Industry statistics continue to feature the high number of accidents resulting from working at height activities. In spite of the best efforts of the regulators and those involved in the industry, there has been no indication of an improving trend.

According to a recent SafeWork Australia report, over the 10year period from 2003 to 2012, 274 workers died following falls from a height, which amounted to 11% of all worker fatalities.

n 2012, fatalities from falling from heights accounted for 13% or 29 workers’ deaths - two of these deaths were the result of a fall from buildings under construction or demolition and eight were the result of falls from a roof. While the construction industry accounted for one-third of fall-related fatalities in the last four years, another third of the workers fell to their death from a ladder.

The Working at Height Association (WAHA) members witness that the ‘big end of town’ in the ‘construction industry’ (building designers, major construction contractors and their subcontractors) is extremely active in its height safety management roles all the way from risk analysis, driving the hierarchy of control to eliminate or minimise that risk and defining/ implementing appropriate safe working methods.

The ‘design and construct’ phase of new buildings is supported through the compliance with building codes, following appropriate codes of practice and adopting relevant Australian Standards. Worker training and equipment management also remain high on the agenda on new construction work. It has to be acknowledged that much of this activity - while now almost automatic in the design and construction industries - was originally driven by the focus from the regulators on height safety issues.

However, while WAHA applauds and continues to work to support this activity in the construction area, the association has become increasingly concerned about the lack of safety focus directed at the building service and maintenance activities that inevitably follow after the design and construction phase. It may take a few years to design and construct a building but the life of that building is likely to be much, much longer and maintenance and refurbishment activities increase continually over its period of use.

The design and construction phase usually includes the installation of equipment to be used to support the ongoing ‘facility management’ operations when the building is in use accessing and servicing roof-mounted equipment and maintaining building windows and facades. However, there are no building codes, codes of practice (COP) or Australian Standards covering the design, installation and commissioning of this equipment. It is these areas that are currently causing WAHA greatest concern.

Much of this roof access and working at height safety equipment is never used during the construction phase and is considered just another cost associated with the building. As such, this work is subjected to the cost constraints applied to the whole project and often a minimalistic approach is

adopted - passing any operational safety issues on to the building owner.

When the building is commissioned and passed over to the owner, the owner - or their appointed facility manager - takes on the responsibility for the functionality and of the building systems and the safe procedures for carrying out that work. This is where risk assessments of the work to be undertaken can expose deficiencies in the equipment installed - and in some cases, the complete lack of systems.

Most height safety systems are subject to the requirement of documented annual inspection and recertification by a competent person. It is in this area of inspection prior to recertification that WAHA members have - for some time - been reporting increasing numbers of

non-compliant installations at the time of inspection.

In response to these reports, four larger members of the Installer Category within WAHA collated equipment inspection data over a three-month period, Figure 1 shows the results from 34 new buildings (completed and occupied in the last 12 to 24 months) and 119 existing buildings (fitted with retrofitted equipment).

All the available industry data was presented to a specially convened seminar at last year’s Sydney Safety Show where the ‘fall crisis’ subject received significant amount of interest from the 190 attendees at the seminar.

Since then, the association has made direct representations to all state and territory WorkCover authorities providing

them with the industry data. The association has subsequently presented the detailed information along with supporting photographic evidence of the issues to a number of authorities as well as to HWSA (Heads Of Workplace Safety Authorities).

The initial reaction from the regulators and the authorities was that industry had no stomach for more regulation and that, in fact, there were strong moves towards deregulation. Additionally, it was generally agreed by both parties that the focus of the regulators and authorities was mostly on the ‘construction’ industry and not on the aftermarket.

Unfortunately, deaths from falls from height happen in both segments - and therefore need to be addressed in both segments.

The Installer Category of WAHA is currently progressing well with the development of an industry-based code of practice covering the design, installation and testing of new installations - both for new buildings and for retrofit applications - as well as the inspection, testing and recertification of existing installations. The association is looking towards Safe Work Australia to support the development of this COP and to support its adoption in the field.

The association would also like the regulators to address the requirement for a high-risk licence for those that have to install, test, inspect or recertify working at height installed systems.

WAHA is also offering to develop briefing data sheets and appropriate training programs to assist WorkCover in training inspectors to identify and address unacceptable installations.

However, in the middle of all this activity are those that have to manage facilities - building owners and facility managers. Many of the installations they are working with currently carry meaningless ‘certification’ and, as the WAHA survey showed, many are well below the industry-based standard. Processes have to be introduced whereby the facility manager can be certain that the equipment that has been installed is correct for the work to be undertaken. They also have to be able see that it has been inspected and certified to the appropriate standard by a person in some way registered as competent to do so. Currently there is no such methodology - and that presents an ever-increasing risk.

The association is expecting feedback from HWSA in mid-February and will report on those outcomes accordingly.

Thinking outside the box for facility maintenance safety How do you provide and install user-friendly roof access systems that not only adapt to existing equipment but can also match a uniquely curved-roof profile? The guardrail solutions recently installed at a busy suburban shopping centre in Victoria required innovative thinking, products and design.

Difficult and dangerous access to rooftop maintenance equipment had long been a problem for this curved roof profile building at the shopping centre. Add to this, a solution was required under an extremely tight deadline while trying to ensure the least disruption possible to the busy centre. These were just some of the challenges associated with the recently commissioned Greensborough Plaza Project.

DRUG AND ALCOHOL POLICY IN THE WORKPLACE

At the Australian Drug Foundation, we call alcohol and other drug use the “hidden cost” to Australian workplaces because, for the most part, many businesses are blind to its impact or reluctant to face up to it.

S

o let me shed some light: alcohol and drugs cost Australian businesses $6 billion a year in hidden lost productivity and absenteeism.

While the dollar cost to businesses across Australia might be quite a shock to some, it’s nothing compared to the human cost. Alcohol use contributes to 5% of all Australian workplace deaths and 11% of accidents, as well as the huge human toll on families and relationships impacted by alcohol and other drugs.

Best practice organisations not only recognise this as an issue, they know that these costs directly impact on their bottom line and that the drinking activities and drug use of an employee can affect work performance.

But it’s not all bad news for employers when it comes to drug and alcohol use.

At the Australian Drug Foundation, we started working with businesses because we identified the great potential the workplace has to positively affect a person’s health and wellbeing. We also saw employers looking for ways to reduce health and safety risks.

Each workplace has its own unique customs, practices and conditions which impact the workplace culture, and alcohol and drug use, so there is no one-size-fits-all answer.

There are, however, four basic components central to any effective workplace alcohol and drug program.

1. Workplaces need to develop and implement a sound formal written alcohol and drug policy which fits the organisation’s needs and addresses workplace-specific risks.

2. Education and training about drugs and alcohol is necessary to ensure employees understand your organisation’s policy and have

that test employees isn’t available, some media reports suggest workplace testing is increasing at the rate of 25-30% each year.

No one objects to the breath testing of automobile drivers to ensure their performance is not impaired by high concentrations of alcohol. Similarly, people who are engaged in safety critical work in occupations such as transport or the use of heavy machinery may also expect to undergo drug testing to reduce the risk of harm to themselves and others.

Yet, in other contexts, workplace drug testing is far more controversial. For instance, a NSW electricity company recently made headlines after the Fair Work Commission barred it from drug testing its employees using their urine.

At the upcoming Safety In Action Conference in Darwin (1920 March), I will be on a panel discussion about whether or not drug testing is a suitable solution. I’ll be looking at examples of workplace testing and the success rates. I’ll also ask organisations to consider why they are testing. Evidence suggests testing is not a deterrent - so is there a better way?

A preventive alcohol and drug workplace program can help organisations of any size become healthier, happier and more productive.

As an employer, you can use web training to inform employees of your company’s policies about alcohol and other drugs in the workplace, and educate them on the harms they can cause. The Australian Drug Foundation has produced a great tool called ADF Aware, which can be tailored for individual companies.

3. Employees need to have access to confidential counselling and treatment services, and they should be provided with paid or unpaid leave to attend sessions. By investing in providing access to these services, organisations can avoid the financial costs and loss of morale amongst co-workers associated with employee dismissals.

4. Ongoing evaluation of alcohol and other drug programs is essential to long-term effectiveness. Like any business program, we need to regularly review and improve processes to make sure they reflect changes in the workforce or improvements that can be made.

Many workplaces also look to drug testing as a solution to drug and alcohol use. While reliable data on the number of workplaces

Ensuring safety of biogas production with oxygen analyser A Scandinavian producer of Biogas has selected Michell Instruments’ XTP601 oxygen analysers to monitor O2 levels for safety and quality at two sites in Sweden.

The XTP601 Oxygen Analyser is used to continuously provide readings of the levels of O2 in the process. In general, the lower level of oxygen in these applications should be no more than 0.5%, with a danger level of 4%. To ensure safety, the XTP601 has alarms to shut down the plant if oxygen levels approach the danger level.

One plant produces biogas from sewage while the other uses food and garden waste; however, the biogas from both plants is used as a transport fuel. Despite the different feedstocks, the process of upgrading the gas for use is the same. The biogas must be upgraded to 95% methane, which will give it a high enough calorific value to produce the energy required for transport fuel.

It will also make it highly flammable - which is why it is important to keep levels of oxygen low during the process. The XTP601 provides stable, accurate readings and is capable of measuring

oxygen from 0-1% up to 0-50% as well as suppressed zero ranges, such as 90-100%.

There are three options for configuration: a transmitter, a transmitter with status LEDs or a full display version. All of these options may be rated for either safe or hazardous area use, with hazardous area classifications available for ATEX, IECEx and CSA. The full display version of the XTP601 has a touch-screen interface to enable easy operation without needing to remove the lid. This means that users can calibrate, change settings and interrogate the instrument in the hazardous area without the need for a ‘hot permit’ or permission to carry out work. Menus allow easy access to information on oxygen concentration; analyser status; a graph showing oxygen trends over a user-defined time period; alarm history; minimum and maximum concentrations; and other parameters to aid diagnosis of plant conditions.

Where there is smoke, there is now automation To enhance operations within its Fire and Security division, Chubb Australasia General Manager of Service Delivery and Strategy Jody Blinco was tasked with finding and integrating a technology solution nationwide which would make data more readily available in real time and provide better visibility across the work of its Fire and Security technicians. The company decided on a field data automation solution from Intermec.

One of the major motivators within Chubb to move towards complete field data mobility came from the desire to better service its customers, by being able to quickly and regularly inform them of the status of their fire and safety testing and compliancy. This would have been very difficult to achieve under the old paperbased system.

Another factor that added to the device passing the all-rounder test was that all information about the sites Chubb technicians went to could be on hand at any given time. This might include notes about who to talk to or important contact numbers for the site. Through the messaging tool, technicians could download what had happened and who was on the site recently.

Additionally, when technicians go to a job at, for example, a mine site that has 2000 fire extinguishers spread across the site, they can scan a barcode to find a particular extinguisher in the list and check it off electronically. In this instance, the handheld is saving them time and leaving little room for error in data recording.

COULD BE LIFE-SAVING FOR DRIVERS AND WORKERS Thousands of Australians could be spared from injury by the work of an exciting research consortium that is charged with alleviating fatigue and boosting productivity.

T

he Cooperative Research Centre for Alertness, Safety and Productivity is an alliance of technology companies, academics, regulators and employers who are joining forces to develop cutting-edge new devices and systems that help protect workers and drivers from fatigue.

The centre, established with a $14.48 million contribution over seven years from the Australian Government, is claimed to be the first of its kind internationally to tackle the growing problem of sleep disruption with practical multidisciplinary projects driven by those who will develop and utilise the technology.

“Never before have we seen such a dynamic approach to solving the issue of fatigue and its damaging effect on workplaces and our roads,” says Anthony Williams, chief executive of the CRC. “With our 24-hour society, more Australians are working shifts or getting less shut-eye, and suffering serious sleep disorders like insomnia and sleep apnoea. The impact on alertness has a worrying knock-on effect for workplace productivity and injury statistics,” Williams says.

Almost 10,000 serious workplace injuries and more than 25,000 serious road crash injuries are caused by poor alertness each year. The cost to the Australian economy is substantial - over $5 billion a year in lost productivity and healthcare costs, and over $31 billion a year in the loss of healthy life.

“We’re planning on turning that around with a range of personalised, state-of-the-art tools that will improve alertness, boost performance and make our country safer,” Williams says.

The consortium has the audacious goal of reducing injuries by 9000 a year by 2028, saving the health system almost $2 billion in costs arising from fatigue-related injuries. Focusing on monetary benefits alone, the CRC is projected to deliver public benefits valued at more than $196.5 million over 15 years.

Research Program Leader Professor Shantha Rajaratnam from Monash University says the consortium will be charged with developing tools that measure alertness accurately, predict critical lapses and intervene before poor alertness impairs productivity and safety.

“Through the discovery of new biomarkers of alertness, we will be able to create new devices that test a worker’s sweat or saliva for these signals, before operating machinery or getting behind a wheel. An accurate, real-time alertness test such as this could be life-saving.”

Research will also focus on developing dynamic lighting systems that can reset the body clock and directly activate the brain to

improve alertness and performance. These smart lights could be personalised for individuals or used office-wide to predict when a person’s alertness is starting to wane.

“Carefully timed light exposure, potentially in the blue shortwavelength range, could give these workers a boost in alertness to get through their shift, feeling clear-headed and up to the job,” Professor Rajaratnam says.

The group will also work to better identify and treat people at risk of sleep disorders like insomnia or sleep apnoea.

“Sleep disorders are highly prevalent in our society - but current tools to detect and manage many of these disorders are limited and we have no way of identifying which individuals are at most at risk of so-called alertness failure,” Professor Rajaratnam says.

“By identifying the vulnerable individuals, we could develop targeted treatments, vastly improving safety and performance of workers.”

The CRC brings together 26 diverse organisations, among them large multinationals, small Australian technology companies, universities, regulators, insurers, policy agencies and employers.

Research nodes are located in SA, NSW and Vic, with an integrated industry placement program helping to build capacity among young Australian researchand companies.

Facts and figures about fatigue in Australia • More than 18% of adults report sleeping less than six hours a night regularly, with sleep disorders affecting over 20% of the population.

• One in five serious car crash injuries are attributed to impaired alertness, making it the largest identifiable and preventable cause of transport accidents.

• 16% of the Australian workforce are shift workers, who experience impaired alertness due to inadequate sleep and disruption of the 24-hour body clock.

• 45% of the truck drivers have a sleep disorder causing impaired alertness.

• Employees with a sleep disorder have a 50% increased risk of occupational injury, absenteeism and error or safety violation attributed to fatigue.

Our eyes are very complex, yet we often take for granted that our vision will be perfect as we age. The reality is that undiagnosed visual problems may, potentially, put us and others in danger.

Nearly everyone will need to use prescription glasses to overcome visual issues or defects at some time as we age, but a regular check-up with your optometrist can keep you ahead of the game.

In the work environment, uncorrected visual errors contribute to reduced work performance and may increase the risk of injury. With an ageing workforce, the proportion of workers with visual defects will rise. According to the Australian Bureau of Statistics (ABS) the average age in the workforce is 39.4 years, and 54.2% of the total workforce will require visual correction to perform at safe, efficient levels. A simple ‘visual screening’ test can identify visual problems which can potentially hinder a highly skilled and experienced worker in performing their duties effectively.

Companies with workers engaged in safety-critical work are likely to be familiar with the need for workplace drug and alcohol testing. But many may not have considered the benefits of managing this process in-house. According to Pathtech Account Manager Larissa Galanti, it is possible for the drug and alcohol testing to be conveniently and easily conducted in-house, without sacrificing accuracy.

ith an estimated 62% of harmful drug and alcohol users in full-time employment, the need for workplace testing can be considered necessary in many safety-critical industries. “By administering your own testing program you can have greater control of this critical process,” says Galanti.

Choosing a drug testing method When it comes to choosing the drug testing method for an on-site workplace procedure, there are a number of factors that should

be considered. There has been much debate over saliva versus urine drug testing methods. A NSW Government-owned electricity network company recently lost its third legal attempt to force staff to undergo urine tests for drug and alcohol use. In this case, Fair Work Australia found the use of urine testing was “unjust and unreasonable” because it could detect drug use from days earlier, rather than more recent use that could lead to impairment at work.

The role of drug and alcohol testing in the workplace should be about identifying potential impairment to make sure the worker is fit to work rather than for disciplining staff for their ‘lifestyle’ choices.

According to Pathtech, saliva testing has a number of advantages over urine testing for an on-site drug testing program and these include: • Less invasive to the person being testing.

• Can be carried out without the need for specialised facilities.

• Shorter window of detection for drugs - this is why it is known as ‘fitness for work’ testing as saliva testing is detecting recent drug use as opposed to history of drug use (or a ‘lifestyle’ test).

Galanti says a number of questions should be asked in order to identify a quality saliva drug test. These include: • Does it meet the Australian standard? The device should meet Australian Standard 4760:2006.

• What are the test cut-off levels? Not all devices are the same, some are more sensitive than others.

• How effectively does the test detect marijuana/cannabis?

The ability to detect the parent compound (delta-9-THC) is a valuable feature.

• How much of a sample is required? The greater the volume of saliva required for the test, the more time-consuming and less comfortable the whole process will be for all involved.

• Do you need to handle the saliva sample? If the saliva sample does not need to be handled by the tester, this has obvious advantages concerning comfort for staff as well as improving simplicity of the testing procedure.

• What is the total testing time? Ask how long saliva collection will take as well as how long the test will take to run to gain a better understanding of the total time and resources needed to be allocated to the testing procedure.

• Can you rely on the result? Request proof of accuracy or ‘failure’ rates from the supplier for the product to compare the accuracy of different devices.

• What is the shelf life of your testing device? If testing frequency of the on-site program is not high, it is important to look for a device with a longer shelf life.

• What training is available? Consistent training is important to ensure all staff carrying out the testing will be doing so in a uniform manner, reducing variation between results.

• How long has the supplier been operating? It is important to consider the number of years of industry experience the company supplying the kits has had to ensure its ongoing support.

Reducing ‘nuisance’ alarms in the process industry According to the Abnormal Situation Management (ASM) Consortium, ineffective management of nuisance alarms (alarms that sound unnecessarily) can lead to incidents that cost the process industry billions of dollars and pose an increased risk of fatigue and stress for operators who must constantly make instant decisions on how to respond when an alarm sounds.

Honeywell has now launched its DynAMo Alarm Suite, an advanced alarm management software that reduces the overall number of alarms while helping operators focus and respond to the most critical of those. The software leverages more than 20 years of alarm management experience in the process industries and can help users reduce overall alarm count by as much as 80%, identify maintenance issues and increase visibility of critical alarms that require urgent attention.

According to Darren Wyllie, General Manager, Advanced Solutions - Pacific, who launched the product in Sydney today, there are a number of features that makes this product different, including: vendor neutrality, a customisable dashboard and its mobile device compatibility.

The customisable, role-based dashboard enables operators, engineers and managers to view the health of their alarm system at a glance. A key feature of the new software is that it is compatible with many mobile devices, enabling personnel to view alarm metrics at any time, from almost any location. This ease of access enables more frequent monitoring and faster corrective action, which helps alleviate a major fatigue factor of operators.

- A HOT TOPIC AT SAFETY IN ACTION DARWIN 2014 While most would agree that drug and alcohol use in the workplace environment could be harmful, drug and alcohol testing in the workplace continues to be a topic of contention. Advocates of workplace drug testing argue that it can work to reduce risk to workers, while many opponents perceive these types of measures to be intrusive of privacy.

istorically, alcohol use in the workplace has often been tolerated. While attitudes have since changed, it was not until 1962 that the International Labour Organisation acknowledged social policies which prohibited alcohol as a payment for labour. Now, in 2014, drug and alcohol testing has become as important as ever in certain high-risk occupations.

Breathalyser Sales & Service Managing Director Ben Smit says: “Over the past 10 years there has been a significant shift in employee attitudes towards drug and alcohol testing at work.

In the bad old days it was seen as an invasion of privacy and an unreliable method of keeping tabs on the workers.

“Today, it is viewed by both employer groups and employee associations, including unions, as an essential OHS practice. In fact, some unions who were once suspicious of our products now insist they are on-site and available for the members to use,” he says.

Smit says that “since taking Breathalyser Sales & Service products and performing regular drug and alcohol testing in the workplace, most clients have seen significant decreases in workplace injuries and sick leave. For example, the Civil Aviation Safety Authority (CASA) conducts its own random alcohol and drug tests.

[It] recorded seven positives for alcohol and two for drugs out of 11,252 samples during the 2012-13 year. This is a huge decrease since they first started testing several years ago.

“Incorporating high-quality drug and alcohol testing equipment into an organisation’s workplace testing regime can only enhance a company’s ability to ensure the safety of its employees,” adds Smit.

Mine to trial directional noise-monitoring technology Mount Thorley Warkworth will be the first mine to trial a new directional noise-monitoring system with the aim to be more effective in real-time management of noise.

Developed by Acoustic Research Labs, the Environmental Noise Compass technology will enhance Coal & Allied’s existing noise-monitoring system, which currently involves eight monitoring devices surrounding Mount Thorley Warkworth, six surrounding Hunter Valley Operations and two at Bengalla.The system will be installed in the southern area of Bulga village in the coming weeks to assist with monitoring and managing noise from Mount Thorley Warkworth.

The technology uses an array of 26 microphones and advanced acoustic signal-processing methods to detect and assess multiple noise sources in real time with greater accuracy.

Of all the occupational exposures, respiratory inhalation poses one of the most dangerous and insidious threats to workers and their employers. The nature of some dusts (with a very small particle size) or fumes (that are non-visible and odourless) means these hazardous substances and toxins can remain undetected and can have disastrous acute or long-term consequences to workers’ respiratory health.

horough assessment of the level of exposure to contaminants in the workplace and the type of working environment (heat, confined, mobility, existing PPE) is a critical part of any respiratory protection program. This work requires willingness in the business to invest in accessing a deep body of expertise and knowledge to implement the right respiratory protection program.

Furthermore, many employees in heavy industry are working over long periods of time where they are required to carry a range of equipment and PPE during high-exertion activity in hot conditions. In these circumstances, even knowing the risks, there is a natural desire for workers to avoid cumbersome or uncomfortable face masks and seek relief by removing or constantly adjusting their masks. Where respiratory protection is concerned, a business’s commitment to workplace safety can be tested in these circumstances.

One of Australia’s largest building and construction materials suppliers recently explored alternative respirators that would be able to maintain a high level of protection and be comfortable for its

employees to wear. The company’s hard rock quarries have some workers who confront dust hazards daily during working shifts.

Negative pressure masks were being worn by their staff to protect them during the production and maintenance phases; however, the site HSE advisor was looking for a respirator that eliminated the concerns associated with the use of available disposable respirators.

These concerns included the potential that staff may not replace the disposables as often as they should when the filters became dirty and, in other cases, the disposable respirators may be thrown away before they needed to be. This could significantly add to the cost of the site’s PPE. The disposable respirators also relied heavily on the wearer correctly fitting the mask, with subsequent reports from quarry staff that the mask could be tight and uncomfortable, which often contributed to safety glasses fogging up.

The company conducted an extensive search and review of available respiratory protection products on the market with the assistance of its national safety supplier, Protector Alsafe. Protector Alsafe’s experienced account managers presented a range of respiratory solutions to their client and the company’s NSW HSE

advisor. The HSE team noted the traditional full-face powered air purifying respirators (PAPR) provided high levels of protection; however, they looked like space suits and were bulky and could make the workers feel claustrophobic.

Instead, the company decided on the Australian-designed and -engineered half-mask PAPR CleanSpace2 by PAFtec, which is claimed to be Australia’s smallest powered respirator (less than 700 g).

Recipient of a prestigious Commercialisation Australia grant and International Design Award, the respirator has an intelligent software system that delivers clean fresh air and is breathresponsive. “The system adjusts the mask pressure and airflow to match that needed by the wearer regardless of how hard they are working. It’s a remarkably comfortable mask,” explains Dr Alex Birrell, PAFtec’s CEO. After extensive trials of the CleanSpace2 positive air (PAPR) respirators, the company’s hard rock quarries discovered that the staff preferred to wear CleanSpace2 over the traditional disposable dust masks that had been in use on-site for many years.

The staff said that the unit felt more comfortable and was easy to use and simple to maintain, which meant that for the management team, it was easier to implement and support the use of respirators in line with the site’s mandatory PPE requirements. The trial also highlighted additional benefits from using CleanSpace2, including eliminating the issue of the safety glasses fogging up. Staff reported that they were able to perform their daily tasks with greater ease as a result of the fresh airflow across their mouth, nose and face.

From a safety perspective, with a positive air pressure respirator, the facepiece seal (on the powered respirator) is less critical to protection than a negative pressure mask, such as a disposable respirator. Firstly, if the seal is broken, the system compensates by increasing airflow and pushing air out of the mask (preventing risk of contaminants leaking into the wearer’s breathing zone).

This ensures that if the facepiece seal is broken by bumping or accidental contact with the wearer’s arm or hand, then the wearer has less potential exposure to airborne contaminants.

With a positive pressure respirator, there is significantly less risk of airborne contaminants breaching the mask and the wearer inhaling contaminants even during inadvertent mask movement, such as when the wearer adjusts the mask or speaks.

An additional safety benefit of the CleanSpace2 system is the filter blockage detection system that alerts the wearer to replace the filter when the system detects a heavy particulate load. This assists the staff to ensure they have adequate filtering and it also saves on the costs associated with unnecessary filter changes.

From an environmental perspective, the company says it feels proud that it is reducing its waste generation with the re-usable units. “We were surprised and pleased that when we projected out the cost of CleanSpace2 compared to use of our disposable respirators there was a significant reduction in our long-term costs on respirators when we switched to CleanSpace2. Every employee at our trial site now has their own battery charger, filter pack and mask,” said the company’s OHS site manager.

To save costs even further, the company found that the CleanSpace2 respirator unit with its removable silicone masks can be shared between staff members. By issuing each person with their own correctly sized facepieces, the powered unit being a closed circuit design means that the exhaled air will not travel into the powered section of the respirator unit. The air is exhaled out through the exhalation valve, thus preventing the potential for the transfer of communicable pathogens between staff.

“Similarly, the masks, being soft silicone, are modelled on the medical industry and have been designed to be hygienic and easily cleaned (even in the dishwasher, if necessary) between shifts, maintaining a clean and fresh space for staff to breath,” says PAFtec Global Head of Sales Jon Imms.

Since the initial trial, the company’s other Australian sites have witnessed the benefits and have sought to introduce, with the support of Protector Alsafe training and safety personnel, the CleanSpace2 half-mask powered respirator to their respiratory protection programs.

The company is now looking into implementing the widespread use of the CleanSpace2 powered respirator at many of its quarry sites as a replacement for disposable respirators across the region.

Fire protection solution at Nepean Hospital Wormald has installed a comprehensive fire protection solution at the new surgical wing of Nepean Hospital in Penrith, New South Wales.

The 520-bed teaching hospital opened the new wing, known as the East Block, in 2012. It features six operating theatres, an Ambulatory Procedures Centre and two 30-bed surgical wards. The fire protection solution provided by Wormald includes a comprehensive fire detection system incorporating an audible warning system and fire fan controls.

Wormald installed a Vigilant MX4428 fire alarm system, which is networked with the main panel and floor plan Colour Graphics system in the hospital’s North Block. The system provides a highly sensitive and rapid response to fire together with a low false alarm rate to ensure minimal disruption to hospital operations.

Wormald also supplied and installed approximately 1500 detectors, manual call points and door holders throughout the hospital’s East Block, chapel and intensive care unit (ICU). A smoke control system, incorporating a dedicated fire fan control panel, was installed to manage the fans which form a part of the building’s heating, ventilation and air-conditioning system. The fire fan control panel is interfaced with the MX4428 fire alarm system and operates automatically in ‘fire mode’ in the event of a general fire alarm and provides manual control of the smoke control system to emergency services.

A modern evacuation system was also installed in the form of a Vigilant QE90 Emergency Warning and Intercommunication System (EWIS). The EWIS features a flexible alarm and voice

warning system, with speakers mounted throughout the building.

A dedicated emergency telephone network is provided to ensure the hospital’s fire wardens and emergency services personnel can control rapid evacuation.

Wormald Project Manager Therese Rankin said, “The fire protection and evacuation systems installed at Nepean’s new surgical wing offer a high level of protection for hospital staff and patients. Their flexible nature means the systems can be easily reconfigured if new buildings are added or existing buildings change function.”

NEW ANTI-BULLYING PROVISIONS Hall & Wilcox Employment and Workplace Health & Safety Special Counsel Jessica Fletcher said that the new provisions, which extend the jurisdiction of the Fair Work Commission (FWC) to deal with complaints of bullying, may also present an opportunity for employees to frustrate legitimate management actions instigated by an employer.

"W

hile the introduction of the new jurisdiction seeks to address the concern that bullying is eradicated from workplaces, the new jurisdiction may come at the likely cost of some employees using the process to provide roadblocks to legitimate performance management and disciplinary procedures.

“The new provisions will undeniably put a spotlight on every employer’s complaint handling and performance management procedures, along with the overall culture of the employer’s workplace.

“As such, employers who fail to ensure that the people within their organisation who are responsible for managing workers know when and how to best deal with performance issues may be at a higher risk of having to spend time and money responding to bullying claims in the FWC,” Fletcher said.

However, Fletcher said the FWC would not just be paying greater attention to how employers dealt with their employees.

“The FWC will have new powers to deal with complaints of bullying from all people working for a business, since the term ‘worker’ will soon include volunteers, trainees, contractors and subcontractors and their employees.

“So it’s likely that the already increased number of bullying claims will surge when the new provisions take effect, particularly because of the broader coverage of these provisions,” she said.

Of those complaints received by the commission, Fletcher said some would be deemed ‘reasonable management action’, which is an exception to the definition of bullying under the new provisions.

“If applicants don’t fully understand what is defined by the term ‘bullying’, or if they do understand but are attempting to frustrate

or delay a management process, the outcome is the same, and the losers will often be employers who have to expend time and incur costs in managing these complaints throughout the FWC process,” she said.

Fletcher also confirmed that the commencement of the new provisions would coincide with the release of two new guides on workplace bullying issued by Safe Work Australia.

“These guides are going to be useful tools to help employers review and audit their existing practices, and to formulate a best-practice approach to preventing and responding to bullying.

“While not legally enforceable, the guides will form part of the evidence matrix in work health and safety prosecutions, and are likely to be used in FWC bullying claims to demonstrate what the employer ought to have known about how to prevent and respond to bullying in the workplace.

“The guides will be the base from which the employer’s actions (or inaction) will be assessed,” she said.

“These are a few things organisations should be doing now to ensure their organisation is ready for the new provisions and to minimise the risk that the next round of performance reviews results in a bullying claim in the FWC: 1. Review the organisation’s existing policies against the new workplace bullying provisions to ensure the changes are reflected. This includes creating new policies that define the term ‘bullying’ and outlining what actions need to be

taken if it is identified in the workplace. This will help demonstrate the organisation’s preparedness to proactively deal with complaints of bullying should an employee bring a claim in the FWC. 2. Conduct workplace behaviour training for managers and employees, concentrating on the organisation’s code of conduct/ charter and the revised provisions.

3. Conduct training for managers on ‘performance management’ - what it is, and when and how to do it to ensure it’s consistent with the organisation’s revised policies.”

Fletcher recommended that organisations take these changes seriously and act now to ensure they’re ready for the new provisions which commenced 1 January.

PUTS THE BRAKES ON FOR SAFETY Mobile machinery used in the construction industry can present a significant hazard to people, plant and equipment. One of the reasons for this is that operators of such machinery can have a restricted view when reversing. To assist the operators when reversing in close proximity to people or plant, an array of risk-orientated controls, ranging from cameras, proximity devices and beepers, has been used with mixed success.

nderstanding the need for continuous improvement, Thiess recently worked with Queensland company Surveillance Guard Co to trial an Australian-invented, aftermarket, automatic braking system on its fleet of light commercial vehicles and trucks used in the civil construction/mining environment.

Called Reverse Alert, the technology was originally designed as a child-safety initiative and has been trialled on more than 60 vehicles, including passenger vehicles, vans, taxis and road transportation trucks. The system comprises reversing camera, sensors and an automatic braking technology that automatically applies the brakes when the rear sensors detect a person/object.

Ultrasonic sensors are fitted to the rear of the vehicle. When reversing, if these sensors detect an object at 1.6 m a signal

is then sent to a solenoid located at the front of the vehicle.

The solenoid is attached to a flexible cable attached to a universal brake pedal clamp that is fitted on the brake pedal. When activated, the solenoid ‘pulls’ the brake pedal and the vehicle automatically stops.

As the product was not originally designed with the intention of being a WHS initiative, the Thiess trial was used to determine whether this approach to automatic braking could be considered suitable for reducing risks for conditions and vehicles used within industries such as the construction/mining industry.

The field trial was conducted by Thiess personnel in Queensland using light commercial vehicles and trucks under off-road terrain conditions. Running for four months, the trial concluded with the collation of data from the field reversing tests (revers-

ing towards a human cut-out) and the operator’s verbal and written responses.

This feedback has resulted in some minor design modifications to make the technology suitable for this type of application. It was discovered that vehicles reversing on loose dirt surfaces may require more time to stop. Now when the sensors are installed, the user has the option to select the optimum range for the conditions under which the vehicle will be operated. For example, 1.6 m is considered optimum under normal road conditions, whereas under off-road conditions a longer range of up to 2.5 m range may be required.

Due to the increased size of trucks used on the trial, blinds spots were identified as another issue that needed to be addressed. As a result, the number of recommended sensors at the rear of the vehicle has been increased from four (which is considered suitable for use on a car) to a range between six and eight sensors for trucks (depending on the size).

While the system already included certain override features that allow the driver to park and reverse on extreme angles, the override functionality has also undergone some improvements to make it more user-friendly and easier to use under off-road conditions.

Overall, the trial produced promising results which indicate the technology does have potential in the construction/mining environments. According to the general manager of Reverse Alert Australia, Anthony Hoiberg, there has been significant interest in the technology and the company is now moving forward with the production of technology which is designed to suit industrial application.

Hoiberg says the company is currently installing the technology on Pantech trucks (road transportation) and tip trucks, and work is also underway on a design to suit hydrostatic braking vehicles such as forklifts and front-end loaders.

Queensland Police Service to use Dräger DrugTest 5000 for roadside testing

On 17 October 2013, the Queensland Police Service accepted Draeger Safety Pacific Pty Ltd’s offer to enter into a standing offer arrangement for the provision of oral fluid roadside drug testing readers, consumables, maintenance and support.

Queensland Police Service will be the first Australian jurisdiction to deploy the Dräger DrugTest 5000 for roadside testing. The product was launched in 2008 to complement Dräger’s range of breath analysis equipment and has since undergone several independent evaluations at leading toxicology institutes in Australia.

The Dräger DrugTest 5000 consists of a ready-for-use sampling test kit system and an analyser, making it suitable for first assessment on the spot. Saliva samples can be collected easily and quickly using the test kit and the collector will not come in contact with the saliva sample. Other advantages include: high degree of conformity with blood samples and the detection limits valid in Germany (confirmed by a field test by the German Police University); extremely low detection limit for THC as the main active ingredient of cannabis; clear results display; hygienic sampling and analysis; high level of acceptance among users and test persons; and easy to use even with safety gloves.The saliva sample can be evaluated immediately using the analyser after sample collection and the results will be displayed after a few minutes. Up to 500 results can be stored on the analyser and, if required, printed using the Dräger Mobile Printer.

Both the Queensland Police Service and Dräger are looking forward to a successful deployment of the equipment in order to keep Queensland’s roads safe.

Endeavour Energy loses third case over urine testing for staff NSW Government-owned electricity network company Endeavour Energy has lost a third legal attempt to force staff to undergo urine tests for drug and alcohol use in a legal battle that will have major implications for a range of industries, including mining, transport and aviation.

The Electrical Trades Union (ETU) said the decision confirmed two previous court rulings, including by the full bench of Fair Work Australia, that found the use of urine test was “unjust and unreasonable” because it could detect drug use from days earlier, rather than more recent use that could lead to impairment at work.

Endeavour Energy launched the latest legal action in October last year, with the matter heard in the Fair Work Commission (FWC) in December. The company was attempting to vary the original decision, which required the use of oral testing, with urine-based testing.

ETU NSW deputy secretary Neville Betts said the decision, handed down in January, highlighted that the role of drug and alcohol testing in the workplace should be about identifying potential impairment, rather than disciplining staff for private actions taken in their own time.

“This is the third time the courts have ruled in favour of the ETU on this issue, despite Endeavour Energy spending hundreds of thousands of dollars in an attempt to force urine testing on their staff,” Betts said.

“In this latest case they attempted to use a licensing technicality to overturn the previous decisions and bring in their preferred urine-testing model.

“This most recent decision absolutely cements this legal precedent that has wide-ranging ramifications not only for the electricity sector, but for every industry that carries out drug and alcohol testing, in particular mining, aviation, transport and emergency services.”

The recent announcement by Victorian Premier Denis Napthine about his plans to implement comprehensive drug and alcohol screening measures as a condition of tendering for government construction contracts has sparked further discussion on the topic of random testing in the workplace. While reports are varied on the percentage of those working under the influence of drugs in the construction industry, Napthine argues that illicit drug use represents a real and serious risk to safety and therefore should be managed.

In Australia, most of us at some time have undergone an alcohol or drug roadside breath test while driving a car, so why should workplaces that require workers to operate safety-critical equipment be any different? Phillip Collins from the Australian Drug Foundation provides four basic components central to any effective workplace alcohol and drug program and discusses this issue

Revised model Work Health and Safety Regulations now available Technical amendments have been made to the model Work Health and Safety (WHS) Regulations 2011. A revised version of the model WHS Regulations, dated 9 January 2014, is now available from the Safe Work Australia website.

The revised version incorporates technical amendments made to correct inadvertent errors, clarify policy intent and address workability issues. These revisions apply mainly to high-risk work, diving work, plant, asbestos and major hazard facilities. A summary document of the key technical amendments has also been made available.

It is important to note that these amendments do not automatically apply. Each participating jurisdiction makes the amendments through their own law-making processes and the time frames for this will vary. Check details about implementation with your work health and safety regulator.

In my opinion Managing asthma in the workplace For those working in the mining, manufacturing and food and beverage industries, employee health is crucial to safety and productivity in the workplace. In these occupations, the work environment can result in ‘occupational asthma’. In particular, air quality can be problematic and is just one of the triggers for an asthma attack - which can happen at any time.

Asthma affects one in 10 Australians and is a condition of the airways.The nature of mining, for example, carries hazards like mine dust, diesel fumes and chemicals that can trigger asthma attacks. Adults in coalmining industries have been found to have higher rates of asthma and respiratory symptoms due to these air pollutants and particle material.

However, it is also important that people understand that the environment is not the only cause of asthma-related problems. Asthma patients and their employers should focus on best-practice asthma self-management and implement an asthma action plan to better manage asthma symptoms and reduce the severity of an attack.

“While many people have their asthma under control, there are still many others that do not and may think that they do. This is a wake-up call to people whose work is impacted by asthma, as well as their employers,” said Mark Brooke, CEO, Asthma Australia.

A new report by Asthma Australia, titled ‘Live, Love, Play’, studied 1060 respondents with poor asthma control. It highlighted that 56% of people with uncontrolled asthma in paid employment take asthma-related time off work at least once a year, and almost one in five (18%) take time off every two months or more .

The report also revealed the effects that uncontrolled asthma can have on absenteeism and career progression, as well as lost productivity and skills in the workplace.

With more than half of Australians who have uncontrolled asthma taking time off work each year because of their symptoms, it is no surprise that many people acknowledge that asthma has affected their career or work performance.

“It’s important for those with asthma to feel comfortable when having a conversation with their employer and colleagues about their asthma. Asking a GP ‘Could I do better with my asthma?’ and ensuring they have a treatment plan with the right medication can give all asthma patients more confidence at work,” said Brooke.

Asthma Australia works directly with industrial organisations to develop communication and risk management plans. These help to raise awareness of the issues people with asthma face in workplaces and within the community.
