Britnell to fight offshore zone

MEMBER for South West Coast Roma Britnell has this week expressed concerns over the offshore windfarm zone in the Southern Ocean.

Ms Britnell said South West Coast residents had “every right not to trust the Labor Government” given its recent handling of the impacts of offshore wind on marine life in the area. She said Jacinta Allan’s announcement that renewable energy projects would be eligible for an accelerated planning pathway under the Development Facilitation Program (DFP) is cause for concern.

“The recent announcement of the offshore windfarm zone in the Southern Ocean by Federal Minister for Energy, Chris

Bowen, will see renewable energy projects occurring off the coast of Warrnambool and Port Fairy,” Ms Britnell said.

“There are now fears community members will not have their voices heard, with projects under the DFP not facing a planning panel process or allowing third-party appeals to be raised at VCAT.”

Ms Britnell believes this move is an “affront to our community” and the right to have a say about what gets built in its backyard.

“We support renewables, but this move by Labor is designed to ram through approval of offshore windfarms along our precious coastline,” she said.

“In Gippsland, the State Labor Government was prepared

to ride roughshod over the environment where a protected Ramsar wetland is located. We will now see them do the same to our precious whale nursery near Warrnambool and Port Fairy.

“Despite our electorate having far more wind farms than anywhere else in the state, the government continues to act against the wishes of the local community and against the interest of the local environment for purely ideological reasons.

“I will stand side-by-side with the South-West Coast community, and we will fight the state government against any inappropriate windfarm developments, on or offshore, to protect our precious environment”.

Rotarians in town

MORE than 300 Rotarians will converge on Warrnambool today for this weekend’s District 9810 annual conference.

In good news for the local economy, it is expected the Rotarians will spend three days in the area, with a range of activities on the agenda.

District 9810 comprises more than 30 Rotary clubs in Melbourne’s eastern suburbs.

The annual conference will run through until this Sunday but today (Friday) is all about the visitors getting out and about and enjoying Warrnambool –with two days of guest speakers to follow.

“Normally we have the conference on the Saturday

and Sunday but today (Friday) is all about getting out and enjoying this wonderful town,” district conference chair, Wil Cornelissen said.

Friday is a Rotary Day where members have the chance to play golf, to play bowls, go on tours, enjoy brunch at the Flagstaff Hill museum and a pre-conference cocktail party at Flagstaff Hill.

“Warrnambool is a good place (for a conference) as it has plenty of opportunities,” Mr Cornelissen said.

“We’re looking forward to having a great weekend to boost the local economy and we look forward to working with everybody.

“We have a good rapport with the Warrnambool City Council

and everybody has been very accommodating, working with us to ensure everything is running smoothly.

“We are working arm in arm with the Rotary Club of Warrnambool as well to achieve the optimum.”

Warrnambool mayor Cr Ben Blain said he was looking forward to welcoming the attendees today. “Business events and conferences are always great news for our economy and we are proud to be able to support this conference via our Events and Festivals grants,” Cr Blain said. “Conferences often take place outside of peak times and can bring in hundreds of people, so they provide a big boost,

and they are a really important part of the events mix for a thriving regional centre like Warrnambool.

“As such a compact city, we are well set up for conferences like this and I’m sure all of the attendees will have an amazing time.

“Rotary is such a remarkable global organisation and it’s really exciting to see some of our local Rotarians working with their Melbourne counterparts.”

Cr Blain will be one of a bumper line-up of guest speakers that also includes former AFL footballer Tom Boyd and Professor Arnold Dix - the mastermind behind the 2023 Indian tunnel rescue which saved 41 trapped workers.

Voices must be heard

MOYNE Shire mayor Cr Ian Smith is seeking assurances from the state government that community concerns will still be heard and taken into consideration amid changes to the approval process for renewable energy projects.

Cr Smith said Moyne Shire Council was the state’s renewable energy “powerhouse” and had been involved in renewable developments and planning processes for a quarter of a century.

He said he was deeply concerned removing the independent planning panel process from renewable energy developments would erase a vital chance for the community and other stakeholders to have their say.

“The panel process was an opportunity for the community and stakeholders like council to put forward their concerns and have them heard by an independent group who then made recommendations to the

Minister,” Cr Smith said.

“I want assurances from the Premier and Planning Minister that community concerns will still be heard and given due consideration - not just received and filed. “I want to know how that process will work with the removal of planning panels and VCAT objections.”

Cr Smith said he would be reaching out to the Premier, the Minister and the department to highlight how critical it is that the views of the community (who will be hosting these projects for the next 25 years) are given the utmost respect and consideration.”

Cr Smith said Moyne Shire Council’s overarching position on renewable energy developments had not changed and it was still calling for a pause on new developments until strategic land use planning is completed.

“Moyne Shire is already home to 310 operating wind turbines with another 410 under construction or in planning - covering around 12 percent of our total land area,” he said.

“What we are asking is for the government to give consideration to the communities who are already doing the heavy lifting when it comes to these types of developments. “It is equally critical that upfront preapplication engagement is undertaken by developers with the local communities to inform design of projects.”

Cr Smith said Moyne was in a unique position to provide advice about the on-the ground experiences its communities have had with renewable developments and what it would like to see as standard practice for new developments.

“Moyne’s experience is important to ensuring process improvement, and we would value the ability to continue to be part of that engagement with Ministers and Department,” Cr Smith said.

“We are a key stakeholder and we still expect to engage with the department; we don’t want our experience and the valid concerns and views of our communities shut out of the decision-making process.”

Maremmas benefit from Flaggy 5

PARTICIPANTS in this year’s ‘Flaggy 5’ series have helped contribute towards the future of Warrnambool’s Middle Island Maremma Project.

The annual ‘Flaggy 5,’ organised by the Warrnambool Athletics Club, not only provides local runners with the opportunity to take part in a series of events in January, but also gives them a chance to raise some much-needed funds towards a local cause.

And this year the club chose to donate to the Maremmas.

“The Maremmas provide a vital role towards the retention and wellbeing of penguins on Middle Island so we were very happy to be able to make a $900 donation towards the project,” club president Karen Anderson said.

“We run the Flaggy 5 over four nights in January and this year we attracted more than 600 people which was amazing so we thank everyone who took part and who helped raise this money.”

Warrnambool’s Middle Island is home to a variety of seabirds, including the Little Penguin.

The Little Penguin population had been decimated by foxes over the years, with an estimated 600 penguins in 1999 reduced to less than 10 by 2005.

Maremma ‘guardian dogs’ were introduced in 2006 following a suggestion by Swampy Marsh to introduce them based on his success training them to guard his free-range chickens from predators.

They have since been trained to protect the Little Penguins from foxes, allowing the population to slowly build.

Although exact numbers are not known, its estimated there are now well over 100 penguins calling the island home.

As of October 2022, the Middle Island Project has

a team of five Maremma dogs, which includes two education dogs (Avis and Amor) and three guardians (Mezzo, Isola and Oberon).

According to dog handler Nikita Dobberley, the project relies on assistance from businesses, organisations and volunteers to help meet ongoing costs and ensure its future.

“As you can imagine, these beautiful dogs can eat

quite a lot and need looking after so donations such as this (from the athletics club) is much appreciated,” Ms Dobberley said.

“Because of the recent floods we haven’t been able to get out to the island quite as much as in the past so we don’t know exact numbers there, even at low tide we’ve been struggling to get out to do a penguin count but hopefully that will soon change.”

An insight into immigration

EMMANUEL College students were given an insight into the challenges and experiences of immigrants during a special visit to the school last week.

In conjunction with the Warrnambool Multicultural Society, year 8 students were involved in the school’s first ‘Migration Morning’ last Thursday.

Five speakers were welcomed into the college to tell their stories of migrating to Australia.

The activity was part of Cultural Diversity Week and also brought to life the current year 8 geography topic, ‘Changing Nations.’

The students were fortunate to have been able to hear and understand first-hand the experiences of migration to our country.

The school extended its thanks to Daisy Ye from the Warrnambool Multicultural Society for organising the day, alongside presenters Meena Bharti, Xia’e Liu, Viktoria Yakushchenko, Otha Akoch, and Thomas Lual who shared their very personal stories with the students.

It is hoped the students found the experience rewarding and insightful, instilling an awareness and respect of all people who call our country home.

Mural best seen after dark

THE latest piece of street art in Warrnambool is best viewed at night.

Talented artist Jimmi Buscombe has used specially imported glow-in-the-dark paint to create a mural at the rear of the F Project driveway in Timor Street. The paint is activated by light, so visitors can use a torch to temporarily add to the artwork.

“The piece depicts some native flora and fauna and a barn owl. At night it will have this glow-in-the-dark surface that people can come down and use their mobile phones and draw on it, or do shadow art and all sorts of different things,” Mr Buscombe said.

“This stuff is from the States. I brought this in from America. It’s a Strontium-based particle that’s suspended in an exterior paint.

“It’s good for 10,000 plus charges and it’s really fast, so even with just a mobile phone torch, you can draw or write and it takes up the light really quickly and then releases it slowly after about 10 or 15 minutes and it will slowly fade

into the darkness after that.”

The mural was funded by a Warrnambool City Council ‘Activate Warrnambool’ grant.

City mayor Cr Ben Blain believes the piece will provide another reason to visit the city centre in the evening.

“Especially once daylight savings ends, I think this mural will be really popular,” he said.

“The best public art is interactive, and this offers a really fun way to get creative and make your own masterpiece in a unique way.

“These grants were all about activating the city during off-peak times, and a glow-in-the-dark mural is a clever way to use the early sunsets of autumn and winter to our advantage.”

Cr Blain said that over the past decade or so there had been a big jump in the number of murals and sculptures in Warrnambool, and he believes this latest piece adds a real feeling of vibrancy and fun that only the creative industries can provide.

Generous local provides a home for the Bowen’s

FINALLY there may be light at the end of a long and dark tunnel for Doug Bowen and his young family who, for the last four years, have fought for a place to call home.

And it’s only thanks to the generosity of a Warrnambool local – who has kindly offered their now-vacant rental property – that the trio is now looking forward to moving out of a cramped motel room and into their new home.

To say the last few years have been tough for Doug, eight year-old Nova (who has cerebral palsy and is confined to a wheelchair) and seven year-old Archie is an understatement.

For almost four years Doug has anxiously waited on the Department of Families, Fairness and Housing’s list for ‘emergency accommodation.’

In 2019 Doug’s partner Corrie passed away, leaving him to not only grieve but also take care of their two young children. Nova’s needs also meant Doug had to give up his job and become her full-time carer.

For more than 18 months he fought to retain their family home in Colac but he lost that battle and became reliant on friends and family for accommodation.

“I’m very independent and to find myself having to ask for help was gut-wrenching and pretty soul destroying,” Doug said.

“And because I chose to leave work to look after the kids I wasn’t entitled to any benefits for six months, which was pretty rough.

“It was even suggested I place my children in care but that was never going to be an option for me; they are my absolute world, my first priority and nothing will keep us apart.”

Doug was encouraged to apply for government housing and contact the Salvation Army for support.

He was placed on the waiting list and told it would be “around 10 months” before a house would become available.

Four years on, he is still waiting.

“I’m well aware of the housing crisis but to be told there would be a maximum wait time of about 10 months and here we are today, almost four years later, and still nothing, well that’s just devastating,” Doug said.

“We moved from Colac to Warrnambool for a fresh start, for both the kids and for me. Initially we stayed with a friend but I don’t want to overstay our welcome so we

moved to this motel at the start of the year.”

Living in a motel room has certainly had its challenges. With a large wheelchair to manoeuvre in an extremely confined space, and very limited cooking facilities, the family has daily hurdles.

“I try to keep upbeat for the sake of the kids but honestly it’s been a pretty rough ride for us all.”

With just days left in the motel, and desperate to find out his place on the department’s ‘priority wait list’ Doug spoke with Member for South West Coast, Roma Britnell.

“At that time I honestly didn’t know where else to go so I thought I had nothing to lose,” Doug said.

“Looking back that was one of the best decisions I’ve made so far; Roma has been amazing. And I know she hasn’t helped us for any political gain, she has been sincere and genuine and we can’t thank her enough.”

From that time on, Doug has been inundated by support from the Warrnambool community and for that he could not be more thankful.

“Roma’s office has been flooded with offers of help; people have even offered to pay some of the motel fees which is just amazing. I’m grateful beyond words.”

In a statement issued late last week, Ms Britnell confirmed a generous local family had offered Doug, Nova and Archie an ‘interim roof over their head.’

“I know the local community will be as relieved as me that the Bowen family will now be able to move from their motel room into temporary accommodation and have some level of normality in their daily life,” Ms Britnell said.

“I thank the kind locals who have gone above and beyond to generously support this family and also those who helped fund the family’s stay in a motel for several weeks.

“Now Doug will no longer have to lift Nova without lifting aides in a cramped motel bathroom, risking injury to his back. He will also be able to do simple things like prepare nutritious foods in a kitchen.”

Ms Britnell said this was an example of “everything that is good about country communities.”

“When I began advocating for this family I was so impressed by how quickly the community banded together with me to step in when the government has failed this family,” he said.

“This act does not absolve the government and Housing Minister of their

responsibilities to support our community’s most vulnerable, including the Bowen’s, with social housing.”

After four years of stress and uncertainty on the public housing wait list, Doug has learnt there is no suitable available housing on the government’s books in Warrnambool for a person like Nova in a wheelchair – and no immediate plans to build any.

“This is a grim indication of just how long a family like the Bowen’s can expect to be on the public housing waiting list,” Ms Britnell said.

“The Bowen family need the security of ongoing, affordable, rent-controlled

housing that only a government home can provide.

“While Doug and his children have been given a temporary retrieve, I know they’re not the only family doing it tough out there and the housing crisis is getting worse.”

Ms Britnell has vowed to continue to pressure the state government so that families like the Bowen’s can have the “basic necessity of an affordable roof over their heads.”

Doug, Nova and Archie are hoping to move into their new temporary home in time for Easter.

THERE were smiles for miles both on the sand and in the water last weekend as the Disabled Surfers Association (Great South Coast) held another successful morning.

A large contingent of champion surfers of all ages and abilities took to the water on Saturday morning, eager to catch a wave thanks to the efforts of a dedicated team of over 60 volunteers

including two staff and 12 students from the Alpine School.

Beach wheelchairs, larger boards with handles and bean bags for added comfort all played a part in ensuring participants felt confident and secure. Bathed in sunshine, the group took advantage of the warm weather and were keen to spend time in the water.

Warrnambool’s Amanda Crisp received the Brian Gorman Memorial Trophy for ‘Volunteer of the Day.’

“It was an absolute pleasure to help out, to see

the smiles on the faces of the participants and to see the joy this day brings was just simply amazing,” she said.

“Last weekend was my first time volunteering. It’s so inspiring to see so many people putting smiles on the faces of others.

“I didn’t realise how many people is actually needed for this event to happen so that was a real eye-opener for me. I loved every minute of it, as I’m sure everyone involved did too. It’s a very rewarding day and I encourage others to volunteer for the next event.”

Aero club on a high

MEMBERS of the Warrnambool

Model Aircraft Club are on a high following a successful ‘fun fly’ last weekend.

Perfect weather conditions saw crowds flock through the gates of the Koroit air strip over the two days, with more than 25 model aircraft on display.

“From all accounts, and from feedback we’ve received since the weekend, this year’s Fun Fly was one of the best we’ve had in recent years,” club member Wayne Fairy said.

“I’m a relatively new member to the club, and I still have a lot to learn, but I do know it was an absolutely wonderful weekend.

“It was a bit windy on the second day but flying conditions were great for day one. There was between 25 and 30 planes there so people had lots to see and several took to the skies and put on a great display.”

It’s anticipated that money raised over the weekend will go towards replacing a mower for the club, along with some

much needed work on the air strip.

“At the moment we’re having abit of trouble with a weed in the strip so we’re looking at putting in some gypsum and lime, and the field also needs aerating,” Mr Fairy said.

“But there’s always something to do and events such as last weekend helps towards the cost of these things.”

Give for the kids this Sunday

THE Good Friday Appeal kicks off in Garvoc this weekend, with the small town hoping to again raise significant funds for The Royal Children’s Hospital.

The annual Garvoc Community Goods and Services Auction will return this Sunday, March 24 from 11am with ambitions of continuing its run of generous support for children when they need it the most.

Last year the final tally for the Good Friday Appeal broke records, with an astonishing $23 million raised to benefit the Royal Children’s Hospital.

The Garvoc community has long been something of a phenomenon when it comes to regional fundraising for the appeal.

Last year the town’s auction raised an incredible $23,000 which matched or surpassed the tally raised in much larger regional communities.

As Western District Newspapers reported last year, the Garvoc community also reached a milestone of its own as it surpassed $250,000 in total donations since the town was officially recognised as separate from Terang’s tally two decades prior.

Despite a population of only around 250 residents, Garvoc has become one of the ‘heavy hitters’ in regional support of the annual appeal.

In 2022 Garvoc set its fundraising record of $26,665, with the bulk of the funds coming from the Community Goods and Services Auction.

Good Friday Appeal Garvoc area manager Cate Kelly said a community with such a small population raising so much each year was something which “really brings the community together”.

“This year we will have auctioneers Jack Kelly and Tim Healy, who always add a bit of entertainment and get the bidding going,” she said.

“We’ve got lots of donations from businesses throughout the district, with everything from goods which the farming community will love, through to freshly baked treats.

“Some of the baked goods can make up to $500, it’s pretty funny seeing what people will pay.”

Ms Kelly said it was always a proud moment for the Garvoc community to rally around such an important cause, as the auction draws donations of goods and services from across the wider south west.

“It goes to show a small community with a small group of people can get something organised,” she said.

“We have people there year after year who come and support the auction because 100 per cent of the proceeds go to The Royal Children’s Hospital.

“They’re the important people who are willing to give the money

and pay above total for the product.

“They come from all around the place, and we’re very grateful for those people who want to come and give for this cause.”

This year the Good Friday Appeal announced $2.5 million from the final tally would be used to support regional paediatric health services across five health services in regional Victoria.

The funds will support training, scholarships and state-of-the-art equipment, with the key goal of creating an integrated paediatric service system where health services can collaborate to share expertise and knowledge.

Ms Kelly said she welcomed the announcement as many people in the south west have relied on the support and care of The Royal Children’s Hospital over the years.

“It hits the heart a bit, I think,” she said.

“Raising money each year is just about giving for the kids and it’s a bonus if it helps to put us on the map.”

The annual Garvoc Community Goods and Services Auction will officially begin at the Garvoc Community Hall (4 Farrell Street) this Sunday from 12noon, with a barbecue from 11am.

Fast laps for the brave

A GROUP of thrill-seeking Sprintcar enthusiasts have helped raise a further $5,000 for the fight for a cure for Muscular Dystrophy.

Warrnambool’s Premier Speedway came alive last Sunday for the Gillin Boys Foundation’s two-seater ride day.

According to the foundation’s vice chairperson Jessica Nolte, 20 people enjoyed the opportunity to enjoy five quick laps around the track in the car.

“They were all very excited to sit in the back

of the car and race around the track,” Ms Nolte said.

“Overall, it was a great day and no doubt the highlight for many people, including Christopher (Gillin) was seeing his father Ash, and the car’s owner Wayne Billings, enjoy a few laps of the track.

“I believe it was a first for them both and you couldn’t wipe the smiles from faces. Both Chris and his mum (Mandy) were laughing as the car went around and that was so wonderful to see.”

Ms Nolte thanked all those who took part in the

day, along with Sprintcar drivers Tim Rankin and Grant Stansfield.

“Everyone was super pumped after their laps and we already have a waiting list for next season,” she said.

“We will work with the tracks – at Simpson, Premier and hopefully Portland - in the offseason to work out some dates for ride days next year. “They’ve been a great fundraiser and something everyone has enjoyed and the foundation is grateful to everyone who has given their support.”

HOLDEN lovers were in heaven last weekend when the Western Vic. Holden Car Club staged its 12th ‘Show ‘n Shine’ at Lake Pertobe.

A large crowd of motoring enthusiasts were eager to take advantage of the warm weather and clear skies on Saturday to browse the range of vehicles on display.

KOROIT students were celebrating ‘all things Irish’ for St Patrick’s Day last Friday.

The primary school students and staff spent the day playing Irish games, learning about Irish culture and St Patrick, and decorating cookies.

“The day was loads of fun and we also ran our very own Green Faces talent show to finish the celebrations,” school principal Tegan McDonald said.

“It was a very fitting tribute to the day and one that was appreciated and enjoyed by us all.”

New place to shoot hoops

VISITORS to Lake Pertobe will soon be able to ‘shoot hoops’ on a new basketball half-court.

Work is about to start on the construction of a new playing space, with completion anticipated to be by the end of May, depending on the weather.

The court will be located at the south-western end of Lake Pertobe, near an existing cricket pitch and mini golf course.

The project was identified in the Lake Pertobe Masterplan and is being funded by Warrnambool City Council.

Warrnambool mayor Cr Ben Blain said the half-court would add a new dimension to Lake Pertobe.

“Lake Pertobe is just about the best place on earth if you’re a kid, and what this new basketball court aims to do is to provide an option for perhaps older kids or even adults to be able to enjoy the precinct more,” he said.

“As a council, we want to encourage people to lead healthy and active lives. Formal sporting facilities are a big part of that, but places to engage in casual sport such as half-court basketball are important as well.”

The opportunity to incorporate half-court basketball into Lake Pertobe was identified in the area’s master plan.

“While the new adventure playground was the crown jewel of the plan, there are lots of other elements included in there that we will continue to work on, with the basketball court being one of them,” Cr Blain said.

Foundation needs your support

A FREE bereavement service for families and others who have lost a loved one is calling on the community for financial support.

Warrnambool-based organisation, the Crystal Lee Foundation, needs help to ensure its bereavement counsellor can continue to reach families and others in need.

The foundation does not receive any

government funding and in tough times it becomes even more challenging to raise funds.

With this in mind, the foundation has this week launched its ‘Crystal Lee Foundation $100 Club.’

“We have estimated it will cost around $5,000 this year to keep our wonderful bereavement counsellor, Michael Turner-Downes, on the road,” foundation executive officer Julienne Clifford said.

Mr Turner-Downes’ face-to-face counselling has already reached and supported people in five local government areas across the south west and continues to do so.

However, this comes at a significant cost to the Crystal Lee Foundation and it is now hoping local businesses (and individuals/families) may be able to assist.

“We’re hoping businesses and people may be able to help out by giving a once-off $100 tax deductible donation to keep Michael on the road,” Ms Clifford said.

“We already have three donations within the first couple of days, including one person who said Michael had helped two of his friends so he was happy to donate, which was wonderful.”

The free service is available to anyone who has lost someone, regardless of age or circumstance.

“Michael is just wonderful with people. He has been on the road for two years now and has helped more than 60 people across the district,” Ms Clifford said.

“We all handle bereavement differently; everyone is on their own journey and Michael is a lovely, compassionate man.

“There is no limit to the number of sessions a person can have with him, that’s up to the individual. Our service is available to all and we want to ensure this continues well into the future.”

All $100 Club members will be acknowledged on the Crystal Lee Foundation website.

To donate simply head to the Crystal Lee Foundation or scan the QR code below.

New home for Dragon boat

THE South C Dragons long-awaited new boatshed has officially been launched.

Last Saturday’s official opening by Warrnambool City mayor Cr Ben Blain brought both joy and relief to the club’s 33 active members who are thrilled to now have a “permanent home” for their boat and equipment.

“Our club was formed in 2012 and we’ve always dreamt of having our own shed,” club president Glenda Mugavin said.

“Over the years our boat and equipment have been stored at several locations but always out in the weather so it’s great to finally have a shed and a place we can call home.”

Ms Mugavin thanked the council for its funding and support of the new shed, saying members were extremely grateful for the facility.

“This new shed is now home to Go Anna 2 (our dragon boat) and all our equipment which is fantastic,” she said.

“Our club welcomes men and women of all abilities, from the age of 18, who are keen to come together to improve their fitness, keep active and have fun.”

While the paddling season on the Hopkins River is weather dependent, it ideally runs from September to May.

“We are holding our next come and try day tomorrow (Saturday) from 7.40am and we’ll be on the water from 8am. New members are always welcome and we encourage people to register their interest before coming along,” Ms Mugavin said.

Anyone keen to give this growing sport a try can call 0417 350 077.
