PUBLIC COMMENTS None.

EXECUTIVE DIRECTOR’S REPORT Clemente reported that he will be traveling to Tallahassee with Florida Downtown Association leaders at the end of the month. They will be attending in support of funding for mental health, homelessness, affordable housing, and transportation. He has also been invited to speak to a house panel as a subject matter expert on pedestrian and bicycle safety.

The city is conducting the “your waterfront your way” outreach initiative for feedback from the community on how they would like to activate and see the waterfront in the future. Clemente added that once the data is collected and report is complied will invite city staff to present it to the board. Clemente also informed the board that FDOT has committed to funding for the Mobility Coalition/WPBgo $75,000 per year.

PRESENTATIONS Mini Placemaking Grants The Placemaking Mini Grants were made possible through a matching grant from the Community Foundation, allocating $20,000 for this program. Last year, we developed and launched the call for creative concepts to secure up to four (4) projects. Each of these selected projects will receive up to $5,000 in funding to co-host a community-led placemaking project in our public realm.

Muriente announced that we received twenty-nine (29) submissions, from which nine (9) projects were invited to participate as semi-finalists for the mini placemaking grants. These projects were carefully reviewed by a five-person selection committee through rubric scoring criteria. Four winners were chosen for the Placemaking Mini Grants; The 107 S. projects have been chosen to enhance our community's placemaking and creative experiences. Muriente introduced each of the winners and they provided a brief description of each project.

Flamango Art Vending Experience: This outdoor opening night celebration will feature a new art vending experience called Flamango Vending, hosted, and curated by local 1909 entrepreneur Meghan McKenna. It is a vending machine that showcases sixteen (16) local artists and offers affordable artwork, making art collecting accessible to everyone.

Opening day will be February 29, 2024 (Leap Day) at City of West Palm Beach’s Clematis by Night and relocated to the Garden District courtyard and other public spaces for the rest of the year as a hidden gem of our Downtown district.

Kahani (Outdoor Theater): Pranati “Pranoo” Kumar, business owner of Rohi's Readery, will bring historically marginalized communities' vibrant stories to life through a Reader's Theater and inclusive critical literacy. The project fosters inclusivity and cultural enrichment, aligning with the local community plan's goals. It combines virtual, digital, and in-person formats to create an interactive and accessible cultural experience. Three outdoor readings and interactive theater plays will be hosted as an open workshop for everyone to enjoy at CityZen Garden on March 30, May 3, and July 20th, 2024.

The Fantastical Walk: Artist Mayling Pao will host workshops to create personal-size paper mâché fantastical creatures inspired by Hispanic folklore tradition of sculpting hybrid flora and fauna colorful characters. These community art pieces will be worn by participants in an organized march alongside Clematis Street and the Green Lawn. Workshops will be conducted in the summertime and the final reveal is scheduled for October 2024.

Lantern Festival (Year of the Snake): College student Lanzhi Wang will host workshops to create lanterns for the Lantern Festival in 2025. The festival will celebrate Asian culture with traditional paper cutting artwork, lanterns, poems, and Asian cuisine. The event will take place on February 12, 2025. In Asian cultures, this is a tradition that follows the Lunar New Year, where fifteen (15) days afterwards the community gathers to make beautiful paper lanterns together. We are potentially locating this project at 300 Clematis Street South Alleway.

Community Safety and Policing Update/Progress Report The Community Safety and Policing update presentation has been moved to the February Agenda.

CONSENT CALENDAR Minutes of Regular Board Meeting December 19, 2023 Financial Statement of December 31, 2023 Lewis Longman and Walker Agreement Sanders made a motion to approve the consent calendar. Lall Dass seconded the motion. The motion passed unanimously.

OLD BUSINESS None NEW BUSINESS Block by Block District Services Discussion The DDA provides multiple public space service and maintenance programs within our District. These programs include the Ambassador program, Clean Team, and Pressure Washing, among others. During this fiscal year contracts for the aforementioned services will expire, and new contracts will need to be procured.

As an alternative to maintaining separate service agreements with four different contractors, staff has considered consolidating ambassadors, clean team and pressure washing services with a single contractor. Block by Block is the only company working in this region that can provide these public space maintenance programs under one service contract. Due to Block by Block’s unique ability to provide multiple services under one contract, they are considered a sole source provider. John Koch, Block by Block Division Vice President, has been invited to meet with the Board for a presentation and discussion.

Kock provided an overview of Block by Block and the services they offer. Their operating vision is to provide safety, cleaning, landscaping, hospitality, and outreach solutions for improvement districts, parks, transit systems and community organizations. Block by Block manages the entire program from A to Z including recruitment, training, equipment, ongoing guidance, and best practice recommendations. Employees are cross trained to be able to service the needs of the district quickly and efficiently. Block by Block also offers large event and weather disaster clean up.

They currently serve more than 140 districts throughout the United States.

Clemente requested direction from the board to either proceed with separate RFPs for services needed or begin contract discussions with sole source service provider Block by Block.

Sanders made a motion to approve staff to move forward with contract negotiations with Block by Block. Lall Dass seconded the motion. The motion passed unanimously.

Community Safety and Policing

At the September 2023 DDA Board Meeting, the board approved a reduction in funding for the Ambassador Program to reallocate funds for increased policing. Since that time, this increased presence of law enforcement has yielded significant positive outcomes, as demonstrated by the data provided by the police department, and as noted from downtown stakeholder feedback.

The policing program began on October 1st and was approved for six months. With three months of supportive data available, staff recommends that the board approve the continuation of funding for the increased presence of police officers in the downtown area until the end of the current fiscal year.

Extending this program from April 1st thought September 30th would require an additional $350,000 in funding.

Staff is already working to identify long-term funding for this program and will come back to the board with information as it is available.
