PARKS & PLAYGROUNDS YOUTH SPORTS PROGRAM Pee-Wee Soccer

The City of Westminster offers a FREE after school program for youth at the park locations noted below Monday through Friday from 2:30 p.m. to 5:00 p.m.

This program offers a safe, fun and positive environment where youth, ages 6-12 years old, can participate in a variety of activities in a recreational setting. Activities include arts and crafts, sports, outside play, homework assistance, and much more.

Come be where the action is. Learn the basics of soccer and build self-esteem through participation and fun activities. Participants should dress in comfortable clothes and tennis shoes (no cleats).

SPECIAL SPRING VACATION SCHEDULE

We will be extending our After School Parks Program hours during spring break at the sites listed above. Park hours will be from 10:00 a.m. to 4:00 p.m. during spring break, weekdays only, Monday, April 11th through Friday, April 15th.

Soccer Clinic

Explore this introductory soccer clinic for youth ages 5-12 years old this fall. Clinic will include a variety of fun games and learning soccer skills such as dribbling, passing, ball control, and shooting. Participants should dress in comfortable clothes and tennis shoes (no cleats).

Put your engineering hat on...It’s time to build! Every day at Virtual Engineering camp, campers will try to pass a new engineering challenge by designing, building, and then testing crazy contraptions. From the egg drop to the strength bridge, from the tall tower and catapult to the balloon car, Campers will have a blast. Just like real engineers, everything they build will be tested along the way, from the giant crush test to the twisting tornado test. Come and discover what it’s like to be a real scientist and work in a Mad Science Lab. Each day we will experiment with different chemicals and tools to see what kind of interesting and crazy reactions we can create! Students will explore acids and bases, reveal the secret recipe of slime and examine crystallization. Professor Egghead: Mega Machines Camp

Think you’ve got what it takes to be an Egghead Machine Engineer? Using LEGOs, students will design and build real mega machines like spinning windmills, lifting cranes, elevators, cars, and way more. All week we’ll be using wheels, bands, gears, pulleys, and tons of other cool specialty Lego pieces to build our Machines, and then after the building phase is complete we’ll put them to the test. That means we’ll try to break ‘em, blow them over, and put weight on them. If you pass the test, you pass the challenge! SPECIAL INTEREST Bagpipes for Beginners

The best way to learn how to play the bagpipes is through the Bagpipes for Beginners group class. Whether you are an experienced musician or the bagpipes are your first instrument, anyone can learn how to play. The class introduces music theory and basic finger movements in preparation of learning a first tune. A set of bagpipes is not needed to learn. A separate instrument called a practice chanter is used to learn and practice for pipers of all abilities. A practice chanter may be purchased from the instructor. Westminster Chorale

The Westminster Chorale currently is a choral home for singers with diverse backgrounds, ages, and musical tastes. Members range from highly experienced professionals to enthusiastic amateurs, and new recruits are always welcome. Chorale dues are $20 per month for the Chorale’s expenses, including the director and accompanist, and the cost of concert venues. This will be waived the first month for new members. COMMUNITY EMERGENCY RESPONSE TEAM

The West Orange County Community Emergency Response Team or CERT Program is comprised of those who live and/or work in Buena Park, Cypress, La Palma, Los Alamitos, Rossmoor, Seal Beach, Westminster and their attached communities. The CERT Academy is a 20 hour course and fills up quickly so reserve your seat early by pre – registering at www.westcountycert.com.

The West County CERT Program’s primary purpose is to educate people about disaster preparedness for hazards that may impact them at home, at work, or at play. The CERT Basic Training covers basic disaster response skills, such as fire safety, light search and rescue, team organization, and disaster medical operations. Using the training learned in the classroom and during exercises, CERT members are better able to assist their family, neighborhood or workplace following an event when first responders (paramedics, fire, and police) are not immediately available to help.

In an emergency, CERT teaches you to take care of your personal safety first, then your family, and then those around you. It is important to know what to do to protect ourselves and our family members before, during, and after an emergency event.

Once the basic CERT training has been completed CERT members are also encouraged to support emergency response agencies by taking an active role in emergency preparedness projects, bi-monthly Team pot-luck dinners and other events like the Westminster Tet Parade. These events help to build Team comradery, keep members upto-date, and refine the skills taught in the basic training.

RADIO AMATEUR CIVIL EMERGENCY SERVICES

RACES are Public-safety volunteers which are licensed Amateur Radio Operators that are trained to assist local government during time of emergency and disaster or for routine events and activities. They are trained and certified to provide public-safety communications support.

CITY NEWS Midway City Sanitary District Organics Recycling A generation ago, Californians embraced a recycling ethic based on the desire to reduce litter, conserve natural resources, and cut our reliance on landfills. Today, a focus on recycling organic materials is central to California’s efforts to combat climate change.

When landfilled, organic waste—materials such as leaves, grass, agricultural crop residues, and food scraps—generates methane, which has a heat-trapping effect about 80 times greater than carbon dioxide over a 20-year timeline.

Reducing methane emissions within 20 years is necessary to avert the worst impacts of climate change.

The good news is that organics are readily recyclable into soil amendments like compost, mulch, and liquid fertilizers, as well as biofuel, a renewable natural gas. This is already happening across California, but because organics is such a large portion of our waste stream (about a third), we need to do more. Food waste alone accounts for about 18 percent of landfill disposal, and we can reduce that percentage by reducing food waste and increasing edible food rescue. In Westminster and Midway City an estimated 55.5 tons of food was donated in 2021.

California law (SB 1383, Lara, Chapter 395, Statutes of 2016) targets a 50 percent reduction in the landfilling of organic waste in 2022. By 2025, that reduction target is 75 percent. While some communities already have curbside organics collection services—including food waste collection—additional communities will need to implement organics collection programs to meet these goals.

In 2018, the Midway City Sanitary District rolled out its residential Organic recycling carts and thanks to the residents in Westminster and Midway City the Midway City Sanitary District has already met this mandate.

Thank you! On behalf of the City of Westminster’s Water Division, we’d like to say “thank you” to all of you who have worked so hard these past few years to conserve water. When the seemingly impossible was asked of you - that you conserve 20% of our water at the height of the last drought - you not only met this goal, you exceeded it.

And best of all, you continued to conserve water even after the drought was declared to be over.

Now, as we potentially enter another year of drought, the City is in a very good position. All because our citizens take their responsibilities seriously. They know we live in an arid land, and they recognize water conservation has to be more than a passing passion - it must be a way of life.

Last year, the City of Westminster, in alliance with the Orange County Water District, and assisted by the Fine Arts Department at Goldenwest College, held a Water Conservation Art Contest for all middle school and high school students in the City. We were astonished by the response. More than 60 students submitted entries, and choosing the winners was extremely difficult.

Now, it is the City’s great honor to present the 2022 Water Conservation Calendar to showcase our many talented students. Along with their art, we’ve included both interesting facts about water in California, and a selection of useful tips to help children (and adults) learn more ways to conserve water.

In consideration for being permitted to participate in the Activity, I hereby agree, for myself, my heirs, administrators, executors and assigns, that I shall indemnify, defend, and hold harmless the Community Services & Recreation Department, the City, or their elected officials, officers, agents, employees, and/or volunteers from any and all claims, demands actions or suits arising out of or in connection with my participation in the Activity.

4. Medical Release. I authorize the City to provide or cause to be provided such medical treatment to me as may be necessary or appropriate if any injury occurs while I am participating in the Activity. I further agree to pay any costs incurred as a result of such treatment.

5. Waiver and Release of Liability. I, intending to be legally bound for myself and my heirs, personal representatives, next of kin, and anyone who might make a claim on my behalf, hereby waive, release, and discharge the Community Services & Recreation Department, the City, and their elected officials, officers, agents, employees, and volunteers from any and all claims for damages and/or liability, whether caused by any active or passive negligent act or omission of the Community Services & Recreation Department or the City, or their elected officials, officers, agents, employees, and/or volunteers, or otherwise related to my participation and promise not to sue the Community Services & Recreation Department, the City, or their elected officials, officers, agents, employees, and/or volunteers for any damages I incur in connection with the Activity. This release and waiver extends to all claims of every kind or nature whatsoever, foreseen or unforeseen, known or unknown.

6. Recording of In-Person/Virtual Activities. I understand and agree that a in person and/or virtual Activity may be recorded for viewing and/or listening by others at a future date. I consent to the City’s use of audio/video recordings of me during the in person and/or virtual Activity and that the City may use audio/video segments or photograph stills of me for any purpose, including but not limited to news, advertising and promotional purposes, without compensation to me. I hereby release and hold harmless the Community Services & Recreation Department, the City, and their elected officials, officers, agents, employees, and volunteers from any claims relating to the use of my likeness and image.

7. Compliance with All Rules. I agree to obey all policies and procedures applicable to the Activity and instructions provided by the Community Services & Recreation Department and/or by City staff and volunteers during my participation in the Activity. I further understand and agree that Activities/events are interactive and agree to act reasonably and professionally at all times during my participation. During live sessions, participants will be able to see and hear anything within audio or camera viewing areas. Accordingly, the Activity coordinator may, in his or her sole discretion, mute and/or restrict video access to participants during a virtual session.

8. Miscellaneous. I acknowledge and agree that this Agreement is binding upon my heirs, assigns and legal representatives. I agree that this Agreement is intended to be as broad and inclusive as is permitted by California law. I further agree that this Agreement is severable and that if any clause is found invalid, the balance of the Agreement will remain in effect, valid, and enforceable.
