2023 FEDERAL LEGISLATIVE PRIORITIES

WATER SUPPLY AND RESILIENCY

SUPPORT federal funding and permitting acceleration for water projects that would help increase overall water supply for the West, with specific water supply benefits for California.

PER- AND POLYFLUORINATED SUBSTANCES (PFAS)

SUPPORT a clearly defined exemption of liability for wastewater treatment facilities regarding the spread of any PFAS under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA).

SUPPORT actions that secure funding to help defray the cost of monitoring and/or remediation of PFAS in drinking water supplies, including “polluter pay” provisions that allow for full cost-recovery by drinking water and wastewater providers.

OPPOSE legislative attempts to classify the entire family of PFAS as hazardous substances without the proper regulatory requirements clearly met and without the best available peer-reviewed science and research to support it.

COLORADO RIVER

SUPPORT a comprehensive, equitable solution to reducing overall demand on the Colorado River that also includes measures to increase the amount of water being stored behind Lake Mead and Lake Powell.

SUPPORT

• Bold and immediate action to increase statewide water supply by significantly investing in water storage, conveyance, and local supply projects.

• Measures that streamline the environmental permitting of water supply projects without significantly increasing the risk of negative environmental impacts.

DELTA CONVEYANCE

OPPOSE measures that would further delay or halt the Delta Conveyance project.

LOCAL CONTROL

OPPOSE any measure that taxes water customers or impacts local revenues.

OUTDOOR WATER EFFIENCY

SUPPORT legislation that reasonably seeks to reduce outdoor water demand, for example the reduction and/or elimination of potable water use on nonfunctional turf.
