CENTERVILLE — Curt McKay uses Twitter solely as a news feed to keep up with local sports happenings. He never imagined his third retweet on the social media platform would result in a $10,000 cash award.

After the NCAA men’s basketball brackets came out March 12, the Saint Paul Saints came up with the promotional idea to give away $10,000 if a No. 16 seed knocked off a No. 1 seed, something that had never been done before in 132 tries entering the 2018 tournament.

The Saints sent out a tweet Monday morning (March 13): “We don’t have a billion dollars like @ WarrenBuffett, but our Curt McKay GM @DerekSharrer has officially gone mad. The Saints will give away $10,000 if a 16 seed beats a 1 seed in #MarchMadness2018. All you have to do is retweet this to enter & we’ll choose one winner if it happens.”

The retweets poured in, and by the time the tournament began, there were 6,000 retweets. When No. 16 seed University of Maryland, Baltimore County blitzed No. 1 seed University of Virginia by 20, there were more than 16,000 retweets, all of which were entered into the random electronic drawing.

As of press time, the original tweet had been retweeted over 21,000 times.

game Friday night, he thought to himself “Someone just won $10,000!” but he had no idea that person would be himself.

Last Tuesday, the Saints announced the winner live on Facebook. “I was sitting on the couch and all of a sudden my phone started blowing up,” Curt recalled. “I went to the Facebook live feed and sure enough, there was my Twitter handle, but I still didn’t believe it. I didn’t believe it until I got an email and phone call from the Saints.”

Curt called his wife to relay the good news right away and she said, “Are you sure?” and Curt said, “I think so.”

Originally from St. Paul, Curt grew up going to Saints games at Midway Stadium.

Today, he and his family try to make it to five games a year.

Curt enjoys following all Minnesota sports, especially his alma mater, the University of Minnesota Gophers.

The $10,000 couldn’t come at a better time, as Curt was laid off in February after a 17-year career in environmental consulting with the Antea Group in Shoreview. In addition, his youngest daughter Matraca is tying the knot this July. Curt said he also hopes to do some small home renovation projects, including new floors, for their Centerville home.

Since the official announcement last Tuesday, Curt has received an abundance of congratulations from family, friends and strangers in addition to some criticism. Some Twitter users, who also retweeted the Saints tweet, were angry that someone who doesn’t tweet could win the contest.

The Saints will open the 2018 season on the road against the Gary SouthShore Railcats on May 18. The home

opener will be May 21 against the Chicago Dogs.

Sean Aronson, director of media relations/broadcasting for the Saints, said Curt “will get his money soon” and there will likely be a formal check presentation at a home game in May, possibly Dog Day on May 26.

4 generations keep family business growing in Hugo

HUGO — Western Spring Manufacturing has nothing to do with mattresses or the automotive industry.

The family-owned business, which got its start in 1932, does, however, make coil springs and wire forms for a variety of industries including aerospace, agriculture, defense, energy, fluid power, medical, marine, metal stamping/sheet metal, plastics and more.

Western Spring Manufacturing was established in 1909 as the Robert Goss Company; at the time, the business was a blacksmith and machine shop in St. Paul. In 1932 Charles Altstatt, who was employed as a foreman, became the owner of the business. The company was later led by Ray Altstatt and in 1980 current owner Joe Altstatt took it over.

In the late 1990s, the business transformed to what it is today. Joe’s two sons are also involved with the business: Ben Altstatt serves as production manager and Alex Altstatt as the project manager.

Ben and Alex grew up in Lino Lakes. Ben graduated from Centennial High School (CHS) in 1996 and pursued business management at Saint Mary’s University for 2.5 years. Alex graduated from CHS in 2000 and pursued a degree in manufacturing management from Bemidji State University.

Both brothers weren’t always sure they would end up in the family business, but were exposed to it very early on. “We grew up around it. In our early teens our dad would need us to cut wire, bend some parts or what have you for customers. He would either bring us to St. Paul, or we would work on it at our home,” Ben recalled.

Ben and Alex agreed the family business would provide an opportunity for a great career. Ben started at Western Springs in 2000 and Alex five years later. In 2005, the business relocated from its 6,000-square-foot building in St. Paul to a 16,000-square-foot facility in Hugo at 5118 130th St. N. “There was no land or room to expand in St. Paul, so he (Joe) looked around at various industrial parks,” Ben explained. Alex added, “There was an opportunity to grow in Bald Eagle Industrial Park.”

A couple of years ago the business was in need of more space yet again, and plans for a new facility were set in motion. Last summer, construction on the new 40,000-square-foot building began; in December the business relocated to the property right next door at 13153 Fenway Blvd. N. When Ben and Alex’s great-grandfather began his business, he had a helper or two. Right before the move to Hugo, there were four employees. Now there are 19.

Today, the business specializes in making coil springs and wire forms including: compression springs, extension springs, torsion springs, wire forms, flat springs and medical springs. Ben and Alex described Western Spring as “third tier,” meaning it supplies the suppliers.

“We get raw material from our suppliers and we bend it and form it into the configuration the customer wants,” Ben said. “We have no one customer that has over 9 percent of our business. We have a diverse customer base.”

in any mechanical product. If you take apart a phone, a keyboard, a laptop hinge … they are everywhere, but nobody ever thinks about that.”

One thing that keeps the business competitive is its highly automated process. In fact, the company is currently looking into purchasing a collaborative robot.

Alex Altstatt left, project manager, and Ben Altstatt, production manager, are both involved in the family business.

Ben has been involved with the business since 2000 and Alex has been involved since 2005.

“The key word being collaborative, working together. It is not taking anybody’s job. It will work alongside our workers and do the repetitive work that no one wants to do,” Alex said.

One of the business’ continual challenges has been obtaining skilled workers who have adequate training.

“People don’t have shop class anymore. Not everybody can be doctors and lawyers,” Alex said.

Ben added, “It’s an ongoing challenge for us. What we do here is all on-the-job training, you can’t go to a tech school to learn the trade of making springs.”

For that reason, Western Springs has made an effort to visit local school districts, including White Bear Lake and Forest Lake, to share with students what types of traits and skills they are looking for in future employees.

Another more recent challenge is the Trump administration’s call for tariffs of 25 percent on steel and 10 percent on aluminum product imports. The business must now determine where to make up for that increased price on raw materials.

For now, the business will take it day-by-day and plans to keep the focus on family, quality service and quality products. “We have a good team and everybody works together,” Alex said.

Credit where credit is due

In my first year of college in St. Paul, I spent many hours riding the bike I’d brought to campus. It was invaluable whenever classwork became overwhelming, or I was tired of the cramped spaces in my dorm.

One night I left it chained to the rack outside, and woke up in the morning to find it had been stolen.

Anyone who has had anything physically stolen from them knows the outrage and disappointment that goes along with a theft. In today’s Information Age, that extends to a theft of property that is even more diffi cult to protect.

Written and visual media—both in print and online—are protected by copyright law. Whether it’s a written article or a photo you took, in most cases you are automatically the owner. But if you post it online, that often Getting will not stop someone from taking and using your work without giving in Tune credit.

Copyright protection is the reason all of the articles written by our reporters are completely original. We recently had a conversation in the newsroom about how this can be confusing. Sometimes sources send us articles that have been previously written about their business or initiative, asking if we can reprint it. The idea makes sense, since it would save a lot of time. But the answer is: we can’t, because it would be a violation of copyright law.

You might notice that the Pioneer Press occasionally prints the exact same story from the front page of the New York Times. The Pioneer Press, along with hundreds of newspapers across our country, are members of the Associated Press (AP), which means they can share articles. This partnership allows small papers to get easy access to national and international news topics, and allows large papers to scoop up viral stories born in Hometown U.S.A. Press Publications is not a member of AP, which has pros and cons. We have to produce most of our own original stories by doing the legwork ourselves, which means a little more work for us. I have to tell the end of my bike story, because it’s sort of funny. The weekend after my bike was stolen, my college held a bike maintenance workshop and raffl e.

The grand prize was a new bike. I figured it was worth a shot, so I bought a raffl e ticket. A few days later, I learned I’d won a prize. I was overjoyed—until I went to pick it up. It turned out to be the second-place prize: a brand new heavy-duty U-lock.

It was an insulting turn of irony, but pretty amusing in retrospect. I’ve almost gotten over it by now.

Busting bee myths

W

hen you think of the word “bee,” what springs to mind? If you said sting, yellow and black or honey, you are certainly not alone with your word associations, but you are 90 percent incorrect.

Why? Because what most people associate with bees, only applies to social bees, such as honey and bumble bees. those types Lawnchair And of bees make up Gardener merely 10 percent of the world’s bee Dawn Pape population.

The other 90 percent of the world’s bees, an estimated 20,000 species, are solitary bees. This means that they live and work alone; they do not divide the labor like social bees.

The female solitary bees are essentially “single moms” that find the housing, lay the eggs and provide for their young. The males live a short two weeks as adults and aren’t around to help.

As for the “busy as a bee” saying, let’s give credit where credit is due: solitary female bees are the busiest and we have over 400 species of these unsung heroes in Minnesota.

As you probably realize, pollinators are in peril and have been making headlines. Strangely, most of the discussion has been about the famous honey bee, which accounts for less than 1 percent of the world’s bee population. Solitary bees’ populations are declining rapidly too, but they are much harder to study because of their illusive nature.

As a society, we are beginning to realize that we need to think about the health of pollinators because our food supply largely relies on their pollination. To me, protecting pollinators is a common-sense form of self-preservation.

According to E.O. Wilson in “The Forgotten Pollinators,” 80 percent of the species of our food plants worldwide depend on pollination by animals, almost all of which are insects.

cial assignment to defend the nest makes these bees very gentle, virtually stingless. Even if a person were to get stung, the sting is more like a mosquito bite and there are no known allergic reactions to these stings.

Solitary bees are also not just yellow and black. In fact, they exist in a rainbow of colors and sizes ranging from less than 1/16 of an inch to over an inch and a half.

Solitary bees do not make honey. But what they lack in honey-making skills, they make up for in pollination. In fact, they pollinate 60-150 times better than honey bees. A person might consider these bees to be “Rodney Dangerfields of the bee world;” even though they are incredible pollinators, they just get no respect.

Solitary bees’ anatomy sets them up to be amazing pollinators. They are generally hairy little critters and have a rather unsophisticated way of carrying pollen. They basically belly flop onto blossoms and cover their abdomens with dry pollen.

They are a mess! As they fly to the next flower, pollen scatters everywhere.

Whereas honey bees wet the pollen so it doesn’t fly around, and pack it neatly in the pollen baskets on their legs. Honey bees are much more efficient at collecting pollen for themselves,

Watch out for cellphone porting scam

id you know that someone could steal your cellphone number and port that over to another carrier without your knowledge? This is a newer scam and it’s been happening around the country, including the Twin Cities. It’s also a new means through which scammers can steal your identity and withdraw funds from your bank accounts.

The scariest part is that this type of scam, called cellphone porting or portout scam, uses your safety protocols to gain access to your financial and personal accounts and logins. Better Business Bureau of Minnesota and North Dakota (BBB) offer insight into this new scheme and tips to help people protect themselves.

“We’ve seen this scheme locally and reports of it are popping up nationally,” said Susan Adams Loyd, president and CEO of BBB of Minnesota and North Dakota. “It’s definitely something new, and we want people to both be aware of it and to take steps to avoid this scam.”

Think of how many times you’ve set up an email address, social media account or logged onto your bank account online or had to change your password. How many times did you have to verify your identity by being sent a one-time code

via text message? Now what if you weren’t the only one who was reading that message? This new type of scam could potentially bypass that layer of security and might open the door to Movers and your identity being stolen without your knowlShakers edge.

How does the cellBetter Business phone porting or portBureau out scam work?

A scammer acquires your name and d phone number and then attempts to gather as much personal identifiable information (PII) as they can about you. PII includes your name, address, Social Security number (Social Insurance number in Canada), date of birth and other information that can be used for identity theft, including where you bank.

They then contact your mobile provider, pretending to be you, and inform them that your phone was stolen. They request that the number be ported over to another provider and device. In some cases, if they were bold enough and in a retail location - and/or online - they might even try to buy a brand-new phone that could

give a sales representative enough assurance to quickly fulfill the request and forgo some formal verification procedures.

The scariest part? Once they have your number ported to a new device, they can then start accessing and gaining entry to accounts that require additional authorization in terms of a code texted directly to your phone for security verification.

Those added security measures are usually in place on accounts provided by email providers, social networks, tax preparation software and even financial institutions. Victims of port-out scams may not know this has happened until they notice their mobile device has lost service, or when they receive unexpected text messages containing account authentication/access codes.

“Our understanding is that scammers might have a lot of sensitive information – including where people bank and so forth – from information gathered through online phishing schemes or previous hacks and data breaches,” added Adams Loyd.

BBB offers these tips to help protect yourself from this type of scam: • Talk to your cellphone provider about port-out authorization. Every major wireless provider has some sort of additional security for accounts or for port-out authorization that customers can set up,

like a unique pin, or adding a verification question, which will make it more difficult for someone to port-out your phone. Contact your mobile provider and speak to them specifically about porting and/or port-out security on your account.

• Watch out for unexpected “emergency calls only” status. Call your wireless provider if your phone suddenly switches to “emergency call service only” or something similar. That’s what happens when your phone number has been transferred to another phone. Contact the police and your financial institutions as well.

• Be vigilant about communications you receive. Watch out for phishing attempts, alert messages from financial institutions and unexpected texts in response to two-factor authentication requests you didn’t initiate.

American Legion Post 620 in Hugo will host its annual pasta dinner fundraiser from 6 to 9 p.m. Saturday, April 7. The event will include dinner, games, raffles, live and silent auction, music and a cash bar. All proceeds will go to the Hugo Good Neighbors Food Shelf.

Tickets are $15/adults and $8/children (age 10 and under). Tickets can be purchased ahead of time at the Hugo Feed Mill, and a limited number of tickets will be available at the door.

Doors open for dinner at 6 p.m., games and raffles

begin at 7 p.m. and the auctions will run from 7 to 8:30 p.m. American Legion Post 620 is located at 5383 140th St. N., Hugo.

Election judges needed in Washington County

During the 2018 primary election Aug. 14 and the general election Nov. 6, approximately 2,000 paid election judges will be needed to staff polling locations throughout Washington County.

Judges receive training in a range of duties, including greeting and registering voters, providing ballots, assisting voters as needed, overseeing ballot-counting

machines and compiling precinct voter statistics at the end of Election Day. Election judges can be granted time off from work by law.

Potential judges must be eligible to vote in Minnesota; be able to read, write and speak English; and attend a training session provided by local election officials. Training is approximately two hours.

Senator votes for MNLARS funding

Sen. Roger Chamberlain (R-Lino Lakes) voted for a bill to get Minnesota’s failed vehicle licensing and registration system (MNLARS) back on track. The bill (Senate file 3133) appropriates $9.65 million for MNLARS technical staff and technical repairs using an existing special revenue fund. No new general funding spending will be used for the repairs.

The bill includes strict oversight measures, including a quarterly report from the Office of the Legislative Auditor and a mechanism for the Legislature to shut off all funding if development benchmarks are not met.

The bill also includes the creation of a MNLARS Steering Committee responsible for legislative oversight.

MNLARS was rolled out July 2017.

SCHOOL BRIEFS Library turned escape room

White Bear Lake Area High School – North Campus will host one of the newest forms of entertainment in its media center March 31 — an escape room. An escape room is an adventure game in which players solve puzzles using clues. Two different types of escape rooms will be created by the North Campus Student Tech Club every hour on the hour from 9 a.m. to 8 p.m. Players will have 50 minutes to escape. Players must be 10 years or older.

Admission is $10. The fastest group will receive their money back as a prize. Proceeds will go toward setting up a makerspace at North Campus.

'Singin' in the Rain' tickets available

Senior receives mining scholarship

Mahtomedi High School senior John Sass was awarded a $5,000 Mining for Excellence scholarship from PolyMet Mining. Both of Sass’ parents work in the energy industry, and he plans to pursue a career in the water, mining or energy industries after earning his chemical engineering degree from the Colorado School of Mines. Sass was among three Minnesota high school seniors to receive the award.

Omot nominated Sadowski for making a lasting impact on him during his academic journey. “You’ve inspired me and have helped me so much. As a younger student, a kid who got in trouble a lot, you continued to always believe in me and you never gave up on me, and I really appreciate you for that,” Omot stated.

Sadowski received a $1,000 grant to apply toward a classroom project and teaching supplies.

HUGO POLICE REPORTS The Washington County Sheriff’s Offi ce reported the following incidents: • A Hugo man, 36, was arrested at 1:26 p.m. Feb. 23 in the 14000 block of Forest Blvd. N. on an outstanding warrant.

• An estranged husband and wife in the 5000 block of 135th Street N. were reported for having a verbal argument at 10:42 p.m. Feb. 24. The couple had had an extensive history of verbal confrontations until the wife fi led for divorce last October. The estranged wife had been away all month and had returned to try to “fi gure things out” when the verbal fight broke out. The husband told deputies she woke him up a lot.

• A Hugo woman, 28, was arrested at 12:06 p.m.

Feb. 26 in the 14000 block of Geneva Avenue N. for domestic assault after she damaged her father’s property and took the keys to his vehicle. When deputies arrived at the scene, the daughter jumped up and started yelling at her father. Deputies also found drug paraphernalia belonging to the daughter.

• A fi ght over a breakup was reported at 11:28 p.m. March 2 in the 15000 block of French Drive N. after an ex-girlfriend refused to leave a residence. She was allowed to wait on the property until her ride arrived.

• Management at Lutz Cutz Meats in the 7000 block of 157th Street N. at 10:09 a.m. March 6 reported a publishing business for draining money from the Lutz Cutz business account for services never ordered. Although company representatives said they would refund the money, Washington County Sheriff’s deputies advised the complainant to consult their attorney because the civil matter involved large sums of money.

• A Stillwater man, 20, was issued a written warning at 4:24 p.m. March 6 on eastbound Egg Lake Road and Fountain Avenue N. for speeding greater than the 55 mph limit.

• A Little Falls man, 43, was cited at 9:44 p.m.

March 6 on southbound Forest Blvd. N. at 125th Street N. for driving after revocation and passing on the right after deputies on routine patrol observed him commit the moving violation and conducted a computer check. The motorist said he thought the shoulder area was a passing lane.

He also carried no valid identification and said the identity papers he carried were because his proper I.D. had been stolen.

• A resident in the 15000 block of Forest Blvd. N. reported the rear window of her vehicle broken overnight March 6-7. Nothing was reported taken, so the complainant wondered to deputies whether her cracked window had broken due to the cold. The complainant said she would check surveillance footage of the area to see if anyone came near the vehicle or if the spontaneous breakage was captured on video.

• A radio and hammer drill were reported stolen at 6:55 a.m. March 7 from a locked tool shed in the Fable Hill Parkway N. neighborhood. The padlock had been drilled out and was found on the ground.

• A Hugo woman, 41, was issued a written warning at 7:57 a.m. March 7 while her vehicle was parked on 134th Street N. and Europa Court N. for tabs that expired in November.

• A Scandia woman, 33, was cited at 8:51 a.m.

March 7 on westbound Ingersoll Avenue N. and Jeffery Avenue N. for speeding 79 mph in a 55 mph zone. The motorist told deputies she was speeding because she “normally uses cruise control.”

• A resident in the 14000 block of Geneva Avenue N. at 7:00 p.m. March 7 reported his daughter, 18, for taking his vehicle without authorization and without possessing a valid driver’s license.

• A resident in the 4000 block of Rosemary Way at 9:00 a.m. March 8 reported that someone stole his Discover card and used it to make two purchases of $50 and one purchase of $25 at Steam games online. The complainant still had the card in his possession and couldn’t fi gure out how it could have been used. He has since canceled the card.

• A St. Paul man, 24, was cited at 5:27 p.m. March 8 on Elmcrest Avenue N. and Heritage Parkway N. for driving after revocation after deputies on routine patrol conducted a license plate reader test on him. When deputies fi nally caught up to the subject on I-35E and County Road J, the motorist told them he was unaware of his status.

Deputies issued the motorist a verbal warning for failing to change the address on his driver’s license.

• A White Bear Township man, 26, was cited at 11:32 p.m. March 8 on 132nd Street N. and Europa Court N. for tabs that expired in October and for failing to provide proof of insurance after deputies on routine patrol conducted a random check. Their records showed the motorist had two previous convictions for failing to provide proof of insurance. The driver admitted to knowing his tabs had expired.

• A Forest Lake woman, 25, was cited at 7:59 a.m.

March 9 in the 6100 block of eastbound Oneka Lake Blvd. N. for speeding 42 mph in a 30 mph zone.

• A Stillwater woman, 31, was cited at 8:59 a.m.

March 9 on westbound 170th Street N. at Highway 61 for having the wrong address on her driver’s license after she was pulled over for speeding 68 mph in a 55 mph zone. The motorist, who told deputies she thought the speed limit was 65 mph, was also issued a verbal warning for speeding and failure to provide proof of insurance.

• An Austin man, 19, was cited at 10:46 a.m. March 9 on eastbound 170th Street N. at Henna Avenue N. for speeding 73 mph in a 55 mph zone. The subject, who told deputies he was unfamiliar with the area, was also issued a verbal warning for driving without a driver’s license.

• An employee at TGK Automotive in the 5000 block of 130th Street N. at 1:13 p.m. March 9 reported a customer’s car broken into and a $500 radio stolen from it. When deputies arrived on the scene, the customer and the manager were having an intense discussion about who was liable for the loss.

• A Lino Lakes man, 23, was cited at 1:46 p.m.

March 9 on westbound 170th Street N. and Fenway Avenue N. for speeding 69 mph in a 55 mph zone by eastbound deputies on patrol. The motorist told deputies that he had just left work and was hurrying home to go to sleep.

A Stillwater Township man, 22, was cited at 2:24 p.m. March 9 on eastbound 170th Street N. and Jeffrey Avenue N. for speeding 75 mph in a 55 mph zone. Washington County Sheriff’s deputies detected a radar detector on the motorist’s lower windshield and inquired about it. The motorist said, “It said I was going 65 mph.”

• A resident in the 7000 block of Oneka Lake Blvd. N. at 12:45 a.m. March 10 reported her son had taken a vehicle from her the previous day and was ignoring her phone calls telling him to return home. He had still not made an appearance when deputies arrived on the scene.

During the conversation between deputies and the complainant, it was revealed that the vehicle didn’t actually belong to the complainant.

Deputies suggested the complainant contact the registered owner to report the unauthorized use of the motor vehicle.

• The owners of the Kwik Trip in the 14000 block of Victor Hugo Blvd. N. at 8:37 p.m. March 10 reported the wheel scrubber in the car wash damaged by the vehicle of a recent customer.

That car wash customer was contacted and said she would come in to the station to take care of the damage.

• A Honduran woman, 32, was cited at 6:46 p.m.

March 10 on Frenchman Road N. and Victor Hugo Blvd. N. for not having a valid Minnesota driver’s license in her possession after she was pulled over for no headlights. The woman, whose vehicle bore Illinois license plates, could not speak one word of English. As deputies could also not speak one word of Spanish, deputies contacted Language Line for an interpreter.

The motorist, who presented deputies with a Honduran passport, had been living in Illinois for the past 10 years and had no address.

Another driver with a valid driver’s license was summoned to pick up the vehicle.

• An Eagan man, 43, was cited at 11:45 p.m. March 10 on northbound Forest Blvd. N. and Frenchman Road N. for speeding 54 mph in a 35 mph zone.

• An East Bethel man, 26, was cited at 12:13 a.m.

March 11 on northbound Forest Blvd. N. and 152nd Street N. for speeding 63 mph in a 45 mph zone.

• A Hugo girl, 17, was issued a juvenile citation at 7:34 a.m. March 12 in the 6100 block of eastbound Oneka Lake Blvd. for speeding 47 mph in a 30 mph zone. The motorist told deputies she didn’t know how fast she was going, but that she thought she was going 35 mph. Another motorist was cited moments earlier at that same location for speeding.

• A Hugo man, 25, was cited at 11:05 a.m. March

12 in the 6100 block of westbound Oneka Lake Blvd. N. for speeding 42 mph in a 30 mph zone by eastbound deputies on stationary patrol • An Anoka man, 36, was cited at 11:38 p.m. March 12 for driving after revocation after he was observed by deputies slumped in his vehicle as he was parked in the Kwik Trip lot on Victor Hugo Blvd. N. with the motor running. The motorist admitted to driving his friend home, then stopping at the Kwik Trip for a rest because he was tired. After citing him, deputies warned him not to drive.

• A Forest Lake man, 26, was arrested at 4:02 p.m. March 13 on 122nd Street N. and Jody Avenue N. on a Wright County warrant for gross misdemeanor DWI after deputies ran a license plate reader scan on him.

• A Hugo man, 24, was cited at 5:44 p.m. March 14 on Forest Blvd. N. and 148th Street N. for driving after revocation, failure to provide proof of insurance and possessing marijuana and drug paraphernalia in a motor vehicle after deputies ran a license plate reader on him as he pulled into the Holiday station. The motorist admitted to all of the offenses and even showed deputies where to fi nd the bowl and baggie of marijuana when asked about the pot odor.

• A Hugo woman, 43, was cited at 11:03 a.m.

March 15 on eastbound Oneka Lake Blvd. N. and Geneva Avenue N. for speeding 43 mph in a 30 mph zone after deputies clocked her on radar at 45 mph. The motorist told deputies she was in a hurry because she was late for her daughter’s appointment.

• A resident in the 14000 block of Homestead Avenue N. at 12:34 p.m. March 15 reported being contacted by Dakota County saying that one of her checks had been found altered in the possession of a person who had been arrested.

The complainant thinks the check came from her mail that had been stolen.

• A 21-year-old man from Somerset, Wisconsin, was cited at 5:52 p.m. March 16 on Oneka Parkway and 159th Street N. for driving after suspension and failure to provide proof of insurance after deputies on stationary patrol for stop sign violations at that intersection observed the motorist arrive at the stop sign, stop and turn east. When the vehicle turned, deputies could see red Wisconsin tabs on the vehicle from 2016 but no license plate light. The motorist, who had a suspended Minnesota license on fi le, said he had recently bought the vehicle. He was also issued a verbal warning for the equipment violations.

• A resident in the 15000 block of Forest Blvd. N. at 10:56 p.m. March 16 reported his wallet stolen by a woman he thought was his girlfriend, who waited until he was asleep before taking the wallet from his pants and going to a casino with another man. The girlfriend’s phone didn’t work when deputies tried to call her. Deputies advised the complainant to call them if he should see his girlfriend again.

• A White Bear Lake man, 43, was cited at 11:48 p.m. March 16 in the 15000 block of Forest Blvd.

• Employees of the Super America gas station on Forest Blvd. N. at 2:39 p.m. March 17 reported gas drive-offs of $46.64 by a vehicle with Minnesota plates and $58.91 by a vehicle with Wyoming plates. Deputies checked on the addresses of the license plate numbers, but with negative results.

• A Princeton woman, 59, was cited at 6:43 p.m.

March 17 on westbound 170th Street N. and Henna Avenue N. for speeding 64 mph in a 55 mph zone after deputies clocked her at 73 mph.

• A 27-year-old man from St. Croix Falls, Wisconsin, was arrested at 12:32 a.m. March 18 on Forest Blvd. N. and Frenchman Road N. on a felony warrant and for giving a false name after being pulled over for crossing over the centerline as he passed deputies. In addition, the front license plate of the vehicle did not match the back license plate or the vehicle description.

The subject’s passenger was given a ride to Kwik Trip, and the subject was given a ride to jail.

CENTENNIAL LAKES POLICE REPORTS The Centennial Lakes Police reported the following incidents: • Officers responded to a phone call report of credit card fraud from the 40 block of Circle Drive in Circle Pines March 18. The caller advised an unknown suspect cloned his Visa card and made several unauthorized purchases. There is no suspect information at this time and the account was closed.

• Officers located and arrested a male with an outstanding warrant in the 7100 block of Progress Road in Centerville March 19.

• Officers received a phone call report of a theft from the 9300 block of Syndicate Avenue in Lexington March 20. There are no suspects at this time.

Multiple agencies assist with gun range fire in Forest Lake Scam alert

The Washington County Sheriff’s Office is warning residents of a new scam involving Xcel Energy. Here is how it works: The suspect requests you call 320-334-2221 to avoid being disconnected. Once you call, you will get an Xcel greeting with a menu with options, all of which bring you to a live person.

The suspect then says the payment needs to be made through Moneypak, and credit and debit card payments are not accepted.

Dog falls through ice

The Lino Lakes Police Department was called to the east side of Otter Lake last weekend for a dog that fell through the ice. An owner attempted to save his dog, but also went through the ice.

Thankfully both the owner and the dog are okay. The Lino Lakes Police Department reminds residents that no ice is safe with the warmer weather in the spring.

Around 8:30 p.m.

Monday, March 26, authorities were called to the Lakes Trading Company gun range in Forest Lake on report of a fi re.

Hugo, Lino Lakes, Forest Lake and Wyoming Fire Departments responded to the scene. The fi re took around three hours to completely extinguish. Thankfully, those who were inside of the building at the time the fi re broke out made it out safely.

Forest Lake Fire Chief Alan Newman said the Lakes Trading Company is a total loss, and the music store next door suffered minor damage. The cause of the fi re is under investigation.

A piece of history will be preserved

HUGO — The decision has been made: the derelict schoolhouse on 170th Street is worth saving.

The next step is possible inclusion on the National Register of Historic Places — after the roof is repaired.

Built in 1928, the one-room Hopkins Schoolhouse west of Highway 61 is rare. There are only three like it left in the state.

In a report to City Council March 19, Historical Commission Intern Olivia Schiffman provided four options for the property’s future. The city-owned school could be sold to a private party; restored as a historic landmark; restored through a private/public partnership or it could be demolished. The latter, Schiffman told council, will likely cause “community backlash” judging by the public’s interest in saving the school.

The council gave a thumbs down to selling the 2-acre property and demolishing the school. They agreed to begin the restoration process, starting by patching a large hole in the roof as soon as possible, and will pursue listing the school on the national historic register.

Schiffman informed members that the building could be demolished if County Road 4 is widened, unless it’s on the register. The good news: “We live in a state that thinks history is important so there are grants available,” she added.

Acceptance on the list is not guaranteed. The intern

told council she hasn’t seen anything that would disqualify the school from making the historic places registry.

A state legacy grant obtained

by Hugo last year was used to hire New Studio Architecture in White Bear Lake. After evaluating the structure, their experts determined it a community landmark eligible for the listing.

“The architecture firm was surprised the school has original interior design,” noted Councilman Phil Klein. “That is very rare. It would be a shame to let this very unique and intact school go.”

After listing the options, Schiffman said the Historical Commission recommended the city pursue a public private partnership. “Many citizens have reached out as interested parties to house a business in the old schoolhouse,” she noted.

“It will prevent the possibility of vacancy and further degradation.”

The ungraded elementary school cost $4,600 to build in 1928. It closed in spring 1962.

In 1965, Oneka Township purchased the property for $3,500 for its town hall, later incorporating into the village of Hugo, forming the city of Hugo in 1972. When it was no longer used as a town hall, the Boy Scouts and a saddle club used the building as a meeting space in the ‘80s and ‘90s. It also served a short time as a youth rec center.

Councilman Mike Miron liked the visible location of the school and its proximity to the Hardwood Creek trail. He asked Schiffman if she was

aware of any limitations in the deed that would prevent a private/public partnership.

She replied that as long as there is some aspect of public work it should be permissible. She added that she reached out to the Forest Lake school district and they have no interest in the building.

Klein prefers the historic school remain city-owned.

“I was thinking of housing the Historical Commission in this building. Let it be its own historic asset. It would be a neat addition to our city.”

Added the mayor: “It is absolutely out of

consideration to demolish the school. We’re excited to see what happens to it in the future.”

PERMIT APPEAL: DNR changes called capricious, arbitrary FROM PAGE 1

Snyder described the modifications as “arbitrary and capricious,” like the other municipalities, and not supported by substantial evidence.

“Pursuant to law, the city of Hugo will not attempt to comply with the language of the amended conditions pending final adjudication of these and other claims because they do not further groundwater resource, do not further sustainability, are wasteful and inconsistent with law,” Snyder wrote.

In other words, the city will not comply with the amendments until appeals are exhausted.

Those appeals apply to the lawsuit against the DNR filed by the White Bear Lake Restoration Association.

The district court judge ruled for the plaintiff in the case and ordered changes to appropriation permits for

municipalities within a 5-mile radius of White Bear Lake. Hugo is included in that order. The DNR intends to appeal, as does the city of White Bear Lake, an intervenor in the case.

City Administrator Bryan Bear reminded council that a decision by the administrative law judge can also be appealed. This process delays the implementation of the irrigation ban ordered by the court.

Motions to stay the order until the appeal process is complete were made Jan. 26 before the judge, Margaret Marrinan, now retired. She has until end of April to issue a decision.

“Hugo’s appeal will keep the city in good standing with the DNR,” Bear said. “This is the process for that.

The city may have a very compelling case for an appeal.

Hugo is doing much concerning our stewardship of the resource that is not contemplated in the order. This is

the only chance for us to argue the permit language.”

He reminded council there will be legal costs.

Bills in the Legislature have also been introduced in both Senate and House to prevent DNR enforcement of the court order (see accompanying story).

“Council should consider taking a position,” Bear added.

The permit conditions imposed by the DNR will have a fairly direct impact on every day water use in Hugo, Snyder told council. “The city is a comparably small user of water in the scheme of things. It’s up to council to decide whether those consequences should be challenged in addition to other steps you’re taking.”

Councilman Chuck Haas motioned for the appeal, saying “we are doing what we believe is right.

Actions in this lawsuit are wrong.”

LEGISLATION INTRODUCED AS ‘PUSH BACK’ ON COURT RULING ST. PAUL S A — Two areal legislators l hhope to circumvent the court order that restricts water use within five miles of White Bear Lake.

Sen. Roger Chamberlain (R-Dist. 38) introduced a bill March 19 and Rep. Linda Runbeck (R-Dist. 38A), a House companion version, that would temporarily prohibit the DNR from modifying municipal water permits, as ordered by (retired) District Court Judge Margaret Marrinan.

“Citizens impacted by the court ruling have no recourse and they are not represented,” Chamberlain said. “The judge’s ruling, in my opinion, is unconstitutional and an overreach. It is lacking in judiciary restraint.”

The senator contends the ruling makes the groundwater situation worse and prevents municipalities from taking steps to improve the situation.

Hugo City Administrator Bryan Bear agreed, noting the court has set policy, something the legislative branch of government does. “Further, the policy and regulation ordered by the court is ill advised and will fail to accomplish whatever was intended,” he said. “Hopefully the bills will allow for

h to b d through h h a normall process.” this be corrected Senate File 3573 reads thus: “The commissioner of natural resources must not suspend or revoke a water appropriation permit, issue an order requiring a violation to be corrected, assess monetary penalties, or otherwise take enforcement action against a water appropriation permit holder if the suspension, revocation, order, penalty, or other enforcement action is based solely on a violation of a permit requirement required by the order of the Second Judicial District Court in Case No. 62-CV-13-2414.”

The case number refers to the lawsuit between the DNR and defending intervenors, White Bear Township and White Bear Lake, and the plaintiff, the White Bear Lake Restoration Association and its intervenor, White Bear Lake Homeowners Association.

Furthermore, the bill states, the commissioner of natural resources may continue to use all authorities granted under Minnesota Statutes, section 103G.287, subdivision 4, to manage groundwater resources within the north and east groundwater

management area.

Chamberlain maintains that the arbitrary ban on residential lawn watering is impossible to enforce.

“And it does not impact the heavy water users like golf courses and schools,” he pointed out. “This nonpartisan legislation is an attempt to allow the DNR to follow its regular process to manage groundwater until the lawsuit is finalized. It’s our attempt legislatively to push back.”

Attorney Byron Starns, who represents the Lake Homeowners Association in the lawsuit, called the bill “unwise.”

“It is premature and disrespectful of the legal process,” maintained Starns, who noted that affected municipalities already have a remedy to challenge any permit conditions imposed by the DNR under the order by seeking a contested case hearing and judicial appeal.

“The Legislature should wait until the appellate process on Judge Marrinan’s order is concluded,” the attorney said.

Chamberlain’s bill, co-authored by Sen. Chuck Wiger (DFL-Dist. 38), was granted a hearing March

City Administrator Bear planned to testify with Chamberlain on behalf of the bill.

An email from Wiger’s office late Monday afternoon indicated the committee passed the bill, which has been amended to include a date of July 1, 2019. New language states that until that date, the DNR commissioner must not expend funds to suspend or revoke a water appropriation permit, issue an order requiring a violation to be corrected, assess monetary penalties or otherwise take enforcement action against a water appropriation permit holder if based solely on a violation added as a result of the 2017 court order.

The bill will now be laid over for possible inclusion in the omnibus bill.

No hearings have been scheduled for Runbeck’s companion bill.

The department ended the year with 27 firefighters. An ideal number is 33.

Number of calls in 2017 totaled 263. Of those, 99 were North Memorial ambulance assists; 78 alarms for fire, carbon monoxide and gas leaks; 63 were fire and service calls for structure, grass, vehicle and equipment fires and smoke scares.

There were 23 mutual aid calls. Three fires were caused by lightening strikes and there were two animal rescues.

Hugo Fire responds only to major medical calls.

Six AEDs were added to the fleet as part of an AED initiative in 2017 and those vehicles are directed to respond directly to the scene, Colvard said. So far this year, AED has been administered twice along with Narcan to overdose victims who survived.

Of the 99 rescue calls, 16

were cancelled en route.

There were 120 calls in 2016.

Call volume is trending up, the chief noted. “We expect it to continue to rise due to growth in the city.” As a point of interest, if the Hugo Fire Department had continued to respond to all EMS calls within the city (now handled by North Memorial), it would have responded to 890 calls in 2017.

No month particularly stood out for activity.

April was the highest with 26 calls.

Firefighters trained 354 people in CPR last year and maintained three AEDs in public buildings.

Goals for 2018 are to explore daytime staffing models, continue leadership development and continue to write grant applications, Colvard said. Another goal is to replace 1991 fire apparatus.

The service responded to 435 calls between 8 a.m. and 8 p.m., averaging 8:51 minutes, and 260 calls between 8 p.m. and 8 a.m., averaging 10:47 minutes.

The response time for the region is 10:28 minutes.

• Heard a short presentation by Lon Pardun, with the Washington County Veteran Service Office.

Pardun said his office helps veterans and their families with claims through the VA, vocational rehabilitation and connecting to local resources. If veterans need assistance, they can call the office at 651-4306895.

any questions they had. “Crew 52 was like a little family,” she said.

The day before the game, Tabak was looking at the volunteer Facebook page and noticed a lot of posts about how sad people were for Crew 52 and the entire experience to come to an end.

“I thought, why does this have to end? We could continue this and continue volunteering together,” she explained.

Tabak put the idea on social media and immediately she received positive feedback.

She created a Forever 52 Facebook page for interested volunteers who wanted to keep making a difference and the next day 400 to 500 people had already signed up.

“I never in my wildest dreams thought it would take off like this. It’s crazy how much has come of this,” she said.

A core group of eight people began to organize Forever 52 with the mission of sustaining the spirit of Crew 52 volunteerism by mobilizing volunteers and connecting them with existing SUBMITTED organizations to meet community needs.

Save date for dog beach discussion WHITE BEAR LAKE — Parties interested in the future of the Matoska Park dog beach should mark their calendars for April 10.

City Council will discuss public feedback regarding the dog beach at that meeting and consider the Park Advisory Commission recommendation to close it.

Public Works Director Mark Burch, who is staff liaison to the parks board, told council March 13 that the advisory group “holds to its original

recommendation.”

After taking public comment a year ago, the council agreed to keep the area open, with conditions. Dogs must be licensed and dogs must be leashed.

They also agreed to revisit the issue in a year, something the advisory committee requested be scheduled before summer.

White Bear’s favorite park for dog lovers was established in 2007.

LAKE ELMO — It’s been more than a hundred years since the Washington County Fair began as a way for farmers to come together to share the best of their produce, livestock and baked goods, and the fair has changed with the times. Organizers of the fair are preparing to construct a new indoor arena at the fairgrounds to accommodate even more modern-day needs.

The Washington County Agricultural Society is responsible for hosting the Washington County Fair each year, and oversees events at the fairgrounds during the rest of the year. These include many horserelated events such as 4-H camps and clinics, Courage Riders, dressage shows, Arabian and halfArabian breed shows, the Minnesota Walking Horse Breed Show, high school rodeos, Stillwater FFA shows and more.

“As the population has changed, transition has taken place,” said Washington County Agricultural Society President Dan Dolan. “We still have the agriculture and we still have the food, but before it came from the farming community and now it’s coming from the urban community.”

Photography and shooting sports are now some of the biggest programs in 4-H, and robotics is also a rapidly growing interest, Dolan said.

“The focus has changed

quite a bit in the 4-H program, and we have tried to adapt that to the county fair … A lot of the people support the fair from a philosophical standpoint, but the focus is changing from strictly agriculture.”

He said that the county fair is experiencing the same changes that have affected the Minnesota State Fair.

“Twenty-five years ago, the state fair was threequarters agricultural, one-quarter commercial.

We’ve got to go the same way. We’ve got major cities in the community, so we’ve got to be able to accommodate those people and their interests.”

He said that the Washington County Agricultural Society looks at the new arena as am economic development project for the community.

“We’re going to pull people from across the state when we get this up .... It’s going to bring us revenue for the fairgrounds and community. Where we probably put on shows that draw 60-80 people now, we’ll be able to put on shows for up to 400.”

Dolan expressed his appreciation for the support of Washington County, which awarded the project a $50,000 grant in the name of economic development.

The arena is proposed as an enclosed facility 300 feet long and 125 feet wide. It will also have a 200-foot long extension on one side for office space and spectator seating.

Dolan anticipates the arena will be available for multiple uses besides horse shows. He envisions craft shows, expos and concerts inside the space. The Washington County Fair is currently restricted from featuring

amplified music outdoors.

“That probably is deservedly so, but we can’t even play the national anthem outdoors,” he said. “So you could have a band in there, and in an arena like this, seating for probably 125 and 150 to start with and you can always bring in bleachers.”

The arena would be used from April through September; during the off months, it could potentially be used for storage for boat owners.
