Intervenors join state in appealing lake lawsuit ruling BY DEBRA NEUTKENS MANAGING EDITOR
WHITE BEAR LAKE — Both the city and township are following the Department of Natural Resources’ lead and filing an appeal in the lake level lawsuit. The firm representing the city, Greene Espel PLLP, filed the appeal May 14; the township gave its attorney the go-ahead to file May 21. The office of the attorney general filed May 11 on behalf of the DNR to appeal the judge’s Aug. 30, 2017 ruling, which favored the plaintiff, the White Bear Lake Restoration Association (WBLRA), and its intervenor, the lake homeowners association. Included in the appeal were other judgments by
District Court Judge Margaret Marrinan made over the course of the case, which dates back to 2012. The litigation focuses on allegations by the plaintiffs that groundwater pumping by municipalities near White Bear Lake is adversely affecting its elevation. The WBLRA sued the DNR, which manages groundwater appropriations through a permit process. The city and township joined the suit as intervenors on the side of the defense. John’s Campus in Hugo, formerly known as St. John the Baptist Church, has been the recipient of more than 2,500 hours of volunteer work to transform it into a safe haven for homeless local families. St. Andrew’s Church in Mahtomedi will operate the new family shelter as part of its Community Resource Center (CRC).

One person’s junk can often times be another person’s treasure. Managing his own junk removal business, an area veteran has found a new way to give back to his community while helping veterans with the transition back to civilian life. Vadnais Heights resident Josh Helm, a 2004 White Bear Lake High School grad, serves as the White Bear Lake territory partner for JDog Junk Removal & Hauling. “I get to help people and truly make an impact on veterans. I can help them if they are struggling with the transition from military culture to the civilian world,” Helm said. “And I get to give back to the community that I am from.” JDog was started in 2011 by Gerald “Jerry” Flanagan, who is an honorably discharged Army veteran who obtained the nickname “JDog” while in the military. JDog franchises are located all over the U.S, but the White Bear Lake location is the only franchise in Minnesota. JDog offers a variety of services including residential and commercial junk removal, estate/foreclosure clean outs, labor services, cardboard/paper/metal recycling and industrial clean outs. Helm opened up the business in April, which serves the entire metro area. For many months now Helm has tried to fi nd a warehouse space for the business, but has been unable to locate one. “The purpose of JDog is to empower veterans through employment and entrepreneurship,”
