Sara Parks SaskToday.ca The City of Weyburn’s planned $30 million aquatic facility is progressing on schedule, with key procurement packages advancing and a construction delivery method now confirmed.

Director of Leisure Services Richard Henning gave council an update at its meeting on May 11.

“Work this month focused on advancing key procurement packages, preparing for upcoming competitions, and maintaining

to take advantage of opportunities as they arise,” said Henning.

Bi-weekly meetings with the steering committee are being held to support schedule oversight, review key milestones, and maintain consistent communication with the project team.

During the update, Councillor Kellie Sidloski asked who serves on the steering committee. Henning said that the committee includes Facility Manager Rob Schultz, City Clerk Tina Clay, and himself.

Speaker Dwayne Senft from Regina will present “Dirt Road Drone Excursions’.

Senft is a Complex L1 Certified drone operator and enjoys travelling the dirt roads of southern Saskatchewan. This event is open to the public and the cost is $5 to attend. Tea, coffee and snacks are included.

Senft will have his drones on display and will be available for questions.

Sask Oil and Gas Show serves as opportunity to network, socialize

David Willberg/ SaskToday.ca The Saskatchewan Oil and Gas Show will once again serve as an opportunity to network, socialize, promote businesses and celebrate accomplishments.

This year’s show will happen June 3 and 4 in Weyburn, and will feature indoor and outdoor exhibits.

Activities will open June 2 with a golf tournament, saddle bronc riding, and a steak and lobster supper.

The oil show itself begins June 3 with a chain-cutting ceremony at 9:45 a.m. and the exhibits open from 10

a.m.-5:30 p.m. An awards luncheon will feature the induction of six people as Southeast Saskatchewan Legends.

Exhibitors can network with clients and salespeople, Monica Osborn, manager of the biennial showcase said, and people can see how the products and services work.

“See how all of these exhibitors work together to provide the products and services that help run our vehicles, turn on cell phones, etc.,” said Osborn.

During the evening, Doug Martens of Estevan will be recognized as the Southeast Saskatchewan Oilperson of the Year. Friends of the Show will be saluted for contributing their time to making the event happen. Osborn said this year’s honourees are Pat Maloney for helping get the

grounds and facilities ready, and Jerry Mainil Ltd. for providing equipment to get the grounds ready.

Saskatchewan comedian Quick Dick McDick will perform that night and will promote the show on social media. The final day of the show will start at 9 a.m. Activities include a safety stand down breakfast with Jeremy Evans, known as The Grizzly Dude after Osborn said Evans survived three encounters with grizzly bears.

Osborn noted Brian Crossman with Independent Well Servicing came up with the idea for the safety breakfast.

“It’s just a way for us to connect, making sure that when people are going out to do their job, they’re coming home safe to their families at night,” said Osborn.

An industry luncheon

will feature the inaugural Southeast Keystone Award for a business that made what Osborn called “huge” contributions and led the industry to the forefront. PanCanadian Petroleums, which is now the Whitecap Resources Weyburn Unit, will be recognized.

Prominent Canadian entrepreneur W. Brett Wilson, who hails from North Battleford and has long been a supporter of the energy sector, will speak at the luncheon.

Admission is $20 and anyone can attend. At one time, the show was free for the public to attend, but Osborn said changes have been made to let exhibitors know the impact of the event, the number of people in attendance and the demographics of the visitors.

Sara Parks SaskToday.ca Weyburn city council has approved the creation

of a No-Fee-Flow-Through Fund with the Saskatchewan Community Foundation (SCF) to support

fundraising for the Weyburn Theatre Community Service Co-operative’s ongoing theatre project.

Director of Finance Laura Missal told council at its April 27 meeting that the SCF approached the city to partner on the initiative, which is basically a donation account.

They offered to set up a dedicated Weyburn Theatre Fund, issue charitable tax receipts, and provide an online donation portal.

The foundation will also be able to accept contributions of stocks. No setup or administrative fees will be deducted from donations.

Mayor Jeff Richards said the foundation’s reputation should give residents confidence.

“The foundation’s got a very long history in Saskatchewan,” he said. “They do great work so we should all feel comfortable with

City manager Mathew Warren said other Saskatchewan communities have used the foundation for major capital projects, including Meadow Lake’s new arena and multi-purpose facility, as well as the Saskatchewan Roughriders’ fan wall at Mosaic Stadium.

Warren encouraged residents to donate directly through the SCF website, where donors must select the specific project they want to support.

“When the funds are provided, they actually go to that specified project through that page,” said Warren.

Missal said the arrangement creates a fund for the city as whole, not just for the theatre.

“We can have different funds set up,” she said, adding that one could be for the pool project.

Councillor John Corrigan said he was initially unsure whether the fund would be restricted to the

theatre project.

“I’m glad you clarified that because that was going to be one of my questions as to whether this was just for the theatre,” he said.

Corrigan also asked whether past donations to the theatre would qualify under the new fund.

Missal said they wouldn’t, adding that the fund applies only to donations made going forward.

Councillor Larry Heggs asked whether the agreement has an end date.

Missal said it doesn’t.

Councillor Todd Bedore asked if future projects would require separate council approval to use the fund.

Missal said they wouldn’t, since the fund is being established to support any city project.

Council’s resolution paves the way for residents to make tax-deductible contributions for the Weyburn Theatre project, with the city able to add additional project funds under the same framework.

The Holy Family Roman Catholic Separate School Division held its annual service awards and retirement banquet on May 8 at McKenna Hall in Weyburn.

There were 24 staff members recognized for their years of dedication and service to Catholic education in the Weyburn area. The evening included supper, entertainment by the Variations Community Choir, and presenta-

tions honouring employees reaching milestones from five to 35 years of service.

Special recognition was also given to the five retiring staff members Maureen Daoust, Lisa Fisher, Jodi Johnson, Renee Krafchuk and Treena Pylychaty for their contributions to the division. Trustees, central office staff and employees from Holy Family’s five schools in the division attended the celebration.

Police investigate animal cruelty, seek 25-year-old individual on outstanding warrant

The Weyburn Police Service responded to 58 calls for service during the week of May 3–10.

Animal Cruelty Investigation: The Weyburn Police Service received a report from a concerned citizen on May 8 regarding the alleged mistreatment of a dog. The witness reported observing an individual striking the animal while working nearby.

Officers attended the scene and quickly identified and arrested the involved individual. A charge of causing unnecessary suffering to an animal under the Criminal Code was laid. The accused was later released on conditions, including not possessing or caring for any animals, and is scheduled to appear in Weyburn Provincial Court on June 18, 2026.

The dog was surrendered to the Weyburn Humane Society for care and further assessment. At the time officers attended, no obvious injuries were observed.

Intoxicated Person in Public: During the early morning hours of May 8, police received a report of a highly intoxicated female walking within the City of Weyburn and possibly attempting to walk to Radville.

Officers located the female, who was heavily intoxicated and became resistant during her arrest. Once safely taken into custody, she was lodged in cells until sober.

Assault with a Weapon and Assault Causing Bodily Harm: Police were called to a local licensed establishment on May 9 following a report of an injured adult male.

Upon arrival, officers learned that an adult male had allegedly thrown a pool ball at another male, striking him. When the victim went outside, the suspect allegedly followed him, struck him from behind, and continued assaulting him while he was on the ground. The suspect fled the scene in a vehicle prior to police arrival. The investigation remains ongoing, and the suspect has not yet been located. Police believe the suspect is not from the Weyburn area.

Outstanding Warrant: The Weyburn Police Service currently has an outstanding warrant for the arrest of 25-year-old Jordon Ganczar of Weyburn. The charges include assault by choking and failing to comply with a no-contact order.

Anyone with information regarding his whereabouts is asked to contact the Weyburn Police Service or Crime Stoppers.

New data from the Canadian Food Sentiment Index at Dalhousie University show why. The shock of inflation may be fading but its effects are now built into how Canadians live, spend and eat.

To understand where we are today, we need to look back.

When the first Index was released in fall 2024, Canadians were in the thick of a food inflation crisis. At the time, 40.3 per cent of respondents believed food prices had risen by more than 10 per cent, and anxiety was widespread. Food had already emerged as the dominant household concern, with 84.1 per cent of Canadians identifying it as the expense that had increased the most, a staggering figure that set the tone for everything that followed.

Then came a political shift. In March 2025, Mark Carney became Prime Minister, inheriting an economy already under strain, with food affordability at the centre of the national conversation. Nearly a year later, Canadians might reasonably ask: are things actually better? The answer depends on what you measure.

If we look at perceptions of inflation, the situation has improved. By spring 2026, the share of Canadians who believe food prices rose by more than 10 per cent has dropped to 29.7 per cent, while expectations have stabilized. Today, 30.7 per cent of Canadians expect food inflation to fall between five and seven per cent, and only 18.6 per cent anticipate increases above 10 per cent, down significantly from the previous year.

In that narrow sense, Canadians feel less alarmed.

But feeling less alarmed is not the same as feeling better.

Food remains the top financial concern for Canadians, with 81.1 per cent still identifying it as the expense that has increased the most, only slightly down from 84.1 per cent in 2024. No other category comes close. This persistence tells us something critical: while inflation is moderating, affordability has not improved in any meaningful way.

That reality is reflected in household budgets. Canadians are now spending more on food than they were a year ago, despite all efforts to cut back. Average monthly spending on food at home has climbed to just over $412, up from $396 the year before, an increase of $22.96 per month, or 4.6 per cent year-over-year. At the same time, the share of households spending more than $600 per month on groceries has risen to 20.6 per cent, reinforcing the steady upward drift in food costs.

Yet Canadians are not offsetting these increases by spending more elsewhere.

Dining out remains constrained, with the largest share of households still spending $50 or less per month on restaurants and takeout. Households are prioritizing food at home, often at the expense of discretionary spending.

To cope, Canadians have fundamentally changed how they shop.

In fall 2024, cost-cutting behaviours surged as households scrambled to respond

to rising prices. Today, those behaviours have become normalized. According to the Index, 44.4 per cent of Canadians actively seek sales and discounts, while roughly 23 per cent use coupons, 23 per cent shop at cheaper stores, and about 20 per cent cut back on premium foods such as meat or fresh produce. Even alternative strategies are emerging, with 8.5 per cent of Canadians now using food-rescue or surplus apps.

This is no longer crisis behaviour. It is routine behaviour.

And yet, despite all these adjustments, financial strain remains widespread. In fall 2024, about 34 per cent of Canadians reported drawing from savings or borrowing money to pay for food. That number dipped slightly in 2025, offering a brief sense of relief. But by spring 2026, it has returned to 34 per cent, unchanged from the peak.

One in three Canadians is still struggling to afford food.

So are Canadians better off today than they were before Mark Carney took office?

If we measure sentiment by panic, the answer is yes, slightly. If we measure it by financial reality, the answer is no.

Perhaps the most telling shift over the past two years is in how Canadians define value. In fall 2024, affordability was already important. By spring 2026, it has become overwhelmingly dominant. Today, 45.5 per cent of Canadians cite affordability as their top food priority, compared to 24.9 per cent for nutrition and roughly 16 per cent for taste.

Everything else, environmental impact, social responsibility, even local sourcing, has taken a back seat.

This helps explain why broader consumer movements are losing momentum.

The “Buy Canadian” surge seen in 2025 has already begun to soften. While many Canadians still prefer local products, the data show that cost is once again the overriding factor. Consumers are not abandoning local food. They are being priced out of it.

At the same time, Canadians are becoming more strategic. Grocery shopping frequency now averages 5.23 visits per month, reflecting a shift toward smaller, more frequent trips aimed at controlling spending.

Consumers are also paying more attention to product information, with a growing share checking food origins and labels.

The evolution of the Canadian Food Sentiment Index since fall 2024 tells a clear story. The acute phase of food inflation has passed. But it has been replaced by something more persistent: a prolonged period of affordability stress.

Carney may have inherited this problem, but nearly a year into his tenure, Canadians are still living with it. The numbers suggest that while inflation has cooled, the burden on households has not.

Prices are still rising. Budgets are still stretched. And one in three Canadians is still struggling to afford food.

If policymakers continue to focus solely on inflation rates, they will miss the deeper issue. The challenge is no longer volatility. It is persistence. Even moderate inflation, sustained over time, erodes purchasing power and forces difficult trade-offs that affect nutrition, health and food security.

Canadians have shown they can adapt.

But for many, the pressure hasn’t eased and affordability is still out of reach.

Registered Nurses deliver safe, trusted care in Saskatchewan

Editorial by College of Registered Nurses of Saskatchewan Safe, trusted health care does not happen by chance.

It depends on skilled nurses and a strong system that sets clear expectations for safe practice.

National Nursing Week, May 11 to 17, is a time to recognize the important role nurses play in the health of people across Saskatchewan. This year’s theme, The Power of Nurses to Transform Health, reflects what many people already see every day: nurses make a real difference in our communities. They improve access to care, support better health outcomes, and help strengthen the health system.

At the College of Registered Nurses of Saskatchewan (CRNS), we regulate the nursing profession in

the public interest. Our role is to help ensure Registered Nurses and Nurse Practitioners provide safe, competent, and ethical care. We do this by setting entry requirements, approving nursing education programs, and establishing standards for practice and a code of conduct.

The CRNS provides guidance and sets expectations for ongoing learning.

Nurses keep their knowledge and skills current to meet practice standards through self-directed learning. This is a key part of protecting the public and supporting safe care.

Across Saskatchewan, nurses are a trusted part of the community. They are often the first person people turn to for help and are a steady source of support. In hospitals, clinics, and other care settings, nurses help

people get the care they need.

Nurses bring knowledge, compassion, critical thinking, and accountability to everything they do.

Whether providing care directly or working behind the scenes, they share a common purpose of protecting the public and improving health outcomes.

Health care continues to evolve, and nurses continue to adapt. They bring sound judgment and work closely with other professionals to support patients and communities, with CRNS guiding their practice along the way.

Riders prospect Cleveland eager to ‘hit the burners’

Brad Brown SaskToday.ca Saskatchewan Roughriders head coach Corey Mace didn’t need many words to describe his first in-person impressions of receiver Tyrie Cleveland.

“Burner, man. Holy smokes the guy can run,” Mace told reporters as the Riders’ rookie camp came to an end Friday in Saskatoon.

Cleveland is vying for a role with Saskatchewan after a year away from the pro game. He most recently spent time on the practice rosters of the NFL’s Indianapolis Colts (2023-24) and Philadelphia Eagles (2023).

Prior to that he spent three years with the Denver Broncos, appearing in 23 games as a backup and

making eight catches for 91 yards.

“He’s a jump ball guy.

He can go get it,” Mace continued. “Studious. He’s a pro in how he approaches things.

“You never know until you see them in the meeting rooms and get them on the field but he’s been a tremendous pro.”

The numbers would suggest he wasn’t too shabby in college either.

In four years with the University of Florida Gators (2016-19), his resume includes a 98-yard touchdown catch as a freshman, a teamhigh 410 receiving yards as a sophomore, and time both as a gunner on Florida’s punt cover team and as a kick returner.

And how might that translate to the Canadian game?

“In the States it’s a little different (because) they switched the kickoff and kickoff return rules, but it’s similar,” Cleveland told SportsCage.com’s Dave Thomas. “You just catch the ball first, run. That’s how I look at it.”

Cleveland, who graduated this spring from Florida with a degree in family, youth and community science, also sees the larger Canadian field as an advantage.

“Just trying to take it one day at a time but also still show that I’ve got my speed.

There’s more field and so it’s better for me. I can hit the burners,” he said.

Carson Nyhus of Minton took first place in senior bareback with a score of 71 at the High School Rodeo held on May 9.

Education important during Boating Awareness Week

Saskatchewan residents are being reminded that simple actions save lives on the water in advance of Safe Boating Awareness Week at a public event recently held at the Legislative Grounds.

The Amphibious Response Safety Unit (ARSU) showcased specialized water rescue equipment and hands-on training tools used to respond to emergencies across Saskatchewan’s lakes and rivers. The event highlighted the importance of responsible boating and water safety ahead of the summer season.

“Most boating incidents are preventable,” Parks, Culture and Sport Minister Alana Ross said. “Simple steps like wearing a lifejacket, boating sober and being prepared can mean the difference between life and death. Safe Boating

Awareness Week is an important reminder for all of us to look out for ourselves, our families and everyone who enjoys Saskatchewan’s waterways.”

ARSU is a Saskatchewan-based, volunteer-led organization that provides specialized water rescue response, training and public education. The unit operates year-round from Echo Valley Provincial Park, home to Saskatchewan’s first dedicated water rescue base and training centre, which opened in 2023.

“Education and early intervention are some of the most effective tools we have to prevent tragedies on the water,” ARSU founder and director of operations John Maczko said. “By helping people understand the risks and how to pre-

pare, we can reduce the number incidents before they happen.”

Safe Boating Awareness Week is a national awareness campaign led by the Canadian Safe Boating Council.

The campaign promotes five key safety messages: Wear a lifejacket; Boat sober; Be prepared, you and your vessel; Take a boating course; and Be cold-water safe.

The Arrogant Worms will hit the Cugnet Centre stage on March 20. They have spent over three decades making fun of a big, dumb world. Their songs have been played on the radio, the internet, and even in outer space (on the space shuttle Endeavour).

The Worms began at Queen’s University in 1991 when some members of the student cabaret group, The Queen’s Players, started writing songs

and sketches for the campus radio station CFRC. Soon the group became The Arrogant Worms (Chris Patterson, Mike McCormick, and Trevor Strong), who have since toured ceaselessly across Canada and abroad.

They have released 14 albums, and are generously supported by their fervent, and occasionally feverish, fanbase.

Their song, “The Last Saskatchewan Pirate”, has been covered by many bands, and is always a crowd pleaser. This show will be sure to keep everyone entertained.

Wrapping up the 20262027 season on April 10, will be The Johner Brothers, a local fan favourite.

In 1991, The Johner Brothers took the Canadian country music audience by storm. Brad and Ken were named “Duo of the Year” by the Canadian Country Music Association, kicking off a string of awards.

After being crowned “Entertainer of the Decade” and releasing a remarkable 26 singles from six hit albums, Ken retired from the music business in 2022.

Brad continued with a hugely successful solo career, recording six highly praised albums and awarded “Male Artist of the Year” by the CCMS. The Johner Brothers are back together and looking forward to a busy year playing shows across western Canada.

Backed by two of Brad’s sons, the show is a fresh version of what Johner fans have come to expect from these astute professionals and true gentlemen of the stage.

Mental Health includes ‘stepping up’ for others in the community

By Sabrina Kraft Weyburn Review The importance of ‘stepping up’ for others in the community was encouraged by Tiffany Dowhan, keynote speaker at the Mayor’s Luncheon held May 5.

The Mayor’s Luncheon was one of a number of events held during Mental Health Week, and hosted by the Weyburn branch of the Canadian Mental Health Association.

“I believe each and every one of you are here for a reason,” said Dowhan. “Maybe there will be something that you’re going to hear today that you can start putting into action.”

“Events like Mental Health Week are really key when it comes to calls to action. I really encourage everyone to really think about what you can do different as you walk out into your community, because it’s so important for us to really step up and make a difference.”

“The important thing is how we can actually make a decision to lock arms and

do things differently,” added Dowhan.

A mother of three, Tiffany is an independent country recording artist, entertainer, speaker, entrepreneur and philanthropist.

“One thing that I am really passionate about is going into schools and talking to youth about how they treat themselves and how they treat others.”

“My visits started with anti-bullying, but I recently made a shift. I decided to talk more about empowering teenagers, instead of talking about not bullying each other, because when teens feel hurt, they turn around and hurt others.”

“I really saw this when I went into the schools and I realized very quickly that a lot of teenagers, even younger youth, were being mean because of the way that they spoke to themselves.”

Dowhan said that adults can help improve the mental health of teens and youth just by being a support or a mentor in their lives.

She also shared a story about having car troubles

while on the road to Alberta in December and the remarkable response and service her family received from Barber Motors in Weyburn.

“We literally pulled into Weyburn and there was a welcoming committee for us. The service department knew we were going to be there. They had the parts ready and everything we needed.”

It was more than providing a service to the family, as Tiffany said that Mal Barber showed that he knew that the family was trying to get home. He made them feel welcomed and that they were seen and heard.

“The way he treated us, it was like we were family and part of the community. Our children still talk about that experience to this day.”

The reason Tiffany shared that story was to encourage other business members of the community to pay attention to those around them and how they can help out others.

“I want you to think about this as a business person, as a family member, as a friend, as a neighbour. Are you really paying attention to those around you and the needs that they have?”

“When others have a difficult time in their life, try to have awareness that it is happening. Take the time, talk and listen, because you never know what somebody else might need.”

Another important part of Tiffany’s time at McKenna Hall was sharing of songs that had an meaningful impact in her life.

Submitted by Sharlene Stanley The Plainsight Weyburn Art Collective was formed in the fall of 2025. Sara Irwin gathered artists and makers from the Weyburn area to discuss the desire to form an artist collective for the purpose of showcasing the talent of local makers.

The initial gathering was small, but word soon travelled and more artists were added to the collective making a present-day core group of ten artists. These artists work in a variety of mediums like mosaics, pottery, watercolour, sketching, fabric, and acrylics.

When Irwin was asked why she started the collective, she replied with “I want a place for our local artists to be seen. I have travelled and have seen this in other places and wondered where is ours?”

She said that she wanted a community of artists who support, engage, uplift, and learn from one another and there is a need for a market venue for local artists.

The Art Collective wanted to learn about each others’ art. The artists began with retreats where they could gather for the day to create, support and encourage each other.

There have been four successful retreats. There is one more planned before the group takes a break for the summer but will resume retreats in September. The next art retreat will be on Saturday, June 6, 9:30 a.m. to 5 p.m. at the Weyburn Public Library. Everyone is welcome to bring their art or just pop in to see the process of art being created.

Through the winter and spring months, Plainsight has been organizing ‘The

Artist Next Door Fine Art Festival’. This will be the first event like this for several years in Weyburn and hopefully will become an annual event.

The Artist Next Door Fine Art Festival will be held at the Knox Hall, 136 2nd Street, Saturday, May 23, 10 a.m. to 4 p.m.

Admission is by donation as the collective wants to make seeing art available to everyone. There will be 22 artists showcasing creations ranging from bead work, pottery, watercolour and acrylic painting, drawing, mosaic, stained glass, and fibre artwork.

There will be a dedicated space for live demonstrations throughout the day, providing the public the opportunity to view artists creating in real time!

Local groups like South Saskatchewan Rock and Gem Club and Weyburn Pottery Club will also be participating by showing and selling some of their wares. The Grub Shack will be on sight to provide some of their snack and lunch favourites.

The Plainsight Weyburn Art Collective will return to regular meetings in the fall.

They will evaluate attendance and success of sales at the art festival. This will determine if the event will be repeated in the same format or reenvisioned as a popup market or a store front space staffed with volunteers. Sara Irwin dreams of a larger collective providing Weyburn a place to view and purchase fine art created by local artists. She concluded with an invitation to come see the tremendous quality of art that will be showcased at The Artist Next Door Fine Art Festival.
