St. Croix Valley potters fire up 27th annual tour

Thousands of pottery enthusiasts will flock to the St. Croix Valley this Mother’s Day weekend for the 27th annual St. Croix Valley Pottery Tour.

First held in 1993, the event is now a much-anticipated springtime ritual for pottery lovers across Minnesota and the country.

“The St. Croix Valley Pottery Tour has become a model for pottery events across the country and has cultivated an enthusiastic audience for handmade ceramics,” Guillermo Cuellar said in a press release.

“Visitors will enjoy the hospitality of rural potters in their home studios and have the opportunity to purchase exceptional ceramics, ranging in scope from functional tableware to sculptural artwork.”

The annual event facilitates connections between pottery enthusiasts and the potters themselves.

Offering pottery buyers and users the opportunity to connect with the artists behind their pieces. This year, eight local potters will open their studios for the public to admire the work of 54 guest artists.

All studios are within a short drive of each other, allowing tour-goers the opportunity to visit some—or even all—in a single day.

Snowbirds return

T

HERE ARE MANY signs that it’s spring in Minnesota. Cooler temperatures linger and snowbirds are making their way home from the south. May 15 is their due date, especially if they are golfers. Speaking of golf, I thought it was remarkable for Tiger Woods to take honors and another green jacket at the Master’s Tournament. Tiger won his first major tournament at the age of 21 at Augusta National. After 14 wins there, he had 11 years before another win this year. Jack Nicholas has won Augusta six times; Tiger now five times.

When it comes to overall tournaments, Sam Snead leads with 82 and Tiger with 81. I’m sure breaking that record is his next goal.

KATHY AND I spent some time in Florida this winter cruising in the Exumas, which are part of the Bahamas, east of Nassau. The waters are so clear and the sandy beaches are amazing. We did notice a difference over the last decade. There are more charter yachts than in previous years, about an equal number of sailboats, and fewer smaller yachts that occupy the waters. We enjoy the area from Highbourne to Farmer’s Cay, and depending on family and guests, we spend some time at Atlantis where the children can enjoy the massive water park.

Boating involves a number of different situations. At sea, one needs to be mindful of the wind’s direction, wave height and the expected weather changes. A pessimist will often just complain about it. Optimists expect to change it, and a realist adjusts their sails.

This past winter I attended a Florida Gulf Coast University seminar on media literacy. It pointed out ways to evaluate information.

For example, get evidence. Check the facts - do they hold up? Look for information you can verify - names, numbers, places, and documents. Then consider the source. Who produced this and can I trust them? Trace who has touched the story - authors, publishers, funders, aggregators, and social media users.

Generally, people look to sources and information that they agree with. That does not give them both sides of the story. What we need today is more education on critical thinking. We need to learn the other person’s point of view. We need to look to new sources of information and, most of all, we need to respect the other person’s point of view. Then we need to think through why we believe what we do.

MOTHER’S DAY IS May 12. Celebrations of mothers and motherhood can be traced back to the ancient Greeks and Romans. They held festivals in honor of their mother goddesses Raga and Cybele.

In the United States, there are more phone calls made on Mother’s Day than on any other day of the year. The holiday chats with mom can cause phone traffic to spike as much as 37 percent.

I don’t know how you will celebrate Mother’s Day. If you’re a father, you may want to spend some time with your children discussing it and then make mom feel special and appreciated.

AS THE MINNESOTA legislature winds down, if you disagree with any of the bills or positions of your party, get in touch with your legislator this week. I’m troubled with the taxes proposed. In Minnesota’s climate it’s clear the roads take a beating. Think about how many potholes you hit last week. But as people move out of the metro area for lower cost housing, they find themselves driving more for their employment. The increase can prove to be a substantial burden for them. Government needs to live within its resources just like any business or household. It takes careful budgeting, accounting and accountability. Let them know your opinion.

May is Mental Health Month

t’s a time to learn about steps we can all take to improve our mental health and the mental health of our community.

A major issue facing both teens and adults is stress. A little stress is fine – but a lot of stress, over a prolonged period of time, is detrimental to our mental health and physical health.

When people experience too much stress, it can interfere with their sleep, Movers & they can have stomach or Shakers headaches, or be more prone Sue Abderholden to colds or viruses. It can lead to depression or anxiety.

It’s like our defenses get worn down and it becomes difficult to fi ght off illnesses.

There are simple steps we can take to reduce stress in our lives.

The first is to recognize the signs that stress is having a negative impact. The second is to take steps to address it. Here are some actions you can take: • Meditate. Even short mindfulness sessions using an app through our phone for one to five minutes can help lower our stress levels.

• Take a walk. Short walks or exercising gets those endorphins moving in our brain.

• Stay connected to others.

The more we isolate when we are stressed the worse it gets.

Calling or getting together with friends or family can lead to obtaining the support you need.

• Limit screen time. Put limits on when you answer emails or look at social media. Comparing yourself to others (when no one puts up bad photos) can make you feel bad and less than.

• Set reasonable goals. When we have unreasonable expectations for what we can get done in a day we add to our stress level.

Make a list of what you need to do, circle the three most important tasks. You’ll feel more focused and have a sense of accomplishment at the end of the day.

• Eat nutritious foods. Eating junk food may taste good at the moment, but it won’t an hour later. Watching what you eat when you are stressed is important.

• Practice self-care. When you are stressed you feel like you don’t have time for self-care but that’s when you need it the most. It might be gardening, walking around a lake, reading a book, dancing, listening to music. Make time

every week to do something that nourishes your soul.

• Seek help. When stress becomes overwhelming and the symptoms of a mental illness begin to emerge seek out help.

Many employers have Employee Assistance Programs that offer free calls with a therapist. Talk to your primary care physician about how you are feeling. Take an online depression screening to see how it is impacting you.

What we know at National Alliance on Mental Illness (NAMI) Minnesota is that it’s important to identify and treat mental illnesses early to achieve the best outcomes. So work to reduce and manage your stress and reach out when it’s too overwhelming. During Mental Health Month, let’s focus on promoting good mental health.

COMMUNITY BRIEFS Nominate next Hugo Good Neighbor

The Hugo American Legion Auxiliary will distribute Poppies on Friday, May 17, and Saturday, May 18, at Festival Foods in Hugo. The Poppy is the international symbol of remembrance commemorating soldiers who have died in war. The American Legion adopted the Poppy as its memorial flower in 1921. Since that time, the American Legion Auxiliary has used the Poppy to educate the country about the sacrifices our veterans have made.

Poppies are distributed across the country in exchange for donations that go directly to assist disabled and hospitalized veterans in their local communities. Job Connection seeking motivated youth Lakes Center for Youth & Families’ (LC4YF) Job Connection program is seeking motivated

youth ages 12-18 who want to work to gain job skills. Teens in the program are needed to assist residents in the Forest Lake area who need help with common home chores or yardwork such as raking, shoveling, vacuuming, sweeping, mopping, organizing and more.

The goal of Job Connection is to get teens prepared to enter the workforce.

Sharing the roads As the “biking season” begins, I wanted to share two thoughts for sharing the road safely. You may wonder at times why those “stupid bike riders” are just off the white line on a road that has a wide shoulder.

It’s because of what we see that, from your vantage point and speed, you can’t see. It’s the glass.

The glass is from liquor bottles thrown from cars. The liquor bottles have been thrown from cars because the drivers would rather not have an open bottle in their car if they are stopped by law enforcement. So, it’s because of the glass that we sometimes hug the white line. It’s also why we are a bit twitchy at times.

You see, we are constantly confronted with the forensic evidence of the prevalence of drinking and driving, and we are never certain that the motorist coming up from behind us isn’t doing the same.

Second thought: when you come to a four-way stop, if it’s your turn to go, please go. Don’t wave us on. We appreciate that you are trying to be nice, but

It’s also the case that other motorists at the stop really don’t care or understand that you are trying to be nice; they see your kindness as an opportunity to barrel through and gain a second or two on their way to the coffee shop.

We bike riders are safest when everyone simply knows and follows the rules of the road and, yes, everyone, myself included, can tell a story about two-wheeled Darwin Award contestants. I can also regale you with stories about motorists like the guy in Hugo last week who flipped me off as I was waiting for the signal in a left turn lane. He yelled, “Is that even legal?”

I hope in reading this you’re not thinking, “Great, another bike rider who thinks he needs to be catered to.” It’s not that. My wife just wants me to get home safely.

adequately protect White Bear Lake,” pointed out attorney Katie Crosby Lehmann, who represents the WBLRA. “Additional administrative procedures are required to assess what needs to be done to protect our natural resources.”

One judge disagreed with the majority opinion, pointing out that attorneys for the WBLRA brought the case to force the DNR to follow existing environmental laws.

“The opinion essentially gives a government agency immunity from following the state's environmental laws,” noted WBLRA Chairman Greg McNeely. “This is wrong. No one should be above the law.”

The WBLRA and the White Bear Lake Homeowners Association, respondents in the appeal, weren't totally surprised by the opinion, McNeely said. “They only ruled on two of the nine arguments with the dissent clearly detailing why the majority opinion was wrong. We are hopeful the Supreme Court will review the decision. This

WHITE BEAR LAKE — The lake level legal fi ght is not over.

Plaintiffs in the lawsuit fi led against the Department of Natural Resources (DNR) intend to petition the Minnesota Supreme Court to hear the case.

It's the last step in a long, drawn-out process through the court system that started six years ago when the White Bear Lake Restoration Association (WBLRA) blamed historic low lake levels on the DNR, claiming the agency violated the Minnesota Environmental Rights Act (MERA) by mismanaging groundwater pumping permits.

Last week, the Court of Appeals reversed a 2017 District Court ruling that sided with the WBLRA, stating Judge Margaret Marrinan erred in fi nding the DNR had violated the public trust doctrine.

“In Minnesota, the common-law public trust doctrine applies to navigable waters and does not apply to groundwater withdrawals,” wrote presiding Judge John Rodenberg.

The judge added that the appeals court corrects errors but does not change the law. “That power, if exercised by the judicial branch, is vested in the Minnesota Supreme Court,” Rodenberg said.

The majority opinion stated the association did not have viable action under the MERA statute, section .03, but did have viable action under section .10, an administrative interpretation.

Section 10 provides the proper remedy for challenging each permit individually. It is then up to the DNR to hear and decide each challenge.

DNR Deputy Commissioner Barb Naramore said the April 22 opinion is “consistent with the state's request” in the proceedings.

Naramore issued a statement following the opinion, pointing out that back in October 2018, the DNR published an extensive sustainability analysis using a new, state-of-the-art groundwater model.

“That model indicated that current groundwater use in the White Bear Lake area meets state sustainability standards,” Naramore maintained, “but also that current use patterns can impact recreational uses of the lake under some conditions.

“The DNR will use this analysis and other available information, in further reviewing the matter upon remand pursuant to the Appeals Court ruling.”

White Bear Lake City Manager Ellen Hiniker said the city was “pleased with the opinion.”

She added that the lake is about 925 feet, which is 6 inches above the outlet (see accompanying graph). Despite the rebound, Hiniker said, “We don't want to lose sight of the fact water conservation, regardless of the level of the lake, remains very important.”

The city and township intervened early on in the case, siding with the DNR.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its April 24 meeting: • Received the 2018 annual Centennial Lakes Police Department presentation from Chief James Coan, who delivered what he called a “very healthy and safe ‘state of the city’” address. Overall, citations were up in 2018 — a total of 309 — compared with 243 in 2017. However, the number of more serious offenses that resulted in arrests was down during the same period.

The number of accidents declined slightly from 29 in 2017 to 26 in 2018.

Coan also noted that many CLPD officers were honored for saving lives over the past year, whether citizens had heart attacks or drug overdoses. “A vast majority of our citizens are law-abiding, nice people,” Coan said. “Anything we can do to be positive and interact with people leaves a lasting impression — that’s what we want our officers to be.”

• Approved a resolution to opt in to the 2020-2022 Urban County Requalification in Department of Housing (HUD) programs, Community Development Block Grant (CDBG) and Home Investment Partnerships Program. Centerville has taken part in this program for many years and has twice benefited from CDBG funding. For example, CDBG funding helped with the Royal Meadows Water project for property owners who qualified for fi nancial assistance for water connection.

• Approved a special event permit application for the Fuller graduation party, to be held June 2 in the 6000 block of Mallard Way. The reason for the special event permit is that the hosts would like to have a food truck parked in the street at the end of their driveway.

• Approved a special event permit application for ACRC/ARRL Field Day 2019 to be held by the Anoka County Radio Club and Emergency Service on June 21-23 at Laurie LaMotte Park. The event is open to the public.

• Passed a second series ordinance rezoning certain properties from B-1 (Commercial) to I-1 (Industrial).

Every three to four years the city has the outside of its water tower cleaned to extend the life of the protective coating and for cosmetic reasons to clean off the mold and mildew buildup that results during warm weather.

• Awarded the contract to clean and inspect the interior of the city water tower, installed in 2004, to KLM Engineering in the amount of $3,000 using money from the water fund. The city is considering only one quote for this project because, City Engineer Mark Statz said, KLM Engineering is the one highly qualified fi rm in the metro area that most cities use for this service.

• Authorized to city staff to buy staff computers and related equipment for $11,284 with money from the capital equipment fund, as previously discussed during the last budget cycle. The purpose of the purchase is to replace outdated equipment following discontinued tech support for the Windows 7 operating system. Statz and City Clerk Teresa Bender will replace their tower setup with laptop computers to be used in and out of the office. Staff will also upgrade MS Office software for the computers in City Hall as well as the scanners that won’t be able to support Windows 10.

• Authorized for city staff to order computers and upgraded software to upgrade the Supervisory Control and Data Acquisition (SCADA) system for $7,740. Costs will be shared between the water fund and sewer fund. The SCADA system is not part of the contract with the local internet provider and is not connected to the network due to security reasons.

• Discussed the idea of passing a resolution requesting comprehensive road and transit funding.

The effect of these new sales on the overall market value of the city was to increase the total market value of the city by 8 percent, from $433,766,300 to $470,594,800 for the 2019 assessment. Included in this new overall market value in Centerville is $4,024,000 in new construction.

report included some historical data for the Centerville area. The 2018 report states that market values increased by 8.3 percent last year.

The median sales price went from $243,000 in 2017 to $263,250 in 2018. The Minnesota Association of Realtors also noted that home values in the city have increased by 33.3 percent since 2015. “This is good news for citizens in the market to sell their homes,” Tolzmann said.

In the meantime, as everyone looks ahead to the payable 2020 property taxes, don’t forget to pay the payable 2019 property taxes that are due later on this month on May 15. The second half of payable 2019 taxes are due Oct. 15.

The 2019 assessment is scheduled to be finalized on July 1 and will be reflected on the payable 2020 proposed tax notices to be mailed out around Nov. 15.

HUGO BITS & PIECES The Hugo City Council took the following action at its May 6 meeting: • Heard from Lion Dan Balthazor, who reminded council members that this year's Good Neighbor Days will be June 6-9. This year's theme is “Seize the Day, Get Out and Play,” and will feature some new events including a new exotic petting zoo (in addition to the more traditional one) as well as the addition of another band on Saturday, Backyard Rib Fest (sponsored by Spencer Grundhofer) and a vendor craft fair. Balthazor added the Lions are also trying to secure more inflateables for kids in addition to the return of the popular Bonker Ball.

• Agreed to co-sponsor the event by waiving the special event permit fee and agreeing to provide police services during the festival.

• Renewed 2 a.m. license for Blue Heron Grill and Sal's Angus Grill. The annual license allows both establishments to stay open until 2 a.m.

• Approved the hiring of seven seasonal public works employees to assist with mowing, garbage/litter removal, park maintenance, boulevard maintenance and general public works maintenance.

• Approved a temporary on-sale liquor license for the Lions Club for Good Neighbor Days. The license will allow the Lions to serve beer and Bloody Marys during the festival. The council also approved an off-site gambling permit for the Hugo Legion to conduct Bingo at the event.

• Approved a planned unit development (PUD) amendment for Adelaide Landing.

Excelsior Group requested approval of a PUD amendment to change the 70- foot wide single family lots to 65-foot wide single family lots. With the proposed amendment, there will be 324 lots instead of the previously approved 319.

• The Planning Commission agreed that the proposed amendment was reasonable and it would not noticeably change the overall plan for the PUD. The Planning Commission unanimously recommended approval of the amendment.

• Approved the Hugo Firefighter's Relief Association's request to increase the lump-sum pension benefit by $100 per year of service.

• Accepted a $5,000 donation from the Bayport American Legion to the Hugo Fire Department. The council also

accepted a $200 donation from the Hugo American Legion to fire department.

• Approved a resolution awarding the contract to the low bidder Dresel Contracting, Inc. for $2,650,717 for the 130th Street roundabout improvement project. A total of four bids were received.

The project will include complete street reconstruction as well as drainage improvements and a trail along the north side of 130th Street. City Engineer Mark Erichson said there would be a public information meeting for those who live close to the project from 7-8 p.m. May 14 at City Hall.

• Approved the award of bid for the 2019 dust control project to Nothern Salt Incorporated for $.878/gal. Since 2008, the city has applied dust control to its approximately 25 miles of gravel roads twice a year.

• Heard an update on gravel roads from Erichson. For a number of years, Hugo has had performance issues with a number of its gravel roads. In 2018, the City Council authorized further evaluation of the gravel roads. The result was to reclaim the gravel roads (mix the layers of existing gravel within the road structure), yielding a better gradation of material. Ingersoll Avenue, 175th Street, Inwood Avenue and 180th Street (1.67 miles) were completed in 2018, and are now performing very well Erichson said. The council approved city staff to complete the remaining 5.5 miles of problematic gravel roadways in 2019 for an estimated cost of $40,000.

• Approved a resolution that will prohibit parking on both sides of Rosemary Way. At April 15 meeting, the council discussed Rosemary Apartments.

During the discussion, a comment regarding parking on Rosemary Way had come up from an individual in the audience. Rosemary Way is currently designed as a 32-foot wide roadway and is a state aid roadway. However, the width doesn’t meet their requirements for parking on both sides of the roadway and the long-term plan for Rosemary Way (as identified in the Comprehensive Plan), does not include parking along Rosemary Way. The next City Council meeting will be at 7 p.m. Monday, May 20, at City Hall.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A local youth was cited at 7:21 a.m. April 8 in the 15000 block of Eminence Avenue N. for speeding 37 mph in a 30 mph zone by Washington County Sheriff’s Office deputies on stationary patrol.

The youth, who admitted to going “10 over,” said he was late for volunteering at his mom’s work.

The youth had also received another motor vehicle citation one month prior.

• A Hugo woman, 47, was issued a written warning at 7:49 a.m. April 8 in the 4000 block of Heritage Parkway N. for due care violation.

She was advised of the ongoing speed sting in the area. A Hugo man, 40, was cited at 1:11 p.m.

April 8 on Heritage Parkway N. and Empress Avenue N. for speeding 35 mph in a 30 mph zone, as the directed patrol on that roadway continues.

• A Hugo man, 47, was cited at 12:25 p.m. April 8 in the 13000 block of Fenway Blvd. N. for speeding 35 mph in a 30 mph zone.

• A Lino Lakes man, 43, was mailed a citation for school bus stop arm violation on April 9 after he was observed by the northbound bus driver on Fable Hill Parkway N. and Fable Road N. at 7:34 a.m. March 28 turning right from Fable Hill Parkway N.

Despite the open bus door, red flashing lights, extended stop sign, honking bus horn and a significant glare by the bus driver, the subject drove through it all before vanishing into the distance.

• A Hugo man, 52 was mailed a citation for school bus arm violation on April 9 after he drove through a school bus stop arm at “highway speed” at 8:29 a.m. April 1 in the 8000 block of 170th Street N. The school bus driver had stopped to pick up students and had deployed his eight-way fl ashers and the second stop arm. The school bus driver stated that the subject didn’t even slow for the amber lights at all.

• A Hugo man, 47, was arrested on a Burnett County, Wisconsin, felony warrant with nationwide extradition at 6:08 p.m. April 9 in the 5000 block of 170th Street N. after deputies eastbound on 170th Street N. at Henna Avenue N. clocked him at 68 mph in a 55 mph zone and tried to pull him over. Instead of pulling over to the side of the road, the subject pulled into a driveway and stopped. The motorist told deputies he didn’t happen to have his driver’s license with him but identified himself.

Deputies also recognized him from previous calls and cited him for new driving violations, including speeding and driving after license revocation.

• A couple turned over a Nintendo Switch to deputies at City Hall in the 14000 block of Fitzgerald Avenue N. at 9:40 a.m. April 10 intending for deputies to return the item to its owner. Deputies submitted an administrative subpoena to the Nintendo company to aid in that endeavor. Tire tracks on the Switch indicated that it had been run over by a vehicle. The unit was still powered up, but the joystick was broken.

• A suspicious vehicle reported found in the 4000 block of Victor Path at 3:58 p.m. April 11 turned out to belong to a party who had simply parked at the wrong house.

• A resident in the 5000 block of 147th Street N. at 4:55 p.m. April 11 reported her ex for harassing her boyfriend and saying he would “kick his a--” and kill him. When deputies advised the complainant to take out an order for protection against the subject, she said she couldn’t do it because he is the father of her children and

that there needed to be interaction. Deputies tried again, advising the complainant to communicate by text and email so there would be a record of the transactions. A copy of those communications could be placed into the case fi le, deputies said.

• A Hugo woman, 57, was issued a written warning at 12:27 p.m. April 12 in the 13000 block of Fenway Blvd. N. for speeding.

• A Hugo woman, 35, was arrested at 2:40 a.m.

April 13 in the 14000 block of Victor Hugo Blvd. on a Ramsey County felony warrant after being pulled over for an obstructed license plate, followed by the customary computer check.

The subject, who could not provide proof of insurance, told deputies her license had been suspended.

• A Champlin man, 25, was cited at 12:43 a.m.

April 14 on northbound Forest Blvd. N. at 137th Street N. for speeding 74 mph in a 55 mph zone by southbound deputies who clocked him on radar.

The subject slowly decreased his speed to 68 mph, but deputies were not induced to ignore the violation. Nevertheless, the driver insisted to deputies that he didn’t know he was speeding and he didn’t know the speed limit.

• A stop sign at the corner of 149th Street N. and Farnham Avenue N. was reported damaged at 10:05 a.m. April 14. The Hugo Public Works Department was summoned to the scene.

• After being reported for playing loud music at 10:16 p.m. April 14, a resident in the 4000 block of Emmit Drive N. turned compliant and lowered the volume.

• An unidentified motor vehicle passenger was arrested at 2:53 a.m. April 15 at the Kwik Trip in the 14000 block of Victor Hugo Blvd. on a gross misdemeanor warrant out of Anoka County.

• An Isanti man, 26, was cited at 8:07 a.m. April 15 on Heritage Parkway N. and Enfield Avenue N. for speeding 35 mph in a 30 mph zone during an ongoing speed sting.

• A resident in the 15000 block of Forest Blvd. N. at 8:13 a.m. April 15 reported being advised by her bank that five fraudulent transactions had cleared her bank checking account during an unknown period. The complainant told deputies she thought her account had somehow been accessed by online hackers.

• A Scandia woman, 59, was cited at 6:31 p.m.

April 15 on westbound 170th Street N. and Jeffrey Avenue N. for tabs that expired in February 2018. She was verbally warned for driving with expired proof of insurance and no front license plate after being pulled over for the plate and tabs.

• A St. Paul man, 22, was cited at 12:55 a.m.

April 16 on Forest Blvd. N. and 159th Street N. for speeding 45 mph in a 35 mph zone and possessing marijuana in a motor vehicle after Washington County Sheriff’s Office deputies clocked him on radar for speeding and smelled pot during the traffic stop.

• A Grant man, 24, was cited at 3:42 p.m. April 16 on 170th Street N. and Henna Avenue N. for not wearing a seat belt after being pulled over for not displaying a rear bumper or rear license plate. As deputies observed the motorist, they noted the unused seat belt hanging by the door.

The subject said his license plate must have fallen off. He did not have an explanation for the missing bumper.

• A Hugo man, 30, was cited at 4:51 p.m. April 16 on Oneka Parkway N. and Frenchman Road for seat belt violation by deputies on stationary patrol who observed him talking on his phone while not wearing his seat belt. The motorist

said he fi rst realized he didn’t have his seat belt on when deputies said he didn’t have it on.

• A North Branch woman, 22, was cited at 6:47 p.m. April 16 in the 12000 block of southbound Forest Blvd. N. for speeding 69 mph in a 55 mph zone by northbound deputies on rolling patrol.

• A Park Falls, Wisconsin, woman, 48, was cited at 6:55 p.m. April 16 in the 9000 block of eastbound 170th Street N. for speeding 64 mph in a 55 mph zone by westbound deputies on routine patrol who clocked her on radar at 70 mph.

The motorist admitted that she was being “quick” and only realized it after seeing the squad turn around behind her.

• A landlord of a property in the 15000 block of Foster Drive at 12:21 p.m. April 18 reported his tenant for not vacating the premises when requested to do so. The tenant said she wouldn’t leave until the landlord returned her security deposit. Deputies advised the landlord of his legal options.

• The owners of a hair styling salon in the 14000 block of Victor Hugo Blvd. N. at 7:06 p.m. April 16 reported the husband of a former employee for phoning and threatening them that they would need to

It all started when the owners didn’t direct deposit the ex-employee’s fi nal paycheck after she suddenly walked off the job several weeks earlier. Instead, the owners had the former employee come in to receive her fi nal paycheck in person and sign termination papers. This formality apparently didn’t go over well in the household of the ex-employee.

• Five juveniles were reported for yelling lewd comments into a business on Forest Blvd. N. and 142nd Street N. as they walked by at 10:46 a.m.

April 19. After deputies located the juveniles several blocks away, two of the five juveniles admitted to the conduct. Deputies then followed the boys back to the business, where they apologized to the employees inside the business for their offensive language.

• A Forest Lake woman, 40, was cited at 6:31 p.m.

April 19 in the 16000 block of northbound Forest Blvd. N. for speeding 70 mph in a 55 mph zone by southbound deputies on routine patrol in their “fully marked patrol vehicle” who clocked her on radar as she approached them.

• A May Township man, 22, was arrested at 11:23 p.m. April 19 in the 14000 block of Victor Hugo Blvd. on an outstanding Ramsey County gross misdemeanor warrant after deputies on routine patrol at the Kwik Trip conducted a random National Crime Information Center (NCIC) check on his license plate.

• Deputies returned a wallet found in the 17000 block of Keystone Avenue N. to its owner at 8:38 a.m. April 21.

• A “disgusting minifridge, fi lled with mold and rotten food” was reported dumped at 4:53 p.m.

April 21 in the parking lot of the community pool on Victor Hugo Blvd. N. and Victor Path.

The fridge’s copper tubing and condenser had already been scrapped. Public Works was advised of the illegal dumping of the minifridge.

• A Hugo man, 43, was arrested at 11:36 p.m.

April 21 in the 4000 block of Empress Drive N. for fourth-degree DWI after deputies pulled him over on suspicion of being involved in a domestic assault in Hugo. Deputies were tipped off that the subject had been consuming alcohol that evening, and he confi rmed it by giving sufficient evidence of intoxication during field sobriety exercises. The clincher was when he blew a 0.14 on the jail sobriety test.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • Officers were requested to check the welfare of an intoxicated male in the 400 block of 62nd Street April 23. The male was transported to the hospital due to his intoxication level and being unable to care for himself.

• An officer spoke to a complainant by phone April23 regarding a criminal sexual conduct report involving a person under 13 and another over 36 in Lino Lakes. The investigations division was forwarded the information for follow up.

• A resident reported people soliciting without a permit in the 6900 block of Black Duck Drive April 24. An officer checked out the area, but no one was found.

• Officers responded to a disorderly conduct report in the 300 block of Elm Street April 24. The investigation is ongoing.

• While working a traffic saturation event in the 1500 block of Birch Street April 25, an officer arrested a 35-year-old male for fi fth-degree possession of a controlled substance and an outstanding warrant. The male was transported to the Anoka County Jail.

• Officers responded to the report of a two vehicle accident in the 8100 block of Lake Drive April 26. The officer collected information from the drivers involved as well as two witnesses who had seen the incident occur. One driver was issued a citation for a driving violation,m and no injuries were reported. One vehicle had to be towed from the scene.

• An officer received a report of a near-miss between a vehicle and a bicycle in the area of Birch Street and White Oak Road April 26. There were no injuries, and the vehicle was unable to be located.

• While on patrol, officers stopped a vehicle in the area of Apollo Drive and Lake Drive April 26. The driver was cited for driving after revocation and possession of marijuana.

• Officers responded to a report of a domestic incident in a vehicle in the 2000 block of I-35W April 27. The vehicle was stopped and the driver was arrested for domestic assault, possession of marijuana and driving under the influence.

• An officer was dispatched a complaint of juveniles illegally operating a four-wheeler in the 800 block of Old Birch Street April 28. The juveniles and their parents were advised of the requirements to operate a four- wheeler.

• Officers responded to the 7500 block of 4th Avenue a report of a student that had a tobacco vaperizing device in their bag April 29. Officers tested the device and learned school would be handling discipline.

• Officers responded to a report of an injured owl near the 6600 block of Black Duck Drive April 29. Officers checked the area and were unable to locate an injured owl.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • Officers responded to check the welfare of a male passed out in a black Chevy truck in a parking lot in the 800 block of Civic Heights Drive in Circle Pines April 25. Upon arrival, officers woke the male who had felony drugs in plain view. The male also had a felony arrest warrant and was arrested and transported to jail.

• Police conducted a traffic stop in the area of Lake Drive and Civic Heights Drive in Circle Pines April 26. The driver of the vehicle was subsequently arrested for fourth-degree DWI. • Officers responded to a property damage hit and run in the 9100 block of South Highway Drive in Lexington April 26. The suspect was subsequently located.

• Officers responded to the city of Centerville April 26 on report of a domestic assault in progress.

The suspect was subsequently arrested and transported to jail.

• Police conducted a traffic stop in the area of Lake Drive and Griggs Avenue in Lexington April 27. Police detected the smell of marijuana and a subsequent search of the vehicle revealed a small amount of marijuana.

• Officers responded to the 7000 block of Centerville Road in Centerville regarding a fight April 28.

After arriving, officers found one of the involved groups and already left the scene. The case is pending further investigation.

• Officers were dispatched to the 30 block of Central Street in Circle Pines on report of a theft/ shoplifting April 29. The case is active pending further investigation.

Arson investigation underway

HUGO — A Hugo man has been charged in connection to a house fire that injured a firefighter last month. Daniel Joe Lewandowski, 39, was charged April 25 with first-degree arson of a dwelling, which carries a maximum sentence of 20 years in prison and a $20,000 fine.

Daniel Joe Around midnight Lewandowski on Wednesday, April 24, the Hugo Fire Department (HFD) was dispatched to the scene of a structure fire that started in the basement of a home in the 5600 block of 141st Street N. Upon arrival, Chief Kevin Colvard said firefighters found that all five occupants of the home had already evacuated.

Although there were no visible flames when HFD arrived, it “didn’t take long for the fire to make itself known.”

HFD worked the scene with assistance from the Forest Lake and White Bear Lake Fire Departments as well as the Centennial Fire District until around 5 a.m. Colvard described the fire as a “total loss,” as the first floor collapsed along with the roof, which fell into the basement.

Colvard added the cause of the fire remains under investigation, but arson has not been ruled out.

According to the criminal complaint, the defendant’s father told a WCSO deputy that his son “burnt the house down on purpose.” He said that the defendant is “mentally unstable” and a former drug addict, and that he and his wife were sleeping when they heard a loud boom that shook the house.

The defendant stated he had accidentally dropped a cigarette and that there was an “enormous amount” of flammable stuff in the basement. According to law enforcement, the defendant’s mother also told deputies that the defendant had made a comment earlier in the day while they were out shopping, that he wanted to get a gas can and blow up the house.

The Hugo Fire Department responded to a structure fire in the 5600 block of 141st Street N. around midnight April 24. A 39-year-old man has subsequently been charged with first-degree arson of a dwelling.

and told deputies their father had been acting weird. The children reported being woken up in the middle of the night by their father, who told them to go upstairs. One child described the defendant going into the kitchen to grab a lighter and then going back down to the basement.

Within a minute, the child said, there was smoke and a noise.

The morning after the fire, a WCSO sergeant interviewed the father, who said no gas cans were in the basement, but there were some in the garage and that one of those cans was missing. Lewandowski is scheduled to appear in court at 1 p.m. on May 9.

The Washington County Sheriff’s Office (WCSO) confirmed the fire is under investigation by the department and State Fire Marshal. The investiga-

tion could take anywhere from a couple of weeks to a couple of months, authorities said.

Firefighter injured on scene A Centennial Fire District (CFD) firefighter was injured on the scene of the fire and had to be transported to the hospital by North Memorial Ambulance.

CFD Chief Harlan Lundstrom explained the firefighter was ventilating the basement windows of the home but because of heavy smoke, could not see well.

The firefighter fell into a window well. Although Lundstrom could not say too much about the injury, he confirmed the firefighter will need surgery and will be “out of commission for months.”

St. John’s Men’s Club serves over 3,000 fish dinners It was another successful year for St. John’s Men’s Club’s Fish Fry. Club members served up 3,240 fish dinners over the six weeks of Lent, 132 more than last year’s event and just five meals short of the all-time high back in 2016. Over a half-ton of fish went through the fryers.

Each year the Men’s Club runs a bicycle raffle at the event for boys and girls 6 to 12 years old. Bikes were presented to the winners at the final fish fry, held April 12. NAME IN THE NEWS White Bear Lake High School junior Kyle Pade, of Hugo, executed the final phase of his Eagle Scout project in April with Liam Dickson and Aiden Scott. The three belong to Boy Scout Troop 89 in Mahtomedi. The project included the renovation of the basement in St. Andrew’s Family Shelter in Hugo.

The Scouts turned the basement into a recreational room by installing flooring,

constructing game tables and a bookshelf, upgrading the lighting and adding some bean bag chairs.

Currently, there are five families living at the shelter, with 12 children ranging from infancy to preteen. To help with funding for the project, Pade started a Gofundme page, which raised over $1,000 for materials. Pade plans to reach his Eagle Scout goal by Aug. 7.

SCHOOLS: Swelling enrollment stimulates strategic planning FROM PAGE 1

• Build a new elementary school for 720 students in the north part of the district.

Land in Hugo has been acquired for this purpose.

• Expand Oneka Elementary and Otter Lake Elementary to accommodate 720 students each.

• Create a K-5 grade configuration across all elementary buildings.

• Create two early childhood centers at Hugo Elementary and Sunrise Park.

• Remodel media centers in all buildings.

• Purchase new furniture for all classrooms districtwide.

The total cost for the phase one project is estimated at $326 million.

Estimated cost breakdown of facilities The remodeled high school is estimated to cost $162 million. Another $12 million in renovations and $6 million for possible purchase of 21 homes would be added to that cost, for a total of $180 million.

Plans to purchase 21 homes raise a serious red flag, noted school board Chair Don Mullin. “I don't like to use the word eminent domain; I don't think it's the right way to go about it. That is the scary part to me; having enough space at North.”

Kraus Anderson representative John Huenink, vice president and director of education, said the project can proceed without the 21 homes.

Private property will need to be acquired at some point, however, for practice fields and green space.

Increasing middle school capacity would cost $29.4 million. That figure includes media center remodels and furniture purchases at both the middle and high schools.

Hugo could cost $91 million; a new bus garage could cost $8.2 million. Sunrise Park renovations could cost an estimated $17.4 million.

“The key message here is about meeting enrollment demands of our school district,” noted Tim Wald, assistant superintendent for finance and operations. “We can't do it with the schools we have.

There is not enough space.”

3 phases over 20 years District facility changes would occur in phases. Phase one, as proposed above, would take up to five years.

Phase two would happen over the next decade. A preliminary allocation of $50 million was dedicated for kitchen improvements and other unnamed projects during this phase.

Phase three would involve a future referendum 10 to 20 years out in the amount of $170 million. This phase includes moving the athletic stadium to North for $12 million and building a new middle school for $100 million.

Central Middle School would be demolished. Flex spaces and other site improvements would be created at a cost of $43 million in elementary buildings.

Community outreach next step The next step is a community survey that will go out later this month. The district wants to know how people feel about the facilities plan.

The survey will also measure “tax tolerance.”

Although new numbers will be coming out, the tax impact at various referendum thresholds provided in the workshop packet look like this on a $300,000 home: • $250M - $12/month or $144/ year • $300M - $15/month or $179/ year

Enrollment could hit almost 11,000 students in 10 years if 75 percent of the agricultural land available in the district is developed. Current enrollment capacity is 8,700.

• $350M - $25/month or $302/ year The committee spent a lot of time on high school history, gathering testimonials from baby boomers who experienced the two high school model. North opened in 1964 as White Bear's only high school. Large class sizes led to construction of a second high school, Mariner (now South Campus), in 1974. The district went to its current configuration in 1983.

Committee member Jerrod Leder shared remarks made by those who experienced two White Bear high schools.

Words like “contentious” and “split community” were used. People couldn't eat at a restaurant on the other side of town, he said.

“The community prides itself as being one Bear,” Leder added.

Facility planners discussed wants vs. needs, Britt Fouks told the board. “Needs were

our guide for every conversation. Options were discussed with a lens around how well it met the need and whether we were doing right by taxpayers.”

Residents may wonder about the athletic stadium at South, Fouks said. It will remain there in the short term.

“We had to prioritize,” Leder maintained. “Yes, it would be ideal to have athletic facilities next to the high school.

There are logistics around that. But there are logistics day to day with a split high school.”

Leder said his oldest child may be in the class that would attend North for two years, South Campus for one year and North for senior year.

“These are just some of the things we'll have to do. It will be like that for some students.”

Fouks assured the board the planning committee thought long and hard about how to

best serve students' programming needs and meet the needs of the entire community. “Especially if we have to go out for a vote,” she added.

Survey results should be ready for school board review in late May. It will likely be July when the board votes whether to move forward with a referendum in November.

If a referendum is successful, the new elementary school in Hugo would be built in about three years. North Campus construction will take three years following one year of design work.

“Structurally, North is sound,” noted Wald. “It needs a new HVAC system, but this helps us keep this affordable. If we demolished North and built new, it would not be cost-effective. It would eliminate most of the other projects we need to do.”

Hometown Teacher of the Year makes kindergarteners feel at home

Lincoln Elementary kindergarten teacher Abby Kath, a 2002 White Bear alumna, is the 2019 White Bear Lake Area Schools Teacher of the Year.

“I am so blessed and so thankful and this is the most humbling opportunity,” said Kath on stage in the South Campus theater April 25 after she was announced as the White Bear Lake Teachers’ Association (WBLTA) Teacher of the Year from among seven finalists.

Kath has been teaching elementary school in the district for 13 years. She started out her teaching career in the Mounds View and Stillwater districts.

Growing up, she never thought she would teach in her hometown but is now glad she is. She attended Birch Lake Elementary School as a child.

The pride in the community is something she enjoyed as a youth and makes her glad to be raising her children here. She will have a kindergartner at Hugo Elementary School next school year.

During the Teacher of the Year Extravaganza, Kath was introduced by her coworkers Traci Indlecoffer and Brooke Reeves. Kath holds herself and students to a high standard, diffuses conflict with humor and takes initiative, Indlecoffer said.

Kath is an advocate for students and families, passionate about technology and data and spurs her colleagues on to be the best for students, Reeves said.

“To her students and to us, she is always teacher of the year,” they said.

Kath said she was humbled to be chosen from such great teachers among the finalists. “Everyone brings a different strength,” she noted.

About 130 nominations were offered for 2019, said WBLTA President Michael McKenzie. Nominations can come from co-workers, parents or students.

Nominations were evaluated by judges based on a survey; there was a tie, so there were seven finalists instead of six this year. Finalists were interviewed by a panel of judges. The winner was selected by a committee.

Superintendent Wayne Kazmierczak said he read the finalists’ philosophies of learning during the selection process and found them all to be “powerful statements.” He said he hopes all his children get to have all the finalists as their own teachers. Kath’s philosophy is that children who come into her kindergarten classroom become part of a family and that the experience will go with them for the rest of their schooling.

The teacher of the year program is supported by WBLTA. The winner receives a $1,000 monetary gift from the White Bear Lake Lions Club intended to be used to further the teacher’s expertise. “We are happy to be part of a program to honor great teachers,” said Paul Williams, club president.

“There are no ties on how to spend it, but we hope it will be used to continue your education and preparation for further expertise with students.”

Kath will also be considered as a candidate in the Minnesota Teacher of the Year contest, which began in the state in the ’50s.

Oneka Elementary fi fth-grade teacher Maggie Clark was the 2018 Teacher of the Year. She said having the opportunity to be Teacher of the Year reconnected her with her teaching values and reminded her why she became a teacher.

It was a nice weekend with temperatures finally warming into the 70’s on Saturday and 60’s Sunday but it has been a bit unseasonable cool. We should be in the 60’s for highs but instead we’ve been fed a steady dose of 50’s. Looking back one year it was very similar, cool start to May only to have a sizzling second half, remember? Senator learns about area’s career education

U.S. Senator Tina Smith met with students and community members to learn more about the area’s career education opportunities April 24 at a meeting hosted by the White Bear Lake Area Chamber of Commerce.

Smith is on the U.S. Senate Committee on Health, Education and Labor. She came to the area to learn about what the community is doing to promote career connections between employers and students in fields like health care and manufacturing.

By 2024, there is expected to be a shortage of 100,000 workers for jobs in such industries, Smith said during the meeting at Short Elliott Hendrickson (SEH) in Vadnais Heights. She wants Minnesota to be a good place to grow a business and live, she noted. She is working on a bill that would expand funding for partnerships between businesses and high schools.

Students shared with Smith about the opportunities they have had to study career pathways while still in high school. Tyler Orlando has been studying in an EMT program through Northeast Metro 916 Intermediate School District.

Lauren Mathaus has studied medical careers through District 916 and Eli Knight has studied diesel mechanics skills, like cutting and welding.

The District 916 Career and Technical Center housed at Century College has 20 programs for students. The center is available to junior and senior students in 14 area school districts.

White Bear Lake Area Schools has four of its own career pathways programs in-house — manufacturing, construction, health care and information technology. Kyle Anderson explained the White Bear Lake Area Schools career pathways manufacturing program. He said he likes working with his hands and machines, and his decision to study welding and manufacturing in college was solidified when he took a manufacturing and applied engineering class in high school.

He also participated in the NE Metro Manufacturing Education Partnership between the Vadnais Heights Economic Development Corporation, area school districts and Ramsey County. ACD designs technology for New York City

The Anoka Conservation District (ACD) has come up with a patented technology that helps home and business owners and government agencies throughout Anoka County, the state and all over the U.S. “Our mission is to assist private landowners with natural resource conservation throughout the county. We also work very closely with cities, local governments and watershed districts to conserve natural resources,” said Mitch Haustein, ACD stormwater shoreland specialist. “We essentially do anything and everything related to natural resources conservation.”

ACD is a nonregulatory countylevel subdivision of state government.

ACD provides technical and financial assistance to private landowners to manage natural resources in a way that conserves and improves soil and water resources. When established in 1946 under Minnesota Statutes Chapter 103C, ACD largely worked with agricultural producers but has since evolved to serve the changing demographics of the county. Little agriculture remains in the county, but ACD provides assistance to landowners on properties of all sizes and helps other local governments plan and implement wise resource management strategies.

For many years, ACD has installed curb cut rain gardens, a stormwater management best practice. Rain gardens are typically made up of shrubs, perennials and flowers planted in a small depression, and are designed to temporarily hold and soak in rainwater runoff that flows from roofs, driveways, patios or lawns.

“What we were seeing was this accumulation of a lot of sediment, debris and garbage right at the inlet, and all of that was getting into these gardens and causing maintenance issues. It can get so bad that it can actually clog the rain garden, so the water is not able to soak into the ground like it is supposed to,” Haustein explained. “There really wasn’t a solution to this. Most commonly, what gets put in the inlet of these curb cut rain gardens is either turf grass or maybe some rock ... Well, those don’t work very well, so we took it upon ourselves to develop a solution for that.”

In 2010, ACD developed the Rain Guardian and has since come up with a few different models of the technology.

The first one is the Bunker, which is made of recycled plastic and works very well in residential settings.

“As the water enters through the gutter, it passes through that top grate, which captures things like leaves, litter, garbage,” said Haustein. “The water drops down into the inside of the structure where sediment can accumulate. And then that fi lter wall that slides down into the rain garden

ACD started to get inquiries about a heavier-duty model that would work well for commercial settings such as parking lots, so it developed the Turret.

Although the functional elements of the Turret are the same as the Bunker, the structure is made out of concrete and is circular. Instead of the 100-pound structure for the Bunker, a Turret weighs well over 1,000 pounds. An example of a Turret can be spotted throughout the Kohl’s/Target parking lot in Lino Lakes, where more than 40 of them are installed.

In January, ACD had both models tested at the St. Anthony Falls Laboratory at the University of Minnesota. “We had a lot of anecdotal evidence over the years that these were doing a great job. We got a lot of great feedback from our customers, but we did have them tested by an independent party to verify they work well,” Haustein said. “They were highly effective ... 60-90% removal of sediments and gross solids.”

The newest structure is the Fox Hole.

ACD does stormwater retrofit analysis to look for areas where stormwater treatment is lacking so it can go into those areas and propose projects to provide water quality benefits. Although the functionality of the Fox Hole is similar to the other models, it allows pre-treatment within the footprint of the sidewalk, which would otherwise be an unused area.

“We would love to do rain gardens in certain areas, but sidewalks posed a barrier between the curb and gutter system and a yard,” he explained. “The Fox Hole allows us to get underneath sidewalk. It routes water under the sidewalk and has a top lid so it can take traffic over the top.”

ACD is also currently working on a custom model for New York City, after it was approached by the city’s Department of Environmental Protection.

The district was approached by New York City’s Department of Environmental Protection.

“They have a bunch of these rain gardens installed throughout the city and they were having some of the same challenges we were having back early on with pretreatment,” Haustein said.

“They asked if we would be interested in designing a custom chamber to fit their basin;, they have shallower basins than what we typically work with.”

Within the next month and a half, ACD will ship eight prototypes to New York City to be tested. “We have incorporated their feedback into the design while still maintaining the functional elements of our product that we know work well,” he said.
