THE RIGHT FIT
We seek a dynamic Assistant General Manager/Chief Financial Officer (AGM/CFO) to advance our agency’s strategic vision and strengthen our regional leadership. In this role, you’ll collaborate with the General Manager and oversee Finance and Information Services, shaping financial and technology strategies to ensure our organization’s long-term financial health. At Western Water, strong people skills are as crucial as technical expertise.

KEY RESPONSIBILITIES
As AGM/CFO, your primary responsibility is to manage and direct the financial resources and protect the long-term financial health of Western Water. At a minimum, here is what we expect from a seasoned public finance professional:
EXECUTIVE PLANNING AND OVERSIGHT
• Ensure sufficient revenue for providing reliable water and wastewater services
• Manage and optimize revenue streams, including rates, property taxes, and grants
• Support and promote financial transparency
• Foster a stewardship mindset toward public funds among staff
• Mitigate risk and fraud through insurance coverages, internal controls, and external reviews
• Develop and implement strategic priorities and business plans in coordination with executive management
• Oversee the preparation of sustainable operating and capital budgets
• Lead long-range financial projections and modeling
ORGANIZATIONAL LEADERSHIP
• Develop knowledgeable, high-performing, and service-oriented staff
• Provide recommendations and decisions regarding financial matters and business best practices
• Support staff with meaningful financial analysis in order to make informed decisions
• Drive innovation and process improvements in financial management and information services
PARTNERSHIP MANAGEMENT
• Collaborate effectively with the General Manager, Board of Directors, and Executive Management Team
• Represent the agency in external forums, particularly with The Metropolitan Water District of Southern California (Metropolitan)
• Lead, enhance, and maintain relationships with peer agencies and industry organizations

FINANCIAL EXPERTISE
• Advanced knowledge and understanding of government accounting principles and laws, GASB pronouncements, reporting requirements, and Proposition 218
• Proficiency in budgeting, financial reporting, and debt issuance/management
• Principles, laws, and regulations governing the investment and management of public funds
• Development of customer water and sewer rates
• Management of short-term cash flow and development of long-range financial projections
