WARRNAMBOOL mayor Cr Ben Blain has been elected chair of Regional Cities Victoria.

Regional Cities Victoria (RCV) is a leadership group comprising the mayors and chief executive officers of the 10 largest cities outside Melbourne - Warrnambool, Ballarat, Bendigo, Horsham, Latrobe, Mildura, Shepparton, Wangaratta and Wodonga. RCV advocates for the sustainable growth of Victoria’s regions and for policies and programs that help attract business investment and a diverse workforce to regional Victoria. “I feel privileged to be chair of RCV for 2026,” Cr Blain said. “Our collective strength makes us a strong voice for regional Victoria and a constructive policy partner of the Victorian Government. “Each of the 10 cities face similar challenges relating to issues such as key worker housing shortages and the need for community infrastructure to keep pace with population growth. “We’ll continue to advocate for regional prosperity. This is critical at a time where cost-of-living pressures are compounded by limited - and highly competitive funding opportunities at a state level.” Deputy chair of RCV in 2026 is Wodonga mayor Cr Michael Gobel.

State honour for Daisy WARRNAMBOOL’S Daisy Ye has been inducted into the Victorian Multicultural Honour Roll. The popular community leader was presented with the award during an official ceremony at Government House by Her Excellency, the Honourable Margaret Gardner, Governor of Victoria. This Honour Roll is one of Victoria’s highest recognitions for contributions to multiculturalism. It acknowledges individuals whose leadership and service have created lasting, positive impact across communities. Ms Ye is believed to be the first resident from Warrnambool (and the broader south west Victoria region) ever to receive this honour, marking a significant milestone for the local community. A tireless advocate for diversity, inclusion, and community building, Ms Ye has played a pivotal role in shaping the region’s multicultural landscape since moving to Warrnambool six years ago (just two years after arriving in Australia). She is the co-founder and president of the Warrnambool Multicultural Association (WMA), and the driving force behind a range of high-impact initiatives across the south west in her volunteer capacity. Her contributions include co-founding the Warrnambool Multicultural Association (now a key organisation fostering inclusion and cultural understanding in the region) and organising the award-winning Warrnambool Multicultural Festival (WMF), now one of the region’s most celebrated annual events. Ms Ye has also co-organised the inaugural South West Victoria Multicultural Forum, bringing together local leaders, organisations and community groups to strengthen regional multicultural collaboration. She has also initiated and collaborated on more than 20 intercultural programs, events, and partnerships, significantly raising cultural awareness and community participation

across the region. Through festivals, programs, and partnerships, Ms Ye has helped create vibrant, welcoming spaces where cultural diversity is celebrated, voices are valued, and people feel empowered to belong. “Receiving this award from the Governor of Victoria is something I never could have imagined when I first arrived in Australia eight years ago, and in Warrnambool six

years ago, simply trying to find my place in a new community,” Ms Ye said. “To now be recognised for helping others feel that same sense of belonging feels incredibly full-circle. “This award isn’t just mine. It belongs to every person and organisation who has supported multiculturalism here. “To everyone who has volunteered, partnered, shared culture, welcomed

newcomers, or simply believed in the power of inclusion, thank you. You’ve helped make this region feel like home for so many.” Ms Ye’s leadership and commitment continue to inspire people of all ages across south west Victoria to embrace, champion, and actively participate in multiculturalism. Her work has contributed to a growing sense of unity, pride, and cultural vibrancy across the region.

Cooking up a storm for others

WHEN it comes to baking Christmas cakes, and doing what she can to help others, Carole Manifold is up there with the best.

Carole, a two-time breast cancer survivor, knows only too well the importance of the South West Regional Cancer Centre in Warrnambool and the need to ensure its doors remain open for generations to come. With that in mind, she has devoted the money raised from the sale of her famous Christmas cakes to fund further cancer research. And that’s where her relationship with breast cancer care nurse Rebecca Hay has flourished. “Having undergone treatment for breast cancer both in Melbourne and here in Warrnambool, I’m very aware of just how important this centre is for our district,” Carole said. “In many cases people no longer have to travel long distances to Melbourne or Geelong to receive treatment like they did in the past; we’re fortunate to have this wonderful facility here in the south west, and with wonderful staff who are caring, compassionate and professional. “I’m thrilled the money from the sale of these cakes will help further cancer research. “And I’m grateful for the help of my good friend Fiona (Hall) who does all the wrapping, and to Fonterra for donations of butter, and the Terang Rotary Club and Terang RSL who have also been extremely generous with donations.” To date, the cakes have raised around $1500 – and Rebecca couldn’t be happier. “My brother Christopher and I have entered the 2026 Shitbox Rally and the money raised from these cakes will go towards our overall rally tally,” she said. The 2026 rally will take participants from Mildura to Townsville via the Flinders Rangers, the Birdsville track and the Gulf of Carpentaria from June 19 to June 27.

Carole Manifold (second from left) and friend Fiona Hall with the Christmas cakes now available and on sale from the cancer centre in Warrnambool. Also pictured are siblings Christopher and Rebecca Hay who have entered next year’s Shitbox Rally in the hope of raising even further funds for cancer research. Entrants are required to raise at least $5,000 and their vehicles cannot be worth more than $1500 – hence the name of the trip. The Hay siblings are confident (and more than a little hopeful) their 2003 model VY Commodore wagon will make it to the finish line.

“We bought the car from the wreckers, “We’ve called our team The Haymakers.” and that’s probably where it will end up Anyone wishing to purchase a Christmas cake, or make a donation towards The again after the rally,” Christopher said. Haymakers, can call in to the cancer “It’s taken a bit of work to get it roadworthy centre. but she’s a pearler! She looks a bit rough “Any donation, big or small, will be around the edges at the moment but it’s a most appreciated and will make a big work in progress. difference.”

National honours for The Six C’s THE Six C’s has been awarded the Resilient Australia National Business Award 2025 for its ground-breaking program, “Building Resilience from the Ground Up: Community Emergency Management Planning (CEMP).” The award was recently presented at the Resilient Australia National Awards ceremony in Melbourne. The ceremony celebrated the nation’s leading initiatives that strengthen community resilience to disasters and emergencies. The award recognised the significant impact of The Six C’s CEMP program in empowering regional and rural communities to prepare for, respond to, and recover from disasters. Delivered to more than 17 communities across Victoria (including some with populations of fewer than 100 people) the program has helped councils and communities build long-term capacity, capability and confidence in emergency management. Co-founder and director Mat Deans said receiving the national award was an extraordinary honour and a testament to the partnerships that underpin the program’s success. “This award belongs to the communities and councils who opened their doors to us and allowed us to walk alongside them,” Mr Deans said. “Their commitment to strengthening Mat Deans and Sue Rondeau accept the Resilient Australia National Business Award on behalf of The Six C’s. resilience is what makes programs like this possible. Swim between the flags this summer

VISITORS to Warrnambool’s beaches are being urged to swim between the flags this summer to avoid becoming a statistic. With the launch of Victoria’s volunteer lifesavers and lifeguards summer season in mid-November, the familiar red and yellow flags are now being raised for this critical patrol season. The 2024-2025 Drowning Report, released by Life Saving Victoria, recorded a total of 52 fatal and 123 non-fatal drowning incidents during the last financial year, above the 10-year averages for both figures. A substantial increase in drownings over autumn was recorded with 14 deaths between March and May, the highest number in 12 years and 49 per cent higher than the decade average. This mirrors the large number of incidents observed over spring this year when 12 deaths were recorded between September and November, the highest number since 2001. Summer consistently records the highest number of drownings of any season, with 23 incidents over the 202425 period. This points to hotter and longer summer weather stretching into traditionally cooler months, and more people visiting beaches and waterways over this time. The report also found drowning deaths among 15 to 24-year-olds were 27 per cent above the 10-year average. People aged 65 and older had the highest drowning rate of any age group, with 1.03 deaths per 100,000 people. This compares to .75 drowning deaths for the overall population. More than a third of drowning fatalities (37 per cent) between 2015 and 2025 involved people from multicultural backgrounds. This figure is likely conservative given country of birth is unknown among 22 per cent of incidents. Life Saving Victoria’s manager research and evaluation Dr Hannah Graefe said a whole-of-community response was required to bring about a sustained reduction in drowning incidents. ““Fifty-two people lost their lives to drowning in the 202425 financial year, and a further 123 people experienced a non-fatal drowning incident that can have lifelong impacts on those involved,” Dr. Graefe said. “These figures are both above their respective 10-year averages, pointing to a concerning upward trend in drowning incidents across the state. “We must all work together as a community to bring these numbers down.” The drowning report is released every year to provide information and insights to help LSV, its partners and policymakers target the underlying factors behind drownings and reduce incidents and fatalities. In light of these alarming statistics, Life Saving Victoria is highlighting an urgent need for water safety awareness, as Victoria faces a critical challenge to reduce these tragic losses. When heading to the beach make sure you take notice of where the red and yellow flags are flying – and swim between those.

Families celebrate annual Carols on the Green

WARRNAMBOOL’S Civic Green was alive with festive colours, music and cheer last Friday night.

The annual Carols on the Green once again attracted a large crowd, with families enjoying the opportunity to dine outdoors on picnic rugs and sit and listen to some Christmas favourite such as O Come all ye Faithful, Hark! The Herald Angels Sing, The first Noel and Away in a Manger. The arrival of the big man in the red suit also brought smiles to the faces of many youngsters who gathered in the hope of sharing their Christmas wishes. Cast members from Holiday Actors’ latest production, & Juliet, (which can be seen at The Lighthouse Theatre early next month) also performed on stage, as did students from Warrnambool’s Hope Studios. As always, The Salvation Army band was popular with the crowd, as was the chance for children to decorate biscuits and have their faces painted.

Bowlers in festive spirit

THE final night of indoor bowls on Monday saw players dressed in a range of colourful and festive costumes. The night also included a visit from Santa who gave out chocolates for the best dressed. A few upsets were recorded throughout the evening. In division one, all of the top four teams were defeated and the bottom four teams celebrated victories. The top side, Lawn Tennis Gold (skipped by Bubbles Keane), lost only their second

game for the season at the hands of the Allansford Panthers, skipped by Rob McCrabb. In division two, the Heytesbury Frogs (skipped by Pam Wines) continued their winning way with an 11 shot victory over Lawn Tennis Green. Division three also saw the top team, Wannon Park Hounds, defeated which will bring them back to second place. The competition will restart after the Christmas break on January 12. With only four weeks left of play, the finals will begin on February 16.

James Byron, Nettie Ryan, Jules Pollock and Barb Draffen celebrate the festive season.

Goodyer wins Max’s Race JOCK Goodyer has continued his great start to the 2025/26 race season at Premier Speedway with another chequered flag last weekend. Goodyer took out his second Max’s Race victory at the track on Saturday night, impressing race fans after starting from pole in the A-Main and surviving a late surge from 2023 Classic champion, Brock Hallett. Rounding out the podium on the weekend was Warrnambool’s James McFadden, who wove his way through the field after starting 10th on the grid. Max’s Race has always been regarded ‘one to win’ on the season race calendar since its inception in 2015 – honouring Sprintcar legend Max Dumesny; the homegrown hero whose impact on the sport is still felt today. Goodyer’s win on Saturday night came on the back of his top podium finish at the Allansford track’s season opener last month. Sprintcars will return to Premier Speedway on Thursday, January 1.
