CALL TO ORDER Chairman Reikenis called the meeting to order at 8:33 a.m.

PUBLIC COMMENTS None.

EXECUTIVE DIRECTOR’S REPORT Clemente on behalf of staff thanked Samantha Bratter for her service to the board; commitment and dedication to the Downtown West Palm Beach Community. He added that she was a wonderful asset, and she will be truly missed. Each of the Board members expressed their gratitude for her service and valuable perspective.

Clemente informed the board that the Town of Palm Beach has signed on as a member and committed to $20,000 in funding to the Mobility Coalition/WPBgo. PRESENTATIONS Marketing Update Faublas presented a recap of the years marketing efforts. She shared examples of top social media posts and data collected on each of our social media channels. Our highest engagement and the primary audience is women ages 35 – 44 at 53.9%.

Multiple awards were received this year from FFEA, Florida Festivals and Events, for marketing efforts, programming, and social media pages including two first place prizes for Downtown West Palm Beach’s Twitter and TikTok pages.

Awards were also received from IFEA, International Festival and Events Association, including two gold awards; one for the Trojan Rocking Horse Community Outreach program and one for the DDA’s website. Faublas then highlighted new and upcoming events/programs for 2024.

CONSENT CALENDAR Minutes of Regular Board Meeting November 14, 2023 Financial Statement of November 30, 2023 Sanders made a motion to approve the consent calendar. Houston seconded the motion. The motion passed unanimously.

OLD BUSINESS None NEW BUSINESS Incentive Grant James-Feaman presented to the board a business incentive application for Body and Beauty Lab, LLC. The new business will be opening at 645 South Olive Avenue in the AKA Building. She reviewed the grant application requirements and reminded the board that DDA funding is for significant, permanent modifications to existing Downtown buildings to encourage major tenant improvements necessary for successful tenancy of commercial spaces. The funding is a reimbursement and is only provided once the work is completed, proof of paid invoices is received, and city inspections are approved. The grant maximum is $75,000 and shall not exceed 25% of the total project cost. Body and Beauty Lab, LLC total project cost is $559,588.22, leasehold improvement cost is $300,804.40; Staff recommends DDA investment of $75,000.

Sanders made a motion to approve Business incentive grant funding in the amount of $75,000 to Body and Beauty Lab, LLC. Houston seconded the motion. The motion passed unanimously.

Executive Director Annual Review Ryland explained that the Executive Director is reviewed by the Board annually. Each board member receives a survey with the following elements to rate: Performance Factors (5), Behavioral Traits (6) and Supervisory Factors (5).

The maximum score for each element is five and the lowest is one. All board members responded to the online survey and the summary of the scoring is as follows:

Jacobson suggested reviewing the questions and restructuring as some of the questions are not applicable.

Bratter recommended the Executive Director provide a reflection summary at the beginning of the survey recapping accomplishments throughout the year. Clemente stated that he would reach out to IDA regarding an example or template for Executive Director annual evaluations.

Sanders made a motion to approve a salary increase of 3% for Executive Director, Raphael Clemente.

Bratter seconded the motion. The motion passed unanimously.

ILA Clematis Street Trash Cans Ast stated that in November, Staff received Board approval for funding the Downtown Clean Team to add the service of emptying the right of way trash cans on Clematis Street. In keeping with standard policy, Public Works staff have provided an Interlocal, right of way maintenance agreement, to cover this work. City, DDA Staff, and Legal for both entities have reviewed and approved this agreement. The Agreement is scheduled to go to City Commission in 107 S. January with approval expected. The start date is tentatively set for February 1, 2024, with an expiration of September 30, 2024.

Jacobson made a motion to approve the Interlocal, right of way maintenance agreement, for Clematis Street trash cans Bratter seconded the motion. The motion passed unanimously.

Placemaking Mini Grants

DDA Staff is excited to announce the four winners for the Placemaking Mini Grants. We received twentynine (29) submissions, from which nine (9) projects were invited to participate as semi-finalists. These projects were carefully reviewed by a five-person selection committee through rubric scoring criteria. The projects have been chosen to enhance our community's placemaking and creative experiences.

The Placemaking Mini Grants were made possible through a matching grant from the Community Foundation, allocating $20,000 for this program. Last year, we developed and launched the call for creative concepts to secure up to four (4) projects. Each of these selected projects will receive up to $5,000 in funding to co-host a community-led placemaking project in our public realm. Below are the selected winners, along with a brief description of each project: Flamango Vending Experience: This outdoor opening night celebration will feature a new art vending experience called Flamango Vending, hosted, and curated by local 1909 entrepreneur Meghan McKenna. It is a vending machine that showcases sixteen (16) local artists and offers affordable artwork, making art collecting accessible to everyone. Opening day will be February 29, 2024 (Leap Day) at City Hall Courtyard and relocated to the Garden District courtyard for the rest of the year as a hidden gem of our Downtown Kahani (Outdoor Theater): Pranati “Pranoo” Kumar, business owner of Rohi's Readery, will bring historically marginalized communities' vibrant stories to life through a Reader's Theater and inclusive critical literacy. The project fosters inclusivity and cultural enrichment, aligning with the local community plan's goals. It combines virtual, digital, and in-person formats to create an interactive and accessible cultural experience. Three outdoor readings and interactive theater plays will be hosted as an open workshop for everyone to enjoy at CityZen Garden on March 30, May 3, and July 20th, 2024.

Fantastical Creatures “Alberijes” March (Working Name): Artist Mayling Pao will host workshops to create personal-size paper mâché fantastical creatures inspired by Hispanic folklore tradition of sculpting hybrid flora and fauna colorful characters. These community art pieces will be worn by participants in an organized march alongside Clematis Street and the Green Lawn. Workshops will be conducted in the summertime and the final reveal is scheduled for October 2024.

Lantern Festival (Year of the Snake): College student Lanzhi Wang will host workshops to create lanterns for the Lantern Festival in 2025. The festival will celebrate Asian culture with traditional paper cutting artwork, lanterns, poems, and Asian cuisine. The event will take place on February 12, 2025. In Asian cultures, this is a tradition that follows the Lunar New Year, where fifteen (15) days afterwards the community gathers to make beautiful paper lanterns together. We are potentially locating this project at the 300 Clematis Street South Alleway.

We look forward to supporting these exceptional projects that will contribute to the cultural vibrancy of our downtown area. Each project offers a unique opportunity for community engagement and celebrates our diverse community through placemaking projects. The DDA provides multiple public space service and maintenance programs within our District. These programs include the Ambassador program, Clean Team, and Pressure Washing, among others. During this fiscal year contracts for the aforementioned services will expire, and new contracts will need to be procured.

As an alternative to maintaining separate service agreements with four different contractors, staff has considered consolidating ambassadors, clean team and pressure washing services with a single contractor.

Block by Block is the only company working in this region that can provide these public space maintenance programs under one service contract.

Due to Block by Block’s unique ability to provide multiple services under one contract, they are considered a sole source provider. Block by Block has been invited to meet with the Board for a presentation and discussion. Attached is an overview of Block by Block and the services they provide to downtown districts across the country.

Staff will be requesting direction from the board to either proceed with separate RFPs for services needed or begin contract discussions with sole source service provider Block by Block.
