HUGO — Irish Avenue Park neighbors and users fi lled the Oneka Room at City Hall to get their questions answered and share comments with city staff and the council regarding the city’s proposal to consider construction of a new public works facility on the 125acre property in Hugo.

The neighborhood meeting March 4 to discuss why the public works facility needs more space and what has already been done also provided the public with background information and site history.

City Administrator Bryan Bear explained, “There is information out there that people have learned.

I am going to tell you right now that if you have read information that you might have seen on Facebook, let’s just start from the premise that it is all incorrect,” he said.

Downtown street and utility improvements move forward CENTERVILLE — Following a two-hour discussion, the Centerville City Council at its Feb. 26 meeting unanimously adopted the assessment roll for the city’s 2020 downtown street and utility improvements. The final assessments included a reduction of annual interest for benefiting property owners from 3.5% to 2.5%. Councilman D. Love was absent.

The council also awarded the contract for the work to A-1 Excavating of Bloomer, Wisconsin, in the amount of $1,982,594, the lowest of five bids received. The engineer’s estimate of cost was $2.08 million.

When nonconstruction expenses of about $439,000 are added, the total cost of the project is expected to be approximately $2.4 million.

The project includes installation of water main, street pavement, curbing, storm

sewer and related drainage improvements to Centerville Road north of Main Street; Sorel Street, west to its beginning/end and east to its beginning/end; Progress Road from Main Street to Heritage Street; Goiffon Road from Sorel Street to Heritage Street; and Heritage Street east from Centerville Road to its beginning/end.

In 2003, the city developed a pavement management plan.

At that time, these streets were identified as needing

full reconstruction, said Stantec engineer Kellie Schlegel during her overview of the project. The neighborhood scheduled for work is the last remaining neighborhood to be addressed within that plan, she said. The roadways are in poor condition and, lacking curb and gutter, have many drainage problems.

Streets were last improved in the early 1970s in conjunction with sanitary sewer installation, Schlegel noted.

those property owners who don’t already have access to municipal water to connect to the system. Although the city will install water main, City Code doesn’t require property owners to hook up to city water, but connection will be required when the home sells in the open market. Connections are also required after well failure or if building size increases by more than 33%.

The city of Hugo is considering expanding its current public works facility or constructing a new building on the Irish Avenue Park property. The facility would take up 10-15 acres of the 125-acre property.

Many residents shared their concerns and expressed that the reason they moved to Hugo in the fi rst place was for its country feel. One resident said, “We have lived in the area for 10 years and we love it. It is dark at night, quiet and there are no artificial lights shining into the sky.”

A common concern among residents was the lighting that would be used on a new facility.

City staff and the council explained that both advances in lighting and the city’s standards for lighting have come a long way since the original facility was built in 2004.

One resident said, “A handful of people in this room moved out here because we like the peaceful nature of the property, so people are sensitive to it becoming industrialized. Take into consideration what you would want to live next to, especially since this is an agricultural area. We didn’t move to a house in a development on a cul-desac,” he said.

made to do anything. We are at a point now where we would like to share information with the neighborhood.”

Bear then dived into the history.

Irish Avenue Park, which is located near Irish Avenue N and 140th Street N, has quite a history. Many years ago, it was known as the Hansen gravel pit property. It was home to a gravel pit, which for some years also included an asphalt plant and rock crusher.

A lawsuit and settlement agreement commenced by the city of Hugo required the business to cease operation in 2004, at which time the property was supposed to be reclaimed.

The reclamation plans included the installation of topsoil, trees and other plantings. Bear explained that the reclamation project didn’t happen and things sat in limbo for a while.

After a neighborhood meeting in July 2007, Bear said that area residents wanted to see that property reclaimed in accordance to the prior agreement. In 2009, another lawsuit and settlement agreement spawned results: the property was restored and ownership of the property was cleared up. Following several deaths in the Hansen family, the city purchased the land from the Hansen estate in 2009 for $900,000.

“The goal has always been for the property to be enjoyed by the public,” Bear explained. Over the years, many ideas have been proposed for the land, but that will all be figured out when the Parks Commission begins a master planning process for the park later this year.

In 2019, the council approved a facility needs study for the Public Works Department and approved the 2020 budget, which allows for either the expansion or relocation of the public works facility, currently located at 6900 137th Street N., just west of Hanifl Fields Athletic Park. The fi rst part of the study dived into what it would take to accommodate the department’s needs by expanding its current facility. The second part of the study investigated the construction of a brand new facility on approximately 10-15 acres of the 125-acre site.

Public Works Director Scott Anderson said, “Expansion of our building (on the current site)does not allow for long-term expansion beyond 15 years. We would reach capacity with no further expansion available.” The study concluded that it would be more

Bear said they don’t know the answer to that yet for sure, but they have some ideas. He said the city has had discussions with White Bear Lake Area Schools, which needs a grounds maintenance facility. Another possibility might be for the county to use the space.

A concern was the noise and traffic that might be generated from the site.

Anderson explained, “We are pretty good neighbors. It is quiet on the evenings and weekends.” He added that public works staff are good about doing what they can before a snowfall so when they come in early in the morning to begin plowing, “alarms aren’t going off and tailgates aren’t banging.”

One resident wanted to know why the department couldn’t work out of two facilities. Anderson explained the department much prefers one location due to an efficiency standpoint and cohesiveness.

Mayor Tom Weidt said he would like to see the city maintain its ownership of the old facility once the new one is built. “We want to keep the option of having control of that, because there might be a situation where we need that building back. Once you get rid of a public building it is hard to get it back,” he said.

Weidt said it is essential that everyone think about the long-term needs of the growing city. “I think there is a responsibility for us to do things right the fi rst time. The building has worked well, but if we expanded it right now, we would spend a lot of money doing that and it would last us 10-15 years and then we would probably have to expand again. We would be landlocked to do that at this spot,” he said. “Future councils and residents down the road would have to make the decision to fi nd a piece of land and build a new building. That’s going to be wildly more expensive than it is now.”

Bear encouraged residents to keep sharing their thoughts with the council and stay involved in the master planning process for Irish Avenue Park. He added that residents will be notified regarding future meetings on the topic.

M Health Fairview Emergency Medical Services officially announced Feb. 18 that has plans to expand later this year.

Beginning June 1, M Health Fairview EMS will take on 911 responses and interfacility transports in the areas of Forest Lake, Hugo, Lino Lakes, Wyoming and surrounding townships.

Fairview currently holds the primary service area license for this area and has been contracting out service to North Memorial EMS. M Health Fairview is the newly expanded collaboration between the University of Minnesota, University of Minnesota Physicians and Fairview Health Services.

“We are eager to bring the great care and service we are known for to this area,” said Tom Edminson, Chief of M Health Fairview EMS. “By integrating our excellent interfacility transport capability with our M Health Fairview clinics and hospitals in this area, we will have the opportunity to improve continuity of care for our patients.”

M Health Fairview EMS currently covers West St. Paul, South St. Paul, Inver Grove Heights, Lilydale, Mendota, Mendota Heights, Eagan, Rosemount, Coates and Sunfish Lake. To meet the needs of this new coverage area, M Health Fairview will be adding staff and state-of-the-art equipment, including ambulances. System leaders are also working with city leaders and North Memorial EMS to ensure a smooth transition of services.

Scientific method

A

ny sufficiently advanced technology is indistinguishable from magic,” is an adage attributed to science fiction writer and futurist Arthur C. Clarke. It is the third, and probably the most widely recognized, of what are known as Clarke’s three laws. According to Wikipedia, the other two are, “When a distinguished but elderly scientist states that something is possible, he is almost certainly right.

When he states that something is impossible, he is very probably wrong,” and “The only way of discovering the limits of the possible is to venture a little way past them into the impossible.”

As we engage in the everyday routines and activities of our lives, we often take for granted the “seemingly magical” multitude of inventions and complex infrastructure that we depend upon are based on a foundation of scientific discovery. With this in mind, I personally find it perplexing when I hear that certain individuals — who more than likely flick a switch to turn on a light, drive or in a vehicle with an internal Angle of ride combustion engine, listen to a radio broadcast, watch television, browse View the internet or use a cell phone — Paul Dols have decided that specific findings recognized by the overwhelming majority of the world’s scientific community happen to be hoaxes.

I found one of the most understandable, for me, explanations of the difference between a scientific law and a scientific theory on the TED-Ed website stating that “a law predicts what happens while a theory proposes why.” and additionally, “vulnerability to some potentially better explanation doesn’t weaken a current scientific theory. Instead, it shields science from becoming unchallenged dogma.”

I recently came across an article on the Guardian website, an international news organization based in the U.K., titled “100 years on: the pictures that changed our view of the universe” about a 1919 scientific expedition, led by astronomer Arthur Eddington, to photograph a total solar eclipse with the purpose of “using the fi ndings to prove, or disprove Albert Einstein’s theory of general relativity.” (I had the opportunity to view and photograph a total solar eclipse and found the experience to be profoundly awe inspiring and surprisingly emotional.) Despite grim conditions on the remote west African island of Príncipe, the eclipse was successfully photographed and the findings, which measured the positions of stars in order to detect the warping effects of gravity on space, were found to be completely in line with Einstein’s theory. The findings overturned “200 years of Newtonian physics,” were front page news around the world and made Einstein into a global celebrity. Putting this timeline into perspective, last month I attended a Girl Scout gathering honoring 102-year-old Marian Seabold — who was a toddler at the time this event attracted worldwide attention.

So why at a time when we are more dependent than ever on technology does science seem to be under attack? In a 2016 article published in Scientific American, locally based author Shawn Otto warned of “the emergence of a ‘post-fact’ politics, which has normalized the denial of scientific evidence that conflicts with the political, religious or economic agendas of authority,” that has only gotten more extreme in the intervening years. The article includes examples of the political, industrial and societal forces undermining fact based science, and surmises that thought leaders, educators and also journalists need to rise to the challenge of clarifying for the public the dramatic difference separating fact based scientific research from opinions and “hunches.”

Amidst a sometimes confusing barrage of information (and disinformation) we need to continue searching for the truth, our freedom and future well being could be at stake.

The Bill of Rights, specifically the First Amendment which

guarantees the freedom of speech and the freedom of press, is not intended to protect the media per se. Rather, the founders built a hedge of protection around the media because the media guards and fights for the public’s right to know.

According to a Brookings Institution report, more than 2,000 newspapers across the country ceased publication in the last 15 years or so. The shuttering of newspapers presents a very real and present danger to our most basic freedoms. That’s why communities should support their local newspapers, through subscriptions and advertising, now more than ever before.

Journalists keep an eye on government, shine the light on its actions, fight the good fight for access to documents and meetings, champion transparency and defend the First Amendment because of a core belief in your basic, fundamental rights — principally, your right to know.

Sheriff ’s Office receives grant to fight acts of terrorism

Hugo native named to Minnesota Job Skills Partnership Board

The Washington County Sheriff’s Office will receive a $200,000 Urban Area Security Initiative (UASI) grant from the Minnesota Department of Public Safety, Homeland Security and Emergency Management Division after the county board accepted the grant Feb. 25.

The UASI grant program assists high-threat, high-density urban areas in efforts to build and sustain the capability to prevent, respond to and recover from acts of terrorism. The grant will fund planning, equipment, training and exercises. The grant term is Jan. 1, 2020, to June 30, 2021.

Gov. Tim Walz and Lt. Gov. Peggy Flanagan announced Feb. 26 that Hugo resident Jennifer Theisen will replace Mary Russell on the Minnesota Job Skills Partnership Board. The board administers the Job Skills Partnership grant programs, bringing together employers with specific training needs with educational or other nonprofit institutions, which can design programs to meet those needs. The board provides grants to educational institutions and other nonprofit organizations for the purpose of training workers. The board also administers the state’s Dislocated Worker Program.

Mapletree Group Home will provide residential care

5th annual Young Women Leadership Program

Mapletree Group Home Inc. will provide residential care for Washington County young men with high needs and criminal justice involvement after the Washington County Board of Commissioners approved a contract with the agency Feb. 25.

The contract runs from March 1 through Dec. 31, 2021. The facility is in Maplewood. Mapletree serves young men between the ages of 16 and 20 who have high support needs that cannot typically be met in family foster care, don’t require a secure correctional placement or institutional residential treatment, and are otherwise appropriate for placement in the community.

Mapletree works with teenagers who have a wide range of behavioral challenges, emotional dysregulation or diagnoses.

For many residents, Mapletree is either their last opportunity to avoid a more restrictive placement, or their first opportunity to reenter the community following institutional placement. U.S. Rep. Tom Emmer announced March 3 that his office will be accepting applications for the fi fth annual Young Women Leadership Program (YWLP) for high school girls in Minnesota’s 6th District. The YWLP is an annual program designed to give young women the opportunity to learn from and engage with some of Minnesota’s top female leaders.

The program consists of three panels throughout the summer for young women entering ninth through 12th grade. Each panel is an open roundtable discussion with the other participants and female professionals from various fields. Participants will share their insights, guidance and stories.

County will use UCare Foundation grant for behavior health services Washington County will use a $100,000 UCare Foundation grant to implement Medication Assisted Treatment in the jail after commissioners accepted the grant Feb. 25. In November, Washington County was one of five counties invited to respond to a grant opportunity provided by the UCare Foundation. The foundation provides grants for programs and initiatives that improve the health of underserved populations in the Twin Cities and throughout Greater Minnesota.

The grant priority areas include behavioral health services, and the county identified the Medication Assisted Treatment (MAT) implementation as an appropriate use for the grant. Collaborating groups within Washington County have been seeking ways to reduce the impact of the opioid crisis, and MAT has consistently been identified as a top priority in the effort.

The grant will be used to pay a coordinator of the opioid project. The coordinator will work with other staff already working with jail inmates to provide policies for the program, facilitate training with medical providers and jail and nursing staff, and work with those who assist inmates with chemical and mental health treatment while in jail and upon release.

BUSINESS BRIEFS Hugo Anytime Fitness expands Anytime Fitness in Hugo is undergoing an expansion that will add approximately 1,000 square feet to its footprint. The business has taken over where Luxury Nails used to be, which moved to a different location in the same building. Anytime Fitness is replacing all of its cardio equipment

with new state-of-theart pieces and adding more equipment. It will also expand its free weight area and add more group fitness classes. The expansion should be complete within the next month.

There may be one or two days that the business needs to close, but for the most part there will be minimal impact to gymgoers.

County will receive additional state money to buy flood management equipment Washington County will receive an additional $204,300 to pay for the equipment used for road maintenance after the county board accepted the money Feb. 25. During the 2020 budget planning process in May 2019, it was estimated that the county would receive a 2.2% increase in Highway State Aid Maintenance over 2019. The county actually received a 6.45% increase.

The additional money will be used to buy equipment for safety and flood mitigation, including two mini-trailer systems with batteries and a solar kit and driver feedback signs to replace ones that are broken, a portable pump and hoses and a pressure washer with a portable tank for cleaning out culverts, along with appropriate hoses.

Washington County spring weight restrictions in effect Spring weight restrictions went into effect on Washington County roads March 6. Ending dates for spring load restrictions are variable and based on how weather is affecting roadway strength. All county roads will be posted.

Any county road without a posted weight limit is 10 tons per axle.

During spring weight restrictions, Washington County does not issue permits for overweight transport except in cases of a serious public health emergency. HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents:

• A vehicle was reported stolen at 6:17 p.m. Feb. 18 from the 8000 block of 140th Street N.

• A resident in the 13000 block of Flay Avenue who at 6:38 p.m. Feb. 16 reported a missing package that reportedly had been delivered later found the package, unopened, on her mailbox.

• A daughter reported that her mother in the 5000 block of 158th Street N. at 12:49 p.m. Feb. 19 had received several phone calls from a male who claimed to be from Publisher’s Clearing House and who said she had won a prize. When the complainant overheard the conversation, she knew it was a scam; mom quickly hung up on the male.

• A suspicious vehicle reported parked at Oak Shore Park in the 12000 block of Exhall Avenue at 12:22 a.m. Feb. 17 turned out to have been driven by the complainant’s son and parked there overnight, not stolen.

• Employees at MGM Liquor in the 5000 block of 140th Street N. at 11:47 a.m. Feb. 17 reported receiving a counterfeit $10 bill earlier that week.

• A resident in the 13000 block of Elmcrest Avenue N. at 2:45 p.m. Feb. 17 reported someone went through the mailboxes in their neighborhood. Mail was left on the street the previous Saturday. The complainant said she would advise the neighbors to adjust their cameras to try to have a better view of nefarious activity around the mailboxes.

• A suspicious vehicle reported at 3:01 a.m. Feb. 18 in the 6000 block of 147th Street and in the 14000 block of Geneva Avenue N. turned out to belong to the paper delivery person.

• A motor vehicle left unlocked and running in a driveway in the 12000 block of Fairbanks Avenue N. at 6:46 a.m. Feb. 18 was reported stolen. Information was sent to the National Crime Information Center.

• An unidentified motorist was cited at 6:32 p.m.

Feb. 20 for stop sign violation via semaphore in the 5000 block of Frenchman Road.

• Mysterious noises in the night heard at 12:21 a.m. Feb. 21 by a resident in the 13000 block of Europa Court N. turned out to be his rabbit, which escaped its cage.

• The driver of a white sedan was cited at 10:06 a.m.

Feb. 21 on westbound 170th Street N. and Ingersoll Avenue for speeding 70 mph in a posted 55 mph zone by eastbound Washington County Sheriff’s Office deputies, who clocked her a 72 mph. The driver admitted to traveling 70 mph in what she thought was a 60 mph zone.

• A driver westbound on 170th Street N. at Ingersoll Avenue N. at 8:03 a.m. Feb. 22 was cited for speeding 71 mph in a posted 55 mph zone by eastfacing deputies on stationary patrol, who clocked her at 71 mph. The driver admitted to 70 mph.

CENTENNIAL LAKES POLICE REPORTS • Officers responded to the intersection of Lexington Avenue and Woodland Road in Lexington Feb. 19 for a personal injury accident. Information was collected.

• Police were dispatched to a phone call fraud report from a resident in the 3900 block of Restwood Road in Lexington Feb. 20. Officers collected information from the victim of a phone scam who had lost $5,000. There are no known suspects at this time.

• Officers were dispatched to the 9100 block of South Highway Drive in Lexington Feb. 20 on report of a two-vehicle property damage accident. A citation was issued to one of the drivers.

• A westbound motorist was cited at 9:57 a.m. Feb. 22 on Oneka Lake Blvd. N. and Geneva Avenue N. for speeding 42 mph in a 35 mph zone by eastfacing deputies on stationary patrol.

• An unidentified motorist was issued a written warning at 11:21 a.m. Feb. 22 in the 7000 block of 137th Street N. for speeding.

• A male was cited at 1:40 p.m. Feb. 22 in the 15000 block of Forest Blvd. N. for trespassing. Deputies driving through Hugo Estates spotted the man, who they knew to be banned from the property until August.

• A southbound motorist was cited at 4:04 p.m. Feb. 22 on Victor Hugo Blvd. N. and Frenchman Road for speeding 50 mph in a 35 mph zone. Deputies northbound on Highway 61 observed the vehicle approaching at a rapid rate.

The driver was also issued a verbal warning for presenting a slightly expired proof of insurance card.

• A police officer was flagged down by a Metro Transit bus driver in the 7100 block of Centerville Feb. 23 for a found knife on the ground. The driver asked law enforcement to dispose of the knife.

• An officer stopped a vehicle for unsafe driving conduct in the 6500 block of Hodgson Road Feb. 19. The driver was subsequently arrested for fourth-degree DWI.

• Officers were dispatched to a phone call report regarding possible license plate theft in the 300 block of Forest Drive in Circle Pines Feb. 24.

HUGO FIRE DEPARTMENT 2019 ANNUAL REPORT Hugo Fire Department (HFD) Chief Kevin Colvard presented the HFD’s 2019 annual report to the City Council at the March 2 meeting. In a summary of the report highlights, the HFD:

• Had a total of 26 staff.

• Received a total of 325 calls (136 North Memorial assists, 73 alarms, 57 fire and service calls (structure fires, grass fires, smoke scares, burning complaints), 31 motor vehicle accidents,

28 mutual aid calls.

Colvard said there was a slight decrease in smoke and carbon monoxide alarms in 2019, but an increase in calls for gas leaks.

• Assisted North Memorial for the fifth year.

HFD only responds to major medical calls.

• Added two more AEDs. Currently, eight volunteers on the department carry an AED and will respond directly to the scene if necessary.

HFD administered an AED in early 2019 and

achieved its first save, thanks to now retired firefighter Ron Gray.

• For next year, Colvard said HFD will continue to work on recruitment and retention in 2020,

applying for grants, continue its leadership development efforts and review EMS service in Hugo.

School district prepares to prevent spread of coronavirus

WHITE BEAR LAKE — Superintendent Wayne Kazmierczak offered tips on preventing spread of coronavirus in the White Bear Lake Area Schools district should the virus spread in Minnesota. “It is important for the White Bear Lake Area Schools community to know that we are prepping for the possibility that an outbreak of the coronavirus could become a local concern,� he told the school board at a March 2 meeting.

The district is working with the Minnesota

Department of Health and Minnesota Department of Education regarding response to the worldwide spread of the virus that has sickened over 100,000 and caused the deaths of more than 3,000. The outbreak began in Wuhan, China, this winter and has been traced to a wild animal market.

No official cases of the virus had been reported in Minnesota as of the meeting; since then, there has been two confi rmed cases in the state as of press time. More than 500 cases have been confi rmed in the U.S. For White Bear Lake Area Schools, prevention currently includes practices that prevent spread of

other illnesses, such as the flu. “The emphasis right now is on routine illness prevention, frequent hand-washing, covering coughs and sneezes and staying home when ill,�

Kazmierczak said.

According to the district, administration will meet weekly with state agencies until the virus is no longer a threat. The district is working on plans regarding absences and attendance policies, flexible learning, co-curricular activities, school cleaning protocols and prevention strategies should the virus spread within Minnesota.

WHITE BEAR LAKE SCHOOL BOARD NOTES The White Bear Lake Area Schools board took the following action at its March 2 meeting: • Heard a public comment from Tiffany Dietrich, from Local 7286, who asked the board to adopt a project labor agreement for workers who will work on the new and updated school buildings funded by the bond referendum funds approved by voters last fall. • Heard from international exchange students, three from Italy, one from Norway and one from Germany on their experiences this year. Ten international exchange students have been hosted by the district this year.

District families may host students. One White Bear student is studying abroad in Brazil this year. Another student has plans to study abroad in Australia next school year. • Heard an update on spring and summer adult and youth enrichment activities. The catalog has been mailed. Recommended changes are for clarification. • Approved the 202023 achievement and integration plan and budget. The plan goals are to reduce disparities in academic achievement, disparities in equitable access to effective and more diverse teachers and increase racial and economic integration, said Superintendent Wayne Kazmierczak. The plan is updated every three years. The total revenue expected in fiscal year 2021 is about $1 million. • Approved a resolution of concurrence recommended by the American Indian

The concurrence reports whether the district is meeting needs of American Indian students. Andrew Adams, of the committee, said he has been pleased to see how the district hired a cultural liaison who has been working with the families.

Bear boys fall to Local 8th-grade gymnast Woodbury 48-44, finish 13-13 earns U.S. elite status The White Bear Lake boys basketball season ended with a 48-44 loss at Woodbury on Wednesday (March 4) in the fi rst round of Section 4AAAA. The Bears fi nished 13-13.

“The team this year was fun to work with and the season flew by,” coach Keith Lockwood said. “Don’t get me wrong, we had our issues with discipline, illness and injuries, which made it challenging, but the positives far outweighed the negatives.”

Centennial Dance Team Adyson Bellis, junior co-captain and fiveyear veteran, was one of the leaders for the Centennial Dance Team in capturing section championships in both jazz and high kick to qualify for the state meet. Bellis has danced in state meets in both high kick and jazz each year since seventh grade.

Lily Pederson, White Bear Lake eighth-grader, has achieved Junior Elite status in gymnastics, a level currently held by just 22 of her peers in the country.

Pederson racked up the highest score, 52.7, among 120 junior gymnasts from around the country the Metroplex Challenge and National Elite Qualifier in Fort Worth, Texas, Jan. 24-25.

“Lily is a very determined young lady with high goals and expectations for herself,” said Lori Roskoski, coach at Flips in White Bear Lake, where Lily has been a member since age three. “Lily also has a very energetic and bouncy personality, which is infectious to those around her.”

Pederson, who attends Central Middle School, is 4-foot-6 and “weighs 88 pounds of pure muscle, “ said Roskoski, who coaches her in beam and floor while husband Bart coaches her in vault and bars.

The Fort Worth meet was the first of five such qualifiers scheduled and Pederson succeeded right away by beating the required qualifying score of 50.5.

“It takes most girls two or three tries to get the score needed to qualify,” said her mother, Monica, “so getting her score on her first try was quite the accomplishment.”

This was her first time in Juniors after competing previously in the Hopes division (pre-Elite, age 10-13) where she placed second all-around at U.S. Hopes Championships last year and won floor exercise, after placing four all-around in 2018.

Her only other meet this year was the Winter Challenge at the state fairgrounds where she won allaround, competing at Level 10 in the Junior Olympics system.

Pederson’s signature skills, said Roskoski, are an Arabian double front and a full-in (double flip with full twist) on floor exercise, a double pike dismount on balance beam, her yurchenko one-and-a-half vault, and her “Yaeger” on uneven bars (releasing, flipping and re-catching the bar).

What’s next for Pederson is trying to qualify for the U.S. Championships in June in Fort Worth. Toward that end she’ll compete at the American Classic in Indiana in April and the U.S. Classic in Hartford, Conn. in May. If she scores 51.0 at either, she’ll go to the national meet.

“Her ultimate goal for 2020 is to be named to the U.S. Junior National Team … by placing in the top 10 at the U.S. Championships.”

That would allow her to attend the national training camp and be eligible for international assignments starting in 2021.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its Feb. 26 meeting: • Approved the Mediation and Restorative Services (MARS) request for funding of $417.

MARS assists residents with restorative services for youth and mediation for community, shared parenting and pre-eviction housing.

• Approved sprinkler system repairs for the public works building at a cost of $975 to Summit Companies. A recent inspection revealed several deficiencies in the system due to a lack of inspections over five years, City Administrator/Engineer Mark Statz said.

• Approved plans and specifications for the expansion of the Laurie LaMotte Park stormwater irrigation system expansion project and authorized city staff to advertise for bids.

The current irrigation system was installed in 2011.

Although fi nal costs and sources of funding have yet to be determined, the city has received a $100,000 grant from the Metropolitan Council to fund most of the project costs and must contribute a minimum of $33,000 in matching funds. The estimated cost of the project is $165,000.

• Failed to entertain a motion to pass a resolution supporting infrastructure accountability. The League of Minnesota Cities has been lobbying the Minnesota Legislature to pass a law allowing cities to charge developers for road improvements needed as a result of their developments. Cities can now charge developers for sewer, water, stormwater and other similar systems needed because of developments, but not road improvement work.

Cities are then left with charging assessments to area property owners. Developers have successfully sued cities for trying to charge them for road improvements. Centerville has already resolved this issue, council members said. “I don’t have my heartstrings pulled toward this — we’ve figured it out,” Lakso said.

• Approved 2020 goals with changes recommended by council for city staff. The council recently reviewed 2018-19 goals at a retreat and updated those goals to draw up the 2020 goals. Goals for 2020 include renovating City Hall, a new city logo and website, Main Street revitalization, EDA revolving loan/ grant program and 1737 Main St. and Block 7 redevelopments.

• Adjourned to two separate closed sessions pursuant to Minnesota Statute Section 13D.05, subdivision 3(a), to discuss possible litigation initiated by John and Jolene Kelly against the city and to evaluate the performance of Statz.

Lund was promoted to a regular firefighter back in November 2019.

• Heard from President and CEO Jerry Hromatka of Northeast Youth and Family Services (NYFS). Hromatka shared information about the services NYFS offers its partners and asked for the opportunity to sit down with the city of Hugo to discuss increasing the city’s annual contribution of $6,000.

City Administrator Bryan Bear explained that the council already approved an agreement at its Feb 3 meeting, which calls for an increase of $480 over last year’s contract for a total of $6,480.

• Approved the advertisement for bids for the city’s 2020 dust control project. The city of Hugo currently applies dust control to approximately 28 miles of gravel roads. The dust control/ stabilization would be applied in two separate applications, once in mid-May and again in early to mid-August.

• Approved the sale of a 2006 Sterling plow truck to the city of Sandstone for $40,000.

• Approved a property line adjustment for 17636 and 17742 Keystone Avenue. Richard O’Brien and Marla Anderson requested an adjustment of their common property lines.

The properties are both zoned agricultural. The applicants requested to adjust the common property line between the properties so that there is an even transfer of property and both parcels will remain the same size.

• Approved a reduction in cash escrow for Waters Edge 6th Addition. The development has had significant work completed to date, and the developer requested a reduction in the cash escrow. The current cash escrow is in the amount of $366,836.

City staff inspected the work completed and recommended council approve the reduction in cash escrow to $198,000.

• Approved a joint powers agreement (JPA) with Washington County for Code Red, a mass notification system that alerts residents within a specified area by land telephone, cellular phone and/or email.

All residents are encouraged to go online (co.washington. mn.us/2882/Code-Red) and register for Code Red alerts.

The city can use this emergency notification system with the assistance of the Washington County 911 personnel. As part of this agreement, the city agrees to pay $1,048 to purchase its proportionate share of the cost of emergency notification minutes per year.

• Approved a revision to building permit fees. The fee schedule ordinance approved by the council for 2020 includes a 3% fee on all building permit transactions to help offset the cost of permitting software. After considering the logistics, city staff now wants to charge a flat fee of $2 per permit, which will result in approximately the same amount of revenue.

• Approved an agreement with Payment Service Network (PSN) for online transactions.

City staff has been exploring online payment options and found PSN to best fit the city’s needs. A finance fee of 2.75% per transaction would be the responsibility of the payee, and the city would be responsible for an annual payment card industry (PCI) compliance fee of $89. The credit card service would only be used for building permit transactions but could eventually be expanded to accept payment for other city fees.

• Approved a notice of decision for a wetland replacement plan for Rice Creek Reserve. Melissa Barrett of Kjohlhaug Environmental submitted an application on behalf of Mark Guenther of Fenway Land Company for the residential development Rice Lake Reserve. The applicant is requesting approval for sequencing and wetland replacement for the project, which is proposed to impact 0.54 acres of wetland on the site. The developer will replace it with 1.08 acres from a wetland bank owned by the city of Lino Lakes within the same major watershed and bank service area.

• Approved a limited use permit (LUP) for Highway 61 right of way for the 130th Street improvement project.

The project is substantially complete with final paving and bituminous trail improvements to be completed this spring.

Following MnDOT Municipal State Aid (MSA) approval of the project, the city is required to execute an LUP with MnDOT for the portion of the trail within the Highway 61 right-of-way.

• Approved a resolution that recommends the city of Lino Lakes award a contract for the Elmcrest Avenue/Cedar Street improvement project. Hugo and Lino Lakes have both signed a JPA for improvements to Elmcrest Avenue in Hugo and Cedar Street in Lino Lakes. Bids were initially received in August 2019 but were rejected due to unfavorable bid prices.

The project was rebid this January and six bids were received. The low bid was submitted by North Valley Inc. for $700,637.

Mayor Tom Weidt said, “A lot of residents were very excited for this last summer ... thanks to the city of Lino Lakes for rebidding this project. Between the two cities, we saved over $100,000.

That is taxpayer money that can be used for other projects and needs.”

• Consented to entering into a JPA with Metro I-Net. In May 2013, the city executed a JPA with the city of Roseville for information technology (IT) services for City Hall, Public Works and the Hugo Fire Department. Hugo is a part of a group of 35 entities in what is known as Roseville’s Metro I-Net division. Metro I-Net is under the organizational control of the city of Roseville’s city manager and City Council.

A new organizational structure is now being considered for Metro I-Net to be its own entity governed by a board of directors. Bear explained that this would give members more direct control over governance of costs, personnel and policies.

The next City Council meeting will be at 7 p.m. Monday, March 16, at City Hall.

Assistant fire chief to be missed for personality

Centennial Fire District (CFD) Assistant Chief David Bruder was compelled to become a fi refighter after his parents' home on Lake Drive in Lino Lakes caught fi re.

The Lino Lakes resident retired from CFD after 29 years of service earlier this month.

“I got a call from a neighbor (in May 1990) that my mom and dad's house was on fi re. It turned out it was the TV had caught on fi re and burned the floor underneath,” Bruder recalled. “It ended up smoking the house up pretty good.”

It was that experience that compelled Bruder's youngest brother to join the fi re department.

“He went by the fi re station and saw a sign for needing fi refighters, so he decided to join and he called me up and he said, ‘You need to do this with me,’” Bruder said. Both of them joined in 1991.

Throughout his fi re career, Bruder held virtually every position except chief.

In 2002 he was working at the Department of Corrections as a correctional officer at night and a fi refighter during the day.

“It got to the point where I was only getting two to three hours of sleep a day, and I decided I couldn't do that anymore,” he said.

After accepting the

full-time assistant chief position with the fi re district, he quit his job with the Department of Corrections.

His favorite part of the job was the people he worked with. “I enjoyed working with everybody, it was very rewarding,” Bruder said about CFD. “I liked watching people progress and become proficient at their jobs.”

When asked about his most memorable call, Bruder said they are all memorable in their own ways. He recalled a forklift accident in Lino Lakes, which he described as a “war zone,” as well as a fi re death at a home in Lino Lakes. “Glen Olson and I just sat in his car and cried,” he said. “Every call is memorable in a different type of way: the bad ones, the good ones, you cry at the bad ones, you cry at the good ones.”

At the age of 65, Bruder decided it was time to retire.

“I used to be able to do two or three bottles of air before I got tired, and now after one bottle I'm exhausted,” he explained. “To me, it's time to get out then.

When you can't do the job to the best of your ability, then you need to move on.”

Chief Harlan Lundstrom said Bruder will be missed not only for his personality but for his “fi x it” mentality, which resulted in a savings of thousands of

dollars for CFD and the taxpayers that fund it.

“He is a very social person: what better type of personality for someone to have for conducting fi re inspections? Oftentimes business owners aren’t so welcoming to having a fi re inspection, but David has a calming way about him and was always willing to work with businesses on solving issues in a nonthreatening manner,” Lundstrom said. “When working with patients and family members on EMS calls, he displayed controlled emotions, which helped the patients/family with their emotions in stressful situations. It is almost impossible to replace a fi refighter that has 29 years of experience.”

Lundstrom added that Bruder had mechanical abilities and made repairs or fabricated needed items himself, saving CFD money.

With the help of his car club, Bruder recently made two gear dryers for the stations at a tenth of the cost of a new commercial dryer.

Bruder left for Arizona last week and is not sure when he will return. His retirement plans include classic cars, and a motorcycle, boat and camper.

owners an $8,000 lateral benefit fee for the connection.

Streets in the project will generally end up being 28 feet wide, which is less than the standard 32-foot width, because homes in this area are closer to the streets. These narrower streets will avoid impacts to driveways and front yards. All streets will receive concrete curb and gutter.

The cost of improvements to be paid by the city is slightly more than $2.14 million. The project will be financed through the street, water and storm sewer funds.

The assessment amount to be borne by property owners was presented at about $285,000. An assessment may be paid in its entirety up front without interest charges or be paid in equal annual installments over a period of 15 years at an interest rate of 2.5%.

After hearing citizen concerns during the public hearing about the financial burden imposed on them, council voted to lower the annual interest rate from 3.5% per year, which was originally proposed.

“I’ve been assessed before, so I know how difficult this is for you,” Councilwoman Michelle Lakso told property owners before the public hearing opened.

“I sympathize too, but the projects have to be paid for, too,” Councilman Russ Koski said.

Residents at the podium spoke of their concerns that the project was initiated to make the area more enticing to the developer of the apartment building planned for the area. Several citizens told council members that the timing of the project with the arrival of the Trident development made it sound fishy to them.

Council assured residents that the project has long been on the schedule for reconstruction, according to the pavement management plan of 2003, and that as the city finally has funds for the project, 2020 is the year to do it.

The road improvements have been on the radar for years and have been postponed a couple of times, Mayor Jeff Paar told the public. “Trident wasn’t even on the horizon,” he said.

The city does support the apartment development, but the roads are a mess, and this project is the last one on the list, he said. “When this project was proposed two, four and eight years ago, I didn’t even know who Trident was,” he said.

The contractor is expected to begin work as soon as the frost is out of the ground in April or May and continue construction through the end of September. All the work is anticipated to be completed by then except for the final layer of pavement, as is standard practice. The final asphalt lift is scheduled for installation by July 2021, well after the new surface has settled over the winter.
