-of-force laws to prevent wrongful deaths, and create a duty to intervene when unreasonable force is used.

Other measures would move us towards a community-centered approach to public safety, which means investing in mental health services and communitybased intervenors and problem solvers who can partner with local police officers. I stand fi rmly with my POCI Caucus colleagues, and I agree that these long overdue reforms should be a top priority. I’ll work with other legislators and members of our community to pass legislation that’s needed

now and in the future.

Enacting public safety and criminal justice reforms is the fi rst step towards fundamental change, but much more needs to be done. We must address persistent inequalities in other areas of our society, including education, housing, and the workforce. We need to acknowledge that racism still exists in our own community and in our state and that it’ll take all of us coming together as Minnesotans to fight it. I know it won’t be easy, but I hope all of us can commit to learning more, having conversations with other community members and standing together in solidarity – even when it’s difficult or uncomfortable.

While the past few weeks have been difficult, they’ve demonstrated just how much Minnesotans can accomplish when we work together. I believe in the power of collective action, and I’ve seen our community come together to tackle enormous challenges in the past. I remain confident that we can create a better future for every person in Minnesota, no exceptions.

State Rep. Linda Runbeck a announced last week that she will be s stepping down and will not run for r reelection in the District 38A seat.

“This has been a difficult decision,” sshe stated, “but the day-in-dayLinda o out stamina needed to be a great Runbeck representative is getting harder to maintain. In fairness to all, I’ve decided the 2020 session will be my last.”

Runbeck has lived in Circle Pines for over 40 years. She was previously an advertising executive and served on the Circle Pines City Council for four years before embarking on a run for the Legislature. At the conclusion of this term in December, she will have served 22 nonconsecutive years, 14 in the Minnesota House of Representatives and eight in the Minnesota Senate.

PAID LETTER: Kris Fredrick for District 38A I had the distinct pleasure of working with Kris Fredrick and his wife Kristina on the lighting upgrade project to replace all the light bulbs with LED bulbs in Our Savior’s Lutheran Church in Circle Pines.

Kris listens and researches the science-based facts, then acts, as he demonstrated with the lighting upgrade project. He learned that the project will reduce the church’s carbon footprint by roughly 100,000 pounds per year. Electrical savings will be approximately $8,000 per year for a payback of about two years. Kris knew that this project was the financially and environmentally responsible plan of action.

Christopher David Yost, age 38, passed away unexpectedly on May 31 of cardiac arrest in Helendale, California.

He was a 1999 graduate of White Bear High School and served nine years in the US Air Force, including deployments to South Korea and Iraq. After leaving the Air Force, Chris worked as a signals intelligence trainer for the US Army in California.

Chris was a beloved son, brother, nephew, and uncle. He loved the Minnesota Twins and Vikings, fishing up north, and our pet bulldogs.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A resident in the 4000 block of Fable Road N. at 12:49 p.m. May 18 reported his video surveillance camera captured footage of a white male stealing a package from his porch before placing it in the back of his black Chevrolet Blazer and driving off.

• A resident in the 13000 block of Goodview Avenue N. at 6:52 a.m. May 19 reported his mailbox damaged by an unknown vehicle.

• An unidentified driver was cited at 10:49 a.m. May 19 in the 13000 block of Fiona Avenue for driving after revocation.

• Another unidentified driver was cited at 4:18 p.m.

May 19 on Frenchman Road and Victor Hugo Blvd. for driving after revocation and failure to provide proof of insurance.

• A resident in the 5000 block of Egg Lake Road N. at 1:07 p.m. May 20 reported a dispute with his neighbor over property lines. Washington County Sheriff’s Office deputies advised the complaint to contact a land survey company to distinguish property lines.

• A resident in the 4000 block of 142nd Street N. at 4:21 p.m. May 20 reported her neighbor’s dog for being in her yard off leash as part of an ongoing issue.

A slow motorist was cited at 10:17 p.m. May 20 in the 6000 block of eastbound 170th Street N. for failure to provide a valid driver’s license or proof of insurance, after deputies conducted a traffic stop for driving 45 mph in a 55 mph zone.

The driver was warned about the speed and advised not to drive. The vehicle was left on scene.

• A dad was verbally warned at 10:05 a.m. May 21 in the 5000 block of 143rd Court N. for using his motorboat on a city-owned easement pond while fishing with his young children and for not registering his boat, following a complaint about a motor boat on the pond.

• The driver of a black Dodge Ram was cited at 9:48 p.m. May 22 for hit-and-run damage to a mailbox in the 5000 block of French Drive N. and leaving the scene of an accident, after

the complainant witnessed the subject back into the townhome mailboxes and leave the scene.

Although the subject denied making those statements, the complainant had a phone video showing him doing just that.

• An unknown motorist was cited at 10:43 p.m.

May 23 on Jeffrey Avenue N. and 170th Street N. for speeding.

• A suspicious vehicle reported in the Adelaide Landing development on 130th Street N. and Forest Blvd. N. at 12:28 p.m. May 24 turned out to be the owner of an excavating company looking at lots to prepare for work in the upcoming week.

• Approximately 15 dirt bike riders were reported at 2:41 p.m. May 24 for riding their bikes in the 4000 block of Fable Road N. during a dirt bike riding moratorium. Washington County Sheriff’s Office deputies advised the riders that they were in violation of the city noise ordinance and would be cited if they didn’t shut it down for the day. The bikers on scene were respectful and agreed to stop riding. The Hugo City Council was in the process of meeting about the dirt bike track next to the newly built Pratt Homes development.

• Two suspicious juveniles reported at 3:35 p.m. May 24 for taking money out of the Kwik Trip ATM in the 14000 block of Victor Hugo Blvd. N. turned out to be the actual debit card holder taking $600 out to buy a PC.

A disturbance was reported at 6:04 p.m. May 24 in the 5000 block of French Drive N. The parties had been drinking all day and were planning to drive away from the residence still drunk.

The information was passed on to deputies’ night shift.

• A motor vehicle was reported stolen at 9:34 p.m. May 24 from the 4000 block of 124th Street N. Deputies gave the complainant their business card and entered the stolen vehicle into the National Crime Information Center (NCIC) database.

• A burglary with damage in progress was reported at 11:30 p.m. May 24 at a store in the 14000 block of Forest Blvd. N. Deputies arrived to set up a perimeter and clear the scene.

• A resident in the 12000 block of Ethan Avenue N. reported sunglasses and $20 in change stolen from her vehicle overnight May 24-25.

• A resident in the 14000 block of Finale Avenue N. at 12:55 p.m. May 25 reported receiving a text telling her to send 1000 bitcoin or they would expose a video of her engaging in self-gratification to all her contacts.

The complainant was wise to the scam, so no bitcoin, money or personal information was sent. At 1:10 p.m. that same day, another Hugo resident at an undisclosed address reported the same scam attempt and,

again, no money, real or virtual, was sent.

• The walker of a corgi mix in the 4000 block of Valjean Blvd. N. at 6:05 p.m. May 25 reported a white poodle for charging from an address and biting both her and her dog when she tried several times to push the dog away. The complainant said she didn’t need any medical attention but wanted deputies to talk to the poodle’s owners about keeping a better eye on their dog.

• An attempted break-in to a shed on a property under development in the 15000 block of Ingersoll Avenue N. was reported at 1:23 p.m.

May 26 after the complainant found shoe prints by the lock of the door in an attempt to kick it open. There was no damage to the door, which still appeared functional.

• An unidentified male was cited at 12:47 a.m. May 27 in the lot of Diamond Point Park in the 6000 block of 145th Street N. for possessing marijuana in a motor vehicle. Deputies on patrol had spotted the vehicle occupied by a couple in the back seat on park grounds after hours.

An ex-wife reported her ex-husband at 9:02 p.m. May 27 for walking his dog without a leash in the 13000 block of Elmcrest Avenue N. The complainant told deputies she was just concerned for others’ safety.

• A resident in the 14000 block of Jardin Avenue N. at 11:21 p.m. May 27 reported three juvenile males for dumping parts of a bed frame, cones and a broken sink in his front yard. The complainant also reported his doorbell ringing at all hours and previously having his yard TP’ed. As it happened, the complainant had a high school student living in the residence. He was advised to call back should his video system have further information.

• An unknown motorist was cited for speeding at 10:43 a.m. May 28 in the 14000 block of Forest Blvd. N. • A suspicious vehicle behind the Speedway station in the 14000 block of Forest Blvd. N. at 1:14 a.m.

May 29 turned out to be a delivery truck.

• A resident in the 5000 block of Egg Lake Road N. at 9:47 a.m. May 30 reported an attempted burglary, after someone tried to pry open the front door between the door jam and deadbolt. No entry was made.

A garden center employee in the 4000 block of Frenchman Road at 11:22 a.m.

May 30 reported a male for spitting at his feet (and missing), after being asked to take a cart.

The complainant did not want to press charges and just wanted to go back to work.

• A Minnesota motorist was cited at 10:17 p.m. May 22 on Frenchman Road and Forest Blvd. N. for possessing marijuana in a motor vehicle after deputies pulled the driver over for an inoperable headlight, a missing license plate light and missing brake light. During the traffic stop, deputies smelled pot coming from the vehicle and obtained an admission from the driver. A search

revealed the pot and paraphernalia.

• A soon-to-be-ex-husband was arrested at 9:46 a.m.

May 23 in the 14000 block of Garden Way N. for fi fth-degree domestic assault and causing fear after he was reported for threatening to slit the complainant’s throat and wishing she were dead.

Beach shooting not random, officials ask for public’s help

Law enforcement officials are asking for the public’s help in identifying the individuals involved in a shooting that took place last week near the White Bear Lake boat launch.

On Monday, June 8, around 4:30 p.m., deputies responded to a shots fi red call at Ramsey Beach.

While en route, a 24-year-old man, who has since been identified as Alejandro Ray Seals, called to report that he and his daughter had been shot and were driving to the hospital.

Ramsey County Sheriff Bob Fletcher said that officials are looking for a dark blue or black Ford Edge that was seen waiting near the Ramsey Beach parking lot with its hazard lights on and later seen leaving the scene shortly after the shooting.

Alejandro, his daughter, girlfriend and twin brother, Antonio Seals, had returned to the boat launch when the someone fi red three shots from the passenger side of the Ford Edge.

The suspects are believed to have been waiting in the parking lot for the victims.

“We believe that the father or his twin brother were the intended targets, that it was not a random shooting, (and) that the suspects were aware of their location based upon social media posts that they (the victims) had made while they were out on the water,” Fletcher said. “There is some history between the shooters and the victims that we believe caused them to be targeted.”

Alejandro was treated at St. John’s Hospital for a non-life threatening gunshot wound and has since been released.

His daughter was transferred to Region’s Hospital. Fletcher said

that she has been released as well.

“She was shot in the leg. She has a serious injury to her leg, but she is out as well.”

No arrests have yet been made, and investigators are working on identifying a motive.

“It’s an ongoing investigation, and we do have some significant leads, but nothing that we can share with the public at this time,” Fletcher said. Anyone with information is asked to contact the sheriff’s office at 651-2667320. Information can be left anonymously.

LINO LAKES POLICE REPORTS and passengers to be real estate agents.

• Officers responded to a 911 open line in the 6500 block of Killdeer Road June 3. The call was later determined to be an accident.

• An officer stopped two juveniles out past curfew June 4. They were left in the care of a parent.

• Officers responded to a report of an audible burglar alarm at a business in the 200 block of Apollo Drive June 4.

After investigating, no problems were found.

• Officers responded to a distress alarm in the 6400 block of Deerwood Lane June 4. Officers spoke to the homeowner and learned it was accidental and related to construction at the house.

• A caller in the 7500 block of Lake Drive reported that people were chasing deer in the area.

Officers were unable to locate anyone upon arrival.

• An assault by a juvenile was reported in the 500 block of Birch Street June 4. The juvenile suspect was found, brought home and charged.

• An officer responded to report of a pontoon boat and trailer that had flipped over and were blocking the roadway on Otter Lake Road June 5. They were removed without further incident.

• While on patrol, an officer stopped a vehicle near Main Street and County Parkway E June 5 for a stolen license plate. The officer found that the wrong plate had been entered as stolen by another agency, and no crime had occurred.

• A resident called to report suspicious activity involving an out-of-state vehicle at a gas station in the 6500 block of Ware Road June 6. The vehicle was located and the driver was advised of the complaint. The officer determined no crime had been committed.

• Officers responded to a vehicle fire on I-35 W June 8. The Lino Lakes Fire Department extinguished the fire.

• Officers were requested

to assist the State Patrol with a personal injury accident in the 6900 block of I-35E May 26.

Officers and ambulance staff provided medical care to those involved.

• Officers responded to the 9200 block of Quemoy Court NE in Blaine to assist with an incident in which two males brandished a gun during an attempted theft and fled the scene.

Officers helped to set up a perimeter, but the suspects were not located. The Blaine Police Department is leading the investigation.

• An officer responded to the 700 block of Aqua Lane May 26 on a damage to property report at a local business. The area was searched but the involved vehicle could not be located.

• An officer took a phone call report regarding

a theft that occurred in the 500 block of Lois Lane May 26.

The incident was documented, and no suspects have been identified.

• An officer took a report of a theft by swindle of a motor vehicle in the 100 block of Green Briar Drive May 27. The incident was documented and is currently under investigation.

• Officers received information about a suspicious male going through a mailbox in the 7100 block of Rice Lake Lane May 27. The officer later learned no crime had been committed.

• A community service officer took a complaint about feeding wild animals in the 1200 block of 81st Street. All parties were advised.

• An officer took a burglary report from

the 6500 block of Enid Trail May 27. An unknown suspect(s) stole a bicycle and bicycle trailer from a garage. The case is under investigation.

• While on patrol, an officer located a juvenile near North Road and Sunset Avenue who was out past curfew May 28.

The juvenile was found to be in possession of tobacco products and transported home.

Charges will be referred to the Anoka County Attorney’s Office.

• Officers assisted another agency near the I-35 split in connection with a traffic stop involving a stolen trailer May 28. Officers assisted in detaining the driver.

• Officers responded to a report of a suspicious vehicle slowly driving in the 6400 block of Pheasant Hills Drive May 28. Officers located and stopped the vehicle.

The driver showed signs of impairment and was arrested for DWI. The driver refused to take a breath test.

• A predatory offender updated their address May 29 in the 6800 block of Lake Drive.

• Officers witnessed a suspicious vehicle parked in a business lot in the 8000 block of Lake Drive after hours May 29. The parties are being charged with drug offenses.

• An officer checked on a suspicious vehicle in the 7500 block of Lake Drive May 30.

Three adults were subsequently arrested for receiving stolen property.

• Officers received several fi reworks complaints on May 30 throughout the city.

• A man was arrested June 2 in the 7500 block of Lake Drive for violating a no contact order, providing false information to a police office and fleeing from an officer on foot.

• An officer was requested to check the welfare of a woman in the 800 block of Maple Street June 2, but was unable to make contact with her.

• A shotgun slug was found in the parking lot of a business in the 700 block of Apollo Drive June 2 and turned into an officer.

• A suspicious vehicle was reported in the 700 block of Apollo Drive June 2.

An office stopped the vehicle and arrest the driver for possession of a controlled substance.

• An officer took a harassment report in the 600 block of Arlo Lane June 2. The other involved party was extra to cease contact. Extra patrol will be provided for the complainant.

• A stalled vehicle in the center median of I- 35 W was reported June 3.

The vehicle was towed out of the median.

• A resident in the 900 block of Aspen Lane called June 3 to complain about their neighbor's dogs wandering onto their property. Officers spoke with the dogs' owners and made them aware of the complaint. No other problems were reported.

• Officers responded to the zero block of Willow Pond Trail on report of the possible death of a 65-year-old woman June 3. The death was confirmed and later determined by the Midwest Medical Examiner's Office to be the result of natural causes.

• A resident in the 400 block of Linden Lane reported a suspicious vehicle taking photos outside of their home.

I was seven years old and it was 1966.

One evening my Mom was at a U of M night class working on her college degree and my Dad said he had to go to his office to get something and I needed to go with him as I couldn’t be home alone. While there I waited for him by sitting at his secretary’s desk and imagined what it would be like to work there. When he came out of his office he stood next to me and I said, “Dad, I want to be a secretary.” He replied, “No Sarah, you want to have a secretary.” Over the years I came to wholly understand the importance of his words and how he opened my eyes to other things in 1966 when you could count on one hand the acceptable jobs for single women and they had to leave them when they were married and became pregnant.

• Gave a COVID-19 update. City Administrator Bryan Bear said the main change since the last council meeting is that the governor has now issued an executive order that allows the state to move into Phase II of the Minnesota Stay Safe Plan. In Phase II, Bear said remote meetings and working from home are still encouraged when possible. In addition, many bars, restaurants and salons are now able to open up with many restrictions. “City staff has been in contact with many restaurant owners in the city and most of them have chosen not to open for outdoor dining due to the many restrictions in place,” Bear explained.

Bear added that youth sports programs are now utilizing the city’s fields and need to comply with the city’s COVID Preparedness Plan, which follows recommendations of the Centers for Disease Control and Prevention and Minnesota Department of Health.

Heard from Bear, who said, “It has been pretty quiet in Hugo” following the death of George Floyd in Minneapolis. “The community has done a nice job of playing nice with each other, so thanks to the community,” he said.

Mayor Tom Weidt added, “I am fully confident that the Washington County Sheriff’s (Office) is ready to respond to anything that comes up. I want to thank residents for being vigilant and keeping an eye on things. If you see things that are out of the ordinary ... if you are concerned, let us know and we will help investigate.”

• Approved pay voucher No. 2 for phase two of the Waters Edge stormwater reuse project. Peterson Companies Inc. submitted the pay voucher for $137,360 for work certified through May 21. Once completed, the entire project is estimated to reduce potable water consumption by over 24 million gallons each year.

• Approved a resolution for bond reimbursement.

Federal treasury regulations permit the city to issue bonds after construction has begun on the new public works facility and use the proceeds to reimburse itself for expenses that have already been paid.

• Accepted a donation of $1,700 from Fred and Arla Hummel to the Hugo Fire Department (HFD). The Hummels will donate the funds through the Fred and Arla Hummel Family Charitable Fund, a donoradvised fund of the U.S. Charitable Gift Trust. The donation will be used to purchase an additional automated external defibrillator (AED) for HFD. • Awarded a contract for $161,734 to Northern Salt Inc. for the city’s 2020 dust control project. The city of Hugo applies dust control to approximately 23 miles of gravel roads each year. As with last year, the city of Grant has requested to combine contracts for dust control with the city of Hugo in an effort to increase quantities and reduce overall costs.

City staff will coordinate with Northern Salt to deliver and place a total of 144,535 gallons of calcium chloride in two separate applications, once in midJune and again in mid-August.

• Received bids and awarded a contract for $773,545 to T.A. Schifsky & Sons Inc. for the Goodview Avenue street project. City Engineer Mark Erichson said six bids ranging from $775,545 to $983,874 were received, all of which came in well under the engineer’s estimate of $1,079,250. Work will begin in mid-to-late July, Erichson said.

The improvements will be made on Goodview Avenue North from the southern city border to Egg Lake Road/137th Street/County Road 8.

Improvements will include bituminous pavement reclamation, minor subgrade corrections and minor drainage improvements, with grading and culvert replacement as necessary to address isolated drainage issues. The roadway will also be widened to 26 feet.

• Heard an update on the Hugo Beyond the Yellow Ribbon Network from Council Member Phil Klein.

He said that Hamburger Nights have been canceled during the pandemic, including the4 June event.

• Scheduled a neighborhood meeting at 7 p.m.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its June 10 meeting via teleconference: • Unanimously approved liquor and tobacco license rebates. Because bars, restaurants and other nonessential businesses were closed for more than two months, many of these establishments were unable to open and fully use the on-sale liquor, off-sale liquor and tobacco license privileges they paid for.

According to a prorated table of costs for these businesses, the city will issue rebates for two months’ worth of license fees. At the recommendation of city staff, the city is trying to assist its businesses impacted by the restrictions placed on them by the government’s response to the pandemic. This action will result in a reduction of revenues to the general fund of $1,380.83. Centerville businesses selling tobacco and liquor include Kelly’s Korner, Southern Rail, JJ Liquor Barrel, Platinum Liquor, Wise Guys, Corner Express, CenterMart and Centerville Tobacco.

• Approved the revised conditional use permit (CUP) for Centerville Mini-Storage at 6965 20th Avenue S. A redesign of the proposed Centerville Mini-Storage development necessitated a few small changes in the CUP. The revised site plan relocates the new driveway in the ingress/egress easement existing between the MiniStorage development property and the Air Mechanical property to the north.

Approval of the CUP was made possible after the two adjacent businesses came to an agreement over the driveway issue, City Engineer/Administrator Mark Statz said.

• By a vote of 4-1 (Council Member Matt Montain opposed) approved the

seventh rider to the St. Paul Regional Water Service (SPRWS) agreement for the LaMotte Irrigation System. This rider to the agreement will allow the city to install, maintain and operate a lawn irrigation system on the SPRWS property on Centerville Lake, across LaMotte Drive from LaMotte Park.

The expansion of this system will allow the city to pursue further stormwater treatment “credits” through the Rice Creek Watershed District that can be used in place of traditional best management practices such as rain gardens, infiltration trenches and ponds. Montain said he opposed the action because the city was “insuring” the SPRWS and taking the risk for their actions. Staz said things would be different if someone were operating a woodchipper, and not a sprinkler system, so the chances of someone getting hurt are low. Mayor D. Love and Council Member Tom Wilharber said they felt confident about taking the action.

• Unanimously approved the Z-Systems contract to install audio/visual equipment at a cost of $44,960 financing the work by using money from the cable fund. As part of the City Hall renovation project, the outdated audio/visual system will need to be replaced. The cable fund was established for such a project and maintains a balance adequate to pay for this work. Finance Director Bruce DeJong said the cable fund was healthy, and Statz said it is there for such expenditures. “I thought (Z-Systems) had a very good proposal,” Wilharber said.

• Received an update and discussed the preliminary council chambers layout review as part of the City Hall renovation project. The plan seeks to establish the preferred layout of the dais and seating

and adds a doorway into the office area while eliminating a doorway to the audio/visual closet. Bids are expected

by July, and construction is expected to begin this fall. Council gave city staff feedback on the designs and the green light to move forward.

• Discussed sewer rebates for businesses that were forced to remain closed for more than two months. City staff asked council to assist local businesses that did not use sewer service during the shutdown by exploring rebates of the flat-rate sewer charge for the two months that businesses were unable to operate by order of the governor.

Normally, the city charges sewer, water and stormwater fees to businesses on both a lump sum and per-gallon basis.

The water base rate helps pay for fire protection, and the stormwater charges pay for infrastructure to convey runoff.

Fire service was still needed, and it still rained during the shutdown. However, staff noted, sewer service could be waived as this service was not utilized by these nonessential businesses, and there were no customers or employees in the buildings. Businesses have inquired about getting a rebate since they were not allowed to use the sewer, Statz said.

• Council members were unanimous in their support of the businesses, but were at a loss as to determine which businesses should receive a sewer rebate and how much. In the end, council left these details up to city staff to hammer out and return to council with a plan. “We’ll spend time exploring rebates, but if it becomes untenable, we might have to abandon (the idea) altogether,” Statz said.

• Approved pay request No. 2 in the amount of $91,149.64 to A-1 Excavating for the Downtown Street and Utility Improvements.

• Approved an encroachment agreement at 1756 Dupre Road for a fence that is within the city’s right of way/drainage and utility easements.

• Approved an off-sale liquor license and tobacco license for Express Liquor Inc., dba Platinum Liquor, at 7093 20th Avenue S. from June 29 through December 31, 2020.

• Approved a special event permit, a temporary on-sale liquor license (subject to liquor liability insurance) and a temporary charitable gambling license for the Church of St. Genevieve Annual Chicken Dinner, scheduled for 11 a.m. to 4 p.m. Sunday, Aug. 16.

• Heard the city administrator’s report that Centennial Lake Fire District Chief Harlan Lundstrom has announced his retirement and has given 30 days’ notice.

The city is also working on opening City Hall on June 26 in time for elections, with health safety measures in place.

Playgrounds are now open to the public, based on new language in the governor’s orders encouraging outdoor recreational facilities to accommodate families with children. The Bald Eagle Water Ski Club is looking to ramp up its schedule, with social distancing. Music in the Park will hopefully be up and running by June 23, as outdoor entertainment can have up to 250 attendees, as long as social distancing can be maintained, Statz said.

The council next meets at 6:30 p.m.

COUNTY BRIEFS Spot mowing and spraying for noxious weeds begins Washington County staff will be spot mowing and spraying for noxious weeds on the more than 220 miles of rural county roadsides June 15 through July 27, and again in October.

This is being done to help comply with Minnesota State Noxious Weed law administered by the Minnesota Department of Agriculture. Mowing will be used to prevent seed set and the following herbicides will be used to spray mowed area: Escort XP, Milestone VM and Liberate.

Property owners who do not want their roadside sprayed or mowed, and are willing to take responsibility for controlling and eradicating noxious weeds on the adjacent roadside, may visit the Washington County North Shop at 11660 Myeron Road in Stillwater Township to obtain signage, or call 651-430-4300. Washington County begins reopening to in-person services Washington County has begun the reopening of some county buildings and in-person services by appointment.

WATERSHED: Disagreement over watershed district continues that he was the one who requested the item be placed on the agenda.

“This was before us in (the fall) and we decided not to act on it at that time to allow the notelected yet, but would-be elected commissioner from District 6 to have some insight to at least understand their perspective,” Schulte said.

“It is our job as county commissioners when we appoint watershed district folks to assess their performance on a watershed board or their ability to perform on a watershed board. It is not our job to micromanage their process and their policy ... All we can do is appoint people based on their performance.”

Schulte added that Preiner has served as board president for 12 years and a member of the board even longer.

He said he has heard nothing but good things about her from residents, cities and businesses.

Look said he was concerned that Reinert was asked to supply a recommendation, which was now being overridden. Schulte said that when the board makes an appointment, it is the entire board that makes the appointment, not just one commissioner from one district.

Look responded, “I understand that, but as has always been done by this board, the commissioner representing that district goes out, samples the people who would

be interested in this and they make the recommendation for that person. Never have I ever seen a commissioner other than the appointing commissioner say, ‘I don’t like Joe Blow’ ...

It is kind of put upon the commissioner representing the district to make that decision, and it is respected and gone forth with.”

Reinert explained that it is not necessarily that he is against the appointment of Preiner, but rather there is a process that is yet to be completed. “With the completion of the process, there will be some accountability put in place ... We are just putting some process in place that allows for the RCWD to be the asset that cities expect from them,” he said.

“I look at cities as customers of the RCWD. There should be a partnership; they should be working together. The RCWD should be taking cities by the hand, walking them through the bureaucracy of what they need to do to get projects completed.”

Reinert said he was worried if the board went through with the appointment, it may cause the RCWD to not complete the document. “Now this seems to subvert the final completion of that document just weeks before (it is) complete. It is a bit suspect.”

Commissioner Mike Gamache (District 5) said, “I have no issues with work that Patricia

Preiner has been doing with the RCWD. I think whatever issues the cities may have with RCWD needs to be addressed with them.” He added that the county board needs to do a better job with how it communicates the appointment process to cities.

The RCWD Board of Managers is made up of five members, two of whom are from Anoka County. Reinert pointed out that both of Anoka County’s RCWD representatives are from the same town (Columbus), but RCWD represents 28 cities.

Minnesota Statute 103D.311 dictates the appointment process.

Per subdivision 3, “If the district is wholly within the metropolitan area, the county commissioners shall appoint the managers from a list of persons nominated jointly or severally by the towns and municipalities within the district ... The county commissioners may appoint any managers from towns and municipalities that fail to submit a list of nominees.”

It also states that managers of a watershed district contained entirely within the metropolitan area must be appointed to fairly represent the various hydrologic areas within the watershed district by residence of the manager appointed.

Circle Pines City Administrator Patrick Antonen explained in a phone interview after the June 9 meeting that the city of Circle Pines submitted a list of three candidates it wanted

Centennial Lakes Police Chief search coming to end

The Washington County Sheriff’s Office will partner with the Ramsey County Sheriff’s Office for the purchase and use of an armored multi-terrain rescue vehicle. The county board approved an agreement with Ramsey County June 2.

The Washington County Sheriff’s Office has partnered with the Ramsey County Sheriff’s Office to share the expenses and responsibilities associated with the purchase, maintenance, operation and storage of an armored multiterrain rescue vehicle called a ROOK. The equipment provides safety for officers, as well as the public in highly dangerous environments.

The ROOK will be accessible to both agencies locally and will also be a resource regionally. The equipment could be used for any natural disaster or other emergency which may require rescue operations in flooding and wind-damaged areas.

The Washington County Sheriff’s Office received a 2019 Urban Area Security Initiative grant from the Minnesota Department of Public Safety that helped to pay $110,000 of the purchase price. The remaining $13,000 was paid by forfeiture funds. The two counties will divide responsibility for the equipment based on a formula based roughly by population.

The Centennial Lakes Police Department (CLPD) will interview the final six candidates this week for the chief position. Chief James Coan plans to retire this summer after 10 Chief James years with CLPD. Coan A total of 27 candidates applied for the position.

The list was narrowed down to 18; now there are six finalists. Those finalists include: CLPD Lt. Patrick Aldrich; Investigations Division Lt. James Mork of the Fridley Police Department; CLPD Lt. Russell Blanck; Dilworth Police Chief Ty Sharpe; Deputy Chief of Police Christopher Fischer of the Orono Police Department; and Deputy Chief of Police John Kornmann of the Lakeville Police Department. The police governing board will conduct interviews this week and ultimately choose the final candidate.

Schulte said, “The cities submit applications to us. If we are dissatisfied with the current manager on the board, we hold interviews ... We do the interviews and then recommend one person for appointment or recommend reappointment of the existing person. The process lately has been if we approve of the particular manager’s processes they have used, the decisions they have made, then we go to appointment without interviewing.”

Schulte said he felt like “the time was up” and that it had been put off too long.

Reinert said, “There is absolutely no sense of urgency to act today.

The person that is up for appointment is in the chair that she has been in. Work is being done ... I ran into an awful lot of controversy, so it took longer and I’m sorry that you got impatient with that process.”

In an interview after the meeting, RCWD Communications and Outreach Coordinator Beth Carreño said, “RCWD prioritizes developing and maintaining strong relationships with our city and county partners. As a result of the recent adoption of our 2020-2029 Watershed Management Plan, the board of managers was already working with staff and partners to consider rule revisions, identify and implement processes to improve efficiency and user-

experience and ensure transparency. Issues presented to RCWD by one of the Anoka County Board members and three of our 28 cities were and continue to be thoughtfully considered and balanced with the needs of the entire district.”

Carreño said although the RCWD had not committed to an official letter previously, the board of managers has asked staff to develop a draft letter for the county to consider at its June 24 meeting.

Preiner’s term will be up in January 2023.

Antonen said Circle Pines is looking at its options, one of which would be bringing the matter through the court system.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • Officers responded to the 9300 block of Griggs Avenue in Lexington on a delayed domestic assault report June 3. Upon arrival, officers checked the area and did not find the suspect. The victim refused medical treatment and was picked up by a family member. The investigation is ongoing.

• A stop sign at Old Mill Road and 73rd street in Centerville was seen missing around 5 p.m. June 3.

• A child was reported wandering near the 9300 block of Hamline Avenue in Lexington June 4. The mother was located, and the child was found to be safe by the time officers arrived.

• A theft was reported June 4 in the 1800 block of Main Street in Centerville.

• A missing three-year-old boy was found in the 3900 block of Restwood Road in Lexington June 5. The boy's mother was located, and he is now safe.

• A fraud was reported in the 800 block of Civic Heights Drive in Circle Pines June 5. The caller said that someone had used her debit card for an unauthorized online purchase.

• A driver was arrested near Main Street and 21st Avenue in Centerville June 5 for fourth degree DWI. • A Lexington resident was attacked by a dog near Lovell Road and Hamline Avenue in Centerville June 6. The dog has been quarantined, and the resident was advised to go to the emergency room. The case is still pending.

• Police responded to the 1700 block of Main Street in Centerville for a medical emergency June 6. One individual was transported to the hospital.

• An abandoned vehicle was seen blocking traffic in the 1900 block of Main Street in Centerville June 8. The vehicle was impounded.

• A neighborhood dispute was reported in the first block of Hillcrest Lane in Circle Pines June 1.

• Officers were dispatched to the 90 block of South Drive in Circle Pines June 1 on report of a fire.

• Officers conducted a traffic stop near Lovell Road and Hamline Avenue in Lexington June 2. An adult male was subsequently arrested for possession of a controlled substance.

• Damage to property was reported in the 100 block of South Drive in Circle Pines June 2.

• Police were dispatched to the 4100 block of Woodland Road in Lexington June 2 regarding a hit-and-run accident.

• An officer was advised of a report of vandalism in the 1800 block of Fox Run in Centerville May 27. The officer subsequently observed paint markings on playground equipment at Tracy Joy McBride Memorial Park. There are no suspects at this time.

• A theft was reported in the 9200 block of Ryan Place in Lexington May 27.

• Police responded to a neighborhood dispute in the 200 block of Galaxy Drive in Circle Pines May 27. Police assisted in mediating the incident.

• Officers were dispatched to a welfare check in the 20 block of Village Parkway in Circle Pines May 27. Officers located a male who was under the influence of alcohol. He was transported to jail.

• Police responded to the 4100 block of Woodland Road in Lexington May 28 on a report of a burglary at a construction business. An unknown suspect climbed a fence and then broke into two locked enclosed trailers and removed several power tools. The estimated loss is $4,600.

• Officers were dispatched to the 1900 block of 72nd 1/2 Street in Centerville May 28 on a report of a trailer theft.
