I’m writing to thank every resident who supported Cancer Council’s Daffodil Day this year. For four decades, Daffodil Day has united our communities in a shared message of hope for the future, and once again it was inspiring to see Victoria’s tremendous response. Thanks to the extraordinary generosity shown by so many last month, this year’s campaign raised more than $5.6 million nationally to support life-saving cancer research and vital support services. Highway second dangerous in state
THE Princes Highway West, between Port Fairy and Portland, has been ranked the second most dangerous regional road in Victoria. New findings from both the Victorian Auditor-General’s Office (VAGO) Maintaining State Roads report and the latest RACV My Country Road 2026 survey highlight the critical need for sustained state government investment in regional road infrastructure. The RACV survey ranked the section of the Princes Highway West between Portland and Port Fairy as the second most dangerous regional road in Victoria, while the section between Colac and Camperdown was ranked the most dangerous. At the same time, the VAGO report identified Moyne as the second-highest hotspot for potholes on state-controlled roads in Victoria. This reinforced concerns regularly raised by residents, farmers, freight operators and local businesses. Moyne Shire mayor Cr Jordan Lockett said the two reports provide compelling evidence that the condition of regional roads is having a significant impact on safety, productivity and community wellbeing. “These findings add solid data behind what our community experiences every day,” Cr
Lockett said. “When two sections of the south-west’s most important freight and tourism route are ranked as the first and second most dangerous country road in the state, it demonstrates the urgent need for action. “Coupled with VAGO identifying the condition of state-controlled roads continuing to deteriorate and Moyne as the state’s secondhighest pothole hotspot, it is clear that our regional roads require far greater attention and investment than they are currently receiving.” Cr Lockett said council had spent years advocating for improved investment in statemanaged roads through direct engagement with government, transport agencies and as an active member of regional advocacy groups, including the South West Victoria Alliance, Rural Council’s Victoria and the Municipal Association Victoria. “Council, individually and as part of the South West Victoria Alliance and Rural Councils Victoria, has been consistently calling for sustained and prolonged investment in road maintenance and renewal programs, not just short-term funding injections that fail to address the underlying problem,” he said. “Our roads are critical economic infrastructure. They support agriculture, freight, tourism, local businesses and connect our communities to essential
services. “When roads deteriorate, the impacts are felt across the entire region.” Cr Lockett said the findings align closely with council’s own advocacy priorities and those outlined in the South West Victoria Alliance’s state election platform which calls for investment to the Princes, Hopkins and Hamilton Highways as well as the Heywood-Woolsthorpe and
Cobden-Warrnambool Roads. “Regional communities should not have to accept lower road safety standards simply because they live outside metropolitan areas,” he said. “These reports and the experiences of our communities provide a clear roadmap for government. “The need has been identified, the evidence is there and the community has spoken. What
is needed now is a long-term commitment to rebuilding and maintaining regional roads so they are safe, reliable and fit for the future.” Moyne Shire Council will continue working with neighbouring councils, industry groups and community stakeholders to advocate for increased investment in the state road network across south-west Victoria.

Safety push continues at Bushfield
CONNECTING Warrnambool members are continuing their advocacy for improved safety at the Bridge Road/ Bushfield Recreation Reserve intersection. Group leader Elise McKinnon believes the intersection is regularly used by children and families to cross the busy Hopkins Highway to get to football, cricket, netball and other activities at the oval. “This is an intersection where we’ve seen truck rollovers, vehicles leave the road and ongoing roadside damage, yet it is also a regular crossing point for children,” she said. “Recently, thanks to Moyne Shire Council, a pedestrian counter was installed at the Bushfield Recreation Reserve so we can start gathering actual data on how many children, families and community members are crossing there. “We’re incredibly grateful to the council
for making the equipment available so quickly.” Ms McKinnon said while the reserve sits within Warrnambool City Council, many Moyne Shire families also use the oval. “Cr Jim Doukas was wonderful in looking at what Moyne could do to help,” she said. “This is a lovely example of neighbouring communities working together when it comes to keeping local children safe. “We managed to get it installed in time to capture some of the remaining football activity, including Thursday and Sunday, and it will stay in place throughout the school holidays.” Ms McKinnon said the information collected would become part of the broader evidence the Connecting Warrnambool was building to support further safety improvements at the intersection, including the group’s case for reducing the speed limit to 60 km/h.
Oscar is one of many children who cross the busy Hopkins Highway to utilise facilities at Bushfield Recreation Reserve. A pedestrian counter was recently installed and will remain throughout these school holidays.

Celebrating the South West TAFE award are, from left, Brian Cook, Joe Frankcombe, Lotty Cook, Kathy Hall, Kirsten Diprose, Mark Fidge, Elana Agnew, Melanie Braithwaite, Susan Pettigrew and Hugh Koch.
Major training award for TAFE
SOUTH West TAFE has taken out the state’s major training award for the second time in six years.
The Warrnambool-based facility has confirmed its status as one of the state’s most respected vocational education and training providers. The facility was named the 2026 Large Training Provider of the Year winner at the 2026 Victorian Training Awards presentation evening last Friday. It will now compete for the national award, which will be announced in Sydney on November 20. CEO Mark Fidge said the win was a reflection of the team’s commitment to students, industry and the community. “It was unexpected but really pleasing,” Mr Fidge said. “One of the things that sets us apart is having one team across the whole organisation working closely together. “We understand what our students and industry partners are looking for and make sure we have a good staff experience. As a result of that, the culture of the organisation is positive and supportive.” Mr Fidge said SWTAFE had been consistently at or near the top in the state’s staff, student and employer rankings. “That consistency helps,” he said. “We feel like we are more than just a TAFE; that we are an important part of the community and how we support and represent the community stands out as a point of difference for us.” Mr Fidge said SWTAFE was continuing to innovate and introduce new facilities to improve the student experience and get better outcomes for employers and the community. SWTAFE won ahead of finalists Chisholm Institute and NECA Education and Careers. In the awards announcement, SWTAFE
was described as delivering accessible, high-quality education aligned to the Victorian Skills Plan. “SWTAFE works closely with more than 300 employers and 26 schools to address workforce shortages in aged care, disability, early childhood education, agriculture, First Nations communities and skilled trades,” the awards announcement stated. “Continuous improvement is embedded across the organisation, driving innovation and stronger outcomes for students, industry and staff. This commitment has contributed to SWTAFE consistently ranking among Victoria’s highest-performing TAFEs for student and employer satisfaction. “Current results include Victoria’s second-highest student satisfaction rate, a completion rate of 63.2 per cent compared with the state average of 50.2 per cent, and 88.3 per cent of graduates employed or undertaking further study. “Equity, access and inclusion are central to SWTAFE’s approach, with wrap-around support delivering strong outcomes for priority learner cohorts. More than just a TAFE, SWTAFE provides a lifetime of opportunity, strengthening communities and regional prosperity for all.” The award is based on South West TAFE’s 2025 performance where 430 staff supported more than 7,000 students, resulting in about 4,600 job outcomes that deliver on the region’s skills needs. South West TAFE is the number one VET provider in the region, with 67 per cent market share. The Australian Training Awards are the peak national awards that showcase best practice in vocational education and training (VET). The awards recognise and celebrate excellence and are an important mechanism for promoting the benefits of VET and respect for skill-cased careers and skills excellence.

Love that builds new beginnings
THE joy of foster care is often found in the little things for Jason Oliver and Karen Smith.
A trip to the beach. Going to the movies. Jumping on the trampoline. Even something as simple as going through a car wash for the first time. They are moments many families might take for granted but for Karen and Jason, seeing the excitement those experiences can bring to a young person is one of the most rewarding parts of being a foster carer. Last week – September 13-19 – was Foster Care Week in Victoria; a time to recognise and celebrate all those who open their hearts and their homes to a child or young person. Karen and Jason are two of those special people and they are keen to share their experience in the hope it may encourage others to consider doing the same. The couple’s caring journey began around seven years ago through kinship care, when they cared for members of their extended family for five years. When that chapter came to an end, they began thinking about what might come next. “We just thought, we’ve done it for five years, why not give other children a chance of somewhere safe, loving and secure?” Karen said. After completing the assessment and training process with Brophy, they became foster carers and have now been caring through the program for almost two years. The experience has also highlighted for them the value of having support around them. Having navigated much of their earlier kinship-care journey independently, Jason said the difference was significant. For both Karen and Jason, becoming foster carers has also meant learning to be patient, flexible and willing to meet each child where they are. “Building trust can take time,” they said. “And sometimes progress comes through moments that might appear small from the outside. “Seeing a young person become comfortable enough to sit beside them, watch television or simply have a conversation can mean an enormous amount. It’s the little things that count,” Jason said. “You might not realise it at the time,
It’s the little things that make foster care worthwhile for Karen Smith and Jason Oliver. but you can sit down that night and think about it and it just blows your mind.” Karen’s own experience has also shaped their foster care story. Blind for much of her life, she said her vision had never been a barrier to becoming a carer. The children themselves often barely think about it. “They forget that I’m blind,” she said. “It’s just normal.” Karen said the support she received throughout the foster care assessment process was particularly meaningful. “They never made me feel less of a
person,” she said. “They were always very supportive.” This year’s Foster Care Week theme was ‘Open Doors. Open Hearts. Open Opportunities.’ This theme reflected the role carers can play in providing children and young people with safety, connection and new opportunities. It is something Karen and Jason understand firsthand and today they remain committed to continuing as foster carers and hope their experience might encourage others to consider doing the same. Jason’s message to anyone thinking
about fostering is simple. “If you’ve got the space, you’ve got time and you’ve got love to give, please help,” he said. Karen agreed. “Every child deserves a chance.” For them, foster care isn’t about grand gestures. It is about providing safety, patience and consistency and appreciating the small moments that show a young person is beginning to feel at home. Anyone wanting more information on becoming a foster carer is encouraged to contact Brophy family and youth services Warrnambool on 5561 8888.

A BROKEN arm kept Warrnambool teenager Charlie Miller away from skateboarding for months but it inspired him to combine his two life passions, skating and design, into a new business with a message. The 18 year-old this week officially launched his own skateboarding apparel and accessories brand, SKOCKZ, with support from WRAD Health. “My message is all about bringing youth together through skateboarding,” Charlie said. “WRAD Health’s message aligns to my values of improving youth mental health through skateboarding.” SKOCKZ currently has about 10 products, including hoodies, t-shirts and collectable keychains, and Charlie plans to grow the store. A year 12 student at Warrnambool College, Charlie’s enforced time away from the sport had an unexpected consequence. “I broke my arm while I was on a trip about six months ago so I couldn’t skateboard for a couple of months,” he said. “I felt completely isolated stuck at home. Filming my mates at the skatepark and slowly building back got me through it. I realised how great the environment was and that’s the spirit this brand is built on.” SKOCKZ started as a school project, making skateboard socks, but soon
grew into an expanded enterprise. He’s already made some sales online and has 100 pairs of socks on the way. Charlie uses illustrator and Canva to make his designs, which now includes Polymer Clay Skocksters. “I’d love to continue doing my business and take a gap year next year and then go to uni to study design to make my skills even better,” he said. Charlie has been skateboarding passionately for two years. “It sounds corny but it gives me a feeling of freedom,” he said. “All the people at the skatepark are really nice. It’s not teenagers on their phones. It’s like a community and the skaters want to get everyone involved in skating, no matter what their age. “I started SKOCKZ because the skatepark is where mates are made, tricks are learned, and everything else disappears for a while.” Charlie said his current “vis com” (visual comm and design) teacher at Warrnambool College, Cath Holton, inspired him to take on this new journey. “She has been amazing; she inspired me to design something close to my heart and then encouraged me to pursue it – what began as a school project to design some socks has turned into something much more and I’m very proud of that.” To follow Charlie’s journey and learn more about this young designers products simply head to his website at SKOCKZ.
Student Charlie Miller is happy to now be back at the skate park doing what he loves best.

FOLLOWING the success of last year’s inaugural event, the Gillin Boys Foundation will once again host a ‘Survive to Thrive’ gala evening. The dinner, to be held at the Warrnambool Golf Club on Friday, October 23, will be hosted by Gillin Boys Foundation chairman and current Warrnambool Football Netball Club coach, Daniel O’Keeffe. Guest speakers throughout the evening will include cancer survivor and former North Melbourne AFL star Ben Cunnington. “It will be wonderful to have Ben as a guest speaker,” foundation co-founder Christopher Gillin said. “Guests will also hear from a group of my closest friends who will discuss their perspectives of what it was like growing up with me as I not only survived but thrived.” Dr Chantal Coles and Dr Peter Houweling from the Murdoch Children’s Research Institute will also provide an update on their Duchenne research. “We will also have live music, a silent

Ready to transform futures
WARRNAMBOOL’S new South “Students will be met by one of our West Tech School last week quadruped robots and brought inside the Tech School that has been designed to be opened its doors to the general inspiring,” Mr Keert said. public for the first time. “There is a digital interactive floor screen, The school, described as a ‘landmark asset’ that will connect students to their futures in a way never before seen in the region, was officially opened on Thursday by Member for Western Victoria Jacinta Ermacora. Later in the afternoon, local residents were able to get their first look inside the new school during a special open night event. The tech school, which is a separate entity located on the South West TAFE central Warrnambool campus, is already proving popular among local students and families. Programs for students will start in term four and are already fully booked for the rest of the year, and heavily booked for term one, 2027. The $8.8 million project brings worldclass, immersive STEM experiences directly to local secondary students, providing hands-on learning experiences that help students explore emerging technologies, solve real-world challenges and discover future opportunities. It complements what students are already learning in the classroom with hands-on access to robotics, drones, 3D printing and virtual reality. South West Tech School is one of six new tech schools located in a TAFE or university, joining 10 previously announced. It will provide free programs to more than 8000 students from 26 partner schools covering five local government regions in south-west Victoria. Director Rohan Keert said South West Tech School was funded to have the type of equipment and expertise most schools cannot provide.
a floor to ceiling digital glass waterfall, and an e-sports arena we have named the Pixel Forge.” The Tech School features three massive LED digital walls, a class set of gaming PCs, 3D printers, laser cutters and injection moulders for a Waste to Wonder plastics recycling program. It also has different kinds of drones, including some to be used for water sampling in the Water Guardians program, while others will be used to explore precision agriculture in the Agri Futures program. In a food innovation space, students will create bush food flavoured ice-cream and baked products. “This has been an amazing refurbishment of an existing building that is inspiring, tech enabled, and future focused,” Mr Keert said. “Now our job is to take the students from ‘wow’ to how’ through the programs they will experience at South West Tech School.” South West TAFE CEO Mark Fidge said the tech school added an important piece to Warrnambool’s educational precinct. Mr Fidge described the opening as a landmark moment for the region. “It’s not like the old model of technical colleges or schools but something new and exciting to connect south-west students to their futures through emerging and indemand opportunities,” he said. “For young people in our region, this is the kind of hi-tech learning that was simply out of reach before now.” The project was funded by the Department of Education.
South West Tech School director Rohan Keert was excited to welcome visitors to the campus when the doors opened last week.
Potholes on the road to health
HEALTH care workers across the state “Public hospitals are in crisis and healthcare workers are expected to rally at several hospitals are at breaking point,” VAHPA secretary Aneta this week, with an urgent message to the Menkinoska. government to provide a “reasonable pay “Every day they are expected to make impossible decisions about whether or not a patient receives the offer” for all staff in the sector. After more than a year of negotiations without a reasonable offer, the Victorian Allied Health Professionals Association (VAHPA) has given the government ‘four weeks to fix it’ in a major escalation in their campaign for safe workloads and a reasonable wage increase. Should the government fail to deliver an acceptable offer later this week, members will strike for 24 hours next Thursday, October 1.
care they deserve. “We have been bargaining for over a year. For the sake of our communities, this government needs to come to the table and fix this dispute. “We are seeing allied health community waitlists of over 50 weeks, hospital wards overrun due to staff shortages and an increase in staff sick leave due to stress.” Ms Menkinoska also said clinicians are having to
make risky decisions on the ward because they are overwhelmed with patient lists. “We have exceptionally experienced members who have spent years being upskilled in specialist areas that are exiting the workforce due to burnout,” she said. “Junior staff are expected to fill their shoes with little to no experience leading to further stress, burnout and moral injury. It’s not right and it’s certainly not sustainable.” Ms Menkinoska believes the gap in the standard of care between regional and metropolitan hospitals is widening, with many rural and regional hospitals unable to provide clinics and services due to an inability to recruit and retain experienced clinicians.
