Who’s ready for Notting Hill Carnival

One of the biggest and most exciting events of the year is just around the corner — Notting Hill Carnival returns this August Bank Holiday weekend, and Westminster is getting ready to celebrate. A proud tradition since 1966, Carnival brings the streets of Notting Hill to life with Caribbean music, dance, food and colour, drawing crowds from all over London and beyond.

In the lead-up to the big weekend, the energy is already building. Mas bands are perfecting their costumes, sound systems are setting up their playlists, and local performers are preparing for two days of non-stop celebration. Whether it’s your first Carnival or your fifteenth, it’s always an unforgettable experience — full of joy, culture and community spirit.

We can’t wait to welcome you - Carnival is one of Westminster’s summer highlights, and this year will be as vibrant as ever.

Celebrating Pride and the LGBTQIA+ community

This June, Westminster was full of energy and celebration as residents and local groups came together for Pride Month. Events across the borough — from performances and workshops to talks and exhibitions — highlighted LGBTQIA+ culture, creativity and contributions.

Throughout the month, we shared stories and revisited past Pride highlights, celebrating the people and places that have shaped our community. Westminster has long played a key role in LGBTQIA+ history, with Soho at the heart of London’s vibrant scene.

We’re proud to honour the stories that make Westminster such a dynamic and welcoming place to live.

Welcome to this summer edition of Your Westminster – and as the weather turns (at last) for the better, you’ll notice a distinct outdoor flavour to these pages.

Millions of people come to our city from across the World in these months. For our residents, we want to make sure there is lots to do and enjoy for free. With school holidays on the horizon, have a look at the Inside Out feature for a selection of inexpensive things to do. Westminster is blessed with a significant number of green open spaces. Thanks to the success of our No Mow May campaign and its continued impact throughout the spring and into the summer, we’re now seeing biodiversity flourish across Westminster. On a green-fingered theme, read how the Storm Flowers business helped the community during lockdown and has thrived ever since.

There is an important update on our homelessness and rough sleeping strategy, so see how we are helping people off the streets and into the help they need. Rough sleeping is a complex issue often linked to mental health and addiction, and we are out round the clock to try and ensure people don’t stay on the pavement.

What began as No Mow May has blossomed into a whole season of support for local wildlife. We put the brakes on lawn mowers to let the wildflowers bloom and give busy bees and butterflies the feast they deserve. This independent company is run out of St Anne’s Church clocktower, just off Wardour Street, where each bouquet carries a touch of local charm and passion. We caught up with Storm Flowers founder, Joao, about nurturing community roots and the inspiration behind the blog.

You’re based in St Anne’s Church, Soho, how has being there helped you connect with the local community?

As a florist, we create weekly flowers for Church services and volunteer our time cooking for the senior citizens’ lunch club and annual St Anne’s Day BBQ. A large part of our business is Christmas, so we decorate trees for the Church and donate a Christmas tree to the local Soho Parish Primary School, which is just around the corner. We’ve pledged money to support the school when it was going through difficult times, and used our company van to collect donations from the harvest festival which we delivered to a local foodbank in Westminster.

We love your Secret

Gardeners blog series, what inspired you to start shining a light on everyday gardeners and their green spaces?

During the pandemic, our team started doing more work in their own green spaces at home. We wanted to share their stories of what they were up to, and it was a way for us all to stay connected when we were unable to work. Soho is full of secret green spaces, which we love to explore whether they are public green spaces like the Phoenix Garden in Soho, or a private green sanctuary belonging to someone in our local community.

Do you remember the first ‘secret gardener’ you interviewed? What made their garden or story stand out?

One of the first interviews we did was with the owner of a townhouse garden in Dean Street. The gentleman who looks after the garden has a few mature plants including apples and plums which is very unexpected to find in a small space. His front ‘garden’ consists of containers by the railings on street level, and through some incredible garden engineering he has successfully cultured an orchard on the street with tree roots growing down pipes. It’s a beautiful sight when the blossom flowers are in bloom and an inspiration to other urban gardeners.

Has anyone’s gardening story really stuck with you or changed the way you think about your own green space?

We recently interviewed the gardeners of a local space called Soho Roof Garden, a community garden belonging to a local resident block. It was a total eye opener to see how just how beautiful a small space in Westminster can be – tall trees and fragrant roses – made possible by the hard work from the residents who tend to the plants, whose dedication is inspiring.

What advice would you give to someone who wants to start gardening but doesn’t have much space or experience?

Start with a small pot or container on your windowsill or balcony. Think about the amount of light you’ve got, and get a good compost mixture. Don’t feel that you need to be an expert before you start – just start slowly with a few plants, be patient and keep going; if one plant doesn’t work for you, another one will.

We have launched our new Homelessness and Rough Sleeping Strategy that sets out how the council intends to proactively prevent homelessness.

Our new Homelessness and Rough Sleeping Strategy

For the next five years the council commits to:

Early Prevention: To make support in the community easy to find and readily available to support people at risk of losing their homes.

Crisis Response:

To quickly provide relevant and practical advice to people facing homelessness.

The launch comes at a time when the UK is facing a housing crisis, and many households in Westminster are feeling the pressure. The Westminster Homelessness Review showed a 34% rise in households needing housing in 2022/23, with over 3,600 families living in temporary accommodation. Westminster also has the highest number of people sleeping rough in the country, partly because of its central location and issues like a shortage of affordable homes, relationship breakdowns, and poor health.

Rehousing and Recovery:

To improve re-housing and recovery support within quality accommodation.

This plan will build upon previous successes and put individuals and communities at the heart of it. We will utilise key public services such as youth centres and GP surgeries to spot those at risk of homelessness and get them the help they need sooner. It has been co-produced with people with lived experience that understand the challenges of those facing homelessness.

Resettlement:

To provide personalised and targeted resettlement support.

TAKING ACTION ON ANTI-SOCIAL BEHAVIOUR AND STREET SAFETY

Alongside our homelessness strategy, the we are taking stronger action against anti-social behaviour (ASB) particularly connected to what happens in our public spaces and on our streets.

By working closely with the police, outreach teams, and local communities, the council is aiming to keep public spaces safe and welcoming for everyone.

Our approach focuses on offering help and support first, with enforcement used when needed. This balance ensures vulnerable people get the support they need, while residents can enjoy safer neighbourhoods.

New measures introduced to support this action include:

a £500k investment in new CCTV to double the number of cameras to 200, which includes 40 additional cameras for the West End.

the launch of a new Street Based Intervention Team, combining City Inspectors and Homeless Outreach officers. the recruitment of more City Inspectors to keep the city’s streets clean and safe - both boosting deployment in existing teams and creating a new 8 member specialist ASB team.
