IN MAY 2025, THE FSA INTRODUCED A NEW RULE REQUIRING ADDITIONAL REVIEWS FOR FARM LOANS OVER $500,000 OR INVOLVING BUSINESS ENTITIES LIKE LLCS. THIS CHANGE, OVERSEEN BY THE DEPARTMENT OF GOVERNMENT EFFICIENCY (DOGE), HAS SLOWED LOAN PROCESSING AND CREATED WIDESPREAD UNCERTAINTY, ESPECIALLY SINCE MANY FARMS OPERATE AS LLCS. AT THE SAME TIME, PROPOSED BUDGET CUTS FOR FY2026 SLASH USDA FUNDING BY 13%, INCLUDING A $358 MILLION REDUCTION TO THE FSA. A 22% CUT TO FSA STAFFING MAY LEAD TO HUNDREDS OF OFFICE CLOSURES AND SERVICE DELAYS OF 3–10 WEEKS. THESE CHANGES COULD SEVERELY IMPACT FARMERS' ACCESS TO TIMELY FUNDING, ESPECIALLY SMALLER AND BEGINNING FARMERS, PUSHING SOME TOWARD HIGHER-COST LENDERS. TO ADAPT, FARMERS ARE URGED TO SUBMIT COMPLETE APPLICATIONS, KEEP DETAILED RECORDS, EXPLORE ALTERNATIVE LENDERS, AND USE FSA’S ONLINE TOOLS.

ON AUGUST 27, 2025, U.S. SECRETARY OF AGRICULTURE BROOKE ROLLINS, ALONGSIDE TENNESSEE OFFICIALS AND MEMBERS OF CONGRESS, ANNOUNCED MAJOR CHANGES TO USDA ENERGY FUNDING POLICIES:
NO MORE TAXPAYER FUNDING FOR SOLAR PANELS ON PRODUCTIVE U.S. FARMLAND THROUGH USDA PROGRAMS.
BAN ON FOREIGN-MANUFACTURED SOLAR PANELS, ESPECIALLY THOSE MADE IN ADVERSARIAL COUNTRIES LIKE CHINA, FOR USE IN USDAFUNDED PROJECTS.
ELIMINATION OF SOLAR AND WIND PROJECT ELIGIBILITY UNDER THE USDA’S BUSINESS & INDUSTRY (B&I) GUARANTEED LOAN PROGRAM.
REASONS FOR THE POLICY SHIFT:
FARMLAND LOSS CONCERNS: TENNESSEE ALONE HAS LOST OVER 1.2 MILLION ACRES OF FARMLAND IN 30 YEARS, WITH PROJECTIONS OF LOSING ANOTHER 2 MILLION BY 2027.
NATIONWIDE TREND: SINCE 2012, SOLAR PANELS ON FARMLAND ACROSS THE U.S. HAVE INCREASED NEARLY 50%.
REDUCED LAND ACCESS: SUBSIDIZED SOLAR FARMS DRIVE UP LAND PRICES AND LIMIT AVAILABILITY, ESPECIALLY HURTING NEW AND YOUNG FARMERS.
FOOD SECURITY & NATIONAL SECURITY: OFFICIALS EMPHASIZED THE IMPORTANCE OF PRESERVING FARMLAND FOR AGRICULTURAL USE. STATEMENTS FROM OFFICIALS:
