Gross Rent Arrears WGHC’s benchmark for gross rent arrears is 1.30%.

Gross rent arrears are the amount of rent owed by both former and current tenants, not including any payments we expect to receive from housing benefit or universal credit.

Gross rent arrears as of 31st March 2026 were 0.89% this equated 0.41% better than benchmark and was £18,599 which was a reduction from the 6 month mark, reported at £24,874 where they were 1.16%.

Anti-Social Behaviour The benchmark for WGHC is that 90% of reported ASB incidents will be resolved within the 20 working days.

There were 23 allegations of ASB reported within the reporting period, i.e. 01st April to 31st March 2026.

13 (61%) were resolved within 20 working days.

The remaining 10 (39%) were resolved outside the 20 working days, with the average being 32 days 5 cases resulted in the issuance of written warnings (with 1 of these progressing to a NOP and eviction decree); 16 cases resulted in informal action.

Overall, this meant our resolution rate compared to benchmark was 61%.

Service Complaints In the period 1st April 2025 to 31st March 2026, WGHC received the following complaints: 30 Complaints logged: 20 @ Stage 1, 10 @ Stage 2.

5 related to the HM department, 6 to the Maintenance department, 8 to Contractors and 6 to individual staff members.

The resolution time for stage 1 is within 5 days and stage 2 within 20 days. All were resolved within SPSO target requirements.

20 were upheld in favour of the complainant. All had identified learning outcomes for staff / the organisation.

Relets - Average Days WGHC’s benchmark to relet a property is 14 days (average).

Cumulatively, within the reporting period 01st April 2025 to 31st March 2026, we relet 16 properties.

On average, it took us 13.3 days to relet an empty property, whereas, in the previous quarter it was 16.6 days. In addition, during the period, 14 other properties turned over, with 6 x successions and 3 x mutual exchanges. 30 properties were turned over.

Of the 16 relets, all 14 were allocated to homeless households.

12 had silver priority and 4 had gold priority.

Contractor Mgmt WGHC’s benchmark for contractor management meetings is 6 per quarter, or 13 per half year. The main purpose of these meetings is to discuss ongoing performance, assess KPIs and maintain working contractual relationships.

Contractor Management requires improvement and has been identified as a strategic objective within the business plan, 2026-2029. As such, more emphasis and a change of plan will be implemented in this area Both the Planned and Reactive Maintenance Officers have attended a half day course “Effectively Managing your Contractors” run by HHSC (Housing Health & Safety Compliance UK Ltd)

Damp & Mould

This is a new benchmark for WGHC – and is required by the SHR as of the new reporting year and to comply with the ARC For the reporting period 01st April 2025 to 31st March 2026, WGHC received 15 reports of mould, all of which, were caused by condensation. (No damp) All were inspected within 1 working day by WGHC staff and treated by WGHC contractors. The average time to rectify the issue was 10.3 days.

WBG (auditors) have previously audited this area of WGHC performance reporting a “strong” outcome finding. This area of Policy will be reviewed this year once Scottish Governement have updated their requirements as a result of Awaab’s Law in Scotland

Gas Safety

Electrical Safety

WGHC meets all statutory and regulatory requirements over gas safety.

All WGHC properties were built after 1990 and none included either Asbestos or RAAC (Reinforced Autoclaved Aerated Concrete) An asbestos register is centrally held with the WGHC maintenance compliance folders

During the reporting period, all WGHC properties had a valid Electrical Installation Condition Report (EICR).

109 EICRs were undertaken to maintain compliance.

During the reporting period, all required gas safety checks were successfully completed with NIL missed.

78 have been booked for 2026-2027.

Legionella & Water Safety

The Lifting Operations & Lifting Equipment Regulations 1998 requird our 3 lifts at the FQ flats to be inspected by Engineers annually in addition to the bi-annual servicing and any reactive maintenance undertaken by our contractor, Saltire Lift Services Ltd.

Testing or sampling for legionella is not usually required for domestic hot and cold water systems. In the case of the WGHC office, an annual legionella risk assessment is undertaken and recorded. With regards to the cold water storage tank at the Forthquarter development, this is emptied, disinfected, refilled and tested on an annual basis.

Fire Safety / Alarms

93.55% of WGHC stock meets the criteria of the Scottish Housing Quality Standard - which is an increased since last year.

100% of WGHC stock meets the EESSH Standard.

100% of WGHC stock has interlinked smoke and heat alarms. They are next due for renewal in January 2030.

The stock that doesn’t meet SHQS is usually as a result of tenant choices with regard to kitchen layout

Additional alarms are due to be installed within the FQ flats due to the cladding issued found there
