CENTERVILLE — The City Council at its Jan. 22 meeting unanimously (3-0, as Mayor Jeff Paar and Councilwoman Michelle Lakso were absent) approved an interim use permit (IUP) and site plan for a 16-unit senior living and memory care facility on the vacant site located at 1825 Main St. The site is zoned B-2 Main Street Commercial District.

The Gonion Group LLC will receive an IUP for its proposed facility instead of the conditional use permit (CUP) it originally applied for.

City Attorney Kurt Glaser and City Planner Phil Carlson explained: The problem the city faces is of the chicken-and-egg variety, Glaser said. The city needs to set conditions for a CUP, but the developer hasn’t yet applied for an operating license from the state of Minnesota, so they don’t know what conditions the state will propose. Conditions the city may impose involve the facility’s use of emergency services. Because the facility is small and will serve seniors, it may not have enough staff to handle a major medical

Zoey the toy poodle returns home after 18 months

HUGO — After 18 heartwrenching months during which she never gave up hope, a Hugo resident was reunited with Zoey, her 10-year-old toy poodle.

Owner Karen Kissner says Zoey went missing Aug. 8, 2018. Her husband let Zoey and their other dogs out into the yard to go to the bathroom while she was at work and when she got home, Zoey was

handed out more than 3,000 flyers, placed advertisements in various publications and talked to people on the street from Hugo all the way north to Pine City. “We did everything we could possibly do trying to locate her,” she said.

On Aug. 15, a few people reported seeing Zoey wandering on I-35E, where she was picked up by a male in a white pickup truck. “At that point we were thinking ‘She is safe and they will

get her home,’ but we never heard anything,” said Lynn Walton, a volunteer with The Retrievers. The Retrievers is an all-volunteer team that offers tools, experience and expertise to help rescues and individuals find their lost dogs.

County board will consider increase in transportation sales tax Washington County commissioners will conduct a public hearing at its regular board meeting at 9 a.m.

Feb. 11 at the Government Center in Stillwater to consider an update to increase the sales and use tax to 0.5%. Generally referred to as the

local option sales tax, state law allows counties to impose a sales and use tax up to 0.5% and a vehicle excise tax up to $20 per vehicle.

Of Minnesota’s 87 counties, 49 have implemented the tax. Currently, Washington County imposes the tax at a rate of 0.25% for the sales and use tax and a $20 vehicle excise tax. The county received $10.2 million under the current tax in 2018 and expects to collect $10.7 million in 2019. With the increase in the sales and use tax, it is estimated that the county would collect $16.1 million in 2020.

The county is restricted in its use of the revenue from the tax. Proceeds must be used for specific projects or improvements, which must be spelled out during a public hearing and the county board’s resolution.

The additional tax revenue would be used for transportation projects in the county and would reduce the reliance on county general property taxes to pay for bonding. If the county board agrees to adopt the additional tax following the public hearing, it would be implemented July 1.

County board approves letter of consent for continued refugee resettlement Washington County commissioners approved a letter of consent for continued refugee resettlement in the county Jan. 14. President Trump issued Executive Order (EO) 13888 Sept. 26, 2019, which requires states and counties to provide consent for continued refugee resettlement.

Minnesota Gov. Tim Walz sent a letter to the State Department providing the state’s consent Dec. 13, 2019.

Give Kids a Smile Park Dental in Hugo will once again participate in the American Dental Association’s Give Kids a Smile program from 12:30 to 4 p.m. Friday, Feb. 7. During that timeframe, dentists will provide free dental care to underserved children.The dentists will conduct exams, fi ll cavities, perform extractions, apply sealants and fluoride and perform other needed procedures.

The American Dental Association started the Give Kids a Smile program in 2003 as a way for dentists to join with others in the community to provide dental services to underserved children.

Minnesota dentists have provided free care to more than 70,000 children and donated services valued at more than $19.5 million over the past 16 years. The Board Room in the Washington County Government Center will get an upgrade to its audio-visual system after the county board approved a $140,000 contract with Tierney Brothers Jan. 14. In 2019, Washington County completed an internal study to identify the needs of users of the county Board Room. It was determined that the meeting room needs a full update to transition from analog to digital for its recording and broadcasting equipment. The county will work with Tierney Brothers, using the state contract to procure the equipment and installation.

The 2020 contract represents a 10.39% decrease, or $169,302 less than the 2019 contract.

The Minnesota Department of Agriculture (MDA) confi rmed five species of weeds on the state’s Noxious Weed Prohibited Eradicate List for the fi rst time in eight counties in 2019. Weeds categorized as prohibited eradicate are the worst types of weeds. The law requires destruction of species on this list, including all above- and below-ground plant parts, because the weeds may be harmful to public health, the environment, public roads, crops, livestock or other property.

Black swallow-wort (Cyanchum louiseae) was found in Washington County. Black swallow-wort is a viney milkweed that overtakes both sunny and shady habitats and is toxic to monarch butterflies. The MDA verifies the reports and, when possible, collects samples for the official University of Minnesota herbarium records.

As the regulatory agency for managing noxious weeds, the MDA also helps local governments with weed management and enforcement of the Minnesota Noxious Weed Law. The MDA provides training to County Agriculture Inspectors (CAIs) while the CAIs enforce the Minnesota Noxious Weed Law. Tubman provides shelter, crisis intervention, counseling, advocacy, assistance with orders for protection and community presentations.

Tubman is the community point of contact for the Lethality Assessment Protocol (LAP) program. This risk assessment tool is used by law enforcement officers in Washington County to help identify the most dangerous offenders in cases of intimate partner violence and to connect victims with services.

Information is used to aid the criminal justice system in allocating resources accordingly.

After a review, Tubman discovered that it is taking the agency longer to resolve no-contact orders, as the complexity of each case has increased.

The 2020 contract represents a 4% increase from the 2019 contract to cover service cost increases and provide an adjustment for staff salaries in 2020.

Treasure hunting

B

eing a community journalist is like being a treasure hunter.

I’m always on the lookout to write about something new or unique that other people might like to know about. I also personally enjoy looking for and writing stories about people making a difference in their city or the world.

Whether it’s people volunteering or working in a professional capacity, I’ve found a lot of treasure in the northeast metro over the last four years.

This community is truly rich with people who are well-educated and have a passion to serve.

Ironically, one of my latest discoveries in the northeast metro will now put my journalistic treasure hunting on a hiatus.

But before I go into labor, I must share it with you. It’s just down the street.

It was a three-year journey for my husband, Andrew, and I to be able to have a child. I faced several health issues but little did I know that I often drove by the final answer in my long Story quest. Near the intersection of I-694 and Highway 96, hidden Chaser just off White Bear Parkway, Sara Marie Moore is a gem: AALFA Family Clinic. How many times had I crossed that bridge to and from the Press office to write about events and community treasures in the northeast metro?

But destiny awaits an appointed time.

I couldn’t afford, nor was I personally interested in, assisted reproductive technology, such as in vitro fertilization. So, when I heard about AALFA Family Clinic’s unique and natural approach to fertility treatment through a friend, I booked an appointment. The clinic uses NaProTechnology (Natural Procreative Technology) to discover underlying issues that may be preventing a woman from getting pregnant.

After several hormone tests, a practitioner discovered I had an endocrine disorder. Notably, my progesterone levels appeared to be too low to support a baby. Progesterone is the lifesupporting hormone that surges in a woman’s body after ovulation. But the tests showed my levels were dropping unnaturally.

The discovery was monumental to me because the hormone imbalances appeared to have been affecting more than just my ability to carry a child. When I started taking the supplements and medication prescribed by my practitioner, I started to feel better than I have in years — that is, until I started puking two months later!

Pregnant!

Now our little baby boy is kicking in my womb as I write this. I wonder who he will be, where he will go and what stories will come from his life. When he is older, I hope to bring him to White Bear Lake and tell him the story of how he began — how God used people to facilitate the miracle of his life. I’ll send him on a treasure hunt to show him the clinic, the spot where I cried and prayed after I discovered what was wrong and where I rejoiced after our pregnancy was confirmed.

We’ll stop by the newspaper office and look at what new treasures are to be found in the northeast metro. We’ll swing by Cup and Cone for a treat to celebrate life, love and treasure hunting. And maybe watch the sun sparkle on the lake and talk about the treasures I wrote about when I worked at the newspaper.

What is treasure? People. Behind every treasure I’ve written about in this community are ordinary people who use their skills and gifts to make a difference. I’ve discovered over the years that during many interviews I don’t need to ask much more than one question — how did this begin? The story is birthed from there.

Priorities for the 2020 legislative session

hen I was sworn into office last year, my primary goal was to make sure that your voices were heard. Democracy works best when elected officials are accessible and accountable to the people they represent, so I made it a priority from day one at the Capitol. I’ve met and gotten to know many of my fellow community members since then, and they’ve provided valuable ideas and feedback that’s helping make our community Legislator and state an even better place to live.

I look forward to Lingo continuing our Ami Wazlawik work together during this year’s llegislative i l ti session i and beyond.

Since the 2020 legislative session is just around the corner, I wanted to share some of the things that I’d like to get done this year.

First on the list is a statewide ban on TCE, a dangerous chemical that can increase risks for cancer and other serious health effects. Last year state officials discovered that Water Gremlin, a manufacturing plant in White Bear Township, had been emitting high levels of this toxic chemical for more than

a decade. I responded to concerns from the community by introducing bipartisan legislation to ban TCE in Minnesota. My bill passed in the Minnesota House of Representatives with a 120-7 vote. While it wasn’t adopted into law, it received overwhelming support from the community and legislators from both sides of the aisle. This year is the time to get it done.

Water Gremlin’s TCE emissions were the first in a long series of problems that put workers and residents in jeopardy. I’m working with community members and local and state officials to ensure that a situation like this never happens again. When the Legislature reconvenes in February, I plan to introduce legislation that protects the health and well-being of Minnesotans and strengthens the regulatory process. I’ll also continue to closely monitor the independent investigation into what happened at the Water Gremlin facility and how it was handled.

Infrastructure needs will be a top priority this year. Communities throughout the state have requested state assistance for a variety of needs, such as safety upgrades for roads and bridges, aging buildings and park and trail improvements.

Legislators must decide which projects will receive an extra boost of state investment. I’ll be

advocating for several local projects that would benefit our community and the entire state, including an I-35E interchange and road improvements along County Road J. I’m proud that we secured strong investments in our youngest Minnesotans last year, but there’s more work to do in this area. I’ll continue working on policies to support family child care providers and to ensure that all Minnesotans have access to affordable, highquality child care.

As my second year in office begins, listening to community members and seeking bipartisan solutions that bring us together will continue to be a priority. 5 financial resolutions for 2020

re you looking to make better financial decisions in 2020? For many Americans, the New Year provides an opportunity for a fresh start. Despite what may have happened in 2019, this clean slate gives every person the chance to make resolutions that can set you on a path to reach your financial goals.

Money Below are five Matters resolutions to Skip Johnson build a stronger financial future: First, build a budget to organize your finances Think of a budget as the foundation for your fi nancial house. Organizing and prioritizing finances must take precedence before developing financial goals. Budgets help you understand financially what you have coming into your accounts and what’s going out.

Once you have that established, then create a financial plan that accounts for unexpected costs such as medical bills or money to cover the loss of a job. This is especially important as you transition into retirement, as both income and expenses can drastically change during your golden years.

Consistently contribute to your retirement accounts For many, retirement may seem far away, so saving for it

now may not be a top priority.

This can be a grave mistake.

There is the reason why Albert Einstein has been quoted as saying that compound interest is the eighth wonder of the world, so it is important to save early and let your money grow.

If you have a 401(k) through your employer, contribute at least as much as your employer will match in contributions.

Look into options for health savings accounts. In addition to employer plans, you can also open an IRA or Roth IRA. Regular contributions to accounts like these can be one of the best ways to build wealth over time.

And thanks to the SECURE Act that was recently signed into law – there is no longer an age limit for contributions to traditional IRAs – which means you can keep building your wealth through retirement.

DNR seeks to fill up to 200 paid summer internships The Department of Natural Resources (DNR) is looking for passionate and dedicated college students interested in learning more about possible careers with the DNR through paid summer internship opportunities.

DNR summer interns will not only gain valuable experience and training, but will also help the agency create a healthy, sustainable, and livable Minnesota for future generations.

The internship opportunities, located throughout the state, run the gamut of agency operations, from accounting to wildlife management. Interns work 20 to 40 hours per week and receive a competitive salary of $15 an hour. As part of their internships, students must also fulfi ll an academic requirement or receive academic credit from their educational institution.

HUGO POLICE REPORTS The Washington County Sheriff’s Office reported the following incidents: • A resident in the 15000 block of Glenbrook Avenue N. at 11:04 p.m. Dec. 15 reported suspicious males near her vehicle. After the males left in a silver sedan, the complainant found two tool bags belonging to her neighbor near her vehicle. The neighbor’s garage door was open at the time.

• A resident in the 6000 block of 146th Street N. at 5:55 a.m. Dec. 17 reported fi nding a male trying to siphon gas from his snowblower.

When Washington County Sheriff’s Office deputies arrived on the scene, they spotted a male with a gas can walking away from the complainant’s residence. The male admitted to trying to siphon gas from the snowblower.

• A Honda generator was reported stolen at 12:14 p.m. Dec. 17 from the back of a work truck in the 13000 block of Fiona Avenue N. • A driver who was stopped for driving with no lights on in the dark was cited at 5:15 p.m. Dec. 17 in the 7000 block of 170th Street N. for possessing marijuana and drug paraphernalia in the vehicle.

• Two separate motorists were issued written warnings at 7:37 a.m. and 8:05 a.m. Dec. 18 for speeding 39 mph in a 30 mph zone along Oneka Lake Blvd. N. at Geneva Avenue N. and Freeland Avenue N., respectively.

• A westbound motorist was cited at 12:36 p.m. Dec. 18 on westbound 147th Street N. and Forest Blvd.

N. for speeding 35 mph in a 30 mph zone. Eastfacing deputies on stationary patrol had clocked him at 40 mph.

• A Minnesota motorist was cited at 5:42 p.m. Dec. 18 in the 4000 block of westbound Frenchman Road for speeding 63 mph in a 50 mph zone by eastbound deputies on routine patrol in the city. The driver told deputies he didn’t know the speed limit on Frenchman Road. The driver was also verbally warned that the rear license plate light had gone out and that the suspended object deputies spotted hanging from the rearview mirror was not allowed.

• A Minnesota male was cited at 11:09 a.m. Dec. 19 on Frenchman Road and Elmcrest Avenue N. for driving after revocation and failure to provide proof of insurance after deputies on routine patrol conducted a random National Crime Information Center license plate check on his vehicle and pulled him over.

• An unwanted person was reported at 5:51 p.m.

Dec. 19 in the 4000 block of Rosemary Way N. after the complainant reported her roommate for stealing the key to her mailbox. When the complainant asked deputies to evict the roommate, who also rents from her, deputies advised her that this was a civil issue and listed the rules governing the eviction process. The subject told deputies she was in the process of finding a new place to live anyway. Both parties agreed to separate for the night.

• A tankless water heater was reported stolen overnight Dec. 19-20 from a house under construction in the 4000 block of Ethan Trail N. • A male was arrested without incident at 10:09 a.m.

Dec. 20 in the 6000 block of 147th Street N. after he had violated his provisional release from a hospital for civil commitment by refusing to take his court-ordered medication and threatening family members. The male was transported back to the hospital.

• A female was cited at 11:06 a.m. Dec. 20 on eastbound Oneka Lake Blvd. N. and Generation Avenue N. for handheld use of a wireless communications device while driving. East-facing deputies on stationary patrol had observed the driver with her cell phone up to her left ear. The driver admitted to “talking to the office” on her cell phone.

• An $89 box of Omaha steaks was reported stolen at 2:39 p.m. Dec. 20

from the complainant’s front porch in the 13000 block of Flay Road N. • A Minnesota driver was cited at 8:13 a.m. Dec. 21 on westbound 170th Street N. and Keystone Avenue N. for speeding 64 mph in a 55 mph zone.

Eastbound Washington County Sheriff’s Office deputies had clocked him at 74 mph. The driver admitted to going 60 mph.

• A Wisconsin driver was cited at 9:18 a.m. Dec. 21 on westbound 170th Street N. and Ingersoll Avenue for speeding 64 mph in a 55 mph zone.

East-facing deputies on stationary patrol had clocked him at 79 mph.

• A resident in the 13000 block of Europa Trail Way N. at 3:16 p.m. Dec. 21 reported her wallet stolen in St. Paul and a credit card used in Woodbury by unauthorized persons. Deputies provided the complainant with the nonemergency number to the St. Paul Police Department to report the theft and fraudulent activity.

• Residents in the 15000 block of Fenway Avenue N. at 8:22 a.m. Dec. 22 reported a burglary that occurred while the occupants were home. A purse containing credit cards was taken.

• A Minnesota male was cited at 4:12 p.m. Dec. 22 in the 15000 block of Oneka Parkway N. for window tint violation and tabs that expired in August

after deputies on routine patrol spotted his vehicle with just about everything wrong with it.

The driver did not have a current driver’s license and handed over an expired license, saying the current license was lost.

Deputies activated their Tint-O-Meter to confirm the windows on the vehicle allowed only 3% light transmittance, compared with the legal minimum of 50%.

The driver was further issued verbal warnings about the following additional equipment violations: no proof insurance, right brake light out, loud exhaust and suspended object in the rearview mirror.

• A daughter was reported for intoxication at 3:06 a.m. Dec. 23 in the 14000 block of Victor Hugo Blvd. N. after she phoned her father to tell him she was assaulted by a male and was hiding out in the Kwik Trip bathroom. When deputies arrived on the scene, they noticed all the classic signs of severe intoxication. The subject admitted to drinking for the past several days and needed somewhere to stay that night. After she tested 0.285 in the field sobriety test, deputies transported her to Ramsey County Detox.

• Gas drive-off to the tune of $26.15 was reported at 9:20 a.m. Dec. 23 from the Kwik Trip in the 14000 block of Victor Hugo Blvd. N. The license plate number was retrieved, and the registered owner was found and persuaded to return immediately to pay.

• Burglary of an unoccupied dwelling in the 4000 block of Victor Path was reported at 11:13 a.m.

Dec. 23. No forced entry was reported, and the suspect is a former roommate.

• Suspicious vehicles parked in the driveway of a home in the 6000 block of 151st Street N. while the owner was on vacation at 4:38 p.m. Dec. 23 turned out to be four youths who were friends with the homeowner’s son. When deputies answered their dispatch, they found the youths in the basement playing video games after they had let themselves into the home by using the garage code. Although they knew the code, the youths were not given permission to be there.

The homeowner said he currently did not want the youths charged, but would contact deputies when he returned home in case he changed his mind.

• An unidentified Minnesota motorist was arrested at 2:20 a.m. Dec. 25 on northbound and southbound Forest Blvd. N. at 130th Street for fourth-degree DWI and miscellaneous other charges after deputies received a traffic complaint of a vehicle driving erratically and in the wrong directional lane. While traveling northbound in the southbound lane, the motorist also ran a red light. When deputies conducted the traffic stop, the motorist stopped the vehicle at an angle in the northbound lane of travel. Deputies observed signs of alcohol impairment as they approached the vehicle and conducted a field sobriety test on the subject. It registered 0.14.

• A speeding truck driver was cited at 2:52 a.m. Dec. 25 on southbound Forest Blvd. N. and 130th Street N. for Ted Foss Move Over violation and failure to provide proof of insurance after deputies at the scene of a wrong-way drunk driver had to step back out of the way to avoid being hit by the speeding truck.

When deputies asked the truck driver whether he had noticed three squad cars with emergency lights flashing completely blocking the northbound lane. They also inquired whether he had noticed the spotlight shined on him to get him to slow down or at least move over. The subject said he thought all the people and vehicles were on the shoulder and concluded that he didn’t need to slow down.

• An unidentified driver was arrested at 12:40 p.m.

Dec. 25 on 147th Street N. and Forest Blvd. N. for driving after cancellation after being pulled over for speeding 20 mph over the limit. Formal charges are pending.

• An undisclosed number of youths were required to leave their vehicle and be picked up by their parents at 1:09 a.m. Dec. 26 on northbound Forest Blvd. N. and 170th Street N. for smoking pot and driving badly.

Deputies had observed them crossing over the centerline twice and pulled them over for no license plate light. During the traffic stop, deputies smelled pot and searched the vehicle.

Marijuana was found, but it could not be determined who belonged to the pot: therefore, no citations were issued. But that was the end of their driving for the evening.

• A suspicious vehicle with its driver’s side door open at 2:47 a.m. Dec. 26 while parked at a residence in a construction site turned out to belong to the registered owner, who had forgotten to shut his door when he arrived home earlier that evening.

The truck’s owner didn’t notice anything missing at the time.

• Two bags of mail were reported found at 8:15 a.m.

Dec. 26 in the 13000 block of Elmcrest Avenue N. The stolen mail from St. Paul and Woodbury was turned over to the Hugo postmaster.

• A driver was cited at 11:51 a.m. Dec. 26 on eastbound 170th Street N. and Ingersoll Avenue N. for speeding 65 mph in a 55 mph zone. Westbound deputies clocked him at 72 mph. The driver’s attitude was good after he correctly stated his speed and speed limit.

• A Hugo man was arrested on a warrant at 4:33 p.m. Dec. 26 in the 15000 block of Forest Blvd. N. Loretta Harding

• Officers were dispatched to the 30 block of Village Parkway in Circle Pines Jan. 10 for a welfare check. A resident reported a male was in his apartment.

• Police responded to the 9300 block of Lexington Avenue Jan. 10 on a report of vandalism.

There are no suspects.

• Officers were dispatched to the area of Lake Drive and Lexington Avenue in Lexington Jan. 11 on report of a personal injury accident involving one vehicle. The driver was subsequently transported to the hospital.

• Police responded to a disorderly male at an apartment on Village Parkway in Circle Pines Jan. 11. The male was advised to control his behavior.

• Officers were dispatched to the 9200 block of South Highway Drive in Lexington Jan. 13. Officers were advised by staff that they wished to have an individual who had stolen from them in the past trespassed. Officers located the person and served them a trespass notice.

• Officers conducted a traffic stop in the area of Lexington Avenue and Edgewood Road in Lexington Jan. 15. The vehicle was subsequently towed due to no insurance.

Sheriff’s Office receives external defibrillator accessories

Members of the Hugo Fire Department (HFD) participated in an ice water rescue training the evening of Jan. 14. During the training, firefighters practiced various techniques and used several tools to rescue a victim from icy water.

The Washington County Sheriff’s Office will receive automatic external defibrillator pads and batteries after the county board accepted the gift Jan. 14. Mark Altmann, of Marine on St. Croix, asked to donate 10 Cardiac Science Intellisense Powerheart G3 automatic external defibrillator (AED) batteries and 10 Cardiac Science AED defibrillation pads to the Washington County Sheriff’s Office. The AED pads are valued at $51 each and the AED batteries are valued at $398 each, making the total value of the donation $4,490.

“These types of drills are invaluable to our department, as we get to practice the skills we have been trained on to ensure that if we are called to an emergency on one of the lakes or ponds in and around Hugo, we will be able to efficiently and effectively perform that rescue,” said Colin Emans, HFD training captain.

LINO LAKES POLICE REPORTS The Lino Lakes Police Department reported the following incidents: • A male in the 400 block of Apollo Drive reported the theft of his front license plate while he was at work Jan. 7. The plate has been entered as stolen and the case is under investigation.

• An officer responded to a possible hit-and-run accident in the 700 block of Apollo Drive Jan. 7.

The officer documented the incident and the case is currently under investigation.

• While on patrol an officer observed suspicious activity at a local business in the 7500 block of Lake Drive Jan. 9. Upon investigation, the officer stopped a vehicle and cited an adult male for driving after revocation and another adult male for driving after cancellation.

• While on patrol, an officer located a group of juveniles walking in the 6400 block of Langer Lane collecting discarded Christmas trees Jan. 10. The officer investigated and determined no criminal activity occurred.

• An officer took a report of found ammunition in a business parking lot in the 700 block of Apollo Drive Jan. 12. The officer collected the item and later disposed of it at the police department.

• Officers assisted another agency with a vehicle pursuit in the 8300 block of Lake Drive Jan. 14.

The pursuit left the city without incident.

• Officers received a suspicious activity report in the 600 block of Aqua Circle Jan. 14. The information was shared with officers to perform extra patrol in neighborhood.

• An officer took a report of a school bus stop arm violation in the 700 block of Main Street Jan. 9.

The involved driver was advised and a warning was given, as it was not a clear violation.

• Officer’s responded to a business in the 7000 block of 21st Avenue to take a theft report Jan. 14. Officers documented the incident; the investigation is ongoing.

• An officer took a report of a hit-and-run property damage accident that occurred in the 300 block of Birch Street Jan. 9. The caller wanted the incident documented; there is no suspect vehicle identified at this time.

• Officers responded to a residence in the 6600 block of Pelican Place on a report of an audible burglar alarm Jan. 15. The officer contacted the homeowner by phone after finding the residence secure.

The resident stated they had a cat that could have set the alarm off. The resident was asked to call if they saw anything suspicious.

• Officers stopped a vehicle for speeding in the 300 block of Ash Street Jan. 9 and found the driver had a revoked license. The driver was cited, and a valid driver was contacted to move the vehicle.

• Officers were dispatched to a burglary at a residence in the 500 block of Aqua Circle Jan. 10. The investigation is ongoing.

• Officers took a report of multiple thefts from a business in the 700 block of Apollo Drive with the same suspect Jan. 10. The reports were compiled and sent to the city attorney for charges.

• An officer stopped a vehicle for a traffic violation in the area of Radisson Road and 109th Avenue NE in Blaine Jan. 10. The juvenile driver provided a fictitious name and was found to be unlicensed.

The juvenile is being charged for the violations and was picked up by his father from the stop location.

• An officer performed a traffic stop on a vehicle in the 300 block of Ash Street Jan. 15. The driver of the vehicle received a citation for possession of drug paraphernalia.

• An officer stopped a vehicle for a license violation in the 8000 block of Lake Drive Jan. 16. The officer located marijuana and drug paraphernalia inside the vehicle and the driver was cited for the offenses.

• A male from the 700 block of Lois Lane called Jan. 17 to report he had information regarding someone who hacked his phone and used his identity.

The male stated he had to organize his information before fi ling a complaint. Follow-up with the male was scheduled.

• Officers responded to the report of an injured fox

in the 6900 block of Sunrise Drive Jan. 17. The area was checked but the fox was not located.

• An officer observed a wrong-way driver in the 2200 block of Main Street Jan. 17. The officer conducted a traffic stop and the male driver was subsequently arrested for third-degree DWI. • Officers and fi refighters responded to a report of a rollover, possible injury accident in the 6500 block of I-35E Jan. 18. The driver was found not to be injured and ordered their own tow.

• An officer spoke with a citizen from the 7000 block of Lakeview Drive who reported that someone had opened an account under their name with a cell phone company Jan. 18. The caller had already reported it to the phone company and the account was closed. The case remains under investigation.

• An officer responded to a property damage accident involving one vehicle and a male driver in the area of I-35W and Main Street Jan. 18. A private tow was ordered. The male was transported to a local gas station to meet his wife.

• Officers and fi refighters responded to a report of smoke coming from the basement of a residence in the 300 block of Ravens Court Jan. 18. Officers and the fi re department arrived on scene and determined the furnace was faulty. Fire threat was mitigated and repair personnel were contacted.

• An officer stopped a vehicle for speeding in the 1000 block of Main Street Jan. 19 and noticed the odor of marijuana. The officer searched the vehicle and found drug paraphernalia. The driver was cited for speeding and possession of drug paraphernalia.

• An officer took a phone call from a male in the 1100 block of Main Street who was complaining the snowplow blocked in his driveway with snow Jan. 19. The male was advised the plows need to clear the streets and cannot always prevent moving snow in/on driveways.

• Officers responded to an assault report Jan. 20.

A juvenile male was arrested and charged with second-degree assault. An adult male was also charged with fi fth-degree assault.

Firefighter retires after 40 years of service

Ron Gray will officially retire from the Hugo Fire Department in February after 40 years of service.

For the past three years or so he has served as an engineer or pump operator (driver).

Because of Hugo's small-town nature, Gray recalls personally knowing a lot of the people HFD helped on calls. He responded to his own mother's cardiac arrest and has also transported both of his children to the hospital after a call came in. “You have to try to pull yourself away and do your job.

And then there's the other aspect of it, that you can't let your personal feelings or opinions interfere with

it either. You have to know when to step back and let somebody else do it,” he said.

Gray also enjoyed the fact that while he was at the store, it was not uncommon for someone to thank him for his service.

When Gray reflects on his 40-year career, the fire call that has really remained vivid in his memory was a fire that burned down the Pioneer Club dance hall (where Total Recall is now, on Forest Boulevard) in the mid-’80s. “It was a big fire, the roof caved in and we had a backdraft.

A couple of firefighters were sent

to the hospital for injuries, but it turned out to be fine,” Gray recalled.

Gray will officially retire Feb. 15 and will be honored with a 40year service award at a future City Council meeting. With a little bit more free time on his hands now, he hopes to spend more time hunting, fishing and traveling. For now, he has no plans of retiring from his day job with Allina Ambulance.

HUGO — Ron Gray, 60, originally joined the local fire department back in the late ’70s because that is just what people did back then.

Next month, Gray will retire from the Hugo Fire Department (HFD) after 40 years of service to the community.

“Ron has achieved a very rare milestone in the fire service. Most firefighters retire with 20 years of service or less with an organization.

This will be something that Ron can always hang his hat on,” said HFD Chief Kevin Colvard.

Gray, originally from White Bear Lake, moved to Hugo in 1978. In August 1979, he joined the HFD. “When I moved up here, most of the people at the time joined the Lions Club, fire department, a church group ... community involvement was a big thing,” Gray explained. “The EMS and fire end of it both sparked an interest in me, and I thought it would be a good fit.” His wife's family (the Comstocks) were all very involved and well-known in the community, which also encouraged him to get involved.

Over the years, Gray has filled a variety of positions at HFD. He’s been a firefighter, lieutenant, captain, assistant chief and more.

ZOEY: Hugo dog owner never gave up hope despite heart–wrenching journey FROM PAGE 1

spent so much money trying to get her home,” Walton said.

Kissner said, “Zoey needed me just as much as I need her.”

On Jan. 22, Walton received a phone call from the Animal Humane Society (AHS) in Woodbury. They had a dog that matched Zoey’s description. The dog had been found strolling the streets of downtown Hinkley with a pit bull. “We couldn’t believe it. We were absolutely floored,” Walton said.

When AHS opened up the next day, Kissner was there to greet Zoey. “She was very scared and timid, but she curled right up into my neck and I knew it was her,” she recalled.

“My stomach is still in circles. My legs haven’t quit shaking, but it’s just going to keep getting better. It’s been a long haul.”

Walton said that of all the dogs The Retrievers have helped fi nd, Zoey is one of the dogs who were missing for the longest time.

Kissner has the following advice for others who may fi nd themselves with a missing dog, “Do not give up hope, and keep getting the word out.

Make sure you get their photo out there, cover all the gas stations and major intersections.

People need to see what your dog looks like so they recognize him/ her.” In addition, people should also alert Lost Dogs of Minnesota, post on Craigslist, Facebook, Nextdoor and other

Kissner says Zoey is still malnourished and scared, but they are working with her to get her acclimated and back to her normal, energetic self.

About The Retrievers The Retrievers was founded by four individuals to fi nd lost golden retrievers.

Requests started pouring in for other dog breeds, and the organization quickly expanded. The group now consists of around

50 volunteers from all over Minnesota.

In response to a search for Missy, a golden retriever who had repeatedly refused to enter a cratesized trap, founding member Greg James designed a trap and built it from materials commonly available at hardware stores and farm supply retailers.

Missy was caught the second night the trap was set. The Missy trap is constructed of horse fence panels and assembled in the

ADVICE FOR DOG OWNERS: • Get your dog microchipped.

• Make sure your yard is secure. If you have a fenced yard, make sure the gates are closed and check around the bottom of fence to make sure your dog can’t slide under. If you have a big dog and only have a 4-foot fence, your dog should be monitored when it is outside.

• Leash your dog. New dogs should be double-leashed — that is, they should have a harness and a collar with a leash attached to both for the first two to three weeks until you know what the dog’s habits are and how you can handle your dog. If you have just adopted a dog or you are fostering a dog, the dog needs to become acclimated to its surroundings. Let the dog wear a leash in the house so that if a door gets open, you can quickly put your foot down and secure the dog.

• Don’t use a retractable leash.

The trap can triggered in two ways: by the dog when it pulls on a piece of bait, or manually by switching off an electromagnet from a distance.

The Retrievers have also developed the Raytripper, a method using a photoelectric sensor (similar to a garage door sensor), which drops the gate when a dog enters the trap and steps into the beam. The Retrievers openly share their invention and how to make it with others. In

fact, just last year the group was contacted by a group in Norway that watched one of their how-to videos and successfully captured a dog who had been missing for quite some time.

The nonprofit organization will help distribute signs, track the dog’s whereabouts with a sightings map and try to predict where it will go next, based off patterns.

Volunteers then try to lure the dog near and eventually into the trap with smelly food.

“Anytime I called them, they were there

to help me,” said Kissner. “If I felt really depressed and needed someone to talk to I could always call them.

“It has been a year and a half, and they didn’t stop,” she said. “I can’t say enough about how fantastic they are.

It was unbelievable, they were always there.”

Ice fishing for the lives of children

Jig. Set the hook. Reel it in. A little crappie surfaced from its wintry home below the ice and stared at me for a bit with its googly eyes. I set it back in the hole from whence it came and checked my bait before sending my line back into the icy cold water.

Six-year-old Austin Smith used to love to ice fish. But he was no longer around after a rare brain cancer took his life.

Yet, he was the reason I was here on Bald Eagle Lake learning how to ice fish for the first time in my life. “He was a guy's guy,� said his godmother, Meg Sorenson, as the ice shelter's snowy ground turned from white to gray with the setting sun. “He wanted to go do whatever his dad was doing.�

Her cousin's son Austin was diagnosed with a rare childhood brain tumor, diffuse intrinsic pontine glioma (DIPG), when he was 5 years old. He participated in clinical trials and fought against the incurable tumor for 16 months until he passed away in May 2016.

Sorenson's cousins, Mikinzie and Britt Smith, of Monticello, Iowa, created a foundation in his memory to fund research on the fatal cancer to fight for other children. About 300 children in the U.S. are diagnosed each year. The Austin Strong Foundation has raised close to $300,000 over the last several years.

Funds have been given to research, trials and the DIPG Collaborative. said Mikinzie Smith in a phone interview later that week. The foundation has also funded bucket list experiences for children and donated to the children's hospital in Iowa City.

Meg and her husband Ryan created a Minnesota chapter for the foundation and host an annual community ice fishing contest on Bald Eagle Lake to

raise funds. The third annual event will be held Feb. 1. Last year, the event raised $11,000. “We're working with Mayo to allocate funds to Minnesota to fund trials,�

Sorenson said. Her godson participated in several clinical trials with Mayo.

The Smiths traveled across the U.S. to pursue treatment options, consult with specialists and participate in trials.

Austin had no signs of cancer until his eyes began crossing periodically. Still, it took several months to discover what was wrong. He began having balance issues. His parents were shocked when a practitioner finally discovered the brain tumor. They were told there was no cure and to take him home and make memories. That they did. “We actually got him out ice fishing quite a bit the winter he was going through treatment,� Smith said. “He was very outdoorsy. He liked anything outside with the boys.�

The foundation hosts annual events to raise funds to fight DIPG and childhood cancer. According to Smith, only about 4% of the taxpayer-funded National Cancer Institute’s (NCI) annual budget is directed toward pediatric cancer. “We felt so defeated at the time when we were told that,� Smith remembered.

Meg and Ryan decided to do their part to contribute through the Austin Strong Ice Fishing Tournament to Freeze Out Childhood Cancer.

Ryan, who grew up fishing on Bald Eagle Lake and is an avid ice fisherman, directs the annual tournament. The event is meant to provide family fun, he said. There are prizes for the largest, and even the smallest, fish. “Come out and fish and have a good time,� he said. There will also be a raffle to raise funds for the foundation.

It should be a good spot. When we set off to go ice fishing last week, Ryan parked the four-wheeler over a seemingly random spot on the snowcovered lake. But he saw something I didn't. I watched as he and Meg set up a portable shelter and then I helped drill a hole. He sent down his sonars. “We're probably over a school of a couple thousand fish right now,� he said, pointing to the bouncing colors on the screen. That was a little hard to believe. But based on the number of fish I caught in an hour, those fish were surely down there in their wintry haven.

Postpartum parents unite in White Bear Lake

When Hugo resident Lauren Robbins had her child, she found herself traveling to St. Paul to seek out resources for postpartum parents. She wanted to change that for others in the northeast metro.

In 2019, her vision came into reality when she opened Naturally Well, a wellness collective focused on families with young children, in downtown White Bear Lake.

Robbins, a therapist focused on postpartum care, had opened an office for her business, Wild Tree Psychotherapy, in St. Paul in 2015. She opened a second location in downtown White Bear Lake in 2016 but kept looking for a larger place where she could collaborate with other wellness specialists to create a center for the growing number of young families in the area to offer support for pregnancy, postpartum and parenting. She often thought of her vision when she drove by a vacant building on the corner of Fourth Street and Bald Eagle Avenue.

Eventually, she and a local chiropractor joined forces and moved in last June. Over the year, several other professionals have joined the collective, Naturally Well, and now mental health counseling, chiropractic, massage, acupuncture, craniosacral therapy, yoga, nutrition, lactation support and midwifery care are all offered under one roof. A mobile salt cave parks outside once a month.

“Our wellness approaches are holistic in nature,” Robbins explained. “Having it under one roof makes it easier to access.”

She also had a vision to offer a free, drop-in parent support group, which started last fall.

She wanted to create an environment where northeast metro parents can connect and receive information for free to reduce barriers to accessing parent wellness care. The group is for pregnant and postpartum parents. Postpartum is self-defined, she added, and isn't limited to a year.

The group meets every Tuesday morning.

Topics discussed this month included balancing self-care and baby caretaking, estate planning and essential oils. In February, child behavior and sleep issues will be discussed. For more information, visit naturallywellwbl.com.

The city council approved an interim use permit (IUP) for a 16–unit senior living and memory care facility on the vacant site located at 1825 Main St. in Centerville.

For this reason, the facility may have to call 911 more frequently than the city might find acceptable, he said.

In the meantime, the developer needs a permit in hand to go to the bank for the financing needed to move the project forward, Glaser said.

The city could well put together conditions that says a CUP

will be issued, but that the city may assess the developer for costs related to excessive use of emergency services, Glaser said.

After receiving an application for a CUP from the Gonion Group for its proposed Atlas Memory Care, the Planning and Zoning Commission held discussions with the city, which determined that an IUP would be the best way proceed, Carlson said.

The commission held a public hearing. Following additional

discussion, commissioners developed additional conditions for the IUP. Council approved the refined version at the council meeting.

With the IUP, the facility will get up and running for a year or so, after which the city will review compliance issues and will set conditions if needed, Carlson said.

“The IUP can go away, but the CUP runs with the land and stays in perpetuity,” Carlson added.

CENTERVILLE TIDBITS The Centerville City Council took the following action at its Jan. 22 meeting: • Heard a presentation from Economic Development Authority (EDA) President Jeff Hanzal. Accomplishments during 2019 include establishing and organizing the EDA; identifying and exploring potential uses for city-owned properties; discussing downtown waterfront possibilities; rebranding the city and creating a new logo, continuing relationships with business organizations; providing input on Block 7 Trident Building design; reviewing the Downtown Master Plan in coordination with the Planning and Zoning Commission to confi rm the French Quarter design style for downtown businesses and initiating a video highlighting commercial and industrial lot development opportunities.

• Proclaimed the week of Jan. 26 – Feb. 1 as School Choice Week in Centerville. School Choice Week is celebrated across the country by millions of students, parents, educators, schools and organizations to raise awareness of the need for effective educational options.

• Renewed the massage therapy establishment license for Schlavin Family Chiropractic at 1881 Main St., subject to successful background check.

• Gave approval to pay the Metro Cities membership dues of $1,839 for 2020. The dues reflect a 0% increase, as approved by the Metro Cities Board of Directors. Metro Cities represents the shared interests of metropolitan area cities before the Legislature, executive branch and Metropolitan Council. Currently, the low bid is from A-1 Excavating of Bloomer, Wisconsin, with a total base bid of $1,982,500. The city has 60 days to accept that bid and award the contract. This bid compares to the engineer’s opinion of probable costs of $2,080,000. Added to non-construction expenses of $438,831, the total cost of the project is expected to be $2.4 million. The project consists of installing the water main, street pavement, curbing, storm sewer and related drainage improvements to Centerville Road north of Main St.; Sorel Street, west to its beginning/end and east to its beginning/end; Progress Road, from Main Street to Heritage Street; Goiffon Road, from Sorel Street to Heritage Street; and Heritage Street east, from Centerville Road to its beginning/end.

• Passed a resolution ordering the preparation of the assessment roll for the 2020 Downtown Street and Utility Improvement Project and a resolution calling for an assessment hearing.

This will be the second of two hearings, the fi rst being the improvement hearing. The cost of improvements to be paid by the city is declared to be $2,136,368, and the portion of the cost to be assessed against benefited property owners is declared to be $285,039.

• Failed to entertain a motion authorizing city staff to apply for a DEED Redevelopment Grant for the development of Block 7. “I want to know where this project is going before we apply for grant money for it,” Councilman Russ Koski said. “Other than the grant application fee, there is no city money at risk here. It’s a question about whether we can even afford it without this grant,” said City Engineer/ Administrator Mark Statz.

Kayla Anderson is White Bear Lake’s alltime scoring leader in soccer, but had never been a high-point player for the basketball team in her three varsity seasons.

That is, until the hard-working senior forward led a 60-45 win over Irondale (4-12) on Tuesday, Jan. 21. Anderson tallied 17 points and snagged 12 rebounds.

“I’m not good at shooting and dribbling,” said Anderson, who’s got a soccer scholarship to South Dakota State. “What I do best in basketball is making the hustle plays and getting the ball to my teammates.

Anything to help the team win.”

Coach Jeremy Post welcomed the scoring boost from Anderson, whose previous career-high was 12 points.

“Kayla was everywhere,” Post said. “She shot all layups and free throws. She had nine offensive rebounds; that may be more impressive than 17 points.”

WHITE BEAR SCHOOL BOARD NOTES The White Bear Lake Area Schools Board took the following action at its Jan. 13 meeting: • New and re-elected school board members were sworn in: Scott Arcand, Margaret Newmaster and Angela Thompson. • Don Mullin was nominated and accepted as chair.

Kim Chapman was nominated and accepted as vice chair. Jessica Ellison was nominated and accepted as clerk. Deb Beloyed was nominated and accepted as treasurer. • Heard an update from Marisa Vette about Welcome to White Bear Week, when students registered for next school year. It will help principals plan staffing for next school year. • Authorized the sale of about $250,000 in general obligation school building bonds. The bonds will fund the $326 million bond referendum approved by voters in November for school building upgrades. The bonds will be sold in February, reported Shelby McQuay, of Ehlers. The district is planning to issue the remainder of the authorized bonds in 2022 and 2024. • Approved the school board operating procedures for 2020. The board follows Robert's Rules of Order. • Approved school board member compensation for 2020. The board recommended the same amounts

as last year: $5,450 for chair; $5,250 for vice-chair, $5,450 for clerk; $5,250 for treasurer; and $5,050 for members. • Approved the 2020 meeting schedule. Regular meetings are usually held at 7 p.m. on the second Mondays of the month and work-study meetings 5:30 p.m. on the fourth Mondays. • Designated the official depositories for the district. The district has 14 accounts. Authorized signatories were also designated. • Approved an annual resolution authorizing administration to contract for budgeted items. The beneďŹ ts of hiring professional contractors The DIY movement has inspired many homeowners to tackle home repair and remodeling projects on their own. DIY projects can be rewarding, and many homeowners who have embraced the DIY movement have discovered talents they never before knew they had.

But no matter how simple popular home renovation television shows make remodeling projects appear, homeowners should know that such undertakings are far more difďŹ cult than they appear on television. Homeowners who overestimate their abilities and the time they have to complete projects can cost themselves substantial amounts of money. In fact, there are a variety of reasons homeowners might want to work with professional contractors when tackling home improvement projects.

Experience A trial and error approach can work with various projects and problems. But applying such an approach to home improvement projects is risky and potentially dangerous, not to mention costly. Experienced professional contractors with strong track records (seek recommendations from friends or neighbors) won’t have to go through trial and error and are therefore more likely than DIYers to complete a project on time and on budget.

Inspiration One oft-overlooked beneďŹ t of working with professional contractors is the likelihood that they can draw up ideas for projects that homeowners might otherwise never have thought up on their own. Homeowners without speciďŹ c ideas in mind can ask contractors to come up with various scenarios before committing to a particular one. Veteran contractors can draw on years of experience to create designs that DIYers might be incapable of coming up with and/or incapable of seeing through to completion.

Cost Conventional wisdom suggests it’s less expensive to do something yourself than to hire someone else to do it for you, but that’s not necessarily true of home improvement projects.

Labor costs typically account for a substantial amount of professionally contracted projects, but homeowners can cut those costs by volunteering to do some of the simpler tasks themselves. In addition, contractors often purchase materials at a much lower cost than individual homeowners because contractors buy in bulk. So while labor costs might be lower on DIY projects, the cost of materials can offset those savings.

Resale value Many homeowners renovate their homes with eyes on improving the resale value of those homes. But if homeowners want to showcase a newly remodeled kitchen when selling their homes, they should be prepared for prospective buyers to ask who worked on the project. Fearing potential problems down the road, some buyers might be put off by homes that were remodeled by DIYers and not professional contractors.

Renovating a home on your own can be a rewarding project for homeowners. But it’s important that homeowners recognize the many beneďŹ ts of working with professional contractors before making any ďŹ nal decisions with regard to who will tackle their next project.

With deadline approaching, Minnesotans ‘strongly encouraged’ to apply for REAL ID

A standard Minnesota driver’s license will currently get you through the security checkpoint at the airport, but in less than nine months, it won’t.

On Oct. 1, every U.S. citizen over 18 will need a REAL ID-compliant driver’s license or another form of acceptable ID for federal purposes, like boarding domestic flights or entering federal facilities.

With the deadline approaching, the Minnesota Department of Public Safety Driver and Vehicle Services (DPS-DVS) is “strongly encouraging” state residents to apply for REAL ID now.

According to a recent statement from the department, about 11% of driver’s license and ID card holders in Minnesota have REAL IDs—that figure is up 2% from November.

Emma Corrie, DPS-DVS director, called that “good progress,” but noted that there are many more Minnesotans who will need a REAL ID and do not yet have one.

“Don’t wait,” she said. “If you want a REAL ID to fly later this year, apply for one now, and make sure you have everything you need before you visit an office.”

Minnesotans currently have three options when obtaining or renewing a driver’s license: the standard license, REAL ID, or enhanced driver’s license. The differences can get confusing, so below is a guide on determining which is right for you.

What is a REAL ID? A REAL ID complies with the standards set by the REAL ID Act, passed by Congress in 2005. Born out of a recommendation from the 9/11 Commission, the act establishes minimum security standards for how states issue driver’s licenses and ID cards. A standard Minnesota driver’s license is not compliant, but both REAL IDs and enhanced driver’s licenses/ID cards are.

What’s the difference between a REAL ID and an enhanced driver’s license?

Unlike REAL IDs, enhanced licenses are acceptable border crossing documents, meaning they can be used to travel to Mexico, Canada and some Caribbean countries by sea or land, but not on flights. They require additional documentation, such as proof of citizenship, proof of photographic identity and an interview questionnaire at the time of application. Neither

Grassroots climate groups emerging Last in the Series

Momentum for solving the climate crisis grows, but warming is developing faster than our efforts. Globally, we emit 110 million tons of heat-trapping pollution each day — an amount equal to that emitted by half a million Hiroshima atom bombs.

At the Climate Reality Project training held in Minneapolis in August, former Vice President Al Gore stated that the only way to change national energy policy in time to solve the crisis is through mobilization at the grassroots level.

Gov. Tim Walz agreed that we “cannot rely on executive orders” and urged participants to recognize how science, advocacy, social will and implementation of laws are interconnected.

A prime example of not waiting for Washington is “We Are Still In,” a growing declaration of support for climate action to meet Paris Agreement goals. Its diverse signatories number more than 3,800 and include states, cities, businesses, colleges, faith communities, tribes and cultural organizations. A sampling of Minnesota endorsers includes the State, the Twin Cities, University of Minnesota–Morris, General Mills, the McKnight Foundation, MN Interfaith Power and Light and the American Swedish Institute.

Other unprecedented coalitions are emerging from the local level to expand nationwide.

One such example originating in Minnesota is the BlueGreen Alliance of union members and environmentalists. Associations of faith communities (MN Interfaith Power and Light), farmers (MN Farmers Union) and youth (YEA! MN) work to speed the transition to renewables.

A successful grassroots initiative is the Youth Environmental Activists (YEA!) of Minnesota. Minnetonka youth formed a coalition with congregations and businesses

Clean-energy organizations include: • MN350.org – Its name comes from 350 parts CO2 per million in the atmosphere, the safe upper limit to avoid a climate tipping point. (Our current level is 415). Emphasis here is on policy action, clean transportation and pipeline resistance.

• Minnesota Interfaith Power and Light – MNIPL brings faith communities together in action projects and provides opportunities to join the climate justice movement.

• MN Renewable Energy Society – A pillar of the Eco Experience at the Minnesota State Fair, this group promotes renewable energy, electric vehicles and water conservation.

• Fresh Energy – Since 1992, this St. Paul-based group of scientists, economists, analysts and educators has promoted policies to both advance clean technologies and benefit communities. to win commitment to zero net emissions from city operations by 2040.

In addition to challenging those in power and electing pro-environment officials, the urgency of the climate crisis requires that citizens take both individual and collective steps to curtail emissions. Most householders are familiar with ways to cut fuel consumption, such as adjusting thermostat settings and buying energy-efficient appliances and vehicles. Collectively, such individual actions add up.

And now there are ways to go beyond incremental changes, such as installing solar panels. Households that can’t employ solar energy due to costs or shading can instead subscribe to a community solar garden or participate in a utilitysponsored renewable electricity program, like Xcel Energy’s Windsource or Renewable*Connect.

In terms of transport, a sector that consumes as much energy as that of buildings, consider a hybrid or all-electric vehicle. Air travelers can purchase carbon offsets for jet emissions, used to restore forests and establish solar and wind farms.

Growing numbers of “conscious consumers” consider the energy and environmental impacts of production, distribution and disposal of goods and make informed choices, including decisions not to purchase at all.

Numerous energy and environmental organizations in Minnesota serve to compound individual efforts to reduce emissions. All provide information on individual energy savings strategies, offer collective action opportunities (both ground-level applied projects and statewide demonstrations and petitions), and generate newsletter and email updates. And all welcome donations to further their efforts.
