This has led to uncertainty at a local level, and many of our members have concerns about the future of their businesses.

Inflation: What You Need to Know

What is Inflation?

Inflation is a term that economists use to describe the increase in prices of goods and services over time. This generally means that the money in your pocket has less purchasing power as time passes, and if inflation is high, your money can lose value very quickly. Most governments calculate inflation by tracking the price of a standard basket of goods such as bread, milk, and coffee, mortgage payments, and gas prices. Its opposite is deflation, where prices decline and purchasing power increases, although deflation is far less common historically.

Causes of Inflation The primary cause of inflation is usually an increase in the money supply, which can occur in several ways. Firstly, by a government printing more money or, secondly, by banks loaning more money into existence as reserve account credits by purchasing government bonds. Sometimes a government might also devalue its currency, again reducing spending power. How these mechanisms drive inflation can be described in three primary ways: • Demand-pull effect. This happens if an increased supply of money and credit boosts demand for goods and services in an economy faster than the production capacity in the economy can accommodate. This increases demand and leads to price increases.

• Cost-push effect. This occurs when costs increase at some point in the production or supply chain. For example, this can happen when the money supply creates a speculative increase in energy costs. Combined with economic shocks such as the current war in Ukraine creating shortages in critical resources, this will cause prices of all goods to rise.

• Built-in inflation. This is the idea that everyone expects prices to rise in the future. As this happens, employees expect their wages to increase too and will demand pay rises. This, in turn, causes prices to rise further, creating what is known as a wage-price spiral.

How Does Inflation Affect Local Businesses?

In some ways, a small amount of inflation can be good for your business. Any assets you own will grow in value, and we can be sure that any stock in your business will increase its value. So if wage demands from employees and our costs of living roughly keep pace with inflation, this is generally sustainable and good for business.

On the other hand, high inflation leads to reduced spending power, and customers have less money in their pockets.

In addition, it becomes more expensive to buy materials, keep the lights on and pay staff. At this point, businesses have tough choices to make. Putting prices up might keep profit margins up, but it might also put goods and services out of reach of potential customers. On the other hand, not putting prices up might wipe out profit margins altogether.

The Big Picture Understanding the big picture of how national and global economies work may not seem relevant to owners and managers of local businesses. However, we believe that understanding how larger economic concerns work can help our members adapt and cushion their companies. In the next part of this two-part series, we discuss the concept of stagflation.

In part one of this series of blog posts, we addressed the inflation issue and how it might affect your business.

While many may be familiar with the mechanics of inflation, a related term is increasingly being used in the news, one that carries the threat of dire economic problems. That term is "stagflation."

What is Stagflation?

Stagflation is a term economists use when inflation is high, the economy slows, and unemployment remains high. This situation is challenging for the government and economists as actions are taken to tackle unemployment can increase inflation and vice versa. In terms of harm to people and businesses, it is the worst possible economic situation, leading to lower wages, fewer jobs, and less money for families to spend on necessities.

Causes of Stagflation There are two possible causes of stagflation. The first occurs when a significant shock impacts the economy, such as the recent cost increases of wheat and oil. This makes production less profitable, causing economic activity to slow. Another way for stagflation to occur is if a government enacts policies that harm economic growth simultaneously as it increases monetary supply.

Many economies are now facing stagflation due to the second of these explanations. As a result, many governments increased monetary supply during the COVID crisis, which was, unfortunately, a necessity. These policies are still lingering as the crisis is not entirely over, and, at the same time, the war in Ukraine has caused prices of oil and wheat to remain high.

How Does Stagflation Affect Local Businesses?

Our local businesses are already feeling the effects of stagflation in several ways. Rising prices mean we have to pay more for supplies and utilities while rising oil prices increase our transportation costs. In addition, high unemployment means that there are fewer customers with less to spend. A further cause for concern is the rise in interest rates, making credit more expensive. Supply chain issues are also making it harder to obtain stock and materials.

The Big Picture We are not currently in a stagflation situation in the US, and economists are divided on whether we are headed in that direction. However, we must recognize that stagflation is serious for all businesses. Unfortunately, there is little we can do at the local level to alter the situation. By remaining agile and adaptable, you have the tools to survive challenging economic conditions. While it may be tempting to increase prices slightly to boost short-term profits and provide a cushion in the bank, this isn't always the best approach—this approach risks being regarded as profiteering, alienating clients and customers in the long term.

Leadership Westmoreland Kick Off Leadership Westmoreland has kicked off the 2024 program year! “We continue to strengthen the program by reviewing comments and suggestions offered by the previous eight cohorts. It promises to be another great year to Learn, Grow and Lead,” explained program facilitator, Grace Markum. The new cohort, with its diversity and commitment to Leadership Westmoreland was welcomed with a two-day retreat in September. Past participants were invited back to meet the new cohort and catch up with other alumni.

The 9-month program features over 40 guest presenters from Westmoreland County. In monthly, full-day sessions that include site visits and dialogue with key decision makers, participants will learn how the county operates, acquire insight into the decision making process and gain access to resources that can be used throughout their careers.

Participants immerse themselves in community projects, working in teams to study challenging issues and develop solutions. Through these relevant projects and through the development of working relationships with team members and others, they learn how to affect real change.

The curriculum includes sessions on Building a Business Acumen; Cultivating a Learning Culture; Understanding Community Caregiving; Living an Accountable Life; Being an Informed Citizen; Navigating an Information-Rich Culture; and Embracing a Work/Life Balance.

Understanding the Implications of Pennsylvania's New Tax Code Legislation It is with great importance that we address a recent development that may significantly impact our local business community. The Westmoreland County Chamber of Commerce aims to keep you well-informed about the tax code legislation that recently passed the Pennsylvania House in October, and what this means for our businesses if approved by the Senate and eventually by Governor Shapiro.

The new legislation comprises three key pro-growth tax reform initiatives, each of which has the potential to shape the economic landscape of our county and the state as a whole. While we firmly oppose the inclusion of combined reporting, we believe it is crucial to provide a comprehensive summary of the proposed changes, as these will be closely monitored and advocated over the coming months.

Accelerating the CNI Phasedown: Pennsylvania's current Corporate Net Income Tax (CNI) rate stands at 8.99%, making it the fourth-highest in the nation. House Bill 1219 proposes an immediate reduction to 7.99%, followed by a onepoint reduction each year until it reaches 4.99% in 2026, five years ahead of Act 53 of 2022. The Chamber supports Governor Shapiro's call to expedite the CNI phase-down, as Pennsylvania is in constant competition with other states for business and economic growth. While Act 53 marked significant progress, it is imperative that we remain competitive and attractive to businesses seeking to invest in our state.

NOL Reform: Ending PA's Tax on Business Start-ups: Pennsylvania is one of only two states that cap Net Operating Loss (NOL) deductions below the federal limit of 80% of income. House Bill 1219 proposes a gradual increase in the current 40% cap on NOL deductions until it reaches 80% in 2027. This reform will promote future growth, provide stability for businesses as they make long-term investment and hiring decisions, and make Pennsylvania more appealing to entrepreneurs. By allowing businesses to reduce their tax liability if they incurred losses in previous years, this reform ensures a fair tax system.

Combined Reporting & Expanded Department of Revenue Powers: House Bill 1219 contains omnibus amendments that raise concerns, including the adoption of Combined Reporting, which may have far-reaching consequences.

This change could potentially make Pennsylvania less competitive, add complexity for employers, create revenue volatility, favor certain taxpayers over others, and lead to additional litigation and administrative costs. Furthermore, the bill grants significant powers to the Department of Revenue, potentially targeting specific taxpayers without objective standards. It also introduces unfavorable methods for treating NOLs and attempts to include foreign income, which has been repealed in most combined reporting states.

The Westmoreland County Chamber of Commerce in partnership with the Pennsylvania Chamber has been diligently working with lawmakers from both sides of the aisle to ensure that the Department of Revenue has effective tools to prevent corporate tax avoidance and enact reforms generating approximately $300 million annually. Pursuing combined reporting at a time when corporate income tax collections are at an all-time high would be a significant misstep.

We urge you to closely follow the developments surrounding this legislation and to engage with your elected representatives to express your concerns and priorities regarding these tax reforms. Your voice matters, and your involvement is crucial as we navigate the potential impacts of these changes on our local business community.

The Central Westmoreland Career & Technology Center offers vocational skill training and academic courses for secondary students and adults. Upon completion of their program of study, secondary students enter the workforce or continue onto a post-secondary institution. Adult students are given the opportunity to learn new job skills or to supplement present job skills . Non-Profit o Welcome H Welcome Home Providing Shelter in Greensburg Our non-profit member of the month is making impressive strides for those in need in the community! The Welcome Home Shelter is named the November Non-Profit of the month for the Westmoreland County Chamber of Commerce.

Connect, Inc. provides a full continuum of care to homeless, near-homeless, and low income individuals, children and families in Washington, Greene and Westmoreland Counties. One such service under the Connect, Inc. umbrella is Welcome Home, an emergency shelter for single women and families who don't have a legal residence or are in need of temporary housing because of a financial or housing crisis situation. Located at 218 S. Maple Avenue in Greensburg, the facility can accommodate up to 10 women and four families. The maximum length of stay is 60 days.

Connect, Inc. collaborates with many local service agencies to provide life skills classes and additional trainings to the guests at the facility. Such sessions may include: Nutrition Training—Meeting weekly, a nutrition group provided by Penn State Cooperative Extension offers healthy recipes and provides guests with proper kitchen sanitation, food storage and nutrition lessons.  Budgeting—budgeting, home maintenance and smart shopping groups are held by Connect, Inc. staff on a monthly basis.  Crisis Management—Westmoreland Community Action offers a bi-weekly informational session for the guests, covering topics such as crisis management and the use of the County Crisis Line, Housing in the County, and Head Start opportunities.  Violence/Victim Discussions—The Blackburn Center provides weekly domestic violence/victim issues education to increase the guest’s awareness of these stressful situations and how to cope with them. 

of the Month Home Shelter Who We Are Welcome Home is a temporary emergency shelter located in the heart of Westmoreland County, Pennsylvania. We offer a clean, safe place to stay for families and single women experiencing homelessness.

What We Do Welcome Home offers 30-60 days of emergency shelter and provides temporary respite for homeless families and single women. Located in downtown Greensburg, Welcome Home can accommodate four families and ten single women at any time. In addition to providing basic needs, Welcome Home also offers life skills classes from other community providers on various topics like cooking skills, budgeting and home management.

The shelter is staffed 24 hours a day, and offer case management services to our guests Monday through Friday. In addition, we also offer on-site behavioral health counseling services for all interested individuals.

While we offer house food for individuals without the ability to acquire their own, individuals that are able through SNAP and Foodbank assistance are encouraged to secure their own food and prepare their own meals on-site. Each year Welcome Home assists an average of 250 women, children and men who find themselves homeless in Westmoreland County. Annually we provide approximately 7,000 shelter nights annually.

Cold Weather Shelter In January of 2016, Welcome Home partnered with the United Way of Westmoreland County and the Union Mission of Latrobe to provide Cold Weather Shelter to individuals displaced in cold weather in Westmoreland County when the weather drops below 25 degrees. Our History Welcome Home opened its doors in October of 2002, after a significant need for an emergency shelter was identified. Through the efforts of The Bethlehem Project, Seton Hill University, Westmoreland County Department of Planning and Development, the Westmoreland Coalition on Housing and other collaborative entities Welcome Home was conceptualized and achieved. Within the first 48 hours of opening our doors, our beds were full.

Funding Welcome Home is funded by local, private and state funded grants, as well as the United Way of Westmoreland County, Private Foundations, private contributions of generous community members and fundraising efforts.

ATHENA Award Recipients Meet to A casual, yet powerful meeting was held at the Westmoreland County Chamber of Commerce involving five of Westmoreland County’s ATHENA Award Recipients.

Traci Costa, President and CEO of ATHENA International, visited the chamber for a meeting of likeminded women. We were just one stop on her country wide travels, as Costa has embarked on a unique journey, coined “The ATHENA Enlightenment Tour”. She has been traveling across the United States to speak, engage, support, and celebrate ATHENA International Award Recipients far and wide. “I have packed up my personal belongings in storage and brought with me, in my car, everything I need during this mission to visit various communities and interview amazing women, who are doing their part to bring a balance in leadership voices.” From coast to coast, she's spreading the ATHENA mission of empowerment, leadership, and recognition.

Dan DeBone, President and CEO of the Westmoreland Chamber of Commerce, was grateful to have Costa in our neighborhood for a visit. “We are honored that she came all this way to visit the influential women of our chamber. It is apparent that our chamber and ATHENA International have the same values. “We need diverse perspectives from people in our county of all backgrounds, beliefs, genders, ages, etc. The ATHENA program is ignited by those principles and promotes these pillars for all, but with an emphasis on women leadership” stated DeBone. “It’s about seeking differences as a strength to business development and leading with a different mindset that will make Westmoreland County excel.” he continued.

In her trip to Westmoreland County Costa interviewed our most recent award recipient, Joy Klohonatz Master Certified Coach with Promptings Powered by SendOutCards and leader of the Westmoreland Chapter of Inspired Women Paying it Forward, 2022 recipient, Dr. Carol Fox, Chief Medical Officer of Independence Health Systems, 2019 recipient Lisa Frederick President of Unity Printing, 2018 recipient Kathy Hendrickson owner of Wigs ‘n More and 2016 recipient, Angela Rose-O’Brien founder of Angela’s Angels. These women have all been recognized as women who entail the eight ATHENA leadership principals.

In a group discussion with Costa, the women conversed about the importance of being “allies”. “This isn’t about excluding men, it’s about working together to tighten the gap between men and women and the inequalities that our world faces between various groups whether it be gender, age differences, race, etc. The World Economic Forum 2022 Report predicts that for women, it will be another 132 years before the gender gap is diminished.”, explained Costa.

Klohonatz in her thank you video at the October 12th Chamber Business Meeting and Awards Celebration stated “I’ve never been that kind of woman (that is) like ‘I am women hear me roar, or we can do things better than men’ but I do believe that women can contribute a lot and if there is respect between both women and men we can move mountains by collaborating together just because of the different perspectives that we do have.”

ATHENA International provides leadership training that is based on leading from within. It concentrates on the Eight Principles of Enlightened Leadership: Live Authentically, Learn Constantly, Build Relationships, Foster Collaboration, Act Courageously, Advocate Fiercely, Give Back and Celebrate. Cohorts meet once a week for ten weeks and connect in the program with like-minded individuals. In addition to the traditional leadership training, ATHENA has broadened their scope to include leadership training for youth, higher ed, men, and trainings that are designed for incarcerated women to help them re-enter the workforce upon their release. Costa shared how these programs have made huge differences in the lives of many men, women, and youth of all walks of life.

The Westmoreland County Chamber of Commerce is proud to be a member of the ATHENA community and look to partake in the benefits of the program in the future.

By embracing telecommuting and flexible work arrangements, employers can reduce office space requirements, utility costs, and other overhead expenses. Such arrangements not only save money but also enhance work-life balance, job satisfaction and productivity, leading to a positive work environment.

Utilize Technology Solutions Advancements in technology offer innovative ways for employers to manage employee benefits efficiently. Implementing digital platforms for benefits administration, employee communication, and self-service portals can reduce administrative costs and enhance employee engagement. Automating processes like enrollment, claims management and benefits tracking can streamline operations, eliminate paperwork, and minimize errors.

Negotiate with Benefit Providers Employers should regularly review their relationships with benefit providers, such as insurance companies, healthcare networks and other third-party vendors. Negotiating better terms, including lower premiums or fees, can result in significant cost savings. Employers can also explore alternative providers or insurance plans to ensure they are getting the most costeffective options without compromising the quality of benefits.

Foster Employee Education and Communication Effective communication is vital to maximizing the value of employee benefits while minimizing cost. Employers should provide comprehensive and accessible resources that educate employees on benefit options, coverage details, and cost saving measures. Regularly engaging employees through workshops, webinars or personalized consultations can help them make informed decisions, select appropriate plans, and utilize benefits effectively.

Consider Cost-Sharing Strategies Sharing healthcare costs with employes through co-pays, deductibles, or coinsurance can alleviate financial burdens for employers. Implementing cost-sharing mechanisms encourages employees to be mindful of healthcare expenses and seek appropriate care. However, employers should carefully balance cost-sharing with employee affordability and ensure that essential services remain accessible to all.

SCORE provides free and confidential one-on-one business counseling in the Westmoreland region of Pennsylvania. They also conduct workshops for both start-up entrepreneurs and seasoned small business owners.

COMMUNITY BILLBOARD PROJECT

Dear Community Partner,

First, thank you to the organizations that are and have been participating in our Community Billboard Project. The Westmoreland Diversity Coalition is looking to post another Community Billboard and we are seeking your partnership. The purpose of the billboard project is to continue to spread the message of unification, collaboration, and inclusion in our community. It is important for us to show consistently that we are working together. To cover the cost of the billboard, the Coalition is asking sponsors to contribute $500 again. As a donor, the name of your organization/logo will be listed. Depending on the amount of money received, will determine the length of time and the number of billboards that will be displayed. Currently one of our Community Billboards is in Latrobe at the entrance of the Latrobe Airport on Route 30; it faces both East and West and is seen widely by many. It has been up since July and is up for renewal but may be relocated.

We are also looking to post on a digital billboard located at the intersection of Route 22 and Route 819 which is considered Greensburg, but in Salem Township – the heart of Westmoreland County. This intersection has five location entrances (called 5 points). We are also considering one on Route 30 in North Huntington.
