WESTERN MUNICIPAL WATER DISTRICT 2022 FEDERAL & STATE LEGISLATIVE PRIORITIES

FEDERAL PER- AND POLYFLUORINATED SUBSTANCES (PFAS) SUPPORT administrative or legislative actions to secure funding to help public water systems defray the cost of monitoring and/or remediation of PFAS in drinking water supplies, including “polluter pay” provisions that allow for full cost-recovery by drinking water and wastewater providers. OPPOSE legislative attempts to classify the entire family of per- and polyfluoroalkyl substances (PFAS) as a hazardous substance without having the proper regulatory requirements clearly met and without the best available science and peer-reviewed research to support it.

INFRASTRUCTURE FUNDING SUPPORT efforts to ensure that California receives an at least equitable share of funding from the Infrastructure Investment and Jobs Act (2021).

STORAGE AND CONVEYANCE SUPPORT federal funding for California water storage and conveyance projects.

GRANTS SUPPORT increased funding for water-related grant programs such as WaterSMART or Title XVI.

STATE LONG-TERM DROUGHT RESILIENCY SUPPORT funding for long-term drought resiliency projects for both: • Large statewide storage and conveyance projects coupled with regulatory certainty to be able to move water when it is available, and • Local and regional drought resiliency projects.

DELTA CONVEYANCE OPPOSE measures that would further delay or halt a Delta conveyance project.

WATER CONSERVATION SUPPORT water conservation measures that: • Ensure the SB 606 and AB 1668 (2018) system of water efficiency for California is allowed to progress forward and is not changed without conducting sufficient studies and stakeholder engagement, • Incentivize indoor and outdoor water efficiency measures, such as tax-exemptions for turf rebates, and • Recognize local drought condition plans and does not push one-size-fits-all water conservation mandates.

CONSTITUENTS OF EMERGING CONCERN SUPPORT science-based approaches to prioritizing and regulating constituents of emerging concern.

COVID-19 ASSISTANCE SUPPORT expanding assistance to water and sewer customers that have been unable to pay their utility bills due to the COVID-19 pandemic.
