The ‘sacred cows’ of Whistler’s 2026 budget LAST WEEK, we got our first look at the Resort Municipality of Whistler’s (RMOW) potential budget for 2026.

At the Nov. 4 committee of the whole (COW) meeting, mayor and council heard of the challenging road ahead, of three years of tax increases in the 8- to 10-per-cent range, and how our local municipality might pinch its pennies.

And the challenges are indeed pressing.

The RMOW predicts necessary spending on fire, transit and police will grow from an annual

BY BRADEN DUPUIS investment of just under $15 million from the operating budget in 2025 to about $23.6 million in 2028. It is expected those three items alone will require an annual tax increase of four-per-cent, not counting all the other items in the budget (it’s worth watching the full presentation for yourself at whistler.ca/mayor-council/councilmeetings/council-video-agendas-minutes).

And in light of said challenges, the municipality is taking a hard look at its spending, identifying potential savings in its operations and cost offsets where possible, as material costs continue to rise—and there are several areas where the municipality hopes to realize what it calls “non-payroll” savings.

We could cut hours for the bike valet (saving $30,000), or buy less road salt ($50,000); consider closing the Function Junction waste depot (about $250,000), and axe or diminish our Sister City relationship with Karuizawa, Japan ($30,000). We could reduce the budget for facility cleaning (to save $63,000), reduce hours at the Meadow Park Sports Centre on stat holidays (saving $27,000), consolidate and reduce legal budgets (saving $41,000), and nix free-transit weekends and holidays (adding $98,000 in fare revenue).

There is more potentially on the chopping block; again, it’s well worth watching the presentation for yourself.

It’s also good to see an update to the

municipal works and services charges bylaw, considered at the Nov. 4 regular meeting, which the RMOW projects could raise about $65 million over the next 20 years, roughly $3.25 million annually, to ensure “growth pays for growth.”

In building the 2026 budget, departments were provided specific criteria: no growth in staff hours, and no growth in non-payroll operating expenses. Further, any increased costs found in non-payroll operating expenses must be offset through service or spending reductions, and staff must document potential impacts to operations and service levels through their proposed cuts.

And further to that, all operating expenses were prioritized using a set of filters (listed in order of importance): healthy and safety; revenue generation; core business; council priorities; and tourism support.

But building a budget in today’s economic climate is an unenviable task, whether you’re municipal staff or the council approving it.

And the RMOW’s own Community Life Survey consistently shows residents and second homeowners trust and rely on Pique more than any other source of local news.

But let’s also be real—no local paper should be forced to rely on government support of any kind, which is subject to the whims of the council and administration of the day. The truth is Pique—local journalism in every community— needs the sustained support of local businesses, through advertising, to do its job properly.

And it’s not charity—advertising with us really works! Ask developer Rod Nadeau, who recently took out several weeks of print ads for his new developments, and was surprised to see how effective it was.

“The ads have been very successful.

So much so our marketing manager was surprised we got so much response to a print ad compared to digital and social marketing,” Nadeau said in an email to Pique.

No matter what you cut or reduce, somebody is going to be mad/hurt/offended to their very core. But that sorta just comes with the business of governing.

During the Nov. 4 COW, council fittingly discussed what some councillors referred to as “sacred cows”—things that can’t or shouldn’t be touched by cuts or cost-saving measures.

The aforementioned Sister City relationship, and aesthetics in the village, were mentioned among them.

Absent from the discussion was the RMOW’s exorbitant payroll costs, which as repeatedly noted in Pique have ballooned by just under 50 per cent in five years, from $33 million in 2020 to $49 million in 2024. In an email as Pique was going to press on Nov.

12, an RMOW communications official said payroll is a part of the Operations budget, and will factor into the discussion on Dec. 2.

And maybe that ball is already rolling, concealed by privacy and HR concerns. Maybe we’ll see the savings in the next SOFI report this summer.

Because cutting just five of the RMOW’s six-figure-plus employees, of which there are literally dozens—no fewer than 105 listed in the 2024 SOFI report, not including firefighters—would likely produce the cost savings necessary to not have to impact any of the services currently under the gun.

And if payroll is the invisible “sacred cow” (or is it the elephant in the room?), support for your local newspaper is apparently the cow being led to slaughter.

Buried in the discussion was a proposal to eliminate $19,000 in recreation advertising spending, the bulk of which is spent with Pique.

In the grand scheme of it all, $19,000 is a drop in the bucket to the RMOW—a grain of sand in

a desert of immoderate payroll costs. It alone won’t move the needle one way or another. To your local newspaper, it is a serious blow. The RMOW presumably knows this.

It may not be vindictive, per se, but it’s yet another knock to local news—to independent, critical voices in a town that hates criticism, or being forced to look in the mirror—at a time we can scarcely afford it.

Kudos and thanks to Councillor Cathy Jewett, who spoke up publicly at the meeting about the proposed cut. “[This cut] would have a big effect on a very small business,” Jewett said. “It does a wonderful job and we use that job to communicate to the community, so I’d be concerned about that.”

She’s quite right. It will have a big effect.

Remembrance Day Committee shares thanks Once again, the Whistler Remembrance Day Committee would like to thank everyone who made this year’s event a success. Save the Whistler Racket Club I’m writing to express my deep concern about the direction of the Northlands rezoning process and what it means for the future of the Whistler Racket Club (WRC). As a longtime part-time resident and member of the Whistler Tennis Association (WTA), I urge council to ensure any rezoning approval includes a firm, fully funded

commitment to replace the WRC with a new facility that truly serves the community.

For more than 15 years, the WRC has been a cornerstone of my Whistler experience. It provides an all-season space to stay active and social—a perfect complement to Whistler’s outdoor culture.

It’s also a rare hub where locals, visitors, and part-time residents connect through a shared sport. For my family, the WRC’s impact has been deeply personal: my son Ryan began there in summer camps, grew into a competitive player and instructor, and found community and purpose

that shaped his youth.

That’s why I joined the WTA in 2019 and have been involved in following the Northlands discussions. After more than five years of studies and consultations, the process has become unnecessarily long and frustratingly opaque. Despite overwhelming community support to protect the WRC and use part of the developer’s contribution to fund a replacement, the current plan would see the club demolished with no confirmed site or funding—replaced instead by roughly 70 units of staff housing.

No one disputes the need for more housing in Whistler. But building a few dozen units shouldn’t come at the expense of one of the community’s few indoor recreational facilities—especially one that fosters inclusion, youth development, and social connection. Simply trading one community amenity for another isn’t progress.

Public sentiment on this issue could not be clearer. In the municipality’s 2021 survey, 85 per cent of respondents prioritized a racket facility for this site—far more than those who chose housing. A Pique reader poll showed 95 per cent support for keeping a club. Yet those results have been brushed aside, eroding trust in the process and leaving many residents wondering whether public consultation even matters.

Mayor Jack Crompton said in 2023 that “the rezoning process must end with the tennis community having nothing less than it currently has.” Nearly every councillor echoed that promise.

Moving forward without a funded replacement would break that commitment and further undermine confidence in local leadership.

The WRC isn’t a private luxury—it’s a vital part of Whistler’s social fabric. Let’s not lose it in the name of expediency. Council must ensure the rezoning includes a real, enforceable plan for a new facility. Whistler deserves nothing less.

Daylight saving time is a ‘pointless hassle’ Daylight saving time is the annual comedy of errors we all endure twice a year, changing clocks forward and back like some elaborate prank.

Originally adopted more than a century ago during wartime to save energy, the idea was simple: shift the clocks so we get more daylight while we’re awake.

But times have changed, and so has the science. We now know that messing with our clocks messes with our health, causing heart attacks, accidents, and weeks of groggy confusion.

Nearly everyone agrees it’s a pointless hassle.

Canadians and Americans alike are fed up with the sleep deprivation, the energy wasted, and the chaos of “springing forward” and “falling back.”

Yet here we are, still stuck in this outdated time warp, shuffling our schedules around twice a year like clockwork zombies.

If we can’t even get rid of something as universally disliked and straight-forward as daylight saving time, what hope do we have for solving the big problems like the housing crisis?

The entire country agrees on this one. It’s time to pick a side and stick with it, preferably permanent Standard Time.

This farce isn’t just inconvenient; it’s a symbol of how bureaucratic inertia keeps us locked in old thinking when we desperately need to move forward.

Let’s stop pretending the clock-changing confusion is some harmless tradition.

It’s 2025; we should be making progress, not falling back.

Federal budget ends Underused Housing Tax after years of lobbying by Whistler leaders WHISTLER LEADERS SAY THE REPEAL MARKS A MAJOR WIN FOR RESORT COMMUNITIES BURDENED BY A TAX THAT MISFIRED

BY LUKE FAULKS Local Journalism Initiative Reporter THE FEDERAL GOVERNMENT has unveiled its draft budget, including plans to scrap the long-protested Underused Housing Tax (UHT).

The UHT, a one-per-cent annual levy on vacant or underused residential properties introduced in 2022, was intended to deter speculation and boost long-term rental housing.

But local leaders say the tax punished Whistler’s international homeowners and reduced the supply of nightly-rental accommodation central to the community’s economy.

“It’s been a major pain point in Whistler since it was brought in,” said Sea to Sky member of Parliament Patrick Weiler, who worked with local advocates for years to repeal the tax.

“In Whistler, there are certain areas by covenant where properties can only be used for short-term rentals—you can’t actually live in a place for more than 28 days straight. So the whole point of the Underused Housing Tax was to take houses that are in the shortterm rental pool and move them into the long-term rental pool, and for this, you couldn’t even do that. So what happened with this tax is that those property owners were penalized for that.”

Weiler said the measure ended up costing more to administer than it generated in revenue.

“It made sense just to repeal the whole thing overall,” he added, noting that Canada already has other measures targeting speculation, such as B.C.’s Speculation and Vacancy Tax and a national foreign-buyers ban (the core tenets of

which Whistler is exempted from).

“This will be a big benefit for Whistler, because it will ensure more of those properties stay in the short-term rental pool, which is really important for the local economy.”

WHAT THE UHT WAS MEANT TO DO

The UHT came into effect on Jan. 1, 2022 as part of Ottawa’s effort to cool the housing market and encourage owners, especially foreign investors, to make their properties available for Canadians to live in. The one-per-cent annual tax applied to the value of residential properties deemed “vacant or underused.”

According to the Canada Revenue Agency, affected owners included nonresident individuals, private corporations, and Canadian citizens who held property through partnerships or trusts. Owners had to file annual returns and pay the tax unless they qualified for exemptions—for instance, if a home was newly constructed, seasonally inaccessible, used for at least 28 days a year as a vacation property or located in an “eligible area.”

Whistler’s land-use model separates residential and tourist-zoned areas—meaning large portions of the resort are dedicated to nightly rental, not full-time occupancy. The UHT blurred that distinction.

“The zoning doesn’t actually suggest residential use; the primary focus is tourism accommodation,” said Tourism Whistler president and CEO Barrett Fisher. “So for us, it certainly caused challenges because we had numerous international homeowners who had purchased their homes on resort lands specifically for rentals, and then having this tax on it suggesting that they needed to live in it a minimum of 28 days a year. It just didn’t make sense.”

Fisher estimated about 12 per cent of Whistler’s accommodation inventory on resort lands is owned by international homeowners.

Since the UHT’s introduction, roughly five per cent of the resort’s total rental inventory may have been lost as owners withdrew units or sold them, she suggested.

“We had many homeowners saying, ‘We can’t afford to pay that,’ so they either took their unit off the market or sold it,” she said.

Local real-estate broker Dave Brown, who testified before the House of Commons Finance Committee about the UHT in 2024, said the measure penalized people for following zoning rules.

“They were identifying properties zoned for tourist accommodation and forcing owners to either use the property 28 days a year or rent it out six months a year. That was not the intention of that zoning,” Brown said.

During his 2024 presentation to the House of Commons, he broke down the potential impacts of the UHT on the 12 per cent of foreign-owned tourist accommodation units on resort lands.

“For every sale that results in one unit leaving the tourist rental pool to become a B.C. second home, Whistler could stand to lose, on average, 305 unique visitors to Whistler, 788 visitor days, $90,870 in accommodation revenue, $2,726 in MRDT revenue, $7,270 in PST, $4,544 in GST and approximately $280,000 in annual resort spending,” he said.

The loss of that inventory could result in a shortfall of more than $100 million in annual visitor spending, explained Brown.

TWO-YEAR PUSH TO OVERTURN

Behind the repeal was a coordinated lobbying effort that united Whistler’s real-estate community, Tourism Whistler, the Chamber of Commerce and local MP Weiler.

Fisher said the campaign involved “several meetings with several ministries.”

“I met with the Minister of Tourism, the Treasury Board, the finance ministry and

the Canada Revenue Agency. All of them agreed it did not make sense for tourist-zoned accommodation to be part of the ruling,” she said. “But it needed to go through the political system to be voted upon.”

When a change stalled under the previous Liberal government, Whistler’s advocates kept pressing.

“We didn’t give up,” Brown said. “We stuck with it, and [MP Weiler] continued to support us. It just shows that by getting engaged publicly and working across sectors in your community, our message got heard.”

For Weiler, the result was a mix of persistence and practicality.

“I can’t tell you how many conversations I’ve had with folks locally, in the finance department, and the prime minister’s office about this,” he said. “At the end of the day, it made sense to repeal the whole thing overall.”

RELIEF AND CALLS TO ACTION

While some Whistler stakeholders have welcomed the federal rollback, not everyone agrees the job is done.

The newly formed Whistler Accommodation Renters Union (WARU) said it was disappointed to see the federal tax scrapped altogether rather than refined.

“Whistler has finite housing,” the group said in a statement to Pique. “An empty homes tax can nudge some owners to rent, and we believe it should scale with the number of properties and overall wealth so that holding homes idle during a housing crisis carries a real cost. It is disappointing to see this federal tool scrapped.”

Instead, WARU argued, local government must step up.

“The most effective local lever is zoning,” the group said, citing the Blueberry Hill area as an example where more resident-friendly

‘There aren’t many of us left’ FACING RENT INCREASE, ZOG’S IN WHISTLER VILLAGE TO CLOSE

BY BRADEN DUPUIS FOR NEARLY THREE decades, Zog’s in Whistler has served as a go-to staple of quick and affordable food in a prime location on the Village Stroll. But its legacy is about more than just ski-day sustenance.

“If you talk to anyone who has come down after a bluebird powder day and had a hot poutine—in some cases, I’ve seen people try to walk up in their skis—that’s a memory, right?” said owner Diana Chan.

“That’s what Whistler is about, it’s like the epic days where it just caps it off perfectly.”

And in time, those memories turn into traditions, both for guests to the resort and the people who worked the grills.

“We’ve worked really hard to be affordable, which means families have been able to enjoy that experience, share it with their family,” Chan said. “And it’s something that locals and guests alike have just made part of their routine, when they come up for a day or a visit to Whistler, so I think that’s a big part of the legacy.”

This week, Chan announced the closure of Zog’s after 28 years in business, saying she received “unexpected notice” that the fastfood stand’s lease will not be renewed.

In a follow-up interview, she said property owner Concord Pacific informed her it “would be seeking other offers” for the high-foottraffic space.

“And so we reached out following that, because they have the right to do that under our lease … were we the right fit for them, was it a financial decision?” Chan said. “And we were told that no, actually they wanted us to stay, but their offer was a rolling four-month lease, and that yes, there was an increase in rent.

“We already pay a premium for that space, and they were looking for another 25 per cent.”

In a statement received as Pique was going to press, Terry Li, strata manager for the property, noted Chan inherited Zog’s’ 25-yearold lease when she purchased the business.

“The term of the rents haven’t changed since 25 years ago and has a perpetual automatic renewal clause that needs to be updated.

Concord offered its leasing director to work on behalf of the strata for free as a courtesy,” the statement read.

In a separate statement, Shanon Thornley, of Concord Leasing, said the company has “always

supported Whistler’s community, local events, employee housing, and small businesses.

“The kiosk’s 25-year-old lease included automatic renewals that needed updating. We offered the current owner a new fixed-term lease at below-market rent, but unfortunately no counter-offer was received,” the statement read. “We just [learned] that the owner will not reopen for the season. We’ll offer a rent refund for an early turnover period so we can find a new quality operator to serve the community ahead of the ski-season opening.”

The announcement this week was met with a wave of surprise and in some cases anger in the community.

“I am overwhelmed with the outpouring of appreciation and how much Zog’s has meant to people. We’ve managed it for almost 10 years now, and we’ve had previous staff members who have moved on with their life saying, ‘No! I wanted to bring my kids there,’” Chan said.

“That outpouring has been phenomenal, but it almost makes it a sadder moment.”

For many, the closure speaks to the ongoing “corporatization” of Whistler, and the loss of affordable, independent businesses in the resort. Chan noted many such business owners are committed to giving back. While Zog’s wasn’t a “flashy sponsor,” it worked closely with Whistler Animals Galore and the Whistler Community Services Society, and was a “proud ally” of the Squamish Lil’wat Cultural Centre and Zero Ceiling.

The property at 4340 Sundial Crescent, which includes Sushi Village, Mexican Corner and Black’s Pub, has been embroiled in a years-long legal battle over the termination of the property’s strata corporation—a process Chan said is still ongoing.

As for the future of the Zog’s brand, Chan said she doesn’t want to give anyone false hope, noting Whistler is a tough place to find real estate in, whether because of price or permitting.

“The question is can we do it fast enough that we can keep the momentum that we had, because we had such strong momentum,” she said.

Either way, Chan said there is “just so much gratitude for the incredible love that we’re feeling right now. We’re sorry to disappoint, but we just really appreciate so many people showing their love for Zog’s.

“The community of Whistler, you can see it’s alive, and we just hope that we can find a way. As an independent business owner there aren’t many of us left.” n

For Tourism Whistler and the resort’s business community, however, the repeal restores much-needed clarity.

“With the tax taken away, we’re very hopeful that some of that inventory will come

back immediately,” Fisher said.

The UHT will remain on the books until Jan. 1, 2035, but it will no longer apply to any property owners after 2024. Ottawa has said no future filings or returns will be required beginning in 2025.

Brown said that the repeal of the UHT shows concerted efforts from citizens can create meaningful change.

“It gives people reason to get engaged,” he said. “This was an example of how government worked well and how we had all parties working together.” n

BY LUKE FAULKS Local Journalism Initiative Reporter THE WHISTLER CHAMBER of Commerce is calling on council to prioritize employee housing when allocating community amenity contributions (CACs) from the proposed 4500 Northlands Boulevard development—a stance also supported by the newly formed Whistler Accommodation Renters Union (WARU).

In an Oct. 21 letter to mayor and council, Chamber executive director Louise Walker said the organization, which represents more than 750 local businesses, “strongly recommends prioritization of employee housing for the Community Amenity Contributions (CACs)” associated with Beedie Living’s rezoning proposal.

The 4500 Northlands property, purchased

by Beedie Living in 2017, is being considered for rezoning to allow market accommodation units. In Whistler, developers provide CACs— financial or in-kind contributions negotiated as part of rezoning—to help fund community priorities such as parks, recreation, childcare or affordable housing.

Walker said the Chamber “supports the rezoning [for] market accommodation units” but emphasized that CAC allocations must directly address the workforce-housing shortage.

“Member feedback [has] consistently highlighted the need for affordable housing for employees and that Northlands presents an incredible opportunity to develop significant employee housing in a convenient location,” she wrote.

The rezoning process has proved contentious, as members and supporters of the longstanding Whistler Racket Club, which currently stands on the Northlands site, push for continuity of play, and for CACs to be used to build a new racket facility.

Affordable housing, Walker noted, remains the top challenge facing local employers. A Chamber survey found employee housing was “the top-ranked use of CACs, with more than double the support of any of the other nine CAC uses proposed by

the developer.”

Walker commended the Resort Municipality of Whistler and Whistler Housing Authority for their progress on employee housing, noting 84 per cent of the workforce already lives locally, but said employers continue to struggle with affordability and labour retention.

“Businesses are often providing or supplementing housing for employees,” she wrote, adding the CAC allocation presents a “unique opportunity to explore alternative models for resident-restricted covenant-based homes and introduce new ways to support young and/or seasonal workers.”

While Chamber members also expressed interest in a childcare centre or community space, Walker said those priorities “fall short of the significant need for more employee housing.” She urged council to act swiftly.

“The allocation of CAC funds should not delay the project any further,” she wrote. “Now is the time to move forward so the community can benefit from the development.”

WARU, launched earlier this fall, is also calling for a majority of CAC funds to be committed to employee housing through a covenant with clear construction timelines. In its statement, the group said Whistler’s rental shortage has reached “dire” levels, urging council to ensure “shovels are in the ground as soon as possible.”

INSTALLATION ERROR BLAMED FOR SEWAGE SPILL

Fitzsimmons Creek, Fitzsimmons Fan Park and Green Lake have reopened for swimming following a sewage spill linked to municipal repair work, the Resort Municipality of Whistler (RMOW) has confirmed.

The accidental release occurred around 4:30 p.m. on Wednesday, Oct. 22, near Fitzsimmons Walk, during the RMOW’s ongoing Sewer Main Repair Project.

“We had hired a contractor to repair valves and fittings on sewer and water pipelines,” an RMOW communications official said in an email to Pique. “During a sewer repair near

Fitzsimmons Walk, the contractor installed a temporary bypass because work on the pipe needs to be done in dry conditions for safety.”

According to the RMOW, the spill was caused when “an incorrectly installed plug meant to seal the sewer pipe dislodged, causing the sewage release.”

The plug had not been inserted far enough into the pipe, and “the set screws that hold the plug in place weren’t screwed far enough.” When the valve was reinstalled, the leak was stopped.

About 86 cubic metres of sewage spilled into Fitzsimmons Creek. The site was immediately assessed and cleaned by Cascade Environmental Resource Group Ltd., a thirdparty consultant that “assessed the spill, gave remediation recommendations, collected and analyzed water quality samples, and compared results to regulatory guidelines.”

“The site was cleaned using a hydrovac truck and fresh water,” the RMOW said. “Most of the spill occurred on hard surfaces, which made cleanup more straightforward.”

Contaminated soil was removed, replaced with clean topsoil and reseeded.

Water-quality testing showed the impacts were minor and had dissipated by the next day. The incident cost about $1,000 in staff overtime, with all other costs covered by the contractor and subcontractor.

The RMOW said the Sewer Main Repair Project remains on schedule, and additional safeguards have been added to prevent future leaks.

“The contractor and subcontractor have added extra checkpoints to their procedure, to ensure each step is verified and documented,” the official said. “Before removing the valve on the sewer pipe, the team will make sure everything is secure and test the plug by pressurizing the pipe to confirm its holding.”

The RMOW thanked residents for their patience.

“The laboratory results showed the spill impacts were minor and had dissipated by the next day. Thank you for your patience and understanding.”

A handful of long-standing tax errors, some dating back more than a decade, prompted Whistler council at its Nov. 4 meeting to take the unusual step of wiping several uncollectible accounts from its books.

The RMOW will seek provincial approval to write off just over $26,000 in uncollectible property taxes and utility fees tied to four properties incorrectly assessed in previous years. Council endorsed the move at its Nov. 4 meeting following a presentation from financial services manager Ashley Palmer.

“This is not a tax collection issue,” Palmer told council. “This is more of a property assessment and tax billing issue in that BC Assessment has assessed these properties as taxable in error, and RMOW staff have been levied taxes on these properties in error.”

The write-off—$11,985 in municipal taxes and utility user fees, $6,186 in taxes paid to other taxing authorities, and $7,995 in penalties and interest—requires approval from the Minister of Housing and Municipal

Affairs under section 781 of the Local Government Act. The affected accounts include taxes previously levied on a Bell Mobility antenna site, a Blackcomb Snowmobiles lease area in Brandywine, a communications tower used by the municipality itself, and Van West Water Utilities Corp. properties later transferred to the RMOW. Each case involved outdated or incorrect information about who occupied Crown or municipal land, Palmer explained. Because the errors spanned multiple years, she added, they could not be fixed through BC Assessment’s normal annual review.

“If we do nothing, these balances will exist forever,” she said, noting the process, rarely used in Whistler, ensures accurate financial reporting and allows the municipality to recover overpaid taxes from other government agencies.

Councillor Ralph Forsyth supported the move, remarking it was the first such write-off he’d encountered.

“There’s virtually no way to escape taxes,” he said. “The only reason that these were here was because of an oversight.”

Council approved the recommendations, clearing the way for staff to apply for the ministerial order.

“If we do nothing, these balances will exist forever.”

VCH INTRODUCES PAY PARKING AT WHISTLER HEALTH CARE CENTRE

Vancouver Coastal Health (VCH) has implemented paid parking at the Whistler Health Care Centre as of Nov. 3, citing the move as part of its effort to keep parking available for those accessing health services.

“VCH heard concerns about limited availability, and this step helps ensure that parking is prioritized for patients, families, and visitors who require access to health services,” the health authority said in a statement to Pique.

The change is intended to address chronic shortages in the lot and ensure turnover for those visiting the facility. According to VCH, three stalls have been designated for dropoff only, with a 15-minute maximum stay to support quick and safe access for patients.

Regular patrols will be conducted throughout the day to monitor fair use and ensure availability. VCH noted patrols will be increased during the first two weeks of implementation “to further support compliance and smooth transition.”

The health authority said all net parking revenue will be reinvested into initiatives “that strengthen health-care delivery and community wellness across the region.”

“VCH thanks patients and residents for their understanding and support during this transition as we continue to improve access and care in our communities,” the statement added. n

BY LUKE FAULKS Local Journalism Initiative Reporter WHEN NEW HOMES or hotels rise in Whistler, they don’t just bring new residents—they bring new demand for pipes, roads and parks.

To help pay for that growth, the Resort Municipality of Whistler (RMOW) is overhauling its Works and Services Charges Bylaw, a key tool used to ensure developers shoulder their share of infrastructure costs.

At its Nov. 4 meeting, council reviewed a detailed engagement report summarizing months of consultation with residents, builders and housing advocates.

The proposed changes, said general manager of corporate services and public safety Ted Battiston, aim to modernize a fee structure that hasn’t been fully updated in years while keeping the guiding principle intact: growth should pay for growth.

WHAT THE CHARGES ARE AND WHY THEY’RE CHANGING

Works and Services (W&S) charges are one-time municipal fees collected when new development occurs, meant to fund infrastructure that serves those projects, like water and sewer upgrades, roads, parks and employee housing.

The proposed update would simplify fee categories, link rates more closely to building size and expand employee-housing contributions beyond commercial projects to include new residential builds.

Battiston told council the changes are projected to raise about $65 million over the next 20 years, roughly $3.25 million annually, to fund growth-related capital works.

“The community of 16,000 people has a need for a certain number of employees,” he explained. “In a community of 22,000, which is the 20-year forecast, that number is larger.

level of employee housing the same as it is currently with that new growth.”

According to the staff report, about 67 per cent of respondents agreed Whistler’s bylaws need updating, and 75 per cent said new development should help fund its own infrastructure. But views split evenly on whether the proposed fee structure “strikes the right balance” between developer payments and taxpayer relief.

Common themes included support for tying rates to building size and for greater transparency about how fees are calculated, alongside concerns about housing affordability and timing of payments. Some developers warned higher costs could “worsen existing affordability challenges” or slow new construction, while others asked for phase-in options or deferred payment schedules.

COUNCIL REACTION AND NEXT STEPS

Councillors largely praised staff for integrating public feedback.

Councillor Cathy Jewett sought clarity on whether suites or auxiliary dwelling units would trigger fees—Battiston confirmed W&S charges apply only when new floor area is created. Jewett also questioned why single-family homes should contribute to employee housing; Battiston said the goal was to maintain Whistler’s current ratio of employee housing to total population as the resort grows.

Mayor Jack Crompton commended efforts to simplify the bylaw and suggested council explore options for payment deferrals or even provincial advocacy if legislative barriers exist.

“I love the simplification work you’re doing,” he said. “We should apply that kind of approach to everything we do.”

Staff will bring the finalized bylaw forward for first readings on Dec. 2, followed by a potential third reading mid-December before it is sent to the Inspector of Municipalities for approval. n

Whistler Institute to host cryptocurrency presentation Nov. 20 DR. VICTORIA LEMIEUX WILL DISCUSS USES OF BLOCKCHAIN TECHNOLOGY FOR FINANCIAL AND OTHER PURPOSES

BY DAVID SONG CRYPTOCURRENCY ISN’T away anytime soon, and neither is the blockchain technology that powers it. The Whistler Institute is giving Sea to Sky locals and visitors a chance to better understand these relatively novel things by inviting Dr. Victoria Lemieux to present at the Maury Young Arts Centre next week.

Lemieux is a professor of archival science at the University of British Columbia (UBC) and the founder of Blockchain@UBC, the institution’s top-ranked multidisciplinary blockchain research cluster. Her resume includes time spent as a World Bank consultant, a public sector archivist and records manager, a senior administrator in higher education and more.

Although her talk is being dubbed “Unpacking Cryptocurrency and Its Global Future,” Lemieux stressed that blockchain can and will be used in a myriad of realms beyond the financial.

“It’s basically just a decentralized form of record-keeping,” she explained. “Blockchain allows you to keep track of an amount of value, and what it does that’s kind of unique is it allows you to transfer that value as well to a counter party. Back in the Middle Ages when double-entry accounting was invented,

it allowed some pretty transformational changes for how we do commerce. Now with blockchain technology, we have the ability to transform again.

“This is one of those transformational technologies like the internet, like [artificial intelligence]. It’s not as obvious as AI because the user doesn’t necessarily—unless it’s cryptocurrencies—interact with this kind of infrastructure quite as closely.”

Lemieux plans to discuss how blockchain can be leveraged to create ethical applications of AI that safeguard data sovereignty, while also addressing how cryptocurrency fits into the equation.

‘TRUST, BUT VERIFY’

Anxiety about how AI might change life for the worse no doubt exists within public discourse: whether by spreading misinformation, rendering certain jobs redundant, compromising individual privacy, etc. Lemieux recognizes the risk inherent with new technologies, citing the recent proliferation of non-fungible tokens (NFTs) as an example, but she believes emerging tools like Clio-X—which she employs out of UBC—can augment user security.

“What this platform does is allow you to let people know you’ve got data that you would like to share. They can then find an

algorithm they might want to use to compute over your data,” she elaborated. “[Clio-X], using blockchain technology, allows the AI to visit your data in what we call a Trusted Execution Environment. Think about if you were selling something on Craigslist. You don’t necessarily know that person … you pick a safe place to do the exchange.

“It’s kind of the same with AI meeting your data. The Trusted Execution Environment

makes sure that the AI is going to behave like it should. It’s not going to steal your data, and it gets access for just as long as it needs to compute. We also add some other privacy-enhancing technology … it’s a private, permissioned blockchain, not like the big open ones like Bitcoin or Ethereum.”

Lemieux expects blockchain to become relevant or perhaps even ubiquitous in many fields such as health-care, journalistic production, supply chain management and more. At the same time, she advises others to do research wisely before dabbling in any kind of blockchain.

“We always say in blockchain: trust, but verify,” Lemieux remarked. “There’s no shortcuts. There are advisors, of course. It’s always a wild ride with cryptocurrency, so you have to have a thesis about what you think [a given] cryptocurrency’s value is. You’ve got to have some guts because there are big swings in the market. People who aren’t long-term thinkers are probably going to get burned.

“There are a lot more future investment opportunities and transformational societal changes that will come about because of blockchain than just cryptocurrencies.”

Naturespeak: Wedgemount Glacier—recession continues in 2025

BY KARL RICKER AND ROB TUPPER THE 52ND ANNUAL survey of Wedgemount Glacier took place in late August this year.

Volunteers with the Whistler Naturalists, led

by Rob Tupper, repeated the photogrammetric mapping done by BCIT Geomatics students in 2020. We now have a five-year, surface-tosurface comparison of the glacier terminus and have created an updated digital orthophoto (a geometrically corrected aerial photo). In addition, we can compare the research from this year with BCIT’s GPS-surveyed profile completed in 2012.

A summary of the initial 50 years of surveying the glacier was published in the 2024 edition of the Canadian Alpine Journal, and a copy is available in our local library. In those 50 years of traipsing up and down the steep trail to the lake, the horizontal recession of the glacier terminus was 700 metres, with only one year (1980-81) showing a slight advance of less than a metre!

Survey methodologies varied over those five decades. It began with ground-based photogrammetry, which involved measuring recession using photos taken from the exact same position year after year, a technique employed while the glacier terminus was still located in Wedgemount Lake. Then, while the ice front was accessible over land, we

recorded the recession using an old-fashioned tape measure between permanent cairns and the toe of the glacier. And when recession exposed a new Tupper Lake in the last two decades, we had to resort to triangulation

from a measured baseline. However, above this new lake, recession continued beyond an imposing rock step, and so the use of highprecision GPS (2022-24) and, finally, aerial photogrammetry in 2025.

The 2025 mapping shows the glacier receded 16.8 metres horizontally last year (to Aug. 29, 2025) and provided an exact outline of the ice terminus, which is jagged in outline to say the least. Furthermore, the ice in the melt zone had thinned (or ablated) two to five metres over the year, with a 2012 to 2025 surface profile comparison showing an average thinning of 26 metres, supporting our surmise that what is now left of the glacier is living on borrowed time. Could the glacier melt away entirely up to the base of Wedge Mountain icefall in less than 100 years? The average recession over the first 50 years of our survey was 15 metres per year, and it has been accelerating each decade. So, stay alert and stay tuned.

At age 90, he will obviously not be part of that shrinking dictum. And so, he says it was fun while he was part of the action.

Joan Richoz MARCH 19 1949-

The Resort Municipality of Whistler from time to time recognizes certain persons in the community who have contributed of themselves to help make Whistler a better place for all to enjoy.

The community recognizes these outstanding contributions by declaring them:“Freeman of the Resort Municipality of Whistler.”

BY G.D. MAXWELL THERE WERE MAYBE 300 people living in Whistler in 1973. Joan Richoz, with husband Marcel, made it 302. Small percentage gain. Huge influence on the future of the town.

Originally from Winnipeg, Joan was living in Vancouver when she met Swissborn Marcel in the mid-1960s. They enjoyed skiing in Whistler in the very early years of the nascent ski town, then lived in a small village in the French part of Switzerland in the early 1970s.

Returning to Vancouver, Joan worked teaching English and French at Berlitz.

But there was something about Whistler that seemed a better fit than the possibility of making a career teaching in the city.

It didn’t hurt that Marcel had bought a small, undeveloped property here in 1968.

Didn’t help much either since there wasn’t anything on it.

But the pull of this place grew stronger and in 1972, Joan and Marcel found themselves camping on their property for the summer. “We felt like pioneers,” Joan recalls. “There was no running water or electricity.”

By the next year, Joan was a Whistlerite.

She has never looked back. Fitting for a woman who has always looked forward, grabbed opportunities where she found them and made significant contributions to making Whistler more than just a ski town.

One of Joan’s first contributions was joining the recently formed Whistler Community Arts Council. Glenda Bartosh started it in 1982 and Joan was an early member. How early? She was one of the people to launch the still-going-strong Children’s Arts Festival in 1983! More about that later.

Whistler’s various municipal hall iterations probably deserve a feature of their own. But in 1981, the old Keg restaurant building was moved to the current site of muni hall and in 1984, staff and council moved in. A small amount of space in the lowest level was made available for a non-profit operation.

Enter the Arts Council, with Joan and others pushing for a library. At the time, to access a library, like so many things in Whistler, you had to travel. Whistler needed its own library and at the urging of the Arts Council, the municipality offered up the 1,400 empty square feet of space for that purpose.

No one involved had any library experience other than as users. So, as Joan tells it, “We invited some librarians and someone from BC Library Services Branch who explained the steps we’d have to follow to start a library.”

Step 1: Get 10 people to sign a petition saying they wanted a library. Check. Step 2: Form a board of directors. Check. Step 3: Turn an empty space into a library.

With the board formed in December 1985, the Rotary Club took that challenge on the next month, with Bill Wallace and Andy Petersen putting their outstanding carpentry skills to work.

Meanwhile, Step 4: The board had to hire a librarian. Joan applied. Library experience? User. But with a master’s degree in arts—literature... French literature—and a PhD in motivation to get a library open, Joan got the job.

Step 5: Books. Creating a collection to fill a new library was a challenge. “There is no list of books to buy for a new library,” as Joan found out. But the advice from the Library Services Branch was to begin with new works of fiction and non-fiction, children’s books, classics, some reference works and, well, things people want to read in your town. Simple, eh?

The end result of everyone’s hard work was a beautiful, if small, library that opened its doors Aug. 27, 1986. Almost from the start, through the years when the library outgrew that space, when it moved to the larger trailers vacated by Canada Post at the end of 1994, until the library we visit today opened in 2008, Whistler’s library has enjoyed—sometimes suffered—the highest use per capita of any library in B.C. Whistler certainly isn’t everybody’s

idea of a perfect small town. But Joan was everybody’s idea of a perfect librarian.

She might not have known you the first time you walked into the library—good chance she did, though—but she definitely knew you the second time. And by the third time she probably knew your library card number and was able to suggest a title or two you’d like... even if you weren’t sure what you were looking for.

Joan birthed the little library, eventually convinced the municipality to take on the responsibility for it and designate it a municipal library, and oversaw the long effort to finally get a purpose-built library building. She served as librarian until 2006.

But all that time she remained active with the Arts Council and worked tirelessly to cement arts and culture as important features of the Whistler landscape.

As an early and new member of the Arts Council, Joan helped create the first Whistler Children’s Arts Festival in 1983.

Co-founded by Margaret Long and Sonya McCarthy, the festival took place over two days in June.

“I started out being Margaret’s gopher,” Joan remembers. Whatever needed done, Joan did it. “It was my first volunteer experience.”

And an immediate success. The festival featured hands-on workshops, performances and author readings. “That first year, we had 25 or 30 workshops,” she recalls. The finale was an art show at Blackcomb Lodge.

The festival grew and grew over the years and cemented Joan’s commitment to arts and culture and their place in Whistler.

“It’s what got me involved and passionate about the power of arts and culture in our community. As Tamsin Miller (with whom

Joan organized the first Performance Series which carries on today as Arts Whistler Live!) used to say, ‘There is life above the thighs in Whistler,’” she says.

“The efforts are paying off. Businesses have realized arts and culture are really good for them, too, because they bring people here. The Audain Museum and Squamish Lil’wat Cultural Centre are places people are coming here to experience.”

From those early efforts, Joan has gone on to serve on boards for Arts BC, Arts Whistler (repeatedly), chaired the Pemberton Arts Council and served as coordinator of the Sea to Sky Arts Councils Alliance. She was awarded the BC Community Achievement Award in 2010, named Whistler’s Citizen of the Year in 2011, honoured with the Freedom of the Municipality in 2012 and an Excellence Award as Champion of Arts and Culture in 2014.

The hat trick of Joan’s life and contributions to Whistler has been her tireless work starting and running the library, her myriad activities fostering arts and culture and, perhaps most personally gratifying and community building, volunteerism.

Joan’s foray into volunteerism began with the Arts Council. “My kids used to say I didn’t speak two languages, I spoke three—English, French and Arts Council.

I also volunteered at Myrtle Philip school because my son was there. I was lucky.

I was home for 10 years caring for my children before I started working at the library,” she says.

“But how many people get to start a library? Or work on the Cultural Olympiad we had, another program through the Arts Council. The opportunities have been amazing, lots of boards, lots of volunteer groups. It just became a part of my life.”

And a part she was very good at. Glenda Bartosh, commenting on Joan’s innate abilities working with others in volunteer positions, described Joan’s strength.

“Her best quality is her sixth sense about people... individually and in groups. How to work with them to get the best from everyone and really achieve things.”

Maureen Douglas, executive director of Arts Whistler, the successor of the Arts Council, said, “The thing I most value about Joan is, while she has more longevity and such a wide amount of knowledge, she is one of the most supportive people about us making sure we’re constantly changing, evolving and staying relevant as an arts council.”

Joan’s contributions to Whistler and beyond show no sign of slowing down.

She has been and continues to be a force to be reckoned with throughout the Sea to Sky corridor and a tireless champion of the arts.

Marlene Baldwin (June 25, 1951 – Oct 26, 2025)

was a builder of business, community, and lasting memories. A second-generation entrepreneur, she founded Creative Incentives in 1980 and grew it through courage, cold calls, and a belief that value earns a conversation. Her mentorship inspired others to think big and lead with integrity.

At home, Marlene was a devoted wife, mother, and grandmother who delighted in adventures with her grandchildren—Beatrix, Charlie, Diego, and Caio. She nurtured friendships on the golf course, in book clubs, and quilting circles, always creating gatherings that felt like family.

Her community spirit shone in Whistler and La Quinta, where she supported the Public Library, Alpine Canada, the Whistler Blackcomb Foundation, and the Quilters’ Guild.

Marlene is survived by her husband Alan; children Dylan, Fiona, Johann, and Carina; and countless friends. A Celebration of Life will be held in spring/ summer 2026. Donations may be made to BC Cancer, VGH Foundation, or the Whistler Medical Centre.

Pemberton Arts Council pitches permanent arts and culture centre COUNCIL BACKS PROJECT IN PRINCIPLE, DIRECTS STAFF TO EXPLORE DOWNTOWN LOT 8 LEASE

BY LUKE FAULKS Local Journalism Initiative Reporter FOR THE FIRST TIME in its two-decade history, the Pemberton Arts Council (PAC) may soon have a home of its own.

Appearing before mayor and council on Nov. 4, PAC executive director Cléa Thomas and Vancouver Biennale representative Kirsten Larsen unveiled a plan for a 2,300-square-foot arts and culture centre on Lot 8, a municipally owned parcel beside the Downtown Community Barn.

“We’ve been here for 20 years now, and there’s never been a space,” Thomas told council. “When I became executive director last year, I thought, ‘OK, this is something we need.’ We surveyed the community, and more than half said it should be downtown.”

THE VISION FOR LOT 8

The PAC describes a multi-use, light-filled building featuring a lobby and reception area, workshop and meeting rooms, artists’ studios, an Indigenous gathering space, pottery and maker space, and a curated gallery showcasing rotating exhibitions.

The plan also includes public washrooms, snow-storage and parking areas, and an outdoor art garden and trail lined with interactive sculptures. “[It’s] a place where art can be touched,” Thomas told councillors. “Somewhere you can walk in winter or summer and see great pieces that bring people together.”

of Frontier Street’s cafés and businesses.

Thomas said the intent is to complement, not compete with, existing venues by offering yearround programming—children’s after-school classes, adult workshops, and seniors’ creative sessions—while filling gaps identified in the survey.

“The main thing needed in this community is a space for workshops and arts programs,” she said. “There’s not much for adults, and people have been asking for pottery, maker, and gallery space. We could also provide a gathering place for Indigenous peoples, if that’s something the Nations want.”

“Barrie’s been looking for something that can also be a legacy,” Larsen said. “The word that keeps coming up is longevity. Where can arts and culture live on? Pemberton was on our list because of his roots here.”

The Biennale recently collaborated with the PAC on the mural unveiled at Pemberton Valley Supermarket, which Larsen called the “catalyst” for deeper partnership. She said the proposed centre could anchor an international artist-residency program that brings renowned creators from around the world to engage directly with local residents.

The building would be owned and managed by the PAC. Thomas suggested a $1-per-year, long-term land lease would allow the society to pursue grants and donor commitments.

Sitting beside Thomas, Kirsten Larsen explained the Vancouver Biennale’s involvement stems from founder Barrie Mowatt’s longtime connection to Pemberton.

The artist owns a farm in the Meadows and has championed public art across B.C. for more than four decades.

who have to start a brand-new project in a place they’ve never been, connect with the community on all levels, and produce a body of work within eight weeks,” she explained.

“We feel like the rural [world] art program will be a tourist destination, something that could be broader reaching.”

Larsen emphasized funders are “ready and rolling” once council signals commitment to the site.

The PAC is also working with two community donors, Greg Reamsbottom and Sue Grimshaw, who are supporting the project “as a legacy and in memory of their dear loved one,” Thomas confirmed in a message to Pique.

OPTIMISM FROM COUNCIL

Council members were broadly supportive but pressed for details about financing, design oversight and timelines.

Mayor Mike Richman asked how PAC envisioned managing long-term costs.

Thomas replied grant funding and donations would sustain the facility, aided by the group’s grant writer.

Councillor Ted Craddock asked about next steps should council approve a lease.

Larsen said securing a commitment from the Village before the Biennale’s AGM would unlock planning, with construction schedules to follow. Craddock also referenced historic rail-line setbacks, to which Thomas responded that non-residential structures aren’t subject to the same restrictions.

Coun. Laura Ramsden, while expressing strong support, donned her “lawyer hat” to raise potential contingencies.

“I understand having the lease for as long as possible,” she said. “But if we did something like a 99-year lease and, for whatever reason, this project can’t move forward, we need to make sure we have the ability to revisit it.”

Coun. Katrina Nightingale sought clarification on how involved the Village would remain once the lease is granted. Staff suggested council should still approve the final design and oversee public engagement with nearby residents.

After discussion, Richman proposed a motion to provide a letter of support for the project and to direct staff to work with PAC on a memorandum of understanding and lease terms. Council approved the motion.

“It sounds like it could meet a real need in this community,” Ramsden said. “If this all comes together, it would be pretty amazing.”

The PAC will now pursue funding opportunities, finalize a site lease and begin refining the design in consultation with Village staff and the Biennale. n

To Remember is to End All War ANTIFA— that shadowy disorganization of folks who want nothing to do with the ravages of fascism that have plagued modern history—just held its annual general meeting at cenotaphs and town squares across Canada.

You probably know it as Remembrance Day. I attended Whistler’s version in Olympic Plaza, and it was every bit the heartfelt gathering that binds the community each year. I was again particularly impressed

BY LESLIE ANTHONY how much of a family event this is, and that so many children—from smallest and most unaware to wide-eyed, idealistic preadult—are there with parents, siblings and family dogs to learn or at least ask questions about what all the singing, poetry readings, speeches and military fanfare is about. This tradition is more important than ever as we crest through the last generation to be part of the Second World War, with fewer and fewer of us knowing relatives who enlisted, participated, were lost in battle or came home affected from what many consider the last “just war”—itself a point worth considering as armed conflicts continue to rage on most continents.

The classification of the Second World War as “just” is certainly debated among scholars and ethicists. Although most argue that the

Allies—including Russia, China and a few European countries, but led by the U.K. and its Commonwealth, including Canada, and ultimately the U.S.—were justified in fighting the fascism exemplified in the Axis powers of Germany, Italy and Japan, others point to moral ambiguities in the war’s conduct (which, unfortunately, applies to all wars).

Ultimately, a “just war” depends on individual perspectives of criteria for just warfare.

People of my generation—whose parents, grandparents, uncles and aunts experienced the war—grew up rightly steeped in this justice angle, and the “evil” nature of the

history and news as a teen, I became more ambiguous, with the Korean War, assassinated presidents, and race and civil rights protests in the immediate rearview mirror and the illadvised, very much unjust Vietnam War in my headlights. By the time a Republican governor of Ohio called in the National Guard to quell an anti-war protest at Kent State University, resulting in the deaths of four students and dozens of other shooting casualties, I was a peacenik (the derogatory term of the time), joining the ranks of anti-war and nucleardisarmament protestors. During this period, I shunned military in any form, including

fascist, dictatorial, imperialistic powers of the Axis. Those characterizations weren’t wrong, but it took a while to understand the distinctions and details as opposed to simply seeing these nation states as an enemy in our fascination with war movies, comics and kids games around the neighbourhood. That the individuals sent to fight for their nations weren’t so much enemies as the ideals they represented being anathema to the freedoms we were enjoying while running through the woods with plastic rifles and grenades and playing with the G.I. Joes we got for Christmas would take a long time to sink in.

Like most small boys I was fascinated with the U.S. war machine as a kid, possessing endless paraphernalia and sketching tanks, battleships and bombers on my school notebooks. Fortunately, as I started to read

Remembrance Day ceremonies, wary of a subtext of war glorification. I would donate to the poppy-sellers every November to support veterans, but I wouldn’t wear one. Finally, one year, someone in my university protest circles sported a button that cut through the haze and put things in perspective. It featured a peace dove, poppies and the words “To Remember is to End All War.” This, I realized was the right sentiment for honouring those who had served— whether in a just or frivolous war, for the distinction wasn’t often known at the outset and conscription further muddied the waters.

It recalled H.G. Wells’ famous reference to the First World War as “the war to end all wars,” an originally idealistic slogan that morphed to the sardonic; not only was it untrue, but the First World War’s aftermath contributed

to the outbreak of the even more devastating Second World War. A war in which Canadians came together to fight against an ideology that, in clear hindsight, was indeed the enemy of everything good and humanistic.

As finger-on-the pulse columnist Max Fawcett recently summarized in the National Observer, the great wars of the 20th century brimmed with tragedy and human suffering, but also revealed a strength of character and sense of common purpose lacking today. “We would all benefit from having more of that spirit in our own lives,” he writes. “[Even more so] perhaps, from having less of the hyperindividualistic spirit that … poisons efforts to tackle society-wide problems like climate change and income inequality. On November 11th, we should remember what our ancestors fought for—and why it mattered that they fought together.”

Remembering seems especially poignant today as Trump and modern neo-fascist conservatism doubles down on humanity’s worst mistakes—using lies as leverage and excuses for trade wars, self-enrichment, extrajudicial killings, potential illegal invasions, and sending military against its own citizens. Given this, I hope parents attending Remembrance Day ceremonies with inquisitive children take time to point not just to the past, but to parallels between the nationalistic, jingoistic, religious and anti-immigrant prelude to the Second World War and the actions of the current American administration, and that many in that country—our neighbour but a few kilometres distant—are already fighting the re-emergence of something many have already forgotten about.

Canada must not back down on industrial carbon price A MAJOR FLAW in our economic system is that polluters rarely have to pay for the damages they cause. For the coal, oil and gas industries, this means the public must bear the immense costs of pollution and related health-care costs, land degradation, water contamination and climate-altering emissions.

Carbon pricing targeting large emitters doesn’t fully address those costs, but it creates an incentive to shift to cleaner energy sources. The federal government’s commitment to strengthening the industrial carbon pricing system in its recent budget is an important step. The budget also contained disappointments for those who understand

BY DAVID SUZUKI the severity of the climate and biodiversity crises, including support for the fracked gas industry and a lack of continued commitment for nature protection.

The industrial carbon price is an important way for the federal government to reduce greenhouse gas emissions while keeping costs low for businesses. Canadian Climate Institute research shows that industrial carbon pricing—also known as “large-emitter trading systems”—will do more to reduce emissions up to 2030 than any other policy. It also creates more certainty for businesses and keeps them competitive in global markets. And it has little or no impact on the cost of living.

As the government states, “Industrial carbon pricing rewards innovation and spurs investment in cleaner technologies—helping Canada’s industrial sectors to grow and compete.”

Governments that don’t ride the wave will miss out on tremendous opportunities, leaving their citizens to rely on increasingly expensive, volatile, polluting energy sources.

The Canadian Climate Institute’s research found that industrial carbon pricing could make up between 20 and 48 per cent of Canada’s emissions reductions by 2030—surpassing any other single policy.

It also found it has already been successful, prompting Alberta and the Maritimes to quickly phase out coal power.

The research also shows that Canada’s industrial carbon pricing systems don’t significantly affect households and can even create benefits for some.

Under the system, industrial polluters only pay when emissions exceed a specified limit and can sell credits if emissions are below it. It also protects us from tariffs that jurisdictions including the European Union and United Kingdom impose on countries that don’t price carbon.

The budget’s promise to set a post-2030 carbon price path and strengthen the backstop is welcome, but Ottawa must enforce it when provinces play games with industrial pricing.

Canada needs a level playing field, not a race to the bottom where polluters pressure provinces to weaken the rules until the price signal disappears.

The post-2030 plan is designed to help Canada reach net-zero emissions by 2050. Given the anti-climate tactics of governments in provinces including Alberta and Saskatchewan, improving the benchmark and ensuring all provinces and territories meet or exceed the federal industrial carbon pricing standard is critical.

But it needs work. That’s especially true when it comes to provincial plans. Provinces can design their own carbon pricing systems if they meet the federal minimum standard. If they don’t, the federal government can impose its own system, known as the “backstop.”

Alberta and Saskatchewan have largely gutted theirs while Ottawa looks the other way. Alberta froze its price at $95 per tonne and weakened its rules, creating a glut of cheap credits that wipe out the price signal, while Saskatchewan scrapped its industrial carbon levy and is extending the life of its coal plants instead of investing in its vast wind and solar potential.

This is unacceptable—and stupid.

We must do everything we can to bring emissions down and to transition to cleaner energy. The benefits of doing so far exceed pollution and climate concerns. Renewable

Political opportunism and disinformation convinced Prime Minister Mark Carney to throw out the consumer carbon tax, even though it was successful and economically beneficial to most households. We can’t let fossil fuel interests and governments that side with them weaken or eliminate any more effective climate policies.

This is an emergency. The government’s budget has many flaws, but its strengths include the industrial carbon price. It may be just one way to reduce emissions, but it’s the biggest lever government has.

arathons around the world are facing a shrinking window where athletes can access a temperature “sweet spot”—a knock-on effect of a warming climate that’s expected to hit B.C.’s marquee events harder than anywhere else in Canada.

That’s according to a new analysis published this week by the U.S.-based research group Climate Central. Andrew Pershing, the group’s chief program officer, said of the 221 races analyzed by researchers around the world, 190 are expected to see the odds of optimal running conditions decline. That includes all seven Abbott World Marathon Majors—premier events held in places like Boston, New York, London and Tokyo.

“It’s a very physiologically stressful event. Your body is just going through a lot over a long period of time,” said Pershing. “But then you add in climate change … heat can have such an impact on the performance of the runners.”

Runners participating in marathons in Seattle, Vancouver and Victoria currently enjoy some of the world’s most optimal conditions.

But over the coming decades, those conditions are likely to falter, with annual marathons in Vancouver and Victoria most likely to see their “sweet spots” narrow, the analysis found.

By 2045, the chance of peak performance conditions for recreational runners is expected to decline in the two cities more than anywhere else in Canada. At the Vancouver marathon, the probability of optimal running conditions were found to decrease by 10 and six per cent for elite men and women, and 13 and 14 per cent for recreational athletes, respectively.

Recreational athletes in the Royal Victoria Marathon—which Climate Central analyzed following a request from BIV—are forecast to see a similar 14-per-cent drop in the chances of ideal conditions, from 45 to 37 per cent of the time.

The researchers used past studies looking at the peak performance of marathon runners under certain temperature conditions. Next, they compared them with models showing how climate change is likely to drive up temperatures during marathon race days around the world.

“We can look at how the probability of getting these ideal conditions shifts as we warm up the planet,” said Pershing.

FEATURE STORY B.C. MARATHONS GENERATE TENS OF MILLIONS OF DOLLARS IN ECONOMIC ACTIVITY The analysis comes as long-distance running sees a boom in popularity. In 2023, 578,374 participated in the London Marathon. Two years later, that number had surged to 1.1 million. Around the world, the fitness app Strava reported a 59-per-cent increase in running-club participation in 2024.

B.C. has not been immune to increased interest in running. The Royal Victoria Marathon was estimated to generate $15 million in 2025, setting a record with more than 15,000 participants.

And in Vancouver, the BMO-sponsored event in early May saw a record 25,000 participants from 60 countries. That’s about 8,000 more than in 2017 when the event—which takes runners along 42.2 kilometres past beaches, through parks and along Vancouver’s Seawall—generated an estimated $56 million in economic activity.

Cancelling such events can cost organizers and businesses millions of dollars in operating costs and potential revenue, as was the case at the Twin Cities Marathon in Minneapolis and Saint Paul, Minn., which halted the event in 2023 due to excessive heat.

“We’ve had a couple of cases of races that have had to be cancelled, and that’s expensive for everybody involved,” said Pershing.

Some event organizers have chosen to push through the heat. This year in Berlin, the event went ahead despite temperatures soaring to nearly 28 C—heat Pershing’s group calculated was made two to three times more likely due to human-caused climate change.

“There were runners who signed up thinking they were going to try to go for some big records that just couldn’t do it because of the heat,” he said.

Dayna Pidhoresky, a former Olympian who currently holds the women’s all-time record at the Vancouver Marathon, said 6 to 12 C tends to be her ideal temperature.

Pidhoresky, who is looking to qualify for the 2028 Summer Olympics in Los Angeles, said the latest study may lead her to rethink how she prioritizes certain races.

“It does seem more challenging these days. Temperatures are getting warmer,” she said. “I guess that’s something athletes need to think of more.”

RACE ORGANIZERS SAY THEY ARE PREPARED TO ADAPT Cathy Noel, race director for the Royal Victoria Marathon for the past 25 years, said that over the years, the Thanksgiving Day event has experienced everything from rain to wind and “sun-tan weather.”

A recreational runner herself, in 2012, Noel ran in a notoriously hot Boston Marathon, where temperatures reached nearly 32 C. Winner Wesley Korir told reporters he was more concerned with his hydration than his position in the race.

Officials urged participants to defer the race until the next year, though less than 4,000 of the 27,000 registered runners chose not to show up.

Noel chose to continue. Leading up to the race, she said she knew she wasn’t going to make her target time. Instead, she set a new goal: don’t end up in a medical tent.

“They were full. I just kept going and reduced my speed,” Noel said.

Looking forward, Noel said her team would also likely offer participants the opportunity to defer entry fees if the Victoria race got too hot. Short of cancelling the event, Noel said event organizers have the capacity to educate attendees, provide more water or even put a kids pool in the medical tent.

“We adapt and we see,” said Noel.

The Royal Victoria Marathon is officially recognized as a qualifying event for the Boston Marathon. Noel said that if temperatures continue to drive down peak performance, the compounding effect may require organizers of the biggest races in the world to lower their qualifying times.

“Standards will change. But who knows what will happen for the Olympics. Records might not be broken,” Noel said.

RECREATIONAL RUNNERS MORE VULNERABLE

“As conditions are getting hotter in all these major marathons, people think that they can still beat the heat. And so what you’re seeing is a lot more people just exploding.”

When it comes to professional events, both Pidhoresky and Wodak agreed humans have yet to reach their physical limits in the face of heat.

Both Olympians said novel methods have offered a wider range of strategies to condition athletes to heat. Some athletes sit in a sauna after a workout. Many runners use cooling headbands or wear high-performance clothing to cope with high temperatures.

And some go even further, swallowing sensors or sticking them up their rear end to measure core temperature and then running on a treadmill in a hot room, bundled up or in a sauna suit. The idea, said Pidhoresky, is to get your body within the range where it begins to adapt to higher temperatures.

“They’ll figure out more cooling mechanisms and more ways to beat the heat,” added Wodak. “Especially because, yeah, it does seem to be getting hotter and hotter every summer.” n

Pidhoresky said most high-performance runners already condition themselves in preparation for races in hotter climates.

In the lead-up to the September 2025 World Athletics Championships in Tokyo, she went into a holding camp that helps calibrate athletes to the local conditions.

“I guess that’s something athletes need to think of more— even when they’re racing the majors,” she said. “It’s so often you get that one warm day.”

Two-time Canadian Olympic runner Natasha Woldak, who also participated in the Tokyo event, said she spent the whole summer preparing for the heat with her Victoria-based coach Trent Stellingwerff, the chief performance officer at the Canadian Sports Institute Pacific.

That meant drinking and dousing herself with water every five minutes, adjusting her pace, and putting ice down her shirt whenever possible.

While she ended up getting through the race, Wodak said many recreational athletes don’t have the kind of support professional runners get, and in places like Berlin, which saw temperatures spike to 27 C during a September marathon, that can be dangerous.

“They don’t have the same access to water stations and ice and all that that I would as a pro marathoner ... they don’t have a doctor telling them they need to adjust their pace by seven to 10 seconds per kilometre,” said Wodak.

Alongside his pairs partner, Camille Tang, Adanac grabbed silver at the BC/Yukon Super Series Sectionals with 59.74 points across their short and free programs. Kaden Hung and Grace Liu of Connaught Skating Club won gold (87.52).

Adanac finished seventh at last year’s BC Winter Games despite a hamstring injury and now has a chance to prove himself against the country’s best on Feb. 5 when Skate Canada Trophy begins.

Moka Higashi, the other WSC athlete to participate at Sectionals in Richmond, B.C., placed 49th in a field of 63 by way of a personal best outing (57.98).

“Ethan has gotten to the stage where he’s travelling quite a lot, and so he’s in Vancouver getting higher-performance exposure. Moka is an amazing, multi-talented athlete, in

many it’s their first time competing, which is what we’re really looking for: to grow from the grassroots. We have a number of skaters who go to competitions every year, but we are really focusing on growing the younger skaters and we’ve seen a lot of success there.”

In other news, the WSC has been hosting athletes from Skate Sea2Sky since Oct. 20 as

Brennan Park Recreation Centre shut down due to a labour dispute between the District of Squamish and the Canadian Union of Public Employees Local 2269 bargaining unit.

Brennan Park’s ice rink will reopen Nov. 15 following the end of the dispute, but Thomas feels members of both clubs have grown from training together at Meadow Park.

“Both rinks have scheduled shutdowns … in this case they had an extended shutdown,” he said. “What typically happens is, when skaters from Whistler go down to Squamish, they know each other and say hi but I wouldn’t call them friends. As these skaters have spent more time together, they now feel much more friendly, and we’ve noticed them on ice helping and interacting with each other, and really becoming more like teammates.”

None of it would be possible without sponsorship from Concord Pacific and additional funding like the Resort Municipality of Whistler Community Enrichment Program, which allows the WSC to keep fees affordable for its members.

“Skating is such a fundamental activity in Canada, and we would love to encourage any young families with young children to join the CanSkate program,” said Thomas. “After that they can go into hockey, which is great, or some of them continue on in figure skating.

BY DAVID SONG A DECADE AND A HALF after Whistler co-hosted the 2010 Olympic Games, three local businesses are stepping up to back Canadians on their way to Milano Cortina 2026.

Metronomics, Splash Hot Tubs, and Whistler Hardware have officially become sponsors of Luge Canada at a time when help is needed perhaps more than ever before.

The nation’s sport system has remained financially stagnant for 20 years while team fees skyrocket. For example, luger Caitlin Nash is on the hook for $25,000 this year plus out-of-pocket expenses to race abroad in Lillehammer, Norway and Lake Placid, N.Y. In 2024, her fees were set at just $20,000 and inclusive of all competitions.

Nash told CBC that if the situation does not change, many athletes including herself could be forced into premature retirement. Other sliders are grappling with the same problem: Bobsleigh Canada Skeleton (BCS) fees have grown from $2,000 three years ago to $25,000 today.

“These much-needed partnerships are about more than sponsorship. It is about belief in a fresh wave of Canadian luge athletes who have come from all corners of the country united by their passion for sport and drive to achieve their performance goals,” said Luge Canada executive director Tim Farstad in a press release. “Success cannot be accomplished alone. Communitydriven support like this helps close the gap between potential and performance, ensuring our athletes have the tools they require to compete with the world’s best.

“The Olympic dream for many of the national team athletes in our program was sparked while watching the 2010 Games in their backyards. Now boasting the only track in Canada, Whistler is a breeding and development ground for the sport of luge... and is critical to our program’s success on and off the ice. Having local companies step up to back the program means the world to our athletes. Every dollar helps them focus on training and ensure they are fully prepared to take on the fastest athletes on ice.”

Support from Metronomics, Splash Hot Tubs, and Whistler Hardware will help offset the deficit budget Luge Canada had to approve to ensure athlete access to training, equipment, and travel throughout the 202526 season.

PEMBERTON SOCCER FUNDRAISES FOR FOOD BANK

The Pemberton Youth Soccer Association (PYSA) U12 Rapids team carried on its “Scoring for the Food Bank” initiative for a second consecutive year.

By donating money for each goal scored during games, the Rapids amassed $912 for

the Pemberton Food Bank. These kids and their families went a step beyond that as well, going door-to-door through Pemberton neighbourhoods in search of non-perishable food items and cash donations. Over one weekend, these efforts raised an additional $639 in cash and 450 pounds of food.

Food Banks Canada’s methodology put the total value of all contributions at $1,583.

“We were completely blown away by the door-to-door effort,” said Victoria Watson, a Rapids parent and the initiative’s volunteer organizer, in a press release. “It just goes to show that all you need are a group of committed parents willing to give a bit of their time, a team of energized and empowered kids, and a few wagons, and you can make a real difference in your community.”

The release goes on to note that Scoring for the Food Bank has become an annual tradition.

PYSA president Robbie Stevens elaborated: “One of our club’s core values has always been community. This initiative embodies that perfectly. We’re incredibly proud of these young athletes and their families for using soccer as a way to support others.”

Hungry for love IF THERE’S ONE THING THE JAYS—AND BASEBALL—TEACH US, IT’S THAT ANOTHER WORLD IS POSSIBLE WE HUMANS SURE ARE STRANGE , contradictory creatures. Half social and cooperative; half selfish and competitive. We didn’t need the magnificent Blue Jays to tell us that in a tale for the ages, even if it didn’t have the right ending. But we did need them to show us something way better—and that’s love.

BY GLENDA BARTOSH So while the diamond’s red dust has well and truly settled and the memories and excitement have pretty much faded into the next news cycle, I can think of two quirky Whistler chapters still tied to it all. The first involves a Canadian hero as amazing as any on that Blue Jays team and, crusty and eccentric as he was, I’m pretty sure he’d be OK with me saying so.

I kept waiting and waiting for someone, anyone, to mention him or at least one of his timeless baseball tales throughout the series.

A Canadian sports reporter or commentator.

Heck, any reporter or commentator. A fan outside Rogers Centre. Somebody watching attentively in the fan bars across the country.

But no. Not a word. (Please, tell me I’m wrong!)

That hero is the one, the only W. P. Kinsella: W. for William; P for Patrick, resident of our beautiful southern B.C. for ages, and, according to an excellent Vancouver Sun article from Sept. 16, 2016, author extraordinaire of close to 20 books. More than half of them are about the magical mystery of baseball—even Japanese baseball!

W.P. has been one of my heroes for half a century. His fascinating characters and magical narratives, especially the baseball ones, are nonpareil. Yup, a Canadian baseball storyteller, a Western Canadian one, and not one mention during the entire World Series.

But something might twig you if I say, Field of Dreams—the huge Kevin Costner movie about dreams and love, lost and found, and the magic of baseball that was based on W.P.’s most famous novel, Shoeless Joe. It’s a tale built around his own love of the game and the story of Shoeless Joe Jackson, the Major League outfielder with one of the highest batting averages ever, who got caught up in the “Black Sox Scandal,” where eight members of the Chicago White Sox were accused of taking

This was long before Stella Harvey’s brilliant Whistler Writers Festival, and W.P. was one of our first, if not the first author we hosted.

It was also a time when local businesses, especially hotels and restos, were huge supporters of the arts at Whistler. They’d comp whoever we brought up, including entire dance troupes! For sure I’m no sports reporter, but it felt like an approach lifted straight from the Jays’ playbook: Never mind the bucks, let’s support each other and get ’er done. (Didn’t some pundit say the Jays’ salary budget is half that of the Dodgers?)

W.P. proved to be as irascible and cheeky as we’d hoped. After his talk and the obligatory book-signing, several of us arts council members joined him at Araxi, one of the first, and still finest, restaurants in town who were generous enough to pick up his tab. We (and I bet Araxi’s managers at the time) were googly-eyed at how much he ordered! Appies. A huge steak dinner. Salad.

But maybe more famous than the movie itself is the line, “If you build it, he will come.” something often misquoted as “they will come.” A quote even mis-used by developers!

Shoeless Joe was published in 1982, the year I started the Whistler Arts Council. Early on, we arts council dreamers were excited

of which he actually ate with a wink and a nod, but a few he carried back to his room. All you could do was laugh.

Typically ahead of the game, W.P. opted for a medically assisted death in 2016—a time when it was legal but eyebrow-raising.

He’d suffered a series of health issues, including being struck by a car in White Rock where, coincidentally, we both lived and I’d occasionally run into him—just never in a vehicle.

It’s always struck me that all W. P. Kinsella achieved—all his exquisite writing—was done for the love of it, nothing more. Which leads

us to my next Whistler story: My first column in The Whistler Question, Whistler’s original community newspaper.

As the new cub reporter, I’d only been in town a few months when I was invited to a dinner party. As the booze poured like overflowing creeks, the table talk got more and more heated. It was all about numbers, and who was tops with each person trying to outdo the next. How many runs they’d skied. How fast. How long their skis were.

How quickly they drove up from Horseshoe Bay. What numbered series their posh BMW was. My god! Everything “quantity.” Nothing “quality.”

And it all spurred my first column I unimaginatively named Twenty-two Eighty, the official “numbered” location of Whistler at the time—its elevation, in feet.

If you were lucky enough to catch the postgame Jays’ locker room interviews, or even if you’ve only seen clips, you can’t help but be touched by the players’ raw emotions and tears over their loss, even as it remains a series for the history books. Nothing “quantity.”

Everything “quality.”

Sure, there was all that classic stuff about something so close and yet so far, but what will stand the test of time was something you rarely hear anyone, let alone men in sports, express so plaintively, so heartfelt, and in public. Those guys truly love one another.

And whatever they accomplished, or didn’t, they did it together.

And sure, baseball is competitive and numbers are big in it, too. But as Jays’ manager John Schneider told them, let’s outteam the other team. And they sure showed how that’s done. To be collaborative, and kind and supportive; to teach and encourage each other. To genuinely connect—sharing the good, the bad and the ugly, no matter what.

It’s a story we’re all starving for. So thank you, Jays, now, and always, for helping stave off our hunger.

Whistler Film Festival to mark 25th anniversary in 2025 THE EVENT WILL FEATURE 106 MOVIES FROM CANADA AND ABROAD, INCLUDING POTENTIAL OSCAR RECIPIENTS JAY KELLY, WAKE UP DEAD MAN AND NO OTHER CHOICE

BY DAVID SONG THE WHISTLER FILM FESTIVAL (WFF) is poised to celebrate its 25th birthday.

This quarter-century extravaganza will deliver 106 movies from Dec. 3 to 7, including 10 entries in the Borsos Competition for Best Canadian Feature Film, three mountain culture features and 10 shorts, six world documentaries, seven special presentations and half a dozen Shortworks packages.

“For 25 years, the Whistler Film Festival has stood at the intersection of art and industry, and, as we celebrate this milestone, we’re reminded that storytelling and the business of creating are inseparable,” says Whistler Film Festival Society executive director Angela Heck in a press release.

Among the aforementioned special presentations are potential Oscar candidates: Jay Kelly starring George Clooney (who won his own Academy Awards in 2006 and 2013), Wake Up Dead Man - A Knives Out Mystery which returns Daniel Craig as Detective Benoit Blanc, and No Other Choice, a South Korean standout title directed by the visionary Park Chan-wook.

Directed by Nicholas Hytner, this drama follows an English choir as they recruit a group of teenagers to perform amidst the backdrop of the First World War.

Meanwhile, the Content Summit will again feature key players in film and screen from across North America. Roughly 1,200 filmmakers and industry professionals are expected to attend, including director Osgood Perkins who is leading a masterclass with producer Chris Ferguson as Stroumboulopoulos facilitates. Perkins and Ferguson’s new surrealist horror movie, Keeper, is part of the festival itself.

“Whistler’s strength lies in the bridges we build between our talent development programs, industry-focused Content Summit, and the festival itself,” Heck comments. “It’s here that bold new voices—from Canadian to Indigenous to international creators—find the connections and momentum to move their stories from idea to screen, and from Whistler to the world.”

New to this year is Morning Fuzzies, an animal-themed event with two acclaimed features and seven animated shorts of its own. Designed to be family-friendly, Morning Fuzzies screenings will be relaxed and lighthearted with a lower volume level to accommodate all ages.

As for the WFF’s beloved mountain culture aspect, Heck explains robust storytelling was prioritized this year alongside jaw-dropping visuals and raw adrenaline in the lineup. She notes that the Sea to Sky Shorts Showcase, which highlights local filmmakers, is a testament to relationships between the WFF and creative talents emerging from the corridor.

Heck also praises mountain culture programmer Vanessa Tam, whom she says “really found some gems this year.”

BY SUSAN OAKEY-BAKER AS A MIDDLE-GRADE school teacher, and knowing that my students loved Fake Blood, I eagerly read Whitney Garner’s latest graphic novel Free Piano (Not Haunted).

The story follows Margot, a young aspiring songwriter, in the small town of Cascade Cove. Margot desperately seeks the approval of her absent musician father and misses the guidance of her hard-working mother. When she comes across an old synthesizer on the side of the road, free and NOT haunted, she jumps at the chance to start performing songs and creating a social media following.

It is through the spooky synthesizer that she meets the humorous ghost, Vision, a pop star from the ’80s. Vision becomes her mentor and guides Margot through the difficult emotions of wanting to be seen, understood and valued.

When they first meet, Margot tries to explain the importance of social media to Vison: Margot: This is where I’ll post my new music. See…I only have 12 followers.”

Vision: “And that matters?”

Margot: “Of course it matters! That’s how you know if you’re any good.”

Vision: “You sound like my manager.”

For young people, the allure of social media as a replacement for genuine self-love and acceptance is an all too pervasive issue

and Garner treats this theme in a relatable and touching way. Ultimately, Margot relies on her friends and herself to fight against the haunted synthesizer.

Seven: “Yeah. This thing has some nasty vibes.”

Margot: “Maybe we shouldn’t touch it.”

Sebastian: “Too late for that.”

Garner has said that this heartfelt novel is the closest thing to a memoir that she has written. Her vibrant cartoon illustrations and engaging characters make for a fast-paced and interesting read. Free Piano holds a solid place in my classroom library and students are lining up to read it!

Whitney Gardner is an author-illustrator living on Vancouver Island, BC. She is the author of YA novels You’re Welcome, Universe and Chaotic Good. Gardner’s other graphic novels include Fake Blood, Long Distance and illustrations for Debbie Levy’s Becoming RBG. “The landscape for film festivals has changed so much since the first festival, and now we’re really being called on to do more talent development training, to really engage with the industry, and those are things that we’ve always done really well,” Heck says while promising: “We’ll just continue to do better.”

Water quality improvements coming to South Whistler The Resort Municipality of Whistler (RMOW) will be adjusting the pH levels in South Whistler’s water system to meet updated Health Canada guidelines and reduce corrosion of pipes, fixtures, and fittings.

Whistler’s drinking water is already safe and meets high standards.

This change will further enhance water quality using sodium hydroxide — a commonly used compound.

Increasing the pH to a target range of 7.6 to 7.8 will make the water less corrosive. These changes are scheduled to take place in late November or early December.

WHAT BROUGHT YOU to Whistler, and why did you decide to stay, or keep coming back to visit? For many, or perhaps most of us, Whistler’s magnificent natural environment is a major reason. As a longtime resident, I am grateful to reside on the unceded shared territory of the Lil’wat Nation and Squamish Nation, who have been stewards of the land and waters in this region since time immemorial.

Whistler is “a community set within the wild,” as Liz McDonald aptly wrote in a recent editorial. We have mountains of life-affirming biodiversity that surrounds us, which you can sense by paying attention to the sounds and sights of the outdoors.

Do you see that stringy stuff hanging from trees? That’s witch’s hair lichen, indicators of clean air. Hear those frog calls in spring?

Those are Pacific tree frogs, indicators of clean water. Experience the sights and sounds of beaver activity? The wetlands they create and maintain provide vital habitat and protect against flooding, drought, and wildfires.

Do you find peace in old-growth forests?

They house species found nowhere else, store massive amounts of carbon, and offer significant cultural and recreational value.

In celebration of the 50th anniversary of the creation of the Resort Municipality of Whistler (RMOW), this is the first in a series of articles that will focus on the impact our resort community has had on nature— successes, challenges, and looking to the future.

In 1914, with the arrival of the railway, Whistler’s tourism, logging and mining industries opened for business. Then, in 1966, with the official opening of Whistler

Mountain, tourism began to take priority over the extraction of trees and ore. When the RMOW was established in 1975, it recognized that the local economy was primarily driven by tourism. Indeed, outdoor recreation was identified as Whistler’s prime resource in the 1976 Official Community Plan (OCP).

OCPs are about setting intentions. I was inspired to learn that in the original OCP, the first of 10 community development objectives was “to protect and enhance the natural environment.” In our current OCP, protecting nature is one of the three pillars of our community vision: A place where our community thrives, nature is protected, and guests are inspired.

So, how are we doing? Did we follow up on our intentions to protect nature with actions?

It takes teamwork to protect non-human species that can’t advocate for themselves.

These articles will highlight programs, individuals and groups that have worked together to safeguard Whistler’s natural environment.

When the needs of a community cannot be fully met by government or the private sector, non-profit groups fill the gaps.

Whistler is fortunate to have numerous nonprofit groups guided by volunteer boards of hopeful community members dedicated to protecting nature.

Some of these groups will be highlighted in coming articles and include the Whistler Museum and Archives, formed in 1986; Association of Whistler Area Residents for the Environment (1989); Get Bear Smart Society (1995); Whistler Community Foundation (1999); Whistler Naturalists (1999); Sea to Sky Invasive Species Council (2009); Cheakamus Community Forest Society (2009); Coast to Cascades Grizzly Bear Initiative (2013); and Whistler Lakes Conservation Foundation (2022).

Fact: Fanatical brand loyalty to yourself can be an act of self-sabotage. I suggest you fire yourself from your own expectations. Clock out from the job of being who you were yesterday. It’s liberation time!

GEMINI (May 21-June 20): We should all risk asking supposedly wrong questions. Doing so reminds us that truth and discovery often hide in the compost pile of our mistaken notions. A wrong question can help us shed tired assumptions, expose invisible taboos, and lure new insights out of hiding. By leaning into the awkward, we invite surprise, which may be a rich source of genuine learning. With that in mind, I invite you to ask the following: Why not? What if I fail spectacularly? What would I do if I weren’t afraid of looking dumb? How can I make this weirder? What if the opposite were true? What if I said yes? What if I said no? What if this is all simpler than I’m making it? What if it’s stranger than I can imagine?

CANCER (June 21-July 22): Cancerian novelist Octavia Butler said her stories were fuelled by two obsessions: “Where will we be going?” and “How will we get there?”

One critic praised this approach, saying she paid “serious attention to the way human beings actually work together and against each other.” Other critics praised her “clearheaded and brutally unsentimental” explorations of “far-reaching issues of race, sex, power.” She was a gritty visionary whose imagination was expansive and attention to detail meticulous. Let’s make her your inspirational role model. Your future self is now leaning toward you, whispering previews and hints about paths still halfformed. You’re being invited to be both a dreamer and builder, both a seer and strategist. Where are you going, and how will you get there?

LEO (July 23-Aug. 22): The Tagalog language includes the word kilig. It refers to the butterfly-in-the-stomach flutter when something momentous, romantic, or cute happens. I suspect kilig will be a featured experience for you in the coming weeks—if you make room for it.

Please don’t fill up every minute with mundane tasks and relentless worrying. Meditate on the truth that you deserve an influx of such blessings and must expand your consciousness to welcome their full arrival.

VIRGO (Aug. 23-Sept. 22): Your liver performs countless functions, including storing vitamins, synthesizing proteins, regulating blood sugar, filtering 1.5 quarts of blood per minute, and detoxifying metabolic wastes. It can regenerate itself from as little as 25 per cent of its original tissue. It’s your internal resurrection machine: proof that some damage is reversible, and some second chances come built-in. Many cultures have regarded the liver not just as an organ, but as the seat of the soul and the source of passions. Some practice ritual purification ceremonies that honour the liver’s pivotal role. The FSP prepared will replace the original FSP upon expiry in December 2025.

The Spel̓kúmtn Community Forest is submitting for approval, from the BC Ministry of Forests, a replacement Forest Stewardship Plan (FSP). The replacement FSP is proposed for a term of 5 years, and when approved, will form the basis of forest management planning within the Community Forest. An approved FSP is required to allow for the issuance of permits authorizing road construction, harvesting and other forest management activities. The FSP has been prepared to conform and comply with applicable Higher-Level Plans, the Forest and Range Practices Act and the associated regulatory framework.

As per Section 20 of the Forest Planning and Practices Regulation, notice is hereby given to all Guides, Outfitters, Trappers, Private Landowners, Tenure Holders, Water Users and the general public that submission of the FSP for approval is pending completion of a public and stakeholder review and comment period. Input is requested from stakeholders and from the general public so that any concerns or comments can be addressed.

The proposed FSP and mapping information is available for viewing during the 60-day public review and comment period commencing November 10, 2025, through January 16, 2026.

This role combines office-based responsibilities with fieldwork, requiring regular travel throughout the Regional District’s Electoral Areas. Key duties include conducting on-site inspections to verify that construction design, materials, workmanship, and safety features meet or exceed established standards and comply with the BC Building Code and SLRD regulations. This position involves technical and regulatory work focused on ensuring building construction aligns with approved plans and applicable codes.

The ideal candidate will have a minimum of five (5) years of recent related experience with post secondary education in Building Technology or a related field, and certification from the Building Officials’ Association of BC (minimum Level II certification; Level III preferred). The boring season WHILE THE SHOULDER season is a great time to catch up on movies, binge TV shows, play video games and eat all the doughnuts you foreswore all summer in order to look slightly more presentable at the lake, it’s also an annual reminder of the fact there’s really not that much to do in Whistler as there maybe should be when you take the great outdoors out of the equation.

This is far from my first column on this topic. I refer readers to “The Perils of Thinking

Since I wrote those columns, our movie theatre closed, the indoor tennis/pickleball courts are in the process of being removed, and there is even less to do in our idle hours—especially for young people.

This isn’t meant to slam all the people out there making real efforts to inject some life into the resort—Arts Whistler, the municipal Festivals, Events and Animation crew, local bar owners bringing in DJs and musicians, LUNA, the Youth Centre, the owners of the new arcade, and others.

But with an estimated baseline of about 26,000 people in the resort at any given time, and more than 60,000 people on long weekends and during peak seasons (more

than the population of North Vancouver), it feels like we have a small town’s worth of attractions for a place that is effectively a city.

There are some obvious gaps to be filled when it comes to entertainment and recreation.

Remember the Renaissance Project?

Whistler Blackcomb’s former owners had a plan that would have added a water park and night skiing that went away when Vail Resorts bought the company. Gone.

There was also an application to bring

I haven’t even heard about any school dances in Whistler since before COVID. My old high school used to have five dances a year—a back-to-school dance, Halloween dance, Winter Ball, Valentine’s Day dance, and Easter dance, plus a semi-formal for kids in Grade 10 to 13 (we had an extra year of high school back then) and a formal for kids in Grades 12 and 13. back a pool hall and bowling alley that never materialized. While I can’t speak to how our bars and restaurants are doing, the reality is the overall number of licensed seats hasn’t grown in step with the population.

While our night spots do have live music from time to time, we haven’t had a proper stage since The Boot Pub closed in 2006. One business owner tried to bring that back in Creekside but failed—after his establishment was fined and temporarily closed for people dancing. They had the wrong kind of liquor licence.

For kids, I would imagine it’s particularly boring. I grew up in a city that had pool halls, bowling alleys, arcades, movie theatres, allages concerts and raves, all-ages nightclubs, and more. Whistler kids have none of that— not even a movie theatre since the Village 8 closed in 2023. There’s a youth centre that—

a Battle of the Bands, MuchMusic Video Dance Parties came by every so often, there was a homecoming party for the football team, and more.

We all pretended to be too cool to go to school events, but then always went anyway. Girls went there to dance and we went wherever they wanted to go. The ticket and food sales from one dance or event paid for the next one. Our student council had its own event budget in the tens of thousands of dollars in the late ’80s and ’90s.

You might imagine that my high school was massive, but really it was just over double the size of Whistler Secondary. Other schools had as many events as we did, and in some cases more.

This year, Halloween fell on a Friday and there was nothing at the community level organized for kids too old to trick or treat. It

feels like a missed opportunity.

What gives? Is it liability? A lack of volunteer parents or students? Why is it we can’t give kids some of the once-normal things most of us had growing up? I’m genuinely curious to know the answer to that question.

Which brings me to the Rainbow Theatre.

For people who arrived after 2003, the Rainbow Theatre under the Whistler Conference Centre used to show movies.

They would stick around for a week or two and a new one would come in. The theatre was renovated for the Whistler Film Festival and conferences with some incredibly fancy chairs, but the space still exists and could be a movie theatre again anytime. Please.

There is already some preliminary budget discussions about Whistler’s next community centre. The sum of $250 million has been thrown around as the minimum it would probably cost to add an ice sheet and another pool.

While that seems like a fortune, I honestly don’t think we’re thinking big enough. This town could use a curling club (with a bar attached), a full aquatic centre with water slides, an arena with a decent amount of seating that could be used for concerts or trade shows, an indoor track for all the runners I see sliding around in the slush, more indoor gym space that can be used for sports like pickleball, a covered small-sided soccer pitch, a bigger youth centre, and more.

We’re big enough. We have the tax base and enough wealthy homeowners to finance something amazing that will still be big enough in 50 years—which is how long it will take to pay it off.

The snow will be falling soon and the mountains will open. There will be more to do then.

But will it be enough? n
